Abstract:
Mangrove is a plant that plays a significant role in the balance of the ecosystem and coastal environment. Batam Island which is one of the island in Batam island become one of the areas rich in mangrove plants. As time goes by, mangrove forests are getting worse. This research uses SPOT-5 imagery data in analyzing mangrove density value in Batam island with MSAVI (Modified Soil Adjusted Vegetation Index) method. The results of this study have mangrove density in Batam Island which is divided into four classes, which is very tenuous, tenuous, medium, and very tightly where Batam Island is dominated by a class of density. Theoretically, NDVI values range from -1 to +1 but the mangrove vegetation index values are generally in the range between +0,1 to +0,7. NDVI values greater than this range are associated with a representation of a better level of vegetation health in the islands of Batam.

Abstract:
PT Pertamina (Persero) Riau Islands proposed the installation of electrical power for the fuel storage tank terminal on Sambu Island with a capacity of 7 MVA. Currently, Sambu Island is still receiving electricity by operating a Diesel Power Plant (PLTD) with diesel fuel. Seeing that the nearest electricity supply from Sambu Island is Pulau Belakang Padang Electricity, then as a business solution to be able to meet the demand of PT Pertamina (Persero), PT PLN Batam will build a submarine cable between Sambu Island – Pulau Belakang Padang to distribute electricity from the Power Plant in Batam to Sambu Island through the Belakang Padang Island. PT PLN Batam must obtain a reference regarding the feasibility of investing in the construction of a submarine cable between Belakang Padang – Sambu Island. To get this reference, an investment analysis must be carried out to determine the business feasibility of this submarine cable development. The business feasibility parameters to be analyzed are NPV (Net Present Value), IRR (Internal Rate of Return), BCR (Benefit to Cost Ratio) and PBP (Payback Period). To further refine the business feasibility analysis, a sensitivity analysis was carried out to see the effect of changes in investment parameters. After conducting investment analysis, it was found that the Capital was carried out with a portion of 30% from equity and 70% loans from domestic financial institutions after comparing with foreign financial institutions, and the construction of this submarine cable was declared feasible because it met all the feasibility parameters. business, where NPV > 0, BCR > 1, IRR > Discount Rate and PBP < Loan Tenor. With the construction of the submarine cable, PT PLN Batam will get a potential profit of Rp. 12.358.560.473, - in the first year after the operation of the submarine cable with an electricity tariff of Rp. 2,054 /Kwh. This electricity tariff is cheaper than the electricity tariff using PLTD of Rp 3,000/Kwh.

Abstract:
Soil erosion disaster is a disaster that occurs simultaneously with landslide events that occur due to the destruction of the soil layer which then causes erosion followed by landslides. The phenomenon of land erosion occurs due to high rainfall, the influence of slopes and slope length, as well as due to development resources according to Mamarodia (2014). Erosion can also occur due to land degradation, namely the loss of organic matter and nutrients from the root area, this study aims to determine the erosion hazard model in Batam Island which can be displayed in the form of a RUSLE model by utilizing a geographic information system (GIS). The data used in the form of slope maps, land use maps, maps of soil types and rainfall maps on Batam Island using the data processing method used is the RUSLE method to provide information in the form of erosion hazard categories and produce a two-dimensional erosion hazard model map. The result is a map of the erosion hazard model in a two-dimensional form with categories obtained from the combination of the four maps that have been classified. The results of this research are information on the area of soil erosion with very light categories (24,200.42 Ha), light (5,488, 20 Ha), medium (5,100.42 Ha), heavy (3,029.43 Ha), and very heavy (2,929.64 ha) spread over Batam Island. The slope with the highest slope height is class 129,284 ft to 148,627 ft, and the lowest height elevation is in class -6,11 ft to 13,232 ft. the Batam area tends to have an area with an elevation of 13,232 ft to an altitude of 32,574 ft.

Abstract:
The development of special areas of Batam began in the 1970s. With the support of special regulations made by the central government, Batam City becomes a competitive place for investment in Indonesia. Moreover Batam has geographical advantage because of its strategic location and adjacent to Malaysia and Singapore. However, problems arise when the central government begins to impose regional autonomy. The birth of Batam City caused an overlapping of authority between the Local Government of Batam and the Batam Authority which caused the management of Batam Island to be not harmonious. This study aims to identify the problem of institutional dualism that occurred between the Local Government of Batam and the Batam Authority and its impact on economic performance in Batam City. This research is explanatory, the data used are primary and secondary data. The results show the fact that the main problems in governance in Batam City is the occurrence of dualism authority between the Local Government of Batam and the Batam Authority. This is shown by the fact that the overlapping of authority between Local Government of Batam and the Batam Authority occurs in several sectors, especially in land management, overlapping licensing in Batam, airport and port management. This condition led to a decline in economic performance in Batam and the decline of Batam's economic competitiveness.

Abstract:
AbstractLand is part of the surface of the earth that plays an important role in the life of the people whose control is in the state, one of the forms of state control over land is the management rights. Batam Island is a sucessful example of management rights on land. However, with the presence of the local governemnt, many new issues about the management of law are feared to emerge. The Management Rights on Batam’s land is obtained directly by the President who delegated to the Board of Mastery, so that the status of Batam land is divided into three namely: (1) the land above the management right by Enterprise (in Indonesian we called it Badan Pengusahaan); (2) land above the management of Batam City Local Government; (3) land managed by the state. Dualism of authority to manage Batam’s Land caused problems as follows: Establishment of Kampung Tua, Status quo on land in Rempang Galang area, mismatch of land condition in Batam City with letter of decision by Ministry of Forestry, and the complexity of permit process, which hampered the development of Batam City. So by understanding how the implementation of Management Rights on Land will be enlightment to find a solution to the problem of dualism of land management authority and formulate the right policy in the framework of determining Batam as a Special Economic Zone.

Abstract:
Abstract Batam's location is very strategic as it lies on international trade routes and is located in the center of Indonesia-Malaysia-Singapore (IMS-GT) growth triangle. Considering the increasing land demand in Batam Island, Batam City government has expanded the area through reclamation process for industrial and other commercial area. Reclamation process has significantly impacted the deterioration of environmental quality in Batam Island. The condition of the damage will become more severe so that it will cause the poor quality of waters due to pollution of coastal and marine waters. One of the reclaimed areas is Tering bay. The reclamation of the Tering bay is currently under conditions with very poor water quality. The purpose of this research is to study the management of Tering bay area which is sustainable, considering the reclamation is an activity that become the society need. The method used in this research using Partial Least Square (PLS) and Analytical Hierarchy Process (AHP) method. PLS is used to determine whether or not there is a relationship between latent variables in coastal reclamation, as well as forming a constructive model. Meanwhile, AHP method is useful to determine the priority scale of handling management of coastal reclamation area sustainable. The results show that to achieve sustainable reclamation requires good management. The management includes: increased role of community, local government, private sector and tightening of rules. However, the management should pay attention to the process of erosion and abrasion with considering that this region has a strong enough sea waves.

Abstract:
Background Chikungunya virus (CHIKV) is an important emerging and re-emerging public health problem worldwide. In Indonesia, where the virus is endemic, epidemiological information from outside of the main islands of Java and Bali is limited. Methodology/Principal Findings Four hundred and seventy nine acutely febrile patients presenting between September 2017–2019 were recruited from three city hospitals situated in Ambon, Maluku; Banjarmasin, Kalimantan; and Batam, Batam Island as part of a multi-site observational study. CHIKV RNA was detected in a single serum sample while a separate sample was IgM positive. IgG seroprevalence was also low across all three sites, ranging from 1.4–3.2%. The single RT-PCR positive sample from this study and 24 archived samples collected during other recent outbreaks throughout Indonesia were subjected to complete coding region sequencing to assess the genetic diversity of Indonesian strains. Phylogenetic analysis revealed all to be of a single clade, which was distinct from CHIKV strains recently reported from neighbouring regions including the Philippines and the Pacific Islands. Conclusions/Significance Chikungunya virus strains from recent outbreaks across Indonesia all belong to a single clade. However, low-level seroprevalence and molecular detection of CHIKV across the three study sites appears to contrast with the generally high seroprevalences that have been reported for non-outbreak settings in Java and Bali, and may account for the relative lack of CHIKV epidemiological data from other regions of Indonesia.

Abstract:
Setokok island beach is one of representative destinations in supporting the marine tourism area in Batam. The strategic location of Batam, which is close to neighboring Singapore and Malaysia, is a distinct advantage for this island, with many foreign tourists coming and going on vacation. The phenomena found that the coast guards and people around who should be directly involved in communicating with foreign visitors couldn’t hardly communicate using English at all. The impact of that problem would narrow down the opportunity for coast guards to get additional benefits from this strategic situation. Therefore, the community team took the initiative to provide an English conversations training for coast guards, MSMEs, photographer services, managers, and people around the coast. The method taught was in the form of guidance and practice of English conversations according to the needs and conditions of the training participants. The materials given were in the form of greeting, directing, asking and answering questions, asking for clarification, offering, persuading, and daily vocabulary. The results obtained through community service at Pantai Setokok could be seen from the ability of the speaking conversation practice skills, the addition of vocabulary related to the beach, and the motivation of self-confidence using English.
