The study reported here examined three educational correlates of students’ attitudes toward gay men and lesbian women: coursework prior to attending the university that included information about sexual minorities, coursework at the university that included information about sexual minorities, and identification with one's degree. Undergraduate students enrolled in social work courses in an Australian university were surveyed. Of the three correlates examined, two variables— exposure to education prior to attending the university and identification with degree— were significant, but only in relation to attitudes toward gay men. The relationship with previous education about sexual minorities is remarkable in that it seems counterintuitive: Those who reported more exposure to education about sexual minorities prior to attending the university exhibited greater bias against gay men; however, the effect size was small. Consistent with study hypotheses, greater identification with one's degree was correlated to less antigay bias. Implications for social work education are considered.

Abstract:
This study emerged from an incidental, and somewhat surprising, finding that 15 percent of working journalists who attend training on improving the ways that mainstream new media report stories about Islam and Muslims, wrongly associated Sikhism with Islam. We wondered if this was indicative of the Australian population and, through a random stratified survey of the Australian population, found that it was. The question about the extent to which populations wrongly associate Sikhism with Islam is an important one. In Australia, Muslims and Sikhs are minorities. Ignorance of Islam and its religious diversity coupled with ignorance of Muslims and their ethnic and cultural diversity underpins the intolerance of Islam in the West and the concomitant animus directed at Muslims. Intolerance and violence directed at Muslims and people wrongly assumed to be Muslims (such as Sikhs) increased after the terrorist attacks on 11 September 2001 (9/11). This speaks to religious literacy, the treatment of religious minorities and raises important questions around educating various publics (including the news media) about both Islam and Sikhism. It also speaks to the role of the mainstream news media in perpetuating Islamophobia, and its detrimental flow-on effects to Muslims and Sikhs.

Abstract:
Identity mobilises feminist politics in Australia and shapes discursive and theatrical practices. Energised by the affirmative politics of hope, celebration and unity, Australian feminism is also motivated by injustice, prejudice and loss, particularly among Indigenous women and minorities. During the 1970s, when feminist theatre opened up creative spaces on the margins of Australian theatre, women identified with each other on the basis of an unproblematized gender identity, a commitment to socialist collectivism and theatre as a mode of self-representation. The emphasis on shared experience, collectivism and gender unity gave way in the 1980s to a more nuanced critical awareness of inequalities and divisions among women based on sexuality, class, race and ethnicity. My discussion spans broadly the period from the 1970s to the present and concludes with some commentary on recent twists and turns in identity politics.

Studies of political participation regularly observe the underrepresentation of immigrant citizens and ethnic minorities. In contrast, evidence from Australia suggests that immigrant Australians are overrepresented in certain forms of participation, including donating money and working for a party or candidate. Drawing on major theories of ethnic political participation (including socialisation, recruitment and clientelism), this study uses 2013 Australian Election Study data to show that China-born migrants to Australia participate at higher rates than native-born and other migrant citizens. The study finds support for two explanatory theories: (a) that contributions of money by recently-arrived migrants are an aspect of clientelist relationships between migrants and legislators; and (b) that political interest in and knowledge of the host country’s political system are not necessary, and indeed perhaps even depress participation among newly-arrived migrants. These findings suggest an under-explored vein of transactional politics within established democratic systems.

During the first decade of television in Australia, a cohort of female broadcasters used their hard-won positions at the Australian Broadcasting Commission (ABC) to challenge the social and cultural complacencies of post-war society. Counteracting the assumption that women were largely absent in post-war broadcasting, this research discusses how two of these producers used their roles as public broadcasters to enact their own version of feminism, a social and cultural activism framed through active citizenship. Critiquing race, gender and national identity in their programmes, they partnered with Indigenous Australian activists and worked to amplify the voices of minorities. Referring to documentaries produced in Australian television’s formative years, this article describes how ABC producers Therése Denny and Joyce Belfrage worked to disrupt programming cultures that privileged homogeneous Anglo-Australian perspectives. As a consequence, documentaries like A Changing Race (1964) presented empathetic and evocative content that challenged xenophobic stereotypes and encouraged cross-cultural understandings.

Using data from a first national Australian survey of networks, this article explores factors linked with differential diversity of immigrant social capital. Past international research shows that ethnic minorities have less diverse social capital, an important resource for securing opportunities and getting ahead. A similar research focus has not existed so far in Australia. This article explores social capital in Australia, focusing on immigrants from different world regions. Findings show significant inequalities in social capital across immigrants and that time spent in Australia does not improve these inequalities when compared with those who are native-born. Conclusions posit the need for a greater focus on social capital and ethnic inequality in Australia.

The empirical focus of this article is a sport-based settlement service targeting newly arrived migrants in Melbourne, Australia. This five-month study examines staff members’ everyday work routines with a focus on their participation in meetings and the production of documents. Embedded in the Australian immigration policy context, this article shows how staff members aim to empower clients while simultaneously falling back into stigmatising refugee/client identification through administrative practices. The results indicate that staffs’ everyday client constructions reinforce the othering and categorisation of ethnic minorities and support a reductionist deficit model of presenting clients. This may limit the opportunities for migrants to identify with and participate in wider Australian society and thus has the opposite effect of what governments and the sector aim to accomplish.

Australia is often held up as an exemplary multicultural society in cross-national comparisons, particularly in relation to the integration of immigrants. Yet, this ‘grand narrative’ of Australia’s multicultural success risks an over-simplified picture of the dynamics of integration in Australia, obscuring dimensions on which Australia’s performance is comparatively poor. Juliet Pietsch’s Race, Ethnicity and the Participation Gap makes a valuable contribution to a more nuanced discussion, asking why the political participation of non-European ethnic and immigrant minorities in Australia is so low compared to Canada and the United States. This review article brings Pietsch into critical conversation with two recent books on comparative integration in North America and Western Europe: Richard Alba and Nancy Foner’s S trangers No More and Gulay Ugur Goksel’s Integration of Immigrants and the Theory of Recognition. Read alongside each other, these texts encourage deeper reflection on where Australia sits on a variety of indicators of immigrant integration as well as how integration is conceptualised in Australia. This article thus contributes to existing literature on the contemporary state of Australian multiculturalism, while also pointing towards directions for future research.

Working life is in the process of radical and rapid transformation. Unemployment remaining high through recession and recovery, corporate downsizing, more casual and part-time work together with more intense job insecurity mark the outlines of the emergent “30–30–40” society. At the same time, Australian society is also being transformed by such influences as a more evidently diverse population arising from migration inflows and the changing social and economic roles of men and women. In these changes, Australia reflects internationally observable phenomena. Discrimination law both encourages and stands witness to such transformations, but appears so far to have limited influence in promoting disadvantaged minorities to the top tables of privilege. Women, people from non-English-speaking backgrounds and indigenous Australians are more evident in the workplace, but access and equity questions for them remain unresolved. Nonetheless, acceptance of social diversity and the ability to navigate it will provide the keys to the future.

A brief historical review of language policies in Australia up to the publication of the Senate Standing Committee's Report on a National Language Policy in 1984 is given. The recommendations of the Report are discussed in the light of the ethno-cultural or core value significance that community languages have for many minority ethnic groups in Australia. Recent research findings on such languages are presented and their implications for a national language policy considered. It is postulated that the linguistic pluralism generated by the presence of community languages needs to be viewed in the context of a framework of values that includes English as the shared language for all Australians. From this perspective, it is argued that the stress that the Senate Committee Report places upon the centrality of English in Australia should be balanced by greater recognition of the linguistic rights of minorities and their implications for bilingual education. It is pointed out that both these aspects of language policy have been given prominence in recent statements and guidelines released by the Ministers of Education in Victoria and South Australia. The paper concludes by pointing to the growing interest in the teaching of languages other than English to all children in Australian schools.

This paper argues for a reconsideration of social cohesion as an analytical concept and a policy goal in response to increasing levels of religious diversity in contemporary Australia. In recent decades, Australian has seen a revitalization of religion, increasing numbers of those who do not identify with a religion (the “nones”), and the growth of religious minorities, including Islam, Buddhism, Hinduism, and Sikhism. These changes are often understood as problematic for social cohesion. In this paper, we review some conceptualizations of social cohesion and religious diversity in Australia, arguing that the concept of social cohesion, despite its initial promise, is ultimately problematic, particularly when it is used to defend privilege. We survey Australian policy responses to religious diversity, noting that these are varied, often piecemeal, and that the hyperdiverse state of Victoria generally has the most sophisticated set of public policies. We conclude with a call for more nuanced and contextualized analyses of religious diversity and social cohesion in Australia. Religious diversity presents both opportunities as well as challenges to social cohesion. Both these aspects need to be considered in the formation of policy responses.

In Australia, as in other multicultural countries, the global Islamophobic discourse linking Muslims to terrorists to refugees results in the belief of an “enemy within”, which fractures the public sphere. Muslim minorities learn to distrust mainstream media as the global discourse manifests in localised right-wing discussion. This fracturing was further compounded in 2020 with increased media concentration and polarisation. In response, 12 young Australian Muslim women opened themselves up to four journalists working for the Australian Broadcasting Corporation (ABC). They engaged in critical journalism research called Frame Reflection Interviews (FRIs). The process gave journalists important knowledge around the power dynamics of Islamophobia and empowered participants to help shape new media discourses tackling Islamophobia. This paper proposes that the FRIs are one method to rebuild trust in journalism while redistributing risk towards the journalists. These steps are necessary to build a normatively cosmopolitan global public sphere capable of breaking the discursive link between refugees and terrorism and fighting back against the rise of the far right.

The sociology of citizenship is concerned with the social and economic conditions of citizens of a national community. Drawing on T. H. Marshall’s contribution to the theory of social citizenship this article argues that some groups of migrants and ethnic minorities in Australia, particularly those from non-British and European Backgrounds, face a number of social and institutional barriers which prevent them from reaching their full potential as members of Australia’s multicultural community. Evidence from the Australian Bureau of Statistics Census data shows different socioeconomic outcomes for migrants from British and European backgrounds compared with migrants from Asian backgrounds, despite having similar educational qualifications and length of time living in Australia. As such, it is argued that achieving social membership and inclusion continues to be a struggle for particular groups of migrants. A deeper commitment to the core principles of citizenship that is beyond mere notions of formal equality is needed if Australia is to address this important social issue.

While violence directed at Indian students in Australian cities has been highlighted in the Indian and Australian press, far less attention has been paid to the violence directed at Indians in rural areas. This has most often involved Indians employed in contract labour in seasonal industries like fruit or vegetable picking. This article reviews various media accounts, both urban and rural, of violence directed at Indians from 2009 to 2012. It draws attention to the far longer history of labour exploitation which has taken place in rural and urban Australia in contract labour conditions and the particular invisibility of rural settings for such violence. Racial minorities, like Aboriginal and Chinese workers, and women in agriculture and domestic work, have seldom had adequate power to respond industrially or politically. This means that in the past, these groups been particularly vulnerable to such structural exploitation. The paper concludes by calling for greater attention not only to the particular vulnerability of Indians in rural settings but to the wider presence of racialised and gendered exploitation enabled by contract labour structures.

With a large and increasing culturally and linguistically diverse (CALD) population, the Australian health care system faces challenges in the provision of accessible culturally competent health care. Communities at higher risk of chronic disease include CALD communities. Overseas, multicultural health workers (MHWs) have been increasingly integrated in the delivery of culturally relevant primary health care to CALD communities. The objective of this systematic review was to examine the effectiveness of MHW interventions in chronic disease prevention and self-management in CALD populations with the aim to inform policy development of effective health care in CALD communities in Australia. A systematic review protocol was developed and computerised searches were conducted of multiple electronic databases from 1 January 1995 until 1 November 2010. Thirty-nine studies were identified including 31 randomised controlled trials. Many of the studies focussed on poor and underserved ethnic minorities. Several studies reported significant improvements in participants’ chronic disease prevention and self-management outcomes and meta-analyses identified a positive trend associated with MHW intervention. Australian Government policies express the need for targeted inventions for CALD communities. The broader systemic application of MHWs in Australian primary health care may provide one of the most useful targeted interventions for CALD communities.

This paper reviews the inaugural 10 volumes of the Australian Journal of Career Development to examine the journal's contribution to the advancement of career development theory. Twenty-six articles that met sound scientific methodological and reporting criteria were selected for review. These articles were strongly represented by cross-sectional analyses, and included survey, qualitative and combination designs. There was a clear preference for Holland's model; studies examining gender differences were strongly represented; and there was a focus on career counselling and guidance research. The authors call for a more Australian-centred research agenda, including one related to indigenous and ethnic minorities.

Purpose The purpose of this paper is to document the wage effects associated with sexual orientation and to examine whether the wage gap has improved following recent institutional changes which favour sexual minorities. Design/methodology/approach Ordinary least squares and quantile regressions are estimated using Australian data for 2010–2012 and 2015–2017, with the analysis disaggregated by sector of employment. Blinder–Oaxaca decompositions are used to quantify unexplained wage gaps. Findings Relative to heterosexual men, in 2015–2017 gay men in the public and private sectors had wages which were equivalent to heterosexual men at all points in the wage distribution. In the private sector: highly skilled lesbians experienced a wage penalty of 13 per cent; low-skilled bisexual women faced a penalty of 11 per cent, as did bisexual men at the median (8 per cent penalty). In the public sector low-skilled lesbians and low-skilled bisexual women significant experienced wage premiums. Between 2010–2012 and 2015–2017 the pay position of highly skilled gay men has significantly improved with the convergence driven by favourable wage (rather than composition) effects. Practical implications The results provide important benchmarks against which the treatment of sexual minorities may be monitored. Originality/value The analysis of the sexual minority wage gaps by sector and position on the wage distribution and insight into the effect of institutions on the wages of sexual minorities.

AbstractWhy do similar modern nations accord religion different roles in their public institutions? This paper engages this question by examining trends in religious instruction in the public schools of the United States and Australia from 1850 to 1950. I find that American education secularized farther and faster than Australian education because of its decentralized system of educational administration. In the United States, decentralized educational administration facilitated challenges to religious exercises by religious minorities, fostered professional development among educators, and allowed novel educational practices oriented in new educational theories rather than religion to spread. In Australia, by contrast, centralized state control over education insulated majoritarian religious exercises from minority criticism, suppressed professional development, and helped maintain traditional educational practices that sustained religious instruction. The state thus has both mediating and constitutive effects on secularization, a finding which opens new directions for research into the dynamics of secularization.

Abstract. We conceptualized and developed a measure of right-wing protective popular nationalism (RWPPN) – a specific form of popular nationalism where people seek to protect the national culture from outgroup influences. RWPPN is derived from a sociological analysis of right-wing popular nationalism in Australia and is theoretically related to several key psychological constructs, including right-wing authoritarianism (RWA), social dominance orientation (SDO), and symbolic threat. We conducted two surveys using nationally representative samples of Australian citizens. In study 1 ( n = 657), participants completed measures of RWPPN and related constructs. Exploratory and confirmatory factor analysis resulted in a 10-item scale. Construct validity was tested and confirmed across divergent, convergent, predictive, and concurrent validation domains. Additional convergent validation with RWA and SDO was tested in study 2 ( n = 316). Together, RWPPN was found to relate to expressions of national identity, prejudice, perceived outgroup threat, opposition to multiculturalism, and aggressive tendencies toward ethnic minorities. These effects remained significant when controlling for nationalism (measured as a concern for national superiority) and blind patriotism. In study 2, the effect on aggressive tendencies held when controlling for RWA and SDO and RWPPN mediated the relationship between RWA and aggressive tendencies. Reflecting the conservative nature of Australian popular nationalism, RWPPN correlated with right-wing political alignment. The research was conducted in Australia, but given the rise in right-wing populism internationally, RWPPN may be a phenomenon in other countries. Therefore, this paper offers a new construct and scale to investigate it in Australia and internationally.

Abstract:
Social inclusion policy in Australia has largely ignored key issues of communication for linguistic minorities, across communities and with the mainstream community. In the (now disbanded) Social Inclusion Board’s reports (e.g., Social Inclusion Unit, 2009), the emphasis is on the economic aspects of inclusion, while little attention has been paid to questions of language and culture. Assimilatory aspects of policy are foregrounded, and language is mainly mentioned in relation to the provision of classes in English as a Second Language. There is some recognition of linguistic diversity but the implications of this for inclusion and intercultural communication are not developed. Australian society can now be characterised as super-diverse, containing numerous ethnic groups each with multiple and different affiliations. We argue that a social inclusion policy that supports such linguistic and cultural diversity needs an evidence-based approach to the role of language and we evaluate existing policy approaches to linguistic and cultural diversity in Australia to assess whether inclusion is construed primarily in terms of enhancing intercultural communication, or of assimilation to the mainstream.

The High Court is committed to protecting the substantive rights necessary for the effective functioning of the constitutionally entrenched system of representative and responsible government. This is consistent with a ‘representation-reinforcing’ approach to constitutional review as advocated by John Hart Ely in the United States, in which judicial intervention is limited to protecting the ordinary political processes established by the Constitution rather than adjudicating on its outcomes. While the High Court has demonstrated an Elyian commitment to keeping open the channels of political change, it has not engaged with the protection of minority rights or equality concerns more broadly which were a key element of process-based theory. In this article, I argue that the judicial protection of minority rights is a necessary and desirable corollary of the constitutional entrenchment of representative government in the Australian Constitution. I explore how this could arise through either a freestanding guarantee of equality or in a weaker form by inflecting other areas of constitutional practice. Ultimately, I acknowledge that while the High Court’s current interpretive approach may not support a broad protection of equality, its process-based protection of representative government provides an available means to recognise minority rights under the Australian Constitution.

In 2020, as infections of COVID-19 began to rise, Australia, alongside many other nations, closed its international borders and implemented lockdown measures across the country. The city of Melbourne was hardest hit during the pandemic and experienced the strictest and longest lockdown worldwide. Religious and spiritual groups were especially affected, given the prohibition of gatherings of people for religious services and yoga classes with a spiritual orientation, for example. Fault lines in socio-economic differences were also pronounced, with low-wage and casual workers often from cultural and religious minorities being particularly vulnerable to the virus in their often precarious workplaces. In addition, some religious and spiritual individuals and groups did not comply and actively resisted restrictions at times. By contrast, the pandemic also resulted in a positive re-engagement with religion and spirituality, as lockdown measures served to accelerate a digital push with activities shifting to online platforms. Religious and spiritual efforts were initiated online and offline to promote wellbeing and to serve those most in need. This article presents an analysis of media representations of religious, spiritual and non-religious responses to the COVID-19 pandemic in Melbourne, Australia, from January to August 2020, including two periods of lockdown. It applies a mixed-method quantitative and qualitative thematic approach, using targeted keywords identified in previous international and Australian media research. In so doing, it provides insights into Melbourne’s worldview complexity, and also of the changing place of religion, spirituality and non-religion in the Australian public sphere in COVID times.

This study examined how cumulative exposure to racial discrimination and bullying victimization influences the health of Australian adolescents (n = 2802) aged 10 to 11 years (19.3% visible ethnic minorities [nonwhite, non-Indigenous]; 2.6% Indigenous) using data from three waves (2010–2014) of the nationally representative Longitudinal Study of Australian Children (LSAC). Cumulative exposure to racial discrimination and bullying victimization had incremental negative effects on socioemotional difficulties. Higher accumulated exposure to both stressors across time was associated with increased body mass index z-scores and risk of overweight/obesity. Studies that examine exposure to single risk factors such as bullying victimization or racial discrimination at one time point only are likely to miss key determinants of health for adolescents from stigmatized racial-ethnic backgrounds and underestimate their stressor burden.

Unlike thirty years ago, human rights issues are now routinely raised in Australian constitutional cases. In this article, the authors examine the role of the amicus curiae in the United States Supreme Court and consider how far and to what extent the amicus curiae device has been accepted in decisions of the High Court of Australia. The authors analyse the High Court’s treatment of applications for admissions as amici curiae, noting the divergent approaches taken by Chief Justice Brennan and Justice Kirby, and drawing attention to the practical difficulties faced by applicants who seek admission to make oral submissions. Human rights cases raise questions of minority rights that should not be adjudicated without input from those minorities. The authors recommend that Australia adopt the U.S. approach, to admit written submissions as a matter of course, and to allow applicants to make oral submissions when they have a serious and arguable point to make. This approach is consistent with the Court’s significant role of establishing legal policy norms for the entire nation, including for the identity groups that increasingly occupy the Court’s attention. The focus here is on Australia, but the argument for the role of amici is more general and might well apply to high courts elsewhere.

The National Disability Insurance Scheme (NDIS) is considered to be the second greatest reform in healthcare in Australia after the introduction of Medicare in Australia in 1983. This reform was introduced in 2012 in two phases. The first phase as a trial took place for three years. The expectation was that the reform will be rolled out by 2019 or 2020. This article argues that the trial implementation process has achieved very positive outcomes in the lives of a great number of people with disability in Australia. At the same time, NDIS is facing many serious challenges in some areas. One of the obvious challenges is that this reform is a market approached reform. The second challenge relates to meeting the needs of minorities. People with disabilities from Culturally and Linguistically Divers (CALD) backgrounds are one of the five most venerable, underutilised users of NDIS services in Australia. They have no strong voice and negotiable abilities. The main question here is how NDIS is to meet its commitment to satisfy the needs of these vulnerable people in Australia.

Background Demographers have studied minority populations for many years, but relatively little attention has been paid to sexual minority groups. Population estimates for sexual minorities would be useful as denominators for a range of health and socioeconomic indicators, to monitor representation in employment, assist budget planning and inform the marketing of goods and services. Aim The aim of this paper is to present some approximate estimates of the non-heterosexual adult population of Australia in mid-2016 by sex, broad age group and state and territory. Data and methods Data on sexual identity were sourced from three nationally representative surveys: the Household Income and Labour Dynamics in Australia survey, the second Australian Study of Health and Relationships and the ABS General Social Survey. Use was made also of 2016 ABS Census of Population and Housing (Census) data and Estimated Resident Populations. Prevalence rates of the non-heterosexual population aged 18+ were averaged over the three surveys and multiplied by ERP to obtain national population estimates. Census data on same-sex couples were used to distribute the national estimates by state and territory. Results Australia’s non-heterosexual population aged 18+ in 2016 is estimated to have been 592,000, representing about 3.2% of the adult population. New South Wales is home to the largest non-heterosexual population (about 204,000) and the Northern Territory the smallest (4,700), while the highest prevalence is in the Australian Capital Territory (5.1%). Conclusions Australia’s non-heterosexual population is a relatively small population, but its prevalence varies considerably by age and sex and between states and territories. Estimates of this population should prove useful for monitoring health and wellbeing and for a variety of planning and policy purposes.

Result: In children, programs that had been implemented include C-SAPE; IGEL; Train the trainer; BST; A program for minorities in Australia; Cool and Safe. For parents, the programs that had been applied include ACT-RSK; Triple-P; RETHINK; The Incredible Years Parents, Teachers, and Children Training Series; PACE; The Making Choices and Strong Families; The African Migrant Parenting; Strengthening Families; 123 Magic; PDEP and FAST. Conclusion: The sexual violence prevention program for children that can be implemented by the Indonesian government was using teaching methods based on school curricula that can be delivered by teachers. For parent, the program that could be implemented by the Indonesian government was using positive parenting methods that focus on preventing sexual violence against children and delivered by expert facilitators. To reach children and families with different cultural backgrounds, the Indonesian government could adapt sexual violence prevention programs for the Australian minorities and The African Migrant Parenting.

Abstract The ideas developed by Ely in Democracy and Distrust have had an important influence on at least one member of the High Court of Australia—Justice Stephen Gageler, first as counsel and now as a justice of the Court. This influence has not involved the straightforward “borrowing” of those ideas. Rather, it has involved a more standard-like application of US-style tiered scrutiny in contexts such as the protection of the “channels of political change” and giving narrower ambit to the judicial protection of “discrete and insular minorities.” This, the article suggests, reflects a distinctive form of comparative constitutional adaptation—a process involving, first, the attempt to develop a contextual understanding of Ely’s thought; second, a quite “thick” or “deep” form of comparison between the original and new context; and third, a context-sensitive adaptation of the theory to that new setting. This comparative adaptation has some similarity to the process of “recontextualization” identified in Gunther Frankenberg’s account of an “IKEA” style of global constitutional transfer. But it is distinctive in its direct engagement with foreign constitutional ideas at their source and its attention to the importance of constitutional context, difference, and generality or commonality. Similar forms of comparative constitutional adaptation can be found elsewhere, including in the engagement by Australian Chief Justice, Susan Kiefel, in the development of proportionality doctrines. But attention to Ely’s influence on Justice Gageler’s thought provides a useful window not only into Australian constitutional practice, but also into this distinctive and normatively attractive form of comparative engagement.

A questionnaire survey of 665 members of the Arabic, Chinese, German, Greek, Italian and Anglo AUstralian communities examined the typical reactions of men in their communities to the onset of physical disability. Reactions reported by the ethnic communities differed from those of the Anglo core society. In the latter there were greater expectations that men would express anger and cheerfulness, conceal their feelings, reject sympathy and help from others, be as independent as possible and quickly resume previous activities. In the Anglo and German communities men with disabilities were more likely to assume social roles such as employee, husband and father. The implications of the findings for the rehabilitation of members of ethnic minorities are discussed.

The Cosmopolitan Civil Societies Journal has been an important forum for discussing issues around cultural diversity. Articles on cultural diversity have been present in virtually every issue of the journal. These have ranged from conceptual pieces on cosmopolitanism, identity, dialogue, prejudice, pluralism, cultural and social capital and social inclusion, to articles embedded in empirical research on ethnic precincts and segregation in cities, experiences of religious minorities, immigrant entrepreneurs, and more. Over its five year history, the journal has also had themed editions on cultural diversity issues, including one on embracing diversity in sport, and another on the Chinese in Australian politics. The scope of this work has been wide, and authors have brought a range of disciplinary and methodological approaches to the journal. The purpose of this paper is to draw together some of the work that has been published around cultural diversity, particularly relating to everyday experiences of cosmopolitanism and racism. Focusing on everyday social relations has been an important part of recent scholarship on cultural diversity in Australia (e.g. Wise and Velayutham 2009). In contrast to research framed around multicultural policy or mediated representations of diversity, the scholarship of the ‘everyday’ aims to explore people’s lived experiences and daily interactions with others.

The article examines current trends in language policy and attitudes towards multilingualism and minority languages in the European Union, the USA, and Australia. On the example of some languages (Basque, Breton, Corsican, Sámi etc.) various factors affecting the current situation of minority languages are analyzed with priority to the state language policy. Special attention is concentrated on a new phenomenon in European sociolinguistics – the emergence of "new speakers" from minority groups who have learned these languages not in the family, but due to the educational system. Regarding the US language policy, the situation with the languages of North American Indians is described through some positive changes that have occurred in the economic, legal, cultural and linguistic environment of Indian tribes. The Australian case is analyzed as an equally striking example of progress from banning the use of aboriginal languages to modern programmes of their revitalisation. On the basis of the considered cases the author points to the importance of such factors as language activism and the financial and economic situation of minorities themselves. It is concluded that the change in the value paradigm only sets the framework conditions for the implementation of language rights but does not guarantee their success.

The public service media (PSM) remit requires the Australian Broadcasting Corporation (ABC) to provide for minorities while fostering national culture and the public sphere. Social media platforms and projects – specifically ‘social TV’ – have enabled greater participation in ABC content consumption and creation; they provide opportunities for social participation in collaborative cultural production. However it can be argued that, instead of deconstructing boundaries, social media platforms may in fact reconstruct participation barriers within PSM production processes. This article explores ABC co-creation between Twitter and the # 7DaysLater television program, a narrative-based comedy program that engaged its audience through social media to produce its weekly program. The article demonstrates why the ABC should engage with social media platforms to collaboratively produce content, with # 7DaysLater providing an innovative example, but suggests skilled cultural intermediaries with experience in community facilitation should carry out the process.

INTRODUCTION: This article relates a common dilemma in professional education out of which developed a collaboration between two health disciplines at a regional Australian university. In a literature review across the two disciplines, the authors drew from social work’s teaching knowledge base in an attempt to strengthen the nursing skill base. The intention was to provide students working in the health sector with a consistent theoretical approach and practical tools when working with sexual and gender minorities.METHOD: As associate professors in social work and nursing, the authors argue on the basis of the teaching and the literature review, for an explicitly anti-oppressive approach to be applied to the education of professionals who work with elders identifying with gender and sexual minorities. Working within an anti-oppressive framework, beginning practitioners in social work and nursing in degree-level education programmes were encouraged to explore their own attitudes including taken-for-granted assumptions often unexplored in the prevailing medical models of care. How different demographics within the lesbian, gay, bisexual, transgender, intersex, queer (LGBTQIA) community experience the health industry is a current issue for educators. There have been increasing challenges expressed by transgender individuals and their concerns over their specific health needs/stigma in rest-home-care facilities, for example.CONCLUSION: By embedding anti-oppressive principles in our teaching practice, relating to gender and sexual minorities, we acknowledge and open the debate to some of the possibilities/practicalities/difficulties of advocating for this within a broader multi-disciplinary in small town, rural contexts. The implications for social work and nursing education are discussed.

Asylum seekers still endure a lot of oppression and alienation, with many erroneous assumptions about them circulating not only in Australia but throughout the world. Asylum seekers are deemed illegal due to the lack of their legitimate visas and are overlooked. The anti-oppressive theory seeks to oppose the underlying institutional and structural challenges in society and power to maintain power balance among minorities. The approach is focused on social justice. Social justice is attained by improving not only the quality of life but also the wellbeing of micro, macro, and mezzo levels with this approach. The fundamental value of diversity is also maintained. The abuse of power among the members of the society with regards to asylum seekers strengthens the notion of oppression; hence the approach strives for the power redistribution by not only defying the structures but also by advocating for the rights of the oppressed. The oppression can arise because of the traditional functioning ways of the systems or individuals’ bigotry. Asylum seekers in Australia are marginalized by the structure through their stern policies and by individual’s bigotry through their hate and sense of threat.

Abstract Frailty is gaining importance as a predictor of disability and mortality in older people, and becoming frail poses a challenge for healthy aging. We investigated the prevalence and factors associated with pre-frail and frail status in a large study cohort of community-dwelling healthy older adults from Australia and the United States. A total of 19,114 individuals (87% Australian and 56% women) aged 65 years or older enrolled in a primary prevention clinical trial were evaluated. Frailty status was classified using the modified Fried phenotype criteria comprising of exhaustion, body mass index, grip strength, gait speed and physical activity. Prevalence and factors associated with frailty status (e.g. demographic characteristics and lifestyle factors) were reported using descriptive statistics along with a logistic regression model. At baseline, 2.3 % (95% CI, 2.1-2.5) of older trial participants were frail and 39.2% (95% CI, 38.5-39.9) were pre-frail, respectively. Women were more likely to be frail (65.1% vs 36.9%) and prefrail (58.0% vs 42.0%) than men. Lower levels of education (<12 years), living alone, ethnic minorities, current smoking and past alcohol use were some of the factors which were common among frail or prefrail. Despite being a relatively healthy cohort, more than one-third of the older trial participants were pre-frail, which was more prevalent among specific subgroups of individuals. This study emphasizes the high burden of the prefrailty status even among an apparently healthy cohort of community-dwelling older people.

Current writing on translation policy (Gonzalez Nuñez and Meylaerts 2017, as a recent example) has tended to expand the coverage of this concept to embrace a number of aspects consistent with a socio-political view of the place of translation and translation policy, the latter seen as a precursor or a consequence of the former. The paper explores the dependency of policy on the context in which it is framed and considers the need for a more specific approach to the examination of the nature of translation policy as it not only relates to the rules, agency and practices but more importantly to the values inherent in particular instances or systems of translational communication. The paper utilizes examples derived mainly from the Australian context and will argue that the terminology itself used in the elaboration and implementation of translation policy requires considerable refinement before it can be applied to different temporal and cultural contexts. One example of this phenomenon is the concept of ‘minority’ or ‘minorities’ which is not used in Australia in this context and is, in turn, a reflection of the values ascribed to a consideration of either migrant groups or allophone groups within a society. The paper argues for clearer distinctions between policies about permitting or mandating translation and policies which impinge upon the conduct of translation since the source of authority and therefore policy-making, resides with different actors.

There is a paucity of research into the perceptions of elderly Australian ethnic minorities towards public health services related to quality use of medicines. Among the six fastest growing ethnic groups in Australia, the Mandarin-speaking Chinese and Vietnamese constitute the largest elderly populations with poor English skills. This paper investigates the relationships of elderly Chinese and Vietnamese migrants with medicines, general practitioners and pharmacists, and how these relationships influence their awareness and attitudes of the home medicines review (HMR) program. Two semi-structured focus groups were held with a total of 17 HMR-eligible patients who have never received a HMR, one with Chinese and one with Vietnamese respondents, each in the respective community language. Confusion about medications and an intention to have a HMR were pronounced among all participants although none of them had heard of the program before participating in the focus groups. Respondents reported difficulties locating a pharmacist who spoke their native language, which contributed to an increased unmet need for medicine information. The Chinese group additionally complained about a lack of support from their general practitioners in relation to their medicine concerns and was adamant that they would prefer to have a HMR without the involvement of their general practitioner. Our results indicate a distinct HMR need but not use among elderly Chinese and Vietnamese eligible patients with poor English skills. Home medicines review service use and perceived medication problems are likely to improve with an increasing availability of bilingual and culturally sensitive health care providers.

Indigenous populations in New World nations share the common experience of culture contact with outsiders and a prolonged history of prejudice and discrimination. This historical reality continues to have profound effects on their well-being, as demonstrated by their relative disadvantages in socioeconomic status on the one hand, and in their delayed demographic and epidemiological transitions on the other. In this study one aspect of aboriginals’ epidemiological situation is examined: their mortality experience between the early 1980s and early 1990s. The groups studied are the Canadian Indians, the American Indians and the New Zealand Maori (data for Australian Aboriginals could not be obtained). Cause-specific death rates of these three minority groups are compared with those of their respective non-indigenous populations using multivariate log-linear competing risks models. The empirical results are consistent with the proposition that the contemporary mortality conditions of these three minorities reflect, in varying degrees, problems associated with poverty, marginalization and social disorganization. Of the three minority groups, the Canadian Indians appear to suffer more from these types of conditions, and the Maori the least.

Informal conflict management implicitly claims to value cultural difference and to be able to mediate relations between cultural minorities and states. This article considers this claim in challenging circumstances borne of settler-colonialism by examining the cultural politics of the establishment of a conflict resolution programme in an Australian Aboriginal community. In addition to settler-colonial maligning of Aboriginal capacities to manage conflict, the Gununa community has in recent decades faced the severe attenuation of customary processes and escalating uncontrolled violence. Nonetheless, the Mornington Island Restorative Justice Project involved a spontaneous appropriation of mediation as a customary initiative and an accompanying implicit negotiation between the customary sociolegal order of Mornington Islanders and that of the liberal settler-state. Analysis of these circumstances and relations leads us to argue that informalism can support cultural difference and mediate relations with the state, although it cannot be relied upon to transform the accompanying asymmetric relationship. Nonetheless, informalism may sustain and contribute to the possibilities for transformative change by improving delivery of justice services and through recognition of Indigenous capacities and approaches to sociopolitical order.

From the late 19th century, a scattering of small Japanese communities gradually established themselves around the northern coast of Australia. These communities existed as ethnic minorities within already established communities of Europeans and indigenous Australians in towns such as Broome, Darwin and in the sugargrowing areas of northern Queensland. The largest of these communities were found on Thursday Island, in the Torres Strait, and Broome, in Western Australia. At the outbreak of World War II, Thursday Island was the largest Japanese community in the country.

A recent study of ethnic diversity in Australia's television news showed that diversity of race, culture and religion is largely absent from the news services, unless people from ethnic minorities are posing a social problem of some kind. A parallel study of Australia's nightly current affairs programs has yielded similar results: like news, they represent Australia as an ‘Anglo’ nation. When ethnic minorities are featured, they tend to occupy peripheral roles, and where they are allowed a central role, it is usually to be shown as threatening and menacing to the Anglo mainstream. The industry codes of practice explicitly state the standards that should apply in reporting on race, culture and religion, yet only the public broadcaster, the ABC, follows the guidelines in the representation of diversity. The reporting practices on the commercial stations deliberately or unwittingly encourage a sense of racial hierarchy in which the Anglo dominates.

Over the last few years many statements have been made indicating that a variety of groups and organizations recognize and support multilingualism and multiculturalism in Australia. It is less clear at a policy level, however, how these ‘;ism’ can or should be maintained. Smolicz (1983) has argued in a variety of forums that language is a ‘core’ value for many cultural groups. If language is lost or destroyed, these cultures become de-activated and form sub-cultural variants on the majority culture.
