Abstract:
De acuerdo a estadísticas de la FAO, en la última década la producción mundial correspondiente a los sectores de pesca y acuicultura tuvo un crecimiento de 24%. Asimismo, según cifras de la misma entidad, China es largamente el primer país pesquero del mundo con una producción promedio que superó en el período 2003-2014; sin embargo, en el mismo período el Perú ocupó el segundo lugar con una producción promedio, seguido por países como EE. UU. e Indonesia. En consecuencia, el Perú es también uno de los principales exportadores de harina y aceite de pescado, y concentra alrededor del 25% de la producción mundial de estos insumos, demandados principalmente por ser una importante fuente de proteínas. El objetivo de la investigación es la estimación del valor de las acciones de Austral Group S. A. A., una de las seis compañías pesqueras más grandes del sector entre las cuales se concentra cerca del 70% de las licencias de pesca a nivel nacional, y que forma parte del grupo noruego Austevoll Seafood ASA, dedicado a la captura, producción y comercialización de alimentos e ingredientes marinos a nivel mundial. Sin embargo, la poca disponibilidad del recurso en nuestro mar, las bajas cuotas otorgadas por el gobierno, el efecto de los fenómenos de El Niño durante el primer trimestre del 2015 y 2016, entre otros, ocasionaron que al igual que otras empresas de la industria, Austral Group haya tenido una tendencia negativa en su desempeño financiero en los últimos cinco años previos al 2017, en los cuales sus ventas, márgenes y utilidad se vieron deteriorados. Para efectos de la valorización y del análisis financiero de Austral Group, se han utilizado supuestos y proyecciones basados en los estados financieros auditados, así como la metodología de flujo de caja descontado (DFC), analizando la empresa como stand alone. Adicionalmente, se utilizó el método de múltiplos comparables (EV/Ebitda), que aplicado a la matriz del grupo, Austevoll Seafood, presenta un resultado al precio de cierre de la acción del 2017.

Abstract:
Les eaux modales Subantarctiques (SAMW) sont formées dans la profonde couche de mélange au nord du front Subantarctique (SAF) dans l'Océan Austral. Elles influencent le climat à des échelles décennales et inter-annuelles et jouent un rôle fondamental dans la ventilation de la thermocline de l'Océan Austral. Nous étudions la formation des SAMW en nous fondant sur les récents flotteurs profilants ARGO et sur les dériveurs de surface GDP. Ces jeux de données fournissent une très bonne couverture spatio-temporelle des processus à l'oeuvre dans les couches supérieures de l'Océan Austral. Depuis le lancement du programme international ARGO, le nombre de profils hydrographiques a augmenté de façon considérable dans l'Océan Austral. Une analyse de ces données a montré que les flux air-mer et les flux d'Ekman sont les forçages dominants dans la formation des SAMW. Nous avons trouvé une transition rapide, autour de 70°E, des couches de mélange peu profondes en amont vers des couches de mélange très profondes en aval. Cette transition est associée à un changement de signe de la diffusion tourbillonnaire horizontale dans les couches de surface, et à l'extension méridionale de l'ACC lorsqu'il passe autour du plateau de Kerguelen. Ces effets sont directement liés à la bathymétrie et laissent place à une région de formation des SAMW au Sud-Ouest de l'Australie.

La formation des SAMW est intimement liée à la dynamique océanique Australe et à la position des principaux fronts polaires. Une deuxième étude concerne la circulation de l'ACC et la variabilité frontale. Dans cette étude, nous avons tiré parti de la complémentarité des données in situ et altimétriques afin de suivre l'évolution des deux principaux fronts de l'ACC pendant la période 1993-2005. Nous avons comparé leurs mouvements avec les deux principaux modes de variabilité atmosphérique de l'Hémisphère Sud, le mode annulaire Austral (SAM) et l'Oscillation Australe El-Niño (ENSO). La position moyenne des fronts est déterminée avant tout par les fonds océaniques. Cependant, nous avons trouvé que dans les régions à fond plat, les fronts forment de grands méandres dus à l'activité tourbillonnaire et aux forçages atmosphériques.

En parallèle, nous avons développé une nouvelle estimation de la distribution circumpolaire de la diffusion dans l'Océan Austral. La diffusion n'a presque jamais été étudiée à partir de données in situ dans cet océan. Nous avons calculé une estimation du coefficient de diffusion tourbillonnaire à partir d'une analyse statistique de dix années de trajectoires de dériveurs de surface. Nous avons cartographié ce coefficient dans l'Océan Austral, puis nous l'avons paramétré à partir de données altimétriques pour pouvoir en étudier l'évolution inter-annuelle et en faciliter l'utilisation dans le futur. Cette étude montre que l'Océan Austral est fortement diffusif au nord de l'ACC, et particulièrement près des courants de bord Ouest, c'est à dire dans la Rétroflexion des Aiguilles, dans la région du plateau de Campbell, et dans le courant de Brésil-Malouines.

Ces résultats nous ont menés à une analyse circumpolaire de la formation des SAMW, et à une meilleure conception du lien entre la dynamique océanique Australe et la formation des SAMW. La croissance constante des données hydrologiques du programme ARGO dans l'Océan Austral nous a également permis de mieux représenter la répartition des régions de formation des SAMW. Nous avons trouvé que la diffusion tourbillonnaire joue un rôle majeur dans les budgets de chaleur locaux. Au Sud des courants de bord Ouest, et au nord du SAF, la diffusion tourbillonnaire apporte de la chaleur, équilibrant et même dominant les refroidissements hivernaux dus aux flux d'Ekman et aux flux air-mer. Elle réduit en particulier la déstabilisation de la couche de mélange au nord du SAF dans l'Ouest du bassin Indien, en aval de la Rétroflexion des Aiguilles, et dans l'Ouest du bassin Pacifique, en aval du Plateau de Campbell.

Abstract:
Cette thèse constitue une monographie détaillée de 27 espèces d'échinidés endémiques aux régions antarctique et subantarctique. Ces oursins sont repartis dans les genres incubants actuels Abatus, Amphipneustes, Tripylus et Brachysternaster (famille des Schizasteridae). Ils présentent un fort dimorphisme sexuel : les femelles ont développé des poches incubatrices dans lesquelles les juvéniles terminent leur développement. L'objectif majeur de cette thèse a consisté à inventorier la disparité morphologique et architecturale chez les 27 espèces incubantes (échantillonnage d'environ 500 oursins). Cette étude de la disparité interspécifique a été complétée par une étude de la variabilité intraspécifique chez une espèce de référence endémique à l'archipel des Kerguelen, l'échinidé Abatus Cordatus. L'étude de la disparité a été menée sur 2 aspects : les pédicellaires (observation des différentes morphologies) et les plaques ambulacraires et interambulacraires (recensement d'environ 75000 plaques). Un troisième objectif a consisté à mieux comprendre la fabrication des tests d'oursins. Les résultats montrent que le nombre de branches fasciolaires ne justifie en aucun cas la distribution des espèces dans les principaux genres. L'étude des extensions architecturales du labre et des plaques sternales a révélé l'existence d'une relation entre ces 2 caractères chez Abatus et Tripylus. Chez Abatus, des phénogrammes ont déterminé 2 groupes morphologiques, le premier rassemblant des espèces de forme ronde et le second des morphologies plus allongées. Chez Abatus cordatus, il n'existe pas de structuration géographique nette de la disparité architecturale. Le genre Amphipneustes, est envisagé comme un groupe hétérogènes ; plusieurs modifications systématiques sont proposées. Cette thèse a permis de mieux comprendre la dynamique de fabrication des tests. Des asymétries observées, quant à la position architecturale du périprocte et des fascioles sur les tests, résultaient d'une utilisation stricte de la numérotation de Loven. La recherche de la dynamique de construction des tests a mis à jour de vraies et de fausses asymétries. Finalement, le degré de symétrie de ces oursins est beaucoup plus achevé que la numérotation des plaques ne le laissait supposer.

Abstract:
The Austral group was an architectural society founded in Buenos Aires towards the end of the year 1938. It originated as a result of a meeting that took place in París ayear earlier, in Le Corbusier's studio. On that occasion , three architects carne together: Antonio Sanet from Catalunya, and Juan Kurchan and Jorge Ferrari Hardoy from Argentina . Once the group was already establis hed in Argentina , sorne other members joined in. This work is not a monograph about Austral. It aims at delving ¡nto the architecture its members were interes ted in, the innovative ideas theyhad , the origin ofthose original ideas , and the wayin which these ideas were reflected in real objects or projects, especially in those related to collective housing. This work also intends to look into the conception of citythese architects had and how they inserted their architecture in the city; which ideas they had about the architectural object and how they inserted the city dweller in that object: and what resources they used to strike a balance between the individual and the collective needs. This piece ofwriting deals with Austral not only as a group but also as a society of architects who explored and shared ideas about design, the ideas that brought them together in a collective initiative known as the "Austral spirit". This work is composed offour parts. The first one focuses on the education and training of the members of Austral . Paris as the place where Austral originated. The second describes how the "Austral spirit" took shape. The third part deals with some ofthe works which show how the Australes experimented with their proposals on collective housing. These works present an analytic representation ofthe fundamental concepts used by Austral and conflrm the hypothesis they had formulated . In the fourth part, the conclus ion, appendixes and bibliographical references are detailed. The Australes received an academic education based on the "BeauxArts" and they received a "modern" training outside the academ icworld. With Le Corbusier theystarted a long path leading to an unknown horizon. Theysucceeded in bu ilding a theoretical framework to guide their work. Far form thinking about the discipline as a tool devoid of content, Iheydecided lo focus on the "philosophical problems ofarchitecture". However, the theory had boundaries that the Australes were determined to trespass . They decided to move forward with the aim of "doi ng work". Th us , they had to act somewhere in between the "Buenos Ares Radieuse" designed in the Rue de Sévres and the "real Buenos Ares" ofthe checkerboard grid and the consolidated fab rico They tried to transform the city from its micro-sca le, establishing new urban relations between the object and the city and causing the concept of corridor-street to tace a crisis even though they could no! make any real changes . They had a smarter incidence on the city than modern orthodox city planning did. Austral se! out from Le Corbusier and incorporated elements Ihal belong to other disciplines, such as collective psychology and abstrac! surrealism in order to propase solutions which depart from the cannons established bythe "international sty1e" and which cater for human beings ' material and spiritual needs. ln this sense, neither surrealism nor collective psychologywas used as a design 1001 to make objects with certain formal characteristics. Theywere used to create , through those objects , certain psychological and physical conditions in the inhabitant. For Austral, the function does notdetermine the form ; the form makes the function possible. In a word , this thesis Is founded on the hypothesis that Austral used a certain concept of space partition and of the grouping of unils which derived from their search to combine "the human individual and the collective socia l". Their projects are considered to be a quest to rework the relations of architecture with the city and of architecture with the city dweller.

Abstract:
Les modes de variabilités interannuelles du système couplé océan-atmosphère auxmoyennes latitudes de l'hémisphère sud sont étudiés avec un modèle de compléxité intermédiaire. L'objectif est de déterminer les mécanismes d'interactions océan-atmosphère indépendamment du forçage tropicale. Le modèle est un modèle atmosphérique quasi-géostrophique à 3 niveaux, couplé à une couche de mélange océanique de profondeur constante incluant l'advection géostrophique par le courant circumpolaire Antarctique (ACC). Le couplage océanatmosphère se fait par les flux de chaleur de surface et les transports d'Ekman forcés par la tension de vent de surface. Dans une simulation totalement couplée, l'atmosphère, qui inclue la dynamique des transitoires baroclines, exhibe un mode annulaire (SAM) comme premier mode de variabilité interannuelle. Les anomalies de vent induites par le SAM créent des courants méridiens d'Ekman dans la couche de mélange qui induisent à leur tour des anomalies de température océanique de surface qui sont ensuite avectées par l'ACC. Un mécanisme purement forcé où le rôle de l'océan est réduit à l'advection des anomalies de SST est suffisant pour reproduire les caractéristiques principales de la variabilité. Néanmoins, une rétroaction positive de l'océan est mise en évidence par l'analyse de la réponse stationnaire atmosphérique à une anomalie de SST (SSTa). Celle-ci est déterminée pour un ensemble d'expériences où une SSTa idéalisée est localisée en 14 longitudes différentes, uniformément réparties le long d'un cercle de moyenne latitude. En projetant les réponses obtenues sur les modes verticaux atmosphériques, il est mis en évidence la partition de la réponse en une composante barocline identique quelque soit la position de la SSTa et une composante barotrope se projetant sur le mode dominant de variabilité atmosphérique du modèle. La SSTa induit une anomalie d'air chaud dans la couche basse atmosphérique qui engendre une réponse barocline 45o à l'est. Cette réponse est due à l'advection du vortex stretching induit par la SSTa, par les vents d'ouest quasi-stationnaires. La réponse barotrope consiste en une haute pression aux moyennes latitudes et une basse pression sur le pôle quand les SSTa sont localisées de l'océan Atlantique ouest au centre de l'océan Indien ; et d'une haute pression sur le pôle quand elle est localisée du bassin Autralo- Antarctique au centre de l'océan Pacifique. Les réponses barotropes ont une composante tourbillonnaire identique. La différence entre les réponses est déterminée par la composante zonalement symétrique qui se projette sur le SAM. La réponse barotrope est formée par le terme d'advection de vorticité relative basse fréquence qui est lui-même déterminé par l'impact sur le pôle des interactions de l'anomalie de vorticité relative aux moyennes latitudes avec les ondes stationnaires du modèle.

We posit that the Longitudinal Austral Highway (Carretera Austral, in Spanish), as a road that facilitates connectivity and access to natural environments throughout the Aysén region, has operated as the mobilizing axis for different processes of valuing and appropriating nature. We argue that the links between connectivity, tourism, and conservation have changed over time, as actors’ material and symbolic appropriations of nature in Patagonia have evolved. Our goal with this chapter is to inform ongoing Chilean debate about the ways in which nature should be valued as the country moves forward. Our case study research identifies and discusses the new social, environmental, and territorial processes brought about by the Carretera Austral and the consequent resignification and reappropriation of nature that has occurred in Aysén. We base our case study on review of secondary data sources including public reports, plans, and policies related to the Carretera Austral and territorial development, as well as scholarly research on related topics, including values, identity, territorial transformation, and heritage.

O El Niño pode ser encarado como um fenómeno de múltiplos perigos e as considerações sobre as necessidades de informação devem abranger diferentes populações e riscos, incluindo perigos diretos relacionados com o clima, redução da produção agrícola, maior insegurança alimentar e subnutrição, aumento da transmissão de doenças infeciosas e efeitos no acesso aos cuidados de saúde. As comunicações de alerta de riscos a longo e a curto prazo podem ter de incluir diferentes apelos à acção e é provável que haja diferentes níveis de urgência para esses apelos. Este relatório de considerações fundamentais descreve as implicações do El Niño na Região da África Oriental e Austral (ESAR) para as iniciativas de Comunicação de Riscos e Envolvimento Comunitário (CREC), com base em fenómenos meteorológicos similares anteriores. As lições aprendidas são predominantemente retiradas da literatura sobre a comunicação de previsões e informações meteorológicas, mas têm implicações para a resposta de CREC de múltiplos perigos. Algumas lições aprendidas são também retiradas de fora da África Oriental e Austral, mas consideradas especificamente no âmbito dos efeitos previstos do El Niño na ESAR. A primeira secção do relatório incide sobre as necessidades de informação, a segunda secção é sobre como garantir e criar confiança na informação, e a secção final diz respeito às estratégias de comunicação e envolvimento da comunidade. O relatório foi solicitado pelo Collective Service como um recurso para as organizações que trabalham na CREC relacionada com o El Niño na ESAR.

Os surtos de cólera têm vindo a aumentar na Região da África Oriental e Austral (AOA) desde Janeiro de 2023, com uma transmissão generalizada e alargada no Malawi e em Moçambique e surtos registados na Tanzânia, na África do Sul, no Zimbabué, no Burundi e na Zâmbia.1 Existe o risco de uma maior propagação causada pelos efeitos do ciclone Freddy, que atingiu Madagáscar, o Malawi e Moçambique em Março de 2023. Continuam a registar-se surtos na Somália, na Etiópia, no Quénia e no Sudão do Sul, onde os países estão a atravessar uma situação de seca após sucessivas estações chuvosas deficitárias.1 O contexto de resposta na AOA é complexo. Isto deve-se à escassez de recursos de saúde pública, incluindo a insuficiência de vacinas orais contra a cólera, e às múltiplas emergências de saúde pública e humanitárias simultâneas, incluindo a reemergência do poliovírus selvagem. O envolvimento da comunidade nas respostas ao surto de cólera é essencial, especialmente enquanto o impacto da COVID-19 ainda se faz presente na região, sobretudo no que tange à confiança na saúde pública e nos esforços de vacinação.2,3 O objectivo do presente guia de orientação é apoiar os Ministérios da Saúde, a UNICEF e outros parceiros de resposta na concepção e implementação de um envolvimento comunitário eficaz, centrado na comunidade e baseado em dados, para a resposta ao surto de cólera. Este guia de orientação foi redigido em abril de 2023 por Megan Schmidt-Sane e Tabitha Hrynick (IDS), com a colaboração de Stellar Murumba (Internews), Ngonidzashe Macdonald Nyambawaro (FICV), Eva Niederberger (Anthrologica), Santiago Ripoll (IDS), Nadine Beckmann (LSHTM), Mariana Palavra (UNICEF) e Rachel James (UNICEF). The snow roads at McMurdo Station, Antarctica, are the primary transportation corridors for moving personnel and material to and from the airfields servicing intra- and intercontinental air traffic. The majority of the road system is made of snow overlying a snow, firn, and icy subsurface and is particularly susceptible to deterioration during the warmest parts of the austral summer when above-freezing temperatures can occur for several days at a time. Poor snow-road conditions can seriously limit payloads for all types of ground vehicles. The US Army Cold Regions Research and Engineering Laboratory (CRREL) studied the McMurdo snow roads for the National Science Foundation Office of Polar Programs as part of the Snow Roads and Transportation (SRT) program. The goals of the SRT program was to improve construction, maintenance, and use of the McMurdo’s snow roads, with particular attention on minimizing warm-season deterioration. This is the final report of the SRT program, summarizing the program’s activities and findings and emphasizing those parts of the program not previously documented in CRREL Reports, conference papers, or journal articles.

La mise en œuvre de stratégies efficaces de participation des enfants est essentielle afin d’optimiser la riposte contre les flambées épidémiques et de minimiser leur impact tout en garantissant la protection, le bien-être et la résilience des enfants. Lorsque les enfants comprennent les flambées épidémiques, ils sont mieux en mesure de faire face, de contribuer et de se rétablir. Cela favorise le bien-être et contribue à la fois à protéger les enfants et à reconnaître leur capacité d’agir. La région de l’Afrique de l’est et austral (ESA) est vulnérable aux flambées épidémiques, notamment de virus Ébola, et d’autres fièvres hémorragiques, de rougeole, de choléra, d’anthrax, et de méningite, qui peuvent toutes affecter les enfants de manière disproportionnée. Cette note stratégique examine pourquoi, quand et comment faire participer les enfants aux étapes de prévention, de riposte et de rétablissement. S’appuyant sur des documents publiés et la littérature grise, y compris des rapports de projet, ainsi que sur la vaste expérience des auteurs, elle fournit des orientations visant à soutenir la conception et l’élaboration de stratégies de communication et d’engagement adaptées aux enfants liées aux flambées épidémiques. La note stratégique traite des initiatives impliquant des enfants et des adolescents âgés de moins de 18 ans et recommande trois niveaux de participation. Les organisations et les professionnels peuvent sélectionner un niveau en fonction des objectifs organisationnels, des ressources et de la volonté de collaborer avec les enfants.
