Du premier poeme epique, the vengeance of fionn, publie en 1917 au dernier poeme erotique, tiresias, publie en 1971, l'oeuvre d7austin clarke deconcerte par son hermetisme, son heterogeneite et son apparante discontinuite. L'errance constitue la figure, la thematique et le moteur de ces textes hantes par la culpabilite morale, la folie et l'exclusion. La poesie d'austin clarke est l'oeuvre de la quete du moi a travers l'ecriture; elle apparait dictee par la recherche experimentale d'une forme qui permette d'exposer et de resoudre les conflits spirituels et psychologiques du poete. La perspective de la quete transmute l'errance apparente en itinerance, chacune des phases poetiques successives, (epique, medievale, confessionnelle, introspective, satirique, erotique) representant une etape dans la quete de l'identite, de la sante mentale et de la resolution du conflit entre la foi et la raison, dans et par l'ecriture. Poeme de l'initiation et de la catharsis, mnemosyne lay in dust est la cle de voute de cette quete personnelle et poetique : s'ils demeurent secretement hantes par le doute et par l'angoisse, les textes ulterieurs temoignent en effet d'une exemplaire emancipation personnelle et poetique. Scrutant sa propre conscience, austin clarke se fait le heraut de la conscience irlandaise, s'efforcant, par l'entremise de la tradition, de rendre compte de son experience singuliere du mal irlandais et de remedier a l'alienation et a la discontinuite.

Abstract:
The thesis presents a development of J. L. Austin's analysis of truth and its accompanying analysis of sentence structure. This involves a discussion and refinement of Austin's notions of the demonstrative and descriptive conventions of language and of the demonstrative and descriptive devices of sentences. The main point of the thesis is that ordinary language must be treated as an historical phenomenon: one that has evolved its more complex features through a long series of variations upon a small number of rudimentary conventions and locutions. The utility of Austin's analysis is shown to lie in the description that it provides of the functions of these rudimentary conventions and locutions. The analysis is used to illuminate a number of problematic sentences and expressions of ordinary language, including identity sentences, definite descriptions, existential sentences, and conditionals.

En effet, tout empirisme propose une forme de connaissance et se base sur la perception. Mais, dés lors que la connaissance et la perception sont prises comme objet de l'analyse, et envisagées comme porteuses d'une propension réaliste intéressante pour qui veut questionner l'adéquation du schème conceptuel à la réalité, alors le problème de la connaissance et celui de la perception ne peuvent plus être envisagés dans le cadre d'une simple enquête empirique. Ils doivent être envisagés dans le cadre d'une enquête qui veit rendre compte de la propension réaliste elle-même.

Abstract:
This is a concurrent, mixed methods study of the impacts of Austin, Texas’s cultural plan, CreateAustin. In the study, trend analysis and a t-test were used to examine variables before and after the cultural plan was in place. At the same time, interviews with cultural planners were used to uncover other effects. My research addresses a gap in the literature between understanding the desired and actual outcomes of a cultural plan. Cultural plans are being developed by many communities in an effort to attract creative workers but they are rarely evaluated. Evaluation using a mixed methods approach is necessary to capture all the outcomes of a cultural plan, rather than the limited scope of impacts that are captured by qualitative or quantitative analyses alone. My analysis of the quantitative variables showed some significant differences between when the plan was in place and the years prior to its creation. Interviews with key stakeholders revealed the formation of new networks as a powerful outcome of the planning process. The results allowed me to gauge the overall impact of CreateAustin and make some observations about the cultural planning process in general, as well as uncover new directions for future research.

Abstract:
Senator Warren Robison Austin (R-VT) was appointed by President Harry S. Truman to be the US Representative to the United Nations in June 1946. While a member of the US Senate, Austin had been a great advocate for internationalism and the United Nations. His tenure as Representative lasted until January 1953. The growing pains of the new organization were complicated by myriad contentious problems, not the least of which was the dawning of the Cold War. Austin was caught between the Soviet delegation, who were bent on opposing virtually all US initiatives at the UN, and members of the Truman Administration who were adamantly anti-communist/anti-Soviet. This thesis examines the role that anti-communism played in establishing an atmosphere of distrust leading, at least partly, to the Cold War; and Austin’s role at the United Nations as regards three representative issues that confronted the international organization during his tenure. The first issue was how the Soviets and the Western Powers disagreed over the question of unanimity of the permanent five members in the Security Council. Next, I will show how irreconcilable differences between the United States and the Soviets thwarted the functioning of the Atomic Energy Commission of the Security Council. Lastly, the Korean War is examined as the first use of a military response by the United Nations to international aggression. Austin dutifully represented the administration at the United Nations, but often expressed his own less confrontational views in meetings, speeches outside the UN, and in letters to friends and loved ones. He held the United Nations to be a positive force for peace, while other members of the administration were stridently anti-Soviet and found the United Nations to be the perfect ideological battleground while acting unilaterally outside the organization. I will show how Austin had an idealistic view of the United Nations and maintained that it was the best vehicle for the maintenance of peace. Also how he was, initially, more even-handed in dealing with the Soviet delegation than his overseers in the Truman administration. He eventually grew weary of Soviet tactics and their alleged aggression in Korea leading him to harden his outlook.

The automation of information retrieval systems in libraries try to reduce the cognitive load of work, to perform specific tasks, which previously was done manually with chips in a catalog. With the automation of libraries and the help of the Internet, catalogs are now available online. So, it was carried out a study about the online catalog Auslib, wich aim was analyze automation softwares for libraries. This study was based on a hybrid approach scoped to verify the subjective satisfaction of the Sistemoteca’s users from the Federal University of Campina Grande. The public search module was analized, because it was already deployed and working. Were realized tests of interaction with students and staff. The usability happened as field survey and in the laboratory, attended by 128 users, according to all three prospects for evaluating the hybrid approach: a compliance inspection of the product, performance measurement and survey of user satisfaction. In the compliance inspection was decided to use parts: 14 - dialogues with menu, 16 - dialogues by direct manipulation and 17 - forms of dialogues. The choice of those parts of ISO 9241 was due to the modes of interaction, human-computer interface feature that - if the evaluated product. Part 11, ISO 9241:1998 was used to select assessment strategies in order to measure the performance and survey of user satisfaction. The instruments used for collecting data in this study were: questionnaires for delineation of the profile and subjective satisfaction of users, interview, test script, record video and list of compliance inspection. As a collection method was used verbalizing procedures for users to comment his acts. After the quantitative and qualitative analysis of the data, testing with users allowed to verify how they interacted with the interface Auslib Catalog. A result for the two categories of users as obtained as an index of a minimal satisfaction with the product, in both test environments, it’s justified by the list of faults detected in the module's public search software.It’s believed that the research has significantly contributed through usability guidelines proposed as a way to improve the product interface.
A automatização dos sistemas de recuperação da informação nas bibliotecas tenta diminuir a carga cognitiva de trabalho, para a realização de tarefas específicas, o que antes era feito manualmente com fichas em forma de catálogo. Com a automação das bibliotecas e o auxílio da Internet, os catálogos são atualmente disponibilizados online. Desta forma, realizou-se um estudo acerca do catálogo online Auslib, com o objetivo de analisar o software de automação para bibliotecas. Este estudo foi fundamentado em uma abordagem híbrida de avaliação, com o propósito de identificar a satisfação subjetiva dos usuários do Sistemoteca da Universidade Federal de Campina Grande. O alvo do estudo foi o módulo destinado à pesquisa pública, por estar implantado e em funcionamento. O estudo se caracteriza como exploratório e descritivo. Foram realizados os ensaios de interação com alunos e funcionários. Os testes de usabilidade ocorreram em ambiente laboratorial e em campo, com 128 usuários, de acordo com os três enfoques de avaliação da abordagem híbrida: a inspeção de conformidade do produto, a mensuração do desempenho e a sondagem de satisfação do usuário. Na inspeção de conformidade, optou-se em utilizar as partes: 14 – diálogos com menu, 16 – diálogos por manipulação direta e 17 – diálogos por formulários. A opção por estas partes da ISO 9241 foi devido aos modos de interação, na interface homemcomputador que apresentam-se no produto avaliado. A parte 11 do padrão internacional ISO 9241:1998 foi utilizada para escolher estratégias de avaliação, a adotar com o intuito de mensurar o desempenho e a sondagem da satisfação dos usuários. Os instrumentos para a coleta de dados utilizados na pesquisa foram: questionários para delineamento do perfil e para a sondagem da satisfação subjetiva dos usuários; entrevista; roteiro de teste; registro em vídeo e listas de inspeção de conformidade. Como método de coleta, utilizou-se a verbalização de procedimentos para que os usuários comentassem, verbalmente, suas ações ao longo das sessões de teste. Após as análises quantitativas e qualitativas dos dados, o teste com os usuários possibilitou verificar o modo como interagiram com a interface do Catálogo Auslib. Obteve-se como resultado para as duas categorias de usuários, nos dois ambientes de teste, um índice de satisfação mínina com o produto, justificada pela lista de falhas detectadas no módulo de pesquisa pública do software. Acredita-se que a pesquisa contribuiu, de forma significativa, mediante diretrizes de usabilidade propostas, como instrumento para o aprimoramento do produto.

Abstract:
This study examines the role of the Austin Friars in pre-Reformation English society, as distinct both from the Austin Friars of Europe and from other English mendicant orders. By examining how the Austins formulated their origins story in a distinctly English context, this thesis argues that the hagiographical writings of the Austin Friars regarding Augustine of Hippo, whom they claimed as their putative founder, had profound consequences for their religious platform. As their definition of Augustine's religious life was less restrictive than that of the European Austin Friars and did not look to a recent, charismatic leader, such as Dominic or Francis, the English Austin Friars developed a religious adaptability visible in their pastoral, theological, and secular activity. This flexibility contributed to their durability by allowing them to adapt to religious needs as they arose rather than being constrained to what had been validated by their heritage. The behaviour of these friars can be characterised foremost by their ceaseless advancement of the interests of their own order through their creation of a network of influence and the manoeuvring of their confrères into socially and economically expedient positions. Given the propensity of the Austin Friars towards reform, this study seeks to understand its place within and interaction with English society, both religious and secular, in an effort to reconstruct the religious culture of this order. It therefore investigates their interaction with the laity and patronage, with heresy and reform, and with secular powers. It emphasises, above all, the distinctiveness of the English Austin Friars both from other mendicant orders and from the European Austin Friars, whose rigid interpretations of the religious example of Augustine led them to a strict demarcation of the Augustinian life as eremitical in nature and to hostile relations with the Augustinian Canons. Ultimately, this thesis interrogates the significance of being an Austin Friar in fifteenth- or sixteenth-century England and their role in the religious landscape, exploring the exceptional variability to their behaviour and their ability to take on accepted forms of behaviour.

Against the background of Slavonic microlinguistics, the Bunjevac dialect in the Autonomous Province of Vojvodina in Serbia is particularly interesting, and its sociolinguistic status is not very clear. The Bunjevci speak a Neo-Shtokavian Ikavian dialect, which has developed its own tradition of writing, but it is not standardized yet. Especially after 1990, language codification has become one of the main goals of some activists, and currently, it is questioned whether we should consider Bunjevac to be a dialect or a separate language. In contrast to this fundamental question, the possibility that Bunjevac could be classified as a microlanguage is rarely discussed.

Friedrich Torberg est à la fois l'incarnation et la survivance de l'esprit viennois, thème central de ce travail. Né dans une famille juive bourgeoise dans les dernières années du règne de François-Joseph, il appartient à une génération d'écrivains issue de cet esprit si particulier qui fit la gloire et la spécificité de la Vienne fin de siècle. Jeune écrivain à succès dans une jeune république poursuivant une existence monarchique fantomatique, il doit au moment de l'anschluss quitter sa ville natale pour Prague, sa seconde patrie, puis pour la Suisse, la France, avant de s'exiler aux Etats-Unis. Là, son inspiration se tarit dans ce monde si différent du sien, il côtoie les grands noms de la littérature d'exil, connaît en raison des évènements historiques une mutation dans son expression littéraire et finalement en 1951 le "retour" dans sa ville natale où il occupe jusqu'à sa mort une place prépondérante dans le monde culturel et politique. Il s'attache alors à sauver de l'oubli l'esprit juif viennois de sa jeunesse qui n'a désormais plus sa place dans le monde moderne et se définira volontiers comme étant le « dernier écrivain juif de langue allemande »
The viennese soul, the central theme of this work, has been embodied in Friedrich Torberg and at the sane time has survived through him. Born in a jewish upper middle-class family during the last years of Francois-Foseph's reign, he belongs to the generation of writers who contributed to make the so special viennese spirit live and be glorified at the end of the 19th century. A young and celebrated writer in a young republic haunted by monarchy, he had to leave his hometown during the anschluss. His first destination was Prague, his second homeland, he then lived in switzerland and france and finally went into exile in the united states. There his inspiration dried up in this world so different from his. His circle of acquaintances included famous exile writers and his literary style reflected this mutation in his own world as well as the world historical events. In 1951 he finally went back to Vienna where he remained a political and cultural reference until his death. He incessantly worked at keeping the jewish viennese spirit of his youth alive in a modem world where it did not any longer have a place. He used to like to call himself : « the last jewish writer of the german language »

Abstract:
This thesis examines the appeal to ordinary language as a distinctive methodological feature in the later philosophy of Ludwig Wittgenstein and the work of J. L. Austin. This appeal situates our language and concepts within the broader forms of life in which we use them, and seeks to ‘disenchant’ idealizations that extract our language and concepts from this broader context. A disenchanted philosophy recognizes our forms of life as manifestations of attunement: a shared common ground of understanding and behaviour that cannot itself be further explained or justified. By working through the consequences of seeing our forms of life as ultimately ungrounded in this way, the thesis illuminates the underlying importance of play to shared practices like language. The first two chapters consider the appeal to ordinary language as it features in the work of Austin and Wittgenstein, respectively. By placing each author in turn in dialogue with Jacques Derrida, the thesis draws out the importance of seeing our attunement as ungrounded, and the difficulty of doing so. Austin’s appeal to a ‘total context’ betrays the sort of idealization Austin himself opposes, whereas Wittgenstein and Derrida must remain self-reflexively vigilant in order to avoid the same pitfall. Chapter Three explores connections between the appeal to ordinary language and Martin Heidegger’s analysis of ‘average everydayness’ in Being and Time. Heidegger takes average everydayness to be a mark of inauthenticity. However, in acknowledging the ungroundedness of attunement, the appeal to ordinary language manifests a turn similar to Heidegger’s appeal to authenticity. Furthermore, Wittgenstein’s use of conceptual ‘pictures’ also allows him to avoid some of the confusions in Heidegger’s work. Chapter Four considers the nature of our ungrounded attunement, and argues that we both discover and create this attunement through play, which is unregulated activity that itself gives rise to regularity.

This dissertation aims to present and investigate John Langshaw Austin's lectures as compiled in How to do things with words. In the proposed approach, language in Austin is contrasted with tradition and, from this confrontation, we will follow its new way of analyzing language based on action, that is, language will be analyzed within a given social context, with the subject interacting with the social environment. What permeates this whole new horizon is no longer a semantic analysis absolutely centered on the concepts of meaning and reference, truth and falsehood. In addition, other elements are considered important: the subject, the speech, the conventions, the medium where the act of speech is employed. In this sense, the action appears as central element to understand the communication in the work of Austin. What has sometimes been presented as dichotomies between language and thought, idea and representation of the object, or truth and falsity, becomes something more complex. It is a new way of dealing with an old problem concerning, in the end, language and its relationship with the world. In this, the elements investigated begin to be analyzed within a given context, approaching the discourse locked by real actors and daily practice. In addition, the analysis of language is reoriented, going from something to be considered first abstractly and according to its formal properties, to something situated and to properties related to the capabilities of its users. It is, finally, an approach that explores and organizes the philosophy of language by remaining true to a perspective where language as action plays the leading role.
Esta dissertação tem como objetivos apresentar e investigar as conferências de John Langshaw Austin tais como compiladas na obra Quando dizer é fazer: palavras e ação. Na abordagem proposta, a linguagem em Austin é contrastada com a tradição e, a partir desse confronto, acompanharemos sua nova maneira de analisar a linguagem pautada na ação, ou seja, a linguagem será analisada dentro de um determinado contexto social, com o sujeito em interação com outras pessoas e o meio social. O que permeia todo esse novo horizonte não é mais uma análise semântica absolutamente centrada nos conceitos de sentido e referência, de verdade e falsidade. Para, além disso, outros elementos passam a ser considerados importantes: o sujeito, a fala, as convenções e o meio onde o ato de fala é empregado. Nesse sentido, a ação aparece como elemento central para compreender a comunicação na obra de Austin. O que por vezes foi apresentado como dicotomias entre linguagem e pensamento, ideia e representação do objeto, ou verdade e falsidade, torna-se algo mais complexo. Refere-se a uma nova forma de enfrentar um antigo problema referente, ao fim, à linguagem e sua relação com o mundo. Nesta, os elementos investigados passam a ser analisados dentro de um determinado contexto, aproximando-se do discurso travado por atores reais e da prática cotidiana. Além disso, reorienta-se a análise da linguagem, que passa de algo a ser considerado primeiramente de modo abstrato e conforme suas propriedades formais para algo situado e conforme propriedades relativas às capacidades de seus usuários. The purposes of this study were (a) to examine the major reasons for the establishment of Paul Quinn College, (b) to examine the development of academic programs, and (c) to examine the reasons and processes involved in relocation of the campus to the Dallas-Fort Worth metroplex in 1990. Chapter 1 includes a statement of the problem, purposes of the study, and background and significance of the study; Chapter 2 traces the legal steps in establishing the college in the state of Texas; the original leaders, educational philosophy and mission statement, site selection and building program, first class offerings, and funding sources; Chapter 3 includes a profile of faculty, a profile of students, program origins, additional program offerings in nontraditional education, degrees conferred, accreditation process, and contributions to education; Chapter 4 examines the reasons for relocation, results of site changes, relocation to Dallas in 1990, and Paul Quinn College today; and Chapter 5 offers a summary of findings, conclusions, and recommendations. During the research, it was realized that the early founders and those connected with Paul Quinn College did not keep concise, accurate, and detailed records. The data available in the archives were not consistent, nor had they been kept in chronological sequence. To assure the validity of this study, the information from the archives was combined with interviews for critical evaluation. Efforts were made to evaluate the interview responses in relation to primary sources in order to authenticate their accuracy. Alleviating financial problems and upgrading accreditation status are crucial for the future of Paul Quinn College.

Rock burst is a violent failure of rock in deep underground conditions, which often has severe consequences. Nevertheless, its underlying mechanism is not well understood, let alone being accurately predicted. Existing research studies do indicate the significance of strain energy storage in rock, but questions like, what material properties control strain energy characteristics? How to determine and link it with bursting? How to utilize such a framework further to unveil rock-bursting? Have always been at the center and thus formed our motivational base as well. This research presents a systematic approach to combine theoretical, experimental, and numerical developments towards a size-dependent energy-based rockburst criterion. Along this line, this research develops a new indirect tensile testing methodology named as ‘AUSBIT’ to control the dynamics due to excess strain energy storage in disc cracking under diametric compression. It allows capturing ‘Snap-Back’ behavior and determining inherent fracture, elastic, strength (tensile), and brittleness properties, all from one simple experiment. The devised methodology is patented in Australia as an Innovation Patent. A theoretical framework delineating the snap-back magnitude, which can be considered as a simple bursting indicator, is also developed. Advanced instrumentations such as Digital Image Correlation (DIC) and Acoustic Emission (AE) techniques are utilized to explore the benefits of controlled diametrical cracking and obtain further details on failure mechanism and its evolutions. This thesis also develops a hybrid numerical modeling approach based on Discrete and Finite Element Methods (3DEC, by Itasca). It incorporates a new cohesive contact model with elastoplastic-damage coupling. Laboratory experiments, including uniaxial compressive strength (UCS) and conventional Brazilian disc (BD) test, are conducted with DIC and AE applications to calibrate, validate and demonstrate the competency of the developed numerical modeling approach. At last, this research develops a size-dependent energy-based rockburst criterion linking strength, fracture energies, and specimen size effect with stress state due to changes in boundary conditions. It results in the proposal of a bursting index (₽) to quantify the bursting scale. Experimental data of Bluestone rock obtained from AUSBIT and UCS tests are utilized to illustrate the capability of the proposed theoretical framework. Virtual strain-burst experiments are conducted using the developed numerical modeling approach for verification purposes. This research also provides the links between the conclusions and results from the proposed theoretical framework with the evaluation of in-situ bursting potential in rock masses around underground openings.

This report is a summary of my work and research during my three years at The University of Texas at Austin. I engage the city's impressive urban parks and new urbanist developments through my own practice of descriptive and interpretive landscape painting. Through continuous exploration of the city, research into the history of landscape painting and into the strategies of modern landscape architecture, I have learned to see more clearly the role that the visual history of depicted landscape plays in contemporary practices of landscape design and construction. This has reinforced my interest in understanding how painting as a medium plays a role in our cultural understandings of how landscapes should look and act. By experimenting with new formats and materials I continue to adapt my work to articulate a new, dynamic understanding of landscape in flux and inextricable from its human inhabitants.

Urbanization is considered one of the leading threats to biodiversity and wildlife habitat (McKinney 2002; Shochat et al. 2006). Urban environments are humandominated systems, yet they support wildlife habitat and provide meaningful ecological functions. Methods to conserve biodiversity and minimize habitat loss and fragmentation in urban environments include utilizing private residential yards and gardens to enhance habitat connectivity. Private residential yards or gardens designed to attract and support wildlife are known as backyard habitats and wildlife gardens. The City of Austin, Texas initiated Wildlife Austin in 2007. Wildlife Austin coordinates backyard habitats in Austin as a National Wildlife Federation Community Wildlife Habitat [trademark]. My research analyzes the goals of the Wildlife Austin from the perspective of landscape ecology and urban ecology; reviews research related to backyard habitats in order to identify ways of enhancing habitat connectivity for bird communities; and provides recommendations for a more scientifically grounded approach and management in the promotion of backyard wildlife habitat.

This report asks how Austin Energy can optimally operate residential energy efficiency and demand side management programs including demand response measures. Efficient energy use is the act of using less energy to provide the same level of service. Demand side management encompasses utility initiatives that modify the level and pattern of electrical use by customers, without adjusting consumer behavior. Demand side management is required when a utility must respond to increasing energy needs, or demand, by its customers. In order to achieve the 20% carbon emissions and 800 MW peak demand reductions mandate of the Generation, Resource and Climate Plan, AE must aggressively pursue an increase in customer participation by expanding education and technical services, enlist the full functionality of a smart grid and subsequently reduce energy consumption, peak demand, and greenhouse gas emissions. Energy efficiency is in fact the cheapest source of energy that Austin Energy has at its disposal between 2010 and 2020. But this service threatens Austin Energy’s revenues. With the ascent of onsite renewable energy generation and advanced demand side management, utilities must address the ways they generate revenues. As greenhouse gas emissions regulations lurk on the horizon, the century-old business model of “spinning meters” will be fundamentally challenged nationally in the coming years. Austin Energy can develop robust analytical methods to determine its most cost-effective energy efficiency options, while creating a clear policy direction of promoting energy efficiency while addressing the three-fold challenges of peak demand, greenhouse gas emissions and total energy savings. This report concludes by providing market-transforming recommendations for Austin Energy.

My research trajectory focuses on creating graphic interpretations of the relationship between the urban landscape and the populations that reside within it. I use the term reading the city to indicate the process of selecting a focal point and connecting relevant information to it. By creating experimental mappings that connect the physical experience of the East Austin to relevant information contexts I seek to develop a series of design strategies that are appropriate for fostering a heightened awareness of the dynamics that shape the urban environment. In this context, graphic design functions as the primary tool for expressing these connections. This report explores the development of the reading process by summarizing conceptual precedents and eleven personal works, which were undertaken to explore the viability of the approach.

According to the recently released National Climate Assessment (NCA), climate change will disproportionally impact the health of the most vulnerable communities in Central Texas (Melillo, 2014). Exactly how climate change will impact these populations is unclear (Measham, 2011; Martens, 2014). Nationwide, there are few examples of cities looking at the impacts of climate change on existing public health issues and vulnerable communities. The NCA, Austin/Travis County Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP), broadly identifies vulnerable communities as children, the elderly, the sick, the poor, and some communities of color (Melillo, 2014: Luber, 2009). The 2014 release of the NCA, in addition to the 2013 completion of the CHA and CHIP, provides an opportunity to compare current public health issues with projected changes in climate. The deductive process starts with a review of the CHA and CHIP to identify issues that are directly impacted by hotter and longer heat waves including a lack of physical activity, a decrease in mobility, and greater social isolation. These issues are then compared to likely climate scenarios for Austin in the coming century. For Austin, climate scientists project longer and hotter heat waves and higher overnight average temperatures. The results of the process are a hypothetical framework and specific actions to incorporate increasing temperatures into short-term and long-term health improvement planning. Comparing the NCA and CHA/CHIP reveals that an increase in intensity and duration of heat waves will make it especially dangerous for vulnerable communities who already struggle with health issues sensitive to heat such as obesity, respiratory ailments, and social isolation (Martens, 2014). Further analysis finds that the health implications of climate change come down to three broad topics: outdoor physical activities, lack of access to healthcare facilities, and isolation. Austin’s increasing temperatures and growing population means that more resources and efforts are needed to ensure the safety of all Austin residents. In this thesis, I put forth a hypothetical decision-making framework that prioritizes the allocation of resources to advance Austin’s pathway to climate resiliency. In addition, tools and actions are proposed to increase the climate resilience of the most vulnerable community members in Austin.

Abstract:
This study explores the social, technological economic, and environmental development of single-family residential water conservation programs at the Austin Water Utility and asks: What makes a conservation program successful? I hypothesize that water conservation programs will be successful if both institutional-producer goals and citizen-consumer goals are satisfied. While the findings suggest that this may be partially true, it also has become clear that my original actor-network model was too simple to predict the various types of influences on program success. Not only did I find other significant ‘actors’ involved in water conservation, I also found that utility and participant groups themselves represent a wide variety of interests. This study seeks to answer the research question by creating a series of narratives that critically explore water infrastructure and water conservation programs in Austin, Texas. Through a methodological lens referred to as ‘critical constructivism,’ I use mixed methods to analyze and interpret historic documents, interviews, and quantitative data as primary sources. Literature from Science and Technology Studies (STS) are used as secondary sources. This study will add to a body of knowledge that describes how and why we manage our environmental resources. The subject of conservation is especially relevant as urban growth continues with fewer affordable opportunities to increase regional water supplies. As we enter an era of expected water conflict, knowing how to conserve water effectively will help provide more opportunities for sharing a common resource amongst communities, industry, agriculture, and the environment.

Austin Logistics Inc. Solutions provides tools that help centralize resource management, optimize and maintain compliance of calling schedules for consumer financial service organization (banks, financial institutions). With the increasing number of customers, the amount of rework and availability of resources had been notably decreasing over time; thereby negatively affecting the overall cost and quality of the software being delivered. The improvement objectives of the company and its departments were broadly stated but lacking a goal-driven nature. The software measurement Goal-Question-Metric (GQM) approach was chosen and used for this research initiative to better support business driven quality improvement. Software defect density data was collected and analyzed to identify significant deviations in the software development life cycle.. The results of the initial analysis on the transformed defect-tracking data helped identify the negatively affected areas within the software development life cycle. The data showed significant variations in the requirements, design and implementation phases of the product life cycle, thus helping identify various process improvement opportunities. On quantifying the change in defect density, the effectiveness of using GQM has also provided valuable insights for process improvement. Based on these results, we were able to identify some of the weaknesses and shortcomings in our application development process.

This dissertation presents a study of African American and Hispanic speakers in East Austin, Texas, an area that has been historically segregated and is now experiencing rapid gentrification. The current literature is lacking research on minority participation in sound change. This dissertation contributes to redressing the deficit in this area by describing data from sociolinguistic interviews with African American and Hispanic speakers; the following questions are considered: How do social variables influence a linguistic system? How do the social pressures of gentrification influence linguistic variables? To what extent do minority speakers participate in sound changes present in the majority group's variety of English? Specifically, it considers GOOSE and GOAT fronting and the relative positions of LOT and THOUGHT. It has previously been suggested that only Anglo speakers participate in changes affecting these vowels. With regard to GOOSE and GOAT, in many varieties of Southern English, the back vowels become fronted in Anglo speech while they remain backed in African American and Hispanic speech (e.g., Thomas, 2001a). However, the findings discussed here show that African American and Hispanic speakers may front these vowels to achieve particular stylistic purposes. With regard to LOT and THOUGHT, these vowel classes have merged, or are undergoing merger, in many regions of the United States (Labov, Ash, & Boberg, 2006). In Texas, Anglo and Hispanic speakers exhibit the LOT~THOUGHT merger while African American speakers reportedly do not and in general resist the merger (Bailey, Wikle, & Sand, 1991; Bernstein, 1993; Labov et al., 2006; Thomas, 2001a). The findings presented here suggest a trend for LOT~THOUGHT moving towards merger among African American speakers in Central Texas. This is unexpected among African American speakers in Texas and in the U.S. at large. The findings presented illustrate the importance of ethnically diverse samples in describing speech. In Texas where there is a large population of Hispanic residents, we cannot claim to have a thorough knowledge of the regional variety of English without investigating minority speakers. The analysis presented here is a step towards describing a more diverse data set of regional American English.

IH-35 is a major north-south interstate highway across the State of Texas. It is an important business corridor, conveniently connecting four large Texas cities, Austin, Dallas, Fort Worth, and San Antonio, as well as facilitating trade between Mexico and the United States. During construction of the SH-71/IH-35 Interchange, the Austin District of the Texas Department of Transportation (TxDOT) has had to close the main lanes of IH-35 and re-route traffic. Three main lane closures happened during three weekends in 2011. During those closures, a parallel route, the SH-130 toll road, was made free to travelers. TxDOT provided both pre-trip and en-route information about the closure. They used radio, TV, portable message sign (PMS), and dynamic message signs (DMS) to inform commuters about the closure. To inform travelers passing through Austin about the closure and the existing alternative (SH-130 was toll free), they even collaborated with Dallas and San Antonio TxDOT district personnel. However, usage of SH130 was less than anticipated, and there was significant traffic queuing on IH-35. In this study, we tried to document the quantity of traffic that used the alternative path during the IH-35 closure and explore options for relieving delays on IH-35 during future closures.

Pedestrian and cyclist collisions with motor vehicles are a growing problem in the United States and in particular Austin, Texas. These collisions cause unnecessary loss of life and injury. This research explores strategies in the realms of engineering, education and enforcement from three leading cities for pedestrian and cyclist safety. Based on the analysis, I have identified possible strategies for use in Austin, Texas to prevent these collision types. I also offer a conceptual model that can be used as a framework for organizing and thinking about the various components involved in preventing pedestrian and cyclist collisions with motor vehicles.
