One major reform that globalisation has introduced is the reduction in state funding for higher education. Universities have turned to other resources to provide funding and one of these is the recruitment of international students. The focus of this thesis is on contrasting the internationalisation policies of two nations, Australia and the United States, by analysing published policies, statistics and carrying out interviews on two campuses. Two universities, one in Australia and the other in the United States, served as case studies to examine the strategies used to implement these policies. Approximately 100 participants were interviewed, including administrators and faculty members, international and domestic students. Each university featured internationalisation as a goal in its mission statement. By integrating intercultural and global dimensions into the teaching, research and service functions of a university, internationalisation encompasses a multitude of activities that provide an educational experience. While administrators generally stated that the implementation of strategic plans to achieve international goals had been successful, many faculty members, domestic and international students were of the view that international goals were yet to be realised. These contrasting discourses revealed that each university was falling short of achieving its internationalisation goals. Faculty members and domestic and international students expressed dissatisfaction about cultural insensitivity, lack of adequate services that offered housing and emotional/social support, and language barriers. At the same time, each university was achieving some of its internationalisation goals. In conclusion, strategies are suggested that might improve the implementation of internationalisation at both universities.

Abstract:

Global interest in using free trade agreements to expand trade, investment, integration and other linkages has expanded dramatically in the last twenty years. Australia is not alone in this development and has concluded Free Trade Agreements (FTA), with a number of countries, with little division or debate, within Australian society, about their merits. However, the announcement by the Australian Government in December 2000 of its intention to pursue an FTA with the United States ignited significant controversy in the Australian community and exposed deep concerns about the phenomenon of globalization and the future of Australian society. The ensuing debate revealed deep-seated divisions within Australian society.

Utlilizing a combination of Weber’s class-based theory and liberal ideologies (economic, welfare and radical), this research intends to analyze public submissions made to the Australian Parliament Senate Select Committee on the Free Trade Agreement between Australia and the United States (US) in an attempt to identify the reasons for the divisions within Australian society concerning the Australia-United States Free Trade Agreement (AUSFTA). It is expected the results will illuminate the challenges facing both governments and societies alike in a globalizing world and provide fruitful insights for policy makers in future trade negotiations.

Abstract:
This research examines the impact of inter-organisational relationships of public sector events agencies on events tourism strategy making within Australian state/territories. The global expansion of events tourism and sustained interest in networks and relationships as conduits to strategy underpin this topic. Although public sector institutional arrangements exist in many countries including Australia to develop events tourism, there is no known empirical research of inter-organisational relationships for strategy making in this domain. Against this background, the research problem of the thesis is: How and why do inter-organisational relationships of public sector events agencies impact upon events tourism strategy making within Australian states and territories? Based on a review of themes and issues within the two parent theories of tourism strategy and inter-organisational relationships, a theoretical framework and four research issues are developed. These issues are: RI 1: How does the public sector institutional environment impact upon events tourism strategies and the inter-organisational relationships that shape them, and why? RI 2: How do events tourism strategy forms and processes reflect and influence events agencies' inter-organisational relationships, and why? RI 3: What are the forms and characteristics of events agencies' inter- organisational relationships for shaping events tourism strategies, and why? RI 4: What are the incentives and disincentives for events agencies to engage in inter-organisational relationships for events tourism strategy making, and why? Because this research explores a new field within events tourism, it adopts a realism paradigm to uncover the 'realities' of events agencies' inter-organisational relationships and strategies. Two qualitative methodologies are adopted: the convergent interview technique (Carson, Gilmore, Perry, and Gronhaug 2001b; Dick 1990) and multiple case research (Perry 1998, 2001; Yin 1994). The convergent interviews serve to explore and refine the theoretical framework and the four research issues investigated in the multiple case research. These cases are represented by the inter-organisational relationships of events agencies in six Australian states/territories. Findings about the public sector institutional environment (research issue 1) show that events tourism strategies are influenced by different public sector policies and influences, the organisational arrangements for events tourism, the roles of events agencies and the lifecycle phase of events tourism in each state/territory. In relation to events tourism strategy forms (research issue 2), reactive/proactive strategies that respond to or address arising events or opportunities are common with a limited application of formal planning strategies. However, events agencies' strategy processes do reflect a range of strategic activities of importance. Inter-organisational relationships of events agencies (research issue 3) are typified by informal, government-led networks that influence, rather than develop, events tourism strategies. Finally, the importance of a number of incentives and disincentives for agencies to engage in inter-organisational relationships for events tourism strategy making is established. The final conceptual model depicts the themes within all four research issues and links between them to address the research problem. The conclusions of this research make a major contribution to events tourism theory and build upon theories in tourism strategy and inter-organisational relationships. Further research opportunities are presented by these conclusions and the conceptual model which may be explored using other methodologies or alternative research contexts. Practical implications of the research for policy makers and agency executives relate to policy-strategy linkages, public sector organisational arrangements for events tourism, strategy forms and processes and frameworks to engage stakeholders in inter-organisational relationships for strategy making. Knowledge of incentives and disincentives for these inter-organisational relationships also provides a platform for events agencies to reflect upon and revise their modes of governance for events tourism strategy making.

Abstract:
This thesis attempts to prove the significance of the relationship between the United States and Australia, and how their similar cultures and experiences assisted creating that shared bond throughout the twentieth century. Chapter 2 examines the effects of the Cold War on both the United States and Australia, as well as their growing relationship during that period. There is some backtracking chronologically in order to make connections to important historical legacies such as the ANZAC Legend and settlement on the periphery of their respective societies. Then the first half of chapter 3 delves into the Vietnam War by examining the interactions of the American support unit, the 11th Combat Aviation Battalion, a helicopter unit that includes transports and gunships. Afterwards, the latter half of chapter 3 examines the Australians' after-action reports to better understand their tactical and operational methods. Finally, chapter 4 provides an overview of Australian and American interactions between the advisers and the Vietnamese, as well as their attitudes towards the end of the war and the withdrawal from Vietnam. The conclusion summarizes the significance of the thesis by reemphasizing the significance of US-Australian interactions in the twentieth century and the importance of continued studies on this topic between US and Australian historians.

Abstract:
There have been numerous proposals to reform Australia's government structures, both prior to and since Federation in 1901, including calls for New Colonies and New States, Unification plans, Regional Government models spanning across the federal-unitary continuum, and proposals to transfer functions between Commonwealth and State governments, such as the modern day attempts by the Commonwealth government to establish a national Industrial Relations system. But while several functions have been transferred from the States to the Commonwealth since Federation, major changes sought by supporters of New States, Regional Governments and Unification have never been achieved. The financial benefits possible through various reformed government structures are first examined in terms of claims and estimates that have accompanied past reform proposals. Financial benefits are then estimated for the four years from 1998-99 to 2001-02 using population and expenditure data, per capita expenditure comparisons, and various linear and non-linear regression techniques. New States appear likely to cost in the order of $1 billion per annum per New State, and possibly more if costs associated with State-Territory borders are taken into account, but their financial viability could be vastly improved if New State formation follows or is accompanied by functional transfers to achieve national systems in areas such as health and education. It is estimated that Unification and some Regional Government models could achieve financial benefits in the order of five to ten per cent in both public and private sectors and the economy as a whole, which, in June 2002 dollar terms, would amount to some $15 billion to $30 billion per annum in the public sector, $25 billion to $50 billion in the private sector, and hence $40 billion to $80 billion per annum across both public and private sectors and the entire Australian economy. It is also estimated that for several functions, including education and health, unitary national systems under Commonwealth control could generate significant financial benefits, whereas for other functions, notably transport and communications, national systems could prove more costly. Additional research could clarify estimates, but ultimately the only way to fully check estimates is to observe and measure actual reforms in action. If all State-Territory level health care functions, for example, were transferred to the Commonwealth government to achieve a fully national health system, then the benefits and costs of such reform could be assessed with much more certainty than is possible through pre-reform empirical estimates. The establishment of a national health system could also diminish concerns that New States or Regional Governments might exacerbate problems associated with separate State laws, regulations and systems - problems likely to be tolerated least in health care given its life-and-death gravity. And for Unification advocates, a national health system would represent a significant step towards complete Unification across all functions. Estimates appear to be robust when assessed in light of Commonwealth Grants Commission methodologies, differential levels of tax expenditures and privatisation across the current States and Territories, and Australia's economic and industrial geography, and on balance suggest that intelligent government structure reforms have the potential to significantly enhance Australia's financial and economic strength, and hence provide the financial capacity to achieve significantly improved social and environmental outcomes as well.

Abstract:
This study explores the inter relationships between the nominal interest rates of Australia and its principal trading partners. The analysis focus on the short end of the yield curve --specifically, rates of up to one year to maturity. In essence, the study comprises a suite of essays, which together provide an overall understanding of the relevant relationship that is, in both depth and scope, greater than the sum of the individual essays. The inquiry begins with an investigation of the impact of the overnight information content of international interest rates upon the Australian domestic money market. The results indicate that the strongest information impact on Australian interest rates is from the overnight interest and exchange rates of the United States. This is followed, in the second essay, by an investigation of the relationship between domestically and internationally traded Australian dollar denominated, financial assets. The results indicate that a Euro-Australian dollar inter-bank deposit and Australian bank accepted bills are effectively the same assets. Based on this result the third essay investigates the extent to which the short-term nominal interest rates of Australia, the United Kingdom, the United States and Japan are consistent with the expectations theory of the interest rate term structure. The results indicate that nominal inter-bank deposit rates in all four currencies are broadly consistent with the expectations theory. In addition, two common stochastic trends are identified, which can be associated with the markets of the United States and Japan. The forth essay focuses on the bilateral relationships between the nominal interest rates of Australia, the United States, the United Kingdom and Japan, and aims at establishing the extent to which the observed data is consistent with interest rate parity conditions. It was found that, in the long run, and with some exceptions, there is strong support for all three of the usual parity conditions. These relationships are interpreted as a measure of the efficiency with which the interest rates are simultaneously determined across the four markets. The final essay brings together insights gained in the preceeding essays to help analysis the interactions between each of the four markets at each of the four maturities selected within the consistent framework of a single model. The results indicate that the system can be usefully conceptualised as interactions between two sub-systems. The first sub-system models the nexus between Australia and the United States, and the second sub-system, that between the United Kingdom and Japan. The interactions within and between these two sub-systems are found to change as the maturity increases. At the shortest maturity, Australian interest rates are directly affected by both sub-systems. In contrast, at the longest maturity, Australian interest rates anticipate those of the United States and are not directly affected by the second sub-system.

Abstract:
Models of mass media and democracy, as commonly discussed by media theorists, suggest there is a tight ideological relationship between the dominant discourse of mass media outlets and incumbent governments (Chomsky, 1997; Curran, 2002; Curran and Gurevitch, 2001; Curran and Park, 1996; Curran and Seaton, 1986; Herman and Chomsky, 1986; Herman and McChesney, 2001; Jacka, 2003; Schultz, 1998). In this thesis I analyse Australian print media opinion pages, and argue that the workings of Herman and Chomksy's Propaganda Model (1988, pp. 1-35) are evident in opinion page output on the Iraq issue. However, when applied to Australia and the Australian government's decision to invade Iraq in March 2003, as part of the Coalition of the Willing, I claim that the tight connection between mass media outlets and the dominant discourse of the government is not as evident. In other words, in this instance the dominant discourse that emerged from an analysis of print opinion pages was not as ideologically synchronised with the position of the Australian government as traditional theory would posit.

Abstract:
One of the main underlying sources of economic growth is productivity. An economy can grow by either accumulation of its inputs, namely labour and capital, or improvements in productivity. The latter implies that more can be produced with the same amount of inputs, generating a greater amount of income that can be distributed among the economy's population. With rising per capita incomes, an economy can provide higher living standards and well-being. This thesis analyses variations in economic and productivity trends among the states of Australia and the USA. It investigates whether disparities in GSP per capita, labour and multifactor productivity among the states have declined (converged) or widened (diverged), during this period. The analysis is undertaken at a national level as well as for specific industries to identify the sectoral sources of the various trends. Further, in an interstate analysis the performance of individual states is examined to identify those that may have had a major role in accounting for the observed trends. The analysis employs both cross - section and time - series techniques. Contrary to earlier studies, this thesis finds that lately the interstate dispersion of per capita incomes and productivity has stopped decreasing. In Australia, once the Mining sector (which is a special case) is excluded from the analysis, the levels of GSP per capita and labour productivity in the various states are found to have neither converged nor diverged. Convergence trends among the US states observed prior to the 1990s have not only slowed down but even reversed into divergence. Divergence in labour productivity started during the 1980s in the service industries and was followed by the Manufacturing sector (and here in particular by the Electronic and Electrical Equipment industry) during the 1990s. There appears to be a belt of states in the West (and a few states in the North-East) which started off relatively poorly but managed to catch-up with the richer states due to an above average growth performance in labour productivity and multi factor productivity. Some of these states did not only manage to catch-up with richer ones but continued to surge ahead, causing the observed increase in the interstate dispersion in recent years. Policy makers, especially those in the states that are falling behind need to develop policies that will lead to an increase in the rate of productivity growth. In order to achieve this they must foster industries, which are conducive to higher growth rates and adopt policies that would increase the productivity of the labour force. These policies will need to create an environment in which productivity enhancing innovation can be sustained. States need to engage in research and development activities to ensure the invention and the adoption of new technologies.

This thesis examines changes which have occurred since the late 1980s and early 1990s with respect to the representation of cultural diversity on Australian popular drama programming. The thesis finds that a significant number of actors of diverse cultural and linguistic background have negotiated the television industry employment process to obtain acting roles in a lead capacity. The majority of these actors are from the second generation of immigrants, who increasingly make up a significant component of Australia's multicultural population. The way in which these actors are portrayed on-screen has also shifted from one of a 'performed' ethnicity, to an 'everyday' portrayal. The thesis develops an analysis which connects the development and broad political support for multicultural policy as expressed in the National Agenda for a Multicultural Australia to the changes in both employment and representation practices in popular television programming in the late 1990s and early 2000s. The thesis addresses multicultural debates by arguing for a mainstreaming position. The thesis makes detailed comparison of cultural diversity and television in the jurisdictions of the United States, the United Kingdom and New Zealand to support the broad argument that cultural diversity policy measures produce observable outcomes in television programming.

Abstract:
This study was conducted in response to the policies for the integration of children with behaviour disorders in Victorian and New South Wales Primary Schools. These two states were selected for this study for three reasons. Firstly, the two states have adopted and are implementing integration policies which are, in many areas, contrasting. Secondly, compared to other Australian states, Victoria and New South Wales have the most children enrolled in their respective school systems and, hence the largest number of children whose schooling is influenced by these policy decisions. Thirdly, the integration policies of both states group children with behaviour disorders under the generic term 'children with disabilities.' The findings of the present study suggest a number of areas that future implementors of integration policies need to consider. Firstly, mandatory special education courses need to be implemented by all teacher training institutions. Secondly, to effectively integrate children with behaviour disorders into the regular classroom an individual, collaboratively designed program needs to be utilized. Collaboration between special setting teachers and regular class teachers would appear to be crucial in program design. Thirdly, teachers stress emerged as an issue which policy designers need to address urgently. Fourthly, resources and support, including the availability of in-service courses on children with behaviour disorders, need to be increased and made available to regular classroom teachers. Finally a range of alternate educational programs/opportunities, not just a choice between regular and special settings, needs to be developed for children with behavoiur disorders. The study is important to the field of special education and in particular to children with behaviour disorders in three ways. Firstly, data were gathered using both qualitative and quantitative research methods. This approach would appear to be the most appropriate method for gathering data on integration as it allows for many of the child's ecosystems to be investigated and for the child's numerous and important interactions to be examined. Secondly, the study highlighted the importance of investigating the individual needs of children with behaviour disorder when considering integration, Finally, the study allowed for a number of variables, important for practitioners when integrating children with behaviour disorders, to be identified and examined.

Fossil fuel–intensive companies are coming under increasing pressure to reduce their greenhouse gas emissions (GHGs). The political environment surrounding climate change and the evolution of the carbon market are complex and in a fluid state of play. Uncertainty exists with respect to government policy, greenhouse (GH) accounting standards, interaction with stakeholders and the capacity to ‘commoditise’ carbon emissions, making it difficult for companies to determine exactly how to build their internal capacity to deal with a shifting external situation. In Australia and the United States in particular, companies are receiving mixed messages from government about the necessity of reducing GHGs and the role of emissions trading. While market-based approaches to GHG reduction are being promoted, the governments of both countries have refused to ratify the Kyoto Protocol and failed to establish domestic emissions trading schemes. Finally, few companies have substantial experience in managing GHGs or in market-based approaches to GHG abatement, such as emissions trading. This research aims to provide guidance for industry capacity building with respect to market-based approaches to GHG reduction, recognising that generally this would require significant organisational learning and change to corporate systems. The proposed Framework facilitates organisational learning that goes beyond the detection and correction of errors to questioning and modifying existing norms and procedures and, further, to reflecting on past experience and creating new strategies. The research included participants as integral to the study, giving their ‘emic’ (insider) viewpoints centrality while allowing ‘etic’ (outsider / researcher) interpretation. Within the organisational learning literature, the approach that best describes this research is that of Action Research and Appreciative Inquiry. The principles of environmental management, cleaner production, corporate social responsibility and sustainable development inform the research. Surveys, focus groups and a literature review are employed as the data collection methods, which are compared and contrasted. The data suggest that a ‘one size fits all’ approach to industry capacity building with respect to market-based approaches to GHG reduction is not optimal or possible. This is due to the differing strategic objectives, varying assessment of risk and disparate circumstances and starting points of the companies involved. Thus, rather than a prescriptive model, this research has identified and prioritised the key themes and issues that currently influence corporate capacity building. Precursors to action have been specified and a ‘menu’ of choices provided. Lastly, a step-by-step Framework has been proposed to build companies’ capacity to participate in GHG emissions trading. It was also observed that the majority of the key themes and issues that influence companies and the preparatory actions they need to take are the same, whether a market-based system or a command-and-control system of GHG reduction is introduced. The thesis includes some suggestions for further research in the application and evaluation of this approach with companies in the field.

The formation of the Liberal Party of Australia in the mid-1940s heralded a new effort to stem the tide of government regulation that had grown with Labor Party rule in the latter years of World War II and immediately after. It was not until 1949 that the party gained office at Federal level, beginning what was to be a record unbroken term of 23 years, but its efforts faltered at State level in Victoria, where the party was divided, and in New South Wales, where Labor was seemingly entrenched. The fortunes were reversed with the rise to leadership of men who bore a different stamp to their predecessors, and were in many ways atypical Liberals: Henry Bolte in Victoria and Robin Askin in New South Wales. Bolte, a farmer, and Askin, a bank officer, had served as non-commissioned officers in World War II and rose to lead parties whose members who had served in the war were predominantly of the officer class. In each case, their man management skills put an end to division and destabilisation in their parties, and they went on to serve record terms as Liberal leaders in their respective States, Bolte 1955-72 and Askin 1965-75. Neither was ever challenged in their leadership and each chose the time and nature of his departure from politics, a rarity among Australian political leaders. Their careers are traced here in the context of the Liberal revival and the heightened expectations of the post-war years when the Liberal Party reached an ascendancy, governing for a brief time in 1969-70 in all Australian States as well as the Commonwealth. Their leadership is also examined in the broader context of leadership in the Liberal Party, and also in the ways in which the new party sought to engage with and appeal to a wider range of voters than had traditionally been attracted to the non-Labor parties.

This thesis examines the constitutional position in relation to those geographical areas over which the Commonwealth has sole power. These are the Territories, and Commonwealth places (over which, however, the States may retain some vestigial power). The thesis seeks to give a comprehensive account of the constitutional law concerning these heads of power. The thesis traces the tortuous history of the case law on the Territories, with its many instances of inconsistent decisions and dicta. In the words of a High Court Judge, Sir Douglas Menzies, the cases have "not resulted in a coherent body of doctrine". The problems have been particularly acute in regard to the exercise of judicial power, and they are compounded by the silence of the Constitution on some major issues concerning the Territories, such as the relationship between the 'Territories' power and the Constitution as a whole. The thesis' main contention is that, contrary to predominant doctrine, the constitutional position of the Territories and of Commonwealth places is federal, not 'disparate'. In this connection, several tenets are advanced: first, that the Constitution must be interpreted as a whole�that is, as a single instrument; secondly, that the Territories are an integral part of Australia, and their inhabitants, while not enjoying all the constitutional benefits of State residents, are full members of the Australian community; and thirdly, that there is no constitutional distinction to be drawn between different classes of Territory�thus, despite some contrary suggestions, there is no distinction between 'internal' and 'external' Territories or between Territories acquired from the States and Territories otherwise acquired. The thesis explores the particular difficulties, notably in the judicial sphere, that arise from the relevant case law, and it critically examines the cases against the text of the Constitution, as well as against the yardstick of those tenets. With regard to the Territories, the thesis analyses the constitutional topics of executive power and self-government. It considers particular issues concerning each of the three self-governing Territories, including the special status of the Australian Capital Territory as the federal "seat of government". In addition, the thesis looks at the constitutional position in the United States concerning Territories, federal enclaves and the American seat of government (the District of Columbia). The thesis draws a comparison between the American position and the corresponding position in Australia, and it critically considers the judicial interpretation, in both countries, of the constitutional grant to the federal legislature of exclusive, or sole, power over such geographical areas. This process assists an evaluation of the Australian position. The thesis concludes that, in some respects, the Australian case law has gone seriously astray, especially in treating the 'Territories' power as more or less separate from the rest of the Constitution. This judicial approach has led to a convoluted and confusing situation. Despite a degree of amelioration as a result of some more recent cases, the corrective process is by no means complete. The courts are hampered in their development of a "coherent body of doctrine" by the random way in which cases come before them, and it is unlikely that the position can be fully retrieved solely by judicial decisions. The thesis therefore proposes various reforms, and it sets out, in an appendix, proposed amendments of the Constitution. In addition to expounding and criticising the case law on the constitutional topics under discussion, the thesis reviews and, where appropriate, cites from the relevant legal literature. The thesis considers the Australian case law as decided down to the end of 2004.

This thesis provides a comparative analysis of ship Operational Test and Evaluation (OT&E) in the United States Navy (USN) and the Royal Australian Navy (RAN). It also reviews the acceptance and introduction into service procedures for warships in both Navies, including the input from OT&E. This study analyzes USN and RAN Ship OT&E organisation, policy and procedures, and then compares and contrasts the two systems. The study finds that the RAN OT&E system, although originally based on USN OT&E philosophy, now differs in the importance, interpretation, application and focus of OT&E. In concludes that to achieve efficient and effective trials and acceptance of the new higher risk warships currently under construction, the RAN OT&E system needs to be revised. A model for OT&E in the RAN is proposed based on the principles derived from the USN system. The recommendations include the initial conduct of OT&E in land based test sites, followed by dedicated "Whole Ship" OT&E for the first of class.

Background: Substance misuse in Scotland is increasing and with the price of illicit drugs decreasing, this makes experimentation more attractive and affordable. This has led to a need for services to expand approaches designed to tackle substance misuse. Psychosocial interventions, particularly those based on behavioural approaches, are thought to be a useful adjunct to pharmacological approaches. One intervention, with a strong evidence base is Contingency Management (CM) however it is poorly implemented in services. Research in the United States and Australia indicate that one of the main barriers to implementation is the beliefs and views of service providers on the principles and practices of CM. Aims: To explore the views of service providers in the statutory and voluntary/community sectors on CM and to gain an insight into service users' views of CM. The study looked at comparing Scottish service providers' views of CM against those of the American (Kirby et al., 2006) and Australian (Ritter and Cameron, 2007) samples. Design and Method: The study adopted both a quantitative and qualitative approach. Service providers' views on CM were gathered using the Provider Survey of Incentives (PS1) questionnaire and service users' views on CM were gathered via a qualitative focus group and analysed through a General Inductive Approach. PSI questionnaires were sent out to statutory (n=48) and voluntary/community agencies (n=22) working with individuals, currently or previously using substances. The focus group comprised members of a service-user involvement group from the Scottish Drug's Forum (SDF). Participants were both male (n=7) and female (n=2) and at varying stages of abstinence. The process of analysis involved generating codes from the thematic content of the data, to produce overall themes that arose from the group. Results & Conclusions: Quantitative analysis involved carrying out mixed model ANOVAs to determine if there were differences between statutory and voluntary responses to unique tangible and social items and overall tangible and social incentives. In keeping with the analysis of the comparison papers, frequency results are reported for responses to the parallel tangible and social items and compared against responses from published data from the United States and Australia. The qualitative process of analysis involved generating codes from the thematic content of the data, to produce overall themes that arose from the focus group. Overall, the Scottish sample showed less concern regarding CM approaches than the Australian sample, but more concern than the American sample. The main concern in the Scottish, American and Australian samples was that incentive programmes do not address the underlying causes of addiction. This was also highlighted by service users, who felt that incentive programmes do not address the other needs of the individual. It was also found that issues service providers felt were not problematic were raised as particular concerns by service users, such as the artificial nature of social praise and the potential for tangible incentives to be sold. It was concluded that it would be beneficial for service providers to collect the views of service users, should they wish to implement CM approaches.

This thesis is a case study that explores art therapy programs that are being or have been established in mainstream primary education settings in the United Kingdom, United States of America and Australia. The study includes a review of literature which relates an application of art therapy principles and practice to an education framework and the developmental and emotional needs of primary age children. The art therapy programs are examined in terms of the target population (eg. abused, rejected, disaffected, vulnerable children); the value of these programs to children in the primary school system (ie. in helping to remove students' emotional blocks to learning); the logistics of their implementation in primary schools; and their source of funding. The level of interest, support and commitment from allied health and community workers as well as teachers and administrators working within a. school structure is also examined. The data analysis and conclusions reflect on the common and recurring themes which arise from the study of programs in the UK and USA. These are compared to the Australian experience. The implications of the study for the Education Department of Western Australian system is discussed.

The aim of this thesis is to analyze mental health care in Australia from a social justice and human rights perspective, in order to demonstrate that social justice as a philosophical manifestation of justice and fairness, is an essential ingredient in the theory and practice of mental health care. It is contended that the needs of the mentally ill would be most appropriately answered by the utilization of a Natural Law model, based on Finnis’s Natural Law theory. The Scope of the Thesis.The needs and care of the mentally ill are discussed, together with the treatment meted out to these vulnerable members of society since, approximately, the year 1800. Neither the criminally insane, nor the intellectually disabled are included in this discourse. Each group of people merits a thesis on its own: criminal insanity requires a debate to include the history, psychiatric and legal approaches to the subject, and current management of the insane. The intellectually disabled are not mentally ill; their ability to function as all round, naturally competent individuals is diminished by an inadequacy and/or impairment of their intellectual capacities. The needs of these two groups are far too broad and demanding to be included within the current thesis. Rationale for the Timeframe The timeframe, 1800 until 2004, has been established because it approximates to the transition from the end of the Classical through the Modern Age to the Post Modern Age, together with the predominance of Enlightenment philosophical theories, and the development of a scientific approach to medicine. Further, many politico-economic and social changes were taking place, associated with the Industrial Revolution. All are shown to have affected the introduction of asylumdom, and the institutionalization of those unable to participate actively in the industrial workforce. Of significant importance to the development of institutionalization for such marginal groups is the philosophy of Jeremy Bentham. Bentham espoused Classical Utilitarianism which will be shown to believe that the ultimate standard of utility is not the individual’s happiness but the greatest amount of happiness altogether. The thesis will demonstrate that this philosophical view prevailed from the beginning of the Industrial Revolution, with Benthamism influencing the sequestration of the unemployable into institutional life. Development of the Thesis.The thesis is developed against a background of prevailing philosophical, and other changes as stated above, including the medicalization of mental illness and the development of psychiatry as a branch of medicine. There is manifestation of many social injustices to those incarcerated in the asylum in all three countries under consideration: England, USA, and Australia. It is demonstrated that social justice and human rights of their work forces were disregarded by many employers at the time of the Industrial Revolution. Such values were, therefore, unlikely to prevail with regard to the mentally ill. Asylumdom continued with few changes in its practices until after World War II. It is shown that the predominance of post Enlightenment theories, together with further politico-economic, social and pharmaceutical revolutionary change followed the Second World War. Encouraged also by the founding of the United Nations and World Health Organizations as well as provision of the Declaration of Human Rights, circumstances led to the process of de-institutionalization of the mentally ill. The latter were decanted with apparently unseemly haste into a community ill prepared for such a change, and with little evidence of infra- structure to support the move. Need to conduct a National Inquiry. There was, then, a need to investigate what was now an overt issue of mental health care. The two subsequent inquiries by the Australian Health Ministers Advisory Council, (AHMAC) and the Burdekin Report, both focused on social justice issues, and addressed epidemiological, economic, sociological and justice considerations. Within the thesis, both investigations are critiqued against a Natural Law model, using Finnis’s Natural Law theory. It is demonstrated that contrary to Enlightenment principles of social justice as described by Miller, such a theory is eminently practical, and answers the needs of all members of the community, providing not merely ‘the greatest happiness for the greatest number’ but the common good of all Conclusion. Evidence shows that such a Natural Law theory is required to give a firm foundation to the needs of the mentally ill, especially at a time when relativism, economic rationalism and negative aspects of globalization prevail. Without such a basis the mentally ill are left insecure, uncertain and adrift in a world uncaring of their plight, while all the earnest exhortations espoused by Reports remain platitudes, subject to the whims of whatever government is in power. Our responsibilities to all our fellow human beings demand better from us than this.

The study sought to uncover the constitution of migrant women's agency as they rebuild their lives in Australia, and to explore how contact with any publicly funded services might influence the capacity to be self determining subjects. The thesis used a framework of lifeworld theories (Bourdieu, Schutz, Giddens), materialist, trans-national feminist and post colonial writings, and a methodological approach based on critical hermeneutics (Ricoeur), feminist standpoint and decolonising theories. Thirty in depth interviews were carried out with 6 women migrating from each of 5 regions: Vietnam, Lebanon, the Horn of Africa, the former Soviet Union and the Philippines. Australian based immigration literature constituted the third corner of triangulation. The interviews were carried out through an exploration of themes format, eliciting data about the different ontological and epistemological assumptions of the cultures of origin. The findings revealed not only the women's remarkable tenacity and resilience as creative agents, but also the indispensability of Australia's publicly funded infrastructure or welfare state. The women were mostly privileged in terms of class, education and affirming relationships with males. Nevertheless, their self determination depended on contact with universal public policies, programs and with local community services. The welfare state seems to be modernity's means for re-establishing human connectedness that is the crux of the human condition. Connecting with fellow Australians in friendships and neighbourliness was also important in resettlement. Conclusions include a policy discussion in agreement with Australian and international scholars proposing that there is no alternative but for governments to invest in a welfare state for the civil societies and knowledge based economies of the 21st Century.

The study investigates the nature and extent of provision of English as a Second Language (ESL) programs and services for students of non-English speaking background (NESB) in government school systems in the six Australian states and two territories and the interrelationship of state/territorial education authority provision and levels of commonwealth funding. The study further examines perceptions of state/territorial service providers of where the onus of responsibility for ESL provision lies. The study is limited to examination of ESL provision at the school level in government education systems only and does not address services for adult NESB learners or provision in the non-government sector. The study is set in the context of the impact of commonwealth immigration policies on the nature of Australia's multicultural society and on the evolution of provision of appropriate programs and services for NESB students in Australian government schools. The major findings to emerge from this study which bear on the issues identified in the literature and which are of significance for the future of ESL service delivery are: · the existence of overall commonality of definition of NESB students and identification of such students for ESL programs on the basis of need, but a degree of variation in procedures used by state and territorial systems which falls short of standard practice and renders comparative measurement of perceived shortfalls in provision difficult; · variation in definition of intensive programs which renders comparison of provision difficult; · strong commonality in overall provision of both programs and services across all schooling sectors, with limited local variation in service delivery; an increasing commitment in all systems to the mainstreaming of ESL provision through language across the curriculum programs aimed at complementing specialist ESL provision by enabling mainstream teachers to accept responsibility for the language needs of NESB learners; · variation in degrees of dependence on commonwealth funding for provision of programs and services ranging from almost total dependence on commonwealth funding in two systems to significant local education authority provision in four systems; · commonality of opinion among local service providers of the commonwealth's responsibility for some degree of funding of ESL provision, but variations in perceptions of the extent of the commonwealth's responsibility in this area; · commonality of experience of initial identification of need at the local level, but dependence on commonwealth intervention to approach adequate provision to meet identified need; · a degree of tension between on the one hand, recognition of individual differences among systems and the concomitant need, or desire, for state/territorial autonomy in service delivery; and on the other hand, recognition of commonality of purpose and provision and the concomitant need for some standardisation of practice in the interests of efficiency and accountability of service delivery. The study concludes with an examination of the implications of these findings for policy for future ESL service delivery.

Abstract:
The aim of this thesis is to examine the relationship between the Royal Australian Air Force (RAAF) and the Royal Australian Navy (RAN) regarding the operation of aircraft from ships of the RAN and from RAAF shore bases. The effects of the separate intellectual development of maritime doctrine in the RAAF and RAN, and the efforts of the two Australian services to transfer theory into practice will be considered in the pre- (and post) World War II period, with due consideration of the experience of the services in both wars. The thesis will also discuss the problems that were faced by the RAAF and RAN to develop mutually acceptable operational procedures to enable the efficient use of aircraft in a maritime setting. The influence and effect on RAAF and RAN doctrine and equipment procurement, as a result of the special relationships that developed between the Air Force and Navy of Australia and Britain will be critically examined. A similar approach to the post war US/Australian relationship, and its effect on the Australian services, will also be critically examined. The thesis being propounded is that the development of a unique Australian maritime policy was retarded due to a combination of the relationship with Britain and the United States, lack of suitable equipment, lack of clear operational concepts in both the RAAF and RAN and the parochial attitude of the most senior commanders of both Services. The study has been based on Department of Navy, Department of Air and Department of Defence documents held in the National Archives of Australia in Canberra and Melbourne. In addition, relevant documents from the Admiralty and Air Ministry related to the development of naval aviation on RAN vessels during World War I, the attitude of the RAF toward the deployment of RAAF units to Singapore, and the negotiations that resulted in the procurement of HMA Ships Sydney and Melbourne, have been perused. Wartime operational records of the RAAF have been examined to obtain data to enable a critical study to be made of the RAAF anti-submarine campaign, torpedo bomber operations and the maritime campaign undertaken from bases in North Western Area during World War II. The influence of the commander of the United States 5th Air Force has also been incorporated in the discussion. The research uncovered procedural and operational variations between the two Services, the diversion of key elements from Australian command and the priority given to the American line of advance that resulted in Australian operations being given a secondary, supportive, status. A conclusion reached as a result of this research has been that the development of a unique Australian maritime aerial capability was restricted by the requirement of Britain to deploy flying units to Singapore in 1940. Similarly, the pressure exerted on the RAN by the Admiralty to purchase the Light Fleet Carriers in the late 1940s was more in the interests of the RN and British foreign policy than that of the RAN. Overall, the relationship with the Britain and the United States masked the real weakness in Australia???s maritime operations and retarded its development.

The severity of the problem is such that it is mandatory in all developed countries to include bird management as part of airport safety management programs. In Australia, there are approximately 500 bird aircraft strikes per year (Bailey 2000). Brisbane airport has a relatively high occurrence of strikes, with an average of 77 recorded every year (2002-2004). Given the severity of the problem, a variety of techniques have been employed by airports to reduce bird strikes. Scare devices, repellents, continuous patrols for bird hazing, use of raptors to clear airspace of birds and depredation are used by many airports. Even given the diversity of control methods available, it is accepted that habitat management is the most effective long term way to control birds in and around the airport space. Experimental studies have shown that habitat manipulation and active scaring measures (shooting, scaring etc), can reduce bird numbers to an acceptable level. The current study investigated bird populations in six major vegetation habitat types identified within the operational and surrounding areas of Brisbane airport. In order to determine areas where greater bird control and management should be focused, bird abundance, distribution, and activity were recorded and habitats that pose the greatest bird strike risk to aircraft were identified. Secondly, species with high hazard potential were identified and ranked according to their hazard potential to aircraft. This study also investigated the effectiveness of different vegetation management options to reduce bird species abundance within operational areas of Brisbane airport. Four different management options were compared. Each management option was assessed for grass structural complexity and potential food resources available to hazardous bird species. Analysis of recorded data showed that of the habitats compared within the Brisbane airport boundaries, grasslands surrounding runways, taxiways and aprons possess the greatest richness and abundance of bird species that pose the greatest potential hazard to aircraft. Ibis and the Australian kestrel were identified as the bird species that pose the greatest risk to aircraft at Brisbane airport, and both were found in greatest numbers within the managed grasslands surrounding operational areas at the airport. An improved reporting process that allows correct identification of all individual bird species involved in bird strikes will not only increase the accuracy of risk assessments, but will also allow implementation of more effective control strategies at Brisbane airport. Compared with current grassland management practice, a vegetation management option of maintaining grass height at 30-50cm reduced total bird utilisation by 89% while utilisation of grassland by potentially hazardous birds was also reduced by 85%. Maintaining grass height within the 30-50cm range also resulted in a 45% reduction in the number of manipulations required per year (11 to 6), when compared with current management practices, and a 64% reduction in annual maintenance cost per hectare. When extrapolated to the entire maintained grass area at Brisbane airport, this resulted in a saving of over $60 000 annually. Optimisation of potential hazard reduction will rely on future studies that investigate the effect of particular vegetation species that could replace the existing mix of grasses used at Brisbane airport and an understanding of the relative importance of vegetation structure and food supply in determining utilisation by potentially hazardous bird species.

Because mobility is associated with rural social decline, this two-phase cross sectional study investigates whether social patterns in small, rural Australian towns are affected by commuting. Quantitative data, which was gathered via a mail-out questionnaire (response = 54 per cent) that was issued to 1,040 occupationally diverse professionals who worked in fourteen towns throughout north-western Victoria, was analysed to determine whether commuting and non-commuting professionals differed significantly in their community involvement. To explain why certain relationships emerged from survey analysis, face-toface interviews were subsequently undertaken with 24 questionnaire respondents. The key finding of this study is that there is a significant relationship between commuting status and the retention of rural professionals. A significantly greater proportion of noncommuters than commuters remain working in the one location for longer than five years. This finding has important implications for the sustainability of rural areas.

Between 1974 and 1983 the Australian federal government, responding to the increasing demands of grassroots activists, passed a series of legislation that successfully altered the federal relationship in Australia by transferring political responsibility for the environment from the state governments to the federal government in Canberra. To better illustrate this process, this thesis will utilize Tasmania as an emblematic case study. The first part of this thesis is a social history that analyzes the development of environmental consciousness in Tasmania. This analysis spans from the cultural impact of the extinction of the thylacine (Thylacinus cynocephalus) on the island populace and culminates in the well-documented protests against the damming of the Serpentine and Franklin Rivers. This analysis will illustrate the failures of the state government to address public concerns and how this facilitated the transition of the focus of lobbying from the state to the federal level. The second part of this thesis is a legal history, looking at the legislation that was passed during this period that facilitated the transfer and explains the constitutional basis and effectiveness of the legislation. Through these two separate studies, this thesis will expand the existing Australian historiography, which has largely kept political and social analyses of the environmental movement separated, by integrating the two historical narratives. This thesis offers three contributions to Australian historiography. First, this research shows that the constitutional reformation that occurred under the governments of Gough Whitlam, Malcolm Fraser, and Bob Hawke was driven not by government initiative but, rather, by grassroots demands, and illustrate a need to further integrate the studies of social and political history so as to better pursue the histoire totale of Australia. Second, this thesis also helps contribute to the still nascent study of extinction’s socio-cultural impact on human societies with its particular emphasis on the extinction of the thylacine as the genesis of Tasmanian environmentalism. Third, it offers a detailed legal dissection of the federal government’s early environmental legislation and the constitutional foundations for Canberra’s acquisition of this responsibility.

The present study considers international law and indigenous peoples in relation to the four States who voted against the adoption of the UN Declaration on the Rights of Indigenous Peoples in September of 2007. The four states -the United States of America, Canada, Australia and New Zealand -share a common bond in voting against the Declaration, as well as a common colonial heritage as all four States are former British colonies. The study considers the means and modes of the British colonial project; the perception of indigenous peoples under both natural and positivist international legal theory during colonization; the subsequent treatment of indigenous peoples within the jurisprudence and legal frameworks of the four emerging States; the resulting treatment of the indigenous peoples within the four States; the subsequent re-engagement of the issue if indigenous peoples in international law; and the provisions of the Declaration in relation to the oppositional stance of the four States, as well as the legal status of the provisions within the text of the Declaration itself. The objective of the study is to consider the resulting legal relationship and progress made in the contemporary international engagement of indigenous rights in relation to Cassese's description of international law shifting from universalism to eurocentricism by the 19th century, only to begin to swing back towards a universal approach to international law contemporarily.

In addition, the research also aimed to determine ways in which innovation can be enhanced in the sector. The context of this study is the Western Australia State Public Sector (WASPS) which includes departments, trade concerns, instrumentalities, agencies and state bodies run by the WA State Government. This study is significant because there is little exploration and description of the perception of innovation in the Public Sector of Australia and a lack of common understanding of innovation in the WASPS. This study enables a much greater understanding of the depth, extent and success of innovation in this sector. Innovation is vital for a public sector needing to respond to Western Australia's growth and prosperity. The description of innovation and strategies for enhancing innovation will assist in the further development of a responsive sector.This study adopts a qualitative methodology to explore the meaning given by Leaders, Experts and lnfluencers and their perceptions of innovation in the public sector. The qualitative paradigm provides rich meaning to the research questions for the study which are: I . ‘I always find a visit to the United States exhilarating,’ wrote Dorothy Jenner in her autobiography. ‘They are light years ahead of us, sometimes on the wrong foot, but more often on the right one.’ For this Sydney-born actress and journalist, who visited America on five occasions between 1915 and 1967, venturing across the Pacific was not just a physical journey but an exercise in time travel, an opportunity to launch herself into a new and better world to come. An unorthodox but far from unique figure, Jenner was one of thousands of twentieth-century Australian women who headed abroad in search of wider horizons but chose to deviate from the well-worn path to London. Travelling instead to the United States, they pursued study, work and adventure in a nation that many, like Jenner, saw as charging ahead along an imagined highway into the future. This thesis tells the story of these transnational Australians and positions them as actors in the development of Australian-US relations. Drawing upon correspondence, diaries, oral history, periodicals, travel writing and institutional archives, it argues that such travellers were among the greatest beneficiaries and most zealous agents of Australian engagement with the United States throughout the first half of the twentieth century. During an era in which few Australians moved outside the British world, America’s modernity—and, in particular, its modern gender relations—drew career-minded women to its shores and offered them persuasive evidence that the American model was worthy of emulation. Part of a growing body of scholarship concerned with Australia’s engagements with the Asia-Pacific region, these findings illuminate the density of transpacific ties during an era of sustained imperial sentiment, and point to a significant but little recognised gendered dimension to the turn towards the United States. At the same time, this research speaks to the emergent reorientation of transnational American history towards the Pacific world, demonstrating that the US-Asian connections highlighted in recent scholarship were accompanied by myriad interactions with the Antipodes.
