Abstract:
Italy's transformation in little more than a century from a backward, agricultural periphery to one of the world's leading countries is one of economic history's success stories. Especially successful were the "economic miracle" years of 1950–1963, during which Italy maintained rates of growth second only to those of Japan and Germany and largely completed the structural transition to a modern, industrial economy. Rolf Petri argues that this success was built on a foundation laid in the 1930s and '40s by the fascist policy of autarchia. Autarchy policy identified and gave a decisive push to precisely those industries that proved most dynamic in the economic miracle. Employing a wide range of tools, from macroeconomic policy, through administrative control of foreign trade and the allocation of credit, to direct participation in the form of state-owned enterprises, the fascist regime created and nurtured firms, supported research and development activities, and encouraged investment in new physical plant and licensing of foreign technology. While the author eschews any statements about whether autarchia was necessary, good, or efficient and does not hide its shortcomings and failures, the flavor of this account is nonetheless positive. This contrasts with most other assessments, which have deemed autarchy policy contradictory and ad hoc, the cause of enormous waste and gross misallocation of resources.

Questo rapporto mette a confronto gli istituti di autorità accessorie ei poteri impliciti nello sviluppo della teoria sulle competenze amministrative delle agenzie di regolamentazione brasiliane. La definizione della giurisdizione accessoria della FCC è stata descritta sulla base delle sentenze della Corte Suprema degli Stati Uniti e della Corte d'Appello del Distretto di Columbia. Sono state presentate lezioni dottrinali e dichiarazioni dei Ministri della Corte Suprema Federale brasiliana sul riconoscimento dei poteri impliciti al necessario adempimento dei doveri legali. Risultati – È stata dimostrata la confluenza di questi due filoni teorici per il riconoscimento di competenze non direttamente espresse dalle agenzie di regolamentazione. L'opera contribuisce al riconoscimento delle competenze dell'agenzia di regolamentazione delle telecomunicazioni brasiliana che, sebbene non espressamente previste, emergono come un imperativo per l'adempimento delle responsabilità direttamente attribuite dalla legge a tale autarchia. L'articolo presenta un istituto giuridico attuale di tradizione nordamericana la cui applicazione all'area delle telecomunicazioni brasiliana non è ancora risolta, nonostante la sua compatibilità con concetti già accettati nel diritto brasiliano.

ResumoA presente pesquisa tem por objetivo o estudo comparado do poder municipal brasileiro e do poder autárquico angolano, importantíssimas estruturas do poder local. Enquanto o município brasileiro possui quase 200 anos de desenvolvimento num Estado independente, as autarquias angolanas se encontram em processo de implementação num Estado que alcançou a independência há menos de meio século. Ademais, os municípios brasileiros se constituem em realidade fática, enquanto que as autarquias angolanas serão implementadas no curto prazo, a dispor, por enquanto, do seu arcabouço normativo. Utiliza-se o método dedutivo e pesquisa bibliográfica e documental, a perscrutar a hipótese de uma elevada autonomia autárquica e municipal, comparativamente. Para tanto, se analisa o desenvolvimento dessas instituições com base nas respectivas constituições, levando-se em consideração as diferentes tipologias de Estado. Na sequência, analisa-se, concretamente, a autonomia do poder municipal e autárquico, nas dimensões auto-organizatória, política, administrativa, legislativa e financeira. Os resultados demonstram as aproximações e diferenças nas realidades comparadas, a concluir que as respectivas distinções refletem as particularidades e singularidades do poder municipal e autárquico, confirmando-se, em parte, a hipótese.Palavras-chave: Autarquias locais angolanas; município brasileiro; poder local. AbstractThe present research has as objective the comparative study of the Brazilian municipal power and the Angolan autarchic power, very important structures of the local power. While the Brazilian municipality has almost 200 years of development in an independent State, Angolan autarchies are in the process of being implemented in a State that achieved independence less than half a century ago. Furthermore, Brazilian municipalities are a factual reality, while Angolan autarchies will be implemented in the short term, with their regulatory framework available for the time being. The deductive method and bibliographical and documental research are used, to investigate the hypothesis of a high municipal and municipal autonomy, comparatively. Therefore, the development of these institutions is analyzed based on their respective constitutions, taking into account the different types of State. In the sequence, the autonomy of the municipal and autarchic power is analysed, concretely, in the self-organizing, political, administrative, legislative and financial dimensions. The results demonstrate the approximations and differences in the compared realities, concluding that the respective differences reflect the particularities and singularities of municipal and autarchic power, confirming, in part, the hypothesis.Keywords: Angolan local autarchies; Brazilian municipalities; local power.

Autarchy is an economic system in which the state refuses any commercial connection with the outside, solely relying on its own resources. In an autarchic economy, the state does not participate in the international economic life, is not part of any regional and/or global economic organization and does not export or import goods. The characteristics of a closed, autarchic economy are: 1). the state does not take into account the progress of the world economy, 2). the state lacks involvement in the international economy, 3). economic independence is pursued by drastically reducing or canceling imports and exports, 4). the state solely relies on its own resources. This economic system can lead to: a). a pronounced economic decline, due to the impossibility of the state to provide the necessary goods and services for the population’s livelihood, b). a decrease in national incomes, considerable decrease in GDP, c). an increase in the state’s access to domestic natural resources, which in turn leads to an increased chance of their depletion, d). social instability.

Abstract:
In the Western tradition, life has been defined within the idea of reflexivity and unity. These two features of life are intertwined in what I call the Bio-Theo-Political Paradigm of autarchy, in which living beings are defined primarily as self-sufficient entities. The perfect living being, thus, will be the most autarchic, one that can achieve perfect unity within its own self- referred dynamics. This perfect living being is God, and Western theology (both Greek and Christian) conceptualized God as “thought of thought”, for only the intellect can achieve a pure reflexive unity. However, Plotinus and Jean-Paul Sartre (two very different philosophers, coming from very different traditions and in very different contexts) showed the difficulties of such a definition of God. This paper aims at problematizing the Bio-Theo-Political Paradigm of autarchy by showing its inconsistency when reaching the idea of a perfect living being. In doing so, a need to rethink life and God is fostered, a need that Christian Theology in particular should face in order to build a theology of a Trinitarian living God.

Abstract:
Typifying historical populations using anthropometric indicators such as height, BMI and weight allows for an analysis of the prevalence of obesity and malnutrition. This study evaluates secular changes in height, weight and body mass for men cohorts at 21 years old, born between 1934 and 1954 who were called up between 1955 and 1974, in the city of Madrid, Spain. In this study we prove the hypothesis that anthropometric variables increase thanks to improvement in diet and significant investments in hygiene and health infrastructure during the 1960s. The results of our analysis show a positive secular change in the trends for height (an increase of 4.67 cm), weight (6.400 kg) and BMI (0.90 Kg/m2), the result of a recovery in standards of living following the war and the autarchy of the 1940s. We also observed a slight trend towards obesity and a reduction in underweight categories at the end of the period is also observed. In conclusion, the secular trends of anthropometric variables in the city of Madrid reflect the recovery of living standards after the deterioration of the nutritional status suffered during the Spanish Civil War (1936–1939) and the deprivation of the autarchic period.

Lo studio analizza le italianizzazioni forzose in epoca di regime e rende conto del dibattito lessicografico, giornalistico e accademico che per decenni le ha accompagnate. Il termine di analisi cronologica ad quem è stato fissato al 1943, anno di conclusione dei lavori della Commissione per l'italianità della lingua, mentre il riferimento a quo è il 1905, data di pubblicazione della prima edizione del Dizionario moderno di Panzini. Il XX secolo aprì di fatto le porte a un purismo discordante rispetto alla tradizione, giunto a partire dagli anni Venti all'estremizzazione tipica della temperie fascista, anche in chiave lessicografica. L'affermazione del regime a partire dal 1925 e il tentativo da parte del governo centrale di coinvolgere le masse nell'affermazione e nell'esaltazione dei valori nazionalistici incarnati e stereotipati dal fascismo ebbero un inevitabile effetto non solo su una politica linguistica attiva su più fronti, ma anche sulle esperienze lessicografiche e giornalistiche coeve. Ma prima di diventare nel 1941 una questione prettamente politica, e di riflesso accademica, la lotta ai forestierismi fu un fenomeno che vide protagonisti gli italiani, lettori delle rubriche sulle terze pagine dei quotidiani, che non di rado parteciparono attivamente alla campagna puristica, come testimoniano la corposa corrispondenza rinvenuta nell'archivio di Paolo Monelli (cfr. cap. 4.4), autore di Barbaro dominio e tra i più noti esponenti del movimento puristico-autarchico, o alcuni esperimenti giornalistici come il concorso del quotidiano romano «La Tribuna» istituito con lo scopo di eliminare i forestierismi «che inquina[va]no la nostra lingua». Alla realtà accademica, chiamata in causa solo nel dicembre del 1940 con la legge n. 2042, e all'intervento politico, frastagliato in una serie di provvedimenti sconnessi e progressivamente inaspriti a partire dal 1923 (cfr. cap. 2), si affiancò a partire dal 1924 una lessicografia specifica e un filone giornalistico peculiare che si nutrivano del rapporto, se non esplicitamente dei suggerimenti, dei "nuovi italiani" di Mussolini (il tema è approfondito al cap. 4.2).

In the area of interest of the present dissertation it has been tried to examine the meanings that the notion of autarkeia acquires in the philosophical thought of Aristotle, dealing initially with the problems concerning the ethical and political aspects of the term, that is the meaning that it acquires when it is referred to mankind, which on the other hand had already been examined by scholars, and then linger over the aspects of biology and Metaphysics. Just these latter, in fact, until now had not been taken in consideration in a principal manner by scholars, and it is also because of this that it had explicitly been tried to conduct a research on autarkeia as most complete as possible, that is such to consider all of its recurrences in Aristotle.
Nell’ambito della presente dissertazione si è cercato di esaminare i significati che la nozione di autarkeia assume nel pensiero filosofico di Aristotele, affrontando preliminarmente i problemi concernenti gli aspetti etici e politici del termine, ovvero il significato che esso assume quando viene riferito all’uomo, che peraltro era già stato esaminato dagli studiosi, e soffermandosi poi sugli aspetti fisici, della biologia e della filosofia prima. Proprio questi ultimi, infatti, fino ad ora, non erano stati presi in esame in modo precipuo dagli studiosi, ed è anche per questo che si è esplicitamente tentato di condurre un’indagine sull’autarkeia che fosse più completa possibile, ovvero tale da considerare tutte le sue occorrenze in Aristotele.

J'ai ensuite examiné ses dimensions physiques, biologiques et métaphysiques, qui n'avaient pas, jusqu'à présent, été traitées par les chercheurs. C'est précisément pour cette raison que j'ai explicitement tenté de mener une enquête relative à la notion d' autarkeia qui soit la plus complète possible, en prenant en considération toutes ses occurrences chez Aristote.

Este trabalho assentou nos pressupostos de várias teorias, designadamente, a teoria da agência e a teoria da escolha pública, e tem como objetivos principais por um lado, perceber se a informação económico-financeira divulgada pelas autarquias influencia a reeleição do autarca e em caso afirmativo que tipo de informação exerce essa influência. Por outro lado, perceber se o tipo de informação que influencia a reeleição do autarca varia com o tamanho da autarquia. Face aos resultados obtidos, é difícil concluir de forma clara e conclusiva em relação a estes objetivos, pois diferentes variáveis económico-financeiras influênciam de forma diferente as diversas subamostras nos dois períodos eleitorais.
This work was based on the assumptions of many theories, namely, agency theory and the theory of public choice, and its main objectives, realize if economic and financial information disclosed by the authorities influences the re-election of the mayor and if so what kind of information exerts such influence. On the other hand, to understand the type of information that influences the re-election of Mayor varies with the size of the municipality. Considering our results, it is difficult to conclude clearly and conclusively towards these goals, as different economic and financial variables influence differently the various sub-samples in the two election periods.

L’analyse sociologique permet de montrer que si leur corps, leur sensibilité demeurent profondément japonais, le parcours d'adaptation des migrants diverge considérablement selon leur position dans la société d'origine, contribuant à l'éclatement de la population en une multitude de groupes. Cela est dû au caractère particulier du mouvement migratoire : il s'agit en effet d'une migration temporaire de pays riche à pays riche qui permet aux japonais résidant en France de rester en dehors de la lutte pour la définition de l'identité française.

A reduzida literatura sobre a temática da presente investigação apenas avalia se a informação contabilística tem impacto sobre os resultados eleitorais, em particular, nos governos locais (Brusca & Montesinos, 2006; Fernandes, Gomes, & Silva, 2012; Feroz & Wilson, 1994; Ingram & Copeland, 1981). Não temos conhecimento de nenhum estudo que avalie a influência da informação contabilística e de fatores socioeconómicos na reeleição dos autarcas, em particular, em Portugal. Dadas as reformas introduzidas na contabilidade pública pelo movimento do New Public Management, desde os anos 90 do século passado e o facto de as autarquias locais gozarem de autonomia orçamental e constituírem o único subsetor da Administração Pública com eleição direta dos seus representantes, acreditamos que existem razões suficientes para avaliar se, tal como preconizam as teorias da agência e da escolha pública, a informação contabilística influencia a reeleição dos autarcas em Portugal. Pelo que partimos da questão de investigação: A informação contabilística influencia a reeleição dos autarcas portugueses? Para além de aferir sobre a influência da informação contabilística na reeleição, também é igualmente importante introduzir na investigação o estudo da influência de fatores sociais e económicos na reeleição. A metodologia seguida é quantitativa, utilizámos a técnica estatística de regressão logística e efetuámos uma análise multivariada de dados, considerando os municípios portugueses, no período compreendido entre 2005 e 2008 e no período compreendido entre 2009 e 2012. A amostra inicial foi ainda subdividida em duas subamostras: (i) municípios de pequena dimensão e (ii) municípios de média e grande dimensão. Não obstante os resultados não terem demonstrado significância estatística para todas as variáveis incluídas no modelo, verificamos que determinadas variáveis de natureza contabilística e alguns fatores socioeconómicos apresentam probabilidade de influenciar a reeleição.
The reduced literature on the subject of this research only assesses whether accounting information has an impact on electoral results, particularly in local governments (Brusca & Montesinos, 2006; Fernandes, Gomes, & Silva, 2012; Feroz & Wilson, 1994; Ingram & Copeland, 1981). We are not aware of any study that evaluates the influence of accounting information and socioeconomic factors on the re-election of mayors, particularly in Portugal. Given the reforms introduced in public accounting by the New Public Management movement since the 1990s and the fact that local municipalities enjoy budgetary autonomy and are the only subsector of the Public Administration with direct election of their representatives, we believe that there are sufficient reasons to assess whether accounting information influences the re-election of the local mayors in Portugal, as advocated by the agency and public choice theories. So, we start from the question of investigation: Does accounting information influence the re-election of Portuguese mayors? In addition to assessing the influence of accounting information on re-election, it is equally important to study the influence of social and economic factors on reelection. We used the quantitative methodoloy, the statistical technique of logistic regression and performed a multivariate analysis of data, considering the Portuguese municipalities, in the period between 2005 and 2008 and in the period between 2009 and 2012. The initial sample was further subdivided into two subsamples: (i) small municipalities and (ii) municipalities of medium and large size. Although the results did not show statistical significance for all variables included in the model, we verified that certain accounting variables and some socioeconomic factors are likely to influence the re-election.

La Constitution portugaise établit une vaste autonomie locale aux autarcies locales au sein de l'organisation étatique. Elle crée un intérêt local propre à chaque autarcie locale qui coexiste avec l'intérêt général car il bénéficie de la protection de la Constitution. L'intérêt local autarcique est un intérêt autonome. Sa représentation appartient à chaque autarcie locale. La municipalité se distingue parmi les autarcies locales par l'importance de ses compétences et par la singularité de son fonctionnement. Ses deux organes sont élus directement créant une tension quant à leur légitimité démocratique, bien que la Constitution établisse que la Chambre municipale répond devant l'assemblée. Selon la Constitution, l'exécutif municipal est un organe collégial élut proportionnellement et son président est le premier candidat de la liste la plus votée. Il est de fait un organe, bien que la Constitution de la loi ne le reconnaisse pas comme tel. Ses compétences propres sont vastes mais trois de ses compétences font la différence. Elles lui donnent une suprématie sur l'organe qui empêche son fonctionnement collégial
The Portuguese Constitution grants a large autonomy to the local communities in the context of the State organisation. The Constitution recognizes a local interest regarding each local community, which exists alongside with the general interest and under the protection of the Constitution. The autarchy's interest is autonomous. The municipality bas a prominent role in the autarchy's organisation because of its competences and its singular functioning. Both organs are directly elected witch creates tension concerning their democratic legitimacy although the Constitution stipu1ates that the executive is accountable before the assembly. The Portuguese Constitution states that the municipal executive operates collectively, is elected by a proportional system and bas a president that is the first candidate in the most voted list. In fact, the Constitution and the law do not recognise him as an organ. Although he has vast competences, three of those competences make all the difference. They block the organ from operating collectively

AbstractThe paper aims to present an illiberal variant of non-territorial autonomy (NTA) by focusing on the historical example of the autonomist proposals developed during the 1930s in Czechoslovakia by the far-right Sudeten German Party (Sudetendeutsche Partei, SdP). Known under the joint title Volksschutzgesetze (Laws for the Protection of Nationality), the six draft laws that the SdP presented to the Czechoslovak Parliament in 1937 foresaw a far-reaching re-organisation of the state along national lines and on a purely non-territorial basis. As such, the SdP’s legal demands can be treated as a clear example of NTA. At the same time, they may also be viewed as an instance of a radical nationalist and openly illiberal adaptation of the concept. Informed by contemporary völkisch sociological, legal and political thought, the bills aimed at transforming Czechoslovakia into a federation of largely autarchic ethno-national communities. This was to be done on the basis of an involuntary, binding and essentialising definition of nationality and a fundamentally illiberal conception of collective rights, in which the rights of the national group came before those of their individual members. The envisaged scope of national self-rule was furthermore meant to extend far beyond the confines of culture and education, encompassing a wide array of other spheres of life also considered to be essentially ‘national’. Lastly, the Volksschutzgesetze also effectively negated Czechoslovakia’s self-understanding as a nation-state by transposing the notion of sovereignty from the whole of its citizenry to the individual ethnic groups inhabiting it. In clear contrast to the 1925 Estonian Law on Cultural Autonomy as the model interwar example of NTA, they were thus effectively at odds with both liberal democracy and the nation-state.

In the first Italian industrial take-off between the late nineteenth and early twentieth centuries, the economist Gino Borgatta, a pupil of Luigi Einaudi, was among the most convinced supporters of free trade policy. However, this attitude evolved during the thirties, when protectionism was presented by Borgatta as an instrument that, under certain conditions and within autarchic politics, could be profitably used to reach political as well as economic objectives. Similarly, corporatism was also presented as not necessarily limiting private initiative, demonstrating Borgatta’s attempt to reconcile his past as a supporter of free trade with his new role as consultant to the Fascist regime.

The chloroform concentrates of this plant shown best antimicrobes movement against chose organisms. Abstract:
Public access to government information is an important aspect of modern society that allows an active participation of the population in monitoring government actions. Decree No. 8.777, signed on May 11, 2016, establishes the Open Data Policy of the Brazilian Federal Government. From this, the entities of the federal public administration, autarchic and foundational are obliged to make data available in open format. However, many of these institutions are failing to meet the commitments set out in the Decree. One possible explanation for this low number is the need for the technical team to have a good knowledge of their information systems and current legislation, allied to the difficulty of extracting the data, since in most institutions the whole process of data extraction, processing and publication of open data is done manually. In this sense, this work presents the OpenData Processor, an automation tool for the process of extracting, publishing and updating open data that brings agility in the publication and periodical updating, saving time and facilitating the management of open data portals.

After the urban stagnation that supposed the autarchic stage, began the true urban "boom" that would double the urbanized area of ​​the city of Valencia. From the radio-concentric structural solution proposed by the PGOU of 1946, new urban and industrial development axes were established, the western one being Manises-Quart de Poblet-Aldaia, specialized in the metal industry. But the Plan was not feasible without a network of roads that would give the historic roads the right proportion to their new condition. This is the case of the Camí Reial de Castilla that in 1953 opened to traffic, becoming the new entrance of the road from Madrid to the city of Valencia and the connection with the airport of Manises. This created a great commercial and industrial axis along where large companies would be installed given their good communications with the state capital. This is the case of the Coca-Cola bottler (1958), the metal processing plant FLEX (1961) or the S.E.A.T. subsidiary (1965), all of which are the work of the same architect, Mauro Lleó Serret (1914-2001), who became pioneer in the construction of modern Valencia. It is important to know the architecture that has helped to configure part of our city, in this case the one that connects with its western metropolitan area, giving it a façade that will approach solutions already used by the great masters of architecture like Mies.

Abstract:
The present paper describes a back-fit solution proposed by RWE Technology GmbH for adding passive cooling functions to existing nuclear power plants. The Fukushima accidents have high-lighted the need for managing station black-out events and coping with the complete loss of the ultimate heat sink for long time durations, combined with the unavailability of adequate off-site supplies and adequate emergency personnel for days. In an ideal world, a nuclear power plant should be able to sustain its essential cooling functions, i.e. preventing degradation of core and spent fuel pool inventories, following a reactor trip in complete autarchy for a nearly indefinite amount of time. RWE Technology is currently investigating a back-fit solution involving “self-propelling” cooling systems that deliver exactly this long term autarchy. The cooling system utilizes the temperature difference between the hotter reactor core or spent fuel pond with the surrounding ultimate heat sink (ambient air) to drive its coolant like a classical heat machine. The cooling loop itself is the heat machine, but its sole purpose is to merely achieve sufficient thermal efficiency to drive itself and to establish convective cooling (∼2% thermal efficiency). This is realized by the use of a Joule/Brayton Cycle employing supercritical CO2. The special properties of supercritical CO2 are essential for this system to be practicable. Above a temperature of 30.97°C and a pressure of 73.7bar CO2 becomes a super dense gas with densities similar to that of a typical liquid (∼400kg/m3), viscosities similar tothat of a gas (∼3×105Pas) and gas like compressibility. This allows for an extremely compact cooling system that can drive itself on very small temperature differences. The presented parametric studies show that a back-fitable system for long-term spent fuel pool cooling is viable to deliver excess electrical power for emergency systems of approximately 100kW. In temperate climates with peak air temperatures of up to 35°C, the system can power itself and its air coolers at spent fuel pool temperatures of 85°C, although with little excess electrical power left. Different back-fit strategies for PWR and BWR reactor core decay heat removal are discussed and the size of piping, heat exchangers and turbo-machinery are briefly evaluated. It was found that depending on the strategy, a cooling system capable of removing all decay heat from a reactor core would employ piping diameters between 100–150mm and the investigated compact and sealed turbine-alternator-compressor unit would be sufficiently small to be integrated into the piping.
