Full textThis dissertation looks into the historic genesis of the UNESCO World Heritage Programme, and gives a special relevance to the role of so-called developing countries in this. UNESCO was highly active in the field of conservation in these countries at a time that the establishment and promotion of a national heritage was perceived desirable by them. National heritage, conservation and humanitarianism – key concepts promoted in the World Heritage discourse – are European in their origin and Western in their nature. In the context of so-called developing countries, the establishment of a nation’s heritage was often a hybrid effort of international experts and national political elites, serving evolving national narratives. On a more concrete level, many actors involved saw cultural tourism, stimulated by monuments and wildlife, as a crucial source of foreign currency for these countries. Funding the identification and institutionalisation of heritage, and the conservation and management of heritage sites, was a practise occurring within and alongside other forms of technical assistance and developmental aid. Ethiopia provides a particular vivid example of these events. Ethiopia implemented the World Heritage Convention in 1977, with great effort and success. At the same time, the country was confronted with a skills-shortage crisis, due to there being at that time few native Ethiopian archaeologists, conservators, or art historians. The economic potential of heritage tourism in Ethiopia was appreciated early on and funds for conservation were sometimes raised entirely based upon the argument that the conservation of monuments would foster tourism, and development. Understanding the links between Ethiopia and the World Heritage programme during it’s initial phase provides insights into the complex processes of knowledge production, and politics, that constitutes the World Heritage discourse.

Full textSmallholder farmers across the Global South increasingly need to adapt their farming activities to fast-paced changes. Worldwide, agricultural extension services face the challenge of reaching a large and growing clientele with highly diverse information needs. In recent years, increased penetration of modern information and communication technology (ICT) has created new opportunities for disseminating agricultural information. At the same time, digital communication can also allow the involvement of large numbers of farmers in the creation and aggregation of relevant knowledge and information. By collecting well-defined data inputs from farmers and processing these data in systematic ways, agricultural advisory services can potentially improve their overall performance towards a large and heterogeneous clientele. Through three proof-of-concept studies, this dissertation delivers empirical evidence on the feasibility of different ways of employing modern ICT to harness large-scale farmer participation in agricultural extension. A first study explores the feasibility and usefulness of digitally-enabled agricultural citizen science for involving large numbers of farmers in knowledge generation. A second study adapts the ‘Positive Deviance approach’ to multi-dimensional agricultural development and delivers evidence on its feasibility. A third study suggests and tests a procedure for employing two-way communication through mobile phone interfaces for improving the targeting of agricultural advisory messages in smallholder context. Based on the empirical evidence from these three independent proof-of-concept studies, the dissertation suggests how agricultural extension services in the Global South can address the challenges of scale and complexity in smallholder farming context through increased methodological pluralism, greater farmer participation, and efficient, systematic use of digital media.

Das PIP Methodenpaket zur partizipativen Analyse und Entwicklung von Wertschöpfungsketten in Entwicklungsländern wird an Beispielen von kommerziellen Nichtholz-Waldprodukten aus Trockenwäldern Ostafrikas erklärt und gibt praktische Unterstützung zur Durchführung der PIP Workshops mit dem Ziel, Aktivitäten und Interventionen für Innovationen mit Relevanz für die gesamte Wertschöpfungskette gemeinsam mit den beteiligten Akteuren zu vereinbaren. Das PIP Konzept wurde im Rahmen des entwicklungsorientierten Forschungsprojekts CHAINS (CHAnces IN Sustainability: promoting natural resource based product chains in East Africa) entwickelt, um Bambus -, Weihrauch- und Gummi arabicum Wertschöpfungsketten in Äthiopien und dem Sudan zu verbessern. Das PIP Instrument stellt die Akteure in den Mittelpunkt und kann deshalb sehr flexibel auch für andere Produkte angewendet werden. Full textThis work examines the factors influencing the characteristics of informal settlements. Hypothetically, the morphology and other physical characteristics of informal settlements can be attributed to the effect determinable factors, which function with predictable regularities, despite a locally and culturally specific framework. Examined are those regularities, which are related to the formation of informal urban growth, and which are expressed in the morphology and further physical characteristics of informal settlements. Constant and variable factors are differentiated when examining their influence on informal urban morphologies. It is discovered that most factors can be influenced on the level of politics and legislation and therefore, the formation and the physical characteristics of informal settlements can be steered. Planning recommendations for fast, informally growing cities can be formulated and the consequences of planning and policy decisions can be predicted equally. Nearly all action and planning decisions must consider the local juridical system and specific conditions of land ownership. The research clearly shows that the physical form of informal urban development, i.e. morphology and townscape, is directly connected to the given land ownership system in a country in general, and to the land rights specifically for settled land. In other words, current as well as former land ownership conditions in a country influence the physical characteristics of the informal settlements. In principle, the land law determines type, extent and functioning of plot allocation and transfer processes; and indirectly, the type and degree of nonconformity to this legal defines the type, extent and functioning of the informal land market. The research is based on case studies in five African cities with varying legal, administrative, historic and cultural frameworks, and which are currently exposed to a rapid process of urbanization, which has started only recently. In Africa, there are distinguishable juridical systems, which partially result from colonial history. Above all, the analysis is based on original material, which was gathered by the author during field research. There are only few analyses of informal settlements, which take an architectural or planning perspective, and those are limited to individual settlements. This work now stresses the interrelation of different aspects in the framework with physical settlement characteristics, while analyzing the respective range of informal settlement forms for each case example

Full textAs a consequence of the growing foreign indebtedness since the late 1960s, the export of the German Democratic Republik (GDR) into the western markets became a question of to be or not to be. One of the most competitive sector of industry, producing final industrial goods, was, beside printing machine industry, the east german machine tool industry. Researches about their exports are still missing until today. That means the present work closes a gap of research! Two things were decisive for a continuously sale of east german machine tools into the western markets: First the will of the GDR to deal wares against wares to save foreign currencies. The international competition of the east german machine tools was a precondition to be used as an exchange currency. Seconds political reasons. Furthermor it was possible to put the east german machine tool industry in its worldwide proper place. Beside the worldwide comparison it was possible to analyse the national marketparts of the GDRs machine tool industry. While views on the east german economy talk about a lack of competition in general, without looking at the specific problems of the respective industry branch the present work distinguishes between single reasons: First the shorter intervals of the economical crises since 1973 that caused damages especially in the civil metal processing. In 1982 the western markets nearly went in totally decline, what caused an aggravate prize policy an d the closing of the national markets by protctionism. Second technical an qualitative problems. Third the too late generated export of plants connected with economical troubles of the two main importers, Iraq and Turkey

Full textAs a consequence of the growing foreign indebtedness since the late 1960s, the export of the German Democratic Republik (GDR) into the western markets became a question of to be or not to be. One of the most competitive sector of industry, producing final industrial goods, was, beside printing machine industry, the east german machine tool industry. Researches about their exports are still missing until today. That means the present work closes a gap of research! Two things were decisive for a continuously sale of east german machine tools into the western markets: First the will of the GDR to deal wares against wares to save foreign currencies. The international competition of the east german machine tools was a precondition to be used as an exchange currency. Seconds political reasons. Furthermor it was possible to put the east german machine tool industry in its worldwide proper place. Beside the worldwide comparison it was possible to analyse the national marketparts of the GDRs machine tool industry. While views on the east german economy talk about a lack of competition in general, without looking at the specific problems of the respective industry branch the present work distinguishes between single reasons: First the shorter intervals of the economical crises since 1973 that caused damages especially in the civil metal processing. In 1982 the western markets nearly went in totally decline, what caused an aggravate prize policy an d the closing of the national markets by protctionism. Second technical an qualitative problems. Third the too late generated export of plants connected with economical troubles of the two main importers, Iraq and Turkey.
