Abstract:
The article describes a clinical case of an eye injury with presence an intraocular foreign body (IFB), the localization of which was problematic. Patient T was 28 years old, was admitted with complaints of lack of vision, redness and lacrimation from the left eye. From the anamnesis – while working, he hit metal with a hammer, and the scale flew off into the left eye. In addition to the standard ophthalmologic examination, electrophysiological examination, B-scan and UBM were performed. According to the B-scan data, high optical density IFB was detected in the shells 9 mm from the upper border of the optic disc, in the 1-hour meridian, approximately 3.5 mm long. According to the X-ray data of the orbit in 2 projections, an X-ray contrast shadow, metal density, up to 3.0 mm in size was revealed. Radiography of Baltin–Comberg was not performed due to the lack of technical capability. During a standard three-port vitrectomy in the area of possible foreign body occurrence, the retina was damaged, there was a local detachment, but the foreign body itself was not visualized. In addition, during a thorough, detailed examination using a sclerocompressor, no visible defects of the sclera were found transvitreally. In the early postoperative period, the patient was performed with a computed tomogram, where the presence of a foreign body was confirmed, which was adjacent to the posterior wall of the eyeball for 1 hour with clear contours, measuring 3х3 mm. Taking into account the non-standard situation, the absence of a foreign body in the vitreous cavity, it was decided to re-search and remove the foreign body by using of the diascleral method. For a clearer contrast, diaphanoscopy was used, which made it possible to visualize and accurately localize a foreign body in the layers of the sclera. Conclusion. In the presence of IFB for search and precise localization, it is first of all necessary to perform the radiological Baltin-Comberg method. In cases when FB is not visualized intraoperatively, is impaled into the layers of the eye and the radiological Baltin-Comberg method has not been performed, diaphanoscopy of the eye is the optimal auxiliary method for searching for «hidden» foreign bodies. Abstract:
I discuss 4 Estonian periphrastic causative constructions based on laskma, andma, panema, and sundima with respect to semantic shift from non-causative to causative use. These constructions have parallels in Baltic, and I suggest that laskma belongs to the largest area of development, ‘release’ > ‘let’, attested in many Finno-Ugric and Indo-European languages, notably, in Germanic, Baltic, and to some extent, Slavic. The verb andma, which evolved as ‘give’ > ‘let’ (> ‘be possible’), belongs to a smaller area of similar changes that occurred in Finnic, Baltic, and Slavic, while panema as ‘put’ > ‘make’ belongs to the smallest area (some Finnic and some Baltic languages). The verb sundima, as a Slavic loan, has parallel borrowings in a number of Finnic and Baltic languages, but only in Estonian has the causative use of this predicate developed.Kokkuvõte. Jurgis Pakerys: Mõnede eesti keele perifrastiliste kausatiivkonstruktsioonide balti kontekst. Artiklis võetakse verbide laskma, andma, panema ja sundima näitel vaatluse alla eesti keele perifrastiline kausatiivkonstruktsioon. Autor keskendub verbide tähendusnihetele mittekausatiivsest kasutusest kausatiivse suunas. Konstruktsioonidel on vasted balti keeltes. Autori hinnangul kuulub verb laskma (‘lahti laskma’ > ‘laskma’) suurimasse muutusalasse, s.t seda leidub paljudes soome-ugri ja indoeuroopa keeltes, sh germaani, balti, mingil määral ka slaavi keeltes. Verb andma, mis on läbi teinud arengu ‘andma’ > ‘laskma’(>‘võimalik olema’), kuulub väiksemasse läänemeresoome, balti ja slaavi keeltes toimunud sarnaste muutuste areaali. Verb panema (‘panema’ > ‘sundima’) kuulub kõige väiksemasse muutusalasse, esinedes vaid mõnes läänemeresoome ja balti keeles. Abstract:

The Baltic Sea is a sensitive and unique ecosystem that has been strongly affected by human activity in the area. It is an important cultural and natural resource that contributes with several economic benefits. Among the many documents aiming to protect the Baltic Sea, this thesis concerns two of the action plans; An Agenda for the Baltic Sea Region – Baltic 21 and HELCOM Baltic Sea Action Plan, which are two of the most recognised documents aiming at protecting the Baltic Sea area. The two documents was analysed using three different types of text analysis.

As the main goal in all environmental protection is to urge preventive action in protecting the environment, the two documents will be analysed with the aim of investigating whether preventive action is advocated in the protection of the Baltic Sea, even though the region is threatened and have many problems from an environmental point of view.

The two documents differ structurally as their approaches differ. The HELCOM Baltic Sea Action Plan (BSAP) has an ecosystem approach, whiles the Baltic 21 has sustainable development as its primarily approach. The results of the study further show that preventive action is advocated in both documents. However, the BSAP presents a cleared preventive approach and suggests more preventive action than Baltic 21. Baltic 21 lack a clear connection to the Baltic Sea and instead focus in the whole Baltic Sea area. There are few clearly preventive action presented in the protection of the actual Baltic Sea in Baltic 21. Instead the Baltic 21 shows a vague argumentation and few actions aiming at preventing environmental harm to the Baltic Sea.

Abstract:

The Baltic Sea is the one of the most studied seas area in the world and it is severely affected by human activities where eutrophication is the overall environmental problem. Although there is an international agreement that nutrient input to the Baltic should be reduced, the measures taken so far have not resulted in major reductions in nutrient inputs nor in environmental improvements. Sewage reduction is the most important factor for transparency improvement of the Baltic Proper and wetland restoration and change of N spreading time have no effective role in this aspect. Within the Baltic area, establishment of sewage treatment technology in Russia and Poland is more cost-effective than it would be in Sweden. Without this measure transparency improvement would be expensive. In Sweden NOx reduction is most cost-effective measure for transparency improvement in the Baltic Proper and without this measure the total cost would be ~ 58.5 million euro.

Abstract:
Mysid shrimps (Mysidacea, Crustacea) are efficient zooplanktivores in both marine and freshwater systems as well as lipid rich prey for many species of fish.  Although some efforts have been made to study the role of mysids in the Baltic Sea, very few studies have been carried out in recent time and there are still knowledge gaps regarding various aspects of mysid ecology. This thesis aims to explore some of these gaps by covering a mixture of topics. Using multifrequency hydroacoustics we explored the possibility to separate mysids from fish echoes and successfully established a promising and effective method for obtaining mysid abundance/biomass estimates (paper I). An investigation of the current mysid community in a coastal area of the northern Baltic proper (paper II) demonstrated that the formerly dominant, pelagic mysid Mysis mixta had decreased substantially (~50%) in favor for phytoplanktivorous, juvenile Neomysis integer and Mysis relicta sp. By examining different aspects of mysid behavior, we studied the vertical size distribution of mysids in the field and found that size increased with depth/declining light, irrespective of temperature; indicating that their vertical size distribution primarily is a response to predation (paper II). In paper III, a combination of ecological and genetic markers was used to investigate intraspecific differences in migratory tendency. Both marker types indicated that some part of the Mysis salemaai population is sedentary on the bottom and that this strategy is a phenotypically plastic but persistent trait, analogous to the partial migrations seen in many birds and fishes. In paper IV a temperature and weight specific respiration model was developed for the littoral Praunus flexuosus. Routine respiration was moreover elevated by post-prandial effects (specific dynamic action) for longer times than previously suggested. Consequently, ignoring such effects could significantly bias respiration measurements.

Abstract:

The increasing levels of the greenhouse gas carbon dioxide (CO2) in the Earths atmosphere, caused by human release of CO2, has made it desirable to understand the factors determining the CO2-variation because of CO2’s warming effect on the Earths temperature which will change the premises of all life on earth.

The purpose of this investigation is to understand the effects of the largest factors of influence on the CO2-concentration - like sea, vegetation and anthropogenic outlets - in the Baltic Sea region, and possible surprises from the results. To be able to do this only from CO2-measurements some assumptions have to be done as starting point. Such are that, besides from the yearly trend of the CO2-concentration and the variation of oceanic influence, monthly variation only is caused by vegetation and that the yearly offset in CO2-levels only is affected by anthropogenic outlets. These factors are together called the local season and will be used for evaluation of the CO2-values for each site. This analysis is done for eight sites surrounding the Baltic Sea region and is compared with results from the site of Östergarnsholm, an island in the Baltic Sea east of Gotland.

The results show that stations with high vegetational influence has high amplitudes for the local season compared to sites more influenced by sea. This also makes the amplitude to be connected with latitude since sites with longer growing season is surrounded by higher density of vegetation. The minimum for the local season is also dependent on the growing season, since it occurs when the vegetational consumption is largest. Peaks in the local season can be seen in connection with the maximum decay of the natural vegetation in the early winter months, and with the planting and harvest season for agricultural land. Considering the effect from anthropogenic influence a clear connection in the offset of the local season can be seen, with higher offsets for sites of higher anthropogenic influence and vice versa. Anthropogenic influence also seems to give raised values in summer for the local season, indicating that the variation of the local season cannot be simply connected to only vegetational influence. For variability, higher values in the summer months are seen for the anthropogenic sites, while in winter the variability is more similar for all sites. This might be connected with a higher degree of local influence during summers, which for anthropogenic stations leads to high variability due to inhomogenous surroundings.

For Östergarnsholm we get higher amplitude for the local season than expected, this is partly due to unrepresentatively high amplitudes for the seasons used, but also probably to some degree of underestimation of the vegetational influence. Due to correction of the offset it was not possible to draw any conclusions from this factor, but rather give suggestions of what the correction should be. When analysing the local season for different source areas by WD-classification we see the surprising property that the sector that should be most influenced by land, due to higher values in summer, has a lower amplitude than the sector most influenced by sea. Since it was suggested that anthropogenic influence gives raised values in summer this was suggested as an explanation.

AbstractIn 2017 NATO initiated Enhanced Forward Presence (eFP) in the Baltics to deter Russia. While most studies analyse eFP from the perspective of NATO or the troop contributing countries, this chapter addresses the question how the host nations, i.e. in this contribution Estonia, Latvia and Lithuania, perceive the deterrence strategy underlying eFP as well as their own strategies. In doing this, the chapter emphasizes how strategic culture influences the Baltic countries’ behaviour towards deterrence. We found that in Estonia perspectives on eFP were ambiguous. While official documents reflect the official NATO narrative based on deterrence by punishment other sources stress the illusion, expectation or aspiration of deterrence by denial. In Lithuania, documents, officials and experts emphasize deterrence by denial as opposed to deterrence by punishment. Latvia considers the strategy behind eFP as deterrence by punishment. The strategic cultures, the history and threat perceptions of the Baltic states explain these differences to a large extent. In particular the presence of Russophone minorities in Estonia and Latvia, lead to some reluctance in fully embracing NATO’s strategy, while at the same time both countries prepare to counter Russia’s threat with their allies.

Abstract:
This chapter examines the successful “return to Europe” by the three Baltic states, Estonia, Latvia, and Lithuania. It details how they presented European gatekeepers in the EU and NATO with expertly shaped historical and cultural-civilizational narratives that cast the Baltic states as “essentially European” states that had been “captured” by the alien Soviet Union in 1939, hence worthy of “rejoining” a European community they had been unjustly severed from. Skilled leadership and high levels of human development and national unity also helped ease the Baltic return to Europe. The chapter discusses the Baltics’ key role in pushing for an expanded understanding of Europe that would encompass other ex-Soviet states like Ukraine and Georgia, while denying Europeanness to Russia, which is seen as a threat to Europe. Case studies of each of the three Baltic states detail their specific Europeanization processes since 1989.

Abstract:
Purpose – the purpose of the research paper is to observe and analyse how major companies in the the Baltic States behave during the last business cycle in terms of inventory management in order to identify different inventory management strategies. Research methodology – statistical analysis from year 2007 to year 2012 encompassing 1387 largest businesses in the Baltics by their operating revenue. In the research paper clustering and mainly comparison methods are applied. Findings – research paper shows that major companies in Baltic States mainly behave cyclically and there has been little evidence of industries behaving counter-cyclically during anticipation of recession however there has been some indication of industries that increase inventories in anticipation of recovery mainly in Latvia. Research limitations – time, geography and scope limitations in terms of financial indicator that in the future research by the author needs to be addressed in order to provide a holistic view on the issue. Research implications – research paper demonstrates that various industries adapt different strategies during the business cycle and there are differences both on country and industry levels. Originality – first paper that analyses in-scope major Baltic state companies behaviours during the last business cycle on both country and industry level.

Telecommunications is one of the fastest growing markets in Estonia. Of the three Baltic States, research has shown that Estonia, while the smallest, has made by far the most successful foray into the wireless communication arena. Economic and public policy within the former Soviet Union had left Balkan communication infrastructure in disarray, and liberalization of the Estonian telecom sector was necessary for the country’s bid for EU membership. This paper will discuss the literature addressing Estonia’s leap into twenty-first century communication technology, with its savvy bypass of obsolete communication infrastructure paradigms inherited from the former Soviet Union.

Abstract:
The article examines the historical and literary significance of the memoirs of a Baltic German about Latgale. The space between Ilukste and Daugavpils has been little studied. The data about individual estates and their owners is fragmentary. The study is a separate part of a large regional and literary study dedicated to the Baltic Germans living in the territory of Latgale and in Daugavpils region. The aims of the study are to establish a connection between the text of the book and geographical and personal realities, as well as to reveal the relationship of the Baltic Germans with the population of Latgale from a perspective of self-reflection. Understanding “myself” in the eyes of others and “others” in one’s personal perception is getting more relevant as studying these interactions on the basis of literary texts opens for understanding of the current processes in modern society. The specific tasks are to promote a national issue on the material of the given text as well as to determine a link between the memoir text and the jokes of the Baltic Germans (Pratchen), the features of which have been defined in the authorized studies. The text is understood as an object of scientific cognition in which there are no random linguistic or substantive units. The methodology of research is based on the interpretation of a literary text as well as the synthesis of statistical analysis, immanent critique and content analysis. In the course of the study, it was possible to establish a structural and substantive link between individual episodes of the book with the Baltics jokes (Pratchen). For the peoples who inhabited Latgale (southeastern part of Latvia) in the 18th and 19th centuries, the national issue was not decisive, especially among rural people. Difference in perception of oneself and “myself” in the eyes of others was determined by different social status: Germans are the landowners, the rest are servants and badgers. The mental character of the Baltic Germans was shaped, first and foremost, by the family upbringing and education level, commonly university. The key values were love for their native land, pride for their ancestors, honor and service to the state, and faithfulness to the word. On the basis of the life realia described in the book, it is possible to reconstruct the way of life of the people who disappeared from the map of modern Latgale. The research is funded by the Latvian Council of Science, project “The Baltic Germans of Latgale in the context of socio-ethnic relations from the 17th till the beginning of the 20th century” project No. lzp-2020/2-0136.

In this paper we aim to cover the gap in analysis of functional distribution of National income at the macroeconomic level and personal income distribution at the microlevel. We compare the information provided in the National Accounts and in the EU Survey on Income and Living Conditions (EU-SILC) for the three Baltic states and in a wider EU context to establish the links between the economic prosperity at the macro level and income distribution at individual level. Comparative design helps identify differences in income structure and inequality within similar socio-economic conditions. As demonstrated, similar levels of per capita disposable incomes in the National Accounts in the Baltics hide higher levels of income inequality than conventionally shown in the EU-SILC. This is to a large degree due to high level of under-reporting of property income and is most acute for Lithuania.

The Baltic Sea level fluctuations have significant trends. The sea level rises in all Baltic coastsb with at different rates. Sweden coast "breathes" as well as the World Ocean level. Sea level rising on the south and the north-east coast of the Baltic Sea is lower. The trend component is not determined by interannual variations of steric sea level, the vertical water exchange and baltic river runoff. Consequently, the secular trends in sea level are caused by long-term changes in the resulting flow of water through the Danish straits. This is confirmed by changes in salinity of the Baltic Sea.

With the formation of the Parliamentary Republic of Latvia in the early 1920s, higher education in Latvia underwent the changes that affected the Baltic Germans. The necessity to obtain higher education in the Latvian language was perceived with mixed feelings, and the interest in the establishment and development of the University of Latvia (UL) and involvement in the reorganisation of the Riga Polytechnic Institute (RPI) went hand in hand with the reluctance to accept the full Latvianization of higher education. In the circumstances, the students used contacts established by their student corporations and sought for higher education in Germany, where it could be obtained in German but later equated to the higher education obtained in Latvia. Thus, the aim of the article is to evaluate the possibilities for the Baltic German students from the parliamentary state of Latvia (1920–1934) to study in German universities. The research is based on the documents of UL and Baltic German student corporations from the Latvian State Historical Archive (LVVA), Baltic German student corporation press (journals and anniversary books) kept in the UL Library, UL activity reports (1924–1931) stored in UL Museum history collection and available research on the Baltic German minority in the Parliamentary Republic of Latvia. The study showed that during the parliamentary period, the Latvian Baltic Germans used the state granted minority rights to find alternative ways to obtain higher education in German. The parliamentary system did not discriminate against the Baltic Germans for their use of the German language and allowed them to study in Germany but demanded that their diplomas be equated with the diploma obtained at the UL. The contacts established by student corporations helped Baltic German students to better integrate into the German study environment offering accommodation on the premises of student corporations in Germany. At the same time, additional knowledge through lectures on the political situation of Baltic Germans in the parliamentary state of Latvia did not allow them losing their historical connection with the Baltic region.

Abstract:
The aim of the paper is to review the use of European Union (EU) structural funds (SF) for promotion of use of renewable energy sources in Baltic States and compare Baltic States in developing use of renewable energy sources after EU accession. The main tasks to achieve this aim are: to present Renewable Energy utilisation targets in Baltic States; to analyse EU structural funds allocated for renewable energy sources in Baltic States in 2007–2013; to compare Baltic States in terms of implementing renewable energy targets set by EU energy policy documents and to draw conclusions based on analysis conducted. The performed analysis revealed that Latvia has allocated the biggest share of means from EU structural funds and also has achieved the best results in increasing use of Renewable Energy sources during second financing period.
