Abstract:
The work is devoted to the grounding of the scientific and methodological aspects and forming the practical recommendations for evaluation of national economy’s development balance. Assessment’s results are aimed at strict explanation of real economic dynamics to find relevant instruments and impact mechanisms to target national economic development to the mainstream. Structural and dynamic approach to the estimation gives an opportunity to neutralize the complexity of national economy as an object for the evaluation by means of building the phase portraits of national economic sectors’ movements in two-dimensional phase space structured with the balanced lines. Practicability of the “balanced growth concept” implementation as a part of the national economy’s balance development evaluating is scientifically proved. Using of the concept’s mechanisms and principles at the macro level of national economic systems’ evolution is proposed. The structural and logical schema of balanced indicators is formed. Empirical research of Ukrainian national economy’s balance development is done during 2008-2012’ period. Matrix of growth quality assessment is built for the main sectors of national economy. The conclusions about security, sustainability and expediency of national economic growth rates, its structural components are made. The national economy’s sectors characterized with the most sustainable and regular behavior according to assessment based on indicators of a Balanced Growth Rate and Sustainable Development Index are picked out. General results of balance and prospects of national economy’s development are formed.

The paper is aimed at studying the influence of balanced housing sector development on the cohesion level of the socio-economic space (SES) in agglomerations. Statistical and comparative analytical techniques are used as the basic methods in this research. The paper presents indicators that measure the level of integration and balance in the housing sector. It proposes a set of mechanisms aimed at promoting a more balanced development of the housing sector in order to achieve SES cohesion in the Tomsk agglomeration. The relevance of the study is associated with intensification of agglomeration processes and the need for new methods and techniques to assess the balanced state of housing sector development in agglomeration SES.

The current tendencies functioning enterprises of industry Ukraine, actualize the questions connected with the solution of problems their balanced development from point view necessity of ensuring the process reproduction of their productive capital. Degree of depreciation fixed assets industrial enterprises in recent years is almost 77% (76,9%), the balance of financial results is negative - 181360,9 million UAH. The percentage of unprofitable enterprises ranges from 27-37%. Aim and tasks. The aim of the article is researched and developed complementary aspects methodology balanced development, in particular its principles and essential characteristics. Research results. Author defines and presents principles of balanced development an industrial enterprise, as the key rules of activity to be respected by entities (owners, managers, managers, workers), which will ensure the expanded reproduction of its productive capital (balanced development), using its internal reserves and external opportunities . essential characteristics of balanced development developed and defined as the main, defining processes, which are caused by systemic connections of external and internal environment enterprise and tendencies of their development, which must be carried out or carried out by subjects of the system (owners, managers, specialists, employees) to ensure extended enterprise reproduction process. Conclusion. Despite deformations in the industrial complex Ukraine, and destructive processes that have arisen as a result of economic crises, the country in its innovative and sustainable development should rely on the basic industrial sectors, which today have some advantages. Therefore, the processes of ensuring balanced development of industrial enterprises are still the most relevant for state, owners, managers and need further scientific development to put them into practice.

The real-time visualization of vector maps is the most common function in CyberGIS, and it is timeconsuming, especially as the data volume becomes larger. How to improve the efficiency of visualization of large vector maps is still a significant research direction for GIS scientists. In this research, we point out that parallel optimization is appropriate for the real-time visualization of large vector maps. The main purpose of this research is to investigate a balanced decomposition approach which can balance the load of each server node in a CyberGIS cluster environment. The load balancer analyzes the spatial characteristics of the map requests and decomposes the real-time viewshed into multiple balanced sub viewsheds, so as to balance the load of all the server nodes in the cluster environment. The test results demonstrate that the approach proposed in this research has the ability to balance the load in CyberGIS cluster environment.

Abstract:
This paper synthesizes the assessment of anti-corruption strategies adopted by previous administrations in Nigeria and the effectiveness of the Economic and Financial Crimes Commission (EFCC). Factors militating against the effectiveness of EFCC were identified, and solutions proffered. Corruption in education was also noted. The administration of some heads of state before the establishment of EFCC was discovered to fuel corruption, while some administrations proved to have adopted Gandhian approach to fighting corruption; they recorded success but were not sustained because their efforts were found to have been frustrated by their succeeding administrations. The results of the frustrations lead to the establishment of EFCC which is an institution to tackle corruption during democracy. Finally, it was revealed that the achievement of EFCC’s mandates is low. Towards anti-corruption strategies and the effectiveness of EFCC, recommendations were suggested. It is believed that if the recommendations were fully implemented, balanced development is inevitable.

Self-balanced prestressed shell structure assembled with elements is a new spatial system composed by prestressed cable and strut elements. The structure can achieve the latticed shell design that the large span without the center column by the rational use of high strength bars and prestressed technology. This paper illustrates the design idea, stress mechanism and structure characteristics of the self-balance prestressed latticed shell. The current research status of self-balanced prestressed shell structure assembled with elements on structure form, shaping method, static and dynamic performances are briefly described in the presented work; It is seen that the research on test of structure mechanical properties, molding technology and structure dynamic performance is an urgent work to be solved in the development of the self-balanced pre-stressed latticed shell structure theory.

Abstract:
The authors propose the evaluation of the level of development of waste management and the factors associated with effectiveness of waste management in the world. Scientific novelty consists in new principle of the selection of factors. This principle based on the balance between the rate of waste generation and the efficiency of utilization, depending on income level in the countries. As a result, the factors affecting the effectiveness of waste management selected and classified by the method of expert evaluation. The algorithms has been proposed for calculate of the indicators of the intensity of waste generation, of the efficiency of utilization, of the balance of waste, of the overall efficiency of waste management. The evaluation of the effectiveness of waste management was applied by method of score of 217 countries of the world for 2018. The study found a correlation between the effectiveness of waste management and the country’s per capita income. This evaluation allows classifying countries on the level of per capita income and by the types of balance between the intensity of waste generation and the efficiency of waste utilization. On this basis the authors proposed to form a balanced policy of waste management.

In the article the authors designed the implementation mechanism for portfolio management of the balanced development of road transport companies. In the article the modern state of berry growing in Ukraine is analyzed. The mechanism of the government regulation of Ukrainian economy in berry growing field is presented. The economic approaches to providing balanced development of berry growing in Ukraine are described. The climate, nature, economic, social-demographic and other conditions which influence berry growing area are taken into consideration in terms of perspective development. The systematization of eco-economic tools of balanced development of berry growing is presented, in particular: ecological insurance, ecological management, ecological marketing, ’ecological’ certificates, ecological charges and fines, trade permission on pollution, subsidies on ecology, ecological taxes and ecological audit. It was discovered that economic tools of providing a balanced development of berry growing are the components which enable to provide a balance attitude to the development of the field, save the environment and enhance the Ukrainian economy. It was stated that the mechanism of the government regulation in this field needs to be improved taken into account modern ways of management and the market demand. The economic and ecological tools of a balanced development were highlighted as they should be aimed at stimulating and support of all subjects in this field in order to create favorable conditions for successful activity.

The emergence of globalization has raised serious concerns and promoted ever increasing dichotomy between development and climate change issues that are borne out of such trade development plans and strategies. The sustainable development goals embark on 17 broad categories that calls upon the nations to achieve them by 2030. In order to achieve these goals the need of the hour is to make a paradigm shift from traditional trade agreements and policies to such agreements that aim to prioritize the attainment of these goals. There has to be uniform environment laws to promote intergeneration and intra-generational equity among the nations and leaving no lacuna for geographical disparity. The Artificial Intelligence can play a pivotal role in achieving sustainability by cross fertilization of technology and sustainable development leading to smart states, effective utilization of resources, green investment policies, use of efficacious renewable energy resources, analyzing agricultural needs and prior analyses of prospective disasters. AI is now playing a conspicuous role in promoting education through digital platform. The only drawback is lack of ethical policies that create human perspective promoting socio-economic intelligence. The need of the hour is to make equitable and collaborative approaches to bridge the inequalities supporting high quality health diagnosis, human interaction and ethics.

The United Nations Development Programme has recently launched an annual series of Human Development Reports (HDRs) see UNDP (1990-annual). This event marks a major initiative to broaden the debate over development strategies and, in particular, to secure a greater emphasis within that debate on people and their circumstances. From the outset the Human Development Reports have documented the fact that the correlations between economic growth and improvements in health, education and other social indicators are not necessarily close, although there are obvious causal links which can be traced in both directions. In particular, there are countries for which the economic growth performance has been more impressive than the gains which are suggested by various social indicators. Pakistan is a case in point and this paper reports on an effort to first understand why this might be, and then to develop a framework within which to structure the issues arising as an initial step towards the redesign of policies.

The state of balanced development of the tourism industry potential in Dnipropetrovsk and Zaporizhzhia regions, and the latest publications of scientists and specialists concerning this problem are investigated; the social subsystem of Dnipropetrovsk and Zaporizhia regions for identification the balance and impact of indicators on the development of the tourism industry in the country’s regions, such as the dynamics of the labor market in Ukraine, Dnipropetrovsk and Zaporizhia regions (employment rate; unemployment rate; average number of full-time employees; the level of average monthly wages) is analyzed; the ecological subsystem of balanced development of the tourism industry potential (analysis of capital investments in environmental protection by types of environmental measures; current expenditures for environmental protection) is analyzed; the main negative ecological and sociocultural consequences of the tourism industry in the regions of Ukraine are revealed in this paper. The main problems and the influence of various factors on the balanced development of the tourism industry potential are identified. Negative consequences of tourism impact on ecological and social subsystems are revealed. It is determined that while developing economic instruments for the formation of balanced development of the country’s tourism industry potential special attention should be paid to investment, credit, tax and budgetary and organizational and structural aspects. The direct and indirect influence of the tourism industry on the regions economy is revealed. The dynamics of the tourism industry in Dnipropetrovsk and Zaporizhzhia regions of Ukraine is analyzed. It is determined that the balanced development of the tourism industry potential in Dnipropetrovsk and Zaporizhzhia regions is influenced by natural-geographical, historical-cultural, economic, material-technical, demographic, social, political, legal and environmental factors. The factors that inhibit and negatively affect the balanced development of the tourism industry potential of Ukraine, which include outdated material and technical base, low level of tourism products competitiveness, low quality of services, technological backwardness, lack of proper tourist infrastructure are investigated and reflected in this research in detail.

The article presents an assessment of the factors influencing the balanced foreign trade ratio of foreign economic relations on the basis of the author’s methodological approach on the example of the Republic of Azerbaijan. The relevance of the study is due to the importance of optimizing foreign trade policy through an econometric assessment of factors affecting the balance of foreign trade ratio. The aim of the study is to form a model of econometric assessment of factors affecting the level of development of balanced foreign economic relations in conditions of uncertainty. The author uses entropy, statistical and econometric methods, including coefficient and regression analyses. The paper presents a regression analysis of the relationship between the balance of foreign trade activity, the entropy of exports and imports, the real and nominal effective exchange rate of the national currency against foreign currencies, the degree of openness of the economy, and assessment using the EViews software package. The synthesis of the theoretical and methodological apparatus presented in the modeling of factors affecting the balance of foreign trade activity constitutes the scientific novelty of the research. The study revealed that an increase in the nominal and effective exchange rate of the national currency of each country in relation to foreign currencies, as well as the degree of openness of the economy, significantly increases the coefficient of balanced foreign trade activity. The author concludes that by determining the entropy, quantity and usefulness of information on the share of the main import or export partner countries of the country under study, it is possible to assess the foreign trade activities of the countries, as well as the influence of the balanced coefficient of foreign trade on the nominal and effective exchange rate of the national currency in relation to foreign currencies. The results of the study can be used in subsequent studies to assess the factors affecting the level of development of balanced foreign economic relations of countries, and as a methodological basis for the policy of optimizing the management of the country’s economy.

Sports can promote physical and mental health and the development of personality. How to build a balanced development evaluation system for sports and find a quality education suitable for the school are particularly important. In this article, we use edge computing technology to design a balanced development framework for sports. The framework will guide students to actively participate in physical exercise and develop sports to a higher, more comprehensive level. Then, the equilibrium game model is used to analyse the evaluation system of the balanced development of college sports. The research results show that the university sports balanced development evaluation system has good application prospects. The empirical analysis results verify its accuracy and reliability.

Purpose – The purpose of this paper is to develop a Balanced Scorecard-based performance measurement framework for health care system. Design/methodology/approach – An integrated ISM-ANP-based quantitative approach is used for the development of balance scorecard for health care system. The necessary insights are drawn from the secondary literature. Findings – This research identifies Key Performance Indicators and their interrelationships for health care system. An integrated approach of ISM and ANP is employed for the development of balance scorecard. Research limitations/implications – The findings of the research are based on insights gained from secondary literature and an analysis of five cases in health care segment and hence generalization of proposed framework is limited to the system representing some commonalities with chosen cases. Practical implications – Health care is the diagnosis, treatment and prevention of disease, illness, injury and other physical and mental impairments in humans. Access to health care varies across countries, groups and individuals, largely influenced by social and economic conditions as well as the health policies in place. The textbook paradigm of economywide development rests on the premise of “balanced growth”: that is, on the presumption that all sectors will grow in unison over time as a country gets richer. Of course, we would all agree that balanced growth is an abstraction. In many developing countries, economic growth has been fundamentally uneven. The question really is not whether growth is balanced—it isn't—but whether the abstraction is a useful one. For many important development questions, I believe the answer is no. This is why I would like to take the reality of “uneven growth” seriously and use it as an organizing device for a research program. I divide my research agenda into roughly two parts: the sources and nature of uneven growth, and the reactions to uneven growth—how forces are set in motion to restore balance or perhaps even to thwart the growth process. To help us think about the effects of uneven growth, I present a version of Albert Hirschmann's tunnel parable: You're in a multi-lane tunnel, all lanes in the same direction, and you're caught in a serious traffic jam. After a while, the cars in the other lane begin to move. Do you feel better or worse? At first, movement in the other lane may seem like a good sign: you hope that your turn to move will come soon, and indeed that might happen. However, if the other lane keeps whizzing by, with no gaps to enter and with no change on your lane, your reactions may well become quite negative. Unevenness without corresponding redistribution can be tolerated or even welcomed if it raises expectations everywhere, but it will be tolerated for only so long. Thus, uneven growth will set forces in motion to restore a greater degree of balance, even (in some cases) actions that may thwart the growth process itself.

The regulation of the processes of socio-economic development of economic systems is carried out in an extreme situation caused, including, by global hypercompetitiveness. The contradictions are especially acute in the economic systems, developing according to the innovation model. The work substantiates, that in the current conditions, increased attention should be paid to the balance of development of innovation-oriented economic systems. To identify the fact of balance and directions for its maintenance, a methodology for assessing the level of balance of the economic system is proposed. Within the framework of this methodology, it is recommended to assess the balance of development according to three functional components - market, production and personnel with the singling out four levels - absolute, relative, conditional balance and imbalance. Three positions are recommended as criteria - resource availability, efficiency and potential, which imply quantitative certainty, reflected in the system of indicators, grouped by functional components of balance. Objective difficulties, arising in the process of assessing the level of balanced development of the economic system can be compensated for by the multivariance in the system of assessed indicators and the criteria for their selection. The technique received practical approval according to the data of the Voronezh region.

The purpose of the paper is to substantiate antientropic tools for managing processes of balanced sustainable development of regions. It is shown that one of the most complicated and important contradictions in the system of territorial administration is the contradiction between the development and sustainability of such a complex multidimensional system as a region. And, obviously, relevant scientific task arises as regards to the development of modern approaches to the justification of instruments of dialectical “removal” of the specified contradiction. It is revealed that an optimal methodological step will be the introduction of antientropic approach in the processes of realization of balanced sustainable regional development. Methodology. The survey is based on the actual methodological complex that is characterised by integrity and, including classical postulates which provide its verification, it has innovative aspects. The mentioned approach is based on systems theory that is characterised today by worldwide-recognized universal cognitive tools and antientropic approach, which is in focus of contemporary interdisciplinary studies. Results. Modern approaches to phenomena of entropy are generalized; antientropic paradigm of management of processes of introducing modern model of balanced development at the regional level are substantiated; on the basis of antientropic paradigm, there is proposed a set of approaches to managing organizational processes in the system of local self-government, which provides for permanent dynamic multi-vector interaction of systems (organizations) of different levels and different environments, also it is used for ensuring coherent dissipative activity. Based on the concept of adaptive management, a complex of tools for managing organizational processes in the system of subjects of providing sustainable balanced regional development is elaborated. Practical implications. Proposals on the application of antientropic tools for providing sustainable balanced development of regions can be used by executive authorities and local self-government bodies in the process of formation and implementation of state regional policy, first of all, the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine during the formation of the State Sustainable Development Strategy and action plan for its implementation, as well as regional administration bodies when designing regional development strategies and implementing appropriate measures, selecting programs (projects) of regional development. Key scientific achievements of this paper also can be used in the process of drafting legal acts, elaborating the Administrative Reform Concept, and implementing other state program documents. Value/originality. Tools that are proposed in this research for introducing the model of balanced sustainable regional development on the basis of antientropic paradigm include the following: maintenance of an open state of the system; use of the principle of feed-forward control; realization of the principle of diversity. The presented complex of approaches ensures continuous dynamic multi-vector interaction of systems (organizations) of different levels and different environments.

The article deals with the systematization of economic prospects of balanced development of international relations. It is established that the prerequisites for rapid development are special conditions of certain factors, which acquire different acuteness or form as institutional determinants of development. It is proved that the balanced development of international relations is associated not only with economic issues, but also with social features, political conflicts, and history. Globalization, which has originally manifested itself as liberalization, and then as the integration of capital, goods, and labor into a single world market also complicates the problem. It is established that to achieve sustainable economic development one of the most promising areas is to develop a mechanism for balanced consumption and production, which is based on the resource approach and the model of intersectoral balance and is an extremely complex task that requires a systematic approach and generalization of economic, social, human and environmental development in the long run, has general scientific and methodological significance and requires further research. The paper reflects the structural and logical scheme of the studying process the terminology of the balanced consumption and production in Ukraine, which takes into account globalization, information and digital transformations. The article analyzes endowment of the natural resources in the world and proves the expediency of developing a mechanism for ensuring balanced consumption and production in Ukraine. The main goals and objectives for ensuring the transition to models of balanced consumption and production in accordance with the regulatory and legal support of Ukraine. A comparative analysis of balanced consumption and production models was carried out, grouping the said models according to main characteristics. A mechanism has been developed to ensure a system of balanced consumption and production, the main principle of which is the integration of environmental, economic and social aspects of the use of natural resources, which is one of the provisions of the basic organisation of "green economy". It is substantiated that the main purpose of the mechanism developed in this study is to improve the system of natural resources management in the national economy by determining the level of balance between consumption and production by assessing economic, environmental and social indicators followed by the development of supportive or transformational policies.

Robot-assisted therapy has become an important technology applied in rehabilitation engineering, allowing patients with motion impairment problems to perform training programs without continuous supervision from physiotherapists. The goal of this paper is to develop a gravity balanced exoskeleton for active rehabilitation training of upper limb. The mechanical structure and kinematics of the exoskeleton are described and optimized to enable natural interaction with user and avoid singular configurations within the desired workspace. The gravity balancing of the human arm and mechanism is achieved through a hybrid strategy making use of auxiliary links and zero-free-length springs to balance the effect of gravity over the range of motion. The balance errors resulting from the variation of anthropometric parameters are analyzed and discussed. Further experiments involving trajectories tracking tasks with and without gravity balancing are conducted to evaluate the improvement of the control performance and energetic efficiency made by the developed balanced mechanism. The experimental results indicate that the proposed balance strategy can achieve a reduction of 34.56% in overall power consumption compared with the cost in unbalanced condition.

The concept of sustainable development is traditionally associated with the economy, society, ecology, and building relationships between them. At the enterprise level, this means that economic, social and environmental goals are at least consistent with each other. The validity of this understanding is beyond doubt. However, in modern conditions it is practically impossible to ensure the long-term and competitive functioning of enterprises without the use of information technologies in their activities. This article provides arguments regarding the need to transform information stability from factors into a determinant of sustainable development, thereby turning the traditional triad into a tetrad. On the other hand, due to this expansion, it becomes more relevant to assess the balance of the sustainable development components. In this regard, the purpose of the study is to develop and apply a methodology for assessing the balance of the economic, social, environmental, and information components of sustainable development according to the criteria of reliability, dynamism, and acceptability. Research results of small and medium-sized enterprises in Russia indicate that only two out of fifteen enterprises achieved a high level of balanced sustainable development. In most cases, regardless the sustainable development level, the balance of determinants is at a lower level. Moreover, cases with a high but not balanced sustainable development confirmed the assumption that a high sustainability level for some determinants can compensate for a low sustainability level for others. The results obtained prove that the real vector of sustainable development can be determined only in accordance with the balance degree.

The article determines the essence, distinctive features and functions of the balanced development of microeconomic systems under the influence of globalization phenomena and digital transformations. The theoretical and methodological basis of the study was formed by the evolutionary-cyclical theory and the theory of dynamic equilibrium, the main approaches to balanced (sustainable) development. In the course of the study, methods of dialectical cognition, generalization and scientific abstraction were used, the use of which made it possible to form the theoretical foundations of the balanced development of microeconomic systems, taking into account globalization, informatization and digital transformations. The factors of positive and negative influence of globalization processes on the microeconomic systems activity have been established. A coherent relationship between the modern patterns of microeconomic systems development and infocommunication technologies and services they use, was revealed, taking into account the created synergistic effect, which makes it possible to determine the influence of infocommunication technologies on the digital literacy of society and the development of digital economy by taking into account their availability and intensity of use. It is noted that the balanced development of microeconomic systems is a dynamic category aimed at optimizing the process of achieving balanced economic, social and environmental development through the implementation of the dynamic relationship of new functions and qualitative characteristics of systems. It has been determined that the balanced development of microeconomic systems is characterized by excellent features, in particular: economic, ecological, energy and social. The aggregate of microeconomic systems functions, implemented by them in the context of sustainable development and necessary for solving external and internal problems of ensuring high-quality and stable development in the long term, maintaining a dynamic balance and relying on their own capabilities, is characterized. Based on the generalization of existing theoretical approaches and basic provisions of the sustainable development concept at different levels of the hierarchy, taking into account globalization, informatization and digital transformations, a theoretical basis for the sustainable development of microeconomic systems was further developed, based on the establishment of the characteristic distinctive features of the balanced development of enterprises, the activities of which are investigated from the standpoint of their implementation of the totality economic, social and environmental functions.
