Abstract:
Current research indicates that when properly implemented, professional development (PD) can positively affect teaching practice and student academic achievement. However, teachers at Lincoln High School (pseudonym) questioned the effectiveness of their district's PD: Balanced Assessment. Given the paucity of research on teachers' viewpoints of PD and how it impacts implementation, the purpose of this qualitative case study was to examine teachers' perspectives of Balanced Assessment as it relates to implementation in the classroom. Guided by Knowles adult learning theory, which states that adults need to make a connection to what they are learning to real life, this study examined 4 English language arts teachers and their perspectives of Balanced Assessment. The guiding research questions explored teachers' perspectives of Balanced Assessment, PD, and ways to enhance the training. The research design was a case study of 4 English language arts teachers and data collection included interviews and classroom observations. The data were analyzed by using HyperRESEARCH, and 4 themes emerged: voice, follow-up, same strategies but different names, and trust, results consistent with Knowles adult learning theory. Findings indicated that teachers' perceptions impact implementation and led to the creation of a 3-day PD plan. This PD incorporated the study's finding, and therefore provided teachers relevant sessions that incorporated teachers' voices and included follow-up. Social change implications include creating PD that includes the tenets of adult learning theory which could improve teacher instruction and increase academic achievement for all students.

Abstract:
Research confirms that strategic planning is essential for the improvement of business performance in both small and large organisations. Organisations around the globe all follow similar tactics, namely to attempt to execute a strategy to differentiate themselves from their competitors. A popular instrument used to support the strategic–management process in organisations is the Balanced Scorecard (BSC). The BSC is a popular performance–management framework strongly associated with managing the implementation of strategic plans. There is a difference between known performance–management programmes and the BSC. The BSC is a full, multi–perspective approach to achieving long–term, sustained growth, viewed more as a strategy–formation system than a pure measurement system. Constructing the first BSC of a Strategic Business Unit (SBU) is accomplished by a systematic process that builds consensus and clarity about how to translate the mission and strategy of the SBU into performance objectives, measures, targets and initiatives in four balanced perspectives: Financial, Customer, Internal Processes, and Employee Learning and Growth. The aim of the scorecard building and implementation process is to cascade strategy down to the operational level where real value is added. This process is also called "strategic alignment". The arguments presented in this dissertation are based on a combination of general literature research on performance management, the BSC and the development, strategic implementation and management of the BSC. The selection process of an SBU, and the rationale for the choosing to construct a BSC as a performance–measurement tool has been addressed. The dissertation further addressed the objectives and principles governing the BSC for the specific, chosen SBU. The development of the BSC comprises of ten steps, from the assignment of the scorecard champion or architect to the senior executive management meeting. Information gained from research done on the South African company under review, GP Retail Operations (Pty) Ltd, and more specifically the SBU of the Ackermans Distribution Centre in Durban together with the literature research have been used to develop the BSC within the specific SBU of the organisation. The BSC was tailor made for the specific requirements of the specific SBU in GP Retail Operations (Pty) Ltd. The results of the study on the SBU, Ackermans DC, have been summarised in the performancerecord sheet and an audit sheet derived from the literature overview and applied practical in–house research. The record sheet was created for each perspective of the BSC. The development of the BSC involved several challenges in embedding the information systems and the culture that helped receive, process, and analyse information for the creation of the performancerecord sheet and audit sheet. A BSC requires time and effort to "get it right" and commitment to implement it.

L’objectif de ce travail est de proposer un schéma numérique pertinent pour les équations de Saint-Venant avec termes source de topographie et de friction de Manning. Le premier chapitre est dédié à l’étude du système de Saint- Venant muni des termes source. Dans un premier temps, les propriétés algébriques de ce système sont obtenues. Dans un second temps, nous nous intéressons à ses états stationnaires, qui sont étudiés pour les termes source individuels de topographie et de friction. Le deuxième chapitre permet de rappeler des notions concernant la méthode des volumes finis. Nous évoquons des schémas aux volumes finis pour des systèmes de lois de conservation unidimensionnels et bidimensionnels, et nous en proposons une extension permettant d’assurer un ordre élevé de précision. Le troisième chapitre concerne la dérivation d’un schéma numérique pour les équations de Saint-Venant avec topographie et friction. Ce schéma permet : de préserver tous les états stationnaires ; de préserver la positivité de la hauteur d’eau ; d’approcher les transitions entre zones mouillées et zones sèches, et ce même en présence de friction. Des cas-tests mettant en lumière les propriétés du schéma sont présentés. Le quatrième chapitre permet d’étendre le schéma proposé précédemment, pour prendre en compte des géométries bidimensionnelles et pour assurer un ordre élevé de précision. This manuscript is devoted to a relevant numerical approximation of the shallow-water equations with the source terms of topography and Manning friction. The first chapter concerns the study of the shallow-water equations, equipped with the aforementioned source terms. Algebraic properties of this system are first obtained. Then, we focus on its steady state solutions for the individual source terms of topography and friction. The second chapter introduces the finite volume method, which is used throughout the manuscript. One-dimensional and two-dimensional systems of conservation laws are studied, and a high-order strategy is presented. The third chapter deals with the numerical approximation of the shallow-water equations with topography and friction. We derive a scheme that: • preserves all the steady states; • preserves the non-negativity of the water height; • is able to deal with transitions between wet and dry areas. Relevant numerical experiments are presented to exhibit these properties. The fourth chapter is dedicated to extensions of the scheme developed in the third chapter. Namely, the scheme is extended to two space dimensions, and we suggest a highorder extension. Numerical experiments are once again provided, including real-world simulations

Abstract:
The study of service improvement within healthcare is no longer in its infancy. A plethora of books and journal publications have presented their own interpretations of the meanings, significance and application of service improvement. Despite such endeavours, there are still few studies that look at how we measure the impact of such service improvement to quantify the practical effect of improvement. At organisational level, organisations and project leaders often undertake evaluation in a piecemeal way, as part of a project or initiative. Whilst this can help assess the benefits or otherwise of a particular piece of work, the findings of the evaluation often remain within the project and are not disseminated across the wider organisations. This, in turn, means that opportunities for learning are diminished. This project builds on previous work and adds a new and unique contribution to the body of service improvement knowledge. It critically reviewed existing evaluation frameworks to inform the development of a unique balanced framework for service improvement initiatives, which is accessible and usable for change agents and their colleagues to evaluate effectiveness. The project began with an examination of the political environment surrounding the evaluation of service improvement, followed by a review of both existing service improvement evaluation frameworks. The review yielded few resources and highlighted a gap in the body of knowledge. Following this, primary data was collected from the organisation, which led to the following research questions: – What is understood by measurement and evaluation? – Are measurement and evaluation, interdependent, or mutually exclusive? – What elements are missing from the current evaluation models presented? – Could an evaluation framework model work in practice? This led to a qualitative action research, which used focus-group meetings and one-to-one discussions to provide observation, reflection and feedback, in order to develop an understanding of measurement and evaluation, in relation to organisational improvement and to provide a robust evaluation framework for organisational use. The findings were analysed, using thematic analysis and revealed the need for an evaluation framework that is user-friendly, replicable and incorporates the views of users and carers. On the basis of the findings, recommendations are made for the improvement of practice and also the need for further longitudinal research, in relation to embedding and evaluating the impact of the framework within the organisation.

Abstract:
Housing Partnerships (HPs) are collaborative arrangements that assist communities in the delivery of affordable housing by combining the strengths of the public and private sectors. They emerged in several states, counties, and cities in the eighties as innovative solutions to the challenges in affordable housing resulting from changing dynamics of delivery and production. My study examines HPs with particular emphasis upon the identification of those factors associated with the successful performance of their mission of affordable housing. I will use the Balanced Scorecard (BSC) framework in this study. The identification of performance factors facilitates a better understanding of how HPs can be successful in achieving their mission. The identification of performance factors is significant in the context of the current economic environment because HPs can be viewed as innovative institutional mechanisms in the provision of affordable housing. The present study uses a mixed methods research approach, drawing on data from the IRS Form 990 tax returns, a survey of the chief executives of HPs, and other secondary sources. The data analysis is framed according to the four perspectives of BSC: the financial, customer, internal business, and learning and growth. Financially, revenue diversification affects the financial health of HPs and overall performance. Although HPs depend on private and government funding, they also depend on service fees to carry out their mission. From a customer perspective, the HPs mainly serve low and moderate income households, although some serve specific groups such as seniors, homeless, veterans, and victims of domestic violence. From an internal business perspective, HPs’ programs are oriented toward affordable housing needs, undertaking not only traditional activities such as construction, loan provision, etc., but also advocacy and educational programs. From an employee and learning growth perspective, the HPs are small in staff size, but undertake a range of activities with the help of volunteers. Every part of the HP is developed to maximize resources, knowledge, and skills in order to assist communities in the delivery of affordable housing and related needs. Overall, housing partnerships have played a key role in affordable housing despite the housing market downturn since 2006. Their expenses on affordable housing activities increased despite the decrease in their revenues.

Abstract:
This thesis is a study of the work of the Committee on Australian Universities of 1957, usually called the Murray Committee after its chairman. Interpretations of the Murray Committee's work usually focus on its achievement in securing funding increases for Australian universities at a time of great financial need, and establishing an arms-length grants body that assisted what was referred to as the "balanced development" of the sector. In this thesis I look at the context of the inquiry and the text of the committee's report to place this outcome within what I consider to be the broader scope and intent of the committee's work. I argue that the committee was anxious to secure the position of the universities at the top of an educational hierarchy in a period of change and challenge. The committee responded to the Commonwealth Government's request that the future pattern of university development be in the best interests of the nation by defending what they saw as the traditional role and purpose of the university. I argue that this response is one that has at various times been put foward by universities to demands for change, a response that, to paraphrase a view popular in university circles at the time, seeks to give government what it needs rather than what it wants. In this instance the committee looked to an English model of a residential university as the "traditional" template on which Australian institutions should be fashioned. The committee argued for the value of a broad, liberal education as emblematic of university pedagogy in an era of increasing knowledge specialisation and increasing confusion of purpose in the tertiary education system. It considered that a residential university conducted on liberal principles was the best institutional representation of its ideal of a community of scholars. The committee set down in its report a range of strategies by which the ideal might be realised, or at least approached, in the Australian context. It paid particular attention to the incorporation of first year students - the newest and most vulnerable members of the community. I also argue that in setting down its ideas on the institutional form and pedagogy of the university, the committee made assumptions about the personal characteristics of "the scholar", and I analyse these assumptions. In redefining the university in the Australian context the committee also engaged in a process of defining the roles and purposes of other tertiary education institutions. The committee took a hierarchical view of social organisation to their work, and viewed the education system in this light. The committee charged the universities with oversight of the Australian education system and intellectual guardianship of the Australian community. University graduates, in the committee's view, were the natural leaders of Australian society, and their education should prepare them to undertake properly this role. In redefining the university the committee members engaged in a process of boundarysetting, consolidating an institutional hierarchy in what they saw as a confused and uncoordinated system. However, they sought to incorporate a commitment to meritocracy and expansion of education opportunity within this perspective and urged the creation of pathways between the institutions. To characterise the committee's work I extend the concept of "balanced development" to the various areas in which the committee made recommendations. The concept of balanced development can be seen to refer to the proper development of the individual in the university system (the production of a balanced personality, or the education of the whole person); to the balanced development and co-ordination of the university sector; to the development of the tertiary education system as a whole and its proper articulation with the labour market; and to the process of reconciling the needs of the universities with the demands of government

TITLE:A MULTI-METHOD STUDY FOR CONSTRUCT DEVELOPMENT ASSOCIATED WITH ESSENTIAL MANAGEMENT PRACTICES FRAMED IN LAWS AND STANDARDS FOR DISABILITY PROGRAMS MAJOR PROFESSOR: ¬Carl Flowers, PhD., LCPC, CRC. This study identified program factors and key performance indicators that comprise the minimum outcome measures necessary to evaluate the performance of public rehabilitation programs. Content analysis of laws, regulations, and standards was conducted to identify a basic body of program management knowledge characterized by extracted program themes, terms, and definitions. A Delphi method via Survey Monkey® was utilized to identify and reach consensus about program factors and key performance indicators necessary to model essential management activities and activities associated with a Kaplan and Norton's Balanced Scorecard (1993). Using a Delphi process with five iterations, a panel of individuals was recruited from the field of vocational rehabilitation program evaluators. Eighteen articipants employed in programs throughout the United States were experts in the field of evaluating state rehabilitation programs and their subcontractors. Analysis of results included inter-rater reliability, measures of internal consistency, factor analysis and tests of independence. Factor loading associated 178 extracted elements with 10 variables reflective of executive core qualifications and key performance indicators defined by the Balanced Scorecard. These variables were further associated with three emergent factors. The emergent factors were described by respondents based on characteristics of essential program performance management requirements and leadership attributes. Each factored group was associated with the types of data and reporting requirements generally required for informing management decisions across the nations' public Vocational Rehabilitation programs.

ENGLISH ABSTRACT: Managing any government institution has become increasingly complicated as the requirements for accountability, streamlined operations and greater flexibility have multiplied. Being a government institution but at the same time an institution of higher education, managing the Faculty of Military Science becomes a daunting task. It requires sophisticated approaches for implementing strategy and measuring performance. Employees are asked to change how they view their work and focus on results, not activities. While not asking the impossible, it is a challenging task. Formal accountability for outcomes down the line has simply not been a marker of the bureaucratic culture. As leadership looks for ways to support employees in this transition, it is vital that a comprehensive management system is deployed. For employees to focus on the outcomes of their individual performance, they must: • understand what the standards for organisational performance are; • participate in measuring how well those standards have been met; and • be responsible for finding ways to improve organisational performance. The Balanced Scorecard can help. This approach is one that is gaining currency as an easy to use and accessible process for measuring organisational effectiveness. It can be applied at any level and any type of organisation. The objectives and measures for the Balanced Scorecard are derived from the organisation's vision and strategy. These objectives and measures describe the progress of the organisation from four perspectives. These perspectives can vary from organisation to organisation and in the case of the Faculty of Military Science they include, the stakeholder perspective, the customer perspective, the internal processes perspective and the learning and growth perspective. It is a balanced model, because the measures represent an equilibrium between external measures for stakeholders and customers, and internal measures of business processes and learning and growth. The construction of the Balanced Scorecard is a systematic process, which ensures that the organisation's objectives and measures are made clear and that there is consensus in this regard. The success of the process depends on the participation of top management. The most important person in the process is the leader or "architect. A Balanced Scorecard can be constructed in 16 weeks, with high involvement of the leader in the beginning of the process. The Balanced Scorecard must be used as a strategic management system. It helps to clarify and to gain consensus about vision and strategy of the organisation, which should be communicated throughout the organisation. It is also useful in the establishment of objectives for each employee, the allocation of resources and the alignment of strategic initiatives, This study is directed towards the relevant literature on the Balanced Scorecard and the possible use thereof as a management system in an institution for higher education, specifically the Faculty of Military Science. To this end a thorough literature study was undertaken, focusing on the origins of the Balanced Scorecard, the developing and implementation thereof as well as the Balanced Scorecard as a strategic management system. The study further determined the applicability of the Balanced Scorecard to institutions for higher education, looking at the University of California, San Diego, as an example. In the final instance a Balanced Scorecard is proposed for the Faculty of Military Science, with certain recommendations.
AFRIKAANSE OPSOMMING: Toenemende druk op staatsinstellings om meer aanspreeklikheid te aanvaar, aktiwiteite meer vaartbelyn uit te voer en om meer buigsaam in hul optrede te wees, veroorsaak dat die bestuur van sulke instellings toenemend kompleks begin word. Die bestuur van die Fakulteit Krygskunde, 'n staatsinstelling, maar ook 'n instelling vir hoër onderwys, bied dus 'n geweldige uitdaging. Dit vereis daarom 'n gesofistikeerde benadering tot die implementering van 'n strategie en die meet van prestasie. Van werknemers word verwag om hul siening van werk te verander deur te fokus op resultate eerder as op aktiwiteite - 'n uitdaging op sy eie. Aanspreeklikheid vir die bereiking van resultate op lae vlakke in 'n staatsinstelling was nog nooit deel van 'n burokratiese kultuur nie. Vir leierskap om werknemers met hierdie aanpassing te ondersteun, is 'n omvattende bestuurstelsel nodig. This study represents findings of a case study focused on the connections between balanced literacy and the reading development of African American students in first and second grade. Utilizing a conceptual framework of culturally relevant pedagogy, this study investigated: (a) the ways in which teachers understood and implemented balanced literacy; (b) the role culturally relevant pedagogy played in balanced literacy instruction; and (c) how teachers utilized balanced literacy to support the reading development of African American students. Data from multiple observations of instruction and interviews resulted in the identification of three factors that contributed to the implementation of balanced literacy and the reading development of African American students – a sense of community, emphasis on reading strategies to decipher unknown words, and assessment as a tool to guide instruction and gain a deeper understanding of students’ reading ability. The findings of this study build on current literature and also contribute to new knowledge of the factors that play a role in developing the reading abilities of African American children.

The Balanced Scorecard, if applied effectively, will assess whether the company’s vision, mission, strategy and values are achieved. The Balanced Scorecard system is a management tool that can be used to transform strategy into action. The Balanced Scorecard used at Picture Perfect Photography has been identified as problematic. This study includes a literature study on the Balanced Scorecard system and an empirical study regarding the application of the Balanced Scorecard in a specific Photography company. The literature study set out to evaluate the efficiency of the Balanced Scorecard as it is applied at Picture Perfect Photography. The secondary objectives defined the Balanced Scorecard, reviewed the evolution and the need for a Balanced Scorecard. The literature study further explored the advantages and disadvantages of the Balanced Scorecard and continued exploring personal development with linking it to compensation. The Balanced Scorecard should be used to align the company’s vision and strategy in order to improve long-term performance. The research indicates that communication and constant feedback play an important role in the successful implementation of a Balanced Scorecard approach. The Balanced Scorecard could be a very useful instrument when implemented and applied effectively. An empirical study was done including Picture Perfect Photography’s employees, at different job levels, work sections and years of service. The aim of the empirical study was to determine how the Balanced Scorecard was used in the alignment with the company’s strategy, vision, mission and values. Furthermore, the aim was to determine the problems with the existing Balanced Scorecard and if it helps to focus on quality, reengineering and customer services’ initiatives. The study indicated more or less the same average responses on specific Balanced Scorecard related issues. The majority of employees responded that feedback and communication of the Balanced Scorecard were not transparent enough nor was it applied effectively. Conclusions and recommendations were made in order to identify and improve the advancement of an effectively applied Balanced Scorecard used at Picture Perfect Photography for the future.

Students who struggle with reading in their elementary years are likely to make poor academic progress, leave school before graduation, and struggle in the workplace. The district leaders at 24 K-5 elementary schools in a large Midwestern district were interested in a formative reading program evaluation to determine reading program effectiveness. This mixed methods study, approached from a cognitive and social theoretical framework, was a formative evaluation of the Balanced Literacy Reading Program implementation at these elementary schools. The purpose of this study was to capture the K-5 classroom teachers' (n = 113), instructional coaches' (n = 18), and principals' (n = 32) perceptions of the program in regard to the resources, staff development, leadership support, and impact on students and teachers. A parallel survey with both Likert and short-answer items was designed for each participant group based on these 4 categories. Quantitative data were analyzed using descriptive statistics and qualitative data were analyzed with open coding and thematic analysis. The primary finding was that participants in all 3 groups cited a need for professional development in the area of increasing student reading proficiency to grade level and beyond. As a result of the findings, a professional learning community was designed with a focus on in-depth collaboration to increase teacher knowledge and student achievement. District leaders were presented with the results of this study and recommendations for program improvement. These recommended improvements can impact social change by increasing student achievement, graduation rates, and workplace success.

The overall target of the maintenance management system is to improve the role of a maintenance organization in positively impacting production capacity, products quality, safety and also overall production cost. In the course of ensuring the above mentioned benefits, the maintenance system should be designed under an umbrella of appropriate strategy that is developed in line with the company’s major business objectives.

The thesis work is focused on developing a model that assist the design of a maintenance strategy which is linked with the company’s major business objectives. And for this the balanced score card approach is utilized. Then the model’s application is tested in a case company with the general procedures described below.

The business requirements by the customers, which are translated to business objectives of the case company, were used as starting points. Then the production performance indicators were checked for their effectiveness in addressing the business objectives of the company. After this, a maintenance strategy with approaches to address the business objectives of the company, which are expressed by the production performance indicators, was developed with potential maintenance performance indicators.

The result showed that the different elements incorporated in the model developed are appropriate in linking the maintenance activities with the company’s business objectives as can be observed from the analysis made on the case company.

This research explores the phenomenon of Balanced Scorecards in the context of the public sector in Brunei Darussalam. Balanced Scorecards has become a popular mechanism in Performance Management and Measurement System to date and has been applied in the private and public sectors of many countries. Nevertheless, despite its popularity, little is known about the role of Balanced Scorecards in the context of this present study and this research simply adds value to that body of knowledge. This research is guided by an interpretive methodology and is carried out by using Grounded Theory procedures (Strauss and Corbin, 1990, 1998). Two of Brunei’s government ministries have been purposely chosen to participate in this research project. The substantive grounded theory proposed that discretionary engagement is the core activity underpinning the Balance Scorecards process. Discretionary engagement essentially deals with the process of loose alignment or disconnection involving the higher-level directions, and the respective departmental strategic responses, in relation to the ministerial- level Balanced Scorecards strategic goals. The core phenomenon emerged from the contextual interactions of both external and internal conditioners. The effects of two internal causal conditioners are mediated by the departmental response strategies which then become an essential part of the discretionary engagement process. The impact of this core activity has undermined the initial purpose of the overall Balanced Scorecards strategy development and has, in turn, caused a variety of unintended consequences. The rich insights gained from the present study are primarily filling the research gap in both interpretive research, via Grounded theory procedures, and Balanced Scorecards knowledge in the public sector environment, by conducting the research in unexplored social setting. This study also essentially contributed to the theorising of decoupling of Performance Management and Measurement System in the context of the public sector, in the realm of New Institutional Theory of Sociology.

This research investigated the development of a balanced scorecard for a frozen vegetable processing plant. The balanced scorecard can be utilised as a strategic management and performance measurement system. First, an overview of the balanced scorecard concept was presented. Its four perspectives, namely financial, customer, internal business process, and learning and growth were explained. Thereafter, the process of developing a balanced scorecard was outlined and the translation of a firm’s vision into measurable objectives and targets was discussed. Finally, the literature study evaluated the development of balanced scorecards by means of selected case studies. This included an analysis of the successes and failures of balanced scorecards in practice. The research methodology consisted of: (a) A literature study to determine a framework for developing a balanced scorecard. (b) Interviews and workshops to gather the primary data required to develop a balanced scorecard. The development of a balanced scorecard for a frozen vegetable processing plant using the findings from (a) and (b) above. The following recommendations were made: · Targets and action plans should be developed for the outstanding strategic objectives of the plant, and all key performance measurements should be formalised on key performance area documents. All role players should be involved in this process. · All employees must be exposed to, and understand the plant’s vision, mission statement and the purpose of the balanced scorecard. · All employees need to understand how their actions impact on other employees and the well-being of the plant. They must have set objectives and targets that can be measured. · To increase the chance of a successful scorecard implementation, regular feedback must be provided to all employees, and managers must hold people accountable for using the system.

This research aims to substantiate the idea that innovation is a capability that can be cultivated for equitable development and that a user’s freedom to innovate should not be violated by excessive intellectual property rights. The central feature of this idea is the principle of substantive equality of innovation capability, which is comprised of five components: equality of innovation opportunity, neutrality of innovation models, accessibility of the innovation commons, dignity of the entrepreneurial spirit, and respect for indigenous innovation. These five components will ensure that everyone has the basic innovation capability to function in the knowledge society and a real opportunity to access the innovation commons, mix her intellect with raw innovation resources, and participate in the decision-making process that affects her innovation capability and freedom. This thesis envisions a fair and balanced global innovation system and proposes a two-pronged approach to incorporate the TRIPS patent regime into this system. To promote multi-dimensional and equitable development, an innovation capability approach to development aims to maximize the contribution of intellectual resources to economic growth and human development through cultivating innovation capability and harnessing the power of non-proprietary innovation models. To increase the effectiveness of innovation systems and promote democratic innovation governance, an innovation equality and freedom approach to the TRIPS patent regime advances distributive justice and intergenerational equality objectives of the global innovation regime. A fair and balanced global innovation system has legal implications for both national governments and international institutions. A national government has the obligation to bring each and every citizen to a point of fair competition in the innovation market. This means that the government should provide equal opportunity to freely access the innovation commons and equally participate in the decision-making process that affects each person’s innovation capability and freedom. In addition, an optimal system of innovation ought to be based on a complementary combination of proprietary and non-proprietary systems in order to produce the highest attainable rates of innovation, productivity, and social utility. For international institutions, I suggest that the WIPO may be a more appropriate forum than the WTO for global innovation governance.

The Balanced Scorecard (BSC) is a strategic management tool that provides the manager with a clear and concise picture of the business's health and progress in reaching the goals of the business (Norton & Kaplan, 1992: 71-79). The BSC is a set of financial and non-financial measures relating to a company's critical success factors. Of late the BSC was also used as a personal development tool – measuring the individual's performance towards set personal growth targets. The BSC process has been part of ArcelorMittal, Vanderbijlpark Works for many years. This process can add great value to a company if managed effectively- the question is thus: is the BSC effectively implemented in ArcelorMittal, Vanderbijlpark Works? It was decided to conduct a study to determine the status of the BSC with one main objective and two secondary objectives, namely to – • establish whether ArcelorMittal, Vanderbijlpark Works is effectively using the BSC tool as a performance measurement and a personal development tool (main objective); • determine if there is a difference between the effective implementation of the BSC as a performance management and personal development tool within the different business units within ArcelorMittal, Vanderbijlpark Works. These units are Iron Making, Steel Making, Rolling, Engineering and Staff (Secondary objective 1): and • determine if there is a difference between the effective implementation of the BSC as a performance management and personal development tool between different role gradings (these roles are defined as E, F and G roles) in ArcelorMittal, Vanderbijlpark Works (Secondary objective 2). An empirical study was conducted in ArcelorMittal, Vanderbijlpark Works. A questionnaire was used as the measuring instrument and was issued via the HR Department to a target group of 724 employees. The questionnaires consisted of 25 questions divided into 2 sections to test both the effectiveness of the BSC as a performance management tool and a personal development tool. To analyse the data, descriptive statistics and frequency distributions were used and calculated in Microsoft PHStat. From these results the following conclusions were drawn. • The BSC process is well entrenched in ArcelorMittal, Vanderbijlpark Works, but lacks overall effectiveness; • The BSC does encourage people to self-develop, but development plans are lacking, not enough time for training is given and managers must show a real intent to develop their people. From the study and the conclusions drawn, the following recommendations were made. • Address the issue of mistrust between the employees and their supervisory management. • Managers should make allowance for individuals to make mistakes. • Encourage innovation in the organisation. • More effort should be applied to translate the company strategic objectives into workable (and measurable) KPI 's at the lower levels of the organisation. • ArcelorMittal should make a concerned effort to allow more time for training and self-development during normal working hours. • Revisit all KPI's for weight allocation. All the departments and all the levels in the organisation see this as a drawback of the BSC system. • Test the applicability of the KPis. Ensure that the KPis on the BSC are clear and that these reflect the effort the company requires form the individual. • Allow more participation of the individual during the compilation of the BSC (this will improve buy-in). • The E-role level communicates very well downwards to the lower levels in the organisation. Take key learning aspects from this group, and skill the F-role and G-role levels to the same extent.

In this era of globalisation and fierce competition amongst businesses, there is a need to improve advanced operations management philosophies such as just-in-time (JIT) manufacturing to enhance business performance. Literature review shows that there is no mechanism so far to identify key JIT drivers relevant to a given organisation and its production processes, and their impact on enterprise performance. The research carried out here therefore involved the development of a generic performance measurement model to identify and capture the influence of JIT practices on enterprise performance. A conceptual performance measurement model, which was designed based on comprehensive literature review and informal interviews/discussions with both academic researchers and industry practitioners describes the link between JIT drivers (Xi) and measurable performance (Y). This mathematically determined model is aimed at assisting managers in the systematic identification of the influence of key JIT drivers on enterprise performance using a multidimensional tool such as the extended balanced scorecard. The case study approach was selected as the most suitable methodology for testing and validating the conceptual model in JIT enabled production plant and was applied to the production process of Denso Manufacturing (UK) Ltd., a global automotive component manufacturer. A novel eight-step implementation procedure was designed to collect data, which were analysed and validated by design of experiments, linear mathematical modelling, computer based dynamic simulation and analytic hierarchy process tool. The performance measurement model was then successfully applied to a non-automotive component production plant (Risane Ltd.). In conclusion, the performance measurement model can now be suitably applied to JIT enabled manufacturing environments using relevant organisation specific JIT drivers and key performance indicators to optimise system performance. The contribution to knowledge is an innovative, user friendly, robust and multidimensional performance measurement model enabling industry practitioners to optimise JIT processes with substantial performance enhancement. The model could also be applied by future researchers to other operations management philosophies and industries, and at a higher level could be developed into a self-optimising software package, which will enable rapid determination of the key control parameters needed to optimise process performance just in time.

The right to a balanced environment, enshrined in CF88, is considered a fundamental right, in that it harnesses the dignity of the human person in order to protect the healthy quality of life of the human person. Although not conceptualise the environment, the CF88 (art. 225) gives the expression a comprehensive and systemic view, involving ecological, social, economic, spatial, cultural and political factors. Thus, the realization of this fundamental right presupposes Sustainable Development, adopted as a model for national development and condition for the exercise of human dignity. In this sense, derives from the right to a balanced environment a set of state and social duties of ensuring the quality of life, in a systemic perspective. Thus, the State has mechanisms and instruments that enable the promotion and execution of actions that search, among them, the establishment of protected areas (PAs), established in accordance with the methods and legal criteria of National System of Units Conservation of Nature (SNUG), to be mandatorily followed by the Government. As a system, the SNUG aims, ultimately, to safeguard the environment, therefore, set out to regulate article 225, Â 1, sections I, II, III and VII of CF88. However, it is commonly observed that the deployment of PAs, the natural factor (or ecological) prevails over the others. Thus, the research assumed that the deployment of PAs not adopt systemic constitutional model of sustainability, prevailing natural variable, which violates the fundamental human right to a balanced environment, which presupposes Sustainable Development. Through a holistic, interdisciplinary approach, the research aimed to examine whether the implementation of state protected areas in northeastern Brazil is effectively serving the purpose of ensuring the human right to a balanced environment. The study demonstrated dysregulation between legislation and environmental policy effectively held by public administration, so that the systemic constitutional model of sustainability is not adopted. The inefficiency of policy protection assumed does not follow the law, but the absence of coordinated actions in search of Sustainable Development.
O direito ao meio ambiente equilibrado, consagrado na CF88, à considerado um direito fundamental, na medida em que o atrela à dignidade da pessoa humana, visando a proteger a sadia qualidade de vida da pessoa humana. Embora nÃo conceitue meio ambiente, a CF88 (art. 225) atribui à expressÃo uma visÃo ampla e sistÃmica, que envolve fatores ecolÃgicos, sociais, econÃmicos, espaciais, culturais e polÃticos. Assim, a efetivaÃÃo desse direito fundamental tem como pressuposto o desenvolvimento sustentÃvel (DS), como modelo adotado para o desenvolvimento nacional e condiÃÃo para o exercÃcio da dignidade da pessoa humana. Com efeito, decorre do direito ao meio ambiente equilibrado um conjunto de deveres estatais e sociais de garantia da qualidade de vida, em uma perspectiva sistÃmica. This dissertation explores the development of nutritional balanced “empadas and also its sensorial e microbiological properties. Cook 4 Day Lda passed the knowledge behind this type of product, and what were the objectives. With the bibliographic review was possible to identify various eating disorders within the portuguese population, being the cause of numerous diseases. With this info, it was clear that the new product should have in count this kind of problematics and others like celiac disease and cancer. It were developed two recipes with different types of dough, one with wheat flour and olive oil and another one without gluten, through the use of corn flour and olive oil too. The other four recipes were developed for the fillings of the “empadas”, two vegetarian’s recipes one for the dough without gluten and another for the dough with gluten, a filling of red fruits and a filling of sardine. The process of creating the recipes mentioned above implied the creation of a nutritional simulator, for a better knowledge of what type of ingredients to use and in what quantities. The analysis were only based on the two vegetarian “empadas” with wheat dough, due to the impossibility of the company to provide the respective samples of sardine “empada”. The results from the microbiological analysis indicated that the product has a satisfactory quality, but at the same time revealed the importance of maintenance of the cold system through all the process. With the nutritional analysis was possible to conclude that the product is well balanced and is within of what was defined as an objective for the product. The sensorial analysis revealed a good acceptance of the product, and is worth investment in market introduction. It’s also possible to say that there is a clear preference for one type of filling.

One of the mostpopular approaches to solve this problem are BSC (Balanced Scorecard) combiningwith KPI (Key Performance Indicators).Balanced Scorecard has been introduced by Kaplan and Norton in 1992 whichconsists of a set of financial and non-financial measures which are categorized in fourperspectives “financial”, “customer”, “internal processes”, and “learning and growth”.Key performance indicators are financial and non-financial metrics used to help acompany define and measure progress toward goals and KPIs are typically tied to anorganization's strategy through Balanced Scorecard.In this thesis we limit our study to the Mobile Network Operator industry, use casestudy, as the research design, with a combination of quantitative and qualitativeresearch methods. We summarized the limitation of the initial Balanced Scorecard,discussed the demand and benefits of strategy map, researched on principles andcriteria of a suitable strategy map. Ultimately, we formulated the process of how todesign a strategy map.In practice, after several years of dramatic development, along with the saturation ofthe market and the fierce competitions, mobile network industry stepped into the ageof depression; the sudden huge profits have been over. While a new wirelesstechnology, 3G offers the mobile network operators (MNOs) a new chance toimprove their value added services with high speed bandwidth from 3G technology,and make more profit from it. European 3G markets is the most competitive anddeveloped now, while the Japan 3G was already in an advanced level. In the recentyears, China as the biggest developing country also wants to start the 3G market.With the defined KPIs, we benchmarked the performance of China Mobile to thethree world’s leading MNOs, Vodafone, “3”, and NTT; ascertained the situation ofChina Mobile, set goals and discovered the cause-effect linkage of the KPIs, andfinally formulate a strategy map for China Mobile according to the analysis. Thestrategy map is based on four perspectives, financial, customers, internal and learningand innovation perspectives, and in each perspective, practical solutions which arebased on their strengths and weaknesses are provided. With the help of this research,the company can trace their problems and find the solutions for them.

Buvo suformuluotas tyrimo objektas: paauglių sveikatos, fizinio pajėgumo, augimo harmoningumo grupių raiška jiems realizuojant natūralų ugdymą Siekiant išanalizuoti pasirinktą darbo temą buvo suformuluotas tyrimo tikslas: teoriškai ir empiriškai išnagrinėti paauglių sveikatos, fizinio pajėgumo grupių, augimo harmoningumo raišką realizuojant natūralų ugdymą(si) bei mokyklos galimybes veikti mokinių sveikatą. Siekiant išspręsti tyrimo uždavinius buvo atlikta teorinė ir dokumentų analizė, anketinė apklausa, matematinė statistika. Pasitelkus sudarytą anketą buvo ištirta 22 Šiaulių miesto ir 25 Šiaulių rajono mokyklose besimokančių paauglių sveikatos, fizinio parengtumo ir augimo harmoningumo raiška. Tyrimas apėmė 6842 vidutinio mokyklinio amžiaus mokinių. Tiriamųjų amžius buvo 11–16 metų ir jie atitiko paauglių etapą žmogaus ontogenezėje. Tyrimų rezultatų analizė buvo atlikta naudojant ,,Microsoft Office Excel‘ 2007“ programą. Adolescence is a highly significant period of human development which is especially susceptible to education (Gailiūnienė, 1994). Its goal is to ensure the balanced development of a child’s personality and raise a healthy, physically capable, active and self-confident child trusting in own abilities and having strong motivation to seek knowledge. This can be achieved by providing the necessary circumstances for successful learning and education at school. The research object is the manifestation of health, physical capacity and balanced development of teenagers when applying natural learning processes. When analyzing the topic of the final paper, the following goal of the study was formulated: to analyze theoretically and empirically the manifestation of health and physical capacity indicator groups and balanced development during the processes of natural education and the possibilities of a school to influence the health of its students. Theoretical and document analysis, a questionnaire-based survey and mathematical statistics were employed to achieve the goal of the study. The questionnaire-based survey was designed to analyze the manifestation of health, physical capacity and balanced development of teenagers at 22 schools in Šiauliai City and 25 schools in Šiauliai District. 6842 respondents of average school-age participated in the survey. Abstract The rapid development of digital technology and software in recent years has created great variety of totally new business opportunities. Software startups are commonly considered to be the fastest in exploiting the new opportunities and the most innovative in creating new products and services. At the same time, software startups are often small, immature enterprises with limited resources and inexperienced teams. The initial team plays a key role in the early stages of a software startup. This research focuses on the initial team from the perspective of human capital – the knowledge, experiences, skills, and other cognitive abilities. It studies the initial team empirically, utilizing the multi-case study and triangulation methods applying the human capital, resource-based view, capability, and the opportunity discovery and creation theories. The empirical data were gathered from thirteen software startups in Italy, Norway and Finland, and from a student experiment. From the analysis of this data, a generic structure of a software startup’s initial team was identified, consisting of three different roles, with each having a specific human capital profile. This team structure sought a balance between the team’s human capital and problems and challenges to be solved. The level of the initial human capital of the team and the means to strengthen it varied, and affected the progress of the work in the studied startups. Though the components of the team’s human capital were not rare and inimitable in terms of the resource-based view, building a balanced startup team created a unique and task-specific setup, which is a key capability of a software startup. The balanced startup team structure is proposed to be the generic human capital model of a software startup’s initial team
Tiivistelmä Digitaalitekniikan ja ohjelmistojen nopea kehitys viime vuosina on synnyttänyt suuren joukon kokonaan uusia liiketoimintamahdollisuuksia. Ohjelmistostartup-yrityksiä pidetään yleisesti nopeimpina hyödyntämään uusia mahdollisuuksia ja erityisen innovatiivisina luomaan uusia tuotteita ja palveluita. Kuitenkin samalla, ohjelmistostartup-yritykset ovat usein pieniä, kehityksensä alussa olevia yrityksiä, joilla on pienet resurssit ja kokematon henkilökunta. Varhaisen vaiheen ohjelmistostartup-yrityksissä alkutiimin merkitys on keskeinen. Tässä tutkimuksessa tarkastellaan alkutiimiä inhimillisen pääoman, osaamisen, kokemuksen ja taitojen, näkökulmasta. Tutkimuksessa tarkastellaan alkutiimiä kokeellisesti, käyttäen monitapaustutkimuksen ja triangulaation menetelmiä ja soveltaen inhimillisen pääoman, resurssipohjaisen näkemyksen, kyvykkyyden ja liiketoimintamahdollisuuksien hyödyntämisen teorioita. Kokeellinen tutkimusaineisto on kerätty kolmestatoista yrityksestä Italiasta, Norjasta ja Suomesta ja yhdestä opiskelijoilla tehdystä kokeellisesta tutkimuksesta. Abstract:
This thesis examines how English law has, and has not, balanced celebrities’ legal expectations of informational and seclusional privacy against the press and media’s rights to inform and publish. Much of the litigation that developed the English laws of privacy has been celebrity-generated by those with the financial resources to seek out and utilize privacy regimes and remedies in ways not immediately available to ordinary members of the public. The media, generally, has had the resources to present the relevant counter-arguments. Privacy protection was initially afforded to celebrities by breach of confidence and copyright. While public interest and “fair dealing” defences developed within English law, there was no underlying or consistent practical element in legislative or judicial thinking to promote a balance between the competing interests of protection and interference. That practical element, the concept of proportionality, developed in the Convention case-law of the ECtHR in Strasbourg during the 1950s. It was not until the Human Rights Act 1998 (HRA) that English legislators and the UK judicial system began to reflect and apply its consequences. Arriving at proportionate results and decisions – particularly in the realms of privacy - requires both the engagement of the rights that are sought to be maintained as well as a careful balancing exercise of these rights both internally and vis-à-vis each other. Because celebrities, with their Article 8 concerns, and the media, with Article 10 arguments, seek for their causes to prevail, the ways in which legislation and litigation now resolves matters is by the “ultimate balancing test” of proportionality. Proportionality is the measure within this thesis that is constant from chapter to chapter, highlighting, respectively, where the application of proportionality and balance might have produced different results as regimes developed historically and where new developments were needed to accommodate its requirements when it was apparently absent.

Purpose: The purpose of this study is to increase the knowledge of how the existing gap betweenstrategy formulation and strategy implementation can be bridged in a project-­‐based organization.  The reason for this is to contribute with an empirical example of what challenges and obstacles are associated with this gap and how these can be solved.Method: The investigation of the strategy implementation in a project-­‐based organization has been conducted as a case study. To collect the necessary empirical material, three rounds of interviews were held with relevant employees of the case company, such as the Head of Strategy, Head of Product and sales people. The interviews have been complemented by collection of documents and participation in meetings held at the case company.Findings: The findings of the case study have showed that the strategy can be implemented in three ways in a project-­‐based organization: through the organizational structure, through the executed external projects and through the portfolio management. Additionally, the findings have revealed a number of existing problems within strategy implementation. The major challenges found were achieving balance in the Balanced Scorecard, prioritization of both internal and external projects and managing a programme as a project, which were confirmed in the literature.Practical implications: This study has resulted in a description of  how  a  project-­‐based organization implements its strategy. Furthermore, this study highlights the existing challenges within this process, such as achieving balance in the Balanced Scorecard and better prioritizing the internal and external projects.Theoretical implications: This study contributes with increased insight and knowledge of how a project-­‐based organization implements strategy and thus, expands the knowledge of how the gap between strategy formulation and implementation can be decreased. Several problems highlighted in the literature associated with this gap have been verified by this study. In this way, additional theoretical implications are the proposed solutions for how these problems can be solved.
Syfte: Syftet med denna studie är att öka kunskapen om hur det existerande gapet mellan strategiformulering och strategiimplementering kan överbryggas i en projektbaserad organisation. Anledningen till detta är att bidra med ett empiriskt exempel kring vilka utmaningarnas och hinder som associeras med detta gap samt hur dessa kan överkommas. Metod: Undersökningen av strategiimplementeringen i en projektbaserad organisation har genomförts i form av en fallstudie. För att samla in det nödvändiga empiriska materialet har tre intervjurundor genomförts  tillsammans  med relevanta anställda på fallstudieföretaget.  Exempel på dessa är Strategichefen, Produktchefen och säljare. Intervjuerna var kompletterade genom insamling av dokument och genom deltagande på möten som hölls på fallstudieföretaget. Resultat: Resultat av denna fallstudie visar att strategi kam implementeras på tre sätt i en projektbaserad organisation: genom organisationsstrukturen, genom exekveringen av externa projekt  och genom portföljhantering. Resultaten har också visat ett antal existerande problem inom  rategiimplementeringen. De stora utmaningarna är att uppnå balansen i de balanserade styrkorten, prioriteringen av både interna och externa projekt och hantera ett program som ett projekt. Dessa utmaningar var bekräftade i litteraturen. Praktiskt bidrag: Denna studie har resulterat i en beskrivning av hur en projektbaserad organisation implementerar sin strategi. Dessutom har denna studie lyft fram de existerande utmaningarna inom denna process, såsom att uppnå balansen i de balanserade styrkorten och bättre prioritering av interna och externa projekt. Vetenskapligt bidrag: Denna studie bidrar med ökad insyn och kunskap om hur en projektbaserad organisation implementerar strategi och således, utvidgar kunskapen om hur gapet mellan strategiformuleringen och implementeringen kan minska. Flera problem som lyfts fram i litteraturen och som associeras med detta gap har blivit bekräftade i denna studie. Därför är de föreslagna lösningarna på hur dessa problem kan lösas ännu ett vetenskapligt bidrag.

The world has seen unparalleled pressure put on the public sector to improve the speed and quality of service delivery, whilst simultaneously employing measures to cut the costs. South Africa and the Eastern Cape have not been immune to this as there have been complaints and demonstrations from various national and provincial stakeholders demanding more and improved services. The Department of Economic Development, Environmental Affairs and Tourism (DEDEAT) in particular has employed the services of public entities in its quest to realise government’s socio-economic developmental objectives and ease some of the service delivery pressures. These agencies are unfortunately struggling to deliver and the Department is unable to play the oversight role it is legislatively mandated to carry out. The main reason for this seem to be the lack of the capacity to objectively track and measure the performance of these agencies. As they say “you cannot manage what you cannot measure”. This is despite the fact that there is a shareholders’ compact and many other measures in place to enable performance monitoring. Also, the public sector is known to have inherent and unique performance management challenges like broad and vague objectives which lead to too many measurements, a propensity to focus on the “easy to measure” but often irrelevant indicators at the expense of critical outcomes and a short-term orientation that is usually fuelled by political expediency. Against this background, this study sought to make use of a comprehensive and dynamic performance monitoring framework, namely the Balanced Scorecard (BSC), to explore its potential use in assisting government to monitor the performance of public agencies, in particular the Development Finance Institutions (DFI) in South Africa. The proposed framework helps government to focus on the performance drivers of future value, and what decisions and actions are necessary to achieve critical outcomes. The aim of the study therefore is to develop an adjusted BSC framework to monitor the activities of a public sector agency and thus demonstrate how a BSC framework could be used to monitor a public agency by the government department. The study is evaluative in nature and is divided into three sections. Section one is presented as an Evaluation Report. It sets the scene, discusses briefly the key theoretical concepts, outlines the research methods used and presents the findings followed by a discussion and recommendations. Section two delves into the literature in more detail, providing a more extensive review of the literature that informed the investigation, whilst section three provides a more extensive description of the research methodology employed in the study. To achieve the aims of the study, the research drew from the work of various authors in the field including that of Bigliardi, Dormio and Galati, 2011; Bititci, Garengo, Dörfler, and Nudurupati, 2012; Julyan, 2011; Kaplan and Norton, 1992, 1993, 1996, 2001, 2004 and 2006; Niven, 2003 and 2008 and Northcott and Taulapapa, 2012. Also, five BSC perspectives - including the programme specific “equity” perspective - were used to develop an interview schedule. These were used to formulate the key performance objectives and indicators, based on the stakeholder’s responses. These respondents have experience within the programme as administrators, beneficiaries and funders. The research employed purposive sampling with semi-structured in-depth interviews and document analysis as primary and secondary instruments for data collection. In essence, five officials from the agency, one from DEDEAT and two co-operatives participated in the research. The results indicate a general appreciation of and gravitation towards outcome based measures, even though the government culture of focusing on outputs is still prevalent. The results of the study indicated that, generally, a government - public agency BSC based performance monitoring framework would have the following features:  Customer objectives and programme mission as the main goal and this will provides clarity at all levels on who the customers are and what are their primary requirements.  Clear, visible and stringent financial controls as the agency is administering public resources.  Few carefully selected processes and systems that have a direct and positive impact on the customer objectives. Deliberate and consistent efforts to promote the participation of designated groups in the economy of the country.  Comprehensive indicators on capacity building as “mission based-organisations rely heavily on skills, dedication and alignment of staff”. Overall, the study concludes that the make-up of the BSC is beneficial to the public sector and in monitoring the public sector agencies for the following reasons:  It helps the agency to focus on customers and their needs.  It forces the agency to engage and communicate strategic intention with both internal and external stakeholders and thus synchronize competing stakeholder needs.  It forces the agency to limit the number of indicators and therefore select the few value adding measures that are aligned to customer outcomes.  Through its cause and effect relationship, the agency is compelled to align all the resources, activities and processes to the main goal of the entity. All these help to minimize the principal agent problem, as the use of the BSC can bring clarity on strategy and expectations, provided it is supported with regular communication.

“Process Reengineering”is not a unfamiliar noun anymore for some business. However ,there areonly few researches in Taiwan to discussing about“Research and Development Process Reengineering”. Research and development can help businesses keep their competitive edge. In order to keep the edge , business not only to devote more research spending but also to continue process reengineering. After business re-design their own business process to create high value-added process,they can keep ameliorate spirit in their process and to reach the business goal and target. This paper combines some international and domestic researches especially for some domestic process reengineering situation. Take one of the research centers in service technical industries for example. Make some farseeing directions for the target companies from the programs in the research progress.In the definition and initiate step, through the business’ external environment analysis to understand present and future situtation of the target company. Therefore, depending on setting the target companies’ strategy , goal and accomplish measure.In design and development aspect, use Balanced Scorecard to fetch analysis and evaluation,combining manage strategy with research analysis flow.In real rebuilding and evaluation aspect, use ARIS to reform the program which was happened in Balanced Scorecard of research process. Finally, use the reform way to communicate with the target company agents and get the identification to ameliorate their bottleneck.

This thesis presents three active mixers, namely doubly-balanced mixer, mixer with embedded VCO, and low-power gate-driven mixer, for the non-contact vital-sign radar sensor applications. All the developed mixers are fabricated in the TSMC 0.18 μm CMOS process. The load stage of the doubly-balanced mixer employs the common-mode feedback architecture to enhance the linearity of the mixer. In addition, the matching network is designed by the RLC lumped elements. The doubly balanced mixer is then integrated with an embedded VCO in a chip. The voltage-controlled oscillator adopts the LC complementary transistor architecture to achieve a better phase-noise performance. The LC lowpass filter is designed and connected with the output of mixer to suppresses the high frequency harmonics. By designating the gate bias in the subthreshold conduction region, the low-power gate-driven mixer can be implemented by considering the trade off of the DC power consumption and transconductance. Moreover, the baluns are also integrated in the chip.

The RV reducer is a commonly used reducer in industrial robots. It is a two-stage cycloidal reduction mechanism. The first stage is a planetary gear train, and the second stage is a cycloidal reducer, which is the critical part of an RV reducer. The cycloidal reducer has the characteristics of high reduction ratio, small axial thickness, high efficiency and low backlash. The thesis investigates the design and manufacturing of a cycloidal reducer. The mathematical model of a cycloidal gear is simulated by a PC program, which is used to assist the design of cycloidal gears and adjust the parameters to achieve proper meshing. By using the concept of symmetrical balance we design a bilateral eccentric shaft with two output transmission wheels. An experimental platform is devised to measure the transmission accuracy of the cycloidal reducer. The cycloidal reducer and the experimental platform are manufactured by CNC milling machines. The measurement results show that the transmission accuracy of the double-wheel cycloidal reducer is better than the single-wheel one. The average transmission errors of the single-wheel reducer are about three times as large as those of the double-wheel reducer.
