Abstract:
It is no longer easy to adopt deterministic explanations of scholarly communication, technology or the information chain. Complex and reflexive relations have built up between the substantive and methodological literatures relevant to these topics. This thesis aims to explore these relations with reference to two sets of interviews, one with academic researchers and the other with information professionals. These interviews were conducted in 1998-9 during the FIDDO Project, a part of the UK Joint Information Systems Committee ‘Electronic Libraries Programme’. Two major theoretical perspectives are employed to support two analytic methodologies. The first is social constructivism, which is represented methodologically in the thesis by discourse analysis. The second is actor-network theory, which is represented methodologically by co-word analysis. Both of these approaches are engaged in questions of relativism and realism in social explanation. The implementation of each of the methodologies involves innovative moves. The discourse analysis is focused on personal deixis (self-reference) located by pronoun-use, and on interest management. The co-word analysis is adapted from a scientometric technique and supplemented by the use of categorical definitions of the three topics. Each methodology is employed to analyse both sets of interviews. The four resulting sets of findings are presented in terms of the boundaries apparent between the three topical concepts. The boundaries between scholarly communication, technology and the information chain are found to vary, for example according to the identities of the interviewees responsible for the data. They also vary according to the methodology employed. Discourse analysis of interviews with information professionals suggests that the idea of technology is deployed as a dual repertoire, consisting of empowerment and automation, and that the pattern of this deployment is one constituent of the contested boundaries between the three topics. Co-word analysis of the same interviews suggests that an important focus of the boundaries is around the idea of electronic journals. Discourse analysis of interviews with academic researchers also reveals use of the dual technology repertoire, but in addition suggests that the category of formal scholarly communication acts to legitimate the interests of researchers. Co-word analysis of the same interviews suggests that a number of models of document access were in play, including those based on the library, on paper and on documents. The implications of these substantive analyses include that studies based on ‘user needs’ or the ‘impact of technology’ could benefit from an analysis of how such topics are constructed in particular accounts. Finally, the question is addressed as to the extent that the results of the discourse and the co-word analyses (of the same data) are compatible so that they can be meaningfully synthesised. That is, do the two approaches give rise to outcomes that have similar epistemological status? The question is answered ‘empirically’ with reference to the issue of reflexivity as it is configured in the two approaches, and it is confirmed that the two types of outcome are not compatible due to profound differences in the positions adopted by their respective informing theories. The methodological implications of this include that those engaged in relativist research practice need to be aware the ways in which epistemological and reflexive issues are relevant to their actions.

El trabajo de tesis estudia la conformación de diferentes niveles de accesos sociales y comunicativos en el marco del proyecto de Sociedad d ella Información, haciendo hincapié en las políticas europeas y contrastándolas con indicadores socioeconómicos y con las directrices que, sobre el mismo proyecto, formulan países latinoamericanos.
La tesis doctoral elucida los procesos de concentración y convergencia de industrias de la comunicación y la información, como procesos críticos de un abordaje analítico enmarcado en los estudios de economía política de la comunicación.
La construcción de un modo de desarrollo en el que aparecen las tecnologías de información y comunicación como elementos centrales (centralidad que se verifica en la estructuración de las sociedades nombradas como "informacionales") es parte medular de la tesis doctoral, que también presenta el análisis de contenido de los principales documentos de la Comisión Europea y de la Organización para la Cooperación y el Desarrollo Económico (OCDE) en la última década del Siglo XX.

Abstract:
The development of the information society has created the digital divide, a gap between those who have access to the Internet and Information and Communication Technologies (ICT) and those who do not. On the basis of this idea, Mark Warschauer describes access to ICT and the ability to use it effectively as critical to social inclusion, enabling marginalized groups to fully participate in today’s society. The main aim of this thesis is to outline the correlation between the effective use of ICT and social inclusion by evaluating the public education program infocentros in Venezuela. Firstly, a review of current literature on the information society and the digital divide is undertaken. A resource model, proposed by Mark Warschauer, identifies four factors to be essential to the useful application of ICT, namely physical, digital, human and social resources. Subsequently, these factors are used to investigate whether the education project infocentros contributes to social integration within Venezuelan society or not. In addition to the literature research interviews are conducted with experts involved in the field of international development and South American contemporary history. The analysis of the program infocentros highlights that access to the Internet and ICT helped improve personal development on the users' individual level. Nevertheless, the "community development" in general could not be fostered due to missing involvement of the infocentros with an integrated development strategy. In conclusion, it was found that in the second phase of the project, based on a redefined strategy, the infocentros are involved more intensely with the communities' activities through participating in social programs of the Venezuelan government.

The theory of resistant spectatorship posits that an individual interacting with media may have the agency to oppose, reject, or reassemble the message of the information they encounter, instead of to passively accept it. This study puts resistant spectatorship in conversation with libraries and critiques in examining one aspect of a dominant information discovery system, Google Search, from a "resistant" position. Additionally, this study argues that within academic libraries the practice of critical information literacy, a pedagogical approach aligned with the ideas of resistant spectatorship, is an ideal mode for encouraging students to become resistant readers of information in its increasingly corporate-mediated forms.

In this highly readable and thought-provoking work, Nick Dyer-Witheford assesses the relevance of Marxism in our time and demonstrates how the information age, far from transcending the historic conflict between capital and its laboring subjects, constitutes the latest battleground in their encounter. Dyer-Witheford maps the dynamics of modern capitalism, showing how capital depends for its operations not just on exploitation in the immediate workplace but on the continuous integration of a whole series of social sites and activities, from public health and maternity to natural resource allocation and the geographical reorganization of labor power. He also shows how these sites and activities may become focal points of subversion and insurgency, as new means of communication vital for the smooth flow of capital also permit otherwise isolated and dispersed points of resistance to connect and combine with one another. Dyer-Witheford predicts the advent of a reinvented, "autonomist" Marxism that will rediscover the possibility of a collective, communist transformation of society. Refuting the utopian promises of the information revolution, he discloses the real potentialities for a new social order in the form of a twenty-first-century communism based on the common sharing of wealth.

Abstract:
The circus is a nomad community that wherever it goes always carries with it everything necessary to present an amazing spectacle: music, colored ligths, popcorn and candies, clowns, magicians, trained animals, and ... a school. This research is an ethnography that describes the spectacular way of being in the world that the circus inhabitants have and how their culture can be reflected in the school that their children attend. The objective is to show that school can also be lived as a show, it means, that it is possible having line in it. This research contributes to the recognition of human diversity, under the argument that if there is no single and valid way of living in the world, then, there is no single and valid way of living the school. In other words, that in the great spectacle of life, the ways of having line are many and all deserve the applause of the public.

Abstract:
This study delineates the globalized context of the present time, where Information and Communications Technologies (ICTs) can be understood as opportunities of citizenship for excluded groups who find themselves at the margins of local and global human development in the era of information, such as the communities in the districts of São Gonçalo do Rio das Pedras and Milho Verde in the Vale do Jequitinhonha, Minas Gerais — one of the poorest regions in the country. As a major goal, this study intended to identify how information originating from the telecenters of the Rede Rural de Telecentros Comunitários, of the NGO Gemas da Terra, has contributed to the social inclusion of these communities; to analyze the project for installing a telecenter for the communities studied; to verify any actions aimed at the integration of those who attend the telecenters with the other people of the community, to prevent a possible concentration of opinions and alienation between the two groups; and to point out results of the actions undertaken by the communities and their consequent practical influence on the daily life of local society. The methodology includes a document analysis of the Guia Gemas da Terra de Telecentros Rurais, non-participant observation at the telecenters, and semi-structured interviews with the users, volunteers, and representatives of the community organizations of the regions studied, where the dissemination and the use of the ICTs have been regarded by the communities as important supporters for improving conditions of life of the population by increasing opportunities for information, work, income, education, and leisure. Among the conclusions reached by this study, it was noted that the greatest social contribution of the pilot project of the NGO Gemas da Terra was to show the communities involved in the project the potential that the Internet offers to these districts, especially to the common people. Nevertheless, from the results obtained by this study, it became evident that the long way to be covered by informational inclusion toward the effective contribution of social questions in marginalized and integrated groups in the information era, was not totally explicit in the area studied.

Those activities, are own of the professional librarian, because, the essence of the Librarianship consists of locating, to treat, to store, to retrieval and to disseminate the information. But, with the development of the information and communication technologies the storage capacity in databases is growing, as well as the direct access of the users to the information, turning the information retrieval in half electronic a quite complex task. These factors take to investigate if the users have been getting to supply your information needs efficiently, without the professional librarian as intermediate. It was proposed the study of the behavior of a sample of the students of the powders graduation of the UNESP-Marília in the search activities and information retrieval in databases specialized, through the application of questionnaires and observations of your search procedures. With support of pertinent theoretical referential to the theme, the data were tabulated and analyzed quantitative and qualitative. As results, it was verified that several problems impede that the users take advantage of all the potentiality that the bases of data now offer for the information retrieval. It is ended that, the studies on the behavior of the users' search and the inherent knowledge to the librarian, they can contribute to the design of systems of information retrieval and more efficient search interfaces.

Abstract:
This research is based on the premise that the Uruguayan Educational System does not provide individuals sufficient tools to acquire skills and competencies in the management of information, being that one of the reasons that explain the difficulties to improve the levels of academic performance of the students. It seeks to justify that the inclusion of Information Literacy into the Educational Public Policies, that guide the Uruguayan Educational System, would contribute to solve the identified problem, since, the Information Literacy is the process by which the students could acquire the information tools that are necessary to have a good information management, adopting a critical stance toward it, and achieving more autonomy. In this way, the student would be more able to graduate from the Educational System, being a citizen more suitable for the decision-making and to exercise the full enjoyment of their rights. It considered that a citizenship with these characteristics possess the ability to deal with the social problems in a more conscious and responsible way, collaborating with the contraction of a more just and egalitarian society. To achieve the above stated objective, the research was developed with a purely qualitative and analytical deductive methodology, in which was elaborated a conceptual framework with great bibliographical support, with the development of the key research concepts by the research team. After that, a set of interviews were held with qualified informants in each of the themes that are treated in the development of this research. Reinforcing these interviews was made a focus group in which participated only actors that make up the Uruguayan Educational System from various roles (students, teachers, authorities, etc.) that facilitated the establishment of the status of situation of that system from all the possible perspectives, Developed these three instances of the investigation, was carried up a theoretical discussion of the problem identified and the proposal established to contribute to solve it, nurturing that discussion with theoretical concepts and the testimonies gathered in the previous stages of the research. After that, were settled some conclusions and reflections that confirm the hypothesis raised by the research team and consequently the achieving of the objectives that were established by him. Finally were exposed some recommendations taking into account the results obtain. Concluding that, indeed, the inclusion of Information Literacy in Educational Public Policies that rules the Uruguayan Education System would contribute to improve the educational performance of students, since that would give them the necessary tools to develop skills and competencies in the information management, which also will favour his development within society.

Abstract:
The thesis deals with the field of scholarly publishing. It analyzes the changes introduced by digitalization and networking and hypothesizes that a new field is developing: the field of digital scholarly publishing. It proposes an overview of the field using field theory, analyzing the situation of libraries with special attention to the serial pricing crisis and the changes into the organization of publishing houses. A socioconstructivist method is adopted to interpret the findings of the quantitative survey on academic scholar’s views on digital publishing and open access. The survey has received 250 answers and the results have been analyzed through cluster analysis. A detailed discussion of the frequencies of answers is proposed. The findings of the quantitative survey, along with the socioconstructivst interpretation brings to the final chapter where a few scenarios for the evolution of the field are proposed and discussed.

This paper addresses the following topics related to Turkish - European Union (EU) librarianship; the political background of relations between Turkey and the EU, work related to the information society within the EU and its influence on library and information services, development plans, policies, and projects in culture, education and science on the above mentioned fields in the EU, work related to the information society within Turkey, the main developments in library and information services, development plans and science policies, and projects which will enhance the adaptability of Turkey in its accession period to the EU. Policy initiatives issued by the European Union provide useful insights into the ways in which improvements in Turkish libraries may be realized. Although some efforts have been made to enhance the status of libraries according to development plans as well as cultural and science policies, these initiatives still fall short of those enjoyed by many libraries in the European Union.

Abstract:
Develop guidelines for the construction of a deontological code for Archivology professionals in Venezuela, with the purpose of serving as a foundation and delimiting attributes of ethical responsibility for the exercise of graduates in the area. The methodology is of a descriptive type with a documentary and field design, having as a sample 10 reference manuals from up to 8 countries in the world and 1 of an international nature, in its sections on compositional elements, structure and form. Next, it compares the deontological principles access to information, document conservation and preservation, document management, professional incorruptibility, privacy, user service, professional responsibility and social responsibility. After that, it characterizes the deontological, ethical and moral criteria of Archival professionals in Venezuela, achieved with the application of a survey to contextualize the national scope and strengthen or contradict the criteria obtained in the comparative documentary analysis. As a consequence, a code is obtained that contains the ethical principles studied contextualized to Venezuela. From the results it is obtained that the ethical principles of different countries are in line with each other and with the ethical requirements of the Venezuelan archivologists.

In a context of evolving technological and social changes, leading to today's information and knowledge society, we aim to understand the new concept of public library, and what services and spaces are emerging all over the world in public libraries in order to attract new users and meet the needs of people. As background, we associate the role of public libraries with the policies for smart, sustainable and inclusive growth strategies under Europe Strategy 2020. We present a new concept of public library that responds to the new challenges of today linking them with the educational, cultural, social, political and informative roles it plays. In this sense, there was a concern to demonstrate the importance of public libraries in the development of integrated cultural, social and educational policies through some concrete relevant examples, namely: the Library Parks in Medellin, Colombia ( with a distinctly social dimension), the BiblioRedes program in Chile (with a focus on information and communication technologies) and the National Program of Public Libraries (RNBP), which, to date, has provided Portugal with more than two hundred modern public libraries . Finally, under these new spaces and facilities offered by public libraries, they tried to develop the concept of public libraries as an area of work through several examples that have in common the concept of co-working. Based on this concept we propose the creation of co-working spaces in public libraries, through an actual project to be implemented in the Municipal Library of Montemor-o-Velho.

However, most of these projects and programs face enormous difficulties in implementations and are far from reaching their objectives, to improve people’s life through ICT. The aim of the thesis is to determine factors, which lead to positive results of ICT projects and develop accordingly to these criteria a manual for effective and successful transaction of such projects in developing countries. First, a review of current literature is undertaken in order to identify critical factors for success of such projects. In a second step the identified main criteria of common models are put together in order to analyse four meaningful case studies. Finally, a scheme for a systematic approach for projects of information and technology transfer is developed. The results confirm the importance of human and social resources for the success of such projects. Furthermore, for the effective use of ICT it is essential that there is a need assessment beforehand to identify and meet the needs of the target group. Finally, it was shown that financial independence is crucial to the sustainability of the projects.

In order to seek to answer this question, the elements that make it up have had to be defined, namely: the library field in Mexico, the librarian and identity, which have also served to structure the chapters that make up this thesis and that intertwine organically. with the theoretical-conceptual framework of this research. Consequently, the research objective is to reflect on the identity of the librarian in the library field in Mexico. Understanding reflexivity as the action of going back on itself to critically examine its conformation, but also the effect that the identity of the librarian has had on the constitution of the field itself. This is part of a strategy of construction and understanding of the phenomenon itself. The hypothesis that derives from this is that identity is constituted in a dialectical relationship between objective reality and subjective reality, or between the librarian field and the librarian. So there is not one but a variety of possible identities that are outlined in the dialogue between the subject and the field. Thus the formation and maintenance of identity, or rather, identities are determined by the social structure, reciprocally, the social structure is maintained, modified or reformed in the interplay with the identities produced.

We present a diagnosis of the current situation of the Information Literacy formation given to the students from the Information Units of the University of the Republic. As a theoretical frame, a summary of the User Education concepts, Information Literacy and more, the importance of it in the Information Society, and a revision of the history and the current situation of the University and its Information Units, is presented. Since it is a diagnosis and there is a lack of previous investigations, this research is exploratory. The universe of this research includes all the libraries of the principal services of the University, specifically 23 from Montevideo and 3 from inland. The data was raised through a Web questionnaire, covering three dimensions: theoretical notions of Information Literacy and User Education, the importance in the University Students, and activities made about these. Among the most relevant conclusions, it is stood out that a superficial use exists in the Information Literacy concept, focusing this on the information treatment, or in the tools, in some cases. This concept is reassured, in the facts, in giving the formation. All the Information Units believe that this is very important for the students and they assume that it is from their competence, but in the practice the contents that are included are minimum and the frequency that is offered is very low. It is observed that without being fully aware of the topic some necessities have been detected in the students and incorporated activities from the Information Literacy in the Users Education. Finally, some recommendations are offered, in the way of action lines and investigation, expected to be taken as resources for future development of the subject.

In every library, users’ information needs should be represented, thus guaranteeing equity and inclusion in terms of information, aiming to build citizenship. This thesis deals with such needs in the GLTTIBQ community. APPROACH There exists an evident lack of information in terms of users’ studies in the GLTTIBQ community, which uncovers the need to approach ways of rendering accessible and inclusive services by means of a pertinent collection to enable their members to feel identified with their sexual choice. The aim of this work is to try to find a remedy to this situation, in Spanish. DATA AND METHODOLOGY A quali-quantitative documentary approach was carried out by reviewing the literature in the Library Literature Science Abstracts (LISA) database over 2015 2016, to perform a comparative study of the recovered documents. CONCLUSIONS The main result arising from this research is the shortage of literature on the subject and the lack of scientific production in Spanish in the analyzed database.

This text has as its basic purpose, from plural perspectives, approach the phenomenon of information. The philosophy of information is, in fact, a proposal that calls for interdisciplinarity, as it believes that each perspective can shed light on certain aspects partial. My perspective seeks to respect the plurality, diversity and the lability of the processes that make up the informative reality (as that consider in its conceptual handling the complexity of this reality), addressing some of its most important aspects for the study of the librarianship. As primary approach is intended to enact in this paper that the philosophy of information should replace social epistemology as the discipline that substantiates the library. The hypothesis which it maintains that social epistemology has not been able to provide philosophical and theoretical library science, therefore, the philosophy of information should replace in that role fundamental. They have also been carefully scrutinized those attempts that have emerged within the library, with more or less success, to find alternatives on the basis of their theoretical body, which in the case of the philosophy of information can become fruitful. Some of these alternatives are seeking an approach more broadly shows the combination of processes of knowledge in the sciences and its convergence with the technological approach. The second objective a detailed explanation to answer the question of whether the library science is a "philosophy of information applied" under the understanding that a philosophy applied is not the same be presented to a pragmatic philosophy much less a theoretic. The argument is that under the Aristotelian scheme, the librarian do not operate on propositional knowledge or sensory, but praxis, or rather poiesis, so the librarian would be a homo poieticus. Accept that that librarianship is a philosophy of information applied involves demonstrating that the establishment of the philosophy of information as a fundamental discipline of library science, contribute to the achievement of the constitution as a science, and change the framework of social research to technological.

The adaptation to the European Higher Education Area led to the adoption of a curricular program based on the acquisition of competences by students. The Equality Act and other subsequent regulations have emphasized the need for the university to train its students in competencies that respect diversity, gender equality and non-discrimination. The contents taught in the Degree in Information and Documentation, as well as the professional profile of graduates, make especially necessary to promote sensitivity to gender inequalities as they will perform tasks of processing and representing the contents of information and intermediation in the informational processes of those who seek and use information. For that reason is the justification and interest in conducting this research. We have analyzed mentions of diversity attention (functional, ethnic-racial, sexual, etc.), gender equality and the inclusion in teaching programs of the subjects taught in the Degree in Information and Documentation in the Spanish universities. The sample studied consists of 471 teaching guides which have been downloaded in pdf from the websites of the 11 public universities that teach the degree and they correspond to the 2018-2019 academic year. For the analysis of the documents, the qualitative analysis program "Atlas.ti" has been used. The 471 programs have been introduced in both programs as primary documents, grouped into families according to course, grade and university. It has been determined the percentage of subjects in which mention is made of these contents or competences to be acquired by the students, the type of subjects, the course in which they are and the subject in question. We have also been able to determine if the mention is made by relating the competences to be acquired by the students, in the contents of the subject or in the bibliography. The results have also been grouped according to the subjects and the type of subject. To that end, a set of categories has been established (inertia subjects, legal inertia, colonization, natural evolutionary and evolutionary by commitment) in terms of attention to diversity and the integration of the gender perspective. To conclude, the most of the teaching programs ignore training in gender competencies and inclusion to future information professionals. In general, the little presence of the gender perspective in the teaching projects of the Spanish universities is observed after carrying out the analysis of all the teaching guides of each university.

The present research, of qualitative and quantitative nature, presents the validation of the psychometric properties, a survey that measures the self-perception of the informational competences of a group of students of the Industrial Civil Engineering program at Universidad de La Serena, Coquimbo Region, Chile. In the context of Chilean higher education, a valid instrument to determine the development level of informational competencies doesn't exist. These informational competences are an essential tool in the teaching and learning process in higher education. This work develops a comprehensive framework that provides the theoretical foundation for the concepts of informational competencies and validation of a measuring instrument. The expert judgment procedure or the face validity method is used to determine the content validity of the survey. As well, the Cronbach Alpha internal consistency method is used to evaluate the reliability level of the instrument. The results of both processes are analysed and the conclusions of the study are presented. Finally, this research presents an approach for training of the informational competencies for surveyed students, through a practical training course.

The silent conquest of cyberspace explores one of the strongest tendencies in the government of our societies: the change in the regulatory paradigm that emerges from the heterogeneous field of regulations in the Internet. This work analyzes the political struggles, tensions and strategies that face the openness and the freedom, with the enclosure and the control exerted over the upper layers of the Internet. This work is not intended to discard traditional or evident politics, yet it focuses on the deep technical mediations that silently regulate spaces and behaviors. In addition, it describes the emergence of a new regulative art that, articulating different regulators, creates and designs the cyberspace as well as regulating it; it shows how this regulative art, unlike the reactive juridical regulation, is grounded on open and proactive strategies born in laboratories with the purpose of governing the tension between the design of new digital environment and the (re)design that users, ultimately, achieve thanks to the symmetrical architecture of the Internet. Finally, this work auscultate Creative Commons Laboratory, a neo-governmental-organization that, through the new regulatory art, struggles for creativity, diversity and freedom regarding digital environmentalism in the upper levels of the Internet.

Since the identification of a change in the acting in Institute of Information and Science and Technology (IBICT), given the broadening of interaction means with the users, this study aims towards understanding the socio-informational context in changes bearing in sight the theoretical framework of information actions in the ambit of “intermediary information institutions.” The theoretical trajectory suggested that, in the social plan, it would be possible to comprehend the current dynamics around information actions, especially from the technological modifications provided with new hardware, software and, above all, the World Wide Web, which influences the manner and behavior of the processes of search, retrieval, access and use of information by the user. Highlighting the user in this new scenario, this concept was analyzed as a means or a tool to learn two theoretical-informational models. The “systemic model” is characterized in function of the emphasis directed towards the professional and information system. In this model, the flow of information presents a foreseeable chain direction counting on the pretense of knowledge of the target public and of how the system works. In this sense, the “emerging model” spots problems in the previous model as it considers interactive possibilities, interconnectivities and hypertexts provided by the WWW. Given this panorama, it was possible to outline the following assumption: the contemporary socio-informational context and the theoretical construction of the “emerging socio-technical informational model” have been influencing information actions in “information institutions and intermediary systems” in S&T. Under this perspective, the trajectory of the research went through three moments. In the opening moment, a theoretical framework was spotted based on the categories “conceptual focus attributed to the user and to the information” and “nature and focus of the researches”, which helped in the process of visualization of certain analytical aspects aligned with “systemic” or “emerging” models. The identified theoretical framework brought systematizations around the phenomena of search, use, behavior, practice and action of information. In the moment of outlining, the action of information approach was put in context, bringing nearer the concept of the meaning of validation of information, especially to point out research possibilities regarding the use of information. In the last moment, called calculus, the results obtained were articulated so as to allow an interpretation guided by the concept of action of information in S&T. For such, the Brazilian scenario of Information in S&T was put in context oriented by the actions developed in IBICT. This institution was taken as a reference for being responsible for a representational fragment of actions of information in S&T in the country in the ambit of intermediary institutions and systems of information. IBICT operates meta-information aiming towards the access, retrieval and use of information, creating and providing the subsidies for the creation of meta-informational maps, targeting the monitoring and control of information in S&T, as well as performing actions considering criteria of excellence in information and S&T. From the theoretical path and the analysis of the actions from IBICT, the complexity and interdependency of different instances and actions in the ambit of institutions and intermediary systems of information in S&T were identified and criticized, under the orientation from criteria of excellence particular from the phenomena related with information in S&T and, also, under the theoretical influence of the “emerging socio-technical informational model.”

The philosophy of information, as a proposal for an ethical foundation for librarianship (both axiological and deontological), also influences, in various ways, on use practices of the información. The Chapter 1 includes a presentation of the fundamental problems and relevance of ethical reflection, but this does not remain in the pure ethical speculation. It is recognized that there is a plethora of views regarding the act of man and, therefore, ethical positions, which essentially have a correlation with reality. In this capitulation it arises from ethics axiological and ethical dimensions, and explain what approaches are proposed in each, without resorting to radical distinction between facts and values, which is an improper contextualization of ethical conceptual analysis. What will be done is to reconcile and articulate an axiological proposal with a consequent ethical vision of Rawlsian court. Here you attempt to ease tension between the two partners and entering into them. Chapter 2 deals with the ethics of information from the perspective of the philosophy of information, as a proposal for an ethical foundation for librarianship, both axiological and deontological, and how that influences use practices information. The first thing presented here is a summary of what constitutes philosophy of information as a concept and its appearance on the philosophical scene introito. This is accompanied by a quick presentation of its main ethical and epistemological principles and their relationship to the library. Social Sciences have a relevant importance, because they assist individuals to make sense of the social world and to situate their ideas, fears, interests, values ​​and relationships at the center of the social processes they reflect and configure. However, a diagnosis made in the main doctoral programs of the Pedagogical Sciences in Cuba revealed deficiencies and deficiencies that led to the formulation of the scientific problem of the present investigation: insufficiencies in the process of interpretation of the social reality, in relation to its qualitative and complex nature, which limits the scientific performance of professionals. The object of the research is, therefore, the scientific research process of the Social Sciences and its field of action: the dynamics of information processing in the Social Sciences research process. The main research results are: a model of the dynamics of information processing in social investigations, which becomes an integrative didactic method for such processing, as a theoretical contribution, and a system of methodological procedures for processing information in the social investigations, as a practical contribution. It is revealed as essential regularity, the integrating logic between the understanding of the validity and reliability of social information and the systematization of the synthesis and the concretion of this information, consistent with a qualitative and quantitative processing of it. The pertinence and scientific feasibility of the research results was assessed satisfactorily through a consultation with experts and the corroboration of the partial application of the system of methodological procedures.

The dissertation presents the outputs of a research carried out during the second semester of 2014 and the first semester of 2015 at Vasconcelos Public Library, located in Buenavista, a neighborhood in Mexico City. The public library is used as a methodological strategy of public space or equipment observation. An ethnographic approach is primarily used, as well as a combination of methods in the several descriptive stages of the space, and for the registry of usage, practices and experiences of the library by users and visitors. The first chapter presents a general overview of the library using the information gathered in a survey applied to users and visitors (BV-CNCA, 2014). Following, a description of the spaces and activities carried out by users is presented in an ethnographic narration. Finally, everyday experiences of users and visitors are presented. The research shows how the conceptions and values around the library’s materiality (features, place configuration or layout, location) and immateriality (conceptions, imaginaries, experiences) influence the way of using and thinking about this equipment. The study concludes that this public architecture spatializes experiences that give a new meaning to the public library as an equipment of urban life, both indoor and outdoor, expanding its present and future history as a public space.

From the end of the XX century the librarian field has been revising and reinventing an educative aspect, which is known in Spain as “users' training” or "users' education" (formación de usuarios), giving birth to a new expert knowledge called information literacy. Information literacy is conventionally conceived as a protocolized process, a set of stages (determine the need, access, evaluate and use and communicate information), which seeks to make users competent in the use, process and efficient management of information. From the field of librarianship, information literacy is usually seen as a given, natural, reality and it is generally studied from technical and managerial perspectives that are not used to leave the field itself (the analysis focus on standards and indicators, models, strategies of applicability, assessment, etc.). From our point of view, this is an insufficient optic to understand the social and political significance of both the library institution, the activity of its staff and the discursive constructions it produces. Among the contributions of the study, one which really stands out is that information literacy, that new expert knowledge made up into different models from the end of XX century, is seen not as something natural or a necessary result of the evolution of the librarian world, but as a social construct, which arises in a specific time. The whole of meanings, practices, values, knowledge, etc., that different social groups and agents assign to this new literacy is identified as informational discourse.

The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.
