Abstract:
This paper argues that despite the internationalisation of economic activity, and a concomitant diminution of economic policy-making autonomy, national policy settings continue to display a surprising degree of divergence and remain important determinants of economic outcomes. Similarly, there are distinctively different and enduring patterns of corporate organisation across nations which confer specific competitive advantages. Important theoretical and practical questions are raised, therefore, about the potential efficacy of national economic policies and their capacity to accommodate such divergent practices. This paper examines the bilateral relationship between Australia and Japan, and assesses the effectiveness of Australia's predominantly neoliberal economic policy framework in the light of such national and organisational variation. It will be suggested that Australian policy-makers' faith in market mechanisms caused them to underestimate the significance of Japanese commercial practices and regional production strategies, rendering attempts to transform the relationship largely unsuccessful.

This article critically analyses the opportunities for Australia to revitalise its strategically important manufacturing sector in the wake of the COVID-19 pandemic. It considers Australia’s industry policy options on the basis of both advances in the theory of industrial policy and recent policy proposals in the Australian context. It draws on recent work from The Australia Institute’s Centre for Future Work examining the prospects for Australian manufacturing renewal in a post-COVID-19 economy, together with other recent work in political economy, economic geography and labour process theory critically evaluating the Fourth Industrial Revolution (i4.0) and its implications for the Australian economy. The aim of the article is to contribute to and further develop the debate about the future of government intervention in manufacturing and industry policy in Australia. Abstract:
Australia is experiencing the most dramatic and comprehensive reform of its water industry, placing it at the leading edge of water management internationally. A key feature of the reforms is the explicit linking of economic and environmental objectives: in that the reforms seek to improve environmental management of the nation’s river systems by increasing efficiency of water use via water markets. However, there is growing evidence to evince that water markets are failing to achieve environmental objectives. This paper uses the insights of economic sociology to analyse this failure, and argues that economic efficiency does not and will not guarantee environmental effectiveness because newly constructed water markets are embedded in existing social processes/industry structures and are permeated by existing power relations. For real environmental benefits to accrue, existing water markets must be seriously restructured. This paper explores the elements of such a restructure and suggests that it is unlikely to succeed without strong state action and coordinated policymaking, institutional reform, adjustment packages, significant community involvement, and the participation of the rural sector. Finally, it proposes that social capital could play a pivotal role in the restructuring of the Australian water industry.

Abstract:
This thesis develops options and strategies for Australian unions in protecting and advancing the interests of Australian workers within an internationally competitive environment. Analysis of the APEC arrangements as the trading regime in which Australian workers will be exposed is pivotal to developing these strategies. Economic liberalism and market mechanisms within Australia were adopted during the period 1983 to 1996. Features of this direction included the deregulation of trade and financial markets, and the shift toward a decentralised and deregulated labour market. This changed focus impacted on workers, in particular in regard to wage outcomes, cash income and wealth dispersion. Unions, and workers, who had traditionally operated within a national market, are required to develop a different approach to a decentralised and deregulated environment from an international perspective. Within an internationalised environment, a different set of responses are required. The capacity for unions to respond is hampered by the international deregulatory climate, and the conflicting views of APEC member countries to institutionalising labour issues. This requires unions to develop a broader range of strategies to mitigate against the effects that APEC will have on Australian workers. In considering these strategies, reference is made to the social clause, international unionism and collective bargaining, "good faith" arrangements such as Codes of Conduct, and tying environmental and labour standards to trade and investment restrictions. The ability to generate worker solidarity on an international basis is also discussed. The conclusion is that the combination of a decentralised labour market in Australia and the labour arrangements within APEC does not auger well for workers.

Abstract:
Food is a multidimensional construct. It has social, cultural, economic, psychological, emotional, biological, and political dimensions. It is both a material object and a catalyst for a range of social and cultural action. Richly implicated in the social and cultural milieu, food is a central marker of culture and society. Yet little is known about the messages and knowledges in the school curriculum about food. Popular debates around food in schools are largely connected with biomedical issues of obesity, exercise and nutrition. This is a study of the sociological dimensions of food-related messages, practices and knowledge formations in the primary school curriculum. It uses an exploratory, qualitative case study methodology to identify and examine the food activities of a Year 5 class in a Queensland school. Data was gathered over a twoyear period using observation, documentation and interviews methods. Food was found to be an integral part of the primary school's activity. It had economic, symbolic, pedagogic, and instrumental value. Messages about food were found in the official, enacted and hidden curricular which were framed by a food governance framework of legislation, procedures and norms. In the school studied, food knowledge was commodified as a part of a political economy that centred on an 'eat more' message. Certain foods were privileged over others while myths about energy, fruit, fruit juice and sugar shaped student dispositions, values, norms and action. There was little engagement with the cognitive and behavioural dimensions of food and nutrition. The thesis concludes with recommendations for a whole scale reconsideration of food in schools as curricular content and knowledge.

The more these individual end users engage in the internet economy, the better businesses. engagement will be. The less these individual end users engage, the less likely a business is to engage and innovate. This means, for the internet economy to function at its fullest potential, it is essential that individual Australians have the capacity to engage with it and participate in it. The Australian federal government is working to facilitate the internet economy through policies, legislation and practices that implement high-speed broadband. The National Broadband Network will be a vital tool for Australia.s internet economy. Its .chief importance¡® is that it will provide faster internet access speeds that will facilitate access to internet services and content. However, an appropriate infrastructure and internet speed is only part of the picture. As the Organisation for Economic Co-operation and Development identified, appropriate government policies are also needed to ensure that vital services are more accessible by consumers. The thesis identifies essential theories and principles underpinning the internet economy and from which the concept of connectedness is developed. Connectedness is defined as the ability of end users to connect with internet content and services, other individuals and organisations, and government. That is, their ability to operate in the internet economy. The NBN will be vital in ensuring connectedness into the future. What is not currently addressed by existing access regimes is how to facilitate end user access capacity and participation. The thesis concludes by making recommendations to the federal government as to what the governing principles of the Australian internet economy should include in order to enable individual end user access capacity.

Abstract:
This thesis, conceived within a Marxist framework, addresses key conceptual issues in the writing and theorising on industry policy in post second world- war Australia. Broadly, the thesis challenges the way that industry policy on the left of politics (reflected in the social democratic and Keynesian positions) has been constructed as a practical, progressive policy agenda. Specifically, the thesis poses a direct challenge to the primacy of the ‘national’ in interpreting the history of industry policy. The challenge is to the proposition that conflicts between national industry and international finance arose only from the mid 1980s. On the contrary, as will be seen, this is a 1960s issue and any interpretation of the debates and the agendas surrounding industry policy in the 1980s must be predicated on an understanding of how the issue was played out two decades earlier. As was the case in the 1960s, industry policy in the 1980s has been isolated from two key areas of interrogation: the role of the nation state in regulating accumulation and the role of finance in industry policy. In the 1950s and more so in the 1960s and early 1970s there was a reconfiguration of financing internationally but it is one that did not enter into industry policy analysis. The central concern therefore is to simultaneously sketch the historical political economy on industry policy from the 1950s through to the early 1970s in Australia and to analytically and empirically insert the role of finance into that history. In so doing the thesis addresses the economic and social factors that shaped the approach to industry finance in Australia during this critical period. The analysis is supported by a detailed examination of political and industry debates surrounding the proposal for, and institution of, a key national intervention in the form of the Australian Industry Development Corporation (AIDC).

Abstract:
The increasing internationalisation and integration of global economic activity has meant that the way nations seek to manage and accommodate such external imperatives is a critical determinant of national economic welfare. There has, however, been a notable variety of responses to these ubiquitous forces. In Australia, neoliberal ideas came to exert a powerful ideational influence over policy-makers during the 1980s as they attempted to reposition 'Australia' in response to the exigencies of external competition. This thesis will argue that Australian policy makers' commitment to neoliberal ideas meant that policy was constructed within a limited set of theoretical parameters, which were unable to take account of the specific corporate and governmental practices of major trading partners. The thesis analyses the utility and effect of neoliberal ideas on the conduct of Australia's international economic relations, with particular reference to Japan. Japan is Australia's principal trading partner, an important potential source of investment capital, and the dominant economic actor in a region with which Australian policymakers seek greater 'integration'. This important economic relationship provides an appropriate case study with which to test the efficacy of the neoliberal model and the assumptions that inform it. It will be demonstrated that some of the central concepts and assumptions of neo-classical theory, which are central to the discourse of neoliberalism, bear little resemblance to commercial practices in the region of which Australia is a part. In the course of this study, it will be argued that the dominance of neoliberal ideas may be best understood by considering their discursive influence, particularly as this was reinforced by an influential group of academics and government officials. The theoretical assumptions of these ideas will be examined, and the preconditions that rendered them attractive at a specific historical juncture detailed. It will be suggested that neoliberal ideas informed a specific political rationality which had discernible effects on a range of policy issues in Australia, but which was especially evident in the area of external economic policy.

Abstract:
This study examines how the interaction between globalisation and domestic politics shaped the evolution of the ASEAN Free Trade Area (AFTA) between 1991 and 2000. Previous studies have argued that AFTA, a project of open regionalism, was adopted to attract foreign direct (FDI) investment to the region. Accurate to a degree, this dissertation argues that the concern with FDI is only part of the AFTA story, albeit an important part. The FDI explanation is unable to explain why market access and national treatment privileges were offered to national (domestic) investors from the ASEAN countries at least ten years ahead of foreign (non-ASEAN) investors in AFTA's investment liberalisation programme. The dissertation explains this departure from open regionalism, which has yet to be accounted for in the literature, by advancing the notion of 'developmental' regionalism. Underwritten by strategic trade theory rather than neoclassical economics, developmental regionalism emphasises the nurturing of domestic capital by using the expanded regional market and temporary protection or privileges for domestic capital as the means to build up domestic firms capable of meeting global market competition. Unlike existing models of the globalisation-regionalism relationship, which do not integrate domestic politics or do so in a limited way, the model of developmental regionalism considers domestic capital to be a key analytical variable, and takes seriously its location within domestic politics and society. Using documentary research and elite interviews, and guided by these theoretical insights, the study shows that AFTA encompasses the features of both open and developmental regionalism due to the political significance of both foreign and domestic capital in the ASEAN economies. While both forms of regionalism were driven by the imperative of growth, distributive concerns were weaved into the concern with growth in developmental regionalism, as governments sought to nurture those segments of domestic capital that were important in sustaining elite rule.

Abstract:
The purpose of this study is to explain how Australia has bargained for improved outcomes in its trade with the United States over the 1980s and into the early 1990s. This explanation is sought by means of an analysis of the forces which have shaped Australia's trade policy-making towards the U.S. in the five trading sectors of wheat, sugar, beef, steel and international air passenger transport. The study adopts a theoretical framework which postulates that state actors and institutions are principally responsible for trade policy-making and the concomitant bargaining strategies adopted to improve trade outcomes. However, a state-centred approach needs to be qualified by state actors' accomodation of societal-actor demands for policy action. While exogenous to this domestic bargaining process, influences emanating from the international political economy must also be taken into account. The relationship within and between state and societal actors, influenced as they are by international institutions and ideas, are critical to understanding the bargaining approaches made by one state towards another. It is argued that sectoral trading outcomes between Australia and the U.S. can be understood by reference to a bilateral bargaining process within each trading sector. Within each such bargaining process, Australia has, within broad bilateral and multilateral approaches, devised strategies by which it could mobilize sectorally-specific resources to seek to exploit opportunities and minimise problems so as to improve its trading outcomes. The nature of these sectoral strategies has been influenced by first, the nature of the U.S. policy and policy-making process; second, the Australian domestic bargaining process between state and societal actors; and third, and to a lesser extent, prevailing ideas and the perceptions of the negotiating parties.

This thesis attempts to explain how advanced economies with large mining sectors, like those of Australia and Chile, have managed to avoid the resource curse. Minerals (iron ore and coal) account for over two-thirds of Australia’s exports, and minerals (copper) amount to over two-thirds of Chilean exports as well. Hence, Australia and Chile have been labeled as commodity-based economies in the past. There is some validity to this claim, as Chile has gained significant fiscal revenues from copper sales, and Australia has experienced a mining boom over the past two decades, coupled with the rise of China. This work examines the relationship that natural resource mining and governance has to the political economy landscape of both countries. Using a historical institutionalist lens, various trends in the political economies of both nations are examined in relation to resource curse factors, such as developmental indicators, mining-specific policy and rents therefrom, and Dutch Disease. This thesis argues that the governments of both countries developed very different means to manage commodity market boom and bust cycles. Specifically, Chile has innovated counter-cyclical fiscal policies and copper funds, while Australia has pursued a more neutral fiscal policy with little intervention into mining by the commonwealth (until recently). The strengths and weaknesses apparent to both governments’ management of their mining sectors is explained and compared against resource curse factors. Forecasting is also presented to include possible ramifications from recent changes to the political economy of both countries in light of large downward swings in commodity prices and a slowdown in China.

Abstract:
In the last two decades, we have seen the rise of companies providing digital services. Big Tech firms have become all-pervasive, playing critical roles in our social interactions, in the way we access information, and in the way we consume. These firms not only strive to be dominant players in one market, but with their giant monopoly power and domination of online ecosystems, they want to become the market itself. They are gaining not just economic, but also political power. This can be illustrated by Donald Trump’s campaigns, in which he attempted to influence the sovereign will, as the sovereign power is vested in the people. The Trump campaigns' use of Facebook's advertising tools contributed to Trump's win at the 2016 presidential election. After criticism of that election, Facebook stated that it would implement a series of measures to prevent future abuse. For example, no political ads will be accepted in the week before an election. Another example of how Big Tech firms can effect the sovereign is by national legislator. For example, Australia had a dispute with digital platforms such as Facebook and Google. That was because Australia began to develop a News Media and Digital Platforms Mandatory Code. To persuade the Australian legislature to abandon the idea of this code, Facebook prevented Australian press publishers, news media and users from sharing/viewing Australian as well as international news content, including blocking information from government agencies. Such action demonstrated how large digital platforms can affect the flow of information to encourage the state and its legislature to change their position. Because of such pressure, Australia eventually made adjustments to the code in order to find a compromise with the digital platform. Also, when we are referring to political power, it should include lobbying and the European Union legislator. Tech giants are lobbying their interests to influence the European Union’s digital policy, which has the most direct effect on member states, given that the member states are bound by European Union law.

Abstract:
In the decades following the war, the spread of international luxury chain hotels was instrumental in shaping the global image of modernity. It was not simply the export of modernist architecture as a style, but rather a process which brought about an overall transformation of the industry and culture surrounding modern domesticity. For Adelaide, well before the arrival of large brand hotel chains like Hilton and Hyatt, this process was initiated by the construction of its first international style hotel in 1960 – Australia Hotel. The proposed paper traces the history of this structure and its impact not only on local design and construction industries but also on domestic culture and lifestyle after the shadow period of recovery after the war. This paper looks at three specific enduring legacies of this structure that went well beyond the modernist aesthetics employed by its original designers, the local firm of Lucas, Parker and Partners. The hotel was one of the first to employ the new technology of lift-slab construction and was recognised by the Head of Architecture at the University of Adelaide, Professor Jensen, as the outstanding building of 1960. It is argued that it was the engagement with such technological and process innovations that has allowed the building to endure through several renovation attempts. In her study of Hilton International hotels, Annabelle Wharton argues how architecture was used for America’s expansion to global economic and political power. Following on from her arguments, this paper explores the implications of the acquisition of the Australia Hotel by the Indian hotel chain Oberoi Hotels in the late 1970s when it became Oberoi Adelaide. The patronage of Indian hotelier Mohan Singh Oberoi came alongside the parallel acquisition of Hotel Windsor in Melbourne, heralding a new era of engagement with Asia. Finally, the paper also highlights the broader impact of this hotel, as a leisure venue for the burgeoning middle class, on the evolving domestic culture of Adelaide.

Abstract:
RMIT University is Australia’s second largest higher education provider and has a very diverse student body. Taking a holistic approach and capturing the entire student life cycle, the RMIT Belonging Strategy outlines a rationale and plan for delivering belonging interventions across the whole institution. An institution wide strategy requires economic, political and global considerations; however, as grass-roots academics, our work is informed by the philosophy that education can affect positive communitarian and individual change, and that meaningful and authentic relations with staff and students enable genuine collaboration and growth (Chickering, Dalton, & Stamm, 2006; Kreber, 2013). Guided by these principles, we identified five drivers that impact student belonging at the university, and proposed a measurement framework to form an ‘index’ of belonging that can be tracked and reported. This paper focuses on the innovative and collaborative work of developing an enterprise wide strategy for inclusive belonging and presents a roadmap of the process. We argue that grassroots, practical responses through learning experience interventions have the greatest potential to influence student engagement.

Abstract:
The Indonesian government has recently adopted the term ‘Nusantaran Architecture’ as an alternative representation of Indonesia’s architectural identity. This term is employed to capture the locality of the country, whose narration is developed around the idea of bringing back the indigenous culture as part of preserving the ‘authentic’ identity of the country. The term is incorporated in the national tourism plan, and is literally adopted in the Nusantaran Architecture Design Competition, a platform from which the government obtains design translations of the perceived identity. However, this design competition leads to ‘traditionalising’ architecture, depicted in how the winning designs incorporate the traditional design elements to ‘localise’ the buildings. This design competition is problematic not only for its top-down Javacentric method employed, but also for its direction in appropriating traditionalism in contemporary built form based on the architects’ and the juries’ arbitrary approaches. Since economic motive through ‘romantic tourist gaze’ dominates the translation of identity, it portrays not only the hegemony of capitalism in the way the country imagines its own identity, but also the presence of an Orientalist view as a legacy of colonialism. This paper investigates the problematic implementation of the Nusantaran Architecture Design Competition as an attempt to concretise the authorised version of the perceived identity. It also scrutinises the strong political influence that governs the whole identity construction process in adopting what is regarded as ‘given’ traditional architecture.

The rapid increase in population and urbanisation has led to an increase in per capita consumption and the generation of waste. Thus, the need of having improved management strategies for Municipal Solid Waste (MSW) has aroused. Waste to Energy (WtE) was a concept that came up as a solution for waste management and as an ideal solution for energy crises as well. WtE is a process of generating energy mainly in terms of electricity and heat by giving MSW as the input where it will become the fuel for this process. Most countries like Denmark, England, Australia, etc. use this as a successful Municipal Solid Waste Management (MSWM) strategy and as a sustainable energy producing mechanism too. But, in Sri Lankan WtE has become unsuccessful in many instances due to the influence of barriers to implementing WtE mega-scale projects. Thus, this study aims to explore existing barriers in light of expanding WtE projects in Sri Lanka. In addition, it proposes strategies to mitigate those barriers. Data was collected through expert interviews and manual content analysis was used for data analysis. Some identified key barriers and strategies in the frame of political, economic, social, technological, legal, and environmental are lack of having government infrastructure, high initial investments, social burdens, lack of technical knowledge on WtE, disposal of bottom and fly ash as barriers and providing infrastructure by the government, introducing debt financing, social awareness, getting foreign technical experts, using bottom ash and fly ash to produce some necessary bi-products as strategies.

Abstract:
English is one of the most spoken languages in the world. A global language communication is inherent in him. This language is also distinguished by a significant diversity of dialects and speech. It appeared in the early Middle Ages as the spoken language of the Anglo-Saxons. The formation of the British Empire and its expansion led to the widespread English language in Asia, Africa, North America and Australia. As a result, the Metropolitan language became the main communication language in the English colonies, and after independence it became State (USA, Canada, Australia, New Zealand) and official (India, Nigeria, Singapore). Being one of the 6 Official Languages of the UN, it is studied as a foreign language in educational institutions of many countries in the modern time [1, 2, s. 12-14]. Despite the dozens of varieties of English, the American (American English) version, which appeared on the territory of the United States, is one of the most widespread. More than 80 per cent of the population in this country knows the American version of the British language as its native language. Although the American version of the British language is not defined as the official language in the US Federal Constitution, it acts with features and standards reinforced in the lexical sphere, the media and the education system. The growing political and economic power of the United States after World War II also had a significant impact on the expansion of the American version of the British language [3]. Currently, this language version has become one of the main topics of scientific research in the field of linguistics, philology and other similar spheres. It should also be emphasized that the American version of the British language paved the way for the creation of thousands of words and expressions, took its place in the general language of English and the world lexicon. “Okay”, “teenager”, “hitchhike”, “landslide” and other words can be shown in this row. The impact of differences in the life and life of colonists in the United States and Great Britain on this language was not significant either. The role of Nature, Climate, Environment and lifestyle should also be appreciated here. There is no officially confirmed language accent in the United States. However, most speakers of national media and, first of all, the CNN channel use the dialect “general American accent”. Here, the main accent of “mid Pppemestern” has been guided. It should also be noted that this accent is inherent in a very small part of the U.S. population, especially in Nebraska, Iowa, and Illinois. But now all Americans easily understand and speak about it. As for the current state of the American version of the British language, we can say that there are some hypotheses in this area. A number of researchers perceive it as an independent language, others-as an English variant. The founder of American spelling, American and British lexicographer, linguist Noah Pondebster treats him as an independent language. He also tried to justify this in his work “the American Dictionary of English” written in 1828 [4]. This position was expressed by a Scottish-born English philologist, one of the authors of the “American English Dictionary”Sir Alexander Craigie, American linguist Raven ioor McDavid Jr. and others also confirm [5]. The second is the American linguist Leonard Bloomfield, one of the creators of the descriptive direction of structural linguistics, and other American linguists Edward Sapir and Charles Francis Hockett. There is also another group of “third parties” that accept American English as a regional dialect [5, 6]. A number of researchers [2] have shown that the accent or dialect in the US on the person contains significantly less data in itself than in the UK. In Great Britain, a dialect speaker is viewed as a person with a low social environment or a low education. It is difficult to perceive this reality in the US environment. That is, a person's speech in the American version of the British language makes it difficult to express his social background. On the other hand, the American version of the British language is distinguished by its faster pace [7, 8]. One of the main characteristic features of the American language array is associated with the emphasis on a number of letters and, in particular, the pronunciation of the letter “R”. Thus, in British English words like “port”, “more”, “dinner” the letter “R” is not pronounced at all. Another trend is related to the clear pronunciation of individual syllables in American English. Unlike them, the Britons “absorb”such syllables in a number of similar words [8]. Despite all these differences, an analysis of facts and theoretical knowledge shows that the emergence and formation of the American version of the British language was not an accidental and chaotic process. The reality is that the life of the colonialists had a huge impact on American English. These processes were further deepened by the growing migration trends at the later historical stage. Thus, the language of the English-speaking migrants in America has been developed due to historical conditions, adapted to the existing living environment and new life realities. On the other hand, the formation of this independent language was also reflected in the purposeful policy of the newly formed US state. Thus, the original British words were modified and acquired a fundamentally new meaning. Another point here was that the British acharism, which had long been out of use, gained a new breath and actively entered the speech circulation in the United States. Thus, the analysis shows that the American version of the British language has specific features. It was formed and developed as a result of colonization and expansion. This development is still ongoing and is one of the languages of millions of US states and people, as well as audiences of millions of people. Abstract:
This paper argues that liberal democratic politics in Australia is in a life-threatening crisis. Australia is on the verge of slipping into a techno-feudal (post-capitalist) and post-political (new Centrist) state of perpetual emergency. Citizens in Australia, be they of the Left or Right, must make an urgent attempt to wrest power from an increasingly non-political Centrism. Within this Centrism, government is deeply captured by the international corporate interests of Big Tech, Big Natural Resources, Big Media, and Big Pharma, as beholden to the economic necessities of the neoliberal world order (Big Finance). Australia now illustrates what the post-political ‘new normal’ of a high-tech enabled bio-security state actually looks like. It may even be that the liberal democratic state is now little more than a legal fiction in Australia. This did not happen over-night, but Australia has been sliding in this direction for the past three decades. The paper outlines that slide and shows how the final bump down (covid) has now positioned Australia as a world leader among post-political bio-security states.

Most, if not all advanced economies have suffered gravely from the 2008 global financial crisis. Growth, productivity, real income and consumption have plunged and inequality, and in some cases poverty, spiked. Some countries, like Germany and Australia, were better able to cope with the consequences but austerity has taken its toll even on the strongest economies. The UK is no exception and the more recent period of economic recovery might be halted or even reversed by the political, economic, and policy uncertainty created by the Brexit referendum. This uncertainty related risk to growth could be even greater if the UK leaves the economic and legal framework provided by the EU. This CAGE policy report offers proposals from different perspectives to answer the overarching question: What is the role of a government in a modern economy after the global financial crisis and the Brexit vote? We report on economic and social challenges in the UK and discuss potential policy responses for the government to consider. Foreword by: Lord O’Donnell of Clapham.
