Immigration has always been a key of the Australian social and economic development. Australia administers separate Migration and Humanitarian Programs. The Migration Program has two streams: Family and Skill. The smaller Special Eligibility stream includes groups such as former Australian citizens and former residents who have maintained ties with Australia. The Skill stream of Australia's Migration Program is specifically designed to target migrants who have skills or outstanding abilities that will contribute to the Australian economy. The migration to Australia of people with qualifications and relevant work experience can help to address skill shortages in Australia and enhance the size, skill level and productivity of the Australian labour force. Skilled migrants were mainly employed in managerial, administrative, professional or paraprofessional occupations or as traders. Permanent movement represents the major element of net overseas migration. Australia has experienced not only permanent influx of skilled but longterm movement as an affect of globalisation of business, the creation of international labour and education markets and cheaper travel. The level of longterm movements is strongly influenced by both domestic and international conditions of development, particularly economic conditions. More Australians are going overseas to work and study and foreigners are coming to Australia in larger numbers for the same reasons. Skill migration in FRY is mostly correlated with the economic situation in the country. Skill stream from FRY to Australia has been significantly increased since 1990. In the Australian official statistics separate data for the FRY has been available since July 1998. Prior to July 1998. FRY component was substantial proportion of total Former Yugoslav Republics. Estimated Serbian skill stream is around 4500 people.

ABSTRACTThe role of decolonization in the decline of the British empire has received a great deal of attention. In comparison there has been little research or analysis of the process of dedominionization affecting Australia and the other dominions. During the Second World War economic ties were seriously weakened and there were substantial conflicts over economic policy between the British and Australian governments. Australia refused to reduce imports in order to conserve foreign exchange, thus contributing to the United Kingdom's debt burden. The Australian government insisted that the British guarantee Australia's sterling balances and refused to adopt the stringent fiscal policies requested by the Bank of England and the British treasury. Australia also took the opportunity to expand domestic manufacturing industry at the expense of British manufacturers. Economic separation and conflict were complemented by political and strategic differences. In particular, the Australian government realized that British military priorities made it impossible for the United Kingdom to defend Australia. This led the Australians towards a policy of cooperating with the British embargo on Japan, only to the extent that this would be unlikely to provoke Japanese military retaliation. In general, the Australians preferred a policy of compromise in the Far East to one of deterrence preferred by the British.

As initially, Australia supported the integration of Timor Leste into the Republic of Indonesia, many events occurred which caused the relationship between Indonesia and Australia to be slightly disturbed. The changes that have taken place in Australia's relationship with Indonesia illustrate the real effects of Timor-Leste's independence. As a result of Australia's role in the East Timorese independence process, its relationship underwent many changes, especially in the political and military fields. The changes taking place in military relations are evident. The Agreement on Mutual Security (AMS) was released, the joint training was canceled, and the troops that used to work together became enemies. Eventually, Australian arms sales to Indonesia were stopped. Changes in the political and diplomatic sphere, including all political visits, were canceled, and politicians within Australia and Indonesia publicly denounced others. Furthermore, cooperation within the global framework is limited, and the Ambassador's 'high alert' status is. Overall, Australia's relations with Indonesia became hostile. This study aims to determine how the influence of Australian foreign policy on Indonesia after the independence of Timor Leste. This research shows that the independence of Timor Leste and Australia's role in this process directly influenced government relations between Australia and Indonesia. Most Indonesians view the Australian government's actions and policies as separate from its relationship with Australian citizens.

Among the plethora of minor parties fielding candidates in Australia's 2016 federal election was a relative newcomer called Sustainable Australia. Formed in 2010 and campaigning with the slogan ‘Better, not bigger’, the party's policy centrepiece calls for Australia to slow its population growth through a combination of lower immigration, changes to family payments, and the withdrawal of government agencies from proactive population growth strategies (Sustainable Australia, n.d.). At a global level, the party also calls for Australia to increase foreign aid with a focus on supporting women's health, reproductive rights and education. Like most minor parties, its candidates polled poorly, attracting too few votes to secure seats in the Senate. But in the ensuing months, the South Australian branch of The Greens broke from the national party platform by proposing the aim of stabilising South Australia's population within a generation (The Greens SA, 2017). Just this August, Australian business entrepreneur Dick Smith launched a ‘Fair Go’ manifesto, similarly calling for reductions in Australia's population growth to address rising economic inequality and a “decline in living standards” (Dick Smith Fair Go Group, 2017).

Abstract. South Australia is the driest state in the driest inhabited country in the world, Australia. Consequently, water is one of South Australia's highest priorities. Focus on water research and sources of water in the state became more critical during the Millenium drought that occurred between 1997 and 2011. In response to increased concern about water sources the South Australian government established The Goyder Institute for Water Research – a partnership between the South Australian State Government, the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Flinders University, University of Adelaide and University of South Australia. The Goyder Institute undertakes cutting-edge science to inform the development of innovative integrated water management strategies to ensure South Australia's ongoing water security and enhance the South Australian Government's capacity to develop and deliver science-based policy solutions in water management. This paper focuses on the integrated water resource assessment of the northern Adelaide region, including the key research investments in water and climate, and how this information is being utilised by decision makers in the region.

This article reviews the significant and diverse range of research in applied linguistics published in Australia in the period 2008–2014. Whilst acknowledging that a great deal of research by Australian scholars has been published internationally during these seven years, this review is based on books, journal articles, and conference proceedings published in Australia. Many of these sources will be unfamiliar to an international audience, and the purpose of this article is to highlight this body of research and the themes emerging from it. The journals selected in this review includeAustralian Journal of Language and Literacy, Australian Review of Applied Linguistics (ARAL), BABEL, English in Australia, English Australia, Papers in Language Testing and Assessment, Prospect: An Australian Journal of TESOL, TESOL in Context, andUniversity of Sydney Papers in TESOL. Selected refereed proceedings are from key national conferences including: ALAA (Applied Linguistics Association of Australia), ACTA (Australian Council of TESOL Association), ASFLA (Australian Systemic Functional Linguistics Association), and ALS (Australian Linguistics Society). Our review of selected applied linguistics work revolves around the following themes: the responses to the needs of government planning and policy; the complexity of Australia's multicultural, multilingual society; the concern for recognizing context and culture as key factors in language and language learning; social activism in supporting language pedagogy and literacy programmes at all levels of education; and acknowledgement of the unique place held by Indigenous languages and Aboriginal English in the national linguistic landscape.

Indigenous Australian studies, also called Aboriginal and Torres Strait Islander studies, is an expanding discipline in universities across Australia (Nakata, 2004). As a discipline in its own right, Indigenous Australian studies plays an important role in teaching students about Australia's colonial history and benefits both non-Indigenous and Indigenous students by teaching them about Australia's rich and shared cultural heritage (Craven, 1999, pp. 23–25). Such teaching and learning seeks to actively discuss and deconstruct historical and contemporary entanglements between Indigenous and non-Indigenous Australians and, in doing so, help build better working relationships between Indigenous and non-Indigenous Australians. As educators in this discipline, it is important for us to find pedagogical approaches which make space for these topics to be accessed, understood, discussed and engaged with in meaningful ways.

AbstractVegemite, a thick, rich and salty product made from yeast extract, is a paste commonly spread on bread or toast in Australian households. This iconic product mirrors some of the unique aspects of this country. For example, Vegemite thinly spread is best. The population of this country is sparse across the wide lands, and the Australian environment with its thin soils, water shortages and intense climates, might also be described as spread thin. These aspects of context present challenges because Australia needs quality sustainability educators thick on the ground to deal with the many and diverse environmental issues.This paper describes the development of the Australian National Professional Development Initiative for Sustainability Educators (NPDISE) and how it was infuenced by the Australian context. Multiple challenges existed: the size of the country, its environmental conditions and rich biodiversity, distance and space between major centres, distribution of people and resources, understanding of and support for education, and three tiers of government – each with its own policies, programs and priorities. On top of this, the practice of sustainability education crosses multiple professional sectors and disciplines. All these challenges had to be taken into account.Research conducted by the Waste Management Association Australia in 2009 revealed that the needs of Australia's sustainability educators in overcoming many of these challenges were broadly consistent around Australia. This gave encouragement to the establishment of a national professional development approach for those working in the environmental education feld. This paper shows how four professional associations – Australian Association for Environmental Education, Waste Management Association Australia, Australian Water Association, and the Marine Education Society of Australasia – worked together for the frst time and approached these challenges whilst developing the NPDISE. A 1954 jingle said Vegemite would help children “grow stronger every single week”. The NPDISE represents a similar ethos with an emphasis on building the sector.

Abstract:
This thesis is an intellectual and personal journey, written not so much to prove a particular point about the relationship between Australia and Japan, but so that I might understand changes which have taken place in my lifetime. As a schoolboy voluntary worker at a military hospital, my earliest impressions of Japan were coloured by meeting victims of the Japanese invasions of Indonesia and New Guinea and the bombing of Darwin. My heroes included members of Sparrow Force, which fought on behind the Japanese lines in Timor, and Julius Tahija, winner of the Orange Cross for a valiant rearguard action in which hundreds of Japanese were killed. By the time I graduated from university my hatred of Japan, like that of most of my generation, had softened as memories of the war faded and Australia entered a period of full employment and rapid growth. Then, while working with a trading house in Indonesia in the late 1950s, I started to relate to Japanese as fellow human beings, as business competitors - and as members of the same golf club. It was not until the 1960s, working in a variety of industries as a management consultant, that I became aware of how much Japan could influence Australia's future: on the one hand as the dominant customer for our wool; and on the other as the maker of such things as synthetic rope which would put Australian rope and twine makers out of business. Upon joining the mining industry, the profitability of my company and my own income were inextricably linked with the success of Japanese industry. And yet my colleagues and I knew little about the country and the people upon whom we were so dependent. The desire to learn more about the strange symbiotic relationship between Japan and Australia was the genesis of this thesis. Its objective is very simple: to trace the history of Australia's relationship with Japan and to identify the role played by governments, the bureaucracy and private individuals as Australia responded to changes in the Japanese economy. It will show that the complementary relationship is dynamic, calling for constant change and adaptation…

Dans les années 1990, l’Australie met en place une politique de réconciliation s’étalant sur dix ans et visant à développer une meilleure relation entre Australiens aborigènes et non-aborigènes. Cette politique est fondée sur la reconnaissance de l’existence continue de tensions entre les deux communautés, et ce malgré une plus grande reconnaissance de la place des Aborigènes en Australie depuis les années 1970. La relation complexe entre Australiens aborigènes et non-aborigènes – en particulier "blancs" et dont les origines sont anglo-celtes – est le résultat du processus de colonisation, des politiques ultérieures conçues pour contrôler la population aborigène, et de la domination des Aborigènes par l’Australie "blanche" au cours de l’histoire. Du fait des politiques discriminatoires, de nombreuses familles aborigènes décidèrent de cacher leurs origines et de se faire passer pour blanches. De nombreux enfants métisses à la peau claire furent enlevés à leurs familles et perdirent leurs liens avec leurs familles aborigènes. Aujourd’hui, un nombre grandissant d’Australiens choisissent de revendiquer leur identité Aborigène et de reprendre possession d’un héritage dont ils ont été privés. Mais si avoir des origines aborigènes n’est plus source de honte, en revanche, le chemin à parcourir pour retrouver son identité aborigène peut être difficile. Cette étude analyse les parcours identitaires de onze Australiens élevés dans une culture "blanche" anglo-celte et qui ont des origines aborigènes. L’analyse de leurs perceptions de l’identité aborigène révèle la prédominance des discours "blancs" sur les Aborigènes en Australie aujourd’hui, mais aussi la présence de discours essentialistes restreignant la définition de l’identité aborigène, et maintenant utilisés par la communauté aborigène afin de contrôler cette définition. In the 1990s, Australia set up a ten-year policy of reconciliation aiming at developing a better relationship between Indigenous people and the wider Australian community. This policy was based on the recognition of the enduring dichotomy between both communities despite an increasing acknowledgement of the place of Indigenous people in Australia since the 1970s. The complex relationship between Indigenous and non-Indigenous Australians – and especially ‘white’ Anglo-Celtic Australians – is the result of the process of colonisation, of the subsequent policies designed to control Indigenous people, and of the historical domination of ‘white’ Australia over Indigenous people. As a result of discriminatory policies, many Indigenous families decided to hide their heritage and ‘passed’ into ‘white’ society. Many mixed-race and fair-skinned children were taken from their families and lost their connection with their Indigenous relatives. Today, an increasing number of Australians choose to identify as Indigenous and to reclaim a heritage they were deprived of. But although having Indigenous heritage is no longer regarded as shameful, the road back to Indigeneity can be a difficult one. This study is the analysis of the identity journeys of eleven Australians who were raised in a ‘white’, Anglo-Celtic Australian culture and who have Indigenous heritage. Their perceptions of Indigeneity are analysed to reveal the dominance of ‘white’ discourses about Indigeneity in today’s Australia, but also the presence of restricting essentialist discourses now used by the Indigenous community to keep control over the definition of Indigenous identity. The analysis of the oppositional relationship between Indigenous and ‘white’ Australians in contemporary Australia reveals the difficulty of embracing both ‘white’ and ‘black’ heritages and of claiming multiple identities

The extent of Australian Indigenous employment disadvantage has been quantitatively established by researchers since the 1970s. Indigenous Australians have higher unemployment and lower participation rates, they are occupationally concentrated in low skill, low paid jobs, and their income is significantly lower on average than that of other Australians. The explanations given for this disadvantage largely focus on skills deficit and geographical location of Indigenous people. However these explanations do not stand up to scrutiny. Indigenous employment disadvantage remains irrespective of where Indigenous Australians live or how well they are qualified. Alternative explanations are clearly needed. A clue to the direction of research is given by the same researchers who acknowledge the legacy of history in creating the situation of disadvantage faced by Indigenous Australians. However, to date the nature of this legacy has not been explored. It is this history which is the focus of this thesis. The research questions which the thesis addresses are: 1. Are there identifiable 'invariant elements' which underpin the institutional forms which have regulated the treatment of Indigenous Australians within the economy, particularly in relation to employment, from colonisation until recent times? 2. Do these invariant elements help explain the continuing employment disadvantage of Indigenous Australians? To examine the history of the treatment of Indigenous Australians in relation to employment, four concepts were developed from the regulation school of economic theory and the work of Appadurai. These concepts are econoscape, reguloscape, invariant elements and institutional forms. The notion of 'scape' allows for recognition that when Australia was colonised, there already existed a set of economic arrangements and social and legal system. The conflict between the introduced economy and legal and social systems can be conceived as a conflict between two econoscapes and reguloscapes. Analysis of the econoscape and reguloscape from international, national and Indigenous perspectives for the period from colonisation to 1850 has enabled the identification of 'invariant elements' which describe the ways of thinking about Aborigines brought to the Australian colonies and adapted to the realities of the Australian situation. The four invariant elements identified are summarised as belief in 1) Aboriginal inferiority; 2) Aboriginal laziness, incapacity and irresponsibility; 3) the need for white intervention in Aboriginal lives; and 4) disregard for Aboriginal understandings, values and choices. The fourth invariant element is conceptualised as the foundation on which basis the other three developed and were able to be perpetuated. Analysis of the laws pertaining to Aborigines promulgated between 1850 and the 1960s in four jurisdictions shows that the same invariant elements influenced the nature of the institutional forms used to limit the freedom of movement and of employment of Indigenous Australians. Although during the period from the 1850s to the 1960s there was ostensibly a change in policy from one of protection to one of assimilation of Indigenous Australians, in fact little changed in terms of perceptions of Aborigines or in the institutional forms which, by the 1920s in all jurisdictions surveyed, controlled every aspect of their lives. Confirmation of the influence of the invariant elements was sought through closer study of two particular cases from the beginning and end of the above time period. These case studies involved examination of the institutional forms within the context of the econoscape and reguloscape of different times, in the first case in Victoria in the 1860s-1880s, and in the second case in the Northern Territory in the 1960s. The analysis indicates that the invariant elements had a continuing influence on perceptions and treatment of Indigenous Australians at least to the referendum of 1967. This thesis establishes, through rigorous analysis based on a robust theoretical and methodological foundation, that identifiable ways of thinking, or invariant elements, have underpinned continuous Indigenous employment disadvantage and help explain this continuing disadvantage. The common explanations of Indigenous disadvantage are also consistent with these invariant elements. The thesis concludes by recommending further research based on the findings of this thesis be conducted to scrutinise policy and practice over the last three to four decades in relation to Indigenous employment. It also emphasises the importance of redefining the problem and finding solutions, tasks which can only be done effectively by Indigenous Australians.

This thesis examines how Aboriginality, ‘Asianness’ and whiteness have been imagined from Federation in 1901 to the present. It recovers a rich but hitherto largely neglected history of twentieth century cross-cultural partnerships and alliances between Indigenous and Asian-Australians. Commercial and personal intercourse between these communities has existed in various forms on this continent since the pre-invasion era. These cross-cultural exchanges have often been based on close and long-term shared interests that have stemmed from a common sense of marginalisation from dominant Anglo-Australian society. At other times these cross-cultural relationships have ranged from indifference to hostility, reflecting the fact that migrants of Asian descent remain the beneficiaries of the dispossession of Aboriginal and Torres Strait Islander peoples. It has long been established that in Australia contemporary (post-contact) Aboriginal history has suffered as a result of the colonisation process. Aboriginal history was seen as belonging in the realm of prehistory, rather than in contemporary historical discourses. Attempts have now been made to reinstate indigenous history into local, regional and national historical narratives. The field of heritage interpretation however, still largely relegates Aboriginal heritage to prehistory. This thesis investigates the ways in which Aborigianl history can be incorporated into the interpetation of contemporary or post-contact history at heritage sites. The thesis uses the principle of 'shared history' as outlined by the Council for Aboriginal Reconciliation, as a starting point in these discussions.

Abstract:
In broad terms, this thesis has a two-fold aim. Firstly, it is a study of Aboriginal connectedness to country over a large area of the Australian Western Desert, sufficiently large that it embraces the main country of two recognised desert peoples, the Ngaanyatjarra and the Pintupi. This breadth of coverage enables me to undertake a comparison in respect to certain aspects of culture, social organisation and the relationship to land. There have previously been few detailed studies of these matters in the desert, and none in which two large scale groupings have been able to be compared in this way. Secondly, the thesis sets out to fill a 'gap' in the anthropological record, inasmuch as it provides the first detailed ethnography of the Ngaanyatjarra. Of the two peoples, these are the ones with whom I have predominantly worked, and about whom I have by far the greater amount of material. The aims of the thesis in regard to the Pintupi,who have already been the subject o fa major ethnographic work by another author, are more modest. Their connectedness to country is something that is of vital importance in the life world of the desert people, but it is a complex and elusive matter that has proven baffling to many scholars. The thesis reviews this earlier work, and also shows that while in recent decades there have been major improvements in the level of understanding, many questions still remain. This thesis grapples with some of these questions, in the process also problematising some areas that had previously been unexamined. A major focus of the thesis is on the tjukurrpa (Dreaming). While every account of the Aboriginal relationship to the land has necessarily addressed this subject, the coverage provided here is more broad-ranging and more detailed than most. I saw it as essential to address this phenomenon in all its aspects that I could think of. The Dreaming permeates desert life so thoroughly that it is hard to gain a clear analytical perspective on it without this exhaustive approach. For the same reason, there is also a tendency to assume that the Dreaming provides reasons, prescriptions or justifications for virtually every aspect of life, which I am able to show is not the case. This makes it possible to tackle the subject of the Dreaming on another level, considering questions not only about its achievements as a system of thought and practice, but also about its limitations. In other words, a more critical perspective becomes possible. The other major focus is on the forms of social organisation that are related to country. After the abandonment of earlier, inappropriate models of patrilineal descent organisation, the desert has come to be seen as an essentially 'structureless' place. I consider this proposition at length, and on the basis of my ethnographic evidence and analysis of the Dreaming, suggest that in fact two 'modes' of social organisation and relationship to country are to be found here, one having much more 'structure' than the other.

Australia is a country that hosts millions of migrants from different countries and continents. This chapter presents the migration history of African Australians and the settlement challenges encountered by these families and individuals. In the last two decades, there has been a growing number of African communities in Australia. African people migrate to Australia for many reasons, including job-seeking and civil wars caused by race, religion, nationality, and membership in particular social or political groups. In the 2020 census, over 400,000 people living in Australia recorded they were of African origin. This represents 1.6% of the Australian population and 5.1% of Australia’s overseas-born population. Most (58%) are white South Africans, but 42% are black Africans from sub-Saharan countries. Some people within these African populations did not settle well or adjust effectively to Australian society due to Australia’s predominantly Anglo-Saxon culture. Therefore, this chapter discusses migration and settlement issues faced by African community groups in Australia.

Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Australia is an island continent with an essentially linear distribution of population. Approximately 90% of its people are located in 12 main urban centres spread along 30,000 km of coastline. In a recently published book entitles “The Coast Dwellers” by Australian architect and writer Philip Drew (1994), Drew sees Australians as quintessential “verandah people” sitting on the edge of our continent. He feels that those who see Australians in the “Crocodile Dundee” image are missing the point; that nearly all ofus live on the edge communing with the lifegiving sea rather than with the dead heart of the country. He puts forward evidence that seven out of ten Australians live in the narrow corridor of land on the eastern coast between the mountain range and the ocean, one in fifteen Australians lives within fifteen minutes drive of the beach, and most of the rest of the population live within one hour’s drive of the water.

Background: The study identifies the issues of settlement, such as language, cultural and social differences. Methodology: The Multi-Sited Ethnography (MSE), which is a qualitative methodology, has been used with a thematic analysis drawing on a series of semi-structured interviews with two groups of participants (51 Iranian refugees and 55 people with a role in assisting refugees). Contribution: The research findings may enable the creation of a model for use by the Australian Government with Iranian refugees. Findings: The findings show the vital role ICT play in refugees’ ongoing day-to-day life towards settlement. Recommendations for Practitioners: The results from this paper could be generalised to other groups of refugees in Australia and also could be used for Iranian refugees in other countries. Recommendation for Researchers: Researchers may use a similar study for refugees of different backgrounds in Australia and around the world. Impact on Society: ICT may assist refugees to become less isolated, less marginalized and part of mainstream society. Future Research: Future research could look into the digital divide between refugees in Australia and main stream Australians.

Abstract: While there is an abundance of commentary and criticism on Le Corbusier’s effect upon architecture and planning globally – in Europe, Northern Africa, the Americas and the Indian sub-continent – there is very little dealing with other contexts such as Australia. The paper will offer a first appraisal of Le Corbusier’s relationship with Australia, providing example of the significant international reach of his ideas to places he was never to set foot. It draws attention to Le Corbusier's contacts with architects who practiced in Australia and little known instances of his connections - his drawing of the City of Adelaide plan (1950) and his commission for art at Jorn Utzon's Sydney Opera House (1958). The paper also considers the ways that Le Corbusier’s work underwent translation into Australian architecture and urbanism in the mid to late 20th century through the influence his work exerted on others, identifying further possibilities for research on the topic. Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

In Australia, 6000 military personnel leave the military each year, of whom at least 30% become unemployed and 19% experience underemployment, figures five times higher than the national average (Australian Government 2020). Believed to be one of life's most intense transitions, veterans find it difficult to align their military skills and knowledge to the civilian labour market upon leaving military service (Cable, Cathcart and Almond 2021; AVEC 2020). // Providing authentic opportunities that allow veterans to gain meaningful employment upon (re)entering civilian life raises their capability to incorporate accrued military skills, knowledge, and expertise. Despite acknowledging that higher education is a valuable transition pathway, Australia has no permanently federally funded post-service higher education benefit supporting veterans to improve their civilian employment prospects. Since World War II, American GIs have accessed a higher education scholarship program (tuition fees, an annual book allowance, monthly housing stipend) (Defense 2019). A similar offering is available in Canada, the UK, and Israel. // We are proposing that the AVSP would be the first comprehensive, in-depth study investigating the ongoing academic success of Australia's modern veterans as they study higher and vocational education. It consists of four distinct components: // Scholarships: transitioning/separated veterans apply for one of four higher education scholarship options (under/postgraduate): 100% tuition fees waived // $750/fortnight living stipend for the degree duration // 50/50 tuition/living stipend // Industry-focused scholarships. // Research: LAS Consulting, Open Door, Flinders University, over seven years, will follow the scholarship recipients to identify which scholarship option is the most relevant/beneficial for Australian veterans. The analysis of the resultant quantitative and qualitative data will demonstrate that providing federal financial support to student veterans studying higher education options: Improves the psychosocial and economic outcomes for veterans // Reduces the need for financial and medical support of participants // Reduces the national unemployed and underemployed statistics for veterans // Provides a positive return of investment (ROI) to the funder // May increase Australian Defence Force (ADF) recruitment and retention rates // Career Construction: LAS Consulting will sit, listen, guide, and help build an emotional connection around purpose, identity, education and employment opportunities back into society. So, the veteran can move forward, crystalise a life worth living, and find their authentic self, which is led by their values in the civilian world. // Mentoring: Each participant receives a mentor throughout their academic journey.

The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. In Australia, TIMSS is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. The goal of TIMSS is to provide comparative information about educational achievement across countries in order to improve teaching and learning in mathematics and science. TIMSS is based on a research model that uses the curriculum, within context, as its foundation. TIMSS is designed, broadly, to align with the mathematics and science curricula used in the participating education systems and countries, and focuses on assessment at Year 4 and Year 8. TIMSS also provides important data about students’ contexts for learning mathematics and science based on questionnaires completed by students and their parents, teachers and school principals. This report presents the results for Australia as a whole, for the Australian states and territories and for the other participants in TIMSS 2019, so that Australia’s results can be viewed in an international context, and student performance can be monitored over time. The results from TIMSS, as one of the assessments in the National Assessment Program, allow for nationally comparable reports of student outcomes against the Melbourne Declaration on Educational Goals for Young Australians. Australia has participated in all cycles of TIMSS since it commenced in 1995 and over this 24-year period has collected rich data about trends in mathematics and science achievement. This document provides the highlights from Volume I of the main report TIMSS 2019 Australia. Volume I: Student performance. Volume I and these Highlights focus on the achievement results, detailing Australia’s results within the international context, as well as the results for the Australian jurisdictions, and for different demographic groups within Australia.

Abstract:
This report examines changes in the production and commissioning of Australian television drama from 1999–2019, a period marked by notable changes in the business of television in Australia and globally. More production companies now make drama in Australia; however, the fact that more companies share less than half the annual hours once produced raises concerns about sustainability. Several major Australian production companies have been acquired by foreign conglomerates and challenge the viability of domestic companies that lack access to international corporate capital and distribution. The decrease in adult drama hours commissioned by commercial broadcasters has reshaped Australian television drama more than any other change. The national broadcasters have increased their role in commissioning, particularly in children’s drama. Titles have not decreased nearly as significantly as the number of episodes per series. Commercial broadcasters’ drama decreased from an average of 21 episodes per title in 1999 to seven in 2019, a 60 per cent decrease that, along with the increasing peripheralization of soaps, has diminished available training grounds and career paths in the Australian scripted production industry.

Socioeconomically disadvantaged students (i.e. those whose scores on a constructed measure of social and cultural capital are below a specified cut-off, usually the 25th percentile) have been found to be more likely to drop out of school, repeat a grade, achieve lower levels at senior secondary school, and score lower on tests such as the Programme for International Student Assessment (PISA). Despite this association between socioeconomic disadvantage and poorer outcomes related to education, a percentage of students who come from disadvantaged backgrounds enjoy success at school. This apparent success despite the odds is of interest to researchers and educators alike – what, if any, characteristics do these academically resilient students share, why might this be and what can we learn from this group of students, however small, that might assist in improving outcomes for all students, regardless of their socioeconomic background?

This report, Volume II, presents the results from the contextual questionnaires, and examines the contexts in which learning and achievement occur, including home, school, and classroom contexts, as well as student attitudes. Each chapter focuses on different indicators that cover the school community, the school learning environment, mathematics and science teacher characteristics, mathematics and science classroom learning environments, and students’ attitudes and beliefs. Together, the different indicators of student and school life illustrate some of the many key aspects that make up the school experience.

Description The Creative Hotspots project, or as it was officially titled Australian Cultural and Creative Activity: A Population and Hotspot Analysis, was an expansive, four-year project funded by an Australian Research Council Linkage grant (LP160101724). This comprehensive national study investigated the contemporary dynamics of cultural and creative activity in largely regional and non-capital cities and towns across Australia before the outbreak of COVID-19 in March 2020. In total, the project conducted fieldwork in 17 creative and cultural hotspots across five states: Queensland, New South Wales, Victoria, Western Australia, and South Australia, examining what makes each hotspot “hot”, identifying the dynamics that underpinned their high concentrations of creative and cultural employment and activity. This White Paper outlines the project's findings and outcomes.

There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.
