The author examines prospects for applying the full-range standard functionalities of automatic proximity identification systems. He discusses their performance capabilities for unique identification of library documents in the library information systems of different scaling plateau; using standards library standard identifiers in non-library information systems; the functionality of automatic proximity identification systems for library automation. The RFID technology plays the key role in developing automatic proximity identification. The library application features are examined from the viewpoint of harmonization with international and RF standards of automatic proximity identification systems. Developing the Internet of things concept gives into a new communication environment emerging based on the automatic proximity identification. This technology's standard capabilities may significantly expand the functionality of library automation. Integration of library information systems with global automatic identification systems is on agenda which is evidenced by the logic of development of information systems and library RFID.The article is written within the framework of the State Order № 730000F.99.1.BV09АА00006.

The system cancels the mechanical or hydraulic connection between the steering wheel and the front wheels, which existed in the original steering system, optimizing the adaptation of the loaders steering systems road feeling to its working conditions, convenient for the integration with other systems, and harmonization of control. This paper puts forward a new measurement of a steer-by-wire system steering angel. It aims at more accurate corner detection, will design to optimize loader's steer-by-wire hydraulic system signal detection, and better meet the actual needs.

AbstractThe author’s aim is to reflect on the cartographic modelling of historical borders based on the example of the series “Historical Atlas of Poland. Detailed maps of the 16th century” (HAP). HAP presents secular (state, palatinate, district) and religious borders (dioceses, archdeaconry, deanery, parish). The belonging of historic settlements to administrative units is determined on the basis of written sources. During work on the current volumes of HAP, the borders were reconstructed through their manual interpolation (the so-called linear model). Digital tools enable the automatic generation of administrative units based on settlements in point geometry (Thiessen polygons) or the use of modern divisions (precincts [obręby ewidencyjne]) as a reference to them (semi-automatic method). The article compares and assesses the three mentioned methods of determining historical borders and the possibilities of harmonizing them in relation to contemporary administrative divisions. The source material consisted of 18,357 settlements from the volumes of HAP published so far and 235 parishes for detailed analyses. Precincts were adopted as reference areas due to the possibilities of data harmonization.

Abstract:
The growing number of available optical remote sensing data providing large spatial and temporal coverage enables the coherent and gapless observation of the earth’s surface on the scale of whole countries or continents. To produce datasets of that size, individual satellite scenes have to be stitched together forming so-called mosaics. Here the problem arises that the different images feature varying radiometric properties depending on the momentary acquisition conditions. The interpretation of optical remote sensing data is to a great extent based on the analysis of the spectral composition of an observed surface reflection. Therefore the normalization of all images included in a large image mosaic is necessary to ensure consistent results concerning the application of procedures to the whole dataset. In this work an algorithm is described which enables the automated spectral harmonization of satellite images to a reference scene. As the stable and satisfying functionality of the proposed algorithm was already put to operational use to process a high number of SPOT-4/-5, IRS LISS-III and Landsat-5 scenes in the frame of the European Environment Agency's Copernicus/GMES Initial Operations (GIO) High-Resolution Layer (HRL) mapping of the HRL Forest for 20 Western, Central and (South)Eastern European countries, it is further evaluated on its reliability concerning the application to newer Sentinel-2 multispectral imaging products. The results show that the algorithm is comparably efficient for the processing of satellite image data from sources other than the sensor configurations it was originally designed for.

Abstract:
The CALBC initiative aims to provide a large-scale biomedical text corpus that contains semantic annotations for named entities of different kinds. The generation of this corpus requires that the annotations from different automatic annotation systems be harmonized. In the first phase, the annotation systems from five participants (EMBL-EBI, EMC Rotterdam, NLM, JULIE Lab Jena, and Linguamatics) were gathered. All annotations were delivered in a common annotation format that included concept identifiers in the boundary assignments and that enabled comparison and alignment of the results. During the harmonization phase, the results produced from those different systems were integrated in a single harmonized corpus ("silver standard" corpus) by applying a voting scheme. We give an overview of the processed data and the principles of harmonization — formal boundary reconciliation and semantic matching of named entities. Finally, all submissions of the participants were evaluated against that silver standard corpus. We found that species and disease annotations are better standardized amongst the partners than the annotations of genes and proteins. The raw corpus is now available for additional named entity annotations. Parts of it will be made available later on for a public challenge. We expect that we can improve corpus building activities both in terms of the numbers of named entity classes being covered, as well as the size of the corpus in terms of annotated documents.

Goal of this master thesis is to study harmonization based on knowledge of given melody and to design a system which will meaningfully automate this activity. In the work there is covered basics of music theory needed for this topic and previous other approaches to this problematic. There is also covered machine learning, neural networks and recurrent neural networks. In the end, there is outlined design of the system, how to make it work and how to use it. Three experiments were executed with the system. Harmonization of the melodies were unpleasant though. A possible cause might be relatively small used neural network of the system.

This Thesis is focused on the arranging of the melody, which is accompanied by jazz chords. It deals with creating a more harmonious voices using Block Voicing method. Distribution to target notes and passing notes is made using techniques of constraint programming (CSP). Passing notes are reharmonized by dominant seventh chord or by parallel chord. Using CSP a bass part is also created. To solve CSP is used Gecode library. The harmonious voices are arranged by Four Part Close Voicing. The application result is a tool for the music arranger.

Painting style transformation aims at producing a painting of one artist’s style from picture or other paintings. In the previous works of example-based painting style transfer, users have to select patches which describe painting style best from example patches manually. It is time-consuming and subjective for a user to select proper patches from a large number of patches. This paper developed a patch-based approach for rendering example-based images without requiring user intervention to find appropriate patches in the synthesis process. We use mean shift segmentation and texture re-synthesis methods to construct the artistic database which enables users to synthesize images according to selected painting style. Moreover, seven important painting features are proposed in finding adequate correspondences between source image and database. The synthesized output images are generated by patch-based sampling method after the correspondence has been found. We also introduce a color harmonization method to change the original result according to different color harmony scheme. Experimental results show the feasibility of the proposed approach by demonstrating the synthesis results from different types of source images to painting style of Vincent van Gogh.

In the last decades, the globalization introduced significant changes in the product’s lifecycle. A worldwide market advantageously offered a vast range of Products, both in terms of variety and quality. In consequence, markets progressively demand highly customized products with short life cycle. Computational resources provided an important contribute to maintain Manufacture competitiveness and a rapid adaptation to paradigm change from mass production to mass customization as well. In this environment, Enterprise and Product modeling were the best response to new requirements like flexibility, agility and intense dynamic behavior. Enterprise Modeling enabled production convergence to an integrated virtual process. Several enterprises clearly assumed new formats like Extended Enterprises or Virtual/Agile Enterprises to guarantee product and resources coordination and management within the organization and with volatile external partners. By the other hand, Product modeling suffered an evolution, with traditional human based resources (like technical drawings) migrating to more skilful computational product models (like CAD or CAE models). Product modeling, together with an advanced information structure, has been recognized by academic and industrial communities as the best way to integrate and co-ordinate in early Design stages the various aspects of product’s lifecycle. An early and accurate product specifications settlement is the direct consequence of the product models enrichment with additional features. Therefore, Manufacture specifications – for longtime included in technical drawings or text based notes – need to re-adapt to such reality, namely due to missing integration automation and computational support. Recent enhancements in standard product models (like ISO 10303 STEP product data models) made a significant contribution towards product knowledge capture and information integration skills. Nevertheless, computational integration issues arise because multiple terminologies are in use along Product Life Cycle, namely due to different team backgrounds. Besides, the advent of internet claimed semantic capabilities in standard product models to a better integration with Enterprise agents. Ontologies facilitate the computational understanding, communication and seamless interoperability between people and organizations. They allow key concepts and terms relevant in a given domain to be identified and defined in an open and unambiguous computational way. Therefore, ontologies facilitate the use and exchange of data, information, and knowledge among inter-disciplinary teams and heterogeneous systems, towards intelligent systems integration. This work proposed a methodology to support the development of a harmonized reference ontology for a group of enterprises sharing a business domain. This methodology is based on the concept of Mediator Ontology (MO), which assists the semantic transformations between each enterprise’s ontology and the referential one. The methodology makes possible each organization to keep its own terminology, glossary and ontological structures, providing seamless communication and interaction with the others. The methodology foment the re-use of data and knowledge incorporated in the standard product models, as an effective support of collaborative engineering teams in the process of product manufacturability evaluation, anticipating validity of manufacture specifications.
Nas últimas décadas, o advento da globalização introduziu mudanças significativas no ciclo de vida dos produtos. Um mercado mundial passou a oferecer vantajosamente uma gama alargada de Produtos, tanto em termos de variedade como de qualidade. Como consequência, os mercados passaram a exigir progressivamente produtos muito personalizados e com um ciclo de vida mais curto. O recurso a meios computacionais constitui um contributo importante para manter a competitividade da Manufactura e uma adaptação rápida à mudança de paradigma da Produção em massa para a personalização em massa. Neste ambiente, com muitas novas exigências tais como a flexibilidade, a agilidade e o comportamento extremamente dinâmico, a modelação das Empresas e do Produto foram a melhor solução encontrada para os meios produtivos. A Modelação de Empresas permitiu a convergência da produção para um processo virtual integrado. Várias empresas assumiram claramente novos formatos como Empresas Estendidas ou Empresas Virtuais/Ágeis de modo a garantir coordenação e gestão do produto e de recursos, quer dentro da organização e quer com parceiros externos voláteis e/ou pontuais. Por outro lado, a modelação de Produto sofreu uma evolução, assistindo-se à migração dos recursos tradicionais de natureza humana (como desenhos técnicos) para recurso a modelos de produtos auxiliados por computador (como CAD ou modelos CAE). A modelação de Produto, juntamente com uma estrutura de informação avançada, tem sido reconhecida pelas comunidades académicas e industriais, como a melhor forma de integrar e coordenar, na fase inicial de Design/Projecto, os multifacetados aspectos do ciclo de vida do produto. Todas estas contribuições permitiram a estipulação de especificações dos produtos com mais antecedência e com melhor precisão. No entanto, ficaria ainda a faltar uma adaptação das especificações de Fabrico - incluídas desde sempre em desenhos técnicos ou em notas baseadas em texto – a essa nova realidade, nomeadamente pela falta de automação, de integração e de possibilidade de suporte computacional adequado. As melhorias recentes em modelos de produto normalizados (como é exemplo o modelo de dados de produto STEP – ISO 10303) deram um contributo significativo para a inclusão de conhecimento e mecanismos de integração de informação adicional acerca do produto. Contudo, subsistiram alguns problemas de integração computacional porque várias terminologias são usadas ao longo do Ciclo de Vida do Produto, tendo em conta as diferentes vocações das equipas de Projecto e Fabrico. Por outro lado, a crescente utilização de Internet começou a necessitar de modelos de produtos com capacidades semânticas, para uma completa e profícua integração com os agentes de Modelos de Empresas Virtuais. As ontologias facilitam o entendimento computacional entre aplicações, e como tal a melhoria da comunicação e interoperabilidade entre pessoas e organizações. As ontologias visaram que conceitos chave e termos relevantes de um determinado domínio fossem identificados e definidos de um modo computacional explicito, normalizado e inequívoco. Assim, as ontologias facilitam o uso e intercâmbio de dados, informação e conhecimento entre equipas interdisciplinares e sistemas heterogéneos, catalizando a integração de sistemas inteligentes. Este trabalho propõe uma metodologia de apoio ao desenvolvimento de uma ontologia de referência, harmonizada para um grupo de empresas que partilhem um domínio de negócios. Esta metodologia é baseada no conceito de Ontologia Mediadora, que possibilita as transformações semânticas entre a ontologia preexistente de cada empresa e a de referência. A metodologia possibilita que cada organização mantenha a sua própria terminologia, glossário e estruturas ontológicas, proporcionando uma comunicação e interacção directa com os outros. Esta metodologia contribui para a reutilização de dados e conhecimentos incorporados nos modelos de produto normalizados, como um apoio efectivo às equipas de engenharia no processo de avaliação da fasebilidade do produto, nomeadamente pela averiguação automática da validade das especificações de fabrico.

A cooperação internacional na troca de informações fiscais é um assunto que se encontra na ordem do dia. Num mundo em que vigoram diferentes sistemas jurídicos de tributação, reúnem-se esforços no sentido da harmonização da tributação de realidades idênticas, com o objetivo de evitar a erosão das receitas fiscais, a dupla tributação internacional, a evasão e fraude fiscais. A Organização para a Cooperação e Desenvolvimento Económico (OCDE) e a Comissão Europeia têm levado a cabo, ao longo do tempo, várias ações e trabalhos para que a troca de informações fiscais entre Estados se torne cada vez mais eficaz. Recentemente, a atuação da OCDE e da Comissão Europeia revelou-se muito mais ambiciosa com a criação de um padrão global de troca automática de informações relativas a contas financeiras, o denominado “Standard for Automatic Exchange of Financial Account Information in Tax Matters”. Este novo standard, largamente inspirado na legislação americana do FATCA, trouxe consigo o CRS “Common Reporting Standard”, que promete revolucionar todo o compliance no sector financeiro e ditar o fim ao sigilo bancário na sua plenitude. Na presente dissertação, procuraremos ilustrar o quadro atual da troca de informações fiscais entre Estados e os novos avanços, particularmente no que respeita a informação relativa a rendimentos financeiros. O nosso objetivo é prestar um contributo para o estudo dos novos instrumentos que disciplinam a troca de informação em matéria fiscal – FATCA, CRS e Diretiva da Cooperação Administrativa.
International Cooperation in the exchange of tax information is a subject that is on today’s agenda. In a world where there are different legal taxation systems, efforts are made towards harmonization of taxation of identical realities, in order to prevent the erosion of tax revenues, double taxation, tax evasion and fraud. The Organisation for Economic Cooperation and Development (OECD) and the European Commission, have been taking over time different actions for the exchange of tax information between States to become increasingly effective. Recently, the work of the OECD and the European Commission proved to be much more ambitious with the creation of a global standard for automatic exchange of information relating to financial accounts, the so-called "Standard for Automatic Exchange of Financial Account Information in Tax Matters". This new standard, largely inspired by the American FATCA legislation, brought the CRS "Common Reporting Standard", which promises to revolutionize the entire compliance in the financial sector and spell the end of banking secrecy in its fullness. In this dissertation, we will try to illustrate the current context of the exchange of tax information between States and the new developments, particularly in respect of information relating to financial income. Our goal is to make a contribution to the study of these new instruments governing the exchange of information in tax matters - FATCA, CRS and Directive on Administrative Cooperation.

This chapter is devoted to cross-border principles. It begins with an examination of two sets of opposing principles: unity of proceedings versus plurality and universality or territoriality in the administration of the debtor's assets in insolvency. This is followed by an examination of two major instruments: the widely adopted 1997 UNCITRAL Model Law on Cross-Border Insolvency and the EU Insolvency Regulation (recast), approved in 2015 and incorporating numerous significant changes to the former EC Regulation. The Model Law is concerned with recognition of foreign insolvency proceedings, carrying with it an automatic stay of local proceedings, and the status of foreign administrators and duties of co-operation with foreign courts and foreign administrators. The EU Insolvency Regulation (recast) is primarily a conflict of laws regulation governing jurisdiction and the law applicable to insolvency matters.

Abstract:
Automatic melodic harmonization tackles the assignment of harmony content (musical chords) over a given melody. Probabilistic approaches to melodic harmonization utilize statistical information derived from a training dataset, producing harmonies that encapsulate some harmonic characteristics of the training dataset. Training data is usually annotated symbolic musical notation. In addition to the obvious musicological interest, different machine learning approaches and algorithms have been proposed for such a task, strengthening thus the challenge of efficient and effective music information utilization using probabilistic systems. Consequently, the aim of this chapter is to provide an overview of the specific research domain as well as to shed light on the subtasks that have arisen and since evolved. Finally, new trends and future directions are discussed along with the challenges which still remain unsolved.

Abstract:
Since the inception of the European integration process, the Franco-German axis is considered to be a major driving force. Even today, Europe moves faster in the presence of an entente between France and Germany. However, the harmonization of German and French positions is not quasi-automatic as it used to be. The desynchronization that occurred over time is based on various factors such as the German unification, the EU's enlargements, and the change in German self-perception. One of the contexts in which the divergences between Paris and Berlin can be seen is related to the Euro zone rescue operations. Germany came to the fore in the resolution process and made clear her preferences, which are not always truly supported by France. The drifting-apart that started after the end of the Cold War thus continues.

Abstract:
The chapter analyzes the power supply restoration time. The analysis shows that this time consists of the time for obtaining information about failure, the time of information recognition about failure, the damage repair time and the time of connection and disconnection harmonization. Each of them, in turn, is also considered in more detail that allows identifying reserves to reduce the power supply outage time. The chapter proposes reducing the power supply restoration time by going to the monitoring system combination of both operating modes and technical condition of power networks. Based on the study results, there are methods allowing to reduce the power supply outage time of rural consumers by means of automating rural electrical networks and improving the operating mode monitoring of power supply systems. The chapter also suggests a set of devices that allows to implement the proposed methods.

Yet the application of OSM to land use and land cover (LULC) mapping is still largely unexploited due to problems with inconsistencies in the data and harmonization of LULC nomenclatures with OSM. This chapter outlines an automated methodology for creating LULC maps using the nomenclature of two European LULC products: the Urban Atlas (UA) and CORINE Land Cover (CLC). The method is applied to two regions in London and Paris. The results show that LULC maps with a level of detail similar to UA can be obtained for the urban regions, but that OSM has limitations for conversion into the more detailed non-urban classes of the CLC nomenclature. Future work will concentrate on developing additional rules to improve the accuracy of the transformation and building an online system for processing the data.

Today, organizations have to deal with the integration of applications across company borders, and must support collaboration of business processes between organizations in networked environments that are seamless, flexible and interoperable. This characteristic of horizontality, where one application embraces more than one domain of activity, is frequently found and raises the need for integration and cooperation between multiple standard application protocols and business objects. However, a standard for data representation cannot cove the whole range of activities one application needs to handle. This paper contributes by proposing a framework that supports interoperability in distributed heterogeneous networked environments, assisting in the integration of reference models described following dissimilar methodologies. This framework assists in the automatic mapping between ISO10303 STEP, UML and XML models. The proposed work results from research developed and validated in the scope of the IMS SMART-fm project (www.smart-fm.funstep.org, www.ims.org), involving partners from USA, Europe, Canada and Australia, using emerging approaches for modeling and technology.

Additive manufacturing is gaining new impetus due to decreasing costs for additive manufacturing machines and materials, and the continuous improvement of additive manufacturing technology itself. The integration of modern internet technologies paves the way for a globally distributed additive manufacturing, but recently used data formats fall short to offer consistent solutions to address current and future requirements for efficient distributed additive manufacturing. The integration of the standardized 3D data format JT (ISO 14306) in distributed additive manufacturing enables the deployment of additive manufacturing processes based on open standards with a suitable integration in established engineering applications. Different geometry representations, integration of meta data, harmonization with other standardized data formats like STEP and the prevalence in industry lead to the usage of one standardized 3D data format for all engineering downstream processes. In this paper, two approaches for the integration of JT based on automated conversion and JT based slicing and tool path generation are introduced and validated. The utilization of web services enables the controlling and monitoring of additive manufacturing processes on mobile devices, independent of the location, for an efficient collaboration on a global scale.

In implementation of the Bucharest Convention (http://www.blacksea-commission.org/), the first regional List of Black Sea (BS) Hot Spots (HSs) has been prepared in 1996. It included municipal and industrial sources of pollution located in the BS coastal zone. Since then, the regional HSs List has not substantially changed, although a few non-harmonised revisions have been undertaken at national levels. The non-harmonization occurred due to the lack of an agreed regional methodology, which would clearly specify the term ‘hot spot’ and give criteria for HSs identification and ranking in support of decision-making in BS protection. Recognising this gap in the knowledge-based management of BS land-based sources of pollution (LBSs), in 2015we developed such a methodology and undertook revision of the regional BS HSs List. To automate the HSs Methodology application we developed a unique BS LBSs Database and a HSs software. This paper presents our approach to hot spots evaluation, which is applicable to any other sea. Results of identification and prioritization of BS HSs are discussed in view of their crucial role in managing risks to coastal regions and in investment planning aimed at reduction of BS pollution.

Abstract:
Increased production rates and cost reduction are affecting manufacturing in all sectors of the mobility industry. One enabling methodology that could achieve these goals in the burgeoning “Industry 4.0” environment is the deterministic assembly (DA) approach. The DA approach is defined as an optimized assembly process; it always forms the same final structure and has a strong link to design-for-assembly and design-for-automation methodologies. It also looks at the whole supply chain, enabling drastic savings at the original equipment manufacturer (OEM) level by reducing recurring costs and lead time. Within Industry 4.0, DA will be required mainly for the aerospace and the space industry, but serves as an interesting approach for other industries assembling large and/or complex components. In its entirety, the DA approach connects an entire supply chain—from part manufacturing at an elementary level to an OEM’s final assembly line level. Addressing the whole process of aircraft design and manufacturing is necessary to develop further collaboration models between OEMs and the supply chain, including addressing the most pressing technology challenges. Since all parts aggregate at the OEM level, the OEM—as an integrator of all these single parts—needs special end-to-end methodologies to drastically decrease cost and lead time. This holistic approach can be considered in part design as well (in the design-for-automation and design-for-assembly philosophy). This allows for quicker assembly at the OEM level, such as “part-to-part” or “hole-to-hole” approaches, versus traditional, classical assembly methods like manual measurement or measurement-assisted assembly. In addition, it can increase flexibility regarding rate changes in production (such as those due to pandemic- or climate-related environmental challenges). The standardization and harmonization of these areas would help all industries and designers to have a deterministic approach with an end-to-end concept. Simulations can easily compare possible production and assembly steps with different impacts on local and global tolerances. Global measurement feedback needs high-accuracy turnkey solutions, which are very costly and inflexible. The goal of standardization would be to use Industry 4.0 feedback and features, as well as to define several building blocks of the DA approach as a one-way assembly (also known as one-up assembly, or “OUA”), false one-way assembly, “Jig-as-Master,” etc., up to the hole-to-hole assembly approach. The evolution of these assembly principles and the link to simulation approaches are undefined and unsolved domains; they are discussed in this report. They must be discussed in greater depth with aims of (first) clarifying the scope of the industry-wide alignment needs and (second) prioritizing the issues requiring standardization.
