Abstract:
An imagined divide existed between the Atlantic and Indian Ocean since the earliest days of European transoceanic discovery. The separation was reflected in the charters granted to England’s major trading companies which limited access for private merchants to eastern markets. The Indian Ocean was covered by the charter held by the East India Company and centered on bilateral luxury trade. The trade and activity in Atlantic, by contrast, quickly focused around colonization, agricultural production and trade. However, certain Atlantic merchants saw the potential of applying methods of economic expansion from the Atlantic, more specifically the early American colonies, to new colonization projects in the Indian Ocean. This article considers one such prominent Atlantic merchant, Maurice Thomson. Though his plans did not reach fruition he left a tangible impact on the eic in his attempts to introduce Atlantic methods to the East- thus underlining the porous frontier that separated them.

Abstract:
States were given equality and the ability to opt for any type of governance under the Atlantic Charter of 1941. The United Nations (UN) Declaration, which was built after the Atlantic Charter, was signed by 26 nations in 1942. Based on ideas put forth by China, Russia, the United States, and England at Dumbarton Oaks in 1944, the United Nations Charter was negotiated by 50 nations in San Francisco in June 1945. The UN was found on October 24, 1945. With the aid of its different agencies, the UN has increased its efforts in order to maintain international peace, foster social and economic growth, protect the environment, aid in humanitarian relief, and uphold the rights of women and children. The UN, in my opinion, will be the most significant international organization in the new millennium. Since the Charter, there have been both triumphs and failures, such as the inability to stop military wars that have resulted in the deaths, injuries, and displacement of millions of people. It cannot be disputed that the UN Security Council appears to have failed in Syria. The study’s purpose is to clarify whether or not the UN is still necessary.

AbstractOne striking feature of the Pacific War was the extent to which Wilsonian ideals informed the war aims of both sides. By 1943, the Atlantic Charter and Japan's Pacific Charter (Greater East Asia Joint Declaration) outlined remarkably similar visions for the postwar order. This comparative study of the histories surrounding both charters highlights parallels between the foreign policies of Great Britain and Imperial Japan. Both empires engaged with Wilsonianism in similar ways, to similar ends. Driven by geopolitical desperation, both reluctantly enshrined Wilsonian values into their war aims to survive a gruelling war with empire intact. But the endorsement of national self-determination, in particular, gave elites in dependent states a means to protest the realities of both British and Japanese rule and to demand that both empires practise what they preach. This comparative analysis of Britain and Japan thus sheds light on the part Wilsonian ideology played in the global crisis of empire during the Second World War.

Abstract In the early seventeenth century, New England merchants were heavily involved in privateering raids on Spanish and Portuguese shipping in the Caribbean and in capturing slave ships, almost entirely sent from Angola. Knowing the specific background and historical events in Angola allows us to solve a number of mysterious appearances, such as Imbangala (“canniball negroes”) raiders, and a “queen” who was probably a member of the Kongo-Ndongo nobility whose enslaved members also appear in Brazilian records of the same epoch. Careful use of contemporary and dense documentation of Angola and shipping allow this greater nuance and opens the way for other research.

Abstract:
British propaganda, delivered in the United States against immediate self-government for India in 1942, was efficiently and effectively organised. British propaganda was not adventitious. It was deliberate. The chief protagonists were Churchill and Roosevelt. Churchill's success in retaining control of government in India depended on convincing the President that there was no viable alternative. This the Prime Minister did in two ways. Firstly, his propaganda organization targetted pro-British groups in America with access to Roosevelt. Secondly, it discredited Indian nationalist leadership. Churchill's success also depended on Sir Stafford Cripps' loyalty to Whitehall and to the Government of India after his Mission in March 1942 failed to reach agreement with the Indian leaders. Cripps tailored his account of the breakdown of negotiations to fit the British propaganda line. Convincing American public opinion and, through it the President, that colonial government should remain in British hands, also depended on the right mix of censorship and press freedom in India. Britain's need to mount a propaganda campaign in the United States indicated its dual agenda: its war-related determination to maintain and increase American aid, and its longer term aim to retain control of its empire. Despite strong American support for isolationism, given legal status in the 1930s Neutrality Acts, Roosevelt was Britain's supportive friend and its ally. Britain, nonetheless, felt sufficiently threatened by the anti-imperial thrust of the Lend Lease Act and the Atlantic Charter, to develop propaganda to persuade the American public and its President that granting Indian selfgovernment in 1942 was inappropriate. The case for a propaganda campaign was made stronger by Roosevelt's constant pressure on Britaln from mid-1941 to reach a political settlement with India. Pressure was also brought to bear by the Congress Party as the price for its war-related cooperation, by China, and by the Labour Party in Britain. Japan's success in Singapore and Burma made strategists briefly assess that India might be the next target. Stable and cooperative government there was as much in America's interest as Britain's. The idea that Roosevelt might intervene in India to secure a measure of self-government there constantly worried Churchill. In turn this motivated the Foreign Office, the Ministry of Information, the India Office, the Government of India and the British Embassy in Washington to develop propaganda based, firstly, on the official explanation for the failure of the Cripps Mission and, secondly. on the elements of the August 1942 Quit India resolution which could be presented as damaging to allied war aims. The perceived danger to Britain's India-related agenda, however, did not end with substantive threats. The volatility of the American press and the President's susceptibility to it in framing policy were more unpredictable. Britain met both threats by targetting friends with access to Roosevelt, sympathetic broadcasters and pro-British sections of the press. Each had shown support for Britain during the Lend Lease debates. Britain, however, could never assume that it had won the propaganda battle or that Roosevelt would not intervene polltically on nationalist India's behalf. Roosevelt continued during 1942 and beyond to let Indian leaders know of his interest in their struggle, and information received from his Mission in New Delhi and from unofficial informants in India gave him a view of events there which differed markedly from the British account. Just as nationalist India was unsure about America's intentions, so was Britain.

The purpose of this thesis is to explore various harmonization scenarios for North Atlantic en route user charges. The current charging system involves eight countries, each with their own method for computing user charges. The scope of the research is limited to revenue neutral approaches for service providers, meaning each air navigation service provider (ANSP) receives constant total charges in 2006. Therefore, the viability of different scenarios is compared in terms of its impact on airspace users. Two different interpretation of a "harmonized" system are considered. The first explores the harmonization of only the charging methodology, allowing service providers to set and collect their own charges. The second harmonization alternative fully harmonizes the North Atlantic user charges resulting in a single charge per flight. Within each of these alternatives four different charge scenarios were modeled using 2006 data. The four alternatives are a flat charge, distance-based rate, a combination weight and distance charge, and a fixed-plus-variable charge. Utilizing 47,516 North Atlantic flights drawn from a systematic random sampling of days in 2006, the average North Atlantic user charge was determined to be $393 and ranged from less than $1 to $3,868. The magnitude of the average North Atlantic user charge is small relative to the total flight costs airlines incur, thus all harmonization approaches will have only second order effects on the airlines' bottomline. Thus, the harmonization of the regions' user charges allows for the unique opportunity to develop a more rational system of charges without large disruptions to the majority of users. The thesis explores the impact of the various charge scenarios on user stakeholder groups in terms of aircraft size, North Atlantic distance, and origin-destination regions.
(cont.) The results show a distance-based rate imposed at the ANSP-level would result in the smallest disruption to users' charges compared to the baseline system. However, any semi-independent harmonization approach sacrifices the efficiencies which could be realized under a fully harmonized system. Of the fully harmonized methods, the Eurocontrol formula with a service unit rate of $7.28 is the least disruptive to the baseline user charges.

The purpose of this mixed study was to measure the strengths. challenges. weaknesses, and quality of services to students with disabilities enrolled in metropolitan Atlanta charter schools. Through data collected from exceptional education teachers at four charter schools, the study closely examined teacher perceptions. belief's. and pedagogy regarding student achievement. curriculum delivery , school objectives. school resources, and the charter school reform initiative. Findings in this research specifically give insight into the extent to which such variable influence the achievement of' students with special needs at charter schools. Over the duration of several months data were collected through surveys. semi -structured interviews. classroom observations. field notes, and the examination of other pertinent documents. The results of this investigation primarily suggest that student preparation for meeting state performance standards is contingent upon teacher ability to provide classroom structure, creativity in providing instruction. appropriate accommodations, and remediation of skills that students arc deficient in. Other findings in this study include the high expectations charter school teachers have for all students, regardless of disability or handicap. Having high expectations for exceptional students was also consistent with teachers keeping class and school objectives synonymous. The perceptions of the teachers participating in this study further revealed that school resources. particularly media and technology have a tremendous impact on the achievement of students with disabilities. Ultimately, the respondents in this study shared positive views and opinions about the effectiveness of their school culture and climate on the achievement of students with disabilities. Limitations and recommendations arc also discussed.

Áreas naturais, assim como seus compartimentos ecológicos são, muitas vezes, negligenciados em estudos da qualidade ambiental. O compartimento insetos é extremamente importante devido sua representatividade nos ecossistemas e participação em praticamente todos os processos ecológicos mantenedores da biodiversidade. Estudos envolvendo a biomonitoração de elementos químicos são escassos no Brasil para este grupo de animais, principalmente pela inexistência de protocolos analíticos e padrões de referência para estudos ambientais. Neste trabalho, inicialmente foram avaliadas três metodologias de solubilização ácida de amostras de insetos, ou seja, o tratamento fraco (ácido nítrico a 50%), o tratamento I (ácido nítrico p.a. a 65%) e o tratamento II (ácido nítrico p.a. 65% e peróxido de hidrogênio a 35%). Após a definição do melhor procedimento de tratamento químico, as concentrações naturais de insetos foram estabelecidas para As, Cd, Cl, Cu, Fe, Mo, P, Pb, S, Sb, Th e Zn por meio das técnicas de Fluorescência de Raios-X por Energia Dispersiva (EDXRF), Espectrometria de Absorção Atômica com Forno de Grafite (GFAAS) e Espectrometria de Massas por Plasma Acoplado Indutivamente (ICP-MS). Para a garantia da qualidade do procedimento, foram utilizados os materiais de referência SRM 2976 Mussel tissue, RM 8415 Whole egg powder, SRM 1515 Apple leaves, RM 8414 Bovine muscle Powder, IAEA 336 Lichen e IAEA V-10 Hay Powder, produzidos pela Agência Internacional de Energia Atômica (IAEA) e o National Institute of Standards and Technology (NIST). Por meio deste estudo, comprovou-se a qualidade do procedimento analítico ao utilizar-se o método envolvendo HNO3 e H2O2 (tratamento II) para a solubilização das amostras de insetos e materiais de referência. Os resultados obtidos da análise quantitativa comprovaram a qualidade do procedimento analítico para a determinação de doze elementos químicos pelas técnicas analíticas empregadas. As regiões HPD foram obtidas em nível de 95% de confiança para as concentrações naturais médias de As, Cd, Cl, Cu, Fe, Mo, P, Pb, S, Sb, Th e Zn dos insetos terrestres do Refúgio Ecológico Charles Darwin, tendo resultados comparáveis àqueles de outros ecossistemas naturais. A análise estatística demonstrou a confiabilidade dos resultados obtidos para aplicação em estudos futuros referentes a insetos da Mata Atlântica de Pernambuco.
Natural areas, as well as its ecological compartments are often negligected in studies of environmental quality. The insects compartment is extremely important because of their representativeness on ecosystems and participation in almost all ecological processes for biodiversity maintaining. Studies involving biomonitoring of chemical elements are scarce in Brazil for this group of animals, especially by the absence of analytical protocols and reference standards for environmental studies. In this study, three approaches were initially evaluated of acid solubilization in insect samples, in other words, the weak treatment (50% nitric acid) treatment I (p.a. nitric acid at 65%) and treatment II (p. a. nitric acid 65 % and hydrogen peroxide 35%). After defining the best chemical treatment procedure, the natural concentrations of insects from the Refugio Ecológico Charles Darwin have been established for As, Cd, Cl, Cu, Fe, Mo, P, Pb, S, Sb, Zn and Th using Energy dispersive X-ray fluorescence (EDXRF), Graphite Furnace Atomic Absorption Spectrometry (GFAAS) and Inductively Coupled Plasma Mass Spectrometry (ICP-MS). The reference materials SRM 2976 Mussel tissue, RM 84 15 Whole egg powder, SRM 1515 Apple leaves, RM 8414 Bovine muscle Powder, IAEA 336 Lichen and IAEA V-10 Hay Powder, produced by the International Atomic Energy Agency (IAEA) and the National Institute of Standards and Technology (NIST) were used to guarantee the quality of the analytical procedure. This study proved the quality of the analytical procedure when using the method involving HNO3 and H2O2 (treatment II) for solubilization of insects samples and reference materials. The results of the quantitative analysis confirmed the quality of an analytical procedure for determining the twelve chemicals used analytical techniques. The HPD regions were obtained in 95% level of confidence for the average natural concentrations of As, Cd, Cl, Cu, Fe, Mo, P, Pb, S, Sb, Th and Zn of terrestrial insects of the Refugio Ecológico Charles Darwin, having results comparable with those of other natural ecosystems. The statistical approach demonstrated the reliability of the obtained results for using in further studies on insects from the Atlantic Forest of Pernambuco, Brazil.

William III, Prince of Orange, ascended the throne of England after the English Glorious Revolution of 1688. The next year, the American colonists rebelled against colonial administrations in the name of their new king. This thesis examines William's perception of these rebellions and the impact his perception had on colonial structures following the Glorious Revolution. Identifying William's modus operandi—his habit of acceding to other's political choices for expediency until decisive action could be taken to assert his true agenda—elucidates his imperial ambitions through the context of his actions. William, an enigmatic and taciturn figure, rarely spoke his mind and therefore his actions must speak for him. By first establishing his pattern of behavior during his early career in the Netherlands and England, this project analyzes William's long-term ambitions to bring the Americas under his direct control following the 1689 rebellions and establish colonial administrations more in line with his vision of a centralized English empire.

Abstract:
This thesis focuses on the role foreign policy played in legitimizing the early French Fifth Republic from 1958 to 1960. I argue that President Charles de Gaulle employed foreign policy in the service of gaining public support for his new government and the new republic. Many historians have argued previously that his foreign policy of grandeur, as it came to be called, was used to recast international politics and France's role in them. My work diverges from these previous interpretations by arguing that Gaullist foreign policy served, in many instances, overarching domestic goals, not French international interests. I see foreign policy as inseparable from the broader domestic ambition to craft a persuasive narrative of renewal and national unity under Gaullist stewardship. In the process, my study puts de Gaulle's foreign policy into the context of his larger aspiration to precipitate constitutional reform and, thereafter, ensure popular support. De Gaulle exploited opportunities to use foreign policy in order to shape public opinion, both domestically and internationally. These efforts, as my research reflects, helped foster public support for the new regime and, by portraying national renewal, further discredited the preceding Fourth Republic.

Embora o clado tenha sido recentemente foco de vários estudos filogenéticos, e seu monofiletismo não ser contestado, o arranjo de muitas espécies dentro do clado permanece desconhecido. Neste trabalho, investigamos o posicionamento das espécies de Centroglossa Barb.Rodr. Dunstervillea Garay e Zygostates Lindl. dentro do clado em foco, através de dados do DNA nuclear e plastidial, bem como dados morfológicos, por meio de análises de máxima verossimilhança, inferência bayesiana e máxima parcimônia. Encontramos uma relação filogenética estreita entre Dunstervillea e Eloyella P. Ortiz. sustentada por sinapomorfias morfológicas vegetativas e reprodutivas. Centroglossa e Zygostates aparecem intimamente relacionados em todas as análises, nas quais Centroglossa se mantem monofilético incluído em Zygostates. Através de análises em MEV de flores em desenvolvimento, identificamos a origem de apêndices florais, da tábula infraestigmática e do calo do labelo. Além disso, observamos em Zygostates e gêneros próximos, 26 características micromorfológicas e atividade secretora na flor em antese, que nos fornecem um maior número de caracteres e sustentam os clados gerados nas análises filogenéticas. Abstract: The Ornithocephalus clade comprising 12 genera and 120 species and is distributed from southern Mexico to northern Argentina, covering wetlands from west to eastern South America. Although the clade has recently been the focus of several phylogenetic studies, and its monophyly is not disproved, the arrangement of many species within the clade remains unknown. In this work, we investigate the placement of Centroglossa Barb.Rodr., Dunstervillea Garay and Zygostates Lindl. species within the clade in focus, using nuclear and plastid DNA data, as well as morphological data, through maximum likelihood, Bayesian inference and maximum parsimony analyzes. We found a close phylogenetic relationship between Dunstervillea and Eloyella P. Ortiz. supported by vegetative and reproductive morphological synapomorphies. Centroglossa and Zygostates appear closely related in all analyses, where Centroglossa remains monophyletic included in Zygostates. Based in analysis of SEM of development flowers, we identified the origin of floral appendages, tabula infrastigmatica and the lip callus. Through the same analysis, we observed in Zygostates and close genera, 26 micromorphological characteristics and secretory activity in the flower anthesis, which provide us a larger number of characters and support the clades generated in phylogenetic analyzes. Abstract:
Glauconite is a high specific gravity, greenish black iron-potassium pellet found in shallow marine depositional environments along the US Atlantic Continental Shelf in areas associated with offshore wind developments. Glauconite affects the geotechnical properties of sediments in which it forms and poses risks to foundation installation and performance due to its transformation from a coarse-grained to a fine-grained material due to crushing. Dense, authigenic deposits exhibit less compressibility than other crushable soils, but degrade rapidly under loading due their high internal porosity, linked to their maturity. In situ cone penetrometer testing results exhibit high tip resistance, high sleeve friction, and positive or negative excess pore pressures depending on microstructure, hindering site characterisation using standard soil classification charts. Examples of high glauconite content (> 90% by weight) sand behaviour from onshore deposits along the Atlantic coast are presented, as part of the Joint Industry Project: Piling in Glauconitic Sands (PIGS). Soil properties are shown to be highly sensitive to initial specimen conditions and preparation method, affecting particle size distribution, plasticity and thixotropy, and shear strength. Its implications on offshore geotechnical site investigation and pile foundation design are discussed.

ABSTRACT Important syn-rift hydrocarbon discoveries in the Tertiary East African Rift and in the South Atlantic subsalt basins have in recent years promoted renewed interest in the variability of source and reservoir rock facies in continental rifts. This talk considers several important new observations and developments in our understanding of the sedimentary evolution of lacustrine rift basins. Offshore subsalt basins in the South Atlantic demonstrate the importance of lacustrine carbonates, and especially microbialites, as reservoir facies in extensional systems. The role of rift-related magmatism is significant in these basins, both as drivers of hydrothermal systems around and within rift lakes, and as a source of solutes that facilitate carbonate accumulations. In the Tertiary East African Rift, substantial new hydrocarbon resources have been identified, including onshore siliciclastic reservoirs in remarkably young and shallow parts of the sedimentary section in the Albertine Graben. Rollover anticlines and fault-related folds serve as important structures for several new fields in the East African Rift, but larger structures affiliated with accommodation zones, in many instances located far offshore in the modern lakes, remain untested. Lacustrine source rocks that accumulated in stratified lake basins are the source of the oil and gas in these systems, however there is still much to be learned about their spatial and temporal variability. There is observed considerable variation in the character of organic matter on the floors of modern African lake basins, even adjacent ones. A number of factors likely govern the amount of total organic carbon preserved within the basins. These include 1) primary productivity; 2) degree of siliciclastic dilution, which is controlled in part by offshore slopes and the extent of onshore catchments, and 3) physical limnology, controlled by climate and basin-scale physiography, and the fetch-depth ratio of the lakes, which determines the likelihood of water column stratification. Scientific drilling in the African Rift lake basins is providing considerable information on the high temporal hydroclimate variability of the region, especially in the later Tertiary and Quaternary, which substantially controls basin lithofacies.

Wind and wave climatic simulations are of great interest in a number of different applications, including the design and operation of ships and offshore structures, marine energy generation, aquaculture and coastal installations. In a climate change perspective, projections of such simulations to a future climate are of great importance for risk management and adaptation purposes. This work investigates the applicability of FIS/ANFIS models for climatic simulations of wind and wave data. The models are coupled with a nonstationary time series modelling, which decomposes the initial time series into a seasonal mean value and a residual part multiplied by a seasonal standard deviation. In this way, the nonstationary character is first removed before starting the fuzzy forecasting procedure. Then, the FIS/ANFIS models are applied to the stationary residual part providing us with more unbiased climatic estimates. Two long-term datasets for an area in the North Atlantic Ocean are used in the present study, namely NORA10 (57 years) and ExWaCli (30 years in the present and 30 years in the future). Two distinct experiments have been performed to simulate future values of the time series in a climatic scale. The assessment of the simulations by means of the actual values kept for comparison purposes gives very good results.

Abstract Glauconite sand, otherwise known as ‘greensand’, is a challenging sediment type that can pose significant risks to foundation installation and performance. This is due to its tendency to transform from a stiff, high permeability coarse-grained material to a weak, low permeability fine-grained material due to particle crushing. Glauconite is an iron potassium mica, characteristically green and often found in peloidal form. It forms under reducing conditions within shallow marine depositional environments and has been found in coastal regions of the USA including locations along the Atlantic Continental Shelf associated with offshore wind farm developments. Due to its friable nature, glauconite affects the geotechnical properties of the sediments in which it forms. Geotechnical laboratory tests performed on glauconite sand samples reveal a wide range in particle size gradation and high specific gravity. Intact glauconite sand exhibits high strength, but under moderate disturbance it readily degrades into a clay-like material, increasing plasticity, reducing shear strength, and exhibiting strong thixotropic behavior. Given its tendency to crush, in situ testing with cone penetrometers produces high tip resistance and high sleeve friction, limiting the usefulness of standard soil classification charts. This paper presents an overview of the geological basis for glauconite sand formation, describes its depositional environment and maturation process, and presents results from recent tests performed on glauconite sands from the USA. Implications on pile installation and performance are discussed.

We describe the completeness of prenatal data in maternal delivery records and the prevalence of selected medical conditions and complications among patients delivering at community hospitals around Atlanta, Georgia. Medical charts for 199 maternal-infant dyads (99 infants in normal newborn nurseries and 104 infants in newborn intensive care nurseries) were identified by medical records staff at 9 hospitals and abstracted on site. Ninety-eight percent of hospital charts included prenatal records, but over 20 percent were missing results for common laboratory tests and prenatal procedures. Forty-nine percent of women had a pre-existing medical condition, 64 percent had a prenatal complication, and 63 percent had a labor or delivery complication. Missing prenatal information limits the usefulness of these records for research and may result in unnecessary tests or procedures or inappropriate medical care.

The range of submarine detection is frequently limited by the refraction produced by vertical temperature gradients in the superficial layers of the ocean. In order to measure these temperature gradients and thus to permit predictions of the range, the bathythermograph was developed and is now being used on a considerable number of anti-submarine vessels, while a somewhat modified version of the instrument is being tried out on submarines. Some 6675 bathythermograph observations from the western North Atlantic have been examined in order to determine how frequently such observations should be made so that within practical limits and anti-submarine vessel may at all times know the assured range of its sound gear. The occurrence of the four basic types of refraction patterns is shown by a series of six charts. For all but one of these patterns the range can be rather quickly and easily estimated from simple tables; but when the so-called afternoon effect is encountered, which is on the average about 20% of the time, a more complete analysis is necessary. It is found that under the most unfavorable circumstances, that is, in mid-summer and near the edges of a strong current system, there is about one chance in three that the refraction pattern will chance significantly in a distance of four miles. At other times of year and in areas where horizontal variations in temperature are less pronounced a single bathythermograph observation can be considered representative of a much larger area. It is also shown that in the western North Atlantic about 92% of the time in summer and about 34% of the time in winter the assured range of submarine detection is limited by refraction to less than 2500 yards.
