Full textEn ce qui concerne l’accès des émissions aux réseaux câblés, la thèse met en avant le besoin de sauvegarder un service public de l’audiovisuel. Celui-ci est défini comme un ensemble des règles qui visent à la fois le paysage audiovisuel propre à chaque Etat membre (par exemple pluralisme) et le contenu des émissions proprement dit (émissions informatives, éducatives, épanouissement culturel etc.). Le droit communautaire primaire et dérivé, tel qu’interprété par la Cour de justice, fournit les moyens de conciliation entre, d’une part les intérêts généraux et, d’autre part, les exigences découlant de la libre prestation de services et de la libre concurrence.
En ce qui concerne l’application des droits intellectuels, la thèse aborde la problématique liée à l’épuisement ou la subsistance de ceux-ci. Dans le cas de la câblodistribution, la Cour a affirmé la subsistance du droit. Cette position est corroboré par la nouvelle directive européenne sur le droit d’auteur et les droits voisins dans la société de l’information. La thèse appuie la position de subsistance en considérant qu’elle constitue une condition essentielle pour la juste récompense des auteurs.
Enfin, la thèse aborde les questions plus spécifiques qui naissent à propos de la convergence technologique et juridique. Tout d’abord, il est avancé que le service public de l’audiovisuel n’est pas uniquement lié à des contraintes techniques, mais essentiellement à des objectifs qualitatifs (contenu des émissions). Ainsi, la thèse plaide en faveur de la pérpetuité du service public de l’audiovisuel dans l’ère du numérique. Par ailleurs, des questions plus spécifiques (comme l’accès à la boucle locale, l’interconnexion des réseaux et la numérisation des infrastructures) ont été examinées.

Full textENGLISH ABSTRACT: Reading is an important skill for the 21st century and are one of the cornerstones of learning. Research shows an escalating concern about the reading ability of South African learners. In an attempt to improve the literacy levels of learners, the Northern Cape Department of Education, issued a circular to schools instructing them to implement a daily reading period of 30 minutes. It is required of schools to indicate the reading period on the timetable and reading must be formally instructed. The purpose of the study was to determine the perspectives of teachers regarding the use of the reading period and school libraries. It is hypothesized that teachers do not provide enough exposure to learners regarding reading. Secondly It is hypothesized that teachers do not a create a reading culture or foster a positive attitude towards reading, because they ignore the reading period and do not use the library as a resource. A mixed method approach was followed, where both quantitative and qualitative research designs was used. The study consisted of a literature review and an empirical study. The empirical study was conducted at two high schools in the Namaqua District. The data was collected by means of a questionnaire which was completed by 16 Grade 8 and 9 teachers. Focus group interviews were also conducted with the participating teachers. An analysis of the empirical data showed the following : - According to the results the majority of the teachers are aware of the reading period. - The teachers indicated that the reading period is not implemented at both of the schools. - The teachers did not receive any guidance or support from the Northern Cape Education Department to assist learners with reading problems. - The data showed that both schools do have a school library. - From the responses of the teachers it seems that the library resources are old and insufficient. - The data indicated that the teachers do not use the school library as a resource to promote teaching and learning. - The learners are not exposed to the library to assist them with curriculum assignments. The research confirmed the research hypothesis that the reading period is not implemented and that the school library is not used by the teachers to promote the literacy levels and academic performance of the learners.
AFRIKAANSE OPSOMMING: Lees is ʼn noodsaaklike vaardigheid in die 21ste eeu en is een van die boustene van leer. Navorsing in Suid-Afrika dui daarop dat leesprobleme in Suid-Afrika besig is om ernstige afmetings aan te neem. Om die leesvermoëns en geletterheidvlakke van leerders te verhoog, het die Noord-Kaapse Onderwysdepartement (NKOD) ʼn omsendskrywe uitgestuur, waarin skole verplig word om daagliks ʼn leesperiode van 30 minute in te stel. Hierdie leesperiode moet op die skool se rooster aangedui word. Binne die leesperiode moet lees op ʼn gestruktureerde manier aangebied word. Die breë navorsingsdoelstelling van die studie is om ondersoek in te stel na die perspektiewe van opvoeders rakende die gebruik van die leesperiode en die skoolbiblioteek. As navorsingshipotese is eerstens gestel dat opvoeders nie aan die leerders genoeg blootstelling rakende lees gee nie. Tweedens is gestel dat opvoeders nie ʼn kultuur van lees skep nie of ʼn positiewe houding teenoor lees by die leerders kweek nie, want hulle verontagsaam die leesperiode en ignoreer die biblioteek as hulpbron. In hierdie studie is daar gebruik gemaak van ʼn gemengde navorsingsontwerp, waarvolgens beide kwantitatiewe en kwalitatiewe navorsingsmetodes gekombineer word om die navorsingsprobleem beter te verstaan. Die studie het bestaan uit ’n literatuurstudie en ’n empiriese ondersoek. Die empiriese ondersoek is by twee geselekteerde hoërskole in die Namakwa-distrik gedoen. Die data is versamel deur ‘n vraelys wat voltooi is deur 16 graad 8- en 9- opvoeders van die geselekteerde skole. Fokusgroeponderhoude is ook met die deelnemers gevoer. ʼn Ontleding van die empiriese data het getoon dat: - die meerderheid van die opvoeders kennis dra van die leesperiode. - die leesperiode by nie een van die twee skole geïmplementeer word nie. - die opvoeders geen leiding en ondersteuning vanaf die Noord-Kaapse Onderwysdepartement ontvang het rakende hulpverlening aan leerders met leesprobleme nie. - beide skole beskik oor ’n skoolbiblioteek. - die skoolbiblioteek se bronne onvoldoende is en meestal verouderd is. - die opvoeders nie die skoolbiblioteek gebruik om onderrig en leer te bevorder nie. - die leerders ook geen blootstelling kry aan die skoolbiblioteek om take binne die kurrikulum te doen nie. Die navorsing bevestig die navorsingshipotese dat die leesperiode nie geïmplementeer word nie en dat die opvoeders nie die skoolbiblioteek as ʼn bron gebruik om die geletterdheid en akademiese vordering van leerders te bevorder nie.

Full textCommunication tools such as text-based instant messaging, voice and video relay services, real-time video chat and mobile SMS and MMS have successfully been used among Deaf people. Several years of field research with a local Deaf community revealed that disadvantaged South African Deaf 
people preferred to communicate with both Deaf and hearing peers in South African Sign Language as opposed to text. Synchronous video chat and video 
relay services provided such opportunities. Both types of services are commonly available in developed regions, but not in developing countries like South 
Africa. This thesis reports on a workaround approach to design and develop an asynchronous video communication tool that adapted synchronous video 
 
codecs to store-and-forward video delivery. This novel asynchronous video tool provided high quality South African Sign Language video chat at the 
expense of some additional latency. Synchronous video codec adaptation consisted of comparing codecs, and choosing one to optimise in order to 
minimise latency and preserve video quality. Traditional quality of service metrics only addressed real-time video quality and related services. There was no 
uch standard for asynchronous video communication. Therefore, we also enhanced traditional objective video quality metrics with subjective 
assessment metrics conducted with the local Deaf community.

There has been increasing needs on visual —audio renting and selling services for people who live in a big city. How does many visual-audio rental stores make profit and avoid price competition? The most important thing is to improve service quality and raise customer satisfaction. Customer satisfaction and service quality are generally regarded as two primary parallel directions in customer-behavior research. This study combines both and tests the relationships between service quality, disconfirmation, customer satisfaction in a lisrel model. First, The five dimensions that measure service quality are people, environment, products, services, and information. Then, expectations of a service are formed and the service is experienced and evaluated. The outcome is compared with the expectations. The expectations are either confirmed or disconfirmed. Finally, such disconfirmation subsequently leads to adjustments in the satisfaction level of the person engaging in the service. Besides, customer satisfaction is measured by repeat purchase, recommend intention and price tolerance. In an empirical study on visual-audio stores, the major findings are: (1)Product and information have great influences on expectations. What dimensions mainly affect services experiences and disconfirmations are product and environment. Repeat purchase and recommend intentions are both important to customer satisfaction. (2)Expectations have negative effects on customer satisfaction, but customer’s experiences on services and disconfirmation have positive effects on satisfaction. (3)According to 1-Way MANOVA, there is a significant variance of customer satisfaction among different sex of consumers. In response to those findings, the following suggestions are: (1)Adjust consumers’ expectations. (2)Improve the service quality that people feel after services. (3)Design appropriate marketing strategies for male consumers.

Newly-developed telecommunication technology brings about plurality, complexity and convenience in providing audiovisual services, making audiovisual sector one of most heavily influenced sectors in WTO by digital convergence. Thus, how WTO regulations apply to this sector remains to be clarified. Moreover, digital convergence exemplifies the conflict between cultural values and trade interest. An immediate solution is indeed in need. This thesis aims at seeking the solution by following steps. It begins with the definition of audiovisual services and its relation with culture. Then, it introduces the concept of digital convergence, explores its impact on audiovisual services, specifies the problems and indicates how to deal with those problems in principle. In order to clarify the scope of audiovisual commitments, it tries to answer “who” should be regulated, “what” regulations should be applied, and “how” they should be applied. Nevertheless, those regulations should ensure Members’ right to adopt measures for cultural protection while requires appropriate standards of review to prevent from abuse. Finally, a proposed approach of reformation is provided.

Full textThis project is concerned with a multimedia package which incorporates comics, video and pupil workbooks. The intention as to determine the effectiveness of the package on the conceptual change of pre-service teachers, using an empirical research method and decriptive analysis of results. Logistical constraints experienced at colleges of education and schools led to an alternative evaluation of the packaqe with D.E.T. college lecturers at RADMASTE workshop. Results indicated that, if properly administered, the multimedia package can assist users in identifying and changing tneir interfering preconceptions and misconceptions while they are enjoying the story.

With the approach of the digital age, knowledge and information dispersal follows the era’s practical tend in demanding effectiveness. With the technology available in the digital era, the trend of digitizing information is inevitable. Not only did this induce revolutionary changes in hardware, the development of related software also calls for a different mindset and logic. The establishment of Taipei City Government (TCG) Department of Information and Tourism’s “Digital Image Archive” is the result of this new kind of thinking. In accordance with related information digitalization and digital archive policies, TCG began works on creating a digital audio and visual platform. The objective of the platform is to integrate real-time nonlinear editing system, digital database, and search engine for efficient usage. Furthermore, this will encourage the establishment of common multimedia platform and related applications, allowing efficient management and utilization by affiliated agencies of the city government and by the public, thereby achieving the goal of government information transparency. Through the implementation of the project in real-life situation, we discover that “multimedia” encompasses a wide range of creations spanning audio and visual expressions; the definition of the term changes with the era, with the technological knowhow of the specific period accounting for the differences. The application of this project focuses on audio and visual information, excluding the procedures of filming and emphasizing on the stages of post-processing – compression, file conversion, and storage. By executing this project, we hope to push forth with the development of a digital audio-visual platform to achieve the following goals: integrate the audio and visual data from the departments of city government; promote the management and effective use of audio and visual data; expand the use of multimedia applications with added values; strengthen city marketing efforts; shorten the production time of multimedia materials; and establish a standardized exchange/application process for audio and visual materials. This paper attempts to offer suggestions regarding the future “multimedia platform” focusing on the training of staff, the upgrading of equipments, and the management and utilization of data. Hopefully, the establishment of the audio and visual platform will stimulate interaction between government agencies and the private sector, achieving the goal of “zero distance.”

Full textOne of the problems facing formal education in South Africa today is that. of coping with the educational needs of a fast developing country. An important recommendation of the De Lange Report was that educational technology should be utilised to alleviate this problem. Educational television, especially the use of video, is regarded as one of the most important technological media which can assist in this matter. A study was undertaken in the use of educational television in developing and developed countries in resolving educational problems. The role of teacher training in the successful implementation of educational television was also scrutinised. It was found that teacher training played a decisive role in the successful use of this medium. Teachers inadequately trained in the use of the medium lacked the knowledge to use it properly in the classroom. They also showed a resistance to the medium. At· present educational television in South Africa is aimed at non-formal educational needs but from 1 April 1986 the SABC will commence the broadcasting of formal educational programmes. In this study it is thus recommended that training courses in the use of educational television should be instituted at all "teacher training centres in South Africa and that all educational departments should give attention to the formal and non-formal training of in-service teachers .. Guidelines for a training course are suggested in this study. The contents of such a course would include components like television literacy, television and cognition, the analysis and evaluation of programmes, integration with the various subjects, the use and compilation of· support material and small scale television production. It is also recommended that the course should comprise lectures in theory and practical work sessions. -These practical work sessions would be regarded as the most important part of the course.

Recruitment websites, first launched in the United States, are specifically for employers and employees in various industries and sectors to exchange information online in order to satisfy the needs of both job seekers and corporate recruiters through website platforms (e-commerce consultants, 2000). Tens of thousands of companies use such platforms to recruit staff while job seekers hope that with fast online resume matching, they are able to find a job quickly. Simply put, it is about using the Internet platform to carry out the match-making work for human resourcing. Taiwan has only had an online Job Bank since 1996, which has been developed for nearly two decades. According to a survey conducted by the Institute for Information Industry, Taiwanese enterprises spend up to 10 billion NTD annually on recruitment. That has been attracting many companies to join and invest in the recruiting market. It has come to the point where the market has reached the stage of intense competition and diminishing margins. In order to snatch a piece of the market, the online recruitment industry must make efforts in all aspects. Even though the unemployment rate climbed in recent years, the industry must create new service models to stabilize market revenues. Internet with its advances in technologies, seen from a marketing point of view and advertising concepts, has already replaced traditional media, and it is an irreversible trend. The rise of websites as YouTube exemplifies the development and springing up of online audio-visual content which has started to change the viewing habits of users. In this research, using data collection and individual case studies, we find that the online recruitment industry in Taiwan while facing the coming era of audio-visual online media reacted somewhat tardily to the changes. Most print media could not ignore the impact of audio-visual media: how it could persuade their clientele to have a change of heart on and make them understand the use of audio-visual marketing will revolutionize the traditional text-based reading habits. Marketing will no longer be a cliche. The import of audio-visual services, with tailor-made customization and the recently most widely adopted keyword marketing and search engine optimisation, will be able to attract viewing and satisfy the demand of all walks of life to DIY audio and video clips. Moreover, using social media interactions as a marketing tool to encourage internet users to click-through, and eventually helping customers reduce the cost of marketing through creativity will ultimately lead to improved sales.
