Full textThe voluntary sector has taken an important place in our contemporary societies. It is a topic of study for sociology. The increase of the collective, social and public sphere also makes of the association, a useful organization for the Civil Society and the Firm.Under various names, she was imperative to regulate occupations, jobs, businesses, commercial activities, products, markets and even firms. In the sector of Coffees, Hotels and Restaurants, the strategic potential of associations of support to the firm such as the Company of France’s Best Workers, the advertising cooperatives of the franchise networks, the Escoffier’s Followers, the Hospitality Modernization French Committee or the ACCOR Franchisees Federation is analyzed. Four groups of theories (sociological theories, theories of the nature of the association, Institutions theories and Organizations theories) allows to highlight its purpose and its utility to the firm. At the appropriate specificities of this type of organization corresponds an independent management approach which borrows from the management of the public and private affairs

Full textConsidering how much advice is given to young graduates regarding how they should leverage their associational activities, our research focuses on how these activities are mobilised during the recruitment procedure. It elaborates on the factors that foster the taking into account of the skills that are developed through these activities. It draws on a quantitative (CAWI) and qualitative survey (75 interviews) targeting both "Bac +5" graduates and recruiters (HR professionals, recruitment agencies and managers). The research investigate the recruiters' perception these activities, including the compensation mechanisms they see between them and the work situation. It emphasizes on the transformations of both companies and the executives' positions, that lead some recruiters to consider these activities as skill-providing. It views the young graduate as a genuine actor of the recruitment procedure: a reflexive strategist who is able to convince the recruiter of his or her skill set

Full textThe matter of commercial activity of associations rainses two aspects. Is the associative status legally compatible with the practice of such an activity? And if it is, can an association became a commercial legal entity? In spite of its + non-pritit-making ;, an association can have a regular commercial activity and can contract major commercial deeds. The association just needs to plan this activity in its statutes, then the profits should not be shared but assigned to the achievement of its statory fonction. First dedicaded to case law, this solution has been confirmed by several texts. An association with a commercial activiy needs to posses its own customers-protected against any kind of improper misappropriation of funds from its rivals. However, an association has to comply with the application of some commercial law rules linked to the commercial nature of the activity: commercial competence, competition law, etc. On the one hand, regarding the commercial position, there are several drawbacks that can prevent an association from fully taking advantage of this position : commercial lease, business. On the over hand, the association status - mainly based on the july 1st, 1901 law - sts out many gaps, thus rendering it unfit to commercial groupings : lack of authorized capital, of legal representative, of external checking. We can also notice a failure to the tradesman's criteria exclusively based on the commercial nature of the social object. Hence, the practice of a commercial activity is not sufficient to allot a commercial quality to an association - the social object of an association being by assumption non-profit making. Besides, an association cannot be recorded to the trade register which guarantees the trade recognition. An association which behaves likes a trademan looses its judicial capacity and has to be dealt with like a commercial business. An association can only take advantage of the trading quality through the bulding up of a commercial looking subsidiary company commercial society, economic interest group

Full textThe nonprofit organizations (NPO), in spite of their diversity, have tried to find a unity and become a "sector". This has been realized in the early eighties. At the beginning they were only considered for their civil and social role. Now, they are valued for their economic activities and for their ability to create job opportunities. A long time is required for the transformation of unpaid activities into salaried jobs, and of a NPO into a firm. Those changes are not obvious, but the NPO follow specific patterns of employment and of working time which help for their evolution. They have also an ability to use hidden, local and human resources that they know how to use in a flexible way. In order to realize this change, they have to find external resources (private and or public foundings), to rationalize their way of working, to lead permanent activities, and to extend their field to an anonymous audience. . . But professionalized NPO cannot be a regular firm as it doesn't renounce to its initial aims

Weir.There is an increasing need for a statistical treatment of geneticdata prompted by recent advances in molecular genetics and moleculartechnology. Study of associations between genes is one of the mostimportant aspects in applications of population genetics theory andstatistical methodology to genetic data. Developments of these methodsare important for conservation biology, experimental populationgenetics, forensic science, and for mapping human disease genes. Overthe next several years, genotypic data will be collected to attemptlocating positions of multiple genes affecting disease phenotype.Adequate statistical methodology is required to analyze thesedata. Special attention should be paid to multiple testing issuesresulting from searching through many genetic markers and high risk offalse associations. In this research we develop theory and methodsneeded to treat some of these problems. We introduce exact conditionaltests for analyzing associations within and between genes in samplesof multilocus genotypes and efficient algorithms to perform them.These tests are formulated for the general case of multiple alleles atarbitrary numbers of loci and lead to multiple testing adjustmentsbased on the closing testing principle, thus providing strongprotection of the family-wise error rate. We discuss an applicationof the closing method to the testing for Hardy-Weinberg equilibriumand computationally efficient shortcuts arising from methods forcombining p-values that allow to deal with large numbers of loci. Wealso discuss efficient Bayesian tests for heterozygote excess anddeficiency, as a special case of testing for Hardy-Weinbergequilibrium, and the frequentist properties of a p-value type ofquantity resulting from them. We further develop new methods forvalidation of experiments and for combining and adjusting independentand correlated p-values and apply them to simulated as well as toactual gene expression data sets. These methods prove to be especiallyuseful in situations with large numbers of statistical tests, such asin whole-genome screens for associations of genetic markers withdisease phenotypes and in analyzing gene expression data obtained fromDNA microarrays.

Full textIn this thesis, we study the relationship between not-for-profit organisations and public authorities through the lense of the local support measure (DLA, dispositif local d’accompagnement).In the first part of the thesis, we focus on the genesis and shape of the DLA. We observe that the DLA is a policy of public employment, implementation of which is delegated to supporting structures, and that its action is intended to help employing organizations to maintain the jobs they provide and consolidate their economic model. Study of the origin of this public policy shows the state's growing interest in non-govornmental organisations from an economic point of view, specifically their importance in the job market. In the second part, we focus on the people who implement the DLA, the agents of this public policy. Although we observe that the policy has structure, the job description of professionals who implement the DLA remains "open"; they have large margins in the realization of their work. Despite this flexibility, they share the concern for employment and job creation. This analysis leads us to suggest that the subject device to a form of government by the accompaniment. Finally, in the third part, we describe the impact of the DLA on its ‘modern professional’ beneficiaries. The ‘associative enterprises’ are pushed to structure their work organization and diversify their resources, but also to mobilize for their jobs. The DLA is also involved in implementing management systems in the job-providing organisations: these are both strategically appropriated by non-for-profit directors by the authorities. Finally, the study of relationships between associations and public authorities shows that they are fragmented, producing an uncertain and competitive environment for these organisations.The dynamics observed provide lessons that exceed the effects of DLA; indeed, the policy simply accelerates an ongoing process. The changes observed at work in the employing organisations appear to be the result of changes in the environment of such organisations, which is, in turn, largely determined by the government

Full textIn a context of profound changes in public policy, this thesis investigates the relationship between associations and public authorities by consolidating an approach in terms of interactions. Relations between these two entities are often considered unilaterally, pointing solely the increasing influence of public intervention on the functioning and projects of non-profit organizations, whereas this thesis looks also at the impact of associations on government, which is less explored in the literature. Associations providing social and “médico-social” services in the Languedoc-Roussillon Region are studied by a combination from qualitative and quantitative data. The theoretical perspective mobilized is a socio-economic one. It is built on the criticism of economic standard current according to which associations are perceived only through their economic role of service providers. By considering the political role of associations as well, this thesis adopts a more complex approach. Moreover, this approach is historically and institutionally contextualized, as suggested by the Institutionalist theory. The analysis of the changes in the regulation of the welfare state since 1945, leads to the characterization of the current model that oscillates between an enhanced supervision and a competitive tendering of the associations. Finally, the exploration of organizational and strategic features of the associations highlights, beyond rationalization, their diversity in the studied interactive process

Full textThe increasing state involvement in cultural activities has led to large areas of action coming under the responsibility of public institutions or associations whose independence with respect to the public sector may be limited. As a result, the structure of leading cultural administrative bodies is determined by the interdependence between the different public and private administration styles, a structure pluralistic in its conception decentralised and contractual in its operation. Thus they are conceived through public or combined initiatives, their structure is mixed, they contribute wholly or partially to the development of cultural activities, they are financed partially or totally by public funds. Their specific nature when compared with traditional associations has led to them being called "administrative associations". Even if constituted by legally private corporate bodies, their predominant public service role attenuates their corporate character giving them a new element of dependency similar to that of a public institution. Reducing them to offshoots of the public service, useful to outlets for public servants bridled by the restrictions associated with public service administration methods, negates their original role of facilitation joint participation between civil servants and private individuals in cultural development within a mixed legal framework at the same time unilateral and contractual. Attribution of individual roles are negociated between the "administrative associations" and public podies, the latter laying down the joint objectives and evaluating the results in terms of the methods adopted

Full textIn many applications, large-scale ontologies have to be constructed and maintained. A manual construction of an ontology is a time consuming and resource demanding process, often involving some domain experts. It would therefore be beneficial to support this process with tools that automates the construction of an ontology. This master thesis has examined the use of association rules for suggesting associations between words in text. In ontology learning, concepts are often extracted from domain specific text. Applying the association rules algorithm on the same text, the associations found can be used to discover candidate relations between concepts in an ontology. This algorithm has been implemented and integrated in GATE, a framework for natural language processing. Alongside the association rules algorithm, several information extraction and natural language processing techniques have been implemented, in which this algorithm is built upon. This has resulted in a framework for ontology learning. A qualitative evaluation of the associations found by the system has shown that the associations found by the association rules algorithm has promising results for detecting relations between concepts in an ontology. It has also been found that this algorithm is dependent on an accurate extraction of keywords. Further, a subjective evaluation of GATE has shown that it is suited as a framework for ontology learning.
