C'était François Mitterrand,, Jacques Attali,, Paris, Éditions Fayard, Collection : Documents Fayard, 2005, 446 p.Rien qu'en France, plus d'une centaine de livres ont été publiés sur la présidence de François Mitterrand (1916–1996), et plusieurs biographies sont parues autour de 2006 pour souligner le dixième anniversaire de sa mort. Toutefois, parmi ces multiples références, le présent ouvrage mérite une attention toute particulière. Auteur d'une quarantaine de livres, principalement des essais rigoureux et des romans, Jacques Attali a aussi été le plus proche conseiller du président François Mitterrand, non seulement durant ses deux septennats (soit entre 1981 et 1995), mais dès 1974, lorsque ce dernier était déjà candidat socialiste aux élections présidentielles. Les deux hommes se sont côtoyés, presque quotidiennement, durant une vingtaine d'années. Cet ouvrage, le quatrième que Jacques Attali consacre à l'ancien président français, est à la fois un portrait, une biographie partielle, une suite de souvenirs très précis et une critique déchirante à propos d'un homme jugé admirable – mais au passé obscur et secret.

Purpose – The purpose of this paper is to reinterpret Attali’s worldview through the lenses of liberalism and Buddhism by mobilizing the relevant literature, beyond the mere book review. This paper is an essay based on the book “Devenir Soi” by Jacques Attali, published in France in 2014. These analytical grids were chosen, because freedom and self-realization are two themes that pervade the book. Design/methodology/approach – After presenting the book structure, the objective and the methodological approach, we uncover Attali’s interrogation, namely how to free oneself from the omnipresence of evil, the withering away of the State and growing xenophobic populist self-entitlement. We make explicit Attali’s liberalism and plea for freedom, and we present a critical discussion of his method, based on the idea of selfness essentialism and a novel comparison with Buddhism. Finally, we assess the overall success of Attali’s intellectual endeavor. Findings – Attali’s thesis is generally consistent and solid. Nevertheless, a few weaknesses are identified. Practical implications – Anybody willing to read Attali’s book as a self-development book will gain some valid insights with this paper. Social implications – Attali’s book is largely centered on the individual. Yet, through the lenses of liberalism and Buddhism, a new vision of society is put forward. Originality/value – Attali enjoys an international reputation as an intellectual, economist and essayist. Devenir Soi has not yet been translated in English. More than a mere translation, the present paper will bring his ideas to the fore in the English-speaking world.

Abstract:
Before the arise of the world economic crisis, contemporary concepts of World State creation had been based mainly on political and military-security reasons of global integration. They all emerged from ?Peace plans? of confederate consociation of national states primarily into the peace, and, then, supranational political organizations. All of the modern plans of World State that had originated in the ?Peace politics? of modern era were based on political and security arguments and offered political and institutional solutions, while their contemporary followers operated these ideas theoretically only in much different current circumstances. Only after the crisis had erupted, did new ideas and new concepts of the World State supporters emerge, suggesting how to handle the consequences of the crisis. As some national states have demonstrated incapacity to deal with it, new reasons for ?necessary? global institutional superstructure have appeared. The most important opinion on this matter was given by Jacques Attali, well known French economist, writer and high public official. This paper gives Attali?s philosophical and historical overview on world crisis as the first financial crisis of mondialization. Attali explains the inevitable historical pattern that anarchic mondialization has led to, which, he presumes, requires establishment on global level, what was previously done on the national level. Furthermore, he gives the description of a possible World State as a presumed result of balance between market and democratic forces that will lead into the establishment of new institutions on the basis of those already existing, global international organizations. All of these presumptions are exposed to criticism in the final section of the paper.

The issues of adaptation to a new environment have always been relevant, today they are also important, since in the context of globalization people are "eternal nomads" (Attali) looking for a better life. Along with this, the concept of "forced migrants" has long been included in the scientific circulation, as a category of people, for various reasons forcibly or for reasons beyond their control, who left their habitable places. The adaptation of internally displaced persons who have become victims of military conflicts is especially painful, since the state, as a rule, is not able to provide them with timely and necessary assistance. There are peculiarities of communication between the settlers and the local population, which should be taken into account in the matter of psychological rehabilitation and subsequent social adaptation.

This essay asks how the soundscapes represented in Caribbean literature and music provide alternative paradigms for conceptualizing noise and silence. As American and European sound studies have drawn from the writings of John Cage, Murray Schafer, and Jacques Attali to articulate alternative practices of listening and soundmaking, they have marginalized black experience. Caribbean noise, formed out of resistance to slavery and colonialism, has been excluded from informing those alternative practices. The depths of sonic experience revealed by soundscapes of Kamau Brathwaite’s poetry and the Mighty Sparrow’s calypsos concern the impact of centuries of Atlantic slavery on black hearing and speaking. They expose the racial and economic determinants of sound studies’ advocacy of indifferent listening and pure sound environments. In contrast, Caribbean histories of resourceful hearing and soundmaking bring distinctive sonic cultures to challenge established listening practices and provide ways of questioning canonical definitions of noise and silence.

La canción “Química”, de Mauricio Redolés, nos ofrece una crónica de la lucha de los estudiantes secundarios contra la dictadura militar chilena, en la década de los ‘80. Utilizando un recuerdo, una anécdota y un rayado callejero, la pieza es narrada desde un punto de vista interno, movilizando memoria, historia y contracultura en su poiesis. Con el estallido social de octubre de 2019, la frase del estribillo de “Química” apareció en algunos grafitis en la ciudad de Santiago, reactivando su cuestionamiento de la realidad hegemónica, a treinta años de haber sido formulada. En esta investigación realizaré un análisis de esta canción bajo el modelo de historia cultural de Carlo Ginzburg, y los postulados sobre música y profecía de Jacques Attali, intentando descifrar la microhistoria que la letra implica, la clase subalterna que se describe, y revisar sus posibilidades de diálogo con el Chile actual.

Este ensaio visa propor uma reflexão sobre as mudanças na sensibilidade musical no mundo ocidental neste fim de século. As profundas transformações na tecnologia da produção musical ocorridas nas últimas décadas provocaram uma alteração dramática do lugar que a música ocupa na sociedade e também para o indivíduo. Interpreto o impacto dessas mudanças através de quatro elementos de análise profundamente interrelacionados: a tecnologia de gravação e reprodução, a execução musical, a recepção do produto musical e as subculturas musicais que condicionam as opções de uma vasta gama de consumidores de música, jovens e velhos. Na tentativa de construir uma sensibilidade musical deveras pluralista, procurei ilustrar esses argumentos com exemplos musicais retirados dos estilos mais diversos: eruditos, tradicionais, populares, massificados, folclóricos, ritualizados, etc. Dialogo também com teorias da música e da cultura contemporânea que cobrem um amplo eixo da Musicologia e da Etnomusicologia, de Béla Bártok, Adorno e Benjamin a John Blacking, Jacques Attali, Jean Baudrillard, Simon Frith, Lawrence Kramer, entre outros.

(Attali 1977)In his opening remarks as host of the 1998 Grammy Award Show, sitcom actor, substance abuser and convicted drunk driver Kelsey Grammer promised that Marilyn Manson's ‘skinny white ass’ would not be appearing on the show. It was a truly extraordinary moment. Referring explicitly to his own teenage daughter, Spencer, Grammer couched this slur in the form of an inside joke for the baby boomer parents of children with seemingly inexplicable musical tastes. In so doing, he affirmed not only the intractable conservatism of the Academy of Recording Arts and Sciences but also the arrogant hegemony of his own generation within mainstream musical culture. The show proceeded to reward Bob Dylan with Album of the Year, James Taylor with Best Pop Album and Elton John with Best Male Pop Vocal Performance, while lavishing unbridled approbation upon the newest crop of corporate hit-makers, including Babyface, LeAnn Rimes, Hanson and the ubiquitous Spice Girls. Mitch Miller could not have orchestrated a more thoroughgoing tribute to the pop music status quo in America.

CHIF is a recently cloned, corticosteroid-induced gene which evokes K+ channel activity in oocytes (B. Attali, H. Latter, N. Rachamim, and H. Garty. Proc. Natl. Acad. Sci. USA 92: 6092-6096, 1995). To further characterize the possible role of this gene in epithelial ion transport, we have studied its epithelial distribution and hormonal induction. Northern hybridizations indicate that the zonal distribution of CHIF mRNA in kidney is: papilla >>medulla>> cortex. High levels of CHIF were also detected in a primary culture from inner medullary collecting duct (IMCD). Perfusing rats with < 20 nM aldosterone through osmotic minipumps evoked a 22.4 +/- 1.9-fold increase in colonic CHIF. A significant increase was observed 3 h after administrating the corticosteroid, but maximal response was detected only after a 72-h incubation. This response appears to be mineralocorticoid specific; perfusing or injecting rats with maximal doses of dexamethasone did not evoke a further increase in CHIF mRNA. In contrast, high levels of CHIF are expressed in kidney papilla and IMCD primary culture, irrespective of corticosteroid treatment. Thus, like the apical Na+ channel and the H(+)-K(+)-adenosinetriphosphatase, CHIF is mineralocorticoid induced in the colon but constitutively expressed in kidney.

L’auteur nous présente deux ouvrages qui analysent la propriété d’un point de vue historique d’où ressortent des notions non pas juridiques, mais plutôt culturelles et philosophiques. Le premier de ces ouvrages, Au propre et au figuré : histoire de la propriété, de Jacques Attali, constitue une réflexion sur le phénomène de la propriété et sur la raison d’être de cette institution. L’auteur nous y fait découvrir un aspect déconcertant de la propriété par sa relation avec l’homme et la mort. Par le deuxième ouvrage, Pourquoi la propriété, d’Henri Lepage, l’auteur montre plutôt la légitimité et le rôle créateur de richesses de la propriété. C’est donc sous un éclairage « économique » et s’apparentant parfois au droit naturel que la propriété y est alors présentée. Le droit moderne s’inspire t-il de ces différentes notions de la propriété ? Dans la dernière partie de son exposé l’auteur s’interroge ainsi sur le sort que les règles de notre droit réservent à la propriété en examinant tour à tour la position du législateur international (par le biais des conventions et traités internationaux) et celles du législateur constituant, tant canadien que québécois. Il appert alors que le droit de propriété moderne n’est plus un droit absolu, non plus d’ailleurs qu’un droit fondamental.

Physiol. 82(4): 1190–1199, 1997.—Cervical magnetic stimulation (CMS), a nonvolitional test of diaphragm function, is an easy means for measuring the latency of the diaphragm motor response to phrenic nerve stimulation, namely, phrenic nerve conduction time (PNCT). In this application, CMS has some practical advantages over electrical stimulation of the phrenic nerve in the neck (ES). Although normal ES-PNCTs have been consistently reported between 7 and 8 ms, data are less homogeneous for CMS-PNCTs, with some reports suggesting lower values. This study systematically compares ES- and CMS-PNCTs for the same subjects. Surface recordings of diaphragmatic electromyographic activity were obtained for seven healthy volunteers during ES and CMS of varying intensities. On average, ES-PNCTs amounted to 6.41 ± 0.84 ms and were little influenced by stimulation intensity. With CMS, PNCTs were significantly lower (average difference 1.05 ms), showing a marked increase as CMS intensity lessened. ES and CMS values became comparable for a CMS intensity 65% of the maximal possible intensity of 2.5 Tesla. These findings may be the result of phrenic nerve depolarization occurring more distally than expected with CMS, which may have clinical implications regarding the diagnosis and follow-up of phrenic nerve lesions.

The fact is, if you want to make a difference in music, you have to change the machine. (Christie 1998)In my book Rock Formation I borrowed from Walter Ong and Jacques Attali when I noted that, ‘The ability to record sound is power over sound.’ (Jones 1992, p. 51) I continue to believe that statement to be true. Arguments that I then made about the increasing role computers would play in the production of music have been borne out. They were not hard forecasts to make: one only had to imagine that the processing power of computer chips would continue to increase according to Moore's Law and then extrapolate the possibilities such increases would create for sound recording and reproduction. Even comments I made, vaguely tongue-in-cheek, expecting that we would have, in addition to the ability to record high-quality digital audio in the home, the ability to press CDs at home, and print colour inserts for CD jewel boxes, thus creating not only home studios but home pressing plants, have become a reality. However, with but a few years' hindsight, I want to append to these an argument that recording sound matters less and less, and distributing it matters more and more, or, in other words, the ability to record and transport sound is power over sound. Consequently, technology is an even more important element to which popular music scholars must attend.

Abstract:
The purpose of the article is to examine the ideological origins and political consequences of postmodernism in the contemporary world. The article uses such methods of scientific research as the comparative method, the retrospective method, and the hermeneutical method. The author of the article claims that in the context of the collapse of the project «Modern» and the idea of a mechanistic man, postmodernism becomes the ideology of Western civilization. At first, postmodernism identified itself only in the narrow world of philosophical circles, but even then it declared itself as a worldview of radical completion of the era of wholeness, «Big projects», «metanarratives» and universality. Prominent representatives of this ideology were the philosopher Gilles Deleuze and the psychoanalyst Felix Guattari, who proclaimed «rhizome» as a new social ideal, in which, as in a mushroom, there are no roots, centers and supports. In the same way, a contemporary man, according to their worldview, should not take root anywhere or in anything: neither in value, nor in culture, nor in spatial terms. A person in society becomes an unrooted nomad who is not able to cognize the world or transform it. As a result, the world is rapidly divided into a nomadic paradise of nomadic Hedonists and a nomadic hell for most of the world's population. According to a European representative of the elite, Jacques Attali, this situation is becoming an irrevocable socio-political reality.

The development and rapid spread of the electric telegraph in the mid-nineteenth century were profoundly entangled with music in ways that are seldom if ever acknowledged. Particular emphasis is often placed on sound recording as enacting what Attali describes as “the moment when everything suddenly changed.” In fact, the telegraph anticipated several key premises of recording by decades. Its language is heard, on the one hand, in the direct imitation of Strauss Jr.'s Telegraphische Depeschen, and on the other, in François Sudre's development of a “universal musical language” to communicate across distance. Works by Berlioz and Georges Kastner reveal how the telegraph fed into conceptions of musical transcendence via Spiritualists and the Aeolian harp. The attendant emphasis on mind over body was extended through the employment by conductors of telegraph technology to control musicians across ever-greater distances. This apparent disembodiment of the telegraph carried threatening implications for those social or ethnic groups aligned with the body, including performers. However, as Marshall McLuhan suggests, electricity was also primarily a “tactile” medium, and sensitivity to the telegraphic signals in art music therefore also entailed a new appreciation of the powerful role of embodied performers. Listening for the sounds of the telegraph in music of the mid-nineteenth century thus both enriches our appreciation of the historicity of these works and offers new perspectives on the negotiations between embodiment and transcendence that continue to underpin this repertoire.

Abstract:
The article analyzes the issues of the philosophy and ideology of the future from the point of view of the theory of self-organization, or synergetics. This interdisciplinary approach allows researchers to focus their efforts on the key problems of the development of civilization and, in particular, on designing the future. In the theory of valuable information developed by D.S. Chernavsky, it is shown that there is a number of knowledge, skills, and abilities that increase the probability of their holders to survive and convey essential information to the future generations. In the 21st century, civilizational choice and ideology will be such knowledge. Several “brief histories of the future” are currently popular, from S. Lem and A. Toffler to J. Attali and S.P. Huntington. All of them focus on the projection onto society of achieved or promising industrial technical changes. D. Bell’s theory of post-industrial development as well as the theory of the humanitarian and technological revolution, which is actively developing at the present time, show that this is not correct. The key factor will be the image of the desired future, which underlies the ideology adopted by the elites and public consciousness. The article shows that now a choice is being made between the society that adopts a new leftist ideology or the New Middle Ages. The current socio-economic and military-political instability in the world, which was clearly demonstrated by the situation of the COVID-19 pandemic, shows that without it the world will be dependent on the establishment and other centers of power pursuing their own, far from common, interests.

A three-party password-based authenticated key exchange (3PAKE) protocol is an important cryptographic primitive which allows two entities to establish a session key with the help of a trusted server through an insecure channel. Recently, Farash and Attari (Information Technology and Control 43(2), 143-150, 2014) presented an improved 3PAKE protocol to erase the security flaws found in Tallapally’s 3PAKE protocol (Information Technology and Control 41(1), 15-22, 2012). They claimed that their improved protocol could withstand many security attacks. However, we identified that Farash and Attari’s protocol was still sensitive to the off-line password guessing attack which directly resulted in defencelessness to the impersonation attack. In order to cope with the loopholes of Farash and Attari’s protocol, we proposed a modified 3PAKE protocol without using smart cards for wireless communications. We demonstrate that the proposed protocol can mitigate all the problems of the protocol of Farash and Attari and possess more security properties. Unmanned Aerial Vehicles (UAVs) have grasped an important role in the modern day networking. A lot of applications are being developed using aerial vehicles as a pivot. These vehicles provide a vast range of support to modern day networks. Modern computing applications such as Urban Computing, Internet of Things, Ubiquitous Computing, and the Internet for All have sought applications of UAVs to attain complex tasks. However, securing aerial vehicles in a network is not an easy task because of the difference in communication standards and range of applicability. Aerial nodes are prone to various types of attack in a network such as Sybil attack, wormhole attack, sinkhole attack, or impersonation attack. These attacks lead to a large number of vulnerabilities causing fatal incidents. A new attack is introduced in this paper termed as "Coagulation Attack". This term is derived from the clotting properties of fluids. This paper introduces the concept, issues, challenges, and research aspects of coagulation attack. A simulation study is also presented that shows the impact of such attacks over networked UAVs.
