Abstract:
Current early childhood literature concerning anti-racist and multicultural education discusses the importance of adopting a curriculum framework to counter the development of prejudice and racism in young children. This article draws on two separate research projects in Victoria, Australia that explore how this might best be done. One project was concerned with exploring young children's understandings of indigenous Australians and their cultures and the other investigated teaching practices of a group of early childhood practitioners with indigenous Australians and their cultures. The results from these two projects are compared in order to explore some current issues in adopting curriculum frameworks that counter the development of prejudice and racism in young Anglo-Australian children towards Australia's indigenous peoples and cultures.

Abstract:
This paper discusses the role of the Australian Institute of Criminology (AIC) in monitoring inmate deaths in custody on a national basis. It also provides a descriptive overview of Australian Indigenous and non-Indigenous inmate deaths in custody during the eighteen-year period between 1980 and 1998.In October 1987, the Royal Commission into Aboriginal Deaths in Custody (RCIADIC) commenced investigating the deaths of Australia's Indigenous people in custody throughout Australia between January 1, 1980 and May 31, 1989. RCIADIC's task was to examine the circumstances of the deaths; the actions taken by authorities; and the underlying causes of Indigenous deaths in custody, including social, cultural, and legal factors. The investigation found that the major factor contributing to the high number of Indigenous deaths in custody was the disproportionately higher rates at which Indigenous people come into contact with the criminal justice system. RCIADIC concluded that the most significant reason for this contact was the severely disadvantaged social, economic, and cultural position of many Indigenous people.

The concept of the ‘indigenous public sphere’ is intended to describe the highly mediated public ‘space’ for developing notions of Indigeneity, and putting them to work organising and governing the unpredictable immediacy of everyday events (Hartley and McKee, The Indigenous Public Sphere, 2000, p. 3) One of the major conclusions of John Hartley and Alan McKee’s study is that, in the Australian media, indigenous people are central to a drama about Australian national identity. Stars rather than victims, indigenous people are caught up in a media narrative over which ‘they have little individual control, but which is nevertheless telling their story’ (p. 7).

Abstract:
For many non-Indigenous Australians the only time they have any engagement with Indigenous peoples, history or issues is through watching sport on television or being at a football match at the MCG. This general myopia and indifference by settler Australians with Indigenous Australians manifests itself in many ways but perhaps most obscenely in the simple fact that Indigenous Australians die nearly 20 years younger than the rest of Australias citizens. Many non-Indigenous Australians do not know this. Sport in many ways has offered Indigenous Australians a platform from which to begin the slow, hard process for social justice and equity to be actualised. This paper will discuss the participation of Indigenous Australians in sport and show how sport has enabled Indigenous Australians to create a space so that they can speak out against the injustices they have experienced and to further improve on relations going into the future. The central contention is that through sport all Australians can begin a process of engaging with Indigenous history as a means to improve race relations between the two groups.

Abstract:
In Australia a serious and widely documented statistical gap exists between the socio-economic circumstances of the country’s Indigenous and non-Indigenous populations. Areas of divergence include life expectancy, health, housing, income, and educational opportunity and employment. This has made career attainment problematic for most Aboriginal people. Among male Indigenous people, professional sport is portrayed as one of the few realms in which they can prosper. This is particularly true in the major football codes – Australian Rules and rugby league – and a feature of elite-level boxing, where Indigenous fighters are also statistically over-represented. However, while sport has provided opportunities for a small number of talented Indigenous athletes, it has rarely been a pathway to lifelong prosperity. This paper contends that as a result of over-reliance on an abundant bank of physical capital, Indigenous Australian boxers are particularly vulnerable to potential occupational obsolescence should their bodily assets erode more quickly than envisaged. Drawing on an Indigenous concept, Dadirri, to inform a wider interpretive phenomenological approach, the paper examines retirement experiences of fourteen elite male Indigenous Australian boxers; the goal of this research is to understand their post-sport career decision making. In this respect, Pierre Bourdieu’s concepts of habitus, capital and field are utilised to frame and interpret the capacity of Indigenous boxers to develop sustainable career pathways – which we describe as future capital – during their time as elite athletes. For this group of athletes, being an Indigenous person was found to be a significant factor in their decision-making to enter the sport, which may then leave them open to exploitation within the field. Many boxers find their engagement with education and vocational training remains restricted to occupations that complement an Indigenous sense of cultural capital. This involves, as with other ethnocultural groups, particular notions of kinship and family obligation that in turn shape individual aspirations and behaviours. Indigenous Australian boxers remain largely unaware or removed from the possibility of pursuing career pathways beyond those that draw upon or accentuate their physicality.

AbstractIn this paper, I consider the importance of Indigenous studies programs, at both undergraduate and postgraduate levels, as critical elements in enabling Indigenous Australian students to engage in the academe in ways that not only allow them to empower themselves, but, ultimately, to become effective change agents within both their own and the wider Australian community. While this paper will highlight the challenges that Indigenous Australians face in their engagement within the university learning environment, it will also reveal the increasingly successful outcomes that are being achieved. A particular focus of the paper will be to acknowledge higher education as a tool of empowerment – a process that enables people to identify and address their own issues, and to use such knowledge and understanding as the platform for personal, positive growth. Finally this paper will contextualise higher education from within an Indigenous perspective to demonstrate how Indigenous studies not only contributes to the empowerment of the individual but also has a critical role in ultimately re-positioning Indigenous Australians in the wider Australian society.

AbstractThis article describes Indigenous Australian languages as having a history of pejoration dating from colonial times, which has masked the richness and complexity of mother tongues (and more recently developed kriols) of large numbers of Indigenous Australians.The paper rejects deficit theory representations of these languages as being inferior to imported dialects of English and explains how language issues embedded in teaching practices have served to restrict Indigenous Australian access to cultural capital most valued in modern socio-economic systems. We go on to describe ways in which alternative perspectives where acknowledgment of rich, complex and challenging features of Indigenous Australian languages may be used by educators as empowering resources for teacher education and teaching in schools. Our paper stresses the urgency of establishing frameworks for language success within which to develop other successful learning outcomes of Indigenous Australians.

Through a reading of Australian non-Indigenous author Tim Winton and his novel The Riders, this essay seeks to shake to the very roots white-settler understandings of identity and belonging. The essay treads respectfully into the field of Australian identity, recognizing that Indigenous people’s ancient and sacred relationship with country and the formation of treaties with the nation, are now rightfully central on national agendas. However, this essay asks the following question: what are the ontological grounds upon which respectful dialogue between Indigenous and non-Indigenous Australians might occur, after such violent and traumatic history? The essay explores the possible grounds for an evolving dialogue, one which will be necessarily intersectional: (post)colonial, spiritual/ontological and material. Further, the essay identifies “spirituality” and “ontology” as broad denominators for religion, speculating on a (post)colonial ontology which centers on home and (un)belonging. White-settler Australians, this essay argues, must confront deep ontological issues of brokenness if they are to take part meaningfully in future dialogues. Scully, the protagonist of The Riders, finds himself far from home and stripped of almost all the markers of his former identity: as Australian, as husband, and as a man in control of his life. The novel probes (un)belonging for this individual descendent of colonial Australia, as trauma engulfs him. Further, it will be argued that The Riders prefigures the wider, potentially positive aspects of a post-colonial ontology of (un)belonging, as white-settler Australians come to enunciate a broken history, and ontological instability. Such recognition, this essay argues, is a preliminary step towards a fuller post-colonial dialogue in Australia.

Abstract In this paper, I discuss several key issues – governance, employment, research, culture, anti-racism policies, curriculum, student support and student success – that are critically important in enabling universities to meet the educational needs of Indigenous peoples. I also analyse a representative sample of Australian universities and argue that Australian universities have generally failed to adequately address these key issues. Further, I compare this study to a similar study that I conducted in 2000 and analyse any similarities and differences between the two studies.

This creative practice-led thesis is in two parts - a novella entitled Leaning into the Light and an exegesis dealing with issues for creative writers who are non-Indigenous engaging with Indigenous characters and inter-cultural relationships. The novella is based on a woman's tale of a cross cultural friendship and is set in a Queensland Cape York Aboriginal community over a period of fifteen years. Leaning into the Light is for the most part set in the late 1960s, and as such tracks some of the social and personal cost of colonisation through its depiction of Indigenous and non-Indigenous relationships within a Christian run mission. In short, Leaning into the Light creates an imaginary space of intercultural relationships that is nevertheless grounded in a particular experience of a 'real' place and time where Indigenous and non-Indigenous subjectivities collide and communicate. The exegesis is principally concerned with issues of non-Indigenous representation of indigeneity, an area of enquiry and scholarship that is being increasingly theorized and debated in contemporary cultural and literary studies. In this field, two questions raised by Fee (in Ashcroft, Griffiths and Tiffin, 1995) are key concerns in the exegesis. How do we determine who is a member of the Aboriginal minority group, and can majority members speak for this minority? The intensification of interest around these issues follows a period of debate in the 1990s which in turn was spawned by the "unprecedented politicisation of {Australian} history" (Collins and Davis, 2004, p.5) following the important Mabo decision which overturned the "nation's founding doctrine of terra nullius" (ibid, p.2). These debates questioned whether or not non-Aboriginal authors could legitimately include Aboriginal themes and characters in their work (Huggins, 1994; Wheatley, 1994, Griffiths, et al in Tiffin and Lawson, 1994), and covered important political and ethical considerations, at the heart of which were issues of representation and authenticity. Moreover, there were concerns about non-Indigenous authors competing for important symbolic and publishing space with Indigenous authors. In the writing of Leaning into the Light, these issues became pivotal to the representation of character and situation and as such constitute the key points of analysis in the exegesis.

Abstract:
Alcohol misuse is considered the most significant cause of violence in Aboriginal and Torres Strait Islander communities. All members of the Aboriginal community feel the impact of heavy alcohol consumption and related violence. Initiatives that attempt to reduce alcohol consumption as a strategy to decrease crisis levels of violence have had limited success. This thesis examines the extent and patterns of Aboriginal alcohol consumption and explores the relationship between alcohol misuse and violence, using secondary statistical and exploratory literature. It will be contended that: the link between alcohol misuse and violence is not a simple cause and effect relationship; and Aboriginal family and community violence are symptoms of underlying social and psychological trauma. This thesis presents qualitative researched case studies of Aboriginal alcohol treatment organisations, and Aboriginal initiatives that address the issues underlying violence. It is argued that interventions focusing on alcohol alone will not reduce family violence and community dysfunction. A "grassroots," Aboriginal community based response is presented as an alternative to reactive and short-term interventions.

AbstractThe number of Indigenous higher degree by research (HDR) students has increased steadily over the past decade. Support for Indigenous students from the Australian government, universities and Indigenous Support Units has been documented in Australian higher education. Unfortunately, a range of barriers continue to hinder Indigenous HDR students to completion in their research journey. Presented in this book chapter is the literature review of barriers, including lack of academic skill set and research skills to pursue a research degree program, lack of social and academic support for Indigenous HDR students, the student—supervisor relationship issues and challenges relating to health, family and community responsibilities. Simultaneously, our review identified current strategies and initiatives to retain Indigenous HDR students in their research degree programs and to support them to completion, highlighting the roles of the Indigenous Postgraduate Support Officer and the National Indigenous Research and Knowledges Network. This review, we suggest, should move further to analyse the effectiveness of current strategies and initiatives provided for Indigenous HDR students in detail to inform Indigenous students of the available support resources and how to access to these resources.

AbstractThis chapter argues for the full, respectful curricular inclusion of Aboriginal and Torres Strait Islander music in order to promote a more balanced and equitable social and cultural vision of the nation-state in Australian schools. It challenges views that claim Indigenous cultures have been irretrievably lost or are doomed to extinction, as well as the fixation on musical authenticity. We propose that the gradual broadening of Indigenous musical expressions over time and the musical renaissance of the new millennium have created an unprecedented opportunity for current music educators to experience the educative power of Aboriginal and Torres Strait Islander music. This means that culturally nonexposed music teachers can employ familiar musical-technical approaches to the music even as they begin to more fully investigate the music’s cultural-contextual meanings. The chapter considers issues that impinge on the music’s educative power, especially those relating to its definition, its intended audiences, and pedagogies. It aims to help clear the way for the classroom to become an environment in which students can sense the depth and vitality of contemporary Australian Indigenous music.

Abstract:
AbstractThe British Empire has become a new trope in neo-Victorian studies, incorporating a postcolonial trans-national approach to the re-writing of the Victorian past. Kate Grenville’s novel The Secret River is set in Australia in the early nineteenth century when issues of transportation and colonisation coalesce with the fight for survival under precarious conditions. The Secret River is the story of the confrontation between colonisers and colonised people in terms of gender and vulnerability. This chapter analyses the role of Empire in the construction of a British identity associated with civilisation and that of the native population. Following Judith Butler’s theories, my discussion is organised around two main topics: Australian history and narratives of recollection, and gender identity and vulnerability both in white settlers and indigenous communities. My contention is that both sides became involved in a relationship of mutual vulnerability.

Abstract:
Information Technology is the most versatile technology yet developed. By enabling the components to be altered using a language emulating the spoken tongue, we have a technology that can readily be adapted to new situations. This flexibility is exemplified by the resources provided by the open source community which covers a wide range of applications including communication protocols, file conversions and web services. However the designers of this technology are still located in a cultural milieu which may not accommodate the needs of all users. This chapter looks at how innovative technology and software can meet the needs of some of the most dispossessed people through supporting Indigenous knowledge sharing. In designing Appropriate Technology, engineers consider the technical, environmental, social and economic aspects affecting uptake, as well as cultural suitability. Using this approach, the author considers IT uptake in Aboriginal and Torres Strait Islander communities across Australia.

In this chapter, Zara Rix argues that Ambelin Kwaymullina, an indigenous Australian author, imagines a dystopian Australia as a way to teach readers about Australia’s history of indigeneity. The indigenous futurism Kwaymullina employs allows her to envision a path forward for Australia—one that respects and honors indigenous tradition while also leaning on indigenous notions of law to move the nation toward a more ethical social order. In The Interrogation of Ashala Wolf, Kwaymullina combines the genres of YA and Indigenous Futurism to address issues of Indigenous land use, ownership, and access to citizenship. Kwaymullina demonstrates the importance of Aboriginal peoples and concepts of nationhood to the contemporary world order, suggesting that a just and ecologically balanced world can come only from reincorporating Indigenous practices into governmental policy. In making these moves, The Interrogation of Ashala Wolf becomes a utopian vision in the most politically active sense.

What might seem like sound, standards-based IT practice in a typical urban or academic location becomes unworkable in the physical realities of remote Australia and in the context of indigenous Australian cultural sensitivities. Based on the experience of the Ara Irititja Project, this chapter outlines the central issues facing the development of archive databases for indigenous peoples in remote Australia and points towards the need for a new approach to IT best practices in this context.

Abstract:
This chapter explores the concepts of boundary (“limit of country”) held by indigenous Australians and how they might be represented in computer-based information systems, especially geographic information systems (GIS) and digital cadastre databases. The impact of these representational issues on native title processes and determinations will also be discussed. The analysis provides a partial understanding of the nature of tribal boundaries, especially variations which occur in the physical definition of boundaries and their (intentional and unintentional) indeterminacy. The chapter goes on to draw some conclusions regarding the representation of indigenous boundaries in the property cadastres of Australian States and Territories. If such “official” boundaries are to do justice to indigenous law and culture, they must reasonably reflect the ontology and epistemology of the concepts of boundary held by indigenous Australians. Hence, there is a significant interaction between constraints imposed by particular information technology (IT) practices and indigenous concepts of place.

Abstract:
This research contributes to the influential work of Melbourne-based Architect, Gregory Burgess. Awarded the RAIA Gold Medal in 2004, Burgess is best known for celebrating human values through design and for his spiritual methodologies, organic aesthetic, and work with Indigenous landowners. While Burgess has initiated very little writing, his work has been the focus of numerous articles published within a variety of journals, newsletters, magazines, and books including those from the construction industry which are often overlooked in journalistic reviews. This paper investigates discussions of architecture in publications through lenses such as intended audiences and physical medium, which consequentially develop narratives and form perceived relationships between an architectural project, an architect, and reader. Conducted as archival research within Gregory Burgess’s anthology of saved publications, the examination and cataloguing of over 230 publications that mention him and his work date from 1979-2013. The breadth of the collection provides publications which range from local timber fabrication companies to Russian journals reviewing organic architecture, the majority in which the architect and the work was discussed without consultation from the design team. As a robust collection was maintained by the architect himself, general issues of discovering and accessing publications including those which fall within the digital dark age can be accessed and provide a fuller historical perception of the built work. The discussions of and narratives formed within this literature portray Burgess and his work in conscientious manners through the written word targeted for specific audiences: the construction industry, the trained architect, and members of the general public. Often, rather than contributing to architectural journalism or critique in a meaningful way, prominent projects and their broader themes become a vehicle for the author to promote their own voice and ideas. The findings argue that the different relationships an author has experiencing an architectural space demonstrates a broader picture of the architectural industry and the ways that historical publications can generate a perception of a designer and their designs.
