Abstract:
The purpose of the study was to explore the attitude toward Online Teacher Education Courses (OTECs). To that end, this study was carried out over the teacher educators and trainee teachers of Bangladesh Open University. Here, teacher educators represent the faculty members of the School of Education (SoE) of Bangladesh Open University (BOU), and trainee teachers represent the Master of Education (M.Ed.) and Bachelor of Education (B.Ed.) students of BOU. A mixed research approach with triangulation was used to conduct the study with a descriptive survey, two Focus Group Discussions (FGDs), and one key personnel interview. Data were collected from a total of 602 teacher trainees (182 were M.Ed. students and 420 were B.Ed. students) and 12 teacher educators, selected through multiple sampling techniques. The data revealed that the teacher educators and trainee teachers had a positive attitude towards online courses since the mean score of faculty members, M.Ed., and B.Ed. students of BOU were 3.60, 381, and 3.81, respectively. Considering all these aspects, this study suggested that SoE/BOU needs to decide rationally to shape its future Online Teacher Education Courses (OTECs). This research contributes to the basement of new knowledge through an explorative study with all the possible stakeholders covering the whole country of interest.

PurposeThe purpose of the study was to explore the attitude of faculty members and students of two open universities – Bangladesh Open University (BOU) and Universitas Terbuka (UT) (Open University of Indonesia) towards entrepreneurship development courses of massive open online courses (MOOCs).Design/methodology/approachThe mixed-method research design was employed for this study. A self-structured survey questionnaire and focus group discussions (FGDs) were used to collect quantitative and qualitative data. A total of 66 faculty members and 149 tertiary level students of BOU and UT were selected as respondents. These respondents were selected using purposive sampling techniques. Data were analysed using quantitative and qualitative data analysis techniques.FindingsThe findings revealed that both universities' faculty members and students possessed a positive attitude towards entrepreneurship development courses of MOOCs (EDCM). However, this positive attitude of both groups was significantly different.Originality/valueThe policy recommendations could provide a strategic approach to developing various types of courses within the MOOC, which are attractive as a means of developing entrepreneurship in Bangladesh and Indonesia. It also aggressively promotes EDCM for the academic community in particular and society, in general, to elaborate on their entrepreneurial spirit. Nevertheless, before introducing MOOCs, an empirical study regarding MOOCs readiness is essential for both universities.

<p>E-learning has broadly become an important enabler to promote distance education (DE) and lifelong learning in most of the developed countries, but in Bangladesh it is still a new successful progressive system for the learning communities. Distance education is thought to be introduced as an effective way of educating people of all sections in Bangladesh. Bangladesh Open University (BOU), the only distance education provider in Bangladesh, has been trying to adopt the use of various e-learning materials for its distance delivery. This paper has tried to describe the current progress of quality e-learning for expanding distance education, identifying the major problems of e-learning in distance education at tertiary level in Bangladesh, with special reference to BOU, and finally to put forward some valuable recommendations for solving the problems. The study is based on both primary and secondary sources. It is observed from the research that e-learning is going to ensure its bright prospect as an alternative mode of education at the tertiary level in Bangladesh. There are several problems that are identified and can be mitigated and solved through Information and Communication Technology (ICT) development, greater acceptance by learners, and much research in this sector in Bangladesh to face globalization.</p>

To evaluate the reproductive herd health status, the data were collected from Talbag Dairy Farm, Savar; Bangladesh Agricultural University Dairy Farm, Mymensingh and Central Cattle Breeding and Dairy Farm, Savar for a period of two years. A total of 122 lactating cows were selected to collect data on productive and reproductive performance from the farms record book maintained by three farms. Abstract:
The study was conducted to determine the occurrence of fractures in calves and goats at Veterinary Teaching Hospital (VTH), Bangladesh Agricultural University (BAU) and to compare the efficacy of fracture treatment with external and internal fixation using splints and bone plate/wire suture respectively. Patients brought to VTH with the history of automobile accident, trauma and clinical signs suggestive of fractures were subjected to detailed physical, orthopaedic and radiographic examinations to confirm fractures. A total of 6 calves and 4 Black Bengal goats were presented to VTH with limb fractures. Fractures were treated with close reduction and external fixation with splints and bandage, and open reduction and internal fixation with wire suture and bone plate. 50% and 75% fracture cases healed properly in calves and goats respectively. Among the affected animals, 60% were females irrespective of species. Metacarpal bone was the most susceptible for limb fracture. Three were open fractures and 7 cases were closed fracture with the occurrence of 70%. The healing percentage of open fracture treated with external fixation was very poor and amputation was needed in the fractured limb. Overall treatment success rate was 60 %. Biochemical analysis revealed very significant (p<0.01) difference in serum calcium level before and after healing due to hard callus formation. This study shows that bone plating fixation give a satisfactory results to calves with fracture. Moreover, the study could help veterinarians to set up proper treatment method depending on location of fracture.

The paper shares some of the challenges and lessons learnt during the COVID-19 pandemic in Botswana and how Botswana Open University stayed resiliently. Our focus is on various aspects of ODeL (students and tutors).The paper discuses MOOODLE portal which was piloted at Botswana Open University’s Centre for Open Schooling in 2021 for Junior Secondary School students of business subjects comprising Commerce, Accounting and Office Procedures. This paper drew inspiration from the fact that MOODLE OERs portal is a niche in Open Schools and the that Commonwealth of Learning (COL), among other objectives offers guidance on use of OER in Open Schools. A total of 50 students were selected randomly from BOU’s five regions and one class of 30 students from a conventional Junior School participated in the pilot which ran for six months from April 2021 September 2021. The portal assisted students to keep learning ongoing, as University needed response to Covid19. There was need and urgency at BOU to address the desperate situation Open Schooling found itself in without tangible eLearning infrastructure. The paper is based on the experiences of the piloting students and tutors, their observations, as well as the literature review and draws recommendations from aforesaid.

Purpose – The purpose of this paper is to explain how the author carried out the implementation of the Koha open-source integrated library system (ILS) at the Independent University Bangladesh (IUB) Library, stated how much easy it is to implement Koha in a library and encouraged library professionals to implement Koha in their libraries. Design/methodology/approach – The paper describes the author’s practical experiences regarding implementation of the Koha open-source ILS. Findings – Koha has those functionalities which can fulfill the library automation need of the IUB Library. That is why Koha is selected. Other librarians can easily implement Koha in their libraries. Practical implications – This paper will help librarians to implement Koha in a practical way to their libraries. The author implemented Koha at the IUB Library within three months, and the author used migrated data from Computerized Documentation System/Integrated Set of Information System to MARC-21 for books and made new MARC-21 records for movies. Originality/value – The author is the youngest library professional who implemented Koha at a private university library in Bangladesh. This will influence librarians to learn Koha and implement it in their libraries.

Abstract:
This paper presents a study that focused on assessing computer and ICT skills of business subjects’ learners at Botswana Open University (BOU). The study explored the levels of computer skills; existence of ICT skills and perception of business subject learners on the adoption and use of ICT skills for teaching and learning. A sample size of 223 participants from BOU’s five regions was studied and data was collected quantitatively using survey questionnaires. Descriptive statistics were used to analyse the data. The results showed that most of the respondents had average ability to navigate on the e-learning school platforms (E-library, portals, websites, etc.) and average awareness of the business learning software and applications; they were familiar with most MS package elements, MS Word, Excel, PowerPoint and Publisher. They were familiar with the use of emails, social sites and blogs as well as internet searching and browsing. Results also showed that the respondents understood the basic functions of computer hardware. The study also revealed that respondents needed improvement in the use of ICT tools for learning their business subjects, and that the improvement of the use of ICT tools would enhance their understanding of the subject matter. Respondents cited poor internet connectivity and unreliable power supply, as well as slow internet connectivity, as some of the reasons for their poor ICT skills in teaching and learning ICTs.

Abstract:
Bangladesh introduced open and distance learning as a means of providing education for people in isolated and remote locations through the establishment of the Bangladesh Open University (BOU). The broad aim of the BOU is to provide flexible and needs-based education to those unable or not wishing to enter conventional educational institutions. The BOU is presently the only university in Bangladesh to provide mass education and also to provide continuing education and professional and technical education to support the existing educational system. The BOU has a mission that encompasses secondary and higher levels of education. BOU operates its programs through a centralised academic and administrative staff, and regional and local offices throughout Bangladesh that organise local tutorials and distribute information and materials. BOU has adult students in all parts of the country, and most of the students live in rural areas. They need support that is appropriate to their local circumstances. Using an interpretive approach, this research examines the support needs of students studying for the Secondary School Certificate and the Bachelor of Education, assesses the effectiveness of current support services and explores alternatives to the current system. The underlying assumption is that support needs to be appropriate to the country’s culture and circumstances, and useful and feasible from the perspectives of students, staff, administrators and senior university officials. To investigate the appropriate support for distance education students, this research was conducted in four sample regions. Two were selected from areas of sparse population where the terrain makes transport difficult and two from areas that are more densely populated and where transport is easier. A questionnaire survey and focus groups were conducted with students, focus groups with local staff and interviews with Regional Directors within the four sample regions. Interviews were also undertaken with central University senior staff to get their perspectives on current and future policies for student support.

Abstract:

 The use of open learning systems for the provision of higher education continues to grow and evolve around the world. The diversity of open learning systems that now exist reflects the ability to adapt this form of education to meet the higher education needs of individuals in a range of contexts including cultural, political, and economic contexts. 

This thesis examines the provision of open and distance education in Bangladesh which has a population of 120 million and where higher education has been mainly available through eleven conventional universities. Until recently these universities were only able to access 5% people of the country and were unable to cater to the growing needs for higher education of the increasing population, particularly those people not living in large cities. In order to overcome the low participation in higher education, the Bangladesh Open University (BOU) was established in 1992 to help to meet the country's increasing need for higher education and vocational training using open and distance teaching mode. 

The approach to materials design and course delivery by the BOU endeavours to accommodate the cultural, economic and student learning contexts that prevail in Bangladesh. This thesis describes this approach through an evaluation of the open and distance education materials used in one unit of the Bachelor of Education (BEd) program and one unit of the Diploma in Management (DIM) at the BOU. 

Three broad criteria for evaluating the selected BOU materials were: learner support structure, learning resources and learning systems. The criteria were derived from a comparative study of open and distance education that exists in developed and developing countries. Final conclusions were made after evaluating the selected materials from BOU using these criteria. 

The curriculum evaluation methodology by Stufflebeam (1985) and Dogan (1989) was used for assessing open and distance education materials. 

Findings indicate that the text materials of the BOU should be changed and be prepared according to the social, cultural, economic, and education contexts of Bangladesh. For instance, printed text materials should have pretest questions, concept maps, specific objectives, illustrations within the content, exercises and questions, assignments, quotations, footnotes, and references. At the same time, in addition to text materials, support services should be re -arranged in accordance with access issues and cultural perspectives.

AbstractThis chapter considers the contributions of YouthMappers chapters in Asia. In addition to a regional overview, we highlight actions of students in Bangladesh and the Philippines to fill critical data gaps that support community access to information during emergencies, natural disasters, and pandemics. Lack of data leads to poor decision-making at any time, but in the context of shocks and hazards, it can have an especially profound impact on local communities. By creating open geospatial data and by advancing the geospatial capacity of university students and local community members, local governing bodies will be able to plan for the well-being of their constituents and community members will have access to the information necessary to keep their families safe. This contributes to better health and well-being (SDG 3) and a more resilient society in the face of impacts of climate change (SDG 13).

Bangladesh Open University (BOU) is considered as a Mega University for its continuous growth over the last two decades. The modus operandi of education makes BOU distinct from other traditional universities. In Bangladesh this is the first and only university that adopts Open and Distance Learning (ODL) as a mode of delivery. From its inception, BOU has taken several initiatives for the development of ODL in Bangladesh. The main intention of such initiatives is to contribute national development. The success and sustainability of any organization largely depends on its management capacity to cope with the rapid world-wide change, which is also true for BOU. To evaluate the role of BOU in sustainable development, this chapter outlines the achievements of BOU and challenges that it is facing in delivering effective ODL. This chapter also discusses the origins and meaning of the term “sustainability” and strategies that should be taken into consideration to ensure sustainable ODL, which can provide a framework for its successful implementation linking BOU's contribution to sustainable development.

The write-up also provided a total scenario and working process of the VuFind discovery tool which has almost all the advanced technologies of the next generation catalog. The study also found that VuFind may be a good tool for moderately technologically competent library professionals for managing their resources with minimum cost and efforts, having customizable code and unlimited instances.

Abstract:
Violence in Bangladesh’s student politics is complex and closely connected to political party contestations and shifting power relations. When Tarikul Islam Tarek, a non-partisan student from Rajshahi University and joint convener of the quota reform movement, was severely beaten by the ruling party’s student wing, in what is known as the ‘hammer incident’, the equilibrium that spared non-partisan students from becoming victims of political violence was broken. This ‘another kind of beating’ led to a shift in the ‘geographies of violence’, producing an autocratic social order marred by an atmosphere of fear. In the past, student politics in Bangladesh were mostly deployed in the struggle for self-determination (i.e. the partition from India in 1947 and independence in 1971) and to open democratic spaces in 1991. Since then, student politics have increasingly shifted to protect political party stakes. The violence between political party student wings has emerged as part of a new social order—a trend also observed in other parts of South Asia (e.g. Pakistan, India, and Nepal). Abstract:
Video has been widely used as an effective media for delivering varied educational contents through broadcast and/or web. Video-mediated learning has been expanded for its effectiveness, and no doubt, there is an evolution in the production of videos because of technological development. Now-a-day, one can make video rapidly without cost using his or her smartphone. In this way, characteristics of educational video have been changed and short duration videos are of very friendly to the mobile users, and the demand for concept video, also known as ‘explainer video’, is increasing day-by-day. In response, Bangladesh Open University (BOU) developed a framework for the effective use of educational concept videos. This paper discusses the framework for making concept video which consists of a methodology and design guidelines, and both are linked to learning objectives. Short duration concept videos prepared in the form of transformation of BOU texts using the framework was experimented in focus group discussions (FGDs) where it was compared with the long duration video lecture based on the same texts. This paper portrays the findings of FGDs. Results suggest for mainstreaming concept videos in the academic delivery at BOU.

The COVID-19 pandemic has led to the devastating disruption of face-to-face education system ever. In order to overcome the situation, Bangladesh University of Professionals (BUP) and Bangladesh Open University (BOU) has introduced different teaching and learning methods by integrating Learning Management System (LMS) In line with this, BUP and BOU have also applied technology supported LMS for its students and faculties. The study investigates how the LMS supports the application of software for administering, documenting, tracking, reporting and delivering of courses, conducting examinations, setting questions, evaluating examination scripts and publishing results to facilitate student to accustomed with e-learning system, getting access to online classes, and support student and faculty activities during classes delivered through Zoom, and/or Google Meet/Google Classroom. This study further investigates the effects of LMS on student’s and faculties teaching and learning during the COVID19 pandemic in the academic year 2020–2021, in which the distance education framework was implemented. The study followed both qualitative and quantitative research methods. For better understating the access to LMS by students and faculties, the study selected the samples from both urban and rural Bangladesh by drawing respondents from different socio-economic and ethnic groups. The findings of the study will help the planners, researchers, development practitioners, administrators and policy implementers for better applications of LMS for distance education.

This study investigates the skills catered through the Commonwealth MBA (CEMBA) and Commonwealth MPA (CEMPA) program of Bangladesh Open University (BOU) and their appropriateness in the context of the socio-economic transformation of Bangladesh. The study is driven by two pertinent research questions: R1. Are the skills catered by the CEMBA program relevant to the current needs of the job market? R2. What are the scopes for revisiting the CEMBA curriculum and making it meaningful in the current workplace contexts? The study found a significant skill mismatch in the Commonwealth MBA/MPA graduates. Therefore, the need for transforming the curriculum and instructional methods has been emphasized by the respondents.

Bangladesh Open University (BOU) has taken full advantages of the modern ICT based learning education to deliver education during the national and global crisis because of Covid-19 while in Bangladesh, any face-to-face tutorial services on weekends were widely restricted. In the hilly districts, the tutors of BOU used the available technology such as mobile phone, Zoom, Google Meet, WhatsApp, Messengers to contact the students and to keep a close connection with the students to conduct regular classes and to support them mentally while the individuals suffered severe mental isolation and felt a lack of support during Covid-19. This study was initiated to understand how the teachers in the hilly districts used those available technology to reach the learners to deliver quality education and mental support in the pandemic situation. The study was designed both qualitative and quantitative tools such as structured questionnaire, focus group discussions and individual structured interviews etc. used to collect the data. The respondents were learners, parents, tutors, and study centers’ coordinators. There were 77 respondents participated from the hill tracts, Khagrachari District, Rangamati Hill District, and Bandarban District of Bangladesh. The study has found out how the tutors were effectively and successfully supported the learners to continue their learning process and to motivate them towards their lifelong education and how the technologies helped the learners to overcome all barriers during Covid-19 situation. The findings of the report may contribute to build resilient education system and human effort unstoppable in any circumstances.

Abstract:
Technology usage has dramatically been increased in higher education institutions during covid-19 pandemic. However, a question emerges whether the teachers are ready and motivated for technology-enabled teaching learning (TEL) practices? This study aims to identify the teachers’ attitude toward TEL and also audit their readiness for facilitating TEL. Also, several aspects regarding the teachers' perceptions about their technological skills, access to electronic devices, and pedagogical skills for technology-based education etc. are also analyzed. A set of structured questionnaires have been administered in the study among the 50 teachers in the BBA program of Bangladesh Open University (BOU). In addition, a focus group discussion with selected teachers and TEL experts was used in the study. For data analysis, descriptive statistics like mean and percentages have been used. Study found that that most teachers of the BBA program of BOU had positive attitude towards TEL during Covid-19 pandemic though many of them has lack of technological skills.

Abstract:
The paper explores the perceptions of policymakers and teacher educators regarding a paradigm shift from conventional to blended learning at Teacher Education Programmes (TEPs) of Bangladesh Open University (BOU). It examines the prospects and challenges of this paradigm shift and proposes the development of a strategic approach for implementing this shift. A mixed-methods design was utilised, involving a cross-sectional survey, focus group discussions (FGDs), and interviews for data collection. 145 teacher educators responded to the survey, while 19 teacher educators participated in four FGDs. In addition, six purposively selected policymakers were interviewed. The findings reveal 26 SWOT themes comprising seven strengths, six weaknesses, seven opportunities, and six threats. 11 SWOT strategies were proposed to implement the said shift at BOU. The paper proposes that by following the SWOT strategies, the implementation of BL in BOU’s TEPs may contribute to a successful paradigm shift.

The use of Information and Communication Technologies (ICTs) in ODL allows for the generation of huge amounts of data, sometimes known as "Big data," when applicants and enrolled learners interact with the online platforms. It is argued that; this vast data is captured and stored, but it is often insufficiently analysed to assist learners and the institution in the service delivery or data-driven decision-making processes.This article investigates how this data may be analysed and used to develop strategies to enhance learner services and service delivery in an ODL, specifically at BOU. The report describes the outcomes of a quantitative research study for Botswana Open University, which was done through the analysis of raw data from the BOU Student Management System. This paper offers insights generated from BOU data analytics that might be used to improve the University's teaching and learning. According to BOU's case study, ODL institutions might benefit from data analytics adoption by identifying trends and reorganizing the ODL value chain.

Leadership development is a phenomenon that is highly desired by organisations. A sound leadership development programme not only does it increase productivity, but it also orchestrates the achievement of the strategy and vision of the organisations. The leadership development vacuum, however, poses a threat to the growth and success of the organisations since leaders are unable to keep up with the volatile and disruptive changes of the fourth industrial revolution. It is against this background that Botswana Open University (BOU), found it necessary to initiate a needs assessment on leadership development to identify the skills and competence gaps. The research adopts the pragmatic paradigm. This paradigm is commonly associated with the mixed method approach to data collection and analysis. Out of (n) 48 employees in the two divisions under study, (n)28 responded to the survey and (n) 4 declined to participate. Twenty-two (n)22, participated in the focus groups interviews. A survey was conducted online using Google forms and scheduled focus group interviews were conducted through Google meet. The findings revealed that for the University to stay relevant in this era and increase their return on investment it is vital to develop the mindsets of 21st century leadership. Employees are empowered to take up their respective roles to promote the growth of the University and there is a zeal to build high performance teams and nurture talent.

Graduate employability has been a topic of interest to governments, training institutions, industry and graduates. In 2009 Botswana Training Authority (BOTA) identified a gap in the market of the lack of training skills among the trainers for the Technical and Vocational Education and Training (TVET). To close the gap, BOTA developed the unit standards for the training of trainers programme. The Botswana Open University (BOU) together with other higher education institutions adopted this program in 2016 and offered the training to the in-service as well as prospective trainers. The program is offered for a duration of 6 months. The study employed the qualitative research approach, which consisted of unstructured interviews to explore the perceptions of the employability of CVET graduates and their incorporation of employability skills acquired from the programme. A purposive sample of 20 graduates from five regional campuses were interviewed, premised on the overarching question: To what extent does CVET improve on the employability of its graduates? The findings of the study show that the CVET program is not only one of the popular short programs but its graduates are also employable.

Around the globe, ICT is making major differences in the teaching-learning approaches and assessment. In line with this, Bangladesh implements ICT in education through its Access to Information (a2i) Programme, and puts emphasis on skilling people by using ICT for supporting SDGs by its ministries and associated agencies. In response to this, Bangladesh Open University in association with the Commonwealth Educational Media Centre for Asia (CEMCA/ COL) implements the project entitled ‘Impacting Education and Open Schooling through OER- Making a Difference among the Learners’. This research paper forms part of an action research under this project, and focuses on identifying the policy gaps and tutors’ attitudes towards ICT-enabled vocational education and training (VET) for skilling the disadvantaged learners. Desktop approach on open source materials was deployed for identifying the policy gap, and survey approach was used to collect 180 tutors’ attitude to ICT-enabled VET. Analysis of literature and reports indicate that Bangladesh possesses significant advantage due to the availability of ICT infrastructure for implementing ICT-enabled VET. The results also showed that tutors had a positive attitude towards the use of ICT in vocational education, and it’s use to help tutors be more effective in VET tutorials and in improving student learning. The results have been further interpreted in relation to the existing national and institutional policies and practices.
