Nikiforova, Irina. "Turing award scientists: contribution and recognition in computer science." Diss., Georgia Institute of Technology, 2012. http://hdl.handle.net/1853/44756.

Full text
Abstract:
One of the most significant rewards in science is peer recognition, often bestowed in the form of awards. However, little is known about what sets apart award-winning contributions, how award committees determine prize-worthy contributions, and why some scientists are more likely to be recognized than others, particularly in the field of computer science. Using a mixed method approach that includes qualitative and quantitative techniques, this study investigates the characteristics of award-winning contributions, and the education and career factors associated with recipients of the Turing Award, a Nobel equivalent award in computer science, and compares them to those of a matched group of non-winning scientists. In regard to award-winning contributions, the study finds that the Turing Committee was just as likely to recognize contributions related to practice ("applied research") as to theory ("basic research"). In regard to education and career factors, the study reveals that neither scientific productivity nor the quality of contributions differentiated winning from non-winning scientists and their contributions. However, early advantages, visibility to the awarding association, prior eminence, and affiliation with a top computer science department distinguished award winners. These findings suggest that excellence in computer science is a quality that has not been defined, explained, or communicated by the award committee to the computing community or to the public. The findings call attention to the limitations of peer reviews and the importance of improving the design of nomination, evaluation, and selection procedures as well as citations accompanying the Turing Award and other computer science awards.

Full text
Abstract:
The practice of international trade is specific and evolves rapidly in accordance with its needs. Today arbitration constitutes the usual way to settle disputes of international commerce. However, certain rules of arbitration do not seem to be adapted with this practice. The written form of the arbitration agreement as required by, inter alia, the New York Convention and the UNCITRAL Model Law on International Commercial Arbitration is one of them. First this thesis presents the rules of these two instruments. Then international trade's practice is examined, and especially the incorporation of arbitration clauses by reference and the use of electronic means to conclude such clauses. There is a noteworthy discrepancy between the rules and reality of trade.
Having exposed the various difficulties, this thesis examines national laws and case law in order to determine whether they offer satisfactory solutions. Different interesting answers have been brought in Civil Law as well as Common Law countries. Yet they remain local and do not allow for harmonization worldwide. They even often vary one from another and are sometimes contradictory.
A more satisfactory solution could be found on the international level, and more specifically by the UNCITRAL. Indeed the Commission entrusted the Working Group II the mission of proposing a solution. A proposal of compromise has been drafted, namely, a revised article of the Model Law and an interpretative instrument of the New York Convention. This soft proposal is interesting but will perhaps not be able to settle all the problems related to the issue of the arbitration clause's form.

Vondran, Shawn David. "The Development of the Ostwald Award." Scholarly Repository, 2009. http://scholarlyrepository.miami.edu/oa_dissertations/220.

Full text
Abstract:
The purpose of this essay is to document the development of the American Bandmasters Association's Ostwald Award from its inception in 1955 to the present day. The study addresses several aspects of the award's development, taking into account more localized evolution in regard to the award's history, purpose, compositional specifications, and the procedures employed to select the winning composition and composer. Ultimately, the discussion focuses not only on how the award is presented in accordance with its own purposes but the objectives of the American Bandmasters Association. The data for this study are collected through two different methods. The primary method of data collection involves an examination of documents and other associated materials located in the ABA Archive at the University of Maryland. A secondary method of interviews is utilized in order to augment the written record and overcome its deficiencies. Participants in the study include Ostwald Award Committee members and chairs both past and present. While the Ostwald Award has recognized forty-seven compositions since its inception, no formal consideration of the award's history and contribution to the wind band repertoire has been undertaken. Such is the aspiration of this essay.

He, Chusu. "Public procurement : award mechanisms and implementation process." Thesis, Loughborough University, 2018. https://dspace.lboro.ac.uk/2134/35792.

Full text
Abstract:
This thesis investigates the choice of award mechanism and the process of implementing the award of contracts in public procurement. Public procurement is an activity conducted by the public sector to purchase goods and services. Government spending on public procurement accounts for 10% to 25% of GDP in each country (World Bank Group, 2017). Because of its large sharing in government expenditure, public procurement can shed light on important practical policy issues, including those as investigated here: the choice of award mechanism (i.e. the process for selecting contractors); the possibility of costly delays in awarding contracts; and the concern that corruption may lead to inefficient outcomes. This thesis uses public procurement data for the UK and other EU countries plus Iceland and Norway. These countries adopt the same benchmark award mechanisms (the EU benchmark award mechanisms). The EU benchmark award mechanisms are implementations of the award mechanisms defined by the World Trade Organisation (WTO) Agreement on Government Procurement (GPA), which influences the award mechanism arrangement in 88 countries. There are four EU benchmark award mechanisms: the open procedure, the restricted procedure, the negotiated procedure and the competitive dialogue. Few empirical studies have investigated these EU benchmark award mechanisms. This thesis contains three independent and interrelated studies. The first study examines the choice of award mechanism in the UK, using the logit model. The results show that UK public buyers choose award mechanisms that are consistent with the theoretical suggestions. When a contract is complex, a UK public buyer is likely to employ an award mechanism that allows for greater discretion of selection. It also provides evidence that public buyer's experience is an important factor in award mechanism choice. Also based on UK data, the second study compares the decision speed of awarding a contract, using the logit model and survival analysis. It uncovers that delay in contract award is a serious issue for public procurement, as almost half of the contracts in our sample experienced delays in contract awards. The empirical results show that the negotiated procedure (which contains negotiations) is likely to be associated with a more rapid decision speed and a lower probability of delay than the restricted procedure (which does not contain negotiations). Therefore, this study casts doubt on the general expectation of practitioners that negotiation causes delays. The third study explores the relationship between discretion, corruption and competition in public procurement. Based on the revenue equivalence theorem and extensive form game, it proposes a game theory model showing that discretion fosters corruption, which in turn depresses the number of bidders and softens price competition. This is a mechanism that the procurement literature agrees but few formal models exist. The OLS estimates show a negative correlation between corruption and the number of bidders and suggest that procuring agents may disguise the impact of corruption by inflating the estimated contract value.

Sherman, Bran, and Jonathan Lipscomb. "Award fees and their relationship to contract success." Thesis, Monterey, California: Naval Postgraduate School, 2015. http://hdl.handle.net/10945/45943.

Full text
Abstract:
Approved for public release; distribution is unlimited
Award fee contracts are applicable when objective criteria are neither feasible nor effective. They were heavily used to incentivize contractor performance in the procurement of major defense acquisition programs (MDAPs) until 2005, when the Government Accountability Office (GAO) released Report 06-66. The report caused the Department of Defense to shy away from using award fee contracts, resulting in a usage decrease by 46% in 2007 and 85% in 2008. The purpose of this research is to determine whether a relationship exists between award fee contracts and contract success as measured by earned value management (EVM) or contractor performance ratings. Data was collected from a sample of contracts from a major Navy command. Six contract observations were identified as successful contracts, with one contract being labeled a failure. Further analysis showed a positive correlation between award fee decisions and contractor performance ratings on the successful contracts. Although the findings are encouraging, they were not statistically significant due to the small sample size.

In recent years, designs by Taiwan firms have won recognitions in many world-known awards such as G-mark, iF, IDEA or reddot. Design capability of a corporate is considered to be a key factor in winning the design awards, which, on the other hand, is an indication of the enterprise’s competitiveness. Since 2004, The Industrial Development Bureau (IDB) of the Ministry of Economic Affairs, in view of the importance of design awards, has subsidized Taiwan Design Center (TDC) to guide and assist Taiwan firms to participate in international design competitions; and hence taking world-known design competitions has become another way for Taiwan firms to get publicity. In order to further explore the relationships between design capacity and design award winning, this study aims to: 1) construct an evaluation framework of corporative design capability with respect to design award winning; 2) investigate the relationships between corporate design capability and design reward winning; and 3) investigate the value of winning design awards with respect to corporate performance. Firstly, a theoretical model of design capacity evaluation was drafted according to the result of a literature survey. The model’s feasibility was then validated by intensive interviews in case studies and its contents further modified and finalized. Finally, questionnaires were sent to a sample of 34 Taiwan firms winning and not winning design awards during 2004-2006. The firms were asked with question items related to their design capability, award winning, and corporate performance. The main findings of the questionnaire survey are: 1) The main factors of design capacity in winning awards are product form, core technology, material use, and product performance. 2) The biggest advantage for a firm to win awards is the indirect economic gains, such as the raise of corporate reputation, customer satisfaction, corporate creativity, and media exposure. The result of this research can be an important reference for corporations to develop their design capacity and prepare themselves for winning important international design awards.

In-depth report is the integration of various kinds of report form, it must be integrated the complete background of event, analysis the cause of the news, the impact and trend, and reported with the deep thinking. Also, it can state the author’s subjective position and explain the significance of news. In addition to pay attention to the explanation and analysis, in-depth report should emphasis on the application of skills and the arrangement of the story because of its length and numerous of words. The establishments of Golden Tripod Award, Wu Shun-wen Journalism Awards and Excellent Journalism Award are to improve the literacy of media, upright its ethos and set a good example, they are the credible news awards in Taiwan. Seen from the prize winning comments can find out the reasons why the awards can be stood out, mainly because of the choice of the theme, or overall structure of the report, non-mentioned application of narrative skills or the detail description of the plot, characters, environment in the structure, and those are precisely the indispensable factors that a in-depth report needed to attract readers and convey ideas. This study carries on research by the in-depth report awards of Golden Tripod Award, Wu Shun-wen Journalism Awards and Excellent Journalism Award, to understand selection of context and its purpose by type analysis. And on the basis of narrative to explore its detailed structure applications on narrative technique, plot, characters and environment etc. It can be found that the in-depth report awards were with caring traits like making the people's voices heard, taking upon oneself on supervision of the government and enterprise, exploring various uncaring and needed improvements; On narrative techniques, they were gradually got rid of the narrative framework, and added other narrative techniques. Narrative perspectives were no longer paying attention on the author’s omniscient perspective only, but to intersperse the internal focalization perspective in the text, take the perspective of characters to make the voices of the other person heard. The use of time was also more flexible, there were more than order and flashbacks or interleave, to increase the overall changes of structure. On language, characters on discourse language and brief dialogues were gradually added to increase the coverage voices of other "people", and make the report more vivid. Thus it can be seen that the in-depth report awards were applied with deft use of words and narrative skills to some extent.
