Abstract:
Cities all over the world have activated policy support for urban consolidation in recent decades. Rationales for urban consolidation focus on its perceived ability to achieve sustainability goals, including decreased automobile dependence, increased social cohesion and greater walkability. Despite this, there are few international examples of urban consolidation policy implementation that has achieved its stated aims. This paper explores the nature and character of perceptions of urban consolidation held by urban planners, developers, architects and local politicians. The perspectives held by these ‘city shapers’ are integral to urban consolidation debates and delivery, yet the nature and character of their specific views are underexplored in urban studies literature. This paper combines the theoretical lens of Social Representations Theory with the methodological approach of Q-methodology to understand the common sense understandings of urban consolidation held by city shapers in Brisbane, Australia. It identifies, synthesises and critically discusses the social representations employed by city shapers to understand, promote and communicate about urban consolidation. Findings indicate that urban consolidation debates and justifications diverge significantly from stated policy intentions and are based on differing views on ‘good’ urban form, the role of planning and community consultation and the value of higher density housing. We conclude that there is utility and value in identifying how urban consolidation strategies are influenced by the shared beliefs, myths and perceptions held by city shapers. Understanding these narratives and their influence is fundamental to understanding the power-laden manipulation of policy definitions and development outcomes.

ABSTRACTThe cross-national works of development sociologists and of political scientists have sought to disentangle some of the determinants of welfare, whereas studies in comparative social policy have been mainly evaluative. These have laid themselves open to charges of being, variously, a-theoretical, unsystematic and narrowly focused on the state sector. However, a case is made here for the continuation of such studies with a clear focus on social policy rather than the mixed economy of welfare, using more explicit evaluative criteria and a range of methods. A small comparative study of social security benefit levels in Australia, Britain and the USA is used as an illustration of the potential in this approach and the problems of method involved.

Australian-trained doctors are often reluctant to work in rural and remote areas and overseastrained doctors (OTDs) are recruited to practise in many rural Aboriginal medical services. This paper focuses on recent research carried out in Australia to analyse factors affecting OTDs? professional, cultural and social integration and examine their training and support needs. Ten case studies were conducted throughout Australia with OTDs, which also included interviews with spouses/partners, professional colleagues, co-workers, and Aboriginal and Torres Strait Islander community members associated with the health service. Key themes emerging from the data across all informants included the need to better address recruitment, orientation and cross-cultural issues; the importance of effective communication and building community and institutional relationships, both with the local health service and the broader medical establishment.

Abstract:
The live music pub and club scene has historically been regarded as the source of a distinctively Australian rock/jazz culture, and the basis for global recording success. This paper examines the history of live venue practices as a case study of a local cultural industry that often existed outside of traditional policy structures and meanings of the arts industries. Confronted with a loss of performance opportunities for local musicians, it is argued that traditional cultural policy mechanisms and platforms used for cultural nationalist outcomes are no longer relevant. Rather, policy intervention must engage with administrative obstacles to live creativity, specifically the series of local regulations that have diminished the viability of live venues. The decline of the rock/jazz pub continues in the face of current federal government support for touring musicians. A closer inspection of the local administration of cultural practice remains the best means of understanding the devaluation of the social and industrial value of live performance.

Submission deadline: 6 February 2007 It is expected that tertiary education and research for health professionals will be the focus of substantial change over the next couple of years. The health professional workforce has been the subject of recent studies in Australia and New Zealand. The New Zealand Health Workforce Advisory Committee has focused on ensuring an effective strategic framework and outlined seven principles comprising equity and appropriateness, strategic and sustainable supply, healthy workplaces, collaborative practice, effective education, stakeholder involvement and information and monitoring.1 In Australia, the Productivity Commission made strong recommendations directed at improving health professional education to enhance coordination, reduce practice barriers and address shortages of health professionals. 2 To help inform policy and practice, Australian Health Review is looking to publish feature articles, research papers, case studies and commentaries related to health professional education. The aim of comparative studies in education is to improve our understanding of our own problems of education at the national level. In the words of Phillip E. Jones (1973:24), “Comparative education can lead us to understanding, sympathy and tolerance”. More than that, it is hoped that it can lead to improved circumstances for Australia’s most disadvantaged minority group – the Aborigines.The Aborigines were the first people to have a social system in Australia. That system, however, has undergone dramatic change in the last 200 years at the hands of ‘white’ migrants. Changes in educational policy in Australia have been largely a reaction to what the ruling majority has regarded as the ‘Aboriginal problem’. Schooling for Aborigines thus moved, early this century, from an era of mission schools and reserves to ‘formal’ schooling which was introduced in the 1960’s. Policies then shifted in turn from ‘assimilation’ to ‘integrationism’ to ‘self-determination’ and self-government’ for the Aborigines.

ObjectiveWhile there is urgent need for policymaking that prioritises health equity, successful strategies for advancing such an agenda across multiple policy sectors are not well known. This study aims to address this gap by identifying successful strategies to advance a health equity agenda across multiple policy domains.DesignWe conducted in-depth qualitative case studies in three important social determinants of health equity in Australia: employment and social policy (Paid Parental Leave); macroeconomics and trade policy (the Trans Pacific Partnership agreement); and welfare reform (the Northern Territory Emergency Response). The analysis triangulated multiple data sources included 71 semistructured interviews, document analysis and drew on political science theories related to interests, ideas and institutions.ResultsWithin and across case studies we observed three key strategies used by policy actors to advance a health equity agenda, with differing levels of success. The first was the use of multiple policy frames to appeal to a wide range of actors beyond health. The second was the formation of broad coalitions beyond the health sector, in particular networking with non-traditional policy allies. The third was the use of strategic forum shopping by policy actors to move the debate into more popular policy forums that were not health focused.ConclusionsThis analysis provides nuanced strategies for agenda-setting for health equity and points to the need for multiple persuasive issue frames, coalitions with unusual bedfellows, and shopping around for supportive institutions outside the traditional health domain. Use of these nuanced strategies could generate greater ideational, actor and institutional support for prioritising health equity and thus could lead to improved health outcomes.

In Australia, the Universal Service Obligation (USO) operates as a legislative mechanism that guarantees the right of all Australians to access a standard telephone service wherever they reside. In 1997, special provisions for people with severe hearing impairment were added to telecommunication legislation. The Telecommunications Act 1997 included a specific reference to teletypewriters (TTYs), including them as an addition to the definition of the Universal Service Obligation (USO) as the result of the outcome from a public inquiry held in 1995. The inquiry, subsequently referred to as Scott v. Telstra, is a case study illustrating the collision of two separate pieces of federal legislation and the paradigms that formed them. Furthermore, both the inquiry and subsequent revision of definitions of a standard telephone service illustrate the complexity of planning telecommunication policy for equitable social outcomes. Specifically, further questions are raised surrounding the role of universal service in changing technological and competitive environments.

Research in both public administration and place development has identified a need to develop more participatory approaches to governing cities and regions. Scholars have identified place branding as one of several potential policy instruments to enable more participatory place development. Recently, academics working in diverse disciplines, including political studies, public administration, and regional development have suggested that an alternative, bottom-up, more participatory approach to place branding could be employed. Such an interdisciplinary approach would use iterative communication exchanges within a network of diverse stakeholders including residents to better foster stakeholder participation, contribute to sustainable development, and deliver substantive social justice and increased citizen satisfaction. Building on this research and using an exploratory, qualitative, case-study methodology, our aim was to observe and analyze such interactions and communicative exchanges in practice. Drawing on the experience of the Australian state of Tasmania, we studied stakeholder reactions to the participatory place branding approach. We found that although participants were initially skeptical and identified many barriers to implementing participatory place branding, they simultaneously became excited by its possibilities and able to identify how many of the barriers could be transcended.

Purpose – The purpose of this paper is to highlight the difficulties faced during the interview process in a cross-national qualitative comparative case study between Japan and Australia. It discusses the challenges in producing insightful data and preserving the integrity of findings when methodologies are influenced by different cultural and professional environments. Design/methodology/approach – The paper explores literature on cross-national qualitative research in the context of policy research as well as the philosophical and professional differences between Japan and Western countries (like Australia). It reflects on practical examples and strategies used by the researcher during the ethics and interview processes when adapting widely accepted qualitative case study methodology to suit the Japanese cultural and professional environment. Findings – The paper finds that linguistic, cultural, professional and philosophical differences between the countries challenged initial researcher assumptions that comparability between the case study regions would be maintained through the application of accepted methodologies and an “insider” status. It observes that the quest to generate rich and insightful data places the character and capability of the researcher as central in the research process. Originality/value – This paper provides practical examples and strategies for social science researchers using interview methods in Japan and Australian. It points to a need for further research on the ambiguous and elusive nature of the “insider” paradigm as well as the “comparability” of cross-national qualitative case studies when methodological “flexibility” is used to enrich and preserve the integrity of research findings.

Abstract:
This dissertation presents an historical-sociological study of how governments of the modern western state use the language and techniques of quantification in the domain of social policy. The case material has an Australian focus. The thesis argues that by relying on techniques of quantification, governments risk introducing a false legitimacy to their social policy decisions. The thesis takes observed historical phenomena, language and techniques of quantification for signifying the social, and seeks meaningful interpretations in light of the culturally embedded actions of individuals and collective members of Australian bureaucracies. These interpretations are framed by the arguments of a range of scholars on the sociology of mathematics and quantitative technologies. The interpretative framework is in turn grounded in the history and sociology of modernity since the Enlightenment period, with a particular focus on three aspects: the nature and purpose of the administrative bureaucracy, the role of positivism in shaping scientific inquiry and the emergence of a risk consciousness in the late twentieth century. The thesis claim is examined across three case studies, each representative of Australian government action in formulating social policy or providing human services. Key social entities examined include the national census of population, housing needs indicators, welfare program performance and social capital. The analysis of these social statistics reveals a set of recurring characteristics that are shown to reduce their certainty. The analysis provides evidence for a common set of institutional attitudes toward social numbers, essentially that quantification is an objective technical device capable of reducing unstable social entities to stable, reliable significations (numbers). While this appears to strengthen the apparatus of governmentality for developing and implementing state policy, ignoring the many unarticulated and arbitrary judgments that are embedded in social numbers introduces a false legitimacy to these government actions.

Studies their disconnection from the body of the community, acheived via an embodiment of emotional disconnection; the power of the Department to appropriate a particular order of emotion for the purposes of power; and, the misrecognition of the appropriation of emotion by members of the public who are open to the Department's emotional domination. The context material describes the reasons for the existence of the police band in the police view, while the core material of the thesis is concerned with describing what it is that police band members do, and what they do most of all is, in their own words, experience something that they call "the feel".

Michael Fullan (1991) commented that little was known about how students viewed educational change, as no one had thought to ask them. By 2004 there was a small but growing literature seeking the views of students on a range of issues associated with schooling. This thesis presents the findings and analysis of a study of students’ perceptions of educational change. Much educational change involves shifts in power and responsibilities between the different actors, such as governments, school administrators, teachers, parents, the community and students. Despite widespread interest in educational change it is usually the macro-level policy elite who exert the most influence, using their power, privilege and status in order to propagate particular versions of schooling; students continue to be the ‘objects’ of policy initiatives, submerged in what Freire referred to as a ‘culture of silence’. Students are frequently excluded as participants in both the process and decision making phases of change. This research was based on exploring the exclusion of students from the processes of change in schools, resulting from a top-down policy initiative by the State department of education in WA, the Local Area Education Planning (LAEP) Framework. How policy is defined and acted on is explored, and the roles students could have, but often do not, are highlighted. An eclectic hybrid conceptual framework drawing on both critical theory and a postmodern policy cycle approach was used to analyse the LAEP Framework policy processes and students’ perceptions of the changes that ensued. The research comprised in-depth case studies of three schools undergoing substantial educational restructuring as the result of the macro-level LAEP Framework policy in the State of WA. Key elements of the policy were school amalgamations, closures and the creation of Middle Schools. Data collection methods included focus group and semi-structured interviews with students from the three schools, as well as document analysis, staff interviews and field notes. The research found that students were very perceptive about educational change, that they were deeply impacted by educational change and that they wanted to participate in restructuring agendas. Several meta-level themes emerged from the students’ ‘voices’, including issues associated with disempowerment, and competing social justice and economic discourses. The findings foreground the often messy and contradictory tensions evident in policy processes. The thesis concluded by developing theory on ways in which students could be included meaningfully as participants in educational change

Abstract:
This thesis examines the inclusion of climate change in Malawian social policy, and the discourse and government documents surrounding it. In Malawi, social protection predates climate change policies – in both policy in practice – however, they have risen up the Governments agenda at the same time. This is unsurprising given the severity and frequency with which the country is impacted by climatic shocks. Moreover, vulnerability and instability in the country leave Malawian disproportionately susceptible to the impact of natural disasters and environmental irregularities. In the wake of a natural disaster, most commonly drought and flooding, there is a significant spike in mentions of both climate change and social protection in Parliamentary discourse. Similarly, Government documents exhibit a wellestablished connection between these two – mention of disaster risk reduction is frequently coupled with a call for social protection to minimize the effects of natural disasters. In many ways, the most recent and current social protection policy is the logical evolution of this. In 2018, the Government of Malawi released the Malawi National Social Support Programme II (MNSSP II) which focused significantly on shock-sensitive social protection to address and minimize the impact of climate change in the country. Previous social protection initiatives in the country have garnered very little political support, and the Government has exhibited a hesitation to provide financial and technical support to these programs.

Four different case management programs delivered by UnitingCare Community Options (UCCO) in the eastern suburbs of Melbourne were examined against the expectations of case management as a policy solution to a range of perceived policy problems at the micro-, meso- and macro-levels. The micro-level expectations were related to client and family experiences of the service system and outcomes. At the meso-level expectations were focused on perceived service delivery problems such as poor matching of services to the needs of ‘complex’ clients including a lack of integration, flexibility and responsiveness to clients’ needs and preferences. Perceived macro-level policy problems were concerned with a variety of issues including increasing rates of institutionalisation, increasing costs to governments, lack of economic efficiency and the desire to create market or quasi-market conditions in the community care service delivery sector. This research investigates the impact of oil on a traditional Arab society. The . literature which addresses societal change IS methodically reviewed, with substantial attention given to the theories of noted sociologist Max Weber as well as many more recent scholars who have adapted and re-interpreted Weber's seminal insights. Following the review of relevant literature, the reader is introduced to the pre-oil, traditional society of the United Arab Emirates (UAE). The body of the research reports, illuminates and examines through case studies the challenges of wrenching social change in a traditional society. The research finds that introduction of oil is the change agent. The invitation extended to Western oil companies to manage the extraction industry resulted in enormous disruption to the society as it then existed, and provided very large sums of capital to the UAE. Both of these factors, the insertion within the society of a western industrial culture of size and importance, and the opportunities for the UAE to develop and modernize at great speed due to the availability of large resources, combined to place enormous tension on the social traditions and practices of the then tribal society. The research then turns to the ways and means that both the society and the western oil companies employed to manage the dynamic of change. The specific role of the Oil Company's Public Relations function is examined in depth. The thesis that the public relations function served both the company and the society at large as the primary agent of mitigation is stated and tested. This paper finds that the public relations function performed a critical service by explaining the traditions of the society to the oil company, and negotiating for the oil company with the formal and informal organizations present in the society. These public relations practitioners also performed the critical task of representing, and at times. performing advocacy services for, groups within the society whose values were threatened by the western practices of the oil companies. This latter function is very different from the traditional roles of western public relations staffs. The research concludes that in this particular circumstance the contribution of the public relations staff was essential to both the company and the society in coping with enormous social pressures.

Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. In this dissertation a comparative case study was used within a critical race theory framework. The purpose was to explore the role of racial oppression in shaping social capital in majority African American communities. Data were collected from 2 majority Black communities in Florida. The collected data included reviews of local news reports, voter turnout reports, and community health assessments, along with focus groups and semi structured interviews with a purposive sample of 20 of the communities’ African American residents. Benet’s polarities of democracy model was employed to analyze the relationship between racism and social capital. Analysis included inductive coding followed by pattern matching to identify overarching themes between the selected cases. One key theme was that perceived racial disparity inhibited bridging and linking social capital in the selected communities. Another key theme was that racism created social capital deficiencies and a dysfunctional community culture, which limited the capacity to address collective issues. Social change implications include specific policy recommendations to state and local leaders to increase the participation of Black community members in democratic processes. Additionally, this research has potential to improve understanding of the various ways that racism may affect Black Communities.

This study examines how the development of water supply management happens over time in distinct types of informal areas in Mumbai and Nairobi. The financial differences and political barriers in both cities, together with the vast diversity factors, development patterns, and challenges of each study area show that reconsidering different approaches is significant in developing more inclusive paradigms in water provision in informal areas. Relevant to these concerns, this study aims to clarify water practices and explore inclusive ways of developing water supply management through the analyses of water provision modes and network systems in each study area. A series of field studies on the type of water sources and facilities, parties involved in water practices, and characteristics of water development was performed in six case studies (i.e., three in Mumbai and three in Nairobi) from 2014 to 2019. The main findings of this study show that an unconventional informal tenure system constrains the settlement typology and development of the physical access of service facilities in study areas. Moreover, the different measures taken by Mumbai and Nairobi in providing water supply to informal areas result in an unequal path for water development and various vulnerability levels. Therefore, we argue that the mixtures of policy- and practice-rooted practices ensure a more inclusive water development because they would lead to the sociotechnical arrangements of the technical system and institutional arrangements that better fit the local conditions characterized by different spatial structures and social variables.

Abstract:
With the establishment of the Constitution of 1988, a new approach to urban governance emerged in Brazil. The document brought significant changes regarding the right to the city and adequate housing, in particular, for the urban poor. The recognition of these rights triggered the experimentation with inclusionary policies around the country (Rolnik and Santoro, 2013). As a result, informal settlements started to be acknowledged as part of the formal city and were included in zoning and planning laws. One of the main outcomes of these experiments was the creation of Special Zones of Social Interest (ZEIS), a land and housing policy that linked investments on infrastructure in precarious settlements to land regularisation processes. In 2001, ZEIS was incorporated into the City Statute, a document that established a range of collective rights to guide land use and development. Since then, the instrument has gained popularity in the country as a land regularisation tool. Nevertheless, a considerable share of settlements remains poorly built and addressing informality is still a challenge. Therefore, this paper evaluated the co-relation between the implementation of ZEIS, land regularisation processes and provision of basic infrastructure in precarious settlements. More specifically, it measured the quality of State interventions supported by the zoning. By focusing on quality, this article aimed to evaluate whether ZEIS has encouraged adequate housing conditions for the urban poor or reinforced precarious patterns of development. To explore this relationship, a case study was conducted on the performance of ZEIS in Favela of Sapé, a settlement in the West of São Paulo. As a methodology, case studies have become a common option for performing evaluations and analyse what a program, practice or police has achieved (Yin, 2012). Moreover, this research strategy commonly relies on various sources of field-based information (Yin, 2012). Accordingly, this paper comprised mainly primary qualitative data. It also made broad use of content and secondary analysis, with the goal of ensuring validity and reliability. The performance of ZEIS in Sapé demonstrated that since its implementation, in 2001, tenure security and physical characteristics have enhanced considerably in the area, particularly, when it comes to housing quality and provision of basic infrastructure. Nevertheless, these accomplishments are being compromised by a strong process of reoccupation which is supported by illegal organisations. In addition, there is a delay of the Municipality in meeting the demands for housing in the area because of governance issues and mismanagement of financial resources. This scenario, combined with a weak inspection body, has once again permitted the development of precarious housing and infrastructure in the area. It also has compromised the issuance of freehold land titles to the settlement’s dwellers. In other words, the site is under a vicious circle where neither the provision of housing and infrastructure is enough to meet the demand nor the land regularisation is completed because of the reoccupations. In sum, although the implementation of ZEIS seems to have a share of responsibility in Sapé’s upgrading process, the local authorities do not have the capacity of reinforcement necessary to maintain these improvements. Furthermore, it is fair to assume that the current legal framework provided by ZEIS is not adequate for the context of São Paulo and requires further adjustments. Not only because of the complex character of the city, but also because in practice, urban norms may be interpreted differently according to political and cultural conditions (Rolnik, 1997).

If the morphology and the studies on the urban form are closely related to the social aspects and are responsibility of architects and policy makers, the issue becomes even more complicated if we're talking about cities with a high number of buildings under public ownership or urban fragments with important dimensions. In Italy there is a very rare case of recent foundation that is the neighborhood Monteruscello in the city of Pozzuoli. Built in the 80s to face the bradisism events that had made uninhabitable other city areas, Monteruscello today, for its dimension, can be considered a "city in the city" where the 90% of the buildings are under public ownership. The neighborhood's project is designed by Agostino Renna who had built Monteruscello through analogical composition with fragments of spatial references of other places and cities. The architect has put in the neighborhood - mainly made up of rural areas - its urban model adapting it to the specific geography of places. During the years the neighborhood has never built an own identity becoming one of the most degraded areas of the city. The paper deals with the issue of urban form and morphology today starting from the study of Monteruscello - as imagined by its creator through the critical issues that underlie its design - and through an experimental design of a new agro-urban landscape for the neighborhood that involves three hectares of public green spaces - now abandoned - turning them into agricultural lands to urban use and growth resource. Th e corona pandemic is incredible and, allegedly, a new phenomenon for many Europeans. Th at is why few people know the history of European pandemics. Th e lack of interest (disinterest) in historical development is due to the misconception of many experts. Preventive care and advances in medicine and technology always require only “looking ahead”. Th is (future-oriented) advanced way of thinking and acting meant that any disease that has epidemic proportions can, in the shortest possible time, be “defeated”. However, history shows that in Europe, from the Middle Ages until today, not a century has passed without epidemics or pandemics, and that signifi cant lessons and conclusions for the future could be drawn from any such crisis. Since the 18th century, development has tended more and more towards an insurance-oriented health and social policy, which in the 19th century was called insurance policy. By combining traditional experience with new or modifi ed concepts based on the principle of “preserving tradition, shaping the future”, the insurance industry can adapt to the new requirements of health and social policy, even in a crisis caused by the coronavirus. In this case, there is digitization, with the help of which it is possible to network with new studies and data, in order to improve quality.

Affirmative actions reflect the ideal of achieving equal opportunities and represent the realization of cultural transformations in order to reduce the effects of historically accumulated inequalities. Such actions are capableof implementing greater representation of minority groups in the most diverse domains of public and private activity. In the case of quotas instituted to guarantee minority access to higher education, the reservation of places is one of the forms of social justice that tries to guarantee a minimum level of education for the most disadvantaged, trying to compensate and equalize the opportunities for access to education. This research aimed to analyze the perception of students in the ISECENSA Law course about the affirmative action policy, with an emphasis on the quota modality that promotes the legal reserve of places for the so-called “minorities”. Therefore, the methodology used was qualiquantitative and had as its starting point the bibliographical review to situate the quota policy as an object in the field of socio-legal studies. Documentary analysis of laws on the subject was carried out, as well as field research, through which the questionnaire was used as a data collection instrument to verify the position of ISECENSA law students on the quota policy and to identify whether the students understand the meaning of the quota policy. Thus, 115 questionnaires were applied to students from the 1st to the 5th period of the Isecensa Law course and the data collected showed the students' concern with Social Justice, even with the initial lack of knowledge about the concept of “affirmative action”. In this way, it was possible to analyze the perception of law students at ISECENSA regarding the quota policy and also to promote awareness of the reasons and effects of the implementation of that policy. It is expected then, to contribute to the humanization of educational institutions by encouraging diversity in order to build a society that respects difference, seeking to achieve peace and equality

This study defined morphological importance of cultural heritage assets and formation of Egba-Ake town. Cultural heritages include man’s physical imaginative products which can be touched and seen include buildings, crafts, tools, ivory, cowries, paintings, textiles, pestles, mortars, food, wooden objects, tombs & grave goods, temples, dresses, pottery & potsherd pavements, monuments, books and artifacts. Morphology are factors that influence city/community formation which are determined by synthetic and natural determinants. Cultural heritage assets are whatever is valued by people today that was also cherished by former generations. This research explored the importance of cultural heritage assets in relation to urban fabrics formation of Egba-Ake. Qualitative method was adopted in this study, in-depth interviews and personal observation was used for data collection while Nvivo words tree and satellite imagery was used to analyze collected data. Ake’s palace and Itoku market is located at the center around which the Egba-Ake evolved. Ake’s Palace (political and cultural hub of the town) and Itoku market (the economic heritage of the town) was used to preserve various aspects of Egba-Ake cultural heritage. Ela festival (new yam festival) is annually celebrated cultural activity in Egba-Ake. This finding is relevant to policy makers as it allows the support of potential common structures for heritage administration in Egba-Ake. Effect of heritage in EgbaAke morphology is the new palace of Alake (the cultural ruler) of Egba-Ake were renovated and new once built a few years ago with modern architectural designs, furniture and fittings. This has made the Alake’s Palace to meet ‘international standards’. Social amenities and infrastructures like electricity supply, water systems, hospitals, good roads, administrative offices, schools; communication networks, etc. are now a major feature in Egba-Ake town. Further studies will enhance the implementation issues which may arise from the creation of a framework for cultural heritage management, with emphasis on risk management and risk reduction of cultural heritage.

Enhancing and building resilient cities represent a contemporary approach on which scientists and policy makers are strengthening cooperation; however, so far quantitative metrics and standards for measuring resilience are still open issues. This must be aimed toward diminishing society’s vulnerability and reducing the likelihood of disasters (both manmade and natural) and their possible effects. The evaluation of metrics within the crisis management should be able to provide a useful tool and enable stakeholders to assess the effectiveness of resilience strategies and their added value is a key factor for building resilient sound communities and infrastructures. Several frameworks and models have been created and proposed to assess and evaluate the resilience of critical infrastructures (CIs) as well as the evaluation of community resilience. Nevertheless, their application is limited to specific case studies, thus showing lack of a robust link with the decision making dimensions. This study examines infrastructure and community resilience to natural hazards in six regions of Latvia: Riga, around Riga region, Kurzeme, Vidzeme, Latgale and Zemgale. The aim of this study is to create a Community disaster resilience index (CDRI) with the application of a holistic indicatorbased model. Based on the literature-based research an initial total list of 86 indicators has been selected for a model representing social, economic, physical, human and environment capital (or resources to be potentially mobilized) and linked by their relevance to the main phases of the disaster resilience dynamics: mitigation, preparedness, response and recovery.

Abstract The Petroleum Working Group (PWG) of the United Nations Economic Commission for Europe (UNECE) has developed the Petroleum Resource Specifications and Guidelines (PRSG) to facilitate the application of the United Nations Framework Classification for Resources (UNFC) for evaluating and classifying petroleum projects. The UNFC was developed by the Expert Group on Resource Management (EGRM) and covers all resource sectors such as minerals, petroleum, renewable energy, nuclear resources, injection projects, anthropogenic resources and groundwater. It has a unique three- dimensional structure to describe environmental, social and economic viability (E-axis), technical feasibility and maturity (F-axis) and degree of confidence in the resource estimates (G-axis). The UNFC is fully aligned to holistic and sustainable resource management called for by the 2030 Agenda for Sustainable Development (2030 Agenda). UNFC can be used by governments for integrated energy planning, companies for developing business models and the investors in decision making. Internationally, all classification systems and their application continue to evolve to incorporate the latest technical understanding and usage and societal, government and regulatory expectations. The PRSG incorporates key elements from current global petroleum classification systems. Furthermore, it provides a forward-thinking approach to including aspects of integrity and ethics. It expands on the unique differentiator of the UNFC to integrate social and environmental issues in the project evaluation. Several case studies have been carried out (in China, Kuwait, Mexico, Russia, and Uganda) using UNFC. Specifically, PRSG assists in identifying critical social and environmental issues to support their resolution and development sustainably. These issues may be unique to the country, location and projects and mapped using a risk matrix. This may support the development of a road map to resolve potential impediments to project sanction. The release of the PRSG comes at a time of global economic volatility on a national and international level due to the ongoing impact and management of COVID-19, petroleum supply and demand uncertainty and competing national and international interests. Sustainable energy is not only required for industries but for all other social development. It is essential for private sector development, productive capacity building and expansion of trade. It has strong linkages to climate action, health, education, water, food security and woman empowerment. Moreover, enduring complex system considerations in balancing the energy trilemma of reliable supply, affordability, equity, and social and environmental responsibility remain. These overarching conditions make it even more essential to ensure projects are evaluated in a competent, ethical and transparent manner. While considering all the risks, it is also critical to reinforce the positive contribution a natural resource utilization project provides to society. Such an inquiry can focus on how the project contributes to the quality of life, environment, and the economy – the people, planet, and prosperity triad. Such an approach allows consistent, robust and sustainable investment decision making and energy policy development.

Abstract:
Making Sense is a European Commission H2020 funded project which aims at supporting participatory sensing initiatives that address environmental challenges in areas such as noise and air pollution. The development of Making Sense was informed by previous research on a crowdfunded open source platform for environmental sensing, SmartCitizen.me, developed at the Fab Lab Barcelona. Insights from this research identified several deterrents for a wider uptake of participatory sensing initiatives due to social and technical matters. For example, the participants struggled with the lack of social interactions, a lack of consensus and shared purpose amongst the group, and a limited understanding of the relevance the data had in their daily lives (Balestrini et al., 2014; Balestrini et al., 2015). As such, Making Sense seeks to explore if open source hardware, open source software and and open design can be used to enhance data literacy and maker practices in participatory sensing. Further to this, Making Sense tests methodologies aimed at empowering individuals and communities through developing a greater understanding of their environments and by supporting a culture of grassroot initiatives for action and change. To do this, Making Sense identified a need to underpin sensing with community building activities and develop strategies to inform and enable those participating in data collection with appropriate tools and skills. As Fetterman, Kaftarian and Wanderman (1996) state, citizens are empowered when they understand evaluation and connect it in a way that it has relevance to their lives. Therefore, this report examines the role that these activities have in participatory sensing. Specifically, we discuss the opportunities and challenges in using the concept of Community Level Indicators (CLIs), which are measurable and objective sources of information gathered to complement sensor data. We describe how CLIs are used to develop a more indepth understanding of the environmental problem at hand, and to record, monitor and evaluate the progress of change during initiatives. We propose that CLIs provide one way to move participatory sensing beyond a primarily technological practice and towards a social and environmental practice. This is achieved through an increased focus in the participants’ interests and concerns, and with an emphasis on collective problem solving and action. We position our claims against the following four challenge areas in participatory sensing: 1) generating and communicating information and understanding (c.f. Loreto, 2017), 2) analysing and finding relevance in data (c.f. Becker et al., 2013), 3) building community around participatory sensing (c.f. Fraser et al., 2005), and 4) achieving or monitoring change and impact (c.f. Cheadle et al., 2000). We discuss how the use of CLIs can tend to these challenges. Furthermore, we report and assess six ways in which CLIs can address these challenges and thereby support participatory sensing initiatives: i. Accountability ii. Community assessment iii. Short-term evaluation iv. Long-term evaluation v. Policy change vi. Capability The report then returns to the challenge areas and reflects on the learnings and recommendations that are gleaned from three Making Sense case studies. Afterwhich, there is an exposition of approaches and tools developed by Making Sense for the purposes of advancing participatory sensing in this way. Lastly, the authors speak to some of the policy outcomes that have been realised as a result of this research.
