This thesis discusses the formal training courses and programs which are currently available to Operations and Maintenance, Navy (O&M,N) funded ashore command financial management accounting and budgeting personnel. It examines and analyzes the importance of training programs which are neded to meet the job responsibilities of financial management accounting and budgeting personnel. In addition, the thesis reviews the current working environment of Navy ashore financial management personnel. The results of the research indicates a lack of formal Navy financial management training courses, insufficient numbers of qualified instructors and the need for additional financial management training materials. The study identifies recommendations for specific problem areas and recommends a financial management curriculum review.

There is a growing need in defense acquisition to design timely, cost-effective competency development programs to facilitate qualifying new hires to replace a rapidly aging workforce. Navy Systems Commands (SYSCOMs), which are charged with system acquisition and sustainment, are engaged in Total Force Management strategies to support technical competency, development, and qualifications. This thesis examined a Competency Development Model constructed by Space and Naval Warfare Systems Command subject matter experts for Human System Integration (HSI) practitioners at four levels of their careers. The notional meta-competencies required by HSI practitioners were initially reviewed by 10 senior HSI acquisition professionals (representing each of the three major Navy SYSCOMs) and then 24 frontline supervisors to align them with the appropriate acquisition domain, validate the proper practitioner work level where the meta-competency was required, and identify the potential sources for meta-competency development. The results were then compiled for supervisory use in supporting HSI practitioner career development. In addition, an Individual Development Plan for front-line supervisors was constructed to support entry-level HSI employee development. It is asserted that this process can be used by other SYSCOM engineering competencies to identify requisite meta-competencies for practitioner career development and qualification.

Abstract:
This thesis investigates the feasibility of providing an easy to use automated system for developing watchbills that can be used by commands throughout the United States Navy. Currently the generation of watchbills is a manual process which is both time consuming and frustrating. This thesis develops a limited model of a working prototype of a fully automated system to be tested by Fleet Numeric Meteorological Oceanographic Command. A requirements study was conducted to determine the needs for the new system, data models designed to implement the requirements, and a feasible automated system developed. The system is implemented in Microsoft Access using a series of clearly designed and visually pleasing forms to step the user through the watchbill generating process in a well defined and efficient manner. Abstract:
Despite an abundance of commands to make tasks easier to perform, the users of feature-rich applications, such as development environments and AutoCAD applications, use only a fraction of the commands available due to a lack of awareness of the existence of many commands. Earlier work has shown that command recommendation can improve the usage of a range of commands available within such applications. In this thesis, we address the command recommendation problem, in which, given the command usage history of a set of users, the objective is to predict a command that is likely useful for the user to learn. We investigate two approaches to address the problem. The first approach is built upon the hypothesis that users of feature-rich applications who have similar features tend to use the same commands, and also, a specific user tends to use commands with similar features. Building on this hypothesis, we describe a supervised learning framework that exploits features from a user-command network to predict new links among users and commands. The second approach is built upon three hypotheses. First, we hypothesize that in feature-rich applications there exists co-occurrence patterns between commands. Second, we hypothesize that users of feature-rich applications have prevalent discovery patterns. Finally, we hypothesize that users need different recommendations based on the time elapsed between their last activity and the time of recommendation. To generate recommendations, we obtain co-occurrence and discovery patterns from the command usage history of a large set of users of the same feature-rich application. Subsequently, for each user, we produce recommendations based on the user's command usage history, co-occurrence and discovery patterns, and time elapsed since the last command usage. We refer to the algorithm we developed according to this approach as CoDis. Empirical experiments on data submitted by users of an integrated development environment (Eclipse) demonstrate that CoDis achieves significant performance improvements over link prediction, standard algorithms used for command recommendation, and matrix factorization techniques that are known to perform well in other domains. Compared to ADAGRAD, the best performing baseline, it achieves an improvement of 10.22% in recall, for a top-N recommendation task (N=20).

Abstract:
SOCAFRICA, a theater special operations command (TSOC), executes the full spectrum of Special Operations in complex environments, emphasizing the indirect approach to operations. The operational emphasis on preventive activities in a steady-state environment provides access, awareness, and options to the U.S. and its partners in the event of crises. Special Operation Forces (SOF) have doubled in size over the past decade, and SOCOM has built tremendous capabilities in that time, but TSOCsthe regional-level SOF organizationshave not shared in these capability increases. Because TSOCs are under-manned and under-resourced, they are not capable of effectively applying the indirect approach to achieve long-term effects for Geographic Combatant Commanders and Chiefs of Mission. Change is needed to improve TSOC effectiveness. This thesis will analyze the organizational shortfalls of TSOCs through the lens of the newest TSOC, SOCAFRICA, and will examine USSOCOMs Global SOF Network concept which intends to provide authorities, capabilities, and resources to TSOCs to make them the force of choice at the regional level. SOCOM has established a road map to optimize TSOCs. However, the GSN alone is not capable of implementing the necessary changes; it will require commitment and continued support from the individual services, the GCCs, and from Congress. t

Abstract:
The Imperative Commands is an interdisciplinary creative writing PhD in two parts: (a) a poem-object of 365 pages, which is an original engagement with found everyday instructional language, reimagined in an experimental/visual format; (b) ‘Appropriate Language,’ a critical and theoretical afterword exploring the inspiration, themes and methods of the poem. The premise of The Imperative Commands is to investigate current institutional and corporate language and appropriate it as poetry. It is a collagistic arrangement of found imperatives and assertions, harvested from the language of state institutions and corporate bodies that hail people on a daily basis. To create this long poetic work I set myself the initial constraint of harvesting found language during the course of a calendar year (May 1st 2014 to 30th April 2015). During this time I collected found imperatives, assertions, naturalizations of contestable information as fact, and other forms of overt and tacit instruction. The material was then transcribed, organized and rearranged in a variety of forms, using both chance and editorial interventions to make deviant collocations, stochastic juxtapositions, concrete-visual constellations and lyrical expression. ‘Appropriate Language’ breaks into several forms of afterword. The introduction outlines the general architecture and aims behind The Imperative Commands, as well as key influences on my practice and what inspired the thesis. Its main purpose is to explore ideas around how society is manipulated by language and ideology by, and for, the various institutions that seek to influence us. To do this it focuses on the writing of two thinkers: (1) the so-called ‘father of public relations’ Edward Bernays (1891-1995), who was instrumental in developing PR in the 20th century; and (2) French philosopher Louis Althusser (1918-1990) and his theory of Ideological State Apparatuses—which form and inform the essential structure of society outside the state—and interpellation, whereby individuals become ‘subjects’ through the ways in which they are hailed by ISAs and ideology. The second purpose of ‘Appropriate Language’ is to consider the affinities and differences that The Imperative Commands has with Conceptual Writing, with a particular focus on the work and ideas of poet Kenneth Goldsmith (b. 1961). My research into Conceptual Writing, and its claims of unreadability, helped to remind me of the importance of readability that I feel about my own work. That the organization of the found texts should be a readable, though idiosyncratic, book is crucial to The Imperative Commands. The harvested material when reorganized to make the poem reveals aspects of the life of a subject during a specific period of time, with disparate facets of social control brought into focus through the various language forms that constitute everyday life. The poem-object, that is also a social document, explores ways of uniting the notion of ‘concept’ and experimental writing—particularly within some of the methodologies of Conceptual Writing—with ways of maintaining and supporting a ‘self’ that is both lyrical and political.

Abstract:
This thesis aims to investigate the eect context could have to interaction between a user and a spoken dialogue system. It was assumed that using context-dependent voice commands instead of absolute semantic voice commands would make the dialogue more natural and also increase the usability. This thesis also investigate if introducing context could aect the user's privacy and if it could expose a threat for the user from a user perspective. Based on an extended literature review of spoken dialogue system, voice recognition, ambient intelligence, human-computer interaction and privacy, a spoken dialogue system was designed and implemented to test the assumption. The test study included two steps: experiment and interview. The participants conducted the dierent scenarios where a spoken dialogue system could be used with both context-dependent commands and absolute semantic commands. Based on these studies, qualitative results regarding natural, usability and privacy validated the authors hypothesis to some extent. The results indicated that the interaction between users and spoken dialogue systems was more natural and increased the usability when using context. The participants did not feel more monitored by the spoken dialogue system when using context. Some participants stated that there could be a theoretical privacy issues, but only if the security measurements were not met. The paper concludes with suggestions for future work in the scientic area.

Denna uppsats granskar aven om kontext kan paverka anvandarens integritet och om den, ur ett anvandarperspektiv, kan utgora ett hot. Baserat pa den utokade litteraturstudien av spoken dialogue system, rostigenkanning, ambient intelligence, manniska-datorinteraktion och integritet, designades och implementerades ett spoken dialogue system for att testa detta antagande. Teststudien bestod av tva steg: experiment och intervju. Deltagarna utforde olika scenarier dar ett spoken dialogue system kunde anvands med kontextberoende rostkommandon och absolut semantiska rostkommandon. Kvalitativa resultat angaende naturlighet, anvandbarhet och integritet validerade forfattarens hypotes till en viss grad. Resultatet indikerade att interaktionen mellan anvandare och ett spoken dialogue system var mer naturlig och mer anvandbar vid anvandning av kontextberoende rostkommandon istallet for absolut semantiska rostkommandon. Deltagarna kande sig inte mer overvakade av ett spoken dialogue system vid anvandning av kontextberoende rostkommandon. Somliga deltagare angav att det, i teorin, fanns integritetsproblem, men endast om inte alla sakerhetsatgarder var uppnadda. Uppsatsen avslutas med forslag pa framtida studier inom detta vetenskapliga omrade.

Natural language interaction can enable us to interface with robots such as the Personal Robot 2 (PR2), without the need for a special training or equipment. Programming such a robot to follow commands is challenging because natural language has a complex structure and semantics, a model for which needs to be based on linguistic knowledge or learned from examples. In this thesis we first enable the PR2 robot to follow manipulation commands expressed in natural language by applying the Generalized Grounding Graph (G3 ). We model the PR2's actions and their trajectories in the physical environment, define the state-action space and learn a grounding model from an annotated corpus of robot actions aligned with commands. We achieved lower overall performance than previous implementations of G3 had reported. After that, we present an approach for using the linguistic technique of coreference resolution to improve the robot's ability to understand commands consisting of multiple clauses. We constrain the groundings for coreferent phrases to be identical by merging their nodes in the grounding graph. We show that using coreference information increases the robot ability to infer the right action sequence. This brings the robotic capabilities of modeling and understanding natural language closer to our theoretical understanding of discourse.

Abstract:
Smart powered wheelchairs offer the possibility of enhanced mobility to a large and growing population---most notably older adults---and a key feature of such a chair is collision avoidance. Sensors are required to detect nearby obstacles; however, complete sensor coverage of the immediate neighbourhood is challenging for reasons including financial, computational, aesthetic, user identity and sensor reliability. It is also desirable to predict the future motion of the wheelchair based on potential input signals; however, direct modeling and control of commercial wheelchairs is not possible because of proprietary internals and interfaces. In this thesis we design a dynamic egocentric occupancy map which maintains information about local obstacles even when they are outside the field of view of the sensor system, and we construct a neural network model of the mapping between joystick inputs and wheelchair motion. Using this map and model infrastructure, we can evaluate a variety of risk assessment metrics for collaborative control of a smart wheelchair. One such metric is demonstrated on a wheelchair with a single RGB-D camera in a doorway traversal scenario where the near edge of the doorframe is no longer visible to the camera as the chair makes its turn.

The Technical Committee 9 (TC-9) of the Institute of Electrical and Electronics Engineers (IEEE) Instrument and Measurement Society wants to ensure that all members of the IEEE 1451 family of standards conform to a common set of basic functionality and have, at some level, a common interface. To this end, the IEEE p1451.0 working group has been chartered to prepare an overarching standard that will define the operation of the other members of the family while still leaving the physical interface up to the various other standards working groups. The IEEE p1451.0 will define the general functionality required of an IEEE 1451 transducer, a common command set that is appropriate to all family members, and the core set of transducer electronic data sheets (TEDS). This paper gives a brief overview of the overall functionality and follows that with a description of the commands and the TEDS.

This thesis analyzes interagency coordination from a functional and physical architectural perspective utilizing the Systems Engineering process outlined by Dennis Buede in The Engineering Design of Systems Models and Methods (2nd ed.) (2009). The process of interagency coordination is not fully understood and has proven difficult for various U.S. government agencies to replicate. Two examples of successful interagency coordination are used in this analysis the Joint Interagency Task Force-South (JIATF-South) and Special Operations Forces (SOF) high-value target teams. These two organizations are individually decomposed into their top-level functions and organized by their major physical components. The results of this analysis are applied in the creation of a notional functional and physical architecture for the U.S. European Commands new Joint Interagency Counter-Trafficking Center (JICTC).

A gerência de redes telefônicas nas modernas concessionáras do chamado Primeiro Mundo têm se apoiado, cada vez mais, sobre sistemas baseados em conhecimento. Esses sistemas inteligentes são apresentados como solução capaz de fazer face às exigências de qualidade e confiabilidade feitas pelos usuários ligados a redes, as quais crescem em dimensão e complexidade, num ritmo jamais visto. Este trabalho incursiona nesse campo e apresenta o projeto, seu desenvolvimento e a implementação, baseada na Programação em Lógica, de um sistema para auxílio à emissão de telecomandos sobre a Rede Nacional de Telefonia, operada pela EMBRATEL. Adicionalmente, apresentamos um levantamento das principais técnicas de obtenção e representação de conhecimento para fins de utilização em computadores eletrônicos.
The management of telephone networks in developed countries hás been based, in a ever-growing scale, on knowledge-based systems. Those intelligent systems have been presented as a means to face the demands in quality and reliability posed by users of those networks, which have been expanding at an uncredibly fast pace. This paper tries to explore this area and presents the project, its development and implement based on Logic Programming, of a system for aiding the sending commands upon the National Telephone Network, operated by EMBRATEL. Pour les sélectionner plus rapidement, il peut effectuer des raccourcis gestuels. Cependant, pour être efficace, il doit mémoriser ces raccourcis, une tâche difficile s’il doit activer un grand nombre de commandes. Nous étudions dans une première partie les avantages des gestes positionnels (pointage) et directionnels (Marking menus) pour la mémorisation de commandes, ainsi que l’utilisation du corps de l’utilisateur comme surface d’interaction et l’impact de deux types d’aides sémantiques (histoires, images) sur l’efficacité à mémoriser. Nous montrons que les gestes positionnels permettent d’apprendre plus rapidement et plus facilement, et que suggérer aux utilisateurs de créer des histoires liées aux commandes améliore considérablement leurs taux de rappel. Dans une deuxième partie, nous présentons des gestes bi-positionnels qui permettent l’activation d’un grand nombre de commandes. To control an interactive system, users usually have to select commands by browsing lists and hierarchical menus. To go faster, they can perform gestural shortcuts. However, to be effective, they must memorize these shortcuts, which is a difficult task when activating a large number of commands. In a first part, we study the advantages of positional (pointing) and directional (Marking menus) gestures for command memorization, as well as the use of the user's body as an interaction surface and the impact of two types of semantic aids (stories, images) on the effectiveness to memorize. We show that positional gestures make learning faster and easier, and that suggesting to users to create stories related to commands significantly improves their recall rate. In the second part, we present bi-positional gestures that allow the activation of a large number of commands. We demonstrate their effectiveness using two interaction contexts: the touchpad of a laptop (MarkPad) and a smartwatch (SCM)

Research has found that many children who come from a low socioeconomic background often begin their schooling careers behind most students. Head Start programs around the nation are utilized to close the gap in achievement, by providing those students with the educational support necessary to prepare them for future schooling. However, when assessed with the Classroom Assessment Scoring System (CLASS), Head Start programs have been found to be weaker in the area of Instructional Support. As a result, teachers are falling short in the way they provide feedback, incorporate higher thinking skills, and foster language development. In order to strengthen the instructional support component, research has supported the utilization of professional development to foster ways of incorporating informative praise which then encourages the desired behaviors and provides a rich language model for children This study was designed to provide professional development to Head Start teachers in order to increase informative praise and decrease commands and negative comments utilized by teachers. An increase in the number of general praise statements and informative praise statements used directly after the training was administered was found. However, as time progressed, the amount of praise decreased back to the levels before the training was given. It was also found that negative comments and commands decreased continuously throughout all observations after the training.

Abstract:
Background. Instant replay allows an application to highlight events without exporting a video of the whole session. Hardware-accelerated video encoding allows replay footage to be encoded in real-time with less to no impact on the runtime performance of the actual simulation in the application. Hardware-accelerated video encoding, however, is not supported on all devices such as low-tier mobile devices, nor all platforms like web browsers. When hardware-acceleration is not supported, the replay has to be encoded using a software-implemented encoder instead. Objectives. To evaluate if recording rendering API commands is a suitable replacement of real-time encoding when hardware-accelerated video encoding is not supported. Method. An experimental research method is used to make quantitative measurements of the proposed approach, Reincore, and a real-time encoder. The measured metrics is frame time and memory consumption. The Godot game engine is modified with modules for real-time video encoding (H.264, H.265 and VP9 codecs) and rendering API command recording and replaying. The engine is also used to create test scenes to evaluate if object count, image motion, object loading/unloading, replay video resolution and replay video duration has any impact on the runtime overhead of frame time and memory consumption. Results. The implemented rendering API command replayer, Reincore, appears to have minimal to no impact on the frame time overhead in all scenarios, except for a spike in increased frame time when the replayer initializes synchronization. Reincore show to be overall inferior to real-time video encoding in terms of runtime memory overhead. Conclusions. Overall, real-time encoding using the H.264 or H.265 show a similar result in frame time as recording rendering commands. However, command recording implies a more significant overhead of memory usage than real-time encoding. The frame time of using the VP9 codec for real-time encoding is inferior to recording rendering API commands.
Bakgrund. Återspelning tillåter applikationer att visa upp händelser utan att exportera en video för hela sessionen. Hårdvaruaccelererad videokodning tillåter video av återspelning att kodas i realtid med minimal påverkan på applikationens prestanda för simulering. Hårdvaruaccelererad videokodning stöds dock inte alltid på alla enheter eller plattformar, så som lågt presterande mobila enheter eller webbläsare. När hårdvaruacceleration inte stöds, måste videokodning ske med en mjukvarubaserad implementering istället. Syfte. Att utvärdera om återspelning genom inspelade renderingskommandon som fördröjer arbetet för videokodning är ett lämpligt alternativ till videokodning i realtid, när hårdvaruacceleration inte stöds. Metod. En experimentel forskningsmetod används för att samla kvantitativ mätdata från den föreslagna tillvägagången, Reincore, and en realtidsvidekodare. Mätdatan består av bildtid och minnesanvändning. Genom att modifiera spelmotorn Godot skapas moduler för realtids-videokodning samt inspelning av renderingskommandon. Spelmotorn används också för att skapa testscener för att utvärdera om antal objekt, bildrörelse, skapande av objekt under körning, upplösning eller videolängd har någon inverkan på bildtid eller minnesanvändning. Resultat. Den implementerade renderingskommando-inspelaren, Reincore, visar minimal påverkan på bildtid, med undantag för en temporär ökning när återspelaren initierar synkronisering. Reincore visar sig vara underlägsen till realtids-videokodning när det gäller minnesanvändning. Slutsatser. Realtids-videokodning med H.264 eller H.265 som video-codec visar övergripande bättre resultat för återspelning än renderingskommandoinspelning, när det gäller både bildtid samt minnesanvändning. Bildtiden för VP9 video-codec för realtids-videokodning visar däremot sämre resultat än renderingskommandinspelning.

"With the rapid development of the Internet, cloud gaming has increasingly gained attention. Cloud gaming is a new type of cloud service that allows a game to run on the cloud servers, and players interact with the game remotely on their own light-weight clients. There are many potential benefits for both players and game developers to deploy a game on a cloud server, such as reducing the need for clients to update the game, easing development of cross-device games and helping prevent software piracy. In this work, I developed a cloud game engine, Drizzle, with a time warp algorithm for latency compensation, and implemented a new transmission method that reduces the network bandwidth. Using Drizzle, I also developed a simple cloud game to evaluate the functionality and performance. Experiments with this game in a controlled laboratory environment provide objective measurements of game performance and subjective measurements of user performance. Analysis of the results shows Drizzle with time warp did not reduce noticeable latency but helped players get higher game scores compared to Drizzle without time warp. Moreover, Drizzle reduced network bitrates compared to some conventional cloud transmission methods."

Abstract:
This study investigates doctors’ and patients’ usage of three speech functions; namely statements, questions and commands in the American medical drama series House M.D. Furthermore, the study investigates interruptions between doctors and patients. The aim of the study was to ascertain whether the claim that doctors practice power over patients can be verified. The data comprises transcripts of 16 video recorded sessions of doctors and patient interacting where the material was personally collected and analyzed. In their interactions, doctors were found to dominate in making statements, asking questions and uttering commands. In addition, it was detected that the doctors’ and patients’ way to communicate differed given the fact that doctors are trained in their roles as doctors while patients are not. However, both interactants were found to perform the different speech functions similarly. The study also revealed that doctors interrupted more as compared to patients. Furthermore, gendered interruptions were found in the data, all of which came from male participants and it was concluded that the findings could be linked to the social and cultural roles of the participants. Overall, it was concluded that there exists a power relationship between doctors and patients.

This thesis examines the pamphlets which defended Parliament’s resistance against the King in the first English civil war (1642–1646), and the development of Parliament’s legal case in response to the pressures of mobilisation, ideas and events. The civil war was explained, narrated and defended in cheap print, which was consumed by the reading public who were hungry for news, ideas and justifications. Increasingly, pamphlets used the device of an implied reader to construct obedience and solve the political problems thrown up by the debate, but this unprecedented opening-up of legal issues to public debate further complicated the parliamentary cause. The thesis also integrates the printers and publishers who facilitated this public debate into its account of legal, political and religious ideas. By using typographic and bibliographic techniques, the thesis suggests that printers and publishers held coherent political and religious identities, and could exert influence over not only the pamphlets they produced, but increasingly the way that the parliamentary cause was understood. As the concept of allegiance becomes more problematic, and as histories of the civil war focus more on the concept of mobilisation and the construction of the parliamentary cause, this thesis argues that closer contextualisation and a chronological examination of the debate elucidates in greater detail the complexities and complications of the parliamentarian position. By tracing the way that Parliament’s case developed throughout the conflict and the ways in which their justification had to flex to accommodate new ideas and events, this thesis examines the legitimising frameworks that pamphlet authors used to explain the civil war, which through the course of the conflict became increasingly contested and destabilised under the weight of the polemical pamphlets themselves. The collapse of these legitimising frameworks, combined with a partisan press willing to intervene in the debate and a jury of readers willing to bring their own legal understandings to the issues of the day, left the parliamentary cause fractured and ultimately created a political environment where settlement could not be achieved.

Abstract:
This study investigates the potential benefits and challenges of using layer 3 Internet Protocol version 6 (IPv6) configuration commands. Although any other type of layers 3 devices could have been used in this study, only Cisco routers and multilayer switches are considered. The study is conducted using a simulator called Graphical Network Simulator-3 (GNS3). Even though real Cisco Internetwork Operating System (IOS) software is reliably used in this simulator, an avoidable limitation of this method involves not using this software on real routers and multilayer switches. However, it has been found that contrary to Cisco documentation, using the outgoing local interface as next hop address causes IPv6 static routing not to work; it only works when the neighbouring global unicast address is used as the next hop address. Other findings show that when static addresses are configured with Routing Information Protocol Next Generation (RIPng), Enhanced Interior Gateway Routing Protocol version 6 (EIGRPv6) or Open Shortest Path First version 3 (OSPFv3), RIPng has the best round-trip time (RTT), while OSPFv3 gives the best traceroute results. Likewise, 64-bit Extended Unique Identifier (EUI-64) addresses produce better RTT and traceroute results with RIPng than with EIGRPv6 and OSPFv3. Nonetheless, one challenge for RIPng involves failure to start the RIPng process by misconfiguring the ipv6 router rip name and ipv6 rip name enable commands. The benefit of EIGRPv6 is that its RTT is faster than that of OSPFv3 and even if the router identifiers (router-ids) are configured the same on all the routers, the EIGRPv6 process still works well. However, configuring different autonomous system numbers and failing to configure the "no shutdown" or router-id commands results in routing challenges. On the other hand, configuring the same router-id on different layer 3 devices causes OSPFv3 not to work. In spite of this challenge, when OSPFv3 is used with Hot Standby Router Protocol version 2 (HSRPv2), it generates faster RTT than EIGRPv6 and RIPng. However, the success rate of OSPFv3 for failover time of the active router to the standby router is 4% lower than EIGRPv6. In comparison to Internet Protocol version 4 (IPv4), configuring of static and EUI-64 address commands is a very challenging task, because of the hexadecimal nature of IPv6 addresses. Despite this challenge, one benefit of these commands is the ability to use slash notation such as /64 for the prefix length. When used on dual stack commands, static addresses give better native router processing performance with no encapsulation overheads. However, configuring these addresses on dual stack commands in large networks is a challenge. With regard to manual IPv6 tunnelling, configuring the tunnel interface addresses in the same network and failure to configure the tunnel mode ipv6ip command, prevents this technique from working. Although IPv6 static Network Address Translation-Protocol Translation (NAT-PT) commands are easy to configure and to troubleshoot, the NAT-PT router raises the challenge of being a single point of failure in the network. On the whole, given these benefits and challenges, implementing IPv6 in industrial networks should not be scary. The results of this study are useful guidelines on how to efficiently design and configure IPv6 networks in a smooth way.

Le thème principal de ce travail concerne la commande du circuit d'air et du circuit
d'essence des moteurs thermiques à allumage commandé avec ou sans suralimentation en air.
La présentation se décompose en cinq chapitres.
Le premier chapitre donne un état de l'art concernant la modélisation orientée
«contrôle» et la commande du circuit d'admission d'air-essence. La problématique de
l'estimation et de la commande du couple moteur est également traitée.
Dans le deuxième chapitre, les modèles mis en oeuvre dans la suite du mémoire, et
l'identification de leurs paramètres sont présentés. Les modèles moyens qui sont décrits
permettent de faire un compromis entre complexité du modèle et adéquation aux synthèses des
lois de commande proposées. Le couple moteur n'étant pas mesuré sur un véhicule de série, son
estimation fait l'objet de la fin de ce chapitre.
Le troisième chapitre propose l'utilisation des modèles flous de type Takagi-Sugeno
(TS) pour réaliser le contrôle de différentes variables. Après un rapide rappel de ce type de
modèle, son application à la commande en couple, puis au problème de la richesse (rapport
air/essence à la stoechiométrie près) sont abordés.
Le quatrième chapitre correspond à un certains nombres d'essais réels qui ont été
réalisés sur le banc moteur. En particulier, ces essais ont permis de valider des lois de
commande présentées dans le chapitre précédent sur la commande du circuit d'air et du couple
moteur. Le dernier chapitre présente quelques perspectives à ce travail.

Abstract:
This thesis describes a functional framework for developing strategic assessment at the Combatant Command level, specifically European Command. The framework establishes a functional architecture based on derived requirements and objectives according to the systems engineering process described by Dennis Buede. This thesis describes the current methodology for developing theater plans based on the national strategies established by the President, Secretary of Defense and Chairman of the Joint Chiefs of Staff. In addition, it provides an analysis of the system stakeholders in order to define the purpose and utility of a strategic assessment from various perspectives. Based on this analysis, the requirements and functions of the system are decomposed and arranged according to a hierarchy via Vitechs CORE 8 University Edition. Finally, the developed model is tested against a notional scenario that assesses a fictional exercise according to the derived functional model, in order to demonstrate the methodology used to relate activities to strategic goals. This thesis defines the framework for conducting strategic assessments and leveraging them to maximize the impact of U.S. activities.
