Abstract:
There are several approaches in the world to determining the criteria for assessing a state’s education policy. But despite the differences, they all document the growing role of modern universities in the development of society. In many respects it is important both in terms of guaranteeing the sustainability of society and in terms of ensuring a breakthrough direction in its development. In contrast to recent times, this role has grown significantly. Due to the fairly conservative and limited social system in its function, such universities become a central link in the development of innovative economies and social spheres – the science that produces the socio-economic development of a particular region, Education, innovation centers, national or as well as global processes. In University 3.0, the third mission (innovation and commercialization of knowledge) is considered as important as the first two (education and science). Therefore, such universities in the knowledge economy become an instrument for economic growth and they trade closely with companies and governments. In other words, the scientific activity of a university is no longer “self”. It aims to produce results that can be sold (commercialized), used externally and introduced into production. Around the world, states are trying to stimulate and support these processes. In many countries, this is facilitated by opposition from high-tech companies to the reduction of the final amount of independent basic and applied research, in favor of collaborating with universities on basic research projects. As part of its innovative activities, University 3.0 is involved in supporting business activities, analysis and consultation by experts from local governments and local authorities, opening facilities, infrastructure for citizens, monitoring regional development, services to citizens are provided for lifelong learning and support student entrepreneurship projects that take into account the interests of the community. The university model of the regional innovation system suggests that universities play a fundamental role in the interactive innovation process. In this model, the university is a major producer of knowledge that can act as a link between innovation and production at the regional level.

Abstract:
Attention to the issue of children with ASD in our country is growing steadily. Since the release of the new Law «About the education in Russian Federation», where for the first time this category of children was secured by state guarantees, all normative acts and basic solutions are focused on the development of comprehensive care for children with ASD and their families. Official initiatives are in many ways supported with the activity of community organizations and parental associations, representing the interests of families. Experience of many years becomes the basis for efficient solutions and social problems analysis of the identification, education and support of people with autism. Also it becomes platform for social and psychological support of their families. Currently, in the Russian Federation, domestic model for providing comprehensive medical and social, psychological and educational assistance for children with autism just begin to develop. However, the policy, conducted by the government for individuals with disabilities, including children with ASD, confirms state structures readiness to take the main measures of comprehensive rehabilitation and habilitation. The article describes the experience of creating integrated care systems for children with ASD in Russia. The example of project realization involving three of the Russian Federation states, which is aimed at ensuring high quality of life of children, is shown .

Abstract:
The purpose of this study is to analyze the relationship between the open principal recruitment system and school finance operations. The main results of this study are as follows. First, the open principal recruitment system is being improved with a policy goal in mind. The ratio of schools implementing the open principal recruitment system has been continuously decreasing recently, but this is due to the reduction of the invitation type among the open principal recruitment system types. Second, implementing the open principal recruitment system is positive for unit school finance. In particular, it affects the expansion of education expenses in allocation, where many students are involved. It has been confirmed that implementing the open principal recruitment system affects the overall expansion of allocation and settlement of expenditures. In particular, it has been confirmed that the expenditure for basic educational activities and educational activity support among policy projects is increased. Third, the effect of the open principal recruitment system on school accounting differs according to the school's socioeconomic status. Through this, it was confirmed that the open recruitment principal is operating the school finance in consideration of the characteristics of the school members. In schools implementing the open principal recruitment system, the cost of human resource operation and educational activity support is expanded among policy projects if the school's socioeconomic status is low, whereas the general operating cost of the school is reduced. However, it was found that when the school's socioeconomic status was high, the expenditure on basic educational activities increased.

Abstract:
EDUROV is an educational underwater robot proposal from the researchers of the Oceanic Platform of Canary Islands (PLOCAN) and the Computer Vision and Robotics research group of the University of Girona (VICOROB), launched in January 2012 with the support of the Spanish Foundation for Science and Technology (FECyT). This program has evolved in the last decade in order to make it more sustainable, allowing the teleoperation of underwater vehicles from anywhere in the world. EDUROVs have passed through several phases, beginning with a basic electronics robot, followed by the incorporation of open-source electronic prototyping platforms and finally reaching the current state of teleoperation. Results based on 1–5 Likert scale questions show that both students and teachers consider the program useful to introduce technical and scientific concepts. It is concluded that the use of low-cost materials and tools that are easy to obtain, following education on sustainability approaches, also makes them possible for use in high schools, and science teachers can easily carry out the activity. Moreover, the possibility of remote teleoperation of underwater vehicles, together with the collaboration among groups of students in different locations that are in contact through these online tools, allows one to motivate students to work on the project from a different perspective.

Abstract:
As a result of Russian armed aggression, a significant part of the industrial, social and energy infrastructure, as well as the housing stock of Ukraine was destroyed, and millions of our compatriots were forced to leave their homes and migrate to safer Ukrainian regions and abroad. Considering the significant losses that Ukraine has suffered, the Ukrainian society has an urgent need to find effective ways to rebuild the national economy and infrastructure. In this regard, the article focuses on highlighted activities of public associations aimed at educational training of personnel for the reconstruction of Ukraine with the support of public authorities and foreign donors. At the same time, educational programs and projects implemented in Ukraine at the initiative and direct participation of public associations in cooperation with public authorities, with the financial support of foreign donors, were analyzed. Focused attention on the application of the gender approach by public associations in the implementation of educational programs, projects for the training of future specialists. The author came to the conclusion that in the post-war period the increase in the need for work specialties, primarily related to construction, should encourage the Ukrainian state, together with public society and national and local business, to bring the system of professional education out of a state of decline, to involve trade unions and veterans' organizations in this matter. organizations, public associations, various organizational and legal forms of entrepreneurial activity. The publication also provides basic recommendations for deepening cooperation between public associations and authorities, which is aimed at improving educational programs for training future specialists for the reconstruction of Ukraine. One of the priorities of the state policy of recovery of Ukraine after the devastating consequences of the war should determine the creation of a legal environment favorable for state-public interaction.

The article reveals issues of building the innovative ecosystem institutions problem in context of the growing role of research Universities in ensuring innovative structural changes in the economy of Ukraine. International comparisons of the actual state of effectiveness and development potential of Ukraine’s innovation ecosystem have shown that it lags behind almost all indicators of the European Innovation Scoreboard. It is a confirmed necessity to form in Ukraine a state innovation policy based on criteria of the European Innovation Scoreboard with the goal of improving all its indicators, which comprehensively reflect the state of the national innovation ecosystem.It has been focused on the formation of the central link of the innovation ecosystem – the entrepreneurial innovation University as a progressive structural change’s generator in the economy. The justified urgency of increasing the state support for the priority development of research, design and development, and educational institutions that are part of national and regional innovation ecosystems. It is necessary to radically increase the volume and change structure of the state funding of institutions in the field of research and development, as well as innovation activity, reducing the share of the state funding of individual projects and individual grants, which should be financed mainly by business structures.It is shown that the main practical problem in determining the place and role of research Universities and other scientific and educational institutions in the structural innovation transformation of the economy of Ukraine is insufficient attention to formation and implementation of the practical function of basic innovations as the main factor of economic growth. It is suggested under formation of the Ukrainian state innovation policy, a separate priority area related to the creation of higher education institutions (Universities) of new generation as innovative entrepreneurial Universities should be identified, while it is important to develop Universities and scientific centres that demonstrate the presence of cumulative human capital, despite their temporary state of crisis. What is the problem? • Weak editorial policy: most of scientific medical journals in Kazakhstan do not have their own website and do not support open access to their content that makes difficulties in acceleration of the circulation of scientific knowledge; low level of peer review or its complete absence; frequent violation of the principles of publication ethics; • Poor quality of the content of issues of domestic scientific medical journals: low level of scientific significance of published articles, which are not always relevant for the international scientific community and are little cited; low proportion of English-language articles, as well as insufficiently high level of their style and grammar; • Absence of a comprehensive and dynamic system of expertise, monitoring and certification of scientific medical journals, standardization and regulatory control of editorial and publishing activities in general. Policy options Option 1. State support for the promotion of Kazakhstani scientific medical journals into international scientometric databases by: - development of a program for the development of scientific medical journals in Kazakhstan with a clear funding mechanism; - development and implementation of specific measures to increase the demand for developing Kazakhstani scientific medical journals among domestic scientists (stimulating the development of highly cited research projects; revising the requirements for awarding academic titles in favor of domestic scientific journals; increasing the number of points awarded for articles published in domestic journals during rating assessment) ; - development of effective mechanisms to attract reputable foreign scientists as authors and reviewers for Kazakhstani scientific medical journals; - creation of an association of editors of scientific medical journals in Kazakhstan and systematic training of members of the association on best practice in publishing. Option 2. Intensive development of scientific medical journals in Kazakhstan in accordance with the main international publishing standards at the level of the publishing house-owner, by: - creating your own website for a medical scientific journal that meets the basic international requirements; - introduction of a system of double "blind" reviewing; - strict adherence to the principles of publication ethics. Option 3. Creation of an integrated and dynamic system of examination, monitoring and certification of scientific medical journals, standardization and regulatory regulation of editorial and publishing activities at the level of the Ministry of Education and Science of the Republic of Kazakhstan, by: - the introduction of a comprehensive and dynamic system of examination and monitoring of the activities of scientific, including medical, journals (as an option, on the basis of the National State Book Chamber in close cooperation with subdivisions of state governing bodies in charge of the development and quality of science at the national and sectoral level, and also with associations of scientific journal editors; close cooperation of the team implementing the program for the development of scientific journals in Kazakhstan with the Content Selection Advisory Board of the Scopus team; - joint responsibility of all participants in the publication process (editorial offices of journals, authors and organizations - universities, scientific organizations, etc.) for the preparation of high-quality manuscripts and the development of scientific medical journals in Kazakhstan. Policy options realization perspective Abovementioned three policy options are mutually supportive. Combined realization of these policy options will raise domestic medical scientific journals to a qualitatively new level. Abstract:
Purpose The purpose of this paper is to describe the findings from a pilot and a follow-on study in which care assistants in care homes were trained to use sporting memories work to better help and engage with residents with dementia and low mood. Care homes have to support increasingly more fragile people and often the range of activities in the homes do not offer the best engagement between residents and staff to benefit the residents. This is for reasons of time to run activities in a busy home, and because of the need to find financially viable means of running a range of activities. Care assistants in care homes are a group of non-professionally educated workers and are often overlooked for training beyond basic health and safety training to help them improve their work and the care they provide. This work sought to explore whether sporting memories work was viable as an activity to offer in care homes via the training of care assistants. Design/methodology/approach The paper discusses the evidence from a pilot and then follow-on project in care homes in one city area. In the pilot observation was made of a training session and follow up interviews were undertaken with care home managers to see how the implementation of sporting memories was going. In the follow-on project the support to those undertaking the training was modified to include three learning network sessions. Data were collected on the experience of participants and their use of sporting memories work. Findings The findings were that care assistants could be trained in using sporting memories work and they often found it easy to use and fulfilling for them and people they cared for. This was despite the care assistants who participated often not having much interest in sports and little experience in this kind of work. However, practical barriers to maintaining the use of sporting memories work did remain. Research limitations/implications The evidence to date is of case studies of training staff in care homes in the use of sporting memories work, which provides good grounding for proof of the concept and key issues, but further research is needed on the costs and impacts of sporting memories work in care homes. The lack of direct feedback about experiences of care home residents of sporting memories work and its impact on them is a further limitation. Practical implications Sporting memories work is a flexible and readily adoptable intervention to engage older people in care homes and the evidence to date is that care assistants in care homes can be trained to use this approach to engaging older people. Practical challenges still remain to using sporting memories work in care homes, notably the issue of time for staff to do the work, but it is an approach for care homes to have available to them to match up to the interests of residents. Social implications Sporting memories work can be an important part of meeting some of the challenges society faces with an ageing population profile and to enhancing the care home environment and care assistants can be trained to use the approach. Originality/value This is the first paper to discuss training care home staff in the use of sporting memories work.

The purpose of the article is to form the conceptual foundations of the innovation-investment system of the agro-industrial complex in the crisis macroeconomic conditions of management. The importance is substantiated and the main aspects of the innovation-investment system of the agro-industrial complex based on a systemic approach have been highlighted.The spe-cifics of the formation of the innovation-investment system of the agro-industrial complex is related to the need to overcome negative factors that affect the development of innovative activities, the implementation of investment projects for the devel-opment of agribusiness enterprises and, at the same time, are related to the deepening of the crisis in the economy.The prior-ity tasks and conditions of operation of the innovation-investment system of the agro-industrial complex have been deter-minedsuch as: improvement of the institutional environment of innovation and investment development; implementation of direct and indirect support of agro-industrial complex enterprises in the creation and development of innovations; the devel-opment of effective forms of cooperation between the state and business based on long-term partnership; training of highly qualified personnel in the field of organization and implementation of innovative activities for agro-industrial complex at the micro, meso, and macro levels; promoting the development of the material and technical base of the agro-industrial complex; development of international cooperation in the field of innovation. As a university-centered lifelong education vitalization policy, the 2nd cycle basic plan for the representative LiFE project was announced, and the government recently announced the areas to participate in the RISE pilot project. The LiFE project is evaluated as a project to build a future social power through the convergence of higher education and lifelong education by restructuring the higher education system centered on school-aged students into a higher lifelong education system that is 'adult learner-friendly'. After the pilot project, the basic framework of 「RIS + LINC3.0 + LiFE + HiVE + Regional Area Revitalization」is being planned. This change is because it can be said that it is the time to seek practical strategies to settle government financial support projects of universities from the so-called top-down system led by the government to an endogenous, bottom-up system centered on the local community. Therefore, it was reviewed in connection with RISE along with historical consideration of the LiFE project as a single project. In detail, first, the legal and institutional aspect of lifelong education policy and the progress of the LiFE project through changes in university-centered lifelong education vitalization policy were reviewed. And LiFE 1.0 and LiFE 2.0 were compared. Second, let's provide points of discussion for designing the strategic direction of the project and changing the perceptions of the participants through discussions related to LiFE 2.0 based on the above review.

Abstract:
Owing to the poor performance in mathematics and science by secondary school pupils in Botswana, the Ministry of Basic Education (MOBE) decided to implement the Strengthening of Mathematics and Science in Secondary Education (SMASSE) project to improve learner performance. This study therefore sought to evaluate the execution of the SMASSE project and identify the challenges bedevilling its implementation. The study adopted a survey design and quantitative methodology where data was collected using a selfadministered questionnaire. Data was analysed through the Statistical Package for Social Sciences (SPSS). The findings of the study revealed daunting challenges in the implementation of the SMASSE project such as inadequate top management support, ineffective communication of the project triple constraints, inadequate definition of project goals and inadequate funding. The study proffered suggestions to enhance the effectiveness of project management in the MOBE as well as assisting in revamping policy development initiatives for project management.

Abstract:
Introduction. This article compares the provisions of the Community-Minded Activity Federal Project with other policy documents in similar areas of government regulation. The comparative study shows that it is safe to assume that attaining the goals of the project and its implementation are successful, since the achieved results are substantially higher than the targets. Certain issues were, however, found to pose potential risks to the effectiveness of the project. Study materials and methods. The study materials include the Community-Minded Activity project worksheet; Russia’s 2025 Volunteering Promotion Concept, the target-oriented departmental program to promote supplementary education for children and identify and support people with outstanding abilities, and some other regulatory documents and information. The methodological basis of the study is general scientific methods: analysis, synthesis, deduction, induction, comparative law research, system analysis.Findings of the study. The study found that despite restrictions on social activity due to the COVID-19 pandemic, the Community-Minded Activity project was successfully carried out in 2018–2021, delivering substantially better results than planned. It was, however, found that certain issues might make the project less effective.Discussion and conclusion. The grant competition approach used as the main method to select recipients of financial support for regional best practices in volunteering and provide support for young talent is not fully consistent with the project’s goals of covering the widest possible range of people.The main measures taken under the project are not fully instrumental in achieving the project’s goals because they are limited in number and insufficiently systematic. In this respect, the project is inferior to some other policy documents with the same issues and goals. Using the approaches contained in these documents to expand the tool kit of the adjusted project should help enhancethe effectiveness of the project.

In this era, preparing the students for the 21st century is one of the demands in education which is using ICT in the learning activity. With all the skills that are required, the students are expected to be able to compete in the global marketplace in the future. Working in a team is also important thing to train for the students in this era. This research focuses on using ICT based project in teaching activity especially in learning basic airplane components. The research involved 40 students with two classes of the year 2019. This research will answer two research questions which are (1) What are the students’ perception of the benefits on the implementation of ICT supported PBL to the language skill development? and (2) What are the students’ perceptions of the benefits on implementation of ICT supported PBL to the self-development? This research applied a case study. The instruments used to support this research were the researcher as the main instrument, a questionnaire and the students reports. The implementation of ICT brings the positive learning environment where the students participate to develop their knowledge and skill process.

Abstract:
Objectives This study attempted to suggest an improvement strategy for the design of the basic academic skills guarantee policy by examining the basic academic skills related policies implemented in each period in Korea, and by investigating the problems that appear in the implementation of basic academic skills policies. Methods Research methods employed in this study were literature review related the basic academic skills guarantee policy implemented in each period in Korea. Results The problems that appear in the basic academic skills policies in Korea are as follows. First, rather than continuous policy planning and implementation based on objective data and scientific methods, the implementation and reversal of basic academic skills policies are repeated according to the political inclinations of policy makers. Second, there are insufficient measures for students with normal academic skills or higher, and policies for low level basic academic skills guarantee are being implemented. Third, without legal and institutional supplementation, a heavy responsibility is placed on the unit school. Conclusions Accordingly, the following improvement measures are suggested. First, it is necessary to create a system that can diagnose and prescribe basic academic skills through objective and scientific diagnostic tools. Second, it should be possible to design the national curriculum flexibly and to design and implement the basic academic skills guarantee policy within the broad framework of the national curriculum. Third, the Ministry of Education, the Offices of Education, and the Offices of Education Support should prepare plausible project plans and provide practical support so that the unit school can get them implemented.

The importance of using senior manpower to preemptively respond to the entry into a super-aged society and rapid social change is emerging. Up to now, the job support project for the elderly has remained at a level that is simple and one-time job creation. Accordingly, it is necessary to create jobs that can be actively utilized the specialized skills, knowledge, know-how, past experiences, and careers of seniors. This study intends to propose a support project that provides the basis for sustainable economic activity to seniors by operating a short-distance IT-based platform that can supply talents to those who want to receive the experience and wisdom of seniors in the living area. To summarize the project promotion process, we recruit senior participants and complete the education and training of a startup curriculum specialized for seniors (senior digital competency strengthening education + service education and communication education for activating intergenerational communication + basic entrepreneurship education) education and training to become ‘active seniors’. After that, those who have completed the training course can help start a business by providing 1:1 mentoring on startup items, social media publicity training, and on-site practical experience support, and be registered as a talent seller on the ‘Senior Short-distance Talent Sharing Platform.’ In other words, as a ‘short-distance senior talent sharing platform’, we aim to provide opportunities for ‘active seniors’ to advance into society and provide opportunities for local economic activity at the same time by establishing an official governance system. It is expected that seniors will have an active social participation attitude through work and an opportunity to generate income, and improve health.

The research work analyzes the functional orientation of sustainable development strategy studies. It suggests basic didactic and pedagogical conditions for innovativeness of the educational process and develops a set of subject-specific competencies. The study outlines the system architectonics for organizing the educational and research work in professional training of students. It develops research methods and methodology for professional training of specialists including recommendations of scientific-methodological, organizational-pedagogical and organizational-managerial nature. The main idea of the research lies in the development and implementation of theoretical-methodological foundations for shaping the system of continuous education based on the concept of sustainable development, with consideration of interests of the Ukrainian society evolving within the framework of sustainable development; restructuring of the postgraduate education system and, in particular, realizing potential pedagogical opportunities that determine selection of the most effective forms of training in the postgraduate education system. The practical value of the research lies in the fact that the obtained and presented results enable further integrated and sectoral development of various aspects in theory of education and create a methodological basis for building effective models of quality assurance in higher education. This research deepens the traditional views of scientific works on the problems of modernizing professional teacher training in the conditions of cross-border integration of social and cultural forms of education. The aim of the article is to build an architecture of an information system similar to that used by modern enterprises, which will provide a combination of scientific, design and educational activities of the academic community, taking into account market needs. The main scientific research methods are bibliographic analysis, comparative analysis, methods of analogies. The conceptual architecture of the Information Support of Design Innovation Activity of the Technical University system based on the construction of a unified scientific and educational information space is described. The main task of the university’s information space is to prepare students for activities of the real market. There are determined the necessity and limits of application of the modern access control system at the universities of Ukraine, in particular for the organization of independent work of students. There is offered the way to reach the 4th level of technological readiness of students ‘and teachers’ development. The construction of an ontological description of the subject area of a technical university, the development of the application of a grid model for the description of scientific and technical information, and the determination of the current technical status are defined as the basis of the system of setting tasks for project groups in the transition to project-oriented learning. The question of the appropriateness of using adaptive case management system as a basic concept of building electronic document management system is resolved. The use of the competence approach as a mechanism of stimulating technical creativity within the educational process and in the work of researchers from the University staff is considered.

The project of modernization of teacher education was initiated by the Ministry of Education and Science of the Russian Federation in 2014 and was carried out in two stages: the first one in 2014—2015 and the second one in 2016—2017. This full-scale project comprised 33 projects covering the modernization of all main programmes of teacher training (bachelor’s, master’s, PhD) in “Education and Pedagogical Sciences”. The project was implemented by 65 higher education organizations located in 51 subjects in 8 federal districts of the Russian Federation. Expert and analytical support in the course of the project implementation was provided by interregional Resource Centers established in the Moscow State University of Psychology and Education, the project operator, and in the National Research University Higher School of Economics, the co-operator; also, a new website педагогическоеобразование. рф was created for the purposes of project assistance. A new model of designing modules of basic professional educational programmes was developed and tested during the project implementation that incorporates activity and practice-oriented approaches into teacher training. Following the results of each stage of the project, an independent evaluation of professional competencies and their compliance with the requirements of the professional standard for teachers was carried out in students using a specially developed technique. All in all, more than 6300 students from 51 Russian universities participated in this independent evaluation.

The article considers conceptual approaches to the development of the main educational program project for personnel training in the field of education, upbringing and support of students with autism spectrum disorders. One of the priorities of the process of informatization of modern society is the informatization of education. This is the process of ensuring the education sector with the methodology and practice of development, the optimal use of modern information and communication technologies aimed at implementing the goals of state educational policy. This direction of development of the educational industry, as emphasized in government documents, is recognized as the most important national priority. At the same time, the creation of optimal conditions for the productive activities of the subjects of the educational process is a complex task, causing the design and development of the subject informational and educational environment, as an opportunity for a comprehensive and concrete solution of the training tasks and the form of organization of the effective activities of its subjects. At the same time, the existence of procedures and rules governing the joint activity of subjects and its organization is a basic feature of the system that determines the order of an activity and the mechanism of its operation. In addition to the mechanism of operation, we can distinguish the mechanism of management as a set of procedures for making management decisions. The authors of this work consider project activity as a particular task of designing the activity itself and the dynamic system of interaction of the subject with the world in general, and the realization of the mediated relations of the subject in objective reality in particular, acting on the controlled system in order to ensure the required behaviour. The article presents the results of the development of models of project activities, organizing the process of learning management in the subject information and educational environment of the university.

Lps-Diped - Universitŕ Roma Tre chaired the Tempus Demed - Development of Master Study Programmes in Education (2009-2011) - project. The project's main objective was the renovation of the Masters courses in Education in certain Balkan countries (Macedonia, Albania e Kosovo). The basic intention involved the adaptation of the higher education provided in the cultural reference area to the principles established within the European context. In particular, during the Dublin Conference in 2004, the so-called Bologna follow up group drew a number of indicators. As already mentioned, at different times, EU policy has highlighted the need to carry out actions aimed at a renovation of higher education cycles, but not much was provided in terms of definition of the curricula, especially for the second cycle of studies. The Demed project also attempted to fill a gap in this regard, operating an indepth revision of this level of studies in the Education sector in Albania, Kosovo e Macedonia. This intervention, moreover, was always carried out working in close cooperation with the partner countries, so that the support provided by Lps Diped, as leader, by Cdell - Centre for Developing and Evaluating Lifelong Learning - University of Nottingham (UK) and by DPU - Arhus University (DK) was realized with an actual collaboration programme, and never resulting as an imposition of certain Western models. The present contribution, therefore, is intended to give a general overview regarding the Tempus funding programme, a description of the Demed project itself, a synthetic report of the online seminar broadcasted to Seeu staff during the project period and of the data collected while evaluating the same experience.

The purpose of the article is to analyze the topical problem of educational migration and ways to solve it. The article identifies factors preventing from successful adaptation and socialization of foreign students in recipient country as legal, pedagogical, psychological, lingvo-communicative are identified. Minimization of negative factors actualized the integrated strategy of educational migration «bridge construction» development aimed at solving tasks of migrants’ integration in Russian labour market, providing them with all-round support in getting education, improving professional qualification, adaptation and socialization. The term «bridge» is metaphorically used as an artificial, virtual «construction» functioning as a means for educational migration support of citizens.The experience of the Orenburg State University in development and realization of the longterm integrated strategy of educational migration «bridge construction» presented within the Strategic Academic Leadership Program «Priority 2030» is studied. Regarding the potential of the University and Orenburg region the ways of educational migration «bridge construction» are determined: introduction of educational migration interactions into mission and policy of the university; development of open university migration interactions network structures; implementation of educational migration interaction based on norms, values and ideals of person’s lingvo-communicative culture. The practical steps for the strategy realization within the project «Educational migration bridge» are described: formation of the united scientific, educational and cultural environment based on mutual activity in international scientific and educational community; arrangement of universities regional consortium for informing applicants from Asian countries, for training and living in universities campuses; establishment of the Faculty of foreign students’ education and digital educational platform ensuring logistics and student educational improvement management; development and realization of module network programs for foreign students; realization of additional educational programs in OSU Linguistic center. The authors analyze the main indicators of the project effectiveness: quantitative and qualitative results of the Faculty of foreign students’ education activity in training Russian and culture; establishment of the Orenburg branch of Foreign Students Association, students’ involvement in various interaction forms and special career guidance events; scientific and methodological support for teachers. Realization of the strategy implies creation in OSU in the nearest future a specific environment including social infrastructure for foreigners.

The research characterizes the relevance of citizenship education in Latvia and highlights the importance of citizenship education in the policy-making process. The article contains three thematic sections. The first section explains the content and results of the International Civic and Citizenship Education Study (ICCS) in Latvia. The second section presents the content analysis of Latvia’s educational policy with the aim to search for the place and significance of the ICCS and civic education. The third section shows the importance of formal and informal citizenship education and highlights the place of citizenship education in the new curriculum. In addition, the results show the importance of Latvian citizens’ initiative and the activity of NGOs in the activation of civic capacity. In conclusion, there are suggestions provided on how to perfect the citizenship education and the policy-making process. There are 796 children, attending Silute Martynas Basic School (689 students), Traksedziai Progymnasium Department of Silute Martynas Basic School (71student) and pre-school and pre-primary groups (36 children). The pedagogical staff consists of 80 members working as pre-school, pre-primary, primary and basic school teachers, non-formal education teachers, class teachers, 2 social pedagogy teachers, 1 psychologist, 1 special pedagogy teacher, librarians, 1 teaching assistant, 1 public health specialist. The renewed classrooms, school gym, multifunctional sports ground and other spaces in school improves educational conditions. There was equipped an information centre, a modern classroom with an interactive whiteboard, a library. The school provides additional support to formal education and organises 21 non-formal education programme related with sports, music, history, healthy behaviour, IT, handicrafts, drama, chess, folklore, ecology, safe traffic and arts. The students take part in various international, republic and school projects. The school has carried on the partnership with Kasseboellee Freeschool, Denmark and Runavikar Kommunuskuli, Faroe Islands for three years, and 2017-2018 school year is the final one of Nordplus Junior project “Divided by Nature, United by Sea”. This spring, as it was planned, our teachers and students visited Denmark and, after that, accepted partners from Denmark and Faroe Islands. School projects are carried out in accordance with the planned activities in the annual school plan. The school has signed contracts with other institutions and social partners in order to enrich formal and non-formal education. The closest partnership is between the school and other educational institutions. In 2017 the school signed a partnership with Scientific centre “Scientia Educologica”. The aims of the school are to create a safe, healthy and cultural school environment that improves the quality of education and enhances students’ learning motivation, to modernize the environment with new teaching tools, to provide learning support, to develop students’ creativity and citizenship, to encourage teachers to share good experience. The organized methodological activity encourages the use of methods motivating to learn. The results of surveys and researches, fulfilled to learn about students’ adaptation at school, learning styles, individual student’s achievement and the analysis of the quality of school performance assessment, were performed in 2017 and presented to the school society, discussed in 9 methodological groups of different subject areas. Preventive and emotional education programmes such as “Olweus’, Lions Quest and others prevent bullying, violence, raise healthy lifestyle. The consulting activities are organized and the students get pedagogical, social, psychological support and are educated for future careers. The students took part in plenty of academic school, district, republic events (the Olympiads, competitions, quizzes, actions) and won abundance of prizes and awards in 2017. Objective. The aim of this paper is to report the clinical practice changes resulting from strategies to standardise diabetic foot clinical management in three diverse ambulatory service sites in Queensland, Australia. Methods. Multifaceted strategies were implemented in 2008, including: multidisciplinary teams, clinical pathways, clinical training, clinical indicators, and telehealth support. Prior to the intervention, none of the aforementioned strategies were used, except one site had a basic multidisciplinary team. A retrospective audit of consecutive patient records from July 2006 to June 2007 determined baseline clinical activity (n = 101). A clinical pathway teleform was implemented as a clinical activity analyser in 2008 (n = 327) and followed up in 2009 (n = 406). Pre- and post-implementation data were analysed using Chi-square tests with a significance level set at P < 0.05. Results. There was an improvement in surveillance of the high risk population of 34% in 2008 and 19% in 2009, and treating according to risk of 15% in 2009 (P < 0.05). The documentation of all best-practice clinical activities performed improved 13–66% (P < 0.03). Conclusion. These findings support the use of multifaceted strategies to standardise practice and improve diabetic foot complications management in diverse ambulatory services. What is known about the topic? Diabetic foot complications are recognised as the most common reason for diabetes-related hospitalisation and lower extremity amputations. Approximately 20% of people with diabetes in Australia are at risk of developing a diabetic foot ulcer. Multifaceted strategies to reduce diabetic foot hospitalisation and amputation rates have been successful. However, most people with diabetic foot ulcers are managed in ambulatory settings where data availability is poor and studies limited. What does this paper add? This paper demonstrates that significant improvements in evidence-based diabetic foot complication management can be achieved in diverse Australian ambulatory care settings with multifaceted strategies. This paper contributes to the body of knowledge regarding diabetic foot clinical management in ambulatory settings. What are the implications for practitioners? Practical strategies are available to improve clinical management across a variety of ambulatory settings. Substantial literature suggests this should translate to reduced rates of hospitalisation and amputation for diabetic foot complications.

In order for students to have national character in accordance with Pancasila and the 1945 Constitution, the government issued a project program to strengthen Pancasila student profiles to support the implementation of character education for elementary school students. This study uses a qualitative approach and descriptive method. Data collection techniques by means of interviews, observation, and documentation studies. Data analysis techniques by means of data reduction, data presentation, drawing conclusions and verification, and conducting data validity. The results of this study are 1) school program policies to develop character education are the realization of the school's vision and mission as well as project programs to strengthen the profile of Pancasila students. 2) the process of implementing the project to strengthen the Pancasila student profile based on the Kepmendikbudristek guidelines No. 56 of 2022 Guidelines for Implementing the Curriculum. 3) the obstacles faced are in terms of the family economy and the lack of facilities from schools. 4) efforts made in dealing with obstacles, namely by evaluating consistently, making modules, annual programs, semester programs adapted to programs that will be implemented in schools.

The objective of the work presented is to develop emotional competencies in higher-education students by following Bisquerra’s five-block model. With the methodological support of adventure pedagogy and gamification, students improve their emotional competencies, as well as the basic competencies of the degree in Physical Activity and Sport Sciences and the specific ones of the subject. The proposal, which is entitled “In search of my Avatar”, aims to make sure that, in their future as sports professionals, they will be able to serve their customers in a fully competent way. The work presented proposes different activities of emotional education to work transversally in higher education, ranging from conflict management and the use of language to improve the relationship with oneself and with others. The proposal was developed for the Degree in Sports Science and for the subject of Physical Activity and Sport in the Natural Environment, but with certain adaptations, it could be transferred to any university-degree subject.

Results of this study showed that the majority of informants had an intermediate level of EE competence in 6 parts: environmental awareness, basic understanding of EE, responsibility for EE instructor updating, EE preparation and service, support for EE learning, and EE assessment. The EE development was produced to cultivate educators out of a variety of subjects to carry out interoperable learning in order to improve the environment of students before preserving or resolving society environmental issues. This systematically consisted of 5 steps including: analyzing the environmental policy covering national, educational area, and school policies; studying the community environmental problem; designing the environmental learning project; identifying the learning standard; and performing the integrated lesson plan. Purpose: The purpose of this study is to explore the integration of rural economic development initiatives and practices into the Adult Basic Education and Training curriculum with a view to leverage the people in rural communities to boost their productivity towards sustainable livelihoods. Methodology: This study adopted a qualitative approach in which the data was collected through focus group interviews. The participants were sampled from former and current ABET learners and their principal. The interviews were intended to solicit information about their farming project; how they started the farming and whether they were able to feed their families from the sale of their produce. Findings: The findings from the focus group interviews are that though they had support from the Kruger National Park, they still felt that the Department of Higher Education and Training (DHET) needed to intervene and make ABET a means for sustainable livelihoods for the beneficiaries. Unique contribution to public, policy and practice: This study contributed uniquely in the area of policy. The students proposed that the ABET curriculum needed to be restructured to include skills training to enable them to make a living after the ABET encounter.

Contemporary requirements for a gender-responsive educational management system with an emphasis on the STEM industry is outlined. The need for the use of gender audit of higher education institutions (HEI) is indicated. It is noted that the management system should be capable of greater integration of gender-sensitive components. A matrix of parameters of gender maturity of the organizational system of HEI is proposed. It includes five basic principles of gender equality defined by the World Economic Forum (“gender equality in the workplace”, “gender-balanced management”, “gender-equitable organizational processes”, “promoting equal participation of women and men in decision-making”, “promoting development of the leadership potential of women”). The contextual requirements for a gender-responsive educational management system are structured. G. Kerzner's project management maturity model was applied to improve the author's method of measuring gender activity in HEI. The results of an experimental study of assessing the gender maturity of the management system are presented on the example of Ukrainian universities.

The research is based on the works of Russian teachers who have adopted the experience of the new higher education program for bachelor's degree. The starting point for the development of new concepts is the latest edition of the Federal State Educational Standard for Higher Education. The purpose of the study is to analysis of the scientific and methodological support of physical education of students under the Federal State Educational Standard program. In the course of the research, we study the most important aspects of the formation of physical skills with the help of basic and additional types of interaction between a teacher and students. Scientific novelty lies new look at complex education, which includes an expanded set of methods, technologies for the development of cognitive interest, activity, physical skills and motivation for active recreation, a healthy lifestyle. The article deals with interpretation of terminological concepts of tutoring as effective methods of educational process individualization. Changes in learning models contribute to expansion of teacher’s role, who serves not only as educator, but also provides pedagogical support of individual curricula for the learners are characterized in this article. Tutoring covers these tasks and the tutor is a co-developer of academic projects and programs, an advisor in education services, combining the roles of a mentor and developer of educational schemes. The main stages of tutoring origin in the context of historical development are clarified. It is emphasized that the implementation of tutoring is an integral aspect of individualization of education in medical schools and is carried out by mastering the ability to motivate educational and pedagogical activities of students. Attention is placed on the need to analyse various methods and approaches to the implementation of tutoring trends in the educational process. The most important criteria of educational process, created by the tutor and student are examined: implementation of the successful tutorial support of training, formation of the personality and lifestyle of the future specialist; multiplicity and variability of educational proposals satisfaction; design and implementation of an individual educational and training program. The social risk of chemical industry park projects attracts much attention, as they are perceived to yield strong environmental risks. This paper systematically evaluates the social risk of Xuwei Chemical Park in China, which was investigated as an example to guide the risk control strategy of conflict in industrial facilities for developing countries. The results show that residents and government departments have a resistance to the risks of the project as a stronger sense of group risk perception (the value is 7 × 10−6) compared with the basic value of 7 × 10−5. By contrast, the low value of group risk perception was evaluated in an enterprise group (7 × 10−4), indicating that the risks of petrochemical projects are often accepted. The expert group’s risk perception regarding petrochemical projects is consistent with the basic value. This is a very interesting finding indicating that the greater the experience, the more the support for petrochemical projects. The knowledge and information from education or experience improve the judgment of the risk of the facility, which increases the individual’s rational assessment comprehension of risk. Moreover, factors that are significantly related to residents’ attitudes are information cognitive factors (trust in information publicity and petrochemical project understanding), and project influencing factors (project planning rationality, quality of life improvement, and economic development satisfaction). Among them, the degree of trust in information disclosure has the highest degree of influence, followed by the level of education, while the satisfaction with economic development has the lowest degree of influence. Therefore, improving the trust of residents in the information disclosure of petrochemical projects should be the core of the government’s risk control policy.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. Design is one of the most popular instruments for administration of policy in different fields and spheres. This is reinforced by creation, implementation, and support of numerous political projects of the local, regional, national, and global levels. At the same time, design and fulfillment of various political projects is complicated by the absence of sound understanding of the content and main approaches towards the key concept of project activity &mdash; &ldquo;political design&rdquo;. The modern social-humanistic scientific literature has formed explicit approaches towards understanding the stages of political design, the actors of project activity in the political sphere, resources of political design, criteria for the effective implementation of political projects, classification of political projects. However, the very concept of &ldquo;political design&rdquo; remains polemical. Its content is saturated with different meanings, which subsequently complicates the study of other aspects and vectors of project activity in the political sphere. This article aims to summarize the main approaches towards elucidation of the concept of &ldquo;political design&rdquo;, outline its key parameters, and formulate the relevant definition. Methodological framework for this article is comprised of the theoretical principles of the project approach towards interpretation of politics. The author provides the original definition of the concept of &ldquo;political design&rdquo;, systematizes the main approaches towards explanation of its structure and content, offers the socio-technological assessment of the key parameters of modern political projects, and develops additional grounds for their classification. The article identifies and compares the procedural, administrative, pragmatic, organizational, sociocultural, historical, and innovative models of project activity in politics, describes their heuristic capabilities and conceptual boundaries. The author also develops the criteria for assessing the quality of project activities in politics, and correlates them with the basic models of modern political design.

. Innovation is becoming a vector of modern social development not only in Russia, but also around the world. The category of innovation is used not only in economic science, but also in other areas of social and human studies. The task of legal science is to create an appropriate legal mechanism that can effectively regulate innovative relations, allowing them to be differentiated from other objectively changing social conditions. Such a mechanism can only be built on a scientifically based system of legal concepts that have a sign of innovation, which is currently absent in Russian legislation. This paper proposes a conceptual system based on the concept of innovation. There are numerous features of innovation that can be used by the legislator for various purposes of legal regulation (regulation of innovation relations, protection of innovation, support and promotion of innovation, and others), and in various fields of public life (economy, public services, social relations, culture, education). The basic idea of innovation should be considered along with its subordinate basic concepts (innovative product, innovative activity, innovative system, innovative infrastructure, innovative policy) including the description of their content and the possibility of further development of conceptual series that have the characteristic of innovation. The role of the legal concept series in detecting legal and technical defects in innovative legislation is shown.

Background Obesity is twice as common in people with schizophrenia as in the general population. The National Institute for Health and Care Excellence guidance recommends that people with psychosis or schizophrenia, especially those taking antipsychotics, be offered a healthy eating and physical activity programme by their mental health care provider. There is insufficient evidence to inform how these lifestyle services should be commissioned. Objectives To develop a lifestyle intervention for people with first episode psychosis or schizophrenia and to evaluate its clinical effectiveness, cost-effectiveness, delivery and acceptability. Design A two-arm, analyst-blind, parallel-group, randomised controlled trial, with a 1 : 1 allocation ratio, using web-based randomisation; a mixed-methods process evaluation, including qualitative case study methods and logic modelling; and a cost–utility analysis. Setting Ten community mental health trusts in England. Participants People with first episode psychosis, schizophrenia or schizoaffective disorder. Interventions Intervention group: (1) four 2.5-hour group-based structured lifestyle self-management education sessions, 1 week apart; (2) multimodal fortnightly support contacts; (3) three 2.5-hour group booster sessions at 3-monthly intervals, post core sessions. Control group: usual care assessed through a longitudinal survey. All participants received standard written lifestyle information. Main outcome measures The primary outcome was change in weight (kg) at 12 months post randomisation. The key secondary outcomes measured at 3 and 12 months included self-reported nutrition (measured with the Dietary Instrument for Nutrition Education questionnaire), objectively measured physical activity measured by accelerometry [GENEActiv (Activinsights, Kimbolton, UK)], biomedical measures, adverse events, patient-reported outcome measures and a health economic assessment. Results The trial recruited 414 participants (intervention arm: 208 participants; usual care: 206 participants) between 10 March 2015 and 31 March 2016. A total of 341 participants (81.6%) completed the trial. A total of 412 participants were analysed. After 12 months, weight change did not differ between the groups (mean difference 0.0 kg, 95% confidence interval –1.59 to 1.67 kg; p = 0.964); physical activity, dietary intake and biochemical measures were unchanged. Glycated haemoglobin, fasting glucose and lipid profile were unchanged by the intervention. Quality of life, psychiatric symptoms and illness perception did not change during the trial. There were three deaths, but none was related to the intervention. Most adverse events were expected and related to the psychiatric illness. The process evaluation showed that the intervention was acceptable, with participants valuing the opportunity to interact with others facing similar challenges. Session feedback indicated that 87.2% of participants agreed that the sessions had met their needs. Some indicated the desire for more ongoing support. Professionals felt that the intervention was under-resourced and questioned the long-term sustainability within current NHS settings. Professionals would have preferred greater access to participants’ behaviour data to tailor the intervention better. The incremental cost-effectiveness ratio from the health-care perspective is £246,921 per quality-adjusted life-year (QALY) gained and the incremental cost-effectiveness ratio from the societal perspective is £367,543 per QALY gained. Conclusions Despite the challenges of undertaking clinical research in this population, the trial successfully recruited and retained participants, indicating a high level of interest in weight management interventions; however, the STEPWISE intervention was neither clinically effective nor cost-effective. Further research will be required to define how overweight and obesity in people with schizophrenia should be managed. The trial results suggest that lifestyle programmes for people with schizophrenia may need greater resourcing than for other populations, and interventions that have been shown to be effective in other populations, such as people with diabetes mellitus, are not necessarily effective in people with schizophrenia. The article describes the Russian experience of building a system of additional education. It is shown that this experience is consistent with world educational practices and has unique features. These features are shown on the example of the Kaluga Region (space-oriented education, support for children’s giftedness, and career guidance to the benefit of the region). Additional education of children in Russia is considered a unique educational system. The article presents the global experience of individual-oriented educational practice aimed at forming human capital. The authors use statistical data reflecting the work of additional education of children in the region in the context of the Kaluga Region. The novelty of the research is due to the reflective and axiological approach to the organization of pedagogical support of teenagers’ self-development in the context of additional education of children as a key element in the formation of human capital. This approach represents a special type of pedagogical interaction. The goal of pedagogical support is searching for their life purpose and implementing the found meanings in the “project of their own life”. The article defines the regularities on which the authors’ approach is based (a humanistic type of interaction between the teacher and adolescents as accompanist partners; eventfulness of the educational process, which is scoped to the boundaries of the child’s life activity in general; building a space for knowing one’s selfhood and its implementation by a teenager), as well as basic principles (actualization of reflection, and value attitude of children to their life activity). Pedagogical support of adolescents, based on the ideas of the reflective and value approach, contributes to the development of human capital.

The “Leuven Cares” (Zorgzaam Leuven) project started in 2018 as a government supported change management project, focusing chronic care integration. It covers and uses the officially defined primary care zone of Leuven (102.000 inhabitants). The project Zorgzaam Leuven is created thanks to the funding of the federal government Integreo.be, and the contribution of 60 local organizations in Leuven. As a basic methodology Leuven Cares opts for an ‘integrator’, i.e. a centrally stimulated integration movement amongst all professional caregivers and their local organizations, using the principles of integrated care and a population health approach. The central integrator functions as a back office. A broad array of actions were needed to develop this centrally stimulated integration movement, initially by co-creation and cooperation with a broad field of existing initiatives. All initiatives were brought in line and actively supported by a new central integrator team, that focused on multiple key activity areas. We have gained insights into the success factors that have led to the “integration movement by central stimulation” (in random order): 1.The integrator structure functions as a back office to permanently catalyze the transition towards integrated care. 2.The integrator is defined as the involvement of up to 40 liaison persons working within the 60 collaborating organizations, and a small central support team. The structure of the support team is lean, effective and stays integrated with all partner organizations through the close cooperation with 40 liaison persons. 3.The integrator facilitates a co-creation attitude in all aspects of the project. Up to 60% of the professionals are voluntarily united in primary care neighborhood teams. 4.The integrator works in line with a shared plan for the region with the focus on population health and provides regular updates based on continuous evaluation of care interventions. 5.Involvement of patients and informal caregivers is a basic principle in care planning and caring neighborhoods. 6.The integrator provides nudge-wise financial incentives to support integrated care starting from a population health approach, which is crucial for ‘double accountability’. 7.Academic researchers are involved within the integrator, to implement and evaluate interventions with proof of concept. 8.Shared communication for professional caregivers and patients is provided by the central support team, in co-creation with all partner organizations. The Leuven Cares project is an ongoing integrated care project. To date, the process shows good voluntarily and motivated participation of professional caregivers and their organizations. Among several other success factors a strong central integrator team supporting the transition towards integrated care is essential to support this transition towards more and sustainable integrated care. The next steps for Leuven Cares include developing methods to spread the best practices, including an integration team, to other regions. The roll-out will be gradual, with specific evaluation of context-dependent factors influencing the process towards integrated care.

Assessing Enrollment rates across demographic groups, identifying obstacles to education, evaluating educational quality, investigating the socioeconomic effects of educational empowerment, and evaluating the function of how stakeholders may support education that is inclusive of all genders. Anticipated results comprise of implementable suggestions for policy modifications, interventions, and community campaigns targeted at promoting gender parity in education. Russian science studies legal regulation of state support of business subjects only in specific ways. Despite the plenty of works on the topic of legal regulation of activity of small and medium-sized businesses, this field of legislation is not developed enough to give an opportunity to conduct complex researches of theoretical and practical aspects relating to exclusively legal and financial framework of state support of the investment activity. In this article we detect and reveal general problems connected to introducing of tax frameworks of state support of promotion of investments in the conditions of existing Russian legislation. In the context of this article we show the analysis of novelties related to egal regulation of tax instrument of state support of investments. The basic method of research of mentioned problems is a formal legal one. There are some problems in the process of investing based on the Agreement on protection and promotion of investment. With the help of this method these problems were examined taking into consideration the implementing tax policy in this field of entrepreneurship.The main results. Several legal problems are revealed and specified in this article. Authors prove their own point of view which consists of idea of detailed theoretical elaboration of the problematics in order to implement a framework of Agreement on protection and promotion of investment successfully, given that it is necessary to enact the list of bylaws by the Government of the Russian Federation and to create an impeccable software.Conclusions. Authors suggest measures for improving of legal regulations of current investment legislation and tax and fees legislations. It is crucial to point out that such issues as a procedure of entering into agreements (including the procedure of holding a tender within public project initiative) and common requirements to them; standard form of an agreement; the procedure of monitoring of realisation stages of an investment project (in relation to which the Agreement on protection and promotion of investment was signed); the procedure of keeping of a register of such Agreements; the procedure of the identifying of the level of the compensation of spendings needed for the project’s realisation and as well as spendings on payments of credits and loans’ interests, coupon payments from the bonded loan and etc. From the point of view of the legal regulation’s systematisation the complex law institution has been formed, and it contains principles and rules of both public and private law. The complexity of legal relationship, appearing in the process of investing, requires to take into account public and private interests, and moreover it conditions the necessity of intersectoral legal regulation. Combining diverse legal means provided for in the context of legal regulation of budgetary and tax relationships public legal entities in order to achieve a maximum effect can provide the stimulation of growth of investment which is able to become a booster for economic growth of the state.

The didactic components have been grounded as follows: terms (teacher professional competence and his/her readiness to participate in innovative process, learning and teaching support, learning research by students, problem searching abilities and skills); principles (activity, continuity, integrity, problem, minimax, psychological comfort, variation, creativity, technologies, innovative); methods (such which support a language learning, stimulate and explain educational activity, control and self-control); techniques (formulation of problem, goals determination, motivation, supposition, clarification, specification, grouping, analysis, comparison; generalization, prognostication, exposure of cause-and-effect connections, formulation of conclusions); selected stages (adjusting-motivational, functionally experimental, forming searching-productive process, actually searching, creative, resulting); educational activities (determination of purpose of search, creation, analysis of problem; development of matrices of situations and others). The author finds out the terms «activity», «webquest technology» from the point of view of realization problem searching, research activity of students of basic school which is provided by independent decision of practical problems, interest to subject, student’s intellectual development and leads to forming of educational-cognitive, valued oriented converting, communicative acting environments. Abstract:
The article is devoted to the study of the organization of student self-government in two European countries, such as France and England. The relevance of the study is due to the need to analyze and thus introduce the best experience of leading universities in Western Europe on the functioning of student unions. Student activity in European HEIs is aimed not only at obtaining high-quality higher education but also at active social and public activities. As a result, in various unions, students acquire primary skills in organizing election companies and acquire the basics of management and political experience. The article reveals that the activities of student self-government in France are mainly reflected in the work of the various student unions. Students should be elected and work in councils of students and, therefore, gain experience in electoral campaigns. Student unions are politically oriented, and their members have certain political preferences, but they do not openly support any political party. Student union activity in England is characterized by excessive politicization, which is a consequence of the history of its establishment. Hence, all forms of political life in England are reflected in the activities of student unions. Through their activities, student unions seek to involve more young people in public life. For this, seminars and conferences are held, various manuals are printed and different projects are implemented. Financial support for the work of student councils not only creates good conditions for their activities but also requires justification for the use of funds and is constantly monitored. Thus, students acquire the skills of correct and balanced use of finance and timely reporting on expenditures. According to the results of the study, the authors found that the experience of student government in France and England is essential for the development of student democracy in Ukraine, as well as for determining the form of youth involvement in social and political life (both within their community and within the state). Prospects for further research include an analysis of the impact of the activities of student self-government bodies of Ukrainian HEIs on the formation of the civic position of youth, as well as the development of a new political elite of the country.

Based on the study of publication activity in the Journal of Pedagogical Research, trends in the development of modern domestic pedagogical science are analyzed in the framework of the implementation of theoretical, methodological and practice-oriented ideas developed in the scientific school of existential approaches in pedagogy under the guidance of Doctor of Pedagogy, Professor Mikhail Iosifovich Rozhkov. It is shown that in modern socio-cultural conditions, the implementation of educational practices based on ideas that embody the meanings of the existential strategy of educating a free personality is especially relevant. Our research has shown that the leading trends in the development of domestic education at the present stage, embodying the ideas of existential approaches in pedagogy, are: the use of subject-oriented technologies in the educational process, the organization of a personality-developing educational environment at school, pedagogical support for the self-development of children and adolescents in conditions additional education, the specificity of the forms of training teachers for the implementation of pedagogical support for self-development and self-realization of students in conditions of additional education, stimulating self-development and self-realization of students in a value-oriented educational environment. In England, religious education (RE) is a part of the basic curriculum mandatory for all pupils in the compulsory years of schooling. This paper explores how RE and spirituality interact and whether one can contribute to the effective delivery of the other. It explores the experience of a small group of subject leaders working in schools in one local authority area in the West Midlands of England, drawn from schools with a religious affiliation and those without. Using in service training activities, questionnaires and reflective processes, it seeks to elicit their aspirations for the interaction between RE and spirituality (also referred to as meaning-making). The findings suggest the subject leaders have an intention to develop both activity to promote learning and activity to apply that learning to real life experience. This suggests that developing a spiritual dimension to religious education requires a move from the abstract or theoretical and from knowledge acquisition towards increased engagement, making a personal response and considering what difference can be made as a result. As such, a spiritual dimension to learning cannot be passive. The project has the potential to impact policy and practice on both national and international levels, given its focus on values and pedagogy rather than specific curriculum content.

Several studies have demonstrated the positive effects of physical exercise programs on physical and mental health throughout life. It is necessary to know the factors that contribute to the well-being of older adults in order to achieve healthy aging. The aim of this study was to evaluate the relationship between well-being perception and the use of autonomy supportive coaching behaviours across a motivational aquatic resistance interval training program. Thirty-four women over 65 years of age from the province of Alicante, Spain, participated, and were randomly assigned to: motivational aquatic resistance interval training group (MART; age: 69.6 ± 5.01 years, height: 1.62 ± 7.88 m, weight: 75.3 ± 12.8 kg) and control group (CG; age: 67.7 ± 3.60 years, height: 1.54 ± 5.47 m, weight: 66.9 ± 10.2 kg). The MART program was conducted for 14 weeks, with three training sessions/week. The CG did not perform any physical activity during the study. Perception of autonomy support was assessed through the Autonomy-Supportive Coaching Questionnaire (ASCQ), Psychological needs by the Basic Psychological Needs in Exercise Scale (BPNES), Intrinsic motivation to exercise was assessed through Intrinsic Motivation Inventory (IMI) and Perception of Physical Activity by the International physical activity questionnaire (IPAQ). In MART, compared to CG, significant differences were observed in BPNS, IMI and IPAQ questionnaires used, except in the ASCQ. The differences were significant in all three cases in BPNS (p < 0.05 in autonomy and competence and p = 0.001 in relationship with others), obtaining better scores after intervention than previously. As for the IMI scale, significant differences were also obtained in both subscales. The level of physical activity also improved significantly, with higher scores on the IPAQ after the intervention than before (p < 0.001). In conclusion, when practitioners perceive greater well-being, satisfaction of their basic psychological needs, greater self-selection, volition, and autonomy instead of pressure, demand and control, the result is better behaviour with greater psychological well-being, adherence and consequent health benefits.

The COVID-19 pandemic triggered profound social consequences, affecting all aspects of human activity, including education. The process of remote teaching that was implemented in response to this crisis is known as emergency remote teaching and learning (ERTL). The present study focuses on Portuguese parents’ perspectives about this process. Data were gathered through an online questionnaire, answered by 203 parents of preschool, basic, and secondary education students (ages 3–18), focusing on self-perceived digital competence, satisfaction with ERTL, and pedagogical activities developed with their children. Parents were moderately satisfied with ERTL but expressed a marked increase in their workload, particularly those working from home. Parents of children in the second cycle of basic education (ages 10–12) were less satisfied with the process. A variety of activities was promoted, responding to different educational levels’ characteristics. Results show the importance of promoting parents’ digital competence and directing support policies, particularly to parents of younger children (ages 3–12), and raise concerns about equity.
