Abstract:
The rise of China in the Pacific region is a threat to Australia as a traditional actor who has an important influence and role in the region. The rise of China pushed Australia to increase its role in the region. The Australian Government responded by channeling funds to Pacific countries to build infrastructure, a step taken by the Australian government is considered to counteract China's influence in the Pacific. With a series of major investment funds and development assistance projects, Australia and China are trying to compete with each other to create a network of their power and influence in the Pacific countries. This journal discusses the role of China-Australia in the competition for influence in the Pacific Region, using qualitative methods aimed at describing and analyzing a phenomenon systematically. This method will explain how China's role in the Pacific region increases and Australia's response as one of the traditional actors in the region. The discussion in this journal is the influence of Australia in the Pacific, the increasing role of China and Australia's response to China's rise in the Pacific Region. Keywords: Australia, China, Pacific Islands Abstrak Kebangkitan Cina di kawasan Pasifik menjadi khusus bagi Australia sebagai aktor tradisional yang memiliki kepentingan dan peran penting dikawasan. Along with economic development of a country, the sphere of the national interests are automatically cultivates. China, with the rapid economy development, has been undergoing military modernization in order to protect their national interests better. Indo-Pacific region as one of the most crucial region in the world, dynamically, has been evolved into major powers countries’ favorite region particularly the maritime sector. Australia, which located inside the Indo-Pacific region as well as the one that puts most of the national interests in the region, has been aware that China’s military modernization can not be fully perceived as “peaceful rise” due to uncertain future circumstances. The purpose of this research is to examine the maritime defense strategy response of Australia regarding China’s military modernization in Indo-Pacific region. This research provides further explanation regarding Australia’s standpoint in Indo-Pacific region, China’s military modernization and the sphere of influence in Indo-Pacific, and most importantly—the analysis of Australia’s implementation of the maritime defense strategy in responding China’s military modernization in the region. Abstrak Seiring dengan perkembangan ekonomi suatu negara, bidang kepentingan nasional berkembang secara otomatis. Kawasan Indo-Pasifik sebagai salah satu wilayah paling krusial di dunia, secara dinamis, telah berkembang menjadi favorit negara-negara besar terutama untuk sektor maritimnya. Australia, yang berada di dalam wilayah Indo-Pasifik dan juga negara yang menempatkan sebagian besar kepentingan nasional di kawasan ini, telah menyadari bahwa modernisasi militer China tidak dapat sepenuhnya dianggap sebagai "pembangunan damai" karena keadaan masa depan yang tidak pasti. Tujuan dari penelitian ini adalah untuk menguji respons strategi pertahanan maritim Australia mengenai modernisasi militer China di wilayah Indo-Pasifik. Abstract:
Purpose – This paper aims to examine the potential for “triangular cooperation” between investment partners from Australia, China and host African nations to contribute to the economic development in Africa. Design/methodology/approach – The paper discusses a number of complementarities between Australian and Chinese investors in mining, agriculture, energy, research and education and finance – sectors vital to Africa’s future development. These complementarities are examined in light of recent development studies on the benefits of triangular cooperation and recent literature examining links between foreign direct investment (FDI) policy and economic development. Findings – The paper concludes that there is much to be gained by making the most of the existing and potential synergies between Australian, Chinese and local investors in African settings. Research limitations/implications – The implications of this paper are, first, that African nations should keep the benefits of triangular cooperation in mind when designing FDI policies and, second, that Australian and Chinese investors should be more willing to explore potential investment partner synergies when investing in Africa. The paper also suggests an agenda for future research into how good design of FDI policies might best promote healthy economic development in African nations. Practical implications – Australian and Chinese companies should be more willing to explore potential avenues for cooperation when investing in Africa, while African governments should be more mindful of how rules and policies can maximise the local benefits of FDI. Social implications – African governments should be more mindful of the quality, rather than the quantity of FDI when drafting relevant laws and policies. Originality/value – The value of the paper is in applying the concept of “triangular cooperation” to direct investment. The paper also provides an original focus on Australia-China investment synergies in African settings.

China’s economic growth over the last decade has been spectacular and Australia has been a beneficiary of this growth in terms of China’s demand for resources and the strength of Chinese exports. Pundits even suggest that Australia avoided the global recession as a result of this strong trade relationship. Trade relations between Australia and China resulted in China becoming Australia’s key trading partner. The arrest and charging in 2009/10 of four Rio Tinto executives (including Stern Hu the head of Rio’s operation in China) based in China raised fears of posing a strain on this vital economic relationship. Moreover China’s inability to takeover Rio Tinto and the significance and consequences of this incident are at the core of this paper. How do these events reflect the uncertainties of doing business in China or do these events demonstrate China’s sovereign right to enforce anti-corruption legislation? While China has embraced the international business community, to what extent has the arrest and imprisonment of Stern Hu changed the Australian-China trade relations including doing business in this thriving and buoyant market?

This article identifies and analyses five major issues relating to current antidumping and countervailing laws and practice in Australia. Given the recent conclusion of a free trade agreement between Australia and China, the article proposes to focus on Australia’s antidumping and countervailing investigations against China. The article discusses whether the Australian laws and practice are consistent with the relevant WTO rules and how they may impact on the promotion of trade liberalization between Australia and China. The article concludes that all of these issues may create trade barriers to Chinese exports to Australia and hence must be dealt with to protect the enhancement of market access of Chinese exports to Australia under the Australia – China free trade initiatives.

Previous scholarly work has elaborated on challenges faced by Chinese international returnees at Chinese workplaces. However, limited research has captured to what extent such challenges have involved Chinese Australian graduates in gaining employment in China. Hence this study investigates the challenges involved in obtaining successful employment in China. Drawing on a qualitative study, semi-structured interviews were conducted with 19 Chinese graduates who studied at one Australian university and returned to China upon graduation. The study results highlight significant barriers to employment. Challenges include limited prior working experience, graduation in Australia that is not synchronised with employment months in China and lack of guanxi. This study provides important insights into barriers of employment in China for Chinese returnees from Australia and, potentially, for graduate returnees from other countries to China. It also discusses implications for Australian universities and for Chinese international students in Australia.

Abstract:
The Eastern and Australian Mail Steam Company altered the dynamics of sea transport between China and Australia in the late nineteenth century. From 1873 to 1880, this shipping company initiated a new, regular, and permanent route between China and Australia that assisted in the development of stronger trade relationships. The company fulfilled this on the back of a mail contract with the Queensland government. What transpired during the mail contract, its impacts, and its legacies have left an indelible, though unrecognised, positive mark on Australia’s trade relationships with China. As such, Eastern and Australian were one of the pioneers in brokering regular international trade routes for colonial Australian merchants and governments. They also became an integral element in the eventual transition from sail to steam, not only along the China-Australia route but also for all Australian international shipping.

Oilseed rape ( Brassica napus ) in Australia and China have similar origins, with introductions from Europe, Canada, and Japan in the mid 20th century, and there has been some interchange of germplasm between China and Australia since that time. Allelic diversity of 72 B. napus genotypes representing contemporary germplasm in Australia and China, including samples from India, Europe, and Canada, was characterized by 55 polymorphic simple sequence repeat (SSR) markers spanning the entire B. napus genome. Hierarchical clustering and two-dimensional multidimensional scaling identified a Chinese group (China-1) that was separated from a “mixed” group of Australian, Chinese (China-2), European, and Canadian lines. A small group from India was distinctly separated from all other B. napus genotypes. Chinese genotypes, especially in the China-1 group, have inherited unique alleles from interspecific crossing, primarily with B. rapa, and the China-2 group has many alleles in common with Australian genotypes. The concept of “private alleles” is introduced to describe both the greater genetic diversity and the genetic distinctiveness of Chinese germplasm, compared with Australian germplasm, after 50 years of breeding from similar origins.

In 2020 Australia’s political relations with China plumbed new depths. Trade and other economic ties were also hit with disruption. Contributing to this deterioration, and complicating an accurate assessment of the consequences, has been a raft of misunderstandings. This article demystifies the bilateral trade tensions by exposing the deeper drivers of political friction, providing a critical assessment of the vulnerability of the Australian economy, and placing the current state of Australia’s relations with China in a comparative regional perspective. These discussions provide context for a detailed analysis of the legal issues that Chinese trade measures have created under the rules of the World Trade Organization (WTO) and the China – Australia Free Trade Agreement (ChAFTA). We show that these legal issues have been over-simplified in existing work. A clear understanding of these issues offers the best prospect for an improved relationship trajectory, serving both countries’ interests. China, Australia, Trade tensions, WTO, Free Trade Agreement

Abstract:
While Australia has long adopted the corporate veil piercing doctrine from the UK model, China has only recently enacted veil piercing provisions in 2006. This thesis compares Australia’s long standing veil piercing doctrine and China’s recent veil piercing enactment to determine which jurisdiction provides better veil piercing laws in protecting creditors’ interests. The findings of this thesis are significant for creditors such as foreign lenders or business partners who wish to choose a wellprotected and safe market in which to invest. This thesis will provide a discussion and comparison on Australia’s and China’s directors’ duties to prevent insolvent trading and instances in which veil piercing can occur. There will be an addition of another jurisdiction, United States in lieu of China, because China’s insolvent trading laws are based on US laws and there is a dearth of academic literature in the area of insolvent trading laws in China. This thesis will argue that Australia has better veil piercing laws to protect creditors’ interests compared to China due to the very limited scope of China’s veil piercing laws, which are drafted in vague terms and the Chinese civil legal system (in which the doctrine of precedent is absent). In addition, the author suggests that this is due to the fact that many companies are still State Owned Enterprises in China, subject to strong political influence and therefore protective of state shareholders.

Abstract:
For many, the Sino-Ruso border line is nothing but the longest geographical division marker between two different states. However, it was once a place where two cultures met, a place where some hundred years ago a unique mixed-race ethnic group emerged. This thesis conducts a study of the Eluosi ethnic minority group, descendants of mixed-ethnic marriages between Russian women and Chinese men. Australia harbours many of them now and in this country these people are better known as Russian Chinese. At this point in time, conducting research on this group, both in Australia and China, is crucial for a number of reasons. Firstly, to my knowledge, there is no existing scholarship of this group in English. Secondly, the original culture of the Eluosi community is dying out while a new hybrid culture is forming with the younger generations providing cultural shifts in the minority group. Thirdly, the Eluosi provide a unique example of a transnational mixed-ethnic and mixed-race group that lives in-between national, ethnic and cultural boundaries. Comparing the histories and experiences of their minority status in both China and Australia will contribute to and extend existing scholarship on ethnos, migration, diaspora, ethnic policy and multiculturalism. Theoretically, Chinese and Russian scholarship on ethnos and ethnogenesis is articulate, especially through the ideas of the Soviet Russian scholar Lev Gumilev. This thesis illuminates the ways in which Chinese government policies and cultural ideas recognise and categorise ethnic difference and construct a new Eluosi identity and how these are similar to and differ from notions of multiculturalism in Australia. Focusing on history of the Eluosi people in context of Sino-Ruso relations, their material and spiritual culture (language, religion, food, art of singing) and gender roles within the ethnic group, this thesis deploys a mixed methodology on Chinese and Australian material. I draw on my multilingual skills (Russian, Chinese and English) to collect and translate a wide variety of sources on this group, including academic publications, newspapers, other periodical publications in Chinese, Russian, and English. I conduct a discourse analysis of policy materials on the Eluosi specifically and ethnic minority groups more generally in China. Finally, I examine publicly available ethnographic data on the Eluosi community in Sydney, Australia and explore their hybrid culture with comparable generations of the Eluosi community in Erguna County of Inner Mongolia, China.

Understanding the Chinese tourism market to Australia is important for managers of Australian tourism product suppliers, marketing practitioners and academics, when China is an emerging market to Australia. This research examines contemporary issues in the Australian tourism product suppliers tapping into the Chinese tourism market. The research problem in this thesis is: How do Australian tourism product suppliers develop their strategies into the Chinese outbound tourism market? A case study methodology was applied in this research by interviewing the major players of Australian tourism product suppliers. The iterative research design was applied in this research due to the lack of previous research. Data from indepth interviews with key senior managers from case studies is analysed by within-case and cross-case analysis. From the findings, it is evident that cun-ently it is still at the early stage to talk about the Chinese outbound tourism market to Australia, because Australia was granted Approved Destination Status by the Chinese government on 22 April 1999. Nevertheless, the characteristics of Chinese travel patterns, the characteristics of Chinese tourists to Australia, the problems that the Australian tourism product suppliers of Australia have met and their strategies to solve these problems are investigated based on the previous experience of the Australian tourism product suppliers dealing with the Chinese tourism market. The major contribution of this research is the development of the understanding of the Chinese tourism market integrating all the detailed findings of the three research issues to answer the research problem in this research. The thesis also suggests the possible theoretical and practical ways for Australian tourism product suppliers to develop their strategies into the Chinese tourism market.

Chinese communities, large or small, exist in almost every country in the world. The huge Chinese diaspora has played a big role in the global economy. Those in Australia are no exception. The first significant Chinese immigration to Australia came in the 1850s during the gold rush era. Since then Chinese immigration to Australia has gone through up and down periods. However, only after the diplomatic relationship between Australia and China was established in 1972, did mainland Chinese begin to come to Australia directly from China. Since 1978 when China opened its door to the world and started its economic reform, more and more Chinese students have come to Australia. In particular, after the Tiananmen Square Incident in 1989, a significant number of Chinese became Australian permanent residents and contributed to the fast growth of the established Chinese community in Australia. This thesis analyses immigration and ageing issues relating to the Australian Chinese community, which is now not only one of the oldest in Australia, but also one of the biggest, and economically, one of the most dynamic communities. It draws a historical and contemporary picture of overseas Chinese in Australia, including the Chinese migrants who remained in this country after the Tiananmen Square Incident. This study developed a model to investigate a wide range of factors that drive population movement between Australia and China. The determining factors include a wide range of push and pull forces that change constantly with the overall political, economic and environmental developments. The research findings claim that the pull, push and enabling factors interact with each other to influence Chinese people's decision to migrate from China to Australia. It becomes apparent that there are certain determinants which can help explain, understand and project this complex process in the future. This study further proves that Chinese migrants in Australia have made the smooth, but challenging transition between their native and adopted countries. Being involved into the Australian mainstream society, Chinese Australians have achieved economic adaptation and enjoy living in their new country. In addition, Chinese citizens who are studying as international students in Australia are potential skilled migrants and they are likely to apply for migration status after completing their studies. It is believed that Australia continues to be one of the most desired Western migration destinations for Chinese nationals and the magnitude of the Chinese ethnic community in Australia will continue to grow. In the future, the number of elderly Chinese in Australia is likely to increase as the majority of current economically active Chinese intend to retire in Australia and more older Chinese are expected to migrate to Australia for family reunion. As part of the general issues of Australian ageing population, this study attempts to raise the awareness of the challenging life-style of the Chinese elderly in Australia now and future. This study offers convincing evidence that Chinese immigrants play a vital bridging role in promoting business and trade between Australia and China. Due to China's economic growth, their movement between these two countries will be more frequent. Overall, this study provides important considerations for policy makers and will benefit the broad communities, migrants and policy planners in understanding the model of Chinese immigration into Australia. The insights gained from this study should have important policy implications for a more sustainable way of living not only in Australia, but also in China and other countries with Chinese immigrants.

It becomes apparent that there are certain determinants which can help explain, understand and project this complex process in the future. This study further proves that Chinese migrants in Australia have made the smooth, but challenging transition between their native and adopted countries. Being involved into the Australian mainstream society, Chinese Australians have achieved economic adaptation and enjoy living in their new country. In addition, Chinese citizens who are studying as international students in Australia are potential skilled migrants and they are likely to apply for migration status after completing their studies. It is believed that Australia continues to be one of the most desired Western migration destinations for Chinese nationals and the magnitude of the Chinese ethnic community in Australia will continue to grow. In the future, the number of elderly Chinese in Australia is likely to increase as the majority of current economically active Chinese intend to retire in Australia and more older Chinese are expected to migrate to Australia for family reunion. As part of the general issues of Australian ageing population, this study attempts to raise the awareness of the challenging life-style of the Chinese elderly in Australia now and future. This study offers convincing evidence that Chinese immigrants play a vital bridging role in promoting business and trade between Australia and China. Due to China's economic growth, their movement between these two countries will be more frequent. Overall, this study provides important considerations for policy makers and will benefit the broad communities, migrants and policy planners in understanding the model of Chinese immigration into Australia. The insights gained from this study should have important policy implications for a more sustainable way of living not only in Australia, but also in China and other countries with Chinese immigrants.

Marine protected areas are recognized as an important approach to conserve marine ecosystems and biodiversity as well as to manage costal and marine resource. This thesis addresses the development and management of marine protected areas in Australia and in China. Australia and China are major maritime countries with diverse marine creatures and ecosystems. Both countries have adopted marine protected areas as a management tool to protect the marine environment. This thesis introduces their marine environment and threats, and then makes a close study of the development, legislation and management of marine protected areas in both Australia and China. Two case studies, Jervis Bay Marine Park in Australia, and Shankou Mangrove Marine Nature Reserve in China provide examples of the management strategies and lessons learnt. In order to improve the management of marine protected areas in China, the thesis analyzes the conflicts in the development of marine protected areas in China and prescribes community participation and the marine special reserve as solutions to promote the development of marine protected areas. This study also examines how the Australian Defence Force, an important stakeholder, manages its activities in the marine protected areas.

Histories of past communities are embedded in landscapes around the world but many are suffering from material change or neglect of their fabric. This study was aimed at discovering and representing the authentic intangible experience of two historic landscapes for conservation purposes. A 2500 year old site in Yangzhou, China and a 2000 year old site on St Helena Island in Moreton Bay were found to be managed under two culturally different regimes of authenticity. This research has contributed to challenging the notion that there is only one way to conserve authenticity in historic landscapes of the Asia Pacific.

The recent discovery of Chinese medical manuscripts in a tomb dated to the second century BC in Ma-wang-tui, Ch'ang-sha, has revealed extremely interesting new information on the subject of ancient Chinese childbirth practices. The scrolls contain detailed advice concerning a proper and auspicious treatment of the placenta, an astronomical chart for choosing the perfect location for the burial of the placenta, and a description of the custom of exposing the newborn infant on the earth directly after birth. This paper offers a translation of these paragraphs and an interpretation based on a Japanese medical text that reflects Chinese medieval practices, basic knowledge of Chinese cosmology, society and religion and also general cross-cultural patterns for the treatment of the placenta that have been established through an anthropological research into placenta-related practices, beliefs and mythology from many different traditional cultures.

Abstract:
By using little known primary sources in Chinese and English, this thesis will discuss Australia’s diplomatic relations with China, between 1901 and 1941. In March 1909, Liang Lanxun, China’s first consul-general arrived in Melbourne, Australia. Liang’s mission was to promote trade between China and Australia and as well to study the racial relations between Chinese and Australians. In 1921, Edward Little was appointed as Australia’s first trade commissioner in Shanghai, China. In 1929, the Chinese consulate moved from Melbourne to Sydney, due to the fact that Sydney had become the centre of the Chinese communities in the Oceania. I suggest that the Great Depression and the Second World War (Japan's expansion in the Pacific) forced Australian policy-makers to reconsider Australia’s geo-political position in the world. This is the first detailed research that treats Chinese diplomats in Australia and Australian diplomats in China between 1901 and 1941 as key historical subjects. In this thesis, I argue that Chinese diplomats used trade as a tool to fight against the White Australia policy between 1909 and 1941. I further argue Australia was more intertwined and connected with Asia, in this period than the existing literature suggested.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

The BeefLedger Export Smart Contracts project is a collaborative research study between BeefLedger Ltd and QUT co-funded by the Food Agility CRC. This project exists to deliver economic value to those involved in the production, export and consumption of Australian beef to China through: (1) reduced information asymmetry; (2) streamlined compliance processes, and; (3) developing and accessing new data-driven value drivers, through the deployment of decentralised ledger technologies and associated governance systems. This report presents early insights from a survey deployed to Chinese consumers in Nov/Dec 2019 exploring attitudes and preferences about blockchain-credentialed beef exports to China. Our results show that most local and foreign consumers were willing to pay more than the reference price for a BeefLedger branded Australian cut and packed Sirloin steak at the same weight. Although considered superior over Chinese processed Australian beef products, the Chinese market were sceptical that the beef they buy was really from Australia, expressing low trust in Australian label and traceability information. Despite lower trust, most survey respondents were willing to pay more for traceability supported Australian beef, potentially because including this information provided an additional sense of safety. Therefore, traceability information should be provided to consumers, as it can add a competitive advantage over products without traceability.
