Abstract:
This article investigates the development of public relations in Australia and addresses calls to reconceptualise Australian public relations history. It presents the findings from an analysis of newspaper articles and industry newsletters in the 1940s and 1950s. These findings confirm the term public relations was in common use in Australia earlier than is widely accepted and not confined to either military information campaigns during the war or the corporate sector in the post-war period, but was used by government and public institutions and had increasing prominence through industry associations in the manufacturing sector and in social justice and advocacy campaigns. The study highlights four themes – war and post-war work, non-profit public relations, gender, and media and related industries – that enable new perspectives on Australian public relations history and historiography to be developed.

Systematic changes, since the beginning of the 20th century, in average and extreme Australian rainfall and temperatures indicate that Southern Australian climate has undergone regime transitions into a drier and warmer state. South-west Western Australia (SWWA) experienced the most dramatic drying trend with average streamflow into Perth dams, in the last decade, just 20% of that before the 1960s and extreme, decile 10, rainfall reduced to near zero. In south-eastern Australia (SEA) systematic decreases in average and extreme cool season rainfall became evident in the late 1990s with a halving of the area experiencing average decile 10 rainfall in the early 21st century compared with that for the 20th century. The shift in annual surface temperatures over SWWA and SEA, and indeed for Australia as a whole, has occurred primarily over the last 20 years with the percentage area experiencing extreme maximum temperatures in decile 10 increasing to an average of more than 45% since the start of the 21st century compared with less than 3% for the 20th century mean. Average maximum temperatures have also increased by circa 1 °C for SWWA and SEA over the last 20 years. The climate changes in rainfall an d temperatures are associated with atmospheric circulation shifts.

His studies and observations of Australian carnivorous plants and triggerplants for about a half-century will inevitably impact every person with an interest in those plants from the Australian flora. It is not an exaggeration to claim that he was probably the most influential person regarding our recent understanding and knowledge of the carnivorous plant flora of Australia. No other botanist – neither 20th or 21st Century nor before – discovered and described to science more new carnivorous plant species or triggerplants.

This article presents the findings of a national survey on Islam in Australia based on responses of 1034 Muslim Australian citizens and permanent residents. Knowing what Muslim Australians think about Islam in relation to Australian society is essential for a more informed understanding about Islam and Muslims needed to address misinformation, Islamophobia, and extremism. The findings presented in this article include typologies of Muslims; sources of influence concerning Islam; interpretations of the Qur’an; perspectives on ethical, social, and theological issues; issues of concern; social connections and sense of belonging; views on various Muslim-majority countries; and perspectives concerning political Islam, including jihad, caliphate, and shariah. While respondents’ understandings, interpretations, and expressions of Islam overall align with values and principles of equality, human rights, social cohesion, and social justice, a minority were found to understand and interpret Islam in ways that reflect the influence of late 20th and early 21st century ideas associated with Islamist political ideology, and a smaller sub-group were found to have views that could be considered extreme. This article discusses these findings in relation to the early 21st century time-period factors and the Australian social context.

Peter Sculthorpe's career has been one of remarkable unity of vision and consistency of purpose. From the start, he set out to create a music which, while universal in content, would be specifically Australian in its idiom. At the time he was growing up, this was not an over-simplistic aim, especially when Sculthorpe looked at the music then being written in Australia and saw that, by and large, it was hopelessly dependent on European manners and cultural traditions that could only be acquired at second-hand. Australians were then, and still are, in the process of self-discovery; the best Australian artists have learned that their own country can provide them with richer material for their work than can distant Europe. Painters, especially, have found the extraordinary Australian landscape, where trees shed their bark instead of their leaves, and prehistoric animals roam in a red desert, a potent source of inspiration. Even in the 19th century the painters of the Heidelberg school, in responding to the glaring Australian light, produced work quite different in feeling from the French Impressionists who were their models. In the 20th century a true national school has come into being, whose major figures have all helped to define the Australian landscape's peculiar strangeness – Lloyd Rees, Russell Drysdale, Fred Williams, Arthur Boyd, Sidney Nolan.

Legal histories of Australia have largely overlooked the exclusion of European émigré lawyers from legal practice in Australia. This article recovers part of this forgotten history by tracing the drawn-out legal admission bids of two Jewish émigré lawyers in the mid-20th century: German-born Rudolf Kahn and Austrian-born Edward Korten. In examining their legal lives and doctrinal legacies, this article demonstrates the changing role and requirement of British subjecthood in the historical constitution and slow cultural transformation of the Australian legal profession. This article suggests that contemporary efforts to promoting cultural diversity in the Australian legal profession are enriched by paying attention to this long and difficult history of legal exclusions.

The development of Australian biogeographical regionalisation since 1858 has been driven by colonial 19th-centuryexploration and by the late 20th-century biodiversity crisis. The intervening years reduced existing large scaleregionalisation into smaller taxon specific areas of vegetation or endemism. However, large scale biotic biogeographicalregionalisation was rediscovered during multi-disciplinary meetings and conferences, sparking short-term revivals whichhave ended in constant revisions at smaller and smaller taxonomic scales. In 1995 and 1998, the Interim BiogeographicRegionalisation for Australia and the Integrated Marine and Coastal Regionalisation of Australia, AustralianCommonwealth funded initiatives in order to “identify appropriate regionalisations to assess and plan for the protectionof biological diversity”, have respectively replaced 140 years of Australian biogeographical regionalisation schemes. Thispaper looks at the rise and slow demise of biogeographical regionalisation in Australia in light of a fractured taxonomic biogeographical community.

The long history of Asian contact with Australian Aborigines began with the early links with seafarers, Makassan trepang gatherers and even Chinese contact, which occurred in northern Australia. Later contact through the pearling industry in the Northern Territory and Kimberley, Western Australia, involved Filipinos (Manilamen), Malays, Indonesians, Chinese and Japanese. Europeans on the coastal areas of northern Australia depended on the work of indentured Asians and local Aborigines for the development and success of these industries. The birth of the Australian Federation also marked the beginning of the “White Australia Policy” designed to keep non-Europeans from settling in Australia. The presence of Asians in the north had a significant impact on state legislation controlling Aborigines in Western Australia in the first half of the 20th century, with implications to the present. Oral and archival evidence bears testimony to the brutality with which this legislation was pursued and its impact on the lives of Aboriginal people.

An epidemiological study was conducted, using annual cancer mortality data over the period 1907 to 1998, to explore change in Australian cancer mortality. A 3-year moving average mortality was calculated to minimise the annual fluctuations over the study period. The results suggested that overall cancer mortality rose slightly over the past century, with a small decrease in more recent years. The male and female cancer mortality rates diverged over time. Younger age groups had low and stable death rates, 35?59 years age groups demonstrated decreased rates, and older age groups had increased rates over the study period. Modifiable lifestyle factors and other possible reasons for the changes were explored.

The weedy potential of deliberately introduced plants has been a growing concern in Australia since the late 1980s. Although introduced plants are critical to Australia’s agricultural and livestock production, many species that were praised in the past are now declared agricultural and environmental weeds. Nevertheless, weeds researchers appear largely ignorant of the magnitude and intent of plant introductions for agricultural purposes as well as the legacy of unwanted plants. Across more than 70 years, Commonwealth Plant Introductions comprised 145 000 accessions of more than 8200 species. These species include more than 2200 grass (Poaceae) and 2200 legume species (Fabaceae sensu stricto), representing about twice the indigenous flora in those families and about 22 and 18%, respectively, of the global flora of grasses and legumes. For most of the 20th century, these and other introductions supported research into continental-scale transformation of Australian landscapes to support greatly increased pastoral productivity in order to achieve policy goals of maximum density of human population. This paper documents some of the scientific developments and debates that affected the plant-introduction program. We argue that recent developments in weed science and policy need to be informed by a better understanding of plant-introduction history.

Oilseed rape ( Brassica napus ) in Australia and China have similar origins, with introductions from Europe, Canada, and Japan in the mid 20th century, and there has been some interchange of germplasm between China and Australia since that time. Allelic diversity of 72 B. napus genotypes representing contemporary germplasm in Australia and China, including samples from India, Europe, and Canada, was characterized by 55 polymorphic simple sequence repeat (SSR) markers spanning the entire B. napus genome. Hierarchical clustering and two-dimensional multidimensional scaling identified a Chinese group (China-1) that was separated from a “mixed” group of Australian, Chinese (China-2), European, and Canadian lines. A small group from India was distinctly separated from all other B. napus genotypes. Chinese genotypes, especially in the China-1 group, have inherited unique alleles from interspecific crossing, primarily with B. rapa, and the China-2 group has many alleles in common with Australian genotypes. The concept of “private alleles” is introduced to describe both the greater genetic diversity and the genetic distinctiveness of Chinese germplasm, compared with Australian germplasm, after 50 years of breeding from similar origins.

Abstract This paper investigates whether colloquialisation – a stylistic shift by which written genres come to be more similar to spoken genres – has played a role in the endonormativisation of the grammar of Australian English, a variety which has long been noted for its penchant for colloquialism. The study tracks changes in grammatical colloquialism from the early 20th century against the historical backdrop of the progressive decline in Britishness in Australia and the pervasive effects of “Americanisation”. The data are derived from a suite of parallel Brown-family corpora representing British, American, and Australian English of the 1930s, 1960s, 1990s and 2006. Multivariate techniques are used to delimit 26 “colloquial” and “anti-colloquial” grammatical features from a set of 83 potentially relevant features, and to examine changes in their frequencies between 1931 and 2006, in the three varieties, and across the three major genres of fiction, learned writing and press reportage.

The article deals with the origin of the Australian English variant, whichwas exposed to a wide range of different dialects from all over England, but mainly in the South-East, especially from London. Early Australian English, based on audio recordings of speech by people who were born in the 19th century, from written sources and from historical recordings of the dialect mix present in the colony. During the second half or 20th century, Australian English became more and more accepted as the standard form of English used in that country. The following lists the many lexical units distinguishing features of the Australian version of the English language in comparison with the British and American version. In conclusion, Australian English takes features of both British and American English, so it is sometimes considered a combination of the two. However, it is important to understand that there are a number of unique features, including exclusive vocabulary.

The evolution of Australian immigration policies led to the development of two key phases in the 20th century that changed the entry and settlement of Muslim migrants to Australia. Besides the phasing out of the White Australia Policy, the overlooked impact of the Colombo Plan and its correlation with the Muslim Youth Movement of Australia has not yet been considered. Moreover, the role of international students in universities led to the formation of Muslim student associations across Australian campuses from the 1960s. These associations and societies provided ground-breaking opportunities and safe spaces for the upward mobility, activism and communal development of their members. While the newly arrived Muslims were trying to find means to settle and lay the foundations of their communal life, the university associations were advancing into amalgamated national bodies, which through their activities soon became a referential establishment in national and international relations. This article traces the foundations and development of Muslim student associations in Australia, which shed light onto the Islamic revival euphoria that was prevalent at the time. This subsequently encouraged the Islamisation of the student associations as they became more focused on Islamic activism that contributed to the creation of the Australian ummah.

Resolving competition over rights to the resources of Australia's rangelands is an issue of national prominence. In the early 20th century, European competition over the rangelands reflected the idea that the land needed to be used 'productively' for its occupation to be legitimate, and the idea that the rangelands were the 'public estate'. These perspectives about rights to the rangelands expose roots of today's conflicts. A central theme of 19th century Australian history has been conflict between squatters and colonial governments. By the beginning of the 20th century, occupation of the rangelands had been mostly legitimised through leases and licenses. Governments have continued to use leases to influence access and the use of the rangelands. The 20th century saw conflict continue over rights to the rangelands. Closer settlement, an expression of this conflict, sometimes led to land use that was disastrous for the land and those who used it. The career of the pastoralist Sidney Kidman illustrates the conflicts between the landed and landless, and the inseparability of 'productive' and 'legitimate' land use. The beginning of the 20th century also saw growing knowledge about the environmental impacts of rangeland pastoralism. The rights of lessees and governments were widely renegotiated, in the example of New South Wales, in all attempt to make land use better reflect this new knowledge and to protect the 'public estate'. Today, the history of the rangelands is used by different groups to justify perceived rights to its resources — these rights are legitimised culturally as well by the narrower prescriptions of the law. As social values change, different interests in the rangelands need to be accommodated. A better awareness of past ideas about the rights to the rangelands may in a small way help reconcile these interests, if only by reminding us that in the continuing process of adapting to the rangelands, rights have always been contested and negotiated rather than immutable.

Australia’s three small off-shore island territories – Norfolk Island in the Pacific Ocean and Christmas Island and the Cocos (Keeling) Islands Group in the Indian Ocean – can be seen as monuments to 19th century British-style colonization, though their early paths to development took very different courses. Their transition to the status of external territories of the Australian Commonwealth in the 20th century – early in the case of Norfolk and later in the cases of Christmas and Cocos – put them on a common path in which serious tensions emerged between local populations which sought autonomous governance and the Commonwealth government which wanted to impose governmental systems similar to those applying to mainstream Australians. This article explores the issues involved, and seeks to relate the governmental history of the three island territories to the exploration of island jurisdictions developed in island studies research.

There remains a puzzle as to the status of Indigenous land rights in Australian colonial law. The common view is that the laws of the British colonies, and subsequently of the federated state, did not recognise Indigenous land rights until late in the 20th century. Against this, a smaller body of scholarship argues that recognition had already occurred much earlier, the clearest instance being in the colony of South Australia in the 1830s and 1840s. The result is an apparent duplicity in the colonial law, whereby Indigenous land rights appear to have been both recognised and denied. The article shows a tendency in the scholarly literature to resolve this duplicity in absolute terms, based on positivist analysis of law. In contrast, by taking a critical legal pluralist approach, the article shows how different and even contradictory manifestations of the same law subsisted simultaneously through time. This both sheds new light on the question of the recognition of Indigenous land rights in Australian colonial law, and contributes theoretically to ‘critical legal pluralism’ by developing its temporal dimension.

In 1973, a Rhodesian veterinarian, Richard Smith, documented a mycobacterial skin infection in a Doberman and a Rhodesian Ridgeback dog that was characterised by variably sized subcutaneous nodules. It was thought at first that these dogs may have had tuberculosis and, because of public health considerations, they were euthanased and subjected to postmortem examination. There was no internal organ involvement at necropsy and, although acid-fast bacilli (AFB) were abundant in the lesions, culture was negative for the tubercle bacillus. Similar cases were recorded soon thereafter in an Australian veterinary discussion forum, although the infection was not subjected to systematic investigation until the end of the 20th century. The disease was given the name ?canine leprosy? by some veterinary dermatologists, but the alternative name canine leproid granuloma syndrome (CLGS) was later suggested by an Australian veterinarian David Watson. It is now clear that leproid granulomas are not uncommon and indeed are by far the most frequently encountered mycobacterial disease of dogs in Australia.

Deaths due to suicide from 1907 to 1998 were identified according to the ICD-9. Trends in overall annual suicide mortality rates for all causes and individual causes were examined using the three-year moving average method, standardised by age and sex. Secular trends for mortality over the study period were examined in various age groups, using linear regression to test the slope. The results indicated that there has been a decline in overall age and sex standardised mortality from suicide over the study period. The death rate dropped from 15.2 per 100,000 in the early century to 13.9 per 100,000 in late century. Despite the overall decline, the female suicide mortality rates increased over the study period. Male suicide mortality rates were significantly higher than female rates over the study period (P<0.0001). Increased suicide rates were observed in the 15-24 and 25-44 year old age groups for both males and females. The group of 65+ year old females also had increased rates. Decreased rates were observed in both the male and female 45-64 year old age group and in the 65+ year old male age group. The three most common suicide methods used by males in 1907 were guns, poisoning and hanging, while for females they were drowning, hanging and poisoning. In 1998 they were changed to hanging, gas and guns for males and hanging, gas and drowning and poisoning (equally third) for females. These trends can be attributed to numerous factors such as economic crisis, world wars, the availability of suicide methods, a person's gender.

Can heritage be practiced and thought outside the binary of exaltation vs. denigration? To answer this question posed by the editors, this paper will analyse the destruction and protection of Indigenous heritage sites in Australia, where the destruction of significant cultural heritage sites, mainly Indigenous heritage sites, is the result of biased and outdated practice of cultural heritage that divides Indigenous heritage (prior 1788) from Australian heritage (after 1788). This rift has caused an immense damage to Indigenous heritage around the country as it shows how in Australia heritage is practiced and thought outside the dualism of celebration versus destruction. In this paper, I will show how the destruction of Indigenous rock art sites has been a constant in the 20th and 21st century and how this destruction has been framed in media as a result of vandalism. By arguing that this framing is perpetuating the dualism of celebration versus destruction, I suggest that we can move out of this binary by considering the concept of iconoclasm to go beyond this dualism.

After prolonged periods of criminalisation, 20th and 21st century law reform has now moved abortion care closer to being regulated as health care in all Australian jurisdictions. However, no jurisdiction has yet tested the proposition that specific laws for abortion care are unnecessary. This article analyses the capability of health law, policy and ethics to regulate abortion comprehensively, without the need for either stand-alone laws or special provisions within health law. We examined this question in the South Australian context and concluded that the health framework provides the basis for equitable, safe and accountable abortion care that is also acceptable to the community.

The fact is: the gene fund of the nation - the convicts, their guards, and adventurers came from all over Europe in hope of a better life. The first half of the 19th century Australia, in fact, remained a giant reforming home, a jail. And whatever paradoxical it might explain the significant number of films shot in the 20th and in 21st centuries with criminals as protagonists. When touching upon permanent plots and problems in Australian cinema, it should be noted that the "eternal" love of the inhabitants of the Green continent to the favorite national hero Ned Kelly, a former convict and burglar has not disappeared. In the minds of the Australians the burglar has become a symbol of the fighter against injustice, a sort of "Australian Robin Hood". The main characters of the movies were bushrangers in Australia called escaped convicts, pariahs of the society, hunting armed robberies and burglaries, hiding from justice in the vast valleys of the Australian Bush. Here, incidentally, there is a parallel with the American film industry that also has surpasses the rank of the most beloved and popular criminals in the country from Al Capone, Bonnie Parker and Clyde Barrow up to Bugsy Siegel and John Dillinger. But soon such films were banned because of the monopolies of the USA and the UK movies on the Australian market. However, life itself has started to supply filmmakers with the stories that hardly could come to the minds of writers with the wildest imagination. The real horrible crimes and not less real maniacs, sadists, pedophiles, whose actions have forced to shudder the whole society, both in the past and the present, formed the basis of a number of films shot in Australia. The analysis of these movies, the authors' position, the artistic value of works have become the target of this article.

This paper critically considers the history of nuclear energy in Australia, placing particular emphasis on the strong debate about uranium mining and exporting which occurred between the late 1960s and early 1980s. Though this topic has been already analyzed by different historical studies and through numerous methodological approaches, some issues of the Australian as well as international ‘atomic debate’ which involved civil uses of nuclear power in the second half of the 20th century remain under-investigated. This article, for instance, focuses on the little-known and seldom popularized history of Synroc which, in the late 1970s, was presented as the ‘geological perspective’ to deal with radioactive waste disposal. The matters under discussion here are particularly important because of their links with some key issues still prevalent in the international nuclear debate, such as nuclear safety, atomic weapons proliferation and the safe disposal of nuclear wastes.

Message sticks are tools of graphic communication, once used across the Australian continent. While their styles vary, a typical message stick is a flattened or cylindrical length of wood with motifs engraved on all sides. Carried by special messengers over long distances, their motifs were intended to complement a verbally produced communication such as an invitation, a declaration of war, or news of a death. It was only in the late 1880s that message sticks first became a subject of formal anthropological enquiry at a time when the practice was already in steep transition; very little original research has been published in the 20th century and beyond. In this article, the author reviews colonial efforts to understand these objects, as recorded in documentary and museum archives, and describes transformations of message stick communication in contemporary settings. He summarizes the state-of-the-art in message stick research and identifies the still unanswered questions concerning their origins, adaptations and significance.

Seasonal and annual trends in Australian minimum and maximum temperatures were studied. Records of daily minimum and maximum temperatures averaged over each month, extending as far back as 1856 were examined. Over 1/2 million monthly temperature values were retrieved from the Australian Bureau of Meteorology for 299 stations. Each station had an average of 89 years of observations. Significant step discontinuities affected the maximum temperature data in the 19th century when Stevenson screens were installed. The temperature trends were found after such spurious data were removed and averaged over all stations. The resulting trend in the minimum (maximum) daily temperature was 0.67 ± 0.19 (0.58 ± 0.26) oC per century for the period 1907-2014. Decadal fluctuations were evident in the maximum daily temperature with most of the increase occurring in the late 20th century. The minimum and maximum daily temperature trends were also found for the various seasons. The minimum daily temperature trend exceeded the maximum daily temperature trend for all seasons except during June to August. The largest increases in minimum temperature as well as the smallest maximum temperature increases were found for the region north of 30 oS latitude and east of 140 oE longitude. There was also evidence that urban stations had greater increases in maximum daily temperature than those located in a rural environment.

The abolition of the death penalty in Queensland in 1922 was the first in Australian jurisdictions, and the first in the British Empire. However, the legacy of the Queensland death penalty lingered in Australian colonial territories. This article considers a variety of practices in which the death penalty was addressed by Australian decision-makers during the first half of the 20th century. These include the exemption of Australian soldiers from execution in World War I, use of the death penalty in colonial Papua and the Mandate Territory of New Guinea, hanging as a weapon of war in the colonial territories, and the retrieval of the death penalty for the punishment of war crimes. In these histories, we see not only that the Queensland death penalty lived on in other contexts but also that ideological and political preferences for abolition remained vulnerable to the sway of other historical forces of war and security.

The Dance Collection at Arts Centre Melbourne traces the history of dance in Australia from the late nineteenth century to today. The collection encompasses the work of many of Australia's major dance companies and individual performers whilst spanning a range of genres, from contemporary dance and ballet, to theatrical, modern, folk and social dance styles. The Dance Collection is part of the broader Australian Performing Arts Collection, which covers the five key areas of circus, dance, opera, music and theatre. In my overview of Arts Centre Melbourne's (ACM) Dance Collection, I will outline how the collection has grown and highlight the strengths and weaknesses associated with different methods of collecting. I will also identify major gaps in the archive and how we aim to fill these gaps and create a well-balanced and dynamic view of Australian dance history. Material relating to international touring artists and companies including Lola Montez, Adeline Genée, Anna Pavlova and the Ballet Russes de Monte Carlo provide an understanding of how early trends in dance performance have influenced our own traditions. Scrapbooks, photographs and items of costume provide glimpses into performances of some of the world's most famous dance performers and productions. As many of these scrapbooks were compiled by enthusiastic and appreciative audience members, they also record the emerging audience for dance, which placed Australia firmly on the touring schedule of many international performers in the early decades of the 20th century. The personal stories and early ambitions that led to the formation of our national companies are captured in collections relating to the history of the Borovansky Ballet, Ballet Guild, Bodenwieser Ballet, and the National Theatre Ballet. Costume and design are a predominant strength of these collections. Through them, we discover and appreciate the colour, texture and creative industry behind pivotal works that were among the first to explore Australian narratives through dance. These collections also tell stories of migration and reveal the diverse cultural roots that have helped shape the training of Australian dancers, choreographers and designers in both classical and contemporary dance styles. The development of an Australian repertoire and the role this has played in the growth of our dance culture is particularly well documented in collections assembled collaboratively with companies such as The Australian Ballet, Sydney Dance Company, and Chunky Move. These companies are at the forefront of dance in Australia and as they evolve and mature under respective artistic directors, we work closely with them to capture each era and the body of work that best illustrates their output through costumes, designs, photographs, programmes, posters and flyers. The stories that link these large, professional companies to a thriving local, contemporary dance community of small to medium professional artists here in Melbourne will also be told. In order to develop a well-balanced and dynamic view of Australian dance history, we are building the archive through meaningful collecting relationships with contemporary choreographers, dancers, designers, costume makers and audiences. I will conclude my overview with a discussion of the challenges of active collecting with limited physical storage and digital space and the difficulties we face when making this archive accessible through exhibitions and online in a dynamic, immersive and theatrical way.

The paper examines the fall of marital fertility in Tasmania, the second settled Australian colony, in the late 19th and early 20th centuries. The paper investigates when marital fertility fell, whether the fall was mainly due to stopping or spacing behaviours, and why it fell at this time. The database used for the research was created by reconstituting the birth histories of couples marrying in Tasmania in 1860, 1870, 1880 and 1890, using digitised 19th century Tasmanian vital registration data plus many other sources. Despite Tasmania’s location on the other side of the world, the fertility decline had remarkable similarities with the historical fertility decline in continental Western Europe, England and other English-speaking countries. Fertility started to decline in the late 1880s and the fertility decline became well established during the 1890s. The fall in fertility in late 19th century Tasmania was primarily due to the practice of stopping behaviour in the 1880 and 1890 cohorts, although birth spacing was also used as a strategy by the 1890 cohort. The findings provide support for some of the prominent theories of fertility transition.

While such performances are now a settled type of artistic expression their legal status is unclear. This article examines the legality of such performances under the Australian criminal law. Focusing on common law principles, it compares injurious performance art to the legally recognised category of ‘dangerous exhibitions’ and ultimately argues that such performances will only be lawful if it can be clearly demonstrated that they have public utility.

This article examines the body of locally and internationally produced cinema by Australian director Baz Luhrmann. A filmmaker who in the past has struggled to achieve critical credibility in the mainstream press, Luhrmann is consistently supported by multinationals like 20th Century Fox for his mass domestic and global appeal. Of interest in this analysis is the way in which each film plays with the dominant Australian cultural complex of the ‘lost child’. Rather than repeating the themes of helplessness and abandonment central to much Australian storytelling, Luhrmann invites us to play with the concept of being ‘lost’ – exploring it with childlike wonder and awe. His work has the promise of opening up a (Winnicottian)potential spaceof exploration, where we are invited to embrace being lost as way of entering into self and cultural discovery. It is likely that thisreturnto play and creativity, in the extreme style that has become synonymous with Luhrmann, is the source of his audience loyalty.

The evolution of capital gains taxation in Australia parallels that in Canada in many respects. Federal income taxes were adopted in both countries during the First World War, and in both jurisdictions the courts interpreted the term "income," the subject of taxation, using United Kingdom judicial concepts that excluded capital gains from the tax base. In the last quarter of the 20th century, both countries amended their income tax laws to capture capital gains, and in both countries concessional rates apply. Initially, the Australian capital gains tax regime had rules that paralleled those in Canada in respect of the application of capital gains tax measures to non-residents, and the list of assets that might generate a capital gains tax liability for non-residents was similar in both countries. Australia changed course just over a decade ago with a decision to limit the income tax liability of non-residents in respect of capital gains to gains on land and land-rich companies alone, albeit with an extended definition of land to capture directly related interests such as exploration and mining rights. Consequently, until this decade, reform of Australia's regime imposing capital gains tax on non-residents focused on the concept of source as a primary driver, with the categories of taxable assets being gradually reduced. However, after more than a decade of unprecedented increases in housing prices in Australia, reform has moved away from addressing source to integrity matters. In Australia, as in Canada, there has been considerable investment in property, particularly residential property, by non-residents in recent years, and the government has sought ways to enhance the enforcement and integrity of the capital gains tax rules applying to non-residents disposing of Australian real property. Since 2013, Australia has proposed three separate measures to ensure integrity within this regime: removal of a concessional rate, introduction of a withholding tax, and removal of the principal residence exemption for non-residents. This article considers the history and development of Australia's capital gains tax regime as it applies to non-residents and examines the recent shift in focus from what is captured in the capital gains source rules to integrity provisions adopted to achieve both compliance and geopolitical objectives.

Anorexia Nervosa is a mental health issue that has a history over many centuries, but has relatively recently been identified as a ‘real’ mental illness. A condition that predominantly afflicts young, middle class women it had long been subsumed among the ‘natural weaknesses’ of women, not unlike the manner in which ‘Hysteria’ was diagnosed within the Freudian understanding of women’s health. However, since the 1970s, and especially with the deaths of some high profile young women it has undergone a reassessment. While clinical understandings of Anorexia Nervosa remain contentious, there is an increasing recognition that the condition is also grounded within specific cultural understandings. The article presents a brief historical overview of the construction of ‘self-starvation’ as applied to ‘fasting saints’ and to modern anorexic women. However, the major focus of the paper is an examination of the cultural situation as exemplified in contemporary Australia. Drawing on the Foucaudian notions of self surveillance the article suggests that TV programs can be used as a vehicle for modern day ‘self surveillance ’and as guidelines for the construction of self. Briefly, TV programs, especially so called ‘reality TV,’ portray a mirror image of how we as consumers should behave. The programs I have chosen to highlight are the phenomenally popular cooking shows that are aired daily on Australian TV screens. Through an examination of the social meanings constructed around food with the TV programs as a primary carrier of these cultural references, the article seeks to address some of the contradictions with other images presented in different but contemporaneous media. While this can never be a definitive explanation of all anorectic behavior, the paper examines the images of womanhood as presented by these programs. These ‘competent and enthusiastic cooks’ are contrasted with the slim, athletic ideal as portrayed in the fashion magazines and many other ‘lifestyle’ TV programs such as holiday shows.

First Nations peoples in Australia, as in many other colonized countries, were forced to acquired English soon after the arrival of the colonists in their country during the second half of the 18th century. In response to their land dispossession, Indigenous Australian poets adopted and adapted the language and literary forms of colonists to write a politicized literature that tackles fundamental subjects such as land rights, civil, and human rights, to name but a few. Their literary response can be traced back to the early 1800s, and it had continued through the 20th century. One example is the poem “The Stolen Generation” (1985) by Justin Leiber, which has since been considered a motto for the struggle of Aboriginal peoples against obligatory removal of children from Aboriginal families.This paper aims at examining 21th century politicized literary response of Aboriginal poets. It sheds lights on the poetry of Evelyn Araluen as a telling paradigm of decolonial poetics, demonstrating her role in the political struggle of her peoples. Analysing representative poems by the poet, including “decolonial poetics (avant gubba)” and “Runner-up: Learning Bundjalung on Tharawal,” the paper examines the interdisciplinary nature of her poetry, and demonstrates how the poet transgresses the boundaries between poetry and politics, so as to be utilized as an effective tool of political resistance.

As part of a larger ethnographic research project, this article analyses the history of memorialization on the First World War Gallipoli battlefields and its relationship with international travel and tourism. It contrasts the original Australian and New Zealand memorialization on the site with Turkish memorials constructed there in the late 20th century, a significant proportion of which are characterized by direct symbolic recognition of the ‘other’. Drawing on Bakhtin’s writings on referential discourses I refer to these as being dialogical. At Gallipoli this dialogical memorialization facilitated the rise of Australian tourism to the battlefields by allowing for a cosmopolitan reimagining of the military campaign, which included emphasizing extraordinary cases of humanity and framing soldiers as tourists. A cultural sociology of the public sphere is proposed as a way of comprehending such tourism, one that avoids assumptions about the severing of meaningful cultural ties with the events and institutions of modernity.

In early 2021, the Tasmanian Commissioner for Children and Young People called for a repeal of s 50 of the Criminal Code Act 1924 (Tas) which permits the use of corporal punishment in the home, noting that society had moved on from the regular canings of the early 20th century when the law was passed. This article supports the call to abolish the defence of reasonable chastisement (lawful correction in NSW) by repealing s 61AA of the Crimes Act 1900 (NSW) so that children can have the same protections from physical violence as adults.

Abstract:
The demand for equality of recognition or respect is the dominant passion of modernity. The 20th century experienced a giant leap in technological inventiveness and ruthless use of technological power. In the 21st century, human welfare and environmental wellbeing demand fundamental political appraisal. We have the means, if we choose, to eradicate poverty and to responsibly protect the global environment. However, economic, political and cultural systems act to differentially allocate the benefits and risks for growth between socioeconomic groups. For example, it is a matter of pride that the neonatal mortality rate in affluent societies has dropped substantially since the late 1970s. However, the level of infant mortality (three times the national average) and low birthweight (13%) among the Indigenous Australian population is the highest in the country. With hindsight we now know that is the inevitable legacy of Australia’s colonial history. Chronic physical and psychological stress is recognized as an important etiological factor in many lifestyle diseases of the cardiovascular, immune and reproductive systems. Diseases of adaptation are further advanced by non-adaptive lifestyle choices, depression, alcoholism and other drug dependencies. This review describes the principles of bioscience ethics and targets equity issues as they affect human reproduction across generations with particular reference to the Indigenous population of Australia. The review also considers ways we may advance global and cultural maturity from the Indigenous Australian perspective and proposes an ecologically based model of preventative care. If we are to embrace fundamental social change and protect future children without threatening parents’ basic freedoms, then new beliefs and priorities – based on a compassionate understanding of biological systems – must evolve from the general public. Belief in human rights arising from a sense of human dignity is a collective outcome originating from individual commitment. The golden rule; that is, Nature’s principle of reciprocity, is fundamental in bridging the gap between knowledge and effective action.

This paper investigates the origin of the once popular belief in Australian society that wild dingoes do not attack humans. To address this problem, a digital repository of archived newspaper articles and other published texts written between 1788 and 1979 were searched for references to dingoes attacking non-Indigenous people. A total of 52 accounts spanning the period between 1804 and 1928 was identified. A comparison of these historical accounts with the details of modern dingo attacks suggests that at least some of the former are credible. The paper also examined commonly held attitudes towards dingoes in past Australian society based on historical print media articles and other records. Early chroniclers of Australian rural life and culture maintained that dingoes occasionally killed and ate humans out of a predatory motivation. By the early decades of the 20th century, however, an opposing view of this species had emerged: namely, that dingoes were timid animals that continued to pose a danger to livestock, but never to people. This change in the cultural image of dingoes can possibly be linked to more than a century of lethal dingo control efforts greatly reducing the frequency of human–dingo interactions in the most populous parts of the country. This intensive culling may also have expunged the wild genetic pool of dingoes that exhibited bold behaviour around people and/or created a dingo population that was largely wary of humans.

Abstract This article investigates the history of the Queensland cane sugar industry and its cultural and political relations. It explores the way the sugar industry was transformed from an enterprise drawing on the traditional plantation crop cultivated by an unfree labour force and employing workers into an industry that was an important, symbolical element of ‘White Australia’ that was firmly grounded in the cultural, political, nationalist, and racist reasoning of the day. The demographic and social changes drew their incitement and legitimation from the ‘White Australia’ culture that was represented in all social strata. Australia was geographically remote but culturally close to the mother country and was assigned a special position as a lone outpost of Western culture. This was aggravated by scenarios of allegedly imminent invasions by the surrounding Asian powers, which further urged cane sugar’s transformation from a ‘black’ to a ‘white man’s industry’. As a result, during the sugar strikes of the early 20th century, the white Australian sugar workers were able to emphasize their ‘whiteness’ to press for improvements in wages and working conditions. Despite being a matter of constant discussion, the public acceptance of the ‘white sugar campaign’ was reflected by the high consumption of sugar. Moreover, the industry was lauded for its global uniqueness and its significance to the Australian nation. Eventually, the ‘burden’ of ‘white sugar’ was a monetary, but even more so moral support of an industry that was supposed to provide a solution to population politics, support the national defence, and symbolize the technological advancement and durability of the ‘white race’ in a time of crisis.
