Abstract:
Barnier presenteert maatregelen die met name op de accountantsorganisatie als geheel zijn gericht, maar die uiteraard een impact hebben op de oordeelsvorming en het gedrag van individuele accountants. Echter, voor de professioneel-kritische instelling van de individuele accountant leiden de maatregelen van Barnier mogelijk niet altijd tot een optimale situatie. Op basis van het professional skepticism model van Nelson (2009) concluderen wij dat de maatregelen van Barnier vooral zijn gericht op het wegnemen van verkeerde prikkels (incentives) bij accountants. Barnier geeft echter onvoldoende expliciete aanknopingspunten met betrekking tot karaktertrekken, kennis, ervaring en training van de accountant.

Abstract:
Het accountantsberoep na Barnier (2010) is een vraag die velen bezighoudt. Barnier behandelt in zijn groenboek essentiële thema’s die het fundament raken van het accountantsberoep. Deze thema’s, uitgewerkt in bijna veertig vragen en voorstellen, omvatten globaal de volgende vraagstukken: 1. Rol van de accountant met name zijn professioneel kritische houding, maar ook de reikwijdte van het controlemandaat. 2. Onafhankelijkheid van zowel de accountant in persoon als het kantoor, waarbij enerzijds de vraag wordt gesteld of scheiding tussen controle en advies gewenst is en/of verplichte roulatie van kantoren of benoeming van de accountant door een onafhankelijk orgaan moet plaatsvinden. Anderzijds het vraagstuk van de benodigde aanpassing van het business model van accountantskantoren en/of versterking van de governancestructuur van de accountantskantoren. 3. Toezicht op het beroep, met name de wenselijkheid van een Europese regelgever in combinatie met eenduidige en geharmoniseerde regelgeving binnen Europa. 4. Markstructuur en marktconcentratie, waarin met name het vraagstuk of de huidige markt voldoende ruimte biedt voor ‘nieuw’komers en de noodzaak van vereenvoudiging van de regels voor controles bij mkb-ondernemingen worden behandeld. Relevante thema’s en relevante vragen waar de afgelopen tijd veel en uiteenlopende reacties op zijn gegeven en dikke schriftelijke reacties richting Brussel zijn gestuurd. Nu is het wachten op de Europese Commissie die heeft toegezegd in de loop van 2011 met nadere voorstellen te komen.

Abstract:
Ondanks de recente diepgravende discussie over de rol die banken, kredietbeoordelaars, toezichthouders, hedgefondsen en centrale banken hebben gespeeld in de kredietcrisis, was er tot dusver weinig aandacht voor de rol van de externe accountant. Voorzitter van de Financial Reporting Council Boyle (2008) stelt dat in zijn ogen ‘auditing has had a good crisis’. Dit lijkt mede het gevolg van het succesvol adresseren van mogelijk negatieve effecten voor de accountantsprofessie door de beroepsgroep zelf (zie Humphrey et al., 2009). Inmiddels is toch een flinke discussie op gang gekomen over de rol van de externe accountantscontrole tijdens de crisis. Kenmerkend hiervoor is de conclusie van de House of Commons Treasury Committee (2009) in het Verenigd Koninkrijk waarin werd aangegeven dat ondanks de formeel juiste invulling van de accountantscontrole, de crisis toch heeft plaatsgevonden en zelfs organisaties raakte die kort daarvoor nog een goedkeurende accountantsverklaring hadden verkregen. Waar de accountantsprofessie in het begin van dit millennium nog te maken had met een ‘boekhoudcrisis’, die zich uitte bij een beperkt aantal specifieke ondernemingen, 1 wordt de accountantsprofessie nu geconfronteerd met een klaarblijkelijke verwachtingskloof die meer generiek is en daarmee moeilijker op te lossen. Tegen deze achtergrond en in het kader van de bevordering van de financiële stabiliteit en de hervorming van het toezicht op de financiële markten, lanceerde de Europese Commissie in 2010 een Green Paper of Groenboek. Dit Green Paper was bedoeld om het debat over de rol van de externe accountant, de governance en onafhankelijkheid van accountantskantoren, het toezicht op de externe accountant, de structuur van de controlemarkt en het creëren van een Europese interne markt voor controlediensten te starten (European Commission, 2010). Deze discussie heeft zich inmiddels vertaald in concrete voorstellen voor een nieuwe Europese Verordening (Europese Commissie, 2011a) en een herziening van de Europese Richtlijn uit 2006 (Europese Commissie, 2011b). De voornoemde voorstellen zijn op 30 november 2011 door Europees Commissaris Barnier gepresenteerd. De voorstellen van Barnier raken veel aspecten van de accountantsprofessie. Het oogmerk van de voorstellen is om de aandachtspunten die uit de crisis naar boven zijn gekomen te adresseren en daarmee het vertrouwen in de accountantscontrole te versterken. Enkele van de primaire doelstellingen van Barnier zijn (European Commission, 2011c): ∙ het verduidelijken en meer precies definiëren van de rol van de auditor; ∙ het versterken van de onafhankelijkheid en professioneel- kritische instelling van de auditor, waarbij het introduceren van een strikte scheiding tussen controleen adviestaken, verplichte kantoorroulatie en meer transparantie over de auditwerkzaamheden nieuwe maatregelen zijn; ∙ het verbeteren van toezicht op het accountantsberoep en het faciliteren van grensoverschrijdende accountantscontrole; ∙ het dynamiseren van de bovenkant van de markt voor accountantscontrole. Voor dit deel van de markt ziet Barnier op dit moment problemen in een hoge mate van concentratie en een mogelijk systeemrisico als een groot accountantskantoor dreigt te failleren. De artikelen in dit themanummer hebben allen betrekking op de voorstellen van Barnier. De rol van de auditor en de reikwijdte van zijn werkzaamheden worden behandeld in het artikel van Majoor. In het artikel van Van Nieuw Amerongen en Quadackers wordt vervolgens de professioneel-kritische instelling besproken en wordt vastgesteld in hoeverre de voorstellen van Barnier hier een bijdrage aan leveren. Het voorstel voor de roulatie van accountantskantoren wordt besproken in het artikel van Roos, waarbij kanttekeningen worden geplaatst bij het nut van deze maatregel. De markt voor accountants- 160 86E JAARGANG MEI Thema 19 controle en met name het door Barnier gepercipieerde probleem van marktconcentratie en gebrek aan keuze in deze markt, wordt geanalyseerd in het artikel van Klijnsmit en Wallage. In dit artikel wordt ook aandacht besteed aan de wetenschappelijke onderbouwing van de voorstellen van Barnier. Het laatste artikel in dit themanummer is een epiloog van Eimers, waarin een aantal praktische consequenties van de voorstellen van Barnier, voor met name de controles in een internationale omgeving, worden besproken. Via de artikelen in dit themanummer wordt een bijdrage geleverd aan een zeer actuele discussie. Het gedegen proces van onafhankelijke beoordelingen en herzieningen, zoals voor dit wetenschappelijk tijdschrift aan de orde is, zorgt er echter voor dat de artikelen niet de meest actuele stand van de discussie kunnen weergeven. De focus van de artikelen ligt dan ook op het analyseren en evalueren van de voorstellen van Barnier op basis van bestaande wetenschappelijke literatuur en in mindere mate op het weergeven van de actuele stand van de discussie.

The Brexit negotiations constituted unchartered political and institutional territory for the European Union (EU). This analysis shows how a new institutional approach enabled the EU-27 to present an unusually united front. The “Barnier method” is characterised by five elements: a strong political mandate from the European Council, a single EU negotiator based in the European Commission in the person of Michel Barnier, very close coordination with the Member States and the European Parliament, and a high degree of transparency. Lessons can also be drawn from this for the next phase of the Brexit negotiations and the EU’s relations with other third countries.

In dit themanummer is uitgebreid stilgestaan bij de voorstellen van Barnier. Geven de voorstellen antwoord op de vragen die voor de Eurocommissaris aanleiding waren voor de consultatieronde? Uit de interviews van Klijnsmit en Majoor komt duidelijk naar voren dat het vraagstuk over het versterken van vertrouwen in het accountantsberoep diverse dimensies kent. In het Green Paper van Barnier worden deze dimensies geraakt en suggesties geboden voor hervorming. De drie geïnterviewden erkennen de problematiek die in het Green Paper wordt geschetst, maar leggen ten aanzien van de oplossing duidelijk andere accenten. Duidelijk is wel dat wordt getwijfeld over de vraag of de voorgestelde acties antwoord gaan geven op de vertrouwensvraag.

De maatschappij zet vraagtekens bij het werk van de accountant. Is een accountant wel in staat om de maatschappij het benodigde vertrouwen te geven in de financiële stabiliteit van een onderneming? Barnier stelt in zijn Green Paper over de benodigde hervorming van het accountantsberoep (European Commission, 2010) als gevolg van de bankencrisis de terechte vraag of de controlefunctie moet worden versterkt, zodat in de toekomst nieuwe (financiële) risico’s kunnen worden beperkt. In dit artikel wordt geconcludeerd dat de huidige rolinvulling onvoldoende aansluit op de breedheid in vraagstukken van diverse groepen stakeholders met name waar het de financiële stabiliteit van een onderneming betreft. Het antwoord van Barnier daarop is eveneens onvoldoende, omdat te veel de nadruk ligt op de bestaande rolinvulling en te weinig aandacht wordt gegeven aan de differentiatie in informatiebehoeften van de diverse groepen stakeholders.

In dit artikel worden de voorstellen van Europees Commissaris Barnier ten aanzien van de markt voor accountantscontrole nader beschouwd. De gepercipieerde problemen worden besproken en de onderbouwing van de voorstellen wordt kritisch geanalyseerd. Vervolgens wordt vastgesteld of er op basis van bestaande literatuur ook daadwerkelijk sprake is van een probleem en of de voorgestelde maatregelen het beoogde effect kunnen hebben. De conclusie die in het artikel wordt getrokken, luidt dat het onvoldoende bewezen is dat er ten aanzien van het probleemgebied ‘marktconcentratie en gebrek aan keuze’ daadwerkelijk een probleem bestaat en dat het onduidelijk is of de voorgestelde maatregelen effectief zijn. Barnier bestrijdt met andere woorden een gepercipieerd probleem waarvan de feitelijkheid niet is vastgesteld. Bovendien stellen uitkomsten van eerder onderzoek de effectiviteit van de bestrijdingsmiddelen ter discussie. Dit is een zorgelijke constatering omdat de maatregelen vergaande consequenties kunnen hebben voor de praktijk.

Abstract:
Interest groups have a vital role in international negotiations and carry the potential to influence their outcome. This article contributes to discussions surrounding Brexit and institutional change in the EU, focusing on Article 50 negotiations and stakeholder engagement. Drawing from theories on deliberative democracy and institutional legitimacy, we argue that different groups are given access to the Chief Negotiator depending on the resources they can contribute. Assessing our expectations, we inspect the entire interest group population that held meetings with Michel Barnier and his team from 2016 onwards. On the aggregate, we observe a pluralist approach. A closer inspection reveals a tightly knit circle of insiders that hold unparalleled access. To the extent that these meetings offer a glance into the future of EU lobbying, European trade and professional associations are likely to observe growing cohesion and significance. Conversely, UK private interests will see their presence and influence diluted as their relevance grows smaller in Brussels. Following the trends we observe, think tanks and socioeconomic interests are likely to experience a continuous surge in their involvement in stakeholder activities.

Abstract. The combined use of partial steps and of an energy-enstrophy conserving momentum advection scheme was shown by Barnier et al. (2006) to yield substantial improvements in the surface solution of the DRAKKAR ¼° global sea-ice/ocean model. The present study extends this investigation below the surface with a special focus on the Atlantic and reveals many improvements there as well: e.g. more realistic path, structure and transports of major currents (Gulf Stream, North Atlantic Current, Confluence region, Zapiola anticyclone), behavior of shedded rings, narrower subsurface boundary currents, stronger mean and eddy flows (MKE and EKE) at depth, beneficial enhancement of cyclonic (anticyclonic) flows around topographic depressions (mountains). Interestingly, adding a no-slip boundary condition to this improved model setup cancels most of these improvements, bringing back the biases diagnosed without the improved momentum advection scheme and partial steps (these biases are typical of other models at comparable or higher resolutions). This shows that current-topography interactions and full-depth eddy-admitting model solutions can be seriously deteriorated by near-bottom sidewall friction, either explicit or inherent to inadequate numerical schemes.

Abstract. The combined use of partial steps and of an energy-enstrophy conserving momentum advection scheme was shown by Barnier et al. (2006) to yield substantial improvements in the surface solution of the DRAKKAR ¼° global sea-ice/ocean model. The present study extends this investigation below the surface with a special focus on the Atlantic and reveals many improvements there as well: e.g. more realistic path, structure and transports of major currents (Gulf Stream, North Atlantic Current, Confluence region, Zapiola anticyclone), behavior of shedded rings, narrower subsurface boundary currents, stronger mean and eddy flows (MKE and EKE) at depth, beneficial enhancement of cyclonic (anticyclonic) flows around topographic depressions (mountains). Interestingly, adding a no-slip boundary condition to this improved model setup cancels most of these improvements, bringing back the biases diagnosed without the improved momentum advection scheme and partial steps (these biases are typical of other models at comparable or higher resolutions). This shows that current-topography interactions and full-depth eddy-admitting model solutions can be seriously deteriorated by near-bottom sidewall friction, either explicit or inherent to inadequate numerical schemes.

ABSTRACT In 1954, Cohen and Barner discovered that a thymine auxotrophic (thyA) mutant of Escherichia coli undergoes cell death in response to thymine starvation. This phenomenon, called thymineless death (TLD), has also been found in many other organisms, including prokaryotes and eukaryotes. Though TLD has been studied intensively, its molecular mechanism has not yet been explained. Previously we reported on the E. coli mazEF system, a regulatable chromosomal suicide module that can be triggered by various stress conditions. MazF is a stable toxin, and MazE is an unstable antitoxin. Here, we show that cell death that is mediated by the mazEF module can also be activated by thymine starvation. We found that TLD depends on E. coli mazEF and that under thymine starvation, the activity of the mazEF promoter P2 is significantly reduced. Our results, which describe thymine starvation as a trigger for a built-in death program, have implications for programmed cell death in both prokaryotes and eukaryotes.

Korsang har en fremtredende posisjon i Skandinavia. Alle de ulike korene som finnes – fra barnekor til seniorkor, fra hygge-kor til profesjonelle kor – trenger korledere. Korlederen må mestre et omfattende kompetansesett i det hun eller han virker som både musiker, leder og pedagog. Forfatterne har de siste årene gjennomført en rekke studier av korlederes utdanning og praksis, som involverer varierte tilnærminger både når det gjelder metoder og materiale. På grunn av begrensningene i det klassiske vitenskapelige artikkelformatet har resultatene fra disse studiene så langt ikke blitt diskutert i sin helhet. I denne artikkelen tar vi et overordnet blikk og utøver en «kvalitativ meta-analyse» av de samlede resultatene. Artikkelen bygger på følgende spørsmål: Hvordan samvirker korlederutdannelse og -praksis i dirigenters kompetanse­utvikling og konstituering av dirigentprofesjonen? Resultatene presenteres som en konseptuell modell som kombinerer tre perspektiver – læring i praksisfellesskap, tre stadier i en dirigentpraksis og en tredelt kompetansemodell for korledelse. Modellen blir diskutert i form av fem temaer; mangfoldet i kordirigenters profesjonelle karrierer, selvopplevd kompetanse i praksis, forholdet mellom utdanning og praksis, betydningen av inngangsprofil og rekruttering til korlederyrket. Artikkelen peker på utfordringer i utformingen og implementeringen av korlederlederutdanning.

Management literature related to globalisation and the need for organisations to gain a competitive advantage has grown in prominence over the past two decades (Caves 1982; Porter 1985, 1990, 1991, 1998; Barney 1995; Peteraf 1993; Barner 1996; Duncan, Ginter & Swayne 1998; Thomas, Pollock & Gorman 1998; Zahra 1998; Zahra & O'Neil, 1998; Gupta & Govindarajan 2001). Concomitant with globalisation and competitive advantage are issues related to achieving successful organisational change, since it logically holds that any activity to increase an organisation's effectiveness necessarily involves some sort of change. Much of the research attention in the past has focussed on strategies for implementing change, including overcoming resistance, rather than developing theories which lead to a greater understanding of the processes of change. Early research (Coch & French 1948; Ginzberg & Reilly 1957; Lewin 1951) reflect the historical concentration on how best to implement change; this tradition is more recently exemplified by Carnall (1999) who examines practical techniques for achieving change in organisations. However, literature relating to the theory of change remains fragmented and inconclusive.

The theoretical literature on the mass/count distinction in Palestinian-Arabic (PA) is extremely scarce, and the psycholinguistic perspective has never been explored. In this paper, we report results from an experiment exploring the mass/count distinction in 48 (aged 6;6–17;04) young and adult speakers of PA. Using an adaptation of Barner & Snedeker’s (2005) Quantity-Judgment task, we show that while PA-speaking adults are essentially identical to English-speaking adults, PA-speaking children behave dramatically different from both adult PA speakers and from English-acquiring children. We suggest that these results may reflect a process of language change currently taking place in PA. We further propose two possible sources for the process. The first involves the fact that the grammaticization of mass/count in PA is rather marginal, as indicated by the relative paucity of syntactic structures encoding the distinction. Alternatively, our data may reflect a change process involving a relaxation of obligatory number-marking in cardinality contexts. Finally, we outline a research-program aimed to test these hypotheses.

Résumé La cartographie hydrogéomorphologique est utilisée en France pour délimiter les zones inondables par les cours d’eau. Plusieurs milliers de kilomètres de cours d’eau ont ainsi été analysés, puis cartographiés en réponse à la politique de prévention des risques d’inondation engagée par les Ministères de l’Équipement et de l’Environnement depuis la loi Barnier (1995). La problématique du risque d’inondation conduit à observer les objets familiers des plaines d’inondation fonctionnelles avec un point de vue différent de ceux généralement admis en dynamique fluviale. L’intérêt porté à la microtopographie et à ses variations permet de distinguer jusqu’à quatre lits dans un cours d’eau. En particulier, on peut mettre en évidence un lit moyen dont l’existence dépend de l’ordre et de la zone du cours d’eau. La problématique de l’inondabilité oblige aussi à porter une attention particulière à la limite externe de la zone inondable. Actuellement en cours de développement, elle a déjà apporté de nouveaux résultats par la mise en évidence de lits majeurs exceptionnels dans la zone intermédiaire de certains cours d’eau. Enfin, la nécessité de la connaissance précise des caractéristiques de l’aléa, telle la hauteur et la vitesse de l’eau, a conduit à la mise au point de la méthode intégrée, basée sur le concept de débit hydrogéomorphologique, dont les premières expérimentations sont prometteuses.

This article initially accounts for the discussions concerning the notions ‘ethnic origin’ and ‘race’ that have taken place in the Swedish legislative context and places these within a wider European context. Next follows a mapping of the ways in which Swedish courts, in cases of alleged ethnic discrimination, read the notion of ‘ethnic affiliation’ – defined as ‘national or ethnic origin, skin colour, or other similar circumstance’ – and decide whether a statement or an act is related to it. The purpose, to borrow Michel Foucault’s words, is to ‘make visible precisely what is visible’. By bringing together, arranging and connecting what the courts have said about ‘ethnic affiliation’, the conclusions they have reached and the circumstances that they have ignored, three observations are made: (a) ethnic affiliation is treated as an authentic and stable personal individual attribute, (b) ethnic affiliation is seen as a question about body types and bloodlines solely and (c) discriminatory acts are connected to ‘ethnic affiliation’ only if related to visual appearance or accompanied by ‘incriminating words’. The article discusses and analyzes the significance and implications of these observations in engagement with theorists such as Barnor Hesse and David Theo Goldberg.

På såväl ungdomsmottagningar som inom den gynekologiska vården används begreppet samlagssmärta på ett självklart sätt för att klassificera smärtor i underlivet. Samlagssmärta som begrepp beskriver smärtor i slidmynningen som försvårar vaginalsamlag eftersom de sitter där en penis ska passera vid hetero- sexuellt sex. Genom begreppet samlagssmärta sätts vaginalsamlaget i centrum för den diskurs som formas om smärtorna i underlivet. Därutöver innebär den heteronormativa bilden av sex som likställt med vaginalsamlag att personer med vulvasmärtor som har lesbiskt eller queert sex, eller som lever asexuellt, osynlig- görs. Personalen på ungdomsmottagningarna har formell expertmakt i hur de definierar, kategoriserar och förklarar vulvasmärtor. Därmed är det intressant att analysera hur begreppet samlagssmärta och dess konnotationer är verksamma i personalens arbete med dem som lider av vulvasmärtor. I den här artikeln analyserar jag hur personal på ungdomsmottagningar talar om samlagssmärta och hur de därigenom formar en diskurs som bygger på sam- manlänkningar av unga kvinnor, vulvasmärtor och sexuell praktik. Genom teorier om heteronormativitet, samlagsimperativ och expertmakt visar jag på hur vaginal- samlaget blir det nav som smärtan i underlivet kategoriseras och förklaras utifrån. Diskursen om samlagsmärta diskuteras främst med utgångspunkt i hur barnmor- skor, kuratorer och gynekologer på ungdomsmottagningar i sin roll som experter använder begreppet, men även utifrån hur den formats historiskt och medicinskt. Artikeln innehåller också material ur ett tidigare projekt om dem som är drab- bade av vulvasmärtor, men detta material står inte i centrum för analysen.

How multinational enterprises (MNEs) coordinate and control their geographically dispersed subunits is central to international management research (Kostova, Nell, & Hoenen, 2018). Our study adopts agency rationales to evaluate the effects of headquarters (HQs)–subsidiary convergence on the performance levels of the latter. Convergence within organizations relies to a large amount on controls that predicate a specific extent of alignment. In theory, the concept of alignment is seen as a valid proxy of agency intensity (Eisenhardt, 1989). Drawing on the supposition that MNEs are differentiated networks, where some subsidiaries continue to function the traditional competence-exploiting role while others are competence-creating and augment the advantages of their home-base (Björkman, Barner-Rasmussen, & Li, 2004), alignment challenges can be manifested in six dimensions that define their strategic posture, span the organizational context and underly competitive imperatives: 1) subsidiary strategy, 2) culture, 3) governance practices, 4) financial decisions, 5) human resources, and 6) environmental activity. Drawing on a sample of 72 MNE foreign operations and gathering 254 responses from top management team (TMT) members, our results indicate that strategic, cultural, governance, and HR alignment are important determinants of subsidiary performance. However, whereas strategic, cultural, and governance convergence between HQs and subsidiaries are positively related to increased performance levels, an ethnocentric approach towards HR practices seems to trigger welfare losses.
