Abstract:
This thesis aims to improve historical knowledge of Australian refugee policy between 1976 and 1983, a unique and transitional moment in the nation’s history and in international refugee movements. The discussion will be based on original evidence drawn from archival records and oral history interviews, and informed by a broad literature which recognises that refugee policy is a product of varied political imperatives and historical context. First, Chapter Three reveals that because the Fraser government could not deport the Indochinese boatpeople who sailed to Australia, it sought to approve their refugee status in order to legitimate its announcements that only ‘genuine’ refugees were being admitted. In doing so, the Fraser government was required to defend the processing of boat arrivals to the public and within the bureaucracy. Chapter Four finds that historical and political considerations informed the Fraser government’s choice not to reject or detain boat arrivals but to instead introduce legislation against people smuggling. The chapter presents new evidence to disprove claims expressed in recent academic and media commentary that the government’s Immigration (Unauthorised Arrivals) Act 1980 (Cth) marked a particularly harsh stance and that passengers on the VT838 were deported without due process, and draws from ideas within the literature concerning the need for states to promote the integrity of the refugee concept. Chapter Five contributes to international literature on refugee status determination procedure by studying the Australian government’s assessment of non-Indochinese. Through a dataset created from UNHCR archives it is found that the quality of briefing material and political considerations could influence deliberations on individual cases. Chapter Six contributes to literature on in-country processing, revealing how Australia’s programme in Chile and El Salvador was a means of diversifying the refugee intake but caused tensions between the Department of Immigration and the Department of Foreign Affairs.

Abstract:
This thesis contributes to the ongoing discussion of modern Chinese identity by pro-viding a case study of Cheok Hong CHEONG. It necessarily considers Australian atti-tudes towards the Chinese during the 19th century, not least the White Australia Pol-icy. The emergence of that discriminatory immigration policy over the second half of the 19th century until its national implementation in 1901 provides the background to the thesis. Cheong was the leading figure among Chinese-Australian Christians and a prominent figure in the Australian Chinese community and the thesis seeks to iden-tify a man whose contribution has largely been shadowy in other studies or, more commonly, overlooked by the parochialism of colony/state emphasis in many histo-ries of Australia. His role in the Christian church fills a space in Victorian religious history. Although Cheong accumulated great wealth he was not part of the Chinese mer-chant class of the huagong/huaquiao traditions of the overseas Chinese diaspora of the 19th and 20th centuries. His wealth was accumulated through property investments following the spectacular collapse of the Victorian banking system during the 1890s. His community leadership role arose through his position in the Christian Church rather than, as was generally the case, through business. His English language skills, resulting from his church association, were the key to his role as a Chinese community spokesman.¶ Cheok Hong Cheong left an archive of some 800 documents in the English lan-guage covering the major people, incidents and concerns of his life and times. His Let-terbooks, together with the archives of the various Christian missions to the Chinese in Australia in the 19th and early 20th centuries, shed light on one person’s life and more broadly, through his involvements on the complex relationships of Chinese emigrants, with the often unsympathetic majority of Australians.¶ This is a case study of a Chinese identity formed outside China and influenced by a wider set of cultural influences than any other Chinese-Australian of his time —an identity that justifies the description of him as an ‘Alien Son’. Cheong’s story is a con-tribution to the urban and family history of an important ethnic sub-group within the wider immigrant history of Australia.¶ While Cheong remained a Chinese subject his identification with Australia cannot be questioned. All his children were born in Australia and he left just twice after his arrival in 1863. He visited England in 1891-2 and in 1906 he briefly visited China. Identity and culture issues are growing in importance as part of the revived relation-ship between the Chinese of the diaspora and the economic renewal of the People’s Republic of China and this thesis is offers a contribution to that discussion.

Abstract:
Since 2001, Australia’s increasingly securitised and exclusionary asylum policy has been legitimated through a damaging discourse surrounding people who seek asylum. This discourse, reinforced by successive Australian Prime Ministers, has been instrumental in shaping policies which have a devastating human impact. While political elites across the West are distancing themselves from a discourse of inclusive multiculturalism, Australia continues to celebrate its multicultural success despite the ongoing tension between a rhetoric of inclusion and one justifying exclusion. Since discourse is both productive and reflective of the social world, shaping discourse can be understood as a means to shape reality. This thesis explores how discourse is constructed and reproduced through framing; a discursive practice that influences how certain issues are understood. The texts analysed are those in which Australian Prime Ministers and senior political figures defend policies of exclusion against people who seek asylum by boat as part of a broader policy vision for a Safe, Secure & Free Australia. In order to contrast the frames, narratives and discourses associated with exclusion, communications promoting the policy vision of an inclusive Multicultural Australia have also been analysed. The frames identified in the material reproduce particular narratives which help to maintain the hegemonic position of discourses which present Australia as a humanitarian, welcoming and inclusive multicultural society and situate people who seek asylum by boat as illegal, seeking an unfair advantage, and as a threat to national security. By identifying frames that consistently appear in the messaging of Australian political elites, we can understand how certain narratives have come to be accepted as truth.

Abstract:
The study sought to uncover the constitution of migrant women's agency as they rebuild their lives in Australia, and to explore how contact with any publicly funded services might influence the capacity to be self determining subjects. The thesis used a framework of lifeworld theories (Bourdieu, Schutz, Giddens), materialist, trans-national feminist and post colonial writings, and a methodological approach based on critical hermeneutics (Ricoeur), feminist standpoint and decolonising theories. Thirty in depth interviews were carried out with 6 women migrating from each of 5 regions: Vietnam, Lebanon, the Horn of Africa, the former Soviet Union and the Philippines. Australian based immigration literature constituted the third corner of triangulation. The interviews were carried out through an exploration of themes format, eliciting data about the different ontological and epistemological assumptions of the cultures of origin. The findings revealed not only the women's remarkable tenacity and resilience as creative agents, but also the indispensability of Australia's publicly funded infrastructure or welfare state. The women were mostly privileged in terms of class, education and affirming relationships with males. Nevertheless, their self determination depended on contact with universal public policies, programs and with local community services. The welfare state seems to be modernity's means for re-establishing human connectedness that is the crux of the human condition. Connecting with fellow Australians in friendships and neighbourliness was also important in resettlement. Conclusions include a policy discussion in agreement with Australian and international scholars proposing that there is no alternative but for governments to invest in a welfare state for the civil societies and knowledge based economies of the 21st Century.

Abstract:
This paper deals with Australian immigration policy, its evolution and current situation. It analyses different waves of immigration to Australia from 1788, describing the first British migration, gold related Chinese migration or 19th century non-british migration. It goes further to explain controversial White Australia Policy including The Immigration Restriction Act of 1901 and core concepts of whiteness and Britishness. The post-war mass immigration program is then described in detail and its relation to shift away from White Australia is shown. The objective of keeping Australia white and British was substantially modified through the 1950s and 1960s. It was Prime Minister Gough Whitlam who officialy ended the White Australia Policy in 1973 and gave its support to the concept of multiculturalism. Measures of the Fraser, Hawke and Keating governments concerning immigration policy are also treated. The theme of Czechs and Slovaks in Australia is included, emphasizing on personal story of one czech immigrant. As the perception of immigration in Australia evolved from assimilation to multicultural society, the Australian approach to multiculturalism is covered in the next part of the thesis. Critical views on multiculturalism are decribed as well as the rise of Pauline Hanson's One Nation in 1990s or the topic of Australian Muslims. Changes in immigration policy under the Howard government and possible directions of new Labor government are outlined in the next chapter, including issues of refugees, current visa system in Australia or public attitudes towards immigrants.

Abstract:
This thesis compares population policy and demographic outcomes in France and Australia from 1945 taking into consideration projections to 2050. These features are analysed using a theoretical approach derived from James Q. Wilson and Gary Freeman, flagging focused benefits/costs and diffuse benefits/costs of population growth, including growth fueled by immigration. This analysis is framed by the New Ecological Paradigm developed by Dunlap and Catton. The oil shock of 1973 is identified as a major turning point where French and Australian policy directions and demographic trends diverge, notably on immigration. It is established that in both countries there was a will for population stabilisation and energy conservation, which succeeded in France. In Australia, however, a strong, organised growth lobby over-rode this Malthusian tendency. A major force for growth lay in the speculative property development and housing industries. The specific qualities of the Australian land development planning and housing system facilitated land speculation. Speculative opportunity and profits were increased by population growth and, with decreasing fertility rates, the industries concerned relied increasingly on high immigration rates. In France, to the contrary, the land development planning and housing industries had no similar dependency on immigration and, since the oil shock, have adapted to a declining population growth rate. The author concludes that France has a relatively Malthusian economy and that Australia has a relatively Cornucopian one. These observations may be extrapolated respectively to non-English speaking Western European States and to English Speaking Settler States. Speculative benefits from population growth/immigration are illustrated by demonstrating a relationship between ratcheting property price inflation in high overseas immigration cities in Australia and the near absence of this inflation in low growth areas. In contrast this ratcheting effect is absent in France and French cities where population growth and immigration have little influence on the property market. The research suggests that speculative benefits of high population growth have been magnified by globalisation of the property market and that these rising stakes are likely to increase the difficulty of population stabilisation and energy conservation under the Australian land development and planning system. The thesis contains a substantial appendix analysing and comparing French and Australian demographic and energy use statistics.

Abstract:
The two decades preceding the global financial crisis of 2008 saw an increase in international migration flows. This development was accompanied by the relaxation of immigration entry controls for select categories of foreign workers across the developed world. The scale of labour immigration, and the categories of foreign workers granted entry, varied considerably across states. To some extent, these developments transcended the traditional classifications of comparative immigration politics. This thesis examines the reform process in two states with contrasting policy legacies that adopted liberal labour immigration selection and control policies during the abovementioned period. The instrumental role that immigration has played in the process of nation-building in Australia has led it to be classified as a 'traditional destination state' with a positive immigration policy legacy. By contrast, immigration has not been significant in the formation of national identity in the United Kingdom. It has a more negative immigration policy legacy and is generally regarded as a 'reluctant state'. Examining the reasons for liberal shifts in labour immigration policy in two states with different immigration politics allows insights to be gained into the processes of policy-making and the dynamics that underpin it. In Australia, labour immigration controls were relaxed incrementally and through a deliberative process. Reform was justified on the grounds that it fulfilled economic needs and objectives, and was consistent with an accepted definition of the national interest. In the UK, liberal shifts in labour immigration policy were the incidental consequence of the pursuit of objectives in other policy areas. Reform was implemented unilaterally, and in an uncoordinated manner characterised by an absence of consultation. The contrast in the manner in which reform was managed by the various actors, institutions and stakeholders involved in the process both reflected, and served to reinforce, the immigration policy legacies of the two states. Moreover, the Howard government used Australia's positive legacy to construct a coherent narrative to justify the implementation of liberal reform. This generated greater immediate and lasting support for its reforms among stakeholders and the broader community. By contrast, lacking a similarly positive legacy, the Blair government in the UK found it difficult to create such a narrative, which contributed to the unpopularity of its reforms. This thesis therefore argues that policy legacies had a significant impact on the processes and dynamics that shaped labour immigration selection and control decisions during the recent wave of international migration. The cases demonstrate that a nation's past immigration policy experiences shape its policy-making structures, as well as institutional and stakeholder policy preferences, which are core constituent components of a nation's immigration politics. The UK case shows that even when reluctant states implement liberal labour immigration policies, these characteristics tend to create feedback effects that make it difficult for reform to be durable. The relationship between immigration policy and politics thus becomes self-reinforcing. But this does not necessarily mean that states' immigration politics are rigid, since the institutions that help to make a nation's immigration policy and shape its politics will inevitably undergo a process of adaptation in response to changing contexts.

This is an autoethnographic study (e.g. Brodkey, 1994) based on ‘stories’ from my own personal and professional journey as an adult ESL teacher which I use to narrate some aspects of adult ESL teaching. With migration one of the most dramatically contested spheres of modern political life world wide (Hall, 1998), adult English as a Second Language (ESL) teaching is increasingly a matter of social concern and political policy, as we see in the current political debates in Australia concerning immigration, citizenship and language. In Australia as an imagined community (Anderson, 1991), the song goes ‘we are, you are Australian and in one voice we sing’. In this study I argue that this voice of normative ‘Australianess’ is discursively aligned with White Australians as native speakers (an essential, biological formulation). Stretching Pennycook’s (1994a) argument that ELT (English Language Teaching) as a discourse aligns with colonialism, I suggest that the field of adult ESL produces, classifies and measures the conditions of sameness and difference to this normative ‘Australian’. The second language speaker is discursively constructed as always a deficient communicator compared with the native speaker. The binary between an imagined homogeneous Australia and the ‘migrant’ as essentially other, works against the inclusion of the learner into the dominant groups represented by their teachers, so that the intentions of adult ESL pedagogy and provision are mitigated by this imagining, problematizing and containing of the learners as other. The role of ESL teachers is to supervise (Hage, 1998) the incorporation of this other. Important policy interventions (e.g. Department of Immigration and Citizenship, 2006; ALLP, 1991a) are based on understanding the English language as a universalist framework of language competences inherent in the native speaker; on understanding language as consisting of fixed structures which are external to the learner and their social contexts; and on a perception that language as generic, transferable cognitive skills can be taught universally with suitable curricula and sufficient funding. Conversely in this study I recognise language as linguistic systems that define groups and regulate social relations, forming ‘a will to community’ (Pennycook, op. cit.) or ‘communities of practice’ (Lave & Wenger, 1991). Language as complex local and communal practices emerges from specific contexts. Language is embedded in acts of identity (e.g. Bakhtin, 1981) developing through dialogue, involving the emotions as well as the intellect, so that ‘voice’ is internal to desires and thoughts and hence part of identity. Following Norton (2000) who links the practices of adult ESL learners as users of English within the social relations of their every day lives, with their identities as “migrants”, I suggest that the stabilisation of language by language learners known as interlanguage reflects diaspora as a hybrid life world. More effective ESL policies, programs and pedagogies that assist immigrant learners feel ‘at home’ within Australia as a community of practice (Wenger, 1998) rest on understanding immigrant life worlds as diasporic (Gilroy, 1997). The research recommends an adult ESL pedagogy that responds to the understanding of language as socially constituted practices that are situated in social, local, everyday workplace and community events and spaces. Practices of identity and their representation through language can be re-negotiated through engagement in collective activities in ESL classes that form third spaces (Soja, 1999). The possibilities for language development that emerge are in accord with the learners’ affective investment in the new language community, but occur as improvements in making effective meanings, rather than conformity to the formal linguistic system (Pavlenko & Lantolf, 2000).

This paper describes trends in Australian immigration policy and analyses impacts of immigrants and immigration on the Australian economy. The first part defines the term of international migration and its categories. The second section is devoted to the description and explanation of particular migration theories, which are used during the study of international migration. Assumptions, causes and effects of migration are investigated in detail. Impacts of migration on the economy are further explored in the third part of the thesis. The influence of immigrants on the labor market, wages and unemployment, economic growth and international trade are continued to be examined. Fiscal effects of immigration and a problem of population aging are also described. The next part talks about Australian immigration policy, its evolution and current situation. It analyses different waves of immigration to Australia from 1788 to present. The beginnings of the White Australia Policy are portrayed as well as the change to multiculturalism. The last chapter analyses the composition of Australian immigration population and covers the impacts of the Australian immigration policy on the Australian economy, growth and international trade.

Abstract:
This thesis evaluates the policy of mandatory detention for asylum seekers maintained by successive Australian governments against several core liberal principles. These principles are derived from various accounts of liberal political thought and the major themes and criticisms inherent in the public debate over the policy. The justifications of the policy given by the Australian government and the criticisms enunciated by scholars, refugee advocates and non-government organisations with respect to the policy strongly correspond with the core liberal principles of fairness, protecting the rights of the individual, accountability and proportionality. The claims of the critics converge on a central point of contention: that the mandatory detention of asylum seekers violates core liberal principles. To ascertain the extent to which the claims of the critics can be supported, the thesis selectively draws on liberal political theory to provide a framework for the analysis of the policy against these liberal principles, a basis for inquiry largely neglected by contributors to the literature. This thesis argues that, on balance, the mandatory detention policy employed by successive Australian governments violates core liberal principles. The claims of the critics are weakened, but by no means discredited, by the importance of the government's maintenance of strong border control. In the main, however, criticisms made by opponents of the policy can be supported. This thesis contributes to the substantial body of literature on the mandatory detention policy by shedding light on how liberal principles may be applicable to the mandatory detention policy. Further, it aims to contribute to an enriched understanding of the Australian government's competence to detain asylum seekers.

Abstract:
This thesis argues that the colonial ruling class developed its first White Australia policy in 1888, creating most of the precedents for the federal legislation of 1901. White Australia was central to the making of the Australian working class, to the shaping of Australian nationalism, and the development of federal political institutions. It has long been understood as a product of labour movement mobilising, but this thesis rejects that approach, arguing that the labour movement lacked the power to impose such a fundamental national policy, and that the key decisions which led to White Australia were demonstrably not products of labour movement action. ¶ It finds three great ruling class agendas behind the decisions to exclude Chinese immigrants, and severely limit the use of indentured “coloured labour”. Chinese people were seen as a strategic threat to Anglo-Australian control of the continent, and this fear was sharpened in the mid-1880s when China was seen as a rising military power, and a necessary ally for Britain in its global rivalry with Russia. The second ruling class agenda was the building of a modern industrial economy, which might be threatened by industries resting on indentured labour in the north. The third agenda was the desire to construct an homogenous people, which was seen as necessary for containing social discontent and allowing “free institutions”, such as parliamentary democracy. ¶ These agendas, and the ruling class interests behind them, challenged other major ruling class interests and ideologies. The result was a series of dilemmas and conflicts within the ruling class, and the resolution of these moved the colonial governments towards the White Australia policy of 1901. The thesis therefore describes the conflict over the use of Pacific Islanders by pastoralists in Queensland, the campaign for indentured Indian labour by sugar planters and the radical strategy of submerging this into a campaign for North Queensland separation, and the strike and anti-Chinese campaign in opposition to the use of Chinese workers by the Australasian Steam Navigation Company in 1878. The first White Australia policy of 1888 was the outcome of three separate struggles by the majority of the Anglo-Australian ruling class—to narrowly restrict the use of indentured labour in Queensland, to assert the right of the colonies to decide their collective immigration policies independently of Britain, and to force South Australia to accept the end of Chinese immigration into its Northern Territory. The dominant elements in the ruling class had already agreed that any serious move towards federation was to be conditional on the building of a white, predominantly British, population across the whole continent, and in 1888 they imposed that policy on their own societies and the British government.

Abstract:
This thesis investigated the power of framing practices in the context of Australian refugee policies between 1999 and 2003. The analysis identified legal rationalism as an ideological projection by which the Howard government justified its refugee policies to the electorate. That is, legal rationalism manifested itself as an overriding concern with the rules and procedures of the law, without necessarily having concern for consistency or continuity. Abstract:
For many years, migration has been intensively politicised in Australia. Political parties have different stands about migration and the government has raised its transparency to such a high level that the public is aware of developments and policy directions in migration for the present and future years. It was realized that well-educated migrants with skills and experience are able to accomplish better employment prospects and settlement outcomes. Skilled migration has therefore been emphasized. This thesis consists of a literature review on some of the motivations that support the objectives of migration over past years, outcomes brought by migration and overview of the migration program and main categories under skilled migration. As skilled migration has been placed with more emphasis since the 1990s and a larger quota has been allocated to facilitate younger migrants with the skills and expertise that are of use to Australia, it has become necessary to assess the economic impact brought by some of these skilled migrants. Coinciding with the emphasis of skilled migration, the trend of settler arrivals has changed so that Asians have increased their presence in Australia and the focus of this thesis is narrowed down to assess the economic impact of Asian groups. A description of general Asian culture and characteristics is also included in the literature review. Although Asians in Australia maintain their own cultures and some common characteristics, I have chosen the two biggest groups, namely Chinese and Vietnamese, to explore and identify their differences and economic contributions. Apart from ethnicity factor, other elements specifically educational attainment, occupational achievements, labour force status in which they have participated, age, English language proficiency, years of arrival and hours worked are tested for significance in enabling Chinese and Vietnamese migrants to earn income. This study also examines whether higher qualifications would increase the prospects of employability.

Abstract:
Talent management is a source of competitive advantage and will be achieved by those organisations that are able to attract, develop and retain best in class individuals. It is thus not just a human resources issue but rather an integral part of any organisation’s strategy. Due to negative perceptions about South Africa, skilled workers are immigrating to countries such as Australia to the detriment of the South African economy. This loss is not necessarily being replaced by graduates or through immigration. Government policies such as Broader- Based Black Economic Empowerment (BBBEE), Black Economic Empowerment (BEE) and Affirmative Action (AA), compound the issue by then decreasing the pool of skilled applicants that may occupy skilled and senior posts in organisations. Globally there is a shortage of skills and due to employee mobility they can use any opportunity that presents itself. The objectives of this study was to determine the factors which lead to the emigration of skilled South African’s to Australia and then once these factors are known to propose retention strategies to role players to stem the emigration tide. To achieve these objectives a survey was prepared based on previous studies and a link to the web questionnaire was distributed to the population via an Australian immigration agent. The link was sent to all the agent’s clients around the world and thus consisted not only of South Africa respondents but also elicited international responses, which will be used for comparison purposes only. Only 48 South Africans responded to the survey and although limited, it was sufficient for the purposes of this study. The demographic profile was mainly male and dominated by Generation X. Using a Likert scale respondents were questioned on their levels of satisfaction in their country of origin and in Australia through an adaptation of a study by Mattes and Richmond (2000). The study of Hulme (2002) was adapted and incorporated into the questionnaire, where respondents were given the opportunity to rank considerations for leaving South Africa and factors that would draw them back. Respondents were provided with the opportunity for responses to open-ended questions to include other considerations for leaving and factors that would draw them back. Results from these survey items revealed that the primary reasons driving skilled South Africans to emigrate was safety and security, upkeep of public amenities, customer service and taxation. In contrast, South African migrants had high levels of satisfaction with safety and security, upkeep of public amenities and customer service in Australia. Respondents indicated that factors that would draw them back to South Africa would be improvements in safety and security and government, followed by family roots, good jobs and schools. The study also looked at the permanence of the move. If skilled individuals returned with new-found skills and experience then it could be a potential brain gain for South Africa. The results of this study found that 43% of respondents had no intention to return, 42% did not supply a response and only 10% were undecided on whether to return or not. To attract, retain and develop talent, the South African government and the private sector would need to work in partnership to develop policies that would satisfy the lower-order needs of individuals, such as physiological and safety needs.

Abstract:
Recent policy changes have created a new era of refugee resettlement in Australia. As a result of the introduction of the onshore refugee program, a two-tier resettlement assistance system has developed. This system differentiates between refugees who have been issued protection visas offshore and onshore, and provides considerably less resettlement assistance to onshore-visaed refugees with Temporary Protection Visa (TPVs). The exclusion of TPV holders from resettlement assistance programs and the temporary nature of the visa has prompted this comparative study of the resettlement experiences of two groups of recently arrived refugees. This thesis considers the experiences of recently arrived refugees within the economic, social, cultural and political spheres of resettlement, in order to develop a deeper understanding of the inter-related nature of the resettlement process and the impact of visa category on the integration of refugees in contemporary Australia. Kuhlman’s (1991) model of refugee resettlement, and definition of integration form the basis of the theoretical framework of the thesis. A multiple method approach has been applied to the study and data from the second cohort of the Longitudinal Survey of Immigrants to Australia (LSIA) was analysed to present a macro level understanding of the resettlement experiences of recent arrivals in Australia. In Adelaide, interviews with key informants and service providers were undertaken in conjunction with a series of in-depth interviews with 10 Sudanese offshore-visaed Humanitarian entrants and 9 Iraqi onshore-visaed refugees, to provide detailed descriptions of the resettlement experience. While the resettlement process is found to be difficult for all refugees, the TPV policy acts to compound the problems and disadvantages refugees face in resettlement. Under these circumstances it is found that TPV holders experience social exclusion during their early resettlement in Australia. The importance of host-related factors on the resettlement experience are therefore found to be extremely relevant in contemporary Australian refugee resettlement. Policies regarding visa conditions, and refugees’ eligibility for resettlement assistance have a significant impact in all spheres of the resettlement process. These findings suggest that the influence of host society policies must be accorded more weight in theories of resettlement, given their ability to extensively influence the resettlement process. Further this thesis presents substantial evidence against the TPV policy and recommends that temporary protection in Australia be reviewed, in order to ensure the social inclusion and successful integration of future refugee arrivals.
