Abstract:
This paper describes a project to record specialised oral histories of key individuals involved with Australia's principal scientific research organisation, the Commonwealth Scientific and Industrial Research Organisation (CSIRO). The oral histories are intended to complement official governance documents in a larger project to write a history of CSIRO. Oral histories typically include perspectives on family backgrounds and childhood, professional training and career histories. Of particular interest in these interviews is the involvement of interviewees in the management of CSIRO and their reflections on the place of CSIRO in the Australian and international scientific environments. The interviews were conducted mainly by two of the authors (Spurling and Healy), both of whom were well known to the interviewees because they were themselves senior managers in CSIRO and familiar with the topics discussed. These histories are intended to illuminate important personal factors that have influenced decision-making in CSIRO. Also covered are plans to use other collections of interview materials in the CSIRO History Project (CHP), including those conducted by CSIRO historian Boris Schedvin, the Australian Academy of Science and the National Library of Australia. Details are provided of preparations for interviews, recording and transcription and preparation of materials for public access through CSIROpedia.

Abstract:
Indigenous curricula content, including particular narratives of Australian colonial history are highly contested in contemporary Australia. How do white Australians understand Australia’s colonial past and its relevance today? An empirical study was conducted with 29 rural Australians who self-identified as white. Critical race and whiteness studies provided the framework for analysis of the interviews. I argue that they revealed a delimited understanding of colonial history and a general inability to link this to the present, which limited their capacity to think crossculturally in their everyday living - activities considered crucial in the contemporary move to Reconciliation in Australia. The normative discourse of white settler Australians to be ‘Australian’ is invested in the denial of Indigenous sovereignty to protect white settler Australian claims to national sovereignty. The findings support arguments for a national curriculum that incorporates Indigenous history as well as an Indigenous presence throughout all subject areas.

Liz Fell (7 March 1940 to 13 August 2020), a freelance journalist, was elected a Distinguished Fellow of the Telecommunication Society of Australia in 2003 for her notable and enduring contributions to Australian telecommunications. Amongst others, she carried out brilliant interviews over twenty years (1994-2013) for the Telecommunications Journal of Australia. This article celebrates her notable contributions to Australian telecommunications, and includes references to two of her most famous interviews, with Malcolm Turnbull MP in 2011 and with the Hon. James (Jim) Spigelman AC, Chairman of the ABC, in 2013.

Abstract:
The Australian prefabricated construction market has been developing rapidly in recent years. New prefabrication-related technologies, materials, systems and services are also emerging in the current Australian market. Although some studies have been undertaken to explore the benefits and challenges of implementing prefabrication in Australia over the past 15 years, they do not reflect the recent changes in the industry. Therefore, this study aims to fill this gap and identify the major changes in the current Australian prefabricated construction industry from industrial perceptions. Through literature reviews and industry interviews, factors reflecting major changes in the current Australian prefabricated construction, including prefabrication industry development, emerging benefits and challenges, were identified and discussed in this study. The challenges identified from interviews were classified into eight aspects related to feasibility, design, manufacturing, transportation, on-site construction, standardisation, skills and knowledge, finance and market. Furthermore, 21 recommendations and related key responsible parties were identified to tackle these challenges. The findings will provide useful references for various stakeholders to have a better understanding of the current prefabrication industry development in the Australian context and re-think how to adapt to future changes for the uptake of prefabricated construction in Australia.

Abstract This paper investigates a possible relationship between the motivation and attitude of learners towards L2 in the socio-cultural context of Australia. We used an explanatory mixed-methods approach and conducted a survey with 31 international postgraduate TESOL students at a regional university in Australia. Then we conducted semi-structured interviews with six of the students. The survey results suggest a relationship between the way a learner viewed Australian English and their motivation towards L2. The motivational factors were Ideal L2 Self, Linguistic Self Confidence, Cultural Interest, Instrumentality (Promotion) and Ought-to L2 Self. While all contributed to varying degrees in motivating the learners towards L2 learning, only the first three interacted significantly with learners’ attitudes towards Australian English. Further, our interview data highlight that the attitude of the learners with regard to their favorite language variety was based more on Australian English’s Inner Circle status than its linguistic characteristics.

Previous scholarly work has elaborated on challenges faced by Chinese international returnees at Chinese workplaces. However, limited research has captured to what extent such challenges have involved Chinese Australian graduates in gaining employment in China. Hence this study investigates the challenges involved in obtaining successful employment in China. Drawing on a qualitative study, semi-structured interviews were conducted with 19 Chinese graduates who studied at one Australian university and returned to China upon graduation. The study results highlight significant barriers to employment. Challenges include limited prior working experience, graduation in Australia that is not synchronised with employment months in China and lack of guanxi. This study provides important insights into barriers of employment in China for Chinese returnees from Australia and, potentially, for graduate returnees from other countries to China. It also discusses implications for Australian universities and for Chinese international students in Australia.

The colonial origins of museums have often influenced the ways in which they depict the past. In Australia, portrayals of the Indigenous past have focussed exclusively on “traditional life” or the prehistoric period of history, to the detriment of post-contact history. This paper examines ways in which museums around Australia are beginning to counter this trend. Museum exhibits that relate to Australia's shared, post-contact past are analyzed in the context of recent developments in museology. This analysis is combined with feedback generated from interviews with heritage professionals. The results suggest that in order to move towards inclusive interpretation of Australian history, multiple voices and perspectives of the past must be incorporated into interpretive programs. This paper argues that there are a variety of ways in which heritage interpreters can attempt to incorporate pluralist perspectives of the past into museum exhibits.

This article reports on findings from interviews with a small group of Chinese female immigrants to Australia who have started up their own business since their arrival. Unlike most publications concerning immigration that focus upon financial factors, we have instead concentrated on their personal journeys, why they started their businesses and the benefits they sought. We interviewed thirteen participants in Adelaide who had recently arrived from China with the aim of immigrating permanently to Australia. Immigration records indicate that by 2020 this figure had risen to over 160,000 per annum. However, it dropped again quickly in 2020 following the beginning of COVID-19. Nonetheless, according to recent Australian government records, over 866,200 current Australian residents have Chinese ancestry and 74% are first-generation migrants. The primary motivators for respondents were independence and control as well as income and skill development. Respondents were also satisfied by the personal development they gained.

One of the features that Australia has in common with other countries has been the encouragement of clusters of high-technology firms or technology-oriented complexes (TOCs). In Australia, the primary mechanism for promoting TOCs has been technology parks. In this paper the purpose is to review technology park developments in Australia from a perspective which emphasises some key conceptual features of the literature in this area: Agglomeration economies of high-technology firms and firm–university interaction; the creation of new high-technology complexes; and locational factors which make technology parks attractive to high-technology companies. Three Australian case studies, based on interviews with high-technology firms, are reported. One of the key findings from the research is that if Australian technology parks are aiming to establish TOCs that exhibit a high level of interaction between the park and a host university, then the present situation in Australia is far removed from this goal.

This study of 14 Australian immigrant mothers from Bangladesh, India, and Pakistan and their 12 children aged 8 to 11 years aims to explore the interplay of cultural and social processes that might elevate the risk of obesity. Mothers and their children were asked in semi-structured, face-to-face interviews about changes in their diet and physical activities after immigration to Australia. Thematic analysis of these interviews showed a transformation in immigrant families’ diets and physical activities as they transitioned from their traditional lifestyles to an Australian pattern. Both mothers and their children recognized the problem—and causes—of obesity. However, different frames of reference—origin countries for mothers and Australian peers for children—resulted in generational disjuncture about healthy bodyweight and the strategies to achieve it. Mothers’ cultural values and high social status associated with overweight and obesity in origin countries led them to struggle to adapt to new health behaviors in Australia. In contrast, their children preferred to eat Australian foods and have high physical activities to fit in with their Australian peers. Children with higher body weights were commonly ridiculed and were unpopular among their peers. Our findings reveal that the social status of food and physical activity reflects cultural meanings from both origin and host countries, creating contradictions and tensions for immigrants that public health campaigns will need to help them navigate.

Looking After Children (LAC), a case management system for children in out-of-home care, has been the subject of pilot implementation in several Australian states. Barnardos Australia, in association with the University of NSW, implemented LAC in all of its out-of-home care programs as part of an Australian Research Council (ARC) research grant, in 1997–99.This study looks at the factors affecting implementation of Looking After Children in Barnardos Australia out-of-home care programs during the initial twelve month period (1997–98). Information collected from interviews with eleven program managers, and examination of records containing LAC material on casework files, are used to explore factors which assisted or impeded LAC implementation. Similarities are highlighted between UK and Australian experiences of LAC implementation, and issues are raised of significance to agencies considering using LAC.

ABSTRACTAt any time of the year, and particularly in the colder months of the southern part of the Australian continent, many caravans and mobile homes can be seen on the roads of northern Australia, and Queensland, in particular. Mainly during June, July, August and September, Grey Nomads frequent the northern half of Australia, to escape the colder climate of southern Australia. The term Grey Nomad is applied to the section of the older Australian population who use their retirement years as a time to experience travel once freed from the constraints of work and family commitments. This paper draws on research conducted about the health and social needs of Grey Nomads holidaying in a Central Queensland, Australia, coastal location. Open-ended, semi-structured interviews were undertaken with 20 participants. Contingency plans concerning wellness, wellbeing and medical conditions all formed a part of the Grey Nomads’ daily existence while travelling. Many important and lasting friendships and social support networks were formed during the journeying and sojourning phases of the travel. Many of the Grey Nomads interviewed felt the need to keep in contact with home, even though they willingly chose to leave it, and to be ‘away’. Just as the Grey Nomad cohort have concerns and solutions about their health and related issues, so too, they have concerns for social networks and family connectedness while travelling in Australia.

Filipino women comprise more than half of the Philippine-born population in Australia. They adopt Australian citizenship readily and have high labor force participation. In this article, I examined Filipino women's practice of Australian citizenship in the world of work. Based on in-depth interviews with 36 Filipino women, I adopted feminist conception of citizenship which considers paid work as well as caring work in the domestic sphere. Findings from the study suggest that becoming an Australian citizenship not only provides Filipino women membership in the political community. More importantly, it empowers them to negotiate their subject position as racialized immigrant women in the labor market. Negotiating gender roles in the family, however, is a different arena.

The ongoing el-æl merger in Australian English has been informally recognized by Australians especially those who have experience of contact with Victorians. This study aims to investigate the correlation of speakers’ sex and origin with their /el/ production and how speech styles influence their production. Two male speakers of Australian English from Victoria and South Australia were recorded while reading texts, doing interviews, and having casual conversations. The recordings were then transcribed and analyzed by using various software to describe their /el/ productions. The result of this study was both male subjects are able to produce considerable variations in their /el/ productions. The production of the Victorian male speaker confirmed the findings of previous studies while the SA male speaker showed variations of /el/ similar to back vowels. Speech styles do not significantly affect the variations of /el/ production. The ongoing merger of el-æl in Australian English might be spreading from Victoria through diffusion to its neighboring states. However, more studies should be conducted in order to confirm this suspicion. Other suggestions include customized reading passages and better semi-structured interviews.

Abstract:
Manufacturing as a share of Australia’s gross domestic product has constantly declined since 1960. In 2016 manufacturing activity accounted for less than 10% of gross domestic product and employed less Australians than ever before. The paper intends to review the history of manufacturing in Australia and evaluate the condition of the sector in 2016. After this evaluation; recommendations are made on how both governments and businesses can reform to rejuvenate growth. An extensive analysis of the literature in conjunction with interviews with different Australian manufacturing businesses was used to execute the analysis. The literature emphasised tariff removal, a high Australian dollar and an increasingly globalised world as the primary causes of manufacturing’s decline. Businesses highlighted the geographical isolation of the nation, the low population, high labour costs and the high Australian dollar as some of the barriers to growth of the sector. Focusing on new advanced manufacturing technologies, reducing corporate tax and improving public infrastructure are some of the recommendations made to help the sector reverse the negative trend. The evaluation of the sector with these recommendations is significant to both governments and businesses as it provides avenues for growth and investment relevant to the post mining boom economy.

Recently politicians in Australia have raised concerns that some Muslims are not adopting Australian values to a sufficient extent. In this paper I explore the notion of Australian values with respect to immigrant youth. By analysing interviews with 32 Muslim students who are 15-18 years of age and of diverse backgrounds in two state schools in Sydney, I focus on the extent to which these young people seem to be adopting Australian values. I discuss the factors that hinder the adoption of Australian values, and whether such hindrance can lead to a possible jihadi threat. This paper relies on oral testimonies and secondary sources, including international literature.

John DeweyThe current study examines the impact of John Dewey’s democratic educational principles on the recent educational reforms in New South Wales, Australia, using data collected through semi-structured in-depth interviews, with open-ended questions, as part of case studies designed for this purpose. The participants in this study are all Australian educators (n=60), undertaking full-time and part-time academic posts, involving learning and teaching activities at universities and other higher educational institutions/providers in Sydney, Australia. As part of the case studies, the individual, personal, and professional teaching and learning journeys of the educators are sketched in details in relation to John Dewey’s four (4) key democratic educational reformative principles. Finally, this research study concludes by providing a realistic response to the following question: Given the current liberal and relatively democratic educational system in New South Wales, are the Australian educators truly given the opportunity to create a positive and constructive future vision for Australia, in general, and the Australian graduates, in particular. The current study further provides a realistic and clear-cut description of the hurdles facing the current educational system in New South Wales, Australia.

This paper considers the issue of the transference of norms across jurisdictions in corporate governance contexts through the lens of an Australian case study. The paper focuses on the impacts of the United States of America (US) legislation the Sarbanes-Oxley Act 2002 (SOX) from an Australian perspective. The paper draws on a series of semi-structured interviews (n=14), with senior personnel of: accounting firms; business organisations; consumers; financial exchanges; government; institutional investors; investment banks; law firms; private investors; professional associations; and regulators. The findings from the study are that key stakeholders in Australia have taken notice of SOX and its effects in the US, but that the influence of SOX in specifically Australian contexts has been limited. The general perception in Australia seems to be that SOX has had some flaws in its inception and in its subsequent delivery in the US, but also that it has produced some positive outcomes. However, domestic factors and influences are overwhelmingly more important in shaping how financial regulation and corporate governance evolve in Australia. Therefore, it seems that SOX does not signify in any substantive way a regulatory hegemony emanating from the US that determines financial market regulation or the evolution of corporate governance in Australia.

Abstract Australian medical professionals whose patients undertake assisted reproductive treatment abroad face a conflict: to try to provide optimal and on-going care for their patient at the same time as ensuring compliance with Australian legal, ethical, and professional rules which proscribe as unsafe or unethical key aspects of such treatment. A major suggestion from literature on medical travel is that risks to the patient can be mitigated through the involvement of the local professional. However, the force of legal regulation and ethical guidance in Australia strenuously directs clinicians away from involvement in overseas reproductive treatment. This article reports on 37 interviews with Australians travelling abroad for surrogacy, egg donation, and embryo donation, reflecting on patients’ experiences with Australian medical professionals both before and after they travelled. Patient reports demonstrate a fragmented and bewildering medical landscape in Australia, in which the ability to access domestic care and expertise varied markedly depending upon the kind of treatment patients were seeking abroad, and the mode of practice of the Australian doctor. Doctors practicing within licensed IVF clinics were notably more constrained than those outside such a setting. Patients seeking egg donation were offered information and received a wide range of diagnostic and preparatory treatments, while those seeking surrogacy were shunned, chided and offered limited (and sometimes covert) assistance. While recent changes to national ethical guidance improve clarity on information giving, the ethical and legal propriety of Australian medical professionals providing diagnostic or preparatory treatment for cross border reproduction remains uncertain.

Abstract:
The plan to ratify the new Criminal Code in Indonesia is responded by Australia through issuing a travel advice policy in 2019. There has a concern that this policy will have an impact on the tourism sector in Indonesia, especially Bali, because the Australian tourists are recorded as dominating the visits. By using the concept of travel advice and foreign policy, this study aimed to analyze the travel advice policy issued by Australia from the perspective of International Relations and its impact on the tourism in Bali. This study used qualitative descriptive method and the primary data collection was done through interviews with the hoteliers in Bali and Australian tourists visiting Bali. From the perspective of International Relations, it is found that Australia’s travel advice is a foreign policy that has a purpose based on Australia’s national interests. This policy has no impact on Australian tourist visits because it is not a binding policy. The Australian tourists' have their own opinion about Bali and the decisions to visit affected by the clarity information from targeted state or destination.

This article examines how moral rights are treated in Australian publishing contracts, and whether this approach is consistent with the expectations of authors, journalists and academics. Although, in theory, moral rights cannot be sold or assigned in Australia, the apparent wide scope for exceptions raises questions of whether there is any real protection afforded to creators under the Copyright Act 1968 (Cth), notably in circumstances that relate to pressure on creators to accept contractual terms in order to get published. Additionally, Australian case law reflects some uncertainty about the traditionally accepted non-economic nature of moral rights. The article examines recent case law in this field, found in Meskenas, Perez and Corby, and considers the literature associated with development of moral rights in Australia. It then presents the findings of a two-part study of moral rights in Australia; first through the results of interviews with 176 Australian authors, journalists and academics, followed by an analysis of 20 publishing contracts. It concludes that — in some, but not all, instances — a combination of the exceptions allowed under the Act and practical exigencies have diluted the unique character of authors’ moral rights and have created an environment of uncertainty.

In Australia, public debate about recognition of the nation’s First Australians through constitutional change has highlighted the complexity and sensitivities surrounding Indigenous/state relations at even the most basic level of legal rights. But the unevenness of race relations has meant Aboriginal perspectives on race relations are not well known. This is an obstacle for reconciliation which, by definition, must be a reciprocal process. It is especially problematic in regions with substantial Aboriginal populations, where Indigenous visibility make race relations a matter of everyday experience and discussion. There has been considerable research on how settler Australians view Aboriginal people but little is known about how Aboriginal people view settler Australians or mainstream institutions. This paper presents the findings from an Australian Research Council project undertaken in partnership with Larrakia Nation Aboriginal Corporation. Drawing on in-depth interviews with a cross-section of Darwin’s Aboriginal residents and visitors, it aims to reverse the racial gaze by investigating how respondents view settler Australian politics, values, priorities and lifestyles. Through interviews with Aboriginal people this research provides a basis for settler Australians to discover how they are viewed from an Aboriginal perspective. It repositions the normativity of settler Australian culture, a prerequisite for a truly multicultural society. Our analysis argues the narratives of the participants produce a story of Aboriginal rejection of the White Australian neo-liberal deal of individual advancement through economic pathways of employment and hyper-consumption. The findings support Honneth’s arguments about the importance of intersubjective recognition by pointing to the way misrecognition creates and reinforces social exclusion.

ABSTRACTCaring for elderly relatives has predominately been explored from the standpoint of the needs and experiences of the hegemonic culture in multicultural countries like Australia, Canada and the United States of America. Australia, in particular, has paid scant attention to cultural and linguistically diverse groups in relation to caring for the aged. In this paper we focus on Chinese-Australian families caring for elderly relatives. We explore the traditional value of filial piety which is said to underpin social norms and beliefs about caring for aged parents in Chinese cultures. Specifically we draw on four in-depth interviews with Chinese-Australian care-givers of elderly relatives to identify meanings of filial piety and practices of filial piety. Findings indicate that while filial piety is still an important value in caring for the aged, meanings about how to practise filial piety are changing and vary across families.

Abstract More than 12,000 migrant engineers have migrated to Australia in the past four years – the majority NESB professionals of prime workforce age selected under the skilled immigration program. These engineers are currently experiencing extreme levels of unemployment – in part due to Australia’s recession, but in part due to disproportionate labour market rejection. This paper examines the critical ‘gatekeeping’ role of the employment interview. It explores the cultural attitudes a range of East European engineers bring to Australian engineering job interview questions – in particular ‘process’ questions (requiring detailed description of knowledge of engineering processes), and ‘self-promotion’ questions (inviting positive presentation of demonstrated professional skills). The paper then analyses the videotaped job interview performance of two East European engineers, who answer such questions poorly in interviews conducted by the Institution of Engineers, Australia. The paper suggests that disparities between country of origin interview strategies and those used in Australia might usefully be targeted as areas for further research. Such research could lead to more effective cross-cultural interview training, while lessening the risk of interview failure.

Drawing on demographic data collected from interviews with 50 Indigenous Australians with a doctoral qualification and 33 of their supervisors, this paper provides the first detailed picture of Indigenous doctoral education in Australia, with the focus on study modes, age of candidates, completion times and employment. It also analyses data produced through interviews with supervisors including age, employment levels and academic background. The study confronts a number of common perceptions in the higher education sector, to find that many Indigenous Australians are awarded their doctoral qualification in the middle stages of their career. This particular cohort is more likely to be studying in the arts and humanities, employed in higher education and enrolled on a full-time basis. This Australian Research Council (ARC) funded research provides new and important data to inform government policy, and to allow universities to implement strategies and recommendations arising from the Behrendt Report of 2012.

Long term and comprehensive management of patients with Spinal Cord Injury (SCI) within the Australian health system suffers from ineffective patient data co-ordination between state and federal levels, between private and public hospitals, and among the allied health sectors, all of which form multiple data custodians. Patients with SCI may require medical intervention over an average of 30-40 years thus it is challenging to keep all the information that belongs to the same person accessible over a prolonged period of time. Although Australia is leading in the data linkage program (e.g. the West Australian Data Linkage Systems, WADLS), it has a long way to go as far as SCI patients are concerned. Here, the authors present findings based on interviews with a range of data custodians for patients with SCI, showing that data are kept in different silos which are not coordinated, hence duplication exists and patient information that exists on many different databases is inconsistently updated. This paper presents information generated by SCI patients and considers the range of data custodians and issues involved in data linkage in Australia, as well as reviewing the WADLS and a new Australian Government initiative called My Health Record system.

Abstract In this paper an attempt is made to identify the origins and distinctive character of Applied Linguistics in Australia, which differ significantly from those in the United States and the United Kingdom, where the field developed in the context of the English language education of international students. The Australian tradition differs in two main respects: (1) the strong influence and representation of the applied linguistics of modern languages, manifest in the work of university teachers of French and other modern languages, and in research on language in immigrant communities; and (2) the distinctive role of the applied linguistics of English, both as a mother tongue in schools, and as a language of immigrants. Using information from a series of interviews with leading figures in the development of Australian applied linguistics, the unique character of Australian Applied Linguistics is revealed.

Purpose – The purpose of this paper is to provide an overview of the context for strategies to overcome antimicrobial resistance in Australia, which may provide valuable learnings for other jurisdictions. Design/methodology/approach – Non-systematic review of literature from websites of national, state and territory health departments and interviews with key stakeholders for Australian strategies to reduce antimicrobial resistance. Findings – In July 2015 all states and territories in Australia adopted the National Antimicrobial Resistance Strategy 2015-2019, which is built on the World Health Organization policy package to combat antimicrobial resistance. This strategy represents “the collective, expert views of stakeholders on how best to combat antimicrobial resistance in Australia. It will also support global and regional efforts, recognising that no single country can manage the threat of antimicrobial resistance alone”. It combines quantitative and qualitative monitoring strategies with frameworks and guidelines to improve management of the use of antimicrobial resistant drugs. Prior to this, health services and states developed and implemented initiatives aimed at monitoring and improving prescribing practices. Development of the national strategy has encouraged and fostered debate within the Australian health system and a raft of new policy initiatives. Research limitations/implications – Surveillance strategies are in place to monitor impact and trends at jurisdictional and sector levels. However, actual impact on antimicrobial resistance and prescribing practices remains to be seen as existing initiatives are expanded and new initiatives implemented. Practical implications – This overview of key Australian initiatives balancing quantitative and qualitative surveillance, accreditation, research, education, community awareness and price signals on antibiotic prescribing practices may be valuable to health systems in developing local strategies. Originality/value – The authors provide an up to date overview of the context, strategies and aims of antimicrobial stewardship in Australia.

Abstract Background Patient-delivered partner therapy (PDPT) is a method for an index patient to give treatment for genital chlamydia to their sexual partner(s) directly. In Australia, PDPT is considered suitable for heterosexual partners of men and women, but is not uniformly endorsed. We explored the policy environment for PDPT in Australia and considered how PDPT might become a routine option. Methods: Structured interviews were conducted with 10 key informants (KIs) representing six of eight Australian jurisdictions and documents relevant to PDPT were appraised. Interview transcripts and documents were analysed together, drawing on KIs’ understanding of their jurisdiction to explore our research topics, namely the current context for PDPT, challenges, and actions needed for PDPT to become routine. Results: PDPT was allowable in three jurisdictions (Victoria, New South Wales, Northern Territory) where State governments have formally supported PDPT. In three jurisdictions (Western Australia, Australian Capital Territory, Tasmania), KIs viewed PDPT as potentially allowable under relevant prescribing regulations; however, no guidance was available. Concern about antimicrobial stewardship precluded PDPT inclusion in the South Australian strategy. For Queensland, KIs viewed PDPT as not allowable under current prescribing regulations and, although a Medicine and Poisons Act was passed in 2019, it is unclear if PDPT will be possible under new regulations. Clarifying the doctor–partner treating relationship and clinical guidance within a care standard were viewed as crucial for PDPT uptake, irrespective of regulatory contexts. Conclusion: Endorsement and guidance are essential so doctors can confidently and routinely offer PDPT in respect to professional standards and regulatory requirements.

Hotels are a key element of the tourism industry. Hotels are the most common form of accommodation for tourists and the hotel industry is intricately to tourism. A review of the academic literature indicates that existing research is primarily focused on sustainability in tourism, but very few studies have analysed the environmental dimension of sustainability in hotels in Australia, an important facet of the Australian tourism industry. The paper presents the findings of the influence of stakeholders on environmentally sustainable policies and practices (ESPPs) in the Australian hotel industry. One-on-one interviews were conducted with hotel managers as a representative sample of Australian hotels in Melbourne, Australia. The selected sample for the research comprised managers who manage approximately 60 hotels. The data was collected through in-depth interviews. It was then transcribed, coded, and analysed with NVIVO, a computer-aided qualitative data analysis software program. The sample size ensured representation by different segments of the hotel industry to include international chain-affiliated hotels, Australian chain-affiliated hotels and independent hotels. An analysis of the findings suggests that owners and shareholders are the biggest influencers as their investment takes primary importance. Other key stakeholders such as guests generally play a secondary role in influencing the ESPPs of hotels. ESPPs should lead to well-intentioned initiatives and practices that are undertaken by stakeholders to create drivers for change to contribute to environmental sustainability.

The study was premised on the concern of the migrant African parents about their children’s lack of aspiration for higher education after completing their secondary education in the Northern Territory (NT), Australia. There appears to be little understanding of, or confusion around, the different pathways available to higher education in Australia. The reports and anecdotes around African youths in the NT demonstrating antisocial behaviors, including, but not limited to drug offences, teen pregnancies and suicides prompted this research. These troubling behaviors have culminated in the death of two young boys in the African community in Darwin 2016 and another girl in 2019 in Kathrine. The study comprises of African parents who migrated to NT in Australia from different demographics in Africa. This study used a questionnaire and semi-structured interviews to investigate African parents’ perception of their child’s post-secondary school aspiration. The outcome of this investigation revealed a lack of understanding of the NT Australian school systems and reporting strand on their children performance and the different pathways through which their children can access higher education in Australia. This study provided four recommendations to help African parents understand the NT Australian government policies and programs on education.

Communication is considered a crucial skill set by employers who require universities to develop students’ communication skills, to meet their requirements in the workplace. This study focuses on graduates’ perceptions of their skill in professional communication; its development during their studies; and its value when making the transition to employment. The paper is based on two studies undertaken in Australia with interviews with graduates. The graduates are both of Australian and Chinese origin working in Australia and China across various industries. Presentation skills, writing, and intercultural skills were considered most important. Although most participants were satisfied with the way they had developed these skills at the Australian university, some international graduates needed more help from university to attain these skills. Recommendations regarding structured interventions for intercultural communication, work-integrated learning, and professional training of academic staff were provided.

The purpose of this study was to use intensive interviews to evaluate the impact of American teachers on a rural community in New South Wales, Australia from 2005 to 2015. The study analyzed interviews with 10 participants of the Australian community. Survey participants were chosen based on their longevity in the community and their community involvement. Two researchers and a peer reviewer transcribed, coded, and categorized the data into themes suggested by the interview participants using participatory action research. Results from this study identified two major themes: impact on student growth and sense of community, and eight subthemes: student performance, international growth, culture, perceptions and stereotypes, values, pre and post impressions of American teachers, involvement within the community, and community acceptance.

It suggests teachers use their professional knowledge of curriculum and pedagogy to arrange screen resources, curriculum concepts and student experiences to promote learning. This complex curatorial process adds value to broadcaster and producer curation processes that aim to position cut-down clips and educational resources for classroom use. The article draws on a national research project that undertook interviews with 150 teachers in schools across Australia. The authors suggest the ongoing digital disruption of the school sector presents both opportunities and challenges for the Australian Broadcasting Corporation, The Special Broadcasting Service and the Australian Children’s Television Foundation.

This article examines the ways the Australian property market is addressed among Chinese migrants in Australia on and off WeChat, one of the most popular instant messenger apps installed on Smartphones. Specifically, we focus on how migrant media and real estate professionals’ narratives on real estate properties constitute and reproduce a transnational Chinese diasporic space between China and Australia. Although the latest wave of ‘property talk’ is relatively a new concept to the mainstream Australian societies due to the housing price boom since 2012, talking about land and property ownerships has always been integral part of Chinese diasporic culture. Yet, with the advent of digital media technologies, this cultural conversation is increasingly being delivered, processed and experienced through digital platforms such as that of WeChat. Drawing on observations on WeChat and interviews with Chinese media and real estate practitioners in Australia, we conceive that WeChat plays a vital role in forging and reproducing Chinese diasporic spaces in Australia by articulating the intersection of diasporic spatiality and mediasphere. We contend that WeChat’s affordances of the informational, interpersonal and instrumental have aided Chinese migrants and those Chinese real estate practitioners to co-constitute a social space of property talk that enables new social relations to be negotiated and social networks to be established and reinforced across China and Australia.

Presenting academic criticism in academic papers is one of the most challenging study tasks for students from Non-English-Speaking Background (NESB) countries studying in Australia. Most lecturers in Australian university expect students to engage in critical discussion and put their adversarial position in academic writing. This study investigates the challenges experienced by Indonesian students studying in Australia in presenting academic criticism. Data were collected through questionnaires along with two focus group interviews of Indonesian graduate students in Australia. The study has found that cultural values, socio-political situations, and previous educational experience in Indonesia have contributed to participants’ limited writing experience and limited critical literacy practice. All of these have manifested to their struggle of presenting academic criticism and writing according to the expected dominant discourse in Australia.

There has been an increase in HIV diagnoses among Chinese men who have sex with men international students (CMISs) in Australia. However, there is not a lot of understanding about the sexual health information of this cohort of transient students. There are often assumptions of low sexual health literacy and other vulnerabilities made about this cohort, but the actual cultural and systemic barriers are not well understood. In particular, there is a lack of understanding about their sexual health information behaviours. Data were collected through semi-structured in-depth interviews among ten CMISs in Australia, recruited from social dating apps and snowballing methods. Within this sample, there was a diversity in CMISs’ prior sexual health knowledge, sources of sexual health information and engagement with the Australian LGBTIQA+ community. A key concern amongst those interviewed was a lack of in-depth knowledge about the Australian health system. This article challenges some of the assumptions about CMISs’ sexual health information behaviours and calls for a more nuanced approach when engaging with them. In order to provide relevant and timely sexual health information to CMISs, these results point to four areas for attention and improvement. These are use of peer mentoring, messaging disseminated through Chinese social media, activating a more inclusive LGBTIQA+ community and increasing awareness about the Australian health system.

Drawing on relevant sociological and feminist theories namely a social constructivist and intersectional framework, this article explores ways in which migrant Iranian men as ‘refugees’ ‘who use drugs’ navigate the complex terrain of ‘double displacement’ in the Australian contemporary context. It presents findings from a series of community based participatory and culturally responsive focus groups and in-depth interviews of twenty-seven participants in Sydney, Australia. Results highlight the ways in which social categories of gender, language, class, ethnicity, race, migration status and their relationship to intersubjective hierarchies and exclusion in Australia circumnavigate and intervene with participants’ alcohol and other drugs’ (AOD) use and related harms. The article argues that there is a need to pay greater attention to the implications of masculinities, power relations and the resultant material, social and affective emotional impacts of displacement for refugee men within Australian health care responses.

ObjectivesThis study aimed to investigate Australian pharmacists’ views about their role in physician-assisted suicide (PAS), their ethical and legal concerns and overall thoughts about PAS in pharmacy.DesignSemistructured interviews of pharmacists incorporating a previously validated vignette and thematic analysis.SettingAustralia (face to face or phone call).Participants40 Australian Health Practitioner Regulation Agency registered pharmacists, majority women (65%) with varied experiences in community, hospital, industry, academia, government and other fields.ResultsEmergent themes from the interviews were:legal and logistical framework,ethical framework,training and guidanceandhealthcare budget. More than half the participants supported the role of pharmacists in the supply of medicines for PAS, while less than half were either against or unsure of the legislation of PAS in Australia. Shared concerns included transparency of prescribing practices and identification of authorised physicians involved in PAS, which were consistent with existing literature. Religious faith, emotion and professional autonomy were key indicators for the implementation of conscientious objection to the supply of medicines in PAS. Re-evaluation of current guidelines, pharmacist training and government reimbursement was also of significance from participants’ perspectives.ConclusionThis study revealed current concerns of practising pharmacists in Australia, including previously undocumented perspectives on the pharmacoeconomic impact of and barriers relating to PAS. The need for training of all healthcare professionals involved, the provision of clear guidelines, including regulation around storage, administration and disposal of medicines dispensed for PAS and the updating of current therapeutic guidelines around end-of-life care were all issues delineated by this study. These findings highlighted the need for current and future policies to account for all stakeholders involved in PAS, not solely prescribers.

Continual reforms in the Australian Higher Education Sector result in ongoing significant changes to the experiences of the Australian academic. As a result, massification, internationalisation and corporatization form the landscape of academia in Australia. The Australian University Accounting Academic (AUAA) faces ongoing challenges and opportunities within this dynamic academic environment, and this study explores these challenges in relation to teaching themed issues that confront the AUAA. By using a questionnaire and interviews with AUAAs, three themes emerged, being curriculum, teaching workload, and the impact of online teaching. The “ASSET” support framework is developed from these conversations with the AUAA’s to help them become an “asset” to the university during these times of disruptive change instead of allowing the system to “gazump” them.

Objective This study asks ‘Is capital investment in Australian public hospitals effectively funding patient access to efficient hospital care?’ Methods The study drew information from semistructured interviews with senior health infrastructure officials, literature reviews and World Health Organization (WHO) reports. To identify which systems most effectively fund patient access to efficient hospitals, capital allocation systems for 17 Organisation for Economic Cooperation and Development (OECD) countries were assessed. Results Australian government objectives (equitable access to clinically appropriate, efficient, sustainable, innovative, patient-based) for acute health services are not directly addressed within Australian capital allocation systems for hospitals. Instead, Australia retains a prioritised hospital investment system for institutionally based asset replacement and capital planning, aligned with budgetary and political priorities. Australian systems of capital allocation for public hospitals were found not to match health system objectives for allocative, productive and dynamic efficiency. Australia scored below average in funding patient access to efficient hospitals. The OECD countries most effectively funding patient access to efficient hospital care have transitioned to diagnosis-related group (DRG) aligned capital funding. Measures of effective capital allocation for hospitals, patient access and efficiency found mixed government–private–public partnerships performed poorly with inferior access to capital than DRG-aligned systems, with the worst performing systems based on private finance. Conclusion Australian capital allocation systems for hospitals do not meet Australian government standards for the health system. Transition to a diagnosis-based system of capital allocation would align capital allocation with government standards and has been found to improve patient access to efficient hospital care. What is known about the topic? Very little is known about the effectiveness of Australian capital allocation for public hospitals. In Australia, capital is rarely discussed in the context of efficiency, although poor built capital and inappropriate technologies are acknowledged as limitations to improving efficiency. Capital allocated for public hospitals by state and territory is no longer reported by Australian Institute of Health and Welfare due to problems with data reliability. International comparative reviews of capital funding for hospitals have not included Australia. Most comparative efficiency reviews for health avoid considering capital allocation. The national review of hospitals found capital allocation information makes it difficult to determine ’if we have it right’ in terms of investment for health services. Problems with capital allocation systems for public hospitals have been identified within state-based reviews of health service delivery. The Productivity Commission was unable to identify the cost of capital used in treating patients in Australian public hospitals. Instead, building and equipment depreciation plus the user cost of capital (or the cost of using the money invested in the asset) are used to estimate the cost of capital required for patient care, despite concerns about accuracy and comparability. What does this paper add? This is the first study to review capital allocation systems for Australian public hospitals, to evaluate those systems against the contemporary objectives of the health systems and to assess whether prevailing Australian allocation systems deliver funds to facilitate patient access to efficient hospital care. This is the first study to evaluate Australian hospital capital allocation and efficiency. It compares the objectives of the Australian public hospitals system (for universal access to patient-centred, efficient and effective health care) against a range of capital funding mechanisms used in comparable health systems. It is also the first comparative review of international capital funding systems to include Australia. What are the implications for practitioners? Clinical quality and operational efficiency in hospitals require access for all patients to technologically appropriate hospitals. Funding for appropriate public hospital facilities, medical equipment and information and communications technology is not connected to activity-based funding in Australia. This study examines how capital can most effectively be allocated to provide patient access to efficient hospital care for Australian public hospitals. Capital investment for hospitals that is patient based, rather than institutionally focused, aligns with higher efficiency.

The Australian family courts introduced Child Inclusive Conferencing after the country adopted the United Nations Convention on the Rights of the Child. The legislation governing these conferences is minimalistic but the Family Court Consultants in the Family Court of Australia and the Federal Circuit Court have well-developed and documented guidelines. The Family Court of Western Australia is, however, a separate entity and in the absence of regulatory guidelines its Family Consultants developed their own process and criteria. This model is unique, in Australia at least, because it has been organically developed by the practitioners providing the Child Inclusive Conferences with very little, if any, statutory and regulatory guidance. This model therefore serves as an example of how practitioners think child inclusive services should be offered. The model is, however, not documented and the aim of this study was to understand and document Family Consultants’ decision making regarding if and when they will conduct a Child Inclusive Conference in the Family Court of Western Australia. Ten Family Consultants were interviewed using semi-structured interviews. A thematic analysis was conducted on the transcripts of the interviews identifying 12 themes. Overall the data suggested that Family Consultants take into account a range of criteria and although they were very cognisant of the importance for the child to be engaged in decision making they noted specific challenges regarding how they could use Child Inclusive Conferencing to do this. These findings provide a basis for the development of regulations that ensure that Child Inclusive Conferences are used optimally to improve the inclusion of children in the family court procedures in Western Australia and potentially elsewhere. Further research is, however, necessary before such regulations can be finalised.

There is increasing interest in the phenomena of international student mobility and the growing global demand for skilled nurses. Little is known, however, about the learning experiences of Chinese nursing students at Australian universities. This study begins to address this gap. A narrative inquiry methodology was employed. In-depth interviews and focus group discussions, along with field notes and observations were conducted with six Chinese undergraduate nursing students studying undergraduate nursing in Western Australia. Chinese nursing students in Australia experienced fear and anxiety, driven by unfamiliarity with the hospital environment, education methods, and assessment expectations. Clinical placement experiences in Australian health services were identified by participants as the most stressful learning experience. Forming friendships with domestic students was difficult and rare for these students: none made friends with local students or joined university groups. Despite the challenges they experienced, the participants were motivated and adaptive to a new culture and learning methods, and all, demonstrated academic success. This study provides new knowledge about the learning experiences of Chinese nursing students at Australian universities. Many of the issues identified relate to the wider discussion around effective support for international students.

Background: The present paper discusses the impact the traditional Vietnamese culture has on the uptake of mainstream health services for sexual health matters by Vietnamese Australian young women. It is part of a wider qualitative study that explored the factors that shaped the sexual behaviour of Vietnamese Australian young women living in Australia. Methods: A Grounded Theory methodology was used, involving in-depth interviews with 15 Vietnamese Australian young women aged 18 to 25 years who reside in Victoria, Australia. Results: The findings demonstrated that the ethnicity of the general practitioner had a clear impact on the women utilising the health service. They perceived that a Vietnamese doctor would hold the traditional view of sex as held by their parents’ generation. They rationalised that due to cultural mores, optimum sexual health care could only be achieved with a non-Vietnamese health professional. Conclusion: It is evident from the present study that cultural influences can impact on the sexual health of young people from culturally diverse backgrounds and in Australia’s multicultural society, provision of sexual health services must acknowledge the specific needs of ethnically diverse young people.
