Abstract:
On 1 July 2008, Screen Australia commenced operation as the main Australian government agency supporting the screen production industry. This article considers some of the policy issues and challenges identified by the ‘community of practitioners’ as facing Australian documentary production at the time of the formation of that ‘super-agency’ from the merger of its three predecessor organisations — the Australian Film Commission, the Film Finance Corporation and Film Australia. The article proceeds by sketching the history of documentary production in Australia and identifying the bases of its financial and regulatory supports. It also surveys recent debate in the documentary sector and attempts to contextualise the themes of those discussions within the history of the Australian documentary.

Documenting cultural life in contemporary Australia seems a fraught and daunting task, if not for the one-sided narratives so consistently reinforced through early scholarship, then at least due to the geographical vastness and diverse population that makes generalisation so difficult. The arrival of Music City Melbourne: Urban Culture, History and Policy is thus welcomed for its resolute specificity and unique historical lens. The book narrates and delineates popular music in Melbourne from the 1950s until the mid-2000s, exploring how it has shaped, and been shaped by, cultural policy and migration. The text is a much-needed contribution to scholarship on both Australian cultural policy, which focuses predominantly on the fine arts, and Australian popular music that in general fails to account for the historical contributions made by marginalised groups. Indeed, the authors describe Music City Melbourne’s historical emphases and use of subtly critical language (most notably, their casual use of the term ‘invasion’ as opposed to ‘settlement’ of Australia) as ‘an important corrective of Anglo Saxon accounts’ of Australian history (p. 3, emphasis added). Abstract:
The vexed issues currently surrounding broadband policy in Australia remind us that the public sector has a great track record in building valuable telecommunications infrastructure. One lesson from the past 150 years is the constructive role played by the public sector by providing the vision and seeding capital for the creation of three major communications platforms: Australia's overland telegraph in the 1870s, communications satellites funded by the National Aeronautics and Space Administration (NASA) from the 1950s, and the early internet, funded by the US government from the 1960s to the 1990s. But times have changed and new policy models have emerged. Australia's telecommunications public policy decisions during the past decade have locked us into having few choices for broadband. The sad irony to date is that the introduction of the open competition model in July 1997, its associated regulatory framework and the full privatisation of Telstra have actually made us less efficient in investment and impeded the development of the broadband networks we need. We might just benefit from revisiting some lessons from history.

The term ‘Māori and Pasifika’ is widely used in Aotearoa, New Zealand to both unite and distinguish these peoples and cultures. As a collective noun of separate peoples, Māori and Pasifika are used to acknowledge the common Pacific ancestry that both cultures share, whilst distinguishing Māori as Indigenous peoples of Aotearoa (New Zealand), and Pasifika as migrants from other lands in the Pacific region. The term ‘Māori and Pasifika’ is a ‘label’ established in New Zealand to combine the minority cultural populations of both Māori, and Pacific migrant peoples, into a category defined by New Zealand policy and discourse. Migration for Māori and Pasifika to Australia (from Aotearoa) has generated new discussion amongst these diasporic communities (in Australia) on the appropriate collective term(s) to refer to Māori and Pasifika peoples and cultures. Some believe that in Australia, Māori should no longer be distinguished from Pasifika as they are not Indigenous (to Australia), while others believe the distinction should continue upon migration. Through the voices of Samoan and Māori researchers who reside in Australia, insider voices are honoured and cultural genealogy is privileged in this discussion of the label ‘Māori and Pasifika’ in the Australian context.

This essay offers an appreciation of Stuart Cunningham's substantial and diverse contributions to ‘reframing culture’ in Australian research, policy and industry practice, from his early reformulations of Australian film history to his recent work on digital media disruption. The essay discusses the range of Cunningham's institutional and intellectual legacies, suggesting that his advocacy for cultural policy and the creative industries together with his leadership of major collaborative research initiatives in the humanities and social sciences have been especially important for media and cultural studies in Australia. Further, his approach to the project of ‘reframing culture’ is likely to remain a critical task.

Abstract:
Recent years have seen a growing interest in the history of fields of study and academic disciplines. While recognizing a number of limitations, this article explores the emergence of screenwriting research in Australia. It addresses the question of what were the cultural conditions that gave rise to contemporary screenwriting research in Australia. The article discusses three key factors: firstly, long-standing policy settings around cultural identity and content in film and television; secondly, active debates around ‘screen culture’ that have given discussions of the place of culture and story special prominence and contributed to awareness of questions of cultural ‘value’, and conventional separations of production and consumption; thirdly, the rise of film studies in the 1970s, which gave ferment to research into narrative and story forms. My goal is to capture some of the contextual features that are important to an understanding of screenwriting research in this period and geography, and to suggest that screenwriting research emerged as intellectual attitude and area of interest that eventually crystallized as part of a more formalized arena of study in the later 2000s.

People born in non-English Speaking Countries (NESCs) and resident in Australia make up 14.2% of the Australian population and a sizeable proportion of the current immigration program — the humanitarian and non-humanitarian components. This article presents some background about the numbers of overseas born people resident in Australia especially those from NESCs, a brief history of the Australian immigration program, and the present policy of multiculturalism in the context of settlement. Some of these overseas born people have already, or are likely to, participate in rehabilitation counselling, and it is argued that rehabilitation counselling processes will be enhanced with a knowledge of such clients' culture as well as the practical application of general cross-cultural casework skills.

The last decades of previous century has witnessed the burgeoning of life narratives lending voice to the oppressed, dispossessed, and the colonized marginalities of race, class or gender across the world. A large number of autobiographical and biographical narratives that have appeared on the literary scene have started articulating their ordeals and their struggle for survival. The Aboriginals in Australia have started candidly articulating their side of story, exposing the harassment and oppression of their people in Australia. These oppressed communities find themselves sandwiched and strangled under the mainstream politics of multiculturalism, assimilation and secularism. The present paper seeks to analyze how life writing serves the purpose of history in celebrated Australian novelist, Aboriginal historian and social activist Ruby Langford’s autobiographical narrative, Don’t Take Your Love to Town. The Colonial historiography of Australian settlement has never accepted the fact of displacement and eviction of the Aboriginals from their land and culture. The whites systematically transplanted Anglo-Celtic culture and identity in the land of Australia which was belonged to the indigenous for centuries. Don’t Take Your Love to Town reconstructs the debate on history of the colonial settlement and status of Aboriginals under subsequent government policies like reconciliation, assimilation and multiculturalism. The paper is an attempt to gaze the assimilation policy adopted by the state to bring the Aboriginals into the mainstream politics and society on the one hand, and the regular torture, exploitation and cultural degradation of the Aboriginals recorded in the text on the other. In this respect the paper sees how Langford encounters British history of Australian settlement and the perspectives of Australian state towards the Aboriginals. The politics of mainstream culture, religion, race and ethnicity, which is directly or indirectly responsible for the condition of the Aboriginals, is also the part of discussion in the paper.

Up to 1945 university education in Australia had little sense of engagement with any cultural traditions outside those of Western Europe. It was only in the aftermath of World War II that Australians began to realize that while their nation had powerful allies in Britain and America, nations with whom it had ties of kin and culture, it had on its doorstep in neighboring Southeast Asia and not so distant Northeast Asia, neighbors who might become both friends and close partners in regional associations.These were also the years during which the Australian government decided as a matter of policy to develop postgraduate studies in Australia so that Australians should no longer as a matter of course go to Britain for higher degrees. Both these factors came together in the establishment in 1946 of the Australian National University, an institution with an exclusive mission for post-graduate training. Significantly, among its foundation schools was the Research School of Pacific Studies, which included departments of Pacific History and Far Eastern History.

While many scholars rightly point to the contemporary influence of talkback radio as an increasingly prominent platform for civic and political debate, as talkback radio approaches its fortieth anniversary, little is known about the history and development of the format. It was in 1967 that metropolitan radio stations in Australia rushed to embrace a ‘new’ radio programming format, as talkback radio became formally — and finally — legally permissible. However, the documented history of commercial talkback in Australia began many years earlier and has been punctuated by frequent clashes between radio programmers and broadcasting regulators over issues relating to the nature of programming content. As a platform for the discussion of contemporary social issues, talkback has thrived by courting controversy and debate. The commercial talkback radio format has supported the rise of a small, but highly prominent, group of men and continues to be strongly guided by economic imperatives, as witnessed in recent developments such as the ‘cash for comment’ affair. This article details the growth of metropolitan commercial talkback radio in Australia over the last four decades and looks at the extent to which public policy and economic influences have shaped the development of the format.

The catastrophic 2019/2020 Black Summer bushfires were the worst fire season in the recorded history of Southeast Australia. These bushfires were one of several recent global conflagrations across landscapes that are homelands of Indigenous peoples, homelands that were invaded and colonised by European nations over recent centuries. The subsequent suppression and cessation of Indigenous landscape management has had profound social and environmental impacts. The Black Summer bushfires have brought Indigenous cultural burning practices to the forefront as a potential management tool for mitigating climate-driven catastrophic bushfires in Australia. Here, we highlight new research that clearly demonstrates that Indigenous fire management in Southeast Australia produced radically different landscapes and fire regimes than what is presently considered “natural”. We highlight some barriers to the return of Indigenous fire management to Southeast Australian landscapes. We argue that to adequately address the potential for Indigenous fire management to inform policy and practice in managing Southeast Australian forest landscapes, scientific approaches must be decolonized and shift from post-hoc engagement with Indigenous people and perspectives to one of collaboration between Indigenous communities and scientists.

Cervical cancer remains a significant cause of morbidity and mortality among Australian Aboriginal women despite the existence of effective prevention in the form of the Papanicolaou (Pap) Smear. An anthropological assessment of a successful cervical screening program in remote northern Australia reveals that a large proportion of women participated in the program because of the gender, skills, dedication and history of a female medical practitioner, and work practices which incorporated recognition of indigenous beliefs and practices. Without the direct involvement of the practitioner, and with health services which undermined the influence of local cultural behaviours, the program declined. Aboriginal and non-Aboriginal responses to the program are described, and it is suggested that understandings about culture and gender are crucial to the design and application of future Pap Smear programs. Committed health care practitioners, cross-cultural education, and improved socioeconomic conditions for indigenous populations, are also identified as key elements for better service delivery in regard to cervical screening and other health-related issues in Aboriginal Australia.

In the 20 years before the Second World War the frontier war dragged to a close in remote parts of north Australia with the 1926 Daly River massacre and the 1928 Coniston massacre. There was a rapid decline in the Aboriginal population, giving rise to the idea of the ‘dying race’ which had found policy expression in the State ‘Protection’ Acts. Aboriginal and Islander labour was exploited under scandalous rates of pay and conditions in the struggling north Australian beef industry and the pearling industry. In south east Australia, Aborigines endured repressive white control on government reserves and mission stations described by some historians as being little better than prison farms. A largely ineffectual Aboriginal political movement with a myriad of organisations, none of which had a pan-Aboriginal identity, struggled to make headway against white prejudice. Finally, in 1939, John McEwen's ‘assimilation policy’ was introduced and, though doomed to failure, it at least recognised that Aborigines had a place in Australia in the long term.

In thinking about convergent media and new digital technologies, the place of mobile services and technologies in the broader media policy field has not been addressed satisfactorily. This article reviews the beginnings of cellular mobiles in Australia to see what this piece of history can tell us about today's policy challenges. My case study revolves around the technology choices made by the federal government in the 1980s, especially the decision to essentially mandate the second-generation Global Standard for Mobiles (GSM) digital standard. I examine the structuring of the mobiles market with three initial licence-holders, and look at the implications of this as mobiles developed through the 1990s. The article offers a brief comparison with the New Zealand mobiles market, and also the promising yet ultimately ‘failed’ technology of the public-access cordless telephone. I conclude with some observations about how such critical examination of history can help to open up policy vistas about mobile media.

In September 2004, the Museum of Brisbane, Museums Australia and the Centre for Public Culture and Ideas at Griffith University hosted a symposium, ‘Cities and Museums’, at the university's Southbank campus. This event initiated a conversation among museum professionals and academics from across Australia. Nick Winterbotham, from Leeds City Museum, and Morag Macpherson, from Glasgow's Open Museum, and were keynote speakers. Their papers provided perspectives on museum policy and practice in the United Kingdom and Europe, and demonstrated how museums can contribute to urban and cultural regeneration. This article analyzes how officials from the U.S., Australia, and Canada represented Indian Prime Minister Jawaharlal Nehru’s psychology in diplomatic contexts between 1947 and 1964. Nehru was the representative of a newly sovereign state, whose people were often stereotyped as mystical, spiritual, and irrational. In this article, we show how Nehru was constructed as “irrational,” “primitive,” “effeminate,” and racially resentful by Western diplomats. He was, conversely, also seen as a “Harrovian realist” or “transplanted Englishman” with an attendant air of “superiority.” Cold War imperatives gave these ambivalent cultural and psychological projections a special salience, particularly as each confronted the implications of Nehru’s non-alignment and his global profile as a proponent of Third World nationalism. The ambivalent representations of Nehru that we trace within U.S., Australian, and Canadian foreign policy-making also reveal a shared belief in the “Anglosphere”—the purported transnational unity of white, English-speaking nations—was sustained beyond the decline of the British Empire. Nehru’s “Britishness” demonstrates how he could be tethered to the English-speaking world while simultaneously being seen as its irrational, non-white Other. This ambivalent connection helped to re-draw the boundaries of the transnational Anglosphere in the era of decolonization and to define Cold War assumptions about race, rationality, and foreign policy.

SUMMARYReconstructing the environmental history of protected areas permits an empirically-based assessment of the conservation values ascribed to these sites. Ideally, this long-term view can contribute to evidence-based management policy that is both ecologically ‘realistic’ and pragmatically feasible. Lachlan Nature Reserve, a protected wetland in Centennial Park, Sydney, is claimed to be the final remnant of early and pre-European swamplands that were once extensive in the area, and the site is thus considered to have indigenous cultural and natural conservation significance. This study uses palynological techniques to reconstruct vegetation communities at the Reserve from the late Holocene to the present in order to assess whether these values adequately reflect the history, character and development of the site. The findings indicate that the modern site flora is a modified Melaleuca quinquenervia low forest assemblage formed in response to aggregated anthropogenic disturbance since colonial settlement. This assemblage replaces an Epacris-dominated heath-swampland community that was extirpated in the mid-20th century. These results emphasize the value of long-term studies in contributing to a realistic management policy that explicitly reflects the normative basis of conservation, and values the influence of past land-uses on contemporary protected ecosystems.

AbstractUniversity-based anthropology museums are uniquely positioned to pursue nuanced decisions concerning the disposition of collections in their care, setting best practice for the field. The authors describe a three-staged approach to repatriations that they led during their concurrent service as head of cultural policy and repatriation (Jordan Jacobs) and director (Benjamin Porter) of the University of California, Berkeley’s Phoebe A. Hearst Museum of Anthropology between 2015 and 2019. Examples involving human remains and cultural objects from Australia, Canada, Democratic Republic of the Congo, Iraq, Japan, Mexico, Panama, Peru, Saipan, Senegal, Vanuatu, Venezuela, and South Carolina in the United States demonstrate the benefits of transparency, open communication, and rigorous investigation of provenance and provenience, which may or may not lead to transfer based on the criteria and priorities of potential recipients. This article also provides a history of the Hearst Museum’s Cultural Policy and Repatriation division, which was disbanded in 2021.

Abstract:
The Cosmopolitan Civil Societies Journal has been an important forum for discussing issues around cultural diversity. Articles on cultural diversity have been present in virtually every issue of the journal. These have ranged from conceptual pieces on cosmopolitanism, identity, dialogue, prejudice, pluralism, cultural and social capital and social inclusion, to articles embedded in empirical research on ethnic precincts and segregation in cities, experiences of religious minorities, immigrant entrepreneurs, and more. Over its five year history, the journal has also had themed editions on cultural diversity issues, including one on embracing diversity in sport, and another on the Chinese in Australian politics. The scope of this work has been wide, and authors have brought a range of disciplinary and methodological approaches to the journal. The purpose of this paper is to draw together some of the work that has been published around cultural diversity, particularly relating to everyday experiences of cosmopolitanism and racism. Focusing on everyday social relations has been an important part of recent scholarship on cultural diversity in Australia (e.g. Wise and Velayutham 2009). In contrast to research framed around multicultural policy or mediated representations of diversity, the scholarship of the ‘everyday’ aims to explore people’s lived experiences and daily interactions with others.

In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin’s rivers that action was required to end the ‘The tyranny of incrementalism and the lowest common denominator’ governance to prevent ‘economic and environmental decline’. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socio-ecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and the institutions established to manage the Basin sustainably. Three key debates are considered: (1) conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; (2) cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and (3) subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government ‘in full and on time’ is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world.

PurposeThe rise in the incarceration of Aboriginal and Torres Strait Islander mothers is a major public health issue with multiple sequelae for Aboriginal children and the cohesiveness of Aboriginal communities. The purpose of this paper is to review the available literature relating to Australian Aboriginal women prisoners’ experiences of being a mother.Design/methodology/approachThe literature search covered bibliographic databases from criminology, sociology and anthropology, and Australian history. The authors review the literature on: traditional and contemporary Aboriginal mothering roles, values and practices; historical accounts of the impacts of white settlement of Australia and subsequent Aboriginal affairs policies and practices; and women’s and mothers’ experiences of imprisonment.FindingsThe review found that the cultural experiences of mothering are unique to Aboriginal mothers and contrasted to non-Aboriginal concepts. The ways that incarceration of Aboriginal mothers disrupts child rearing practices within the cultural kinship system are identified.Practical implicationsAboriginal women have unique circumstances relevant to the concept of motherhood that need to be understood to develop culturally relevant policy and programs. The burden of disease and cycle of incarceration within Aboriginal families can be addressed by improving health outcomes for incarcerated Aboriginal mothers and female carers.Originality/valueTo the authors’ knowledge, this is the first literature review on Australian Aboriginal women prisoners’ experiences of being a mother.

This paper examines the ‘Malay’ community in pre-war Darwin, focusing on those men who were brought to Australia to work in the pearling industry. It considers their status within the community, and questions the degree to which the White Australia policy impinged upon their lives. The tenn ‘Malay’ in this context does not refer to the ‘Malays’ of present-day Malaysia, but rather to the ambiguous colonial construction which was loosely based on notions of ‘racial’ grouping. Adrian Vickers’ study of South-East Asian ‘Malay’ identity points to its multiple forms: the colonial constructions of the British and the Dutch; the existence of non-Muslim Malays; and the many ethnic groups whose identities cut across the national boundaries which form present-day Malaysia and Indonesia and the southern Philippines. In the Australian context, the works of John Mulvaney and Campbell Macknight have examined Macassan contact with northern Aboriginal groups, particularly in the Gulf of Carpentaria. According to Mulvaney, the term ‘Macassan’ was used to refer to the Bugis and Macassan seafarers who came to Australia from southern Sulawesi. He notes, however, that nineteenth-century Europeans, such as French commander Baudin and Matthew Flinders referred to them as ‘Malays’.

Over the past three decades, the Indonesian tourist island of Bali has been appropriated into the Australian national imaginary. For Australians, Bali has become a neighbourhood playground and psycho-cultural land-bridge to Indonesia and the Asian region. With the emergence of a global ‘war on terror’, Bali has also become a primary battleground, dividing the symbolic claims of the Islamist militants against the Western economic and hedonistic empire. This divide becomes crystallised in the Australian news reporting of the Islamist attacks in Bali of 2002 and 2005. Our research has found a common frame of reference in the reporting of the attacks, most particularly as Australian journalists’ reference to a sense of national history, the ‘9/11 wars’ and Australia's adherence to US foreign policy and cultural hegemony. News reporting tended to subsume the details of ‘Islam’ and Islamic grievance within a more xenophobic rendering of Australian identity and an apocalyptic vision of good and evil.

The live music pub and club scene has historically been regarded as the source of a distinctively Australian rock/jazz culture, and the basis for global recording success. This paper examines the history of live venue practices as a case study of a local cultural industry that often existed outside of traditional policy structures and meanings of the arts industries. Confronted with a loss of performance opportunities for local musicians, it is argued that traditional cultural policy mechanisms and platforms used for cultural nationalist outcomes are no longer relevant. Rather, policy intervention must engage with administrative obstacles to live creativity, specifically the series of local regulations that have diminished the viability of live venues. The decline of the rock/jazz pub continues in the face of current federal government support for touring musicians. A closer inspection of the local administration of cultural practice remains the best means of understanding the devaluation of the social and industrial value of live performance.

Abstract One of the challenges for English language medium universities today is their increasingly globalised student population, as students from around the globe join the members of existing resident ethnic and linguistic groups who have been accessing tertiary education in increasing numbers. In this context it is of growing importance for university policy makers and program developers to be able to identify and assist students who may be experiencing educational disadvantage associated with language and/or cultural factors. In identifying such students and reporting on their educational outcomes a range of terms are used. In the Australian context the term NESB (Non English Speaking Background) has had wide currency. In North America and the UK terms such students have been referred to more commonly as ethnic minority or ESL/EFL students. These broad categorisations are characterised by either partial or indirect focus on the underlying factors that affect students’ success. In this paper we will argue that such students’ academic needs and potential difficulties are best understood by focusing on particular parameters of two key dimensions of their life experience: English language acquisition history and cultural experience. Using some contrasting case studies from among the current student population at one university in Australia, we will illustrate how these dimensions enable us to conceptualise the broad range of experiences of university of these NESB students. We will demonstrate that designing support which effectively targets disadvantage of very different kinds entails a more sophisticated analysis of the sources of student difficulty than categorisations based only on years of schooling or length of residence in the country concerned.

There is a discursive split in Australian arts policy between subvention of the arts justified in terms of ‘humanistic’ objectives and subvention of the arts justified in terms of ‘economic’ objectives. It is possible to locate the emergence of this particular split to the 1976 Industries Assistance Commission Report, Assistance to the Performing Arts. Over the last two decades, these policy objectives have been constructed as in competition. This paper traces the history of the construction of the ‘arts as industry’ in Australian arts policy. In conclusion, it queries the more recent terms in which ‘arts as industry’ policy objectives have been set as in opposition to ‘public provision’ models of arts subvention.

Objective. To determine rates and risk factors for self-discharge by Aboriginal medical inpatients at Alice Springs Hospital. Methods. Prospective cohort study. Interviews were conducted in primary language by Aboriginal Liaison Officers, from July 2006 to August 2007. Topics included understanding of diagnosis, satisfaction with services and perceptions of staff and environment. Risk factors for self-discharge were then determined prospectively. Results. During the study period 202 (14.7%) of 1380 patients admitted to general medical units at Alice Springs Hospital, were interviewed. Self-discharge rates for all admissions were significantly lower during the study period than they had been previously (pre-study, mean 22.9 ± standard error 0.3%; study, 17.0 ± 0.2%) (P < 0.001). Most interviewees (73.4%) did not know their reason for admission (73.4%) or estimated length of stay (82.3%). Forty interviewees (19.8%) self-discharged. Mean monthly self-discharge rates differed between the three medical units (Unit A, 13.9 ± 0.3%; Unit B, 17.3 ± 1.37%; Unit C, 20.0 ± 0.4%) (P = 0.005). Multivariable predictors of self-discharge included male sex (hazard ratio (HR) 2.4; 95% confidence interval (CI) 1.1, 5.2), a past history of self-discharge (HR 3.2; 95%CI 1.5, 6), planned transfer to a tertiary referral centre (HR 3.8; 95%CI 1.3–7.4) and a desire to drink alcohol (HR 4.5; 95%CI 1.8–10.2). Conclusions. Physician, institutional and patient factors all contribute to self-discharge. Improving cultural safety may be the key to lowering self-discharge rates. What is known about the topic? Rates of self-discharge by Aboriginal adults in Central Australia are the highest reported worldwide. Previous studies have been retrospective and focussed on patient demographics without addressing the environmental and cultural contexts in which self-discharge occurs. What does this paper add? In this acute care setting, we found a pervasive failure to communicate effectively with Aboriginal patients. Consequently, most patients were unaware of their diagnosis or length of stay. Self-discharge was a common practice; nearly half of all previously admitted patients had self-discharged in the past. We demonstrate that physician, hospital and patient factors all contribute to this practice. Prospectively determined risk factors included the treating medical team, the need for transfer outside Central Australia, and patient factors such as male gender and alcohol dependence. Self-discharge rates fell significantly with Aboriginal Liaison involvement. What are the implications for practitioners? Cross-cultural communication skills must be markedly improved among medical staff caring for this marginalised population. Critical to reducing rates of self-discharge are improvements in institutional cultural safety by involving Aboriginal Liaison Officers and family members. However, persistently high self-discharge rates suggest a need to redirect medical services to a more culturally appropriate community-based model of care.

AbstractThis article makes three points about the death throes of convict transportation. First, the quarrel over transportation shows the double-edged nature of the moral critique of empire in the early Victorian era. Metropolitan criticism of transportation had its roots in the same effort to moralize the empire that was seen in the almost contemporaneous assault on slavery. But transportation was deemed too convenient a means of getting rid of criminals for Britons safely to do without it. Second, the Whig government of 1846–52 sought to save transportation by moralizing the convict before shipping him off. By this point, however, the moral objections to transportation in eastern Australia had become so strong as to make the plan untenable. Third, colonial opposition to transportation ultimately left the British government with no choice but to replace it with penal servitude at home, and the debate over crime and punishment that played out over the next decade revealed a waning of faith in convict rehabilitation that manifested itself in a harsher prison regime. In necessitating the rise of penal servitude, the end of transportation makes it clear that the empire mattered very much indeed to the reshaping of British penal policy in the mid-Victorian era.

In school languages education in Australia at present there is an increasing diversity of languages and learners learning particular languages that results from a greater global movement of students. This diversity builds on a long-established profile of diversity that reflects the migration history of Australia. It stands in sharp contrast to the force of standardisation in education in general and in the history of the development of state and national frameworks for the learning of languages K-12 in Australia and indeed beyond. These frameworks have characteristically generalised across diverse languages, diverse learner groups and diverse program conditions, in particular, the amount of time made available for language learning. In addition, in the absence of empirical studies of learner achievements in learning particular languages over time, the development of such frameworks has drawn primarily on internationally available language proficiency descriptions [such as the American Council for the Teaching of Foreign Languages (ACTFL), the International Second Language Proficiency Rating Scale (ISLPR), and more recently the Common European Framework of Reference (CEFR)] that were developed primarily to serve reporting and credentialing rather than learning purposes. Drawing on a description of the current context of linguistic and cultural diversity and on a brief characterisation of the history of curriculum and assessment framework development for the languages area, I provide a rationale for acknowledging in the development and use of frameworks (i.e. descriptions of achievements) the diversity of languages that comprise the languages learning area in Australia and, in particular, the diverse learner groups who come to their learning with diverse experiences of learning and using particular languages. The Student Achievement in Asian Languages Education (SAALE) study provides an example of the development of descriptions of achievement that are sensitive to these dimensions of context. I discuss the rationale for such context-sensitive descriptions in relation to their potential purposes and uses at the language policy and planning and educational systems level, at the teaching and learning level, and in ongoing research.

Probably no one who has entered either federal or state Parliament in Australia departed from it as loathed and despised as Malcolm Arthur Colston. A Labor senator from Queensland between 1975 and 1996, he is remembered by that party as a ‘rat’ who betrayed it for the sake of personal advancement. Whereas many Labor parliamentarians – most notably Prime Minister ‘Billy’ Hughes in 1917 have left the party because they strongly disagreed with it over a major policy issue or a matter of principle, in the winter of 1996 Colston unashamedly left it to secure the deputy presidency of the Senate and the status, income and several other perquisites that went with it. Labor's bitterness towards Colston stems not merely from the fact that he showed extraordinary ingratitude towards a party that had allowed him a parliamentary career but more especially because, between his defection from the party in August 1996 and his retirement from Parliament in June 1999, his vote allowed the Liberal-National Party government led by John Howard to pass legislation through the Senate that might otherwise have been rejected.

A commitment in applied anthropological policy work to maximising cultural appropriateness or even to supporting what indigenous people say they want is not always possible. This proved to be the case in connection with formulating recommendations for land rights legislation in Australia's Northern Territory. Until 1992 the only rights in land that Aboriginal people had as the original occupiers of the continent were statutory (that is, through acts of state and federal parliaments). No treaties were signed with Aboriginal people and until that date the continent was treated as terra nullius, unowned, at the time of colonisation in 1788. From early on in the history of European colonisation, however, areas of land had been set aside for the use and benefit of Aboriginal people. These reserves were held by the government, or by one of a number of religious bodies that ministered to Aboriginal people, usually supported by government funding. Beginning with South Australia in 1966 all of the states, except Tasmania, have passed legislation that gives varying degrees of control of these reserves to land trusts governed by Aboriginal people. Each of these pieces of legislation had/have different shortcomings which included some or all of the following: the total area that had been reserved was small; the powers granted over the land were limited; the majority of the Aboriginal population did not benefit from the legislation; and none of them addressed the issue of self-determination. In 1973 a Royal Commission into Aboriginal Land Rights, with a single Commissioner, Mr. Justice Woodward, was established by the newly elected Federal Labor government, the first in 23 years. It was planned that it would deal with the continent but that it would begin by focusing on the Northern Territory which until 1978 was administered by the Federal government. At the time there were 25,300 Aboriginal people in the Territory making up 25% of the population.

Now, after a decade of political and economic turmoil, capitalism and its temporal critique of progress and decline again seems an indispensable category to understanding a world in flux. This roundtable discussion between leading and emerging Australian scholars working across histories of economy, work, policy, geography and political economy, extends this agenda. Representing the outcome of a workshop convened at La Trobe University in November 2018 and responding to questions posed by conveners Huf and Rees, five participants debate the nature, utility and future of the new constellation of ‘economic’ historical scholarship. While conducted well before the outbreak of COVID-19, the ensuring discussion nevertheless speaks saliently to the crises of our times.

Abstract:
Tourism has been a major driver of economic and social development in Queensland since the end of World War II. In 2011, tourism's direct contribution to the economy was estimated to be $7.8 billion, and it generated direct employment of an estimated 118,000 full-time equivalent jobs (Queensland Tourism 2011). The multiplier effects of tourism account for another $9.2 billion, making it the most important component of the state's service sector. These figures suggest that the approach adopted by the Labor government over the last two decades to manage and develop Queensland tourism has generally been positive. However, a closer examination of recent trends and criticisms reveals that visitor demand has flat-lined: the industry is struggling under the weight of global and local pressures, investment has slowed, and there are issues of stagnating demand, competitiveness, service quality, industry capacity and innovation. Moreover, Queensland is losing international market share compared with New South Wales and Victoria (Tourism Research Australia 2011). Given that governments have a key role to play in creating and maintaining policy conditions that contribute to both a healthy economy and social well-being, what have been the Queensland Labor government's contributions to tourism, and what are the key challenges into the future?

Objective This paper explores the body of knowledge around Indigenous health research and aims to outline what roles are appropriate for non-Indigenous researchers within Indigenous health research in Australia. Methods A literature review was conducted using CINAHL, PubMed and Scopus in May 2015. The search terms were ‘non-Indigenous researchers’ AND ‘Indigenous health research’ and other combinations of these terms. Additional documents were sourced by hand using the reference lists of key articles. Results Seven thematic categories were identified: (1) Closing the Gap: implications for research; (2) history of Indigenous research; (3) developing Indigenous research using a capacity-building approach; (4) the cultural interface between Western paradigms and Indigenous knowledge; (5) ethical Indigenous research; (6) culturally safe Indigenous research; and (7) positive roles for non-Indigenous researchers in Indigenous research. Conclusion It is important that non-Indigenous researchers become more aware of culturally appropriate ways in which to undertake Indigenous research and to ensure that the research undertaken is safe, ethical and useful for participants. Fostering partnerships between non-Indigenous academic organisations and researchers and Indigenous health researchers is an important development that can promote and enhance the emerging field of Indigenous inquiry. Actively contributing to capacity building with Indigenous researchers and research initiatives is a key role that non-Indigenous researchers and academic institutions can have in improving Indigenous health. Self-determination through health research capacity building and evidence-based advocacy may provide the most useful outcomes for Indigenous people. What is known about the topic? The health status of Indigenous Australians is well below that of other Australians. Historically, research about Indigenous health has been undertaken by non-Indigenous researchers using Western research paradigms. There is a need to identify appropriate roles for non-Indigenous researchers supportive of culturally safe and ethical research. What does this paper add? This paper synthesises available knowledge about the role of non-Indigenous researchers with Indigenous health research and provides suggestions for their contribution to Indigenous research practice. What are the implications for practitioners? Non-Indigenous researchers need to: (1) focus on culturally safe research practices; (2) be willing to address power imbalances within the research process; and (3) advocate for change within academic institutions to support culturally safe research practices.
