Abstract:
How litigious are Australians? Although quantitative studies have comprehensively debunked the fear of an Australian civil justice system in crisis, the literature has yet to address the qualitative public policy question of whether Australians are under- or over-using the legal system to resolve their disputes. On one view, expressed by the insurance industry, the mass media and prominent members of the judiciary, Australia is moving towards an American-style hyper-litigiousness. By contrast, Australian popular culture paints the typical Australian as culturally averse to formal rights assertion. This article explores the comparative law literature on litigiousness in two jurisdictions that have attracted significant scholarly attention — the United States and Japan. More specifically, it seeks to draw lessons from this literature for both understanding litigiousness in modern Australia and framing future research projects on the issue.

Current early childhood literature concerning anti-racist and multicultural education discusses the importance of adopting a curriculum framework to counter the development of prejudice and racism in young children. This article draws on two separate research projects in Victoria, Australia that explore how this might best be done. One project was concerned with exploring young children's understandings of indigenous Australians and their cultures and the other investigated teaching practices of a group of early childhood practitioners with indigenous Australians and their cultures. The results from these two projects are compared in order to explore some current issues in adopting curriculum frameworks that counter the development of prejudice and racism in young Anglo-Australian children towards Australia's indigenous peoples and cultures.

Introduction: While the history and epidemiology of Dupuytren's disease (DD) is well documented, its aetiology and risk factors, pathogenesis and treatment to this day are still being studied. This paper explores and summarises the significant contributions Australian researchers have made to the understanding of DD and its treatment methodologies. Methods: We performed a systematic search on EMBASE from 1947 until March 2019 to identify all English literature using keywords: ‘Dupuytren/Dupuytrens/Dupuytren’s disease’ and ‘Australia/Australian/Australasian’. Relevant articles were also identified through bibliographic links. A separate search was conducted using Google Scholar, Research Gate and PubMed using the same keywords. In total, 40 articles were identified. A library search was also conducted, with one book identified with an Australian author. The Royal Australasian College of Surgeons Journal of Surgery was also analysed for published abstracts pertaining to DD from conference presentations between 2014 to 2019. Results and discussion: We present a narrative discussion of Australian research that has contributed to the understanding of DD from its aetiology to treatment methodologies. Conclusion: Numerous Australians have made significant contributions to the understanding of DD, its pathogenesis, development and multiple treatment modalities, both non-surgical and surgical. Dupuytren’s disease is a progressive disease that reoccurs despite our best efforts and will continue to be a topic of focus for some time to come.

Abstract:
Differences in academic achievement have been noted in children from various ethnic backgrounds. In Australia, differences in educational attainment between Anglo-Australian and Italian students have been documented, Italian students performing more poorly. Since the influence of environmental factors on students' achievement is well supported in the literature, the present study compared the family environments of Anglo-Australians ( n = 25), Italian-Australians ( n = 29), and Southern Italians ( n = 29) via administration of the Family Environment Scale to mothers. Significant differences were found, the Anglo-Australian sample scoring higher on the Active-Recreational subscale and lower on the Organisation subscale than both Italian groups. Differences between the Anglo-Australian and Southern Italian groups showed the Anglo-Australians scoring significantly lower on the Achievement Orientation subscale and higher on the Intellectual-Cultural Orientation subscale. There were no significant differences between the Italian groups. These findings suggest preservation of Italian cultural values within Australian society, which may contribute to a restriction of learning opportunities for Italian children and possibly affect their educational achievements in later years.

Purpose The purpose of this paper is to provide an overview of the adolescent therapeutic community (ATC) literature – drawing on studies primarily from the USA with consideration made to the Australian context. Design/methodology/approach A review of the efficacy research for ATCs is considered, and the characteristics of Australians accessing ATC treatment are discussed in the context of developmental needs. Findings Similarities are found in what precipitates and perpetuates adolescent substance use in the USA and Australia, and therefore, what appears to facilitate effective treatment utilising the therapeutic community model. Originality/value The paper provides a valuable perspective for Australian services, and explores the application of the ATC model within the Australian treatment context.

Objectives Aboriginal and Torres Strait Islander people are the Indigenous population of Australia. Australian Aboriginal people represent a small percentage of the overall Australian population. However, this population group has a higher rate of Intellectual Disability when compared to the non-Indigenous Australian population. This article aims to review the current literature regarding Intellectual Disability in the Australian Aboriginal Population, build on the current evidence base for Intellectual Disability specific to the Australian Aboriginal population, investigate if any changes to the evidence base have occurred, and identify areas where further research is required. This is in comparison to a literature review completed by Roy and Balaratnasingam in 2014. Methods Literature review. Results The literature review affirms that there exists a disproportionate representation of Intellectual Disability in the Australian Aboriginal population. It highlights the current focus on predisposing risk factors and the resulting risks associated with Intellectual Disability. It also highlights the current lack of evidence-based research around interventions for Intellectual Disability in the Australian Aboriginal population. Conclusions Australian Aboriginal people are disproportionately affected by Intellectual Disability which, as mental health practitioners in Australia, we believe is an area that urgently requires further research and redress. This literature review summarises the current evidence base and identifies potential areas for further research.

The textual and visual narratives present counter-discourse strategies to challenge the colonial ideology and dominant valuation of Australian landscape. This paper begins by examining the colonial history of seeing Australia as an “empty space”, naming, and appropriating the land by erasing Aboriginal presence from the land. Then it explores the conceptual re-investment of Aboriginal connections to country in the representation of Australian landscape, as reflected and re-imagined in fiction and non-fiction for child readers. Thereby, as the paper suggests, a shared and reconciliatory space can at least discursively be negotiated and envisioned.

Many Sudanese Australians have faced re-settlement challenges since migrating to Australia from the late 1990s onwards. Challenges have included language barriers, obtaining stable housing, acquiring employment, acculturative stressors and discrimination. Moreover, many have been exposed to pre-migratory traumas and family fragmentation. Despite these difficulties, the vast majority of Sudanese Australians have integrated successfully into the fabric of Australian society. Yet a small number of young Sudanese Australians are at-risk for violence and other criminal activities, resulting in their over-representation in the criminal justice system. These circumstances have been the subject of sustained sensationalised media coverage in Australia. However, little academic attention has been afforded to these matters. This study aimed to address this gap in the literature by identifying the self-reported life experiences and offending patterns of Sudanese-Australian youth in custody. Findings illuminated a number of key risk factors for justice system contact and opportunities for intervention.

Abstract:
In this dissertation it is argued that the European witch trials that took place between 1450 and 1700 have resulted in a legacy of stereotypical themes in Australian children's literature. Those accused of witchcraft were almost always women who were old, without protection, and physically ugly. They were accused of consorting with the devil, making harmful spells, flying through the night on a magic staff and exhibiting malevolent intent towards others. An analysis of this period forms the contextual framework for identifying themes that appear in contemporary Australian children's literature. A survey of twenty-three books, identified as stories about witches, was conducted to ascertain whether the stereotypical witch from the European witch-hunts continues to be characterised in Australian children's literature. The findings suggest that the witch figure in Australian children's literature mirrors the historical evidence from the European witch trials, but has evolved into a more powerful and proactive character than that identified in the historical literature. The characterisation of the witch in the books for older readers is powerful and evil, compared to the witch as a trivial and diminished figure in the books for younger readers. Gender is also a major influence in the characterisation of the witch, with all readers exposed to themes that may influence their expectations regarding the behaviour and role of women. The representation of the witch in the books reinforces the misogyny of the witchcraft era, and weaves patterns of meaning in the texts that construct undesirable female images. Readers of all ages can link these images to the social world beyond the text.

Abstract:
The Australian legend worked as a romantic myth of survival, a foundational grand narrative that legitimised white Australian belonging to the land. The construction of an identity based on the bush ethos and on those values and characteristics recognised as quintessentially Australian helped in the creation of an imagined community. This myth carried a racist underpinning which limited the typical Australian to the category 'white'. Drawing on Foucault 18s discourse analysis I argue that the legend is a discourse, grounded in an untheorised whiteness which defines Australianness. The national identity was modelled on the exclusion of the 'other' from any sense of belonging because Australianness was simply a substitute for whiteness. This exclusion worked on two levels; while it ensured cohesion among whites against a common enemy, it also provided a sense of belonging that could not be questioned because the 'real' Australians, the indigenous people as the common enemy, were left out of a definition of Australianness. Over time this discourse evolved slightly, altering its characteristics, but maintaining its power position and ensuring that its core whiteness remained unaltered. Despite the current claim of a multicultural nation, in fact, the legend is still central to Australian identity and still constitutes the defining characteristic of Australianness. Thus even in a multicultural context where 'white' Australians claim to be just one category among others, they are the ones who define the 'rules' that govern who belongs and who may be granted recognition. In this thesis the evolution of the Australian legend is analysed through readings of key literary texts. While before Federation literature was the major instrument for the construction of the legend and a sense of national identity through an uncritical celebration of the foundational myth, later writing engaged in a critique of the legend and the discourses constructed around it. Contemporary white authors have exposed the discourses of terra nullius and the violence at the foundation of the nation, thus deconstructing the legend. However, their critique is still influenced by their privileged white perspective so that even in their dismantling of the legend there is an implicit celebration of it. It is only when indigenous authors challenge the legend that we find a more radical challenge to the legend and the discourse of whiteness which underpin it. Even then, as argued in this thesis, the legend permeates Australian life and continues to play a role in one 18s understanding of 'Australianness'.

Narratives of place have always been crucial to the construction of Australian identity. The obsession with identity in Australia betrays longstanding uncertainty. It is not difficult to interpret in this uncertainty a replaying of the deeper insecurities surrounding the settler community's legal and more broadly cultural claims to the land. Such insecurities are typically understood negatively. In contrast, this thesis accepts the uncertainty of identity as an activating principle, appropriate to any interpretation of the narratives and themes that inform what it means to be Australian. Fundamental to this uncertainty is a provisionality in the post-colonial experience of place that is papered over by misleadingly coherent spatial narratives that stem from the imperial inheritance of Australian mythology. Place is a model for the tension between the coherence of mythic narratives and the actual rhizomic formlessness of daily life. Place is the ???ground??? of that life, but an ambivalent ground. An Ambivalent Ground approaches postcolonial Australia as a densely woven text. In this text, stories that describe the founding of a nation are enveloped by other stories, not so well known, that work to transform those more familiar narratives. ???Re-placing Australian literature??? describes the process of this transformation. It signifies an interpretative practice which seeks to recuperate the open-ended experience of place that remains disguised by the coherent narratives of nationhood. The process of ???re-placing??? Australian literature shifts the understanding of nation towards a landscape that speaks not so much about identity as about the constitutive performances of everyday life. It also converges with the unhomely dimension that is the colonist's ambiguous sense of belonging. We can understand this process with an analogy used in this thesis, that of music ??? the colonising language, and noise ??? the ostensibly inchoate, unformed background disruptive to cultural order yet revealing the spatial realities of place. Traditionally, cultural narratives in Australia have disguised the much more complex way in which place noisily disrupts and diffracts those narratives, and in the process generates the ambivalence of Australian identity. Rather than a text or a narrative, place is a plenitude, a densely intertwined performance space, a performance that constantly renders experience ??? and its cultural function ??? transgressive. The purpose of this thesis is not to displace stereotypical narratives of nationhood with yet another narrative. Rather, it offers the more risky proposition that provisionality and uncertainty are constitutive features of Australian social being. The narrative in the thesis represents an aggregation of such an ambivalent ground, addressing the persistent tension between place and the larger drama of colonialist history and discourse.

Abstract:
The production and transmission of stories, whether oral or written, is essential in the making and holding of collective memory. Stories become especially important to communities that have been displaced, where familiar places have been degraded, or even destroyed. At the same time as landscapes are shifting geographically and culturally, memory is implicated in public discourses that endorse forgetting. If we are to nurture and value our histories and collective memories, the connections between words and places are a vital aspect of story making. In considering then the importance of this interconnectedness of language with both place and memory, I draw on applicable philosophical research and, through a novella and five case studies of contemporary novels, examine representations of the landscape in Australian culture. The dissertation comprises an exegesis and a creative work that function together to re-imagine place through multiple points of view and multiple voices. My novella ‘Windsong’ offers an account of the tension between emplacement and remembering, and is deeply concerned with the cultural construction of landscape, collective amnesia, and how memories of the past become central to the identities of the characters and their sense of belonging and loss. Working in tandem with the explorations of memory and landscape in ‘Windsong’, the case studies in the exegetical component of the dissertation analyze the features of literary imaginative worldframes, paying particular attention to how cultural memory is, as Edward Casey describes it, emplaced (1993, 31), and how both memory and cultural identity are formed and maintained through narrative. Frequently bound up in representations of the landscape, much Australian writing points to a sense of exile, with the natural environment commonly figuring as a threat to be conquered or possessed. The exegesis draws on a range of texts that offer rich ground for the examination of the praxis of place in Australian writing, including consideration of the ways in which the preoccupations of the European colonizers have become embedded in many contemporary literary representations of the Australian landscape, and how the representation of place in storytelling might manifest through the interactions of both Aboriginal and non-Aboriginal writers engaging in intercultural dialogue. This dissertation draws attention to a growing interest within Australian literary studies in writing at the borders and margins of homelands, and argues that the inseparable nature and intrinsic liminality of place and memory presents storytellers with possibilities for reimagined landscapes expressed through a multiplicity of co-existing voices.

Abstract:
This thesis is concerned with the representation of Chinese people in Australian literature from the middle of the nineteenth century to the present. The range of texts selected for consideration includes many that have long been out of print, and so a major aim of this thesis is to bring these texts into visibility under the single theme of "The Representation of Chinese People in Australian Literature", a topic to which, as far as I know, no full length study has yet been devoted. Australian literary writings in the period of early colonization share the basic discourses inherited from Europe, creating themes and images of Chinese people according to the European myth of the 'yellow peril ' , which has influenced the perceptions of Chinese people by the 'West' for centuries. Central to this thesis is the argument that in Australian literature, the formation of perceptions and images of Chinese people follows the Western principles of ·the theory of orientalism, as formulated by Edward Said. The first known significant cultural contact between Australia and China took place when a considerable number of Chinese migrants entered Australia from the time of the 1840's. This contact was immediately interpreted as a cultural invasion by the then dominant literary discourse. It is argued here that the anti-Chinese attitudes which are heavily reflected in early literature and conventionally attributed to Australian racism, are the products of Western cultural hegemony, of which racism is a part. The anti-Chinese notions of early nationalism reflected in literature are also rooted in the discourse that spreads the fear of cultural contamination. Chapter One of the thesis produces a general profile of this situation by presenting relevant readings. In this situation, themes and images of Chinese invaders are formed to define the nature of Australia's Chinese contact. Images of negative and aggressive Chinese people are created according to the format of the traditional myth of the 'yellow peril', instead of through practical experiences. Chapter Two surveys a range of such images of invaders and draws the conclusion that those images are the products of texualization of orientalist discourse which can create 'truth' by textual accumulation, as in the case of Chinese goldminers. Chinese people are variously stereotyped by fictional texts. A selection of short stories published in The Bulletin around the turn of the century are brought together in Chapter Three to illustrate the formation of several stereotypes. This part of the thesis argues that various stereotypes of the Chinese can form a system of images which is centred on the vision of ? Chinese disease'. I explain this vision as a symbolic expression of the fear of a threatening and contaminating alien culture. I argue that the themes, images, representations and attitudes generated by this vision are all claiming a single idea which is that Australia is, and should remain. an extension of Europe. Nevertheless, in the history of Australian literary perceptions of China and its people. alternative perspectives have existed alongside the 'yellow peril myth. By surveying a range of texts collected in Chapter Four, the thesis brings this trend to people's notice. In some early sea romances, bush legends, and adventure stories of pioneering life, certain representations of Chinese people cannot be simply categorized as orientalist products, because these representations in relation to the Chinese reflect the consciousness of an independent Australia, which opposes, to some degree. Western discourses of power and cultural hegemony. It is noticed in this study that literary writings after the 1920's express stronger interest in. and pay more attention to aspects of Chinese culture, especially when the topic of the Australian nation is addressed. Chapter Five deals with this issue by presenting a collection of novels that narrate relationships between Australia and China in terms of cultural identity. This part of the thesis demonstrates that when Australia is seen as an independent cultural entity, its location in the orientalist world map can be shifted. Such texts exhibit Australia's movement away from the West towards Asia. Texts presented in the thesis so far indicate a duality in perceptions of China in that it is seen as either the yellow peril' or as a civilized entity associated in a positive way with the idea of an Australian cultural utopia. Chapter Six illustrates this duality by showing how the representation of gender differences can contribute to the construction of opposing images of China. In other words, perceptions of Chinese people can be highly contradictory even within an individual text. Contemporary texts demonstrate a critical break-through in relation to orientalist discourse. Texts selected for Chapter Seven are presented to show significant elements of change in Australian discourses on China. These texts are considered multiculturalist writings which are recognized by this thesis as providing the basis for reconstructing the Australian legend in such a way that Chinese people are included as an aspect of contemporary Australian social reality.

The Australian Beachspace explores existing research about the Australian beach from a cultural and Australian studies perspective. Initially, the beach in Australian studies has been established within a binary opposition. Fiske, Hodge, and Turner (1987) pioneered the concept of the beach as a mythic space, simultaneously beautiful but abstract. In comparison, Meaghan Morris (1998) suggested that the beach was in fact an ordinary or everyday space. The research intervenes in previous discussions, suggesting that the Australian beach needs to be explored in spatial terms as well as cultural ones. The thesis suggests the beach is more than these previously established binaries and uses Soja's theory of Thirdspace (1996) to posit the term beachspace as a way of describing this complex site. The beachspace is a lived space that encompasses both the mythic and ordinary and more. A variety of texts have been explored in this work, both film and literature. The thesis examines textual representations of the Australian beach using Soja's Thirdspace as a frame to reveal the complexities of the Australian beach through five thematic chapters. Some of the texts discussed include works by Tim Winton's Breath (2008) and Land's Edge (1993), Robert Drewe's short story collections The Bodysurfers (1987) and The Rip (2008), and films such as Newcastle (dir. Dan Castle 2008) and Blackrock (dir. Steve Vidler 1997). Ultimately The Australian Beachspace illustrates that the multiple meanings of the beach's representations are complex and yet frequently fail to capture the layered reality of the Australian beach. The Australian beach is best described as a beachspace, a complex space that allows for the mythic and/or/both ordinary at once.

Experience has shown that regional factors can contribute to significant variability in decommissioning costs for offshore platforms. Nevertheless, previous studies aimed at estimating decommissioning costs have been valuable inputs for operators, regulators and decommissioning contractors as they develop abandonment and decommissioning strategies and public policy. Estimated costs associated with decommissioning offshore oil and gas platforms in Australia have not been reported widely in the open literature. This paper summarises the physical and regulatory environment in Australia, and develops a cost model which reflects the decommissioning challenges for fixed platforms in this remote region. This cost model could be readily applied to other remote petroleum provinces provided that mobilization times and the nature of the local ocean environment are known. The total cost of decommissioning all 39 current fixed platforms in Australian waters is estimated to be between US$845 and US$1044 million.

This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.

Polycentric city regions are expanding worldwide, often spanning national borders. Using literature review and document research, comparative case studies of regional planning of Australia’s emerging internal trans-border city regions are presented. The paper examines fifty years of trans-border planning efforts at three urbanizing borders of the Australian state of New South Wales, demonstrating different levels of commitment and success, partly depending on the proximity (or remoteness) of each trans-border city region to the capital cities in each state or territory. Evidence is provided that effective trans-border planning of city regions depends on overcoming differing levels of commitment to trans-border planning by the state jurisdictions involved.

Abstract:
There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

This literature review summarises evidence from education research to describe and compare different modes of professional learning. It applies the findings to the question: ‘what works best, and for whom’ in terms of modes of professional learning for Australian teachers, with particular focus on early childhood teachers, casual relief teachers and teachers in rural and remote teaching contexts. A key professional learning challenge common to these teachers is isolation – which can be physical, pedagogical, technological and/or social isolation. The review sought to identify research on modes of professional learning and in particular any studies that compared different modes of professional learning. The reviewers were interested in evidence pointing to the circumstances in which a particular mode of professional learning might have the most impact on teaching practice or school culture, as well as whether particular modes, or combination of modes, had greater impact for specific cohorts of teachers.

The COVID-19 pandemic has highlighted the vulnerabilities and inequalities of national education systems and hindered the education of millions of children globally. In response, the Global Education Monitoring (GEM) Centre, which is a long-term, strategic partnership between the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT), undertook a rapid review of literature to support policymakers. The research has six evidence-based outcomes that can help policymakers to build resilient education systems and thereby enhance education quality and equity during emergencies. The COVID-19 emergency provided the impetus for this research, with much of the reported data associated with this pandemic. Learnings from past education in emergencies situations have informed the understandings of the impacts and implications of the COVID-19 emergency, and have been synthesised with the COVID-19 literature to inform policymakers about how to build resilient education systems. This report presents evidence relating to two main types of emergencies affecting education: natural disasters and communicable disease, and political conflicts. Both types of emergencies can also coalesce within the same education system, resulting in complex and often protracted emergencies. This review found that emergencies impact education in two main ways: endangering children’s wellbeing, and exacerbating unequal learning outcomes.

Life Education Australia's Being Healthy Being Active project involved the collection of student voice related to the concept of school transition and the move from primary to secondary school. Students from around Australia participated in 82 focus groups, or student forums, to discuss their own positive experiences, as well as perceived needs and challenges related to their move to secondary school. Section One of this report is a literature review and environmental scan on student transition from primary to secondary school. Section Two describes the methods used to design and administer the Student Forums. This includes a description of the target population and sampling methods as well as the details of the achieved sample: 82 forums with 444 students across 15 schools. Section Three outlines the findings of the Student Forums. Section Four offers conclusions and recommendations to inform the next stage of the project, designing a suite of resources and training for teachers aimed at assisting students with the transition from primary to secondary school.

The literature relates to pedagogical services provided by early childhood services and schools to support students with disability, rather than therapeutic services. The social implications for students are reviewed along with educational factors, and implications for inclusion and support by schools. Following an overview of the legal and policy frameworks supporting the education of students with disability, this review investigates benefits, challenges and opportunities for both remote learning and transition back to in-person educational settings for students and their families. The themes emerging include flexible approaches to learning, connectedness and wellbeing.

Building on the success of a UK-based project, Queering Public Space (Catterall & Azzouz 2021), this report refocuses the lens on Australian cities. This is necessary because the histories, legacies and contemporary forms of cities differ across the world, requiring nuanced local insight to ‘usualise’ queerness in public spaces. The report comprises the results of a desk-top research project. First, a thematic literature review (Braun & Clarke 2021) on the experiences of LGBTIQ+ individuals, families and communities in Australian cities was conducted, identifying best practices in inclusive local area policy and design globally. This literature review focuses on the effects of remote learning on mental health, including acute mental health issues and possible ongoing implications for student wellbeing and socialisation. It provides an overview of some of the challenges that can impact on the mental health and relationships of young people, many of which have accelerated or become more complex during the COVID-19 pandemic. In the light of concern about rising antisocial behaviour and extremism there is a focus on socialisation and self-regulation on return to school post-pandemic. In the face of limited Australian research on these topics, the review takes a global focus and includes experiences from other countries as evidenced in the emerging research literature. Based on these findings the review offers advice to school leaders regarding the self-regulatory behaviours of students on return to school after periods of remote learning, and addresses social and emotional considerations as students transition back to school. It also considers ways in which schools can promote wellbeing and respond to mental health concerns as a way to address and prevent antisocial behaviours, recognise manifestations in extremism (including religious fundamentalism), and challenge a general rise in extremist views.

This literature review outlines the evidence that underpins the development of a set of evidence-informed elaborations, or specific practices, that support student engagement and wellbeing across the 9 domains of the National School Improvement Tool (NSIT). These observable, measurable practices to support student engagement and wellbeing have been developed from a review of relevant literature in the areas of socio-emotional learning (SEL), health and wellbeing, student engagement and a sense of belonging, and motivations for engagement. They also take account of commissioned research reports by the Queensland Department of Education and the Department's (2018) approach to student learning and wellbeing across the whole school: creating safe, supportive, and inclusive environments; building the capability of staff, students and the school community; and developing strong systems for early intervention. The Department of Education Queensland engaged the Australian Council for Educational Research (ACER) to elaborate the evidence underpinning the National School Improvement Tool (NSIT) as it relates to student wellbeing and engagement to produce a set of related practices or elaborations to support schools to improve their practice. The overarching research questions were: How do student engagement, wellbeing and learning outcomes relate? What is the evidence relating to whole-of-school approaches to student engagement and wellbeing? What are the evidence-based practices that lift student engagement and wellbeing, alongside academic gain, as aligned with each of the 9 National School Improvement Tool domains?

This paper examines how the adoption of the Australian ballot (AB), and ipso facto, the transition from the nominal to effective secret vote, shaped the nature of party politics in Brazil. Engaging the literature on political clientelism, the impact of the AB on three outcomes is studied: 1) the ideological leanings of voters at the ballot box; 2) the degree of electoral control enjoyed by local vote brokers; and 3) the capacity of citizens to effectively participate in the electoral process. In order to get leverage on these issues, the paper utilizes an original dataset -painstakingly assembled from regional electoral archives- which contains municipal-level vote returns for federal deputy and senate contests during the period before and after the AB's introduction in Brazil (1958-1962). The dataset exploits the fact that the AB was introduced at different times in different states and for different offices in the country, thereby creating an unprecedented opportunity to assess the impact of this institution. Using a triple difference-in-difference procedure, the study finds that the AB: 1) shifted the ideological balance of power from Right to Left; 2) did not greatly weaken the hand of vote brokers; and 3) greatly increased the proportion of wasted votes cast in elections.
