Abstract:
Technological developments and innovations of the first forty years of the digital era have primarily addressed either the audio or the visual senses. Consequently, designers have primarily focused on the audio or the visual aspects of design. In the perspective of video surveillance, the data under consideration has always been visual. However, in light of the new behavioral and physiological studies which established a proof of cross modality in human perception i.e. humans do not process audio and visual stimulus separately, but percieve a scene based on all stimulus available, similar cues are being used to develop a surveillance system which uses both audio and visual data available. Human beings can easily associate a particular sound to an object in the surrounding. Drawing from such studies, we demonstrate a technique by which we can isolate concurrent audio and video events and associate them based on perceptual grouping principles. Associating sound to an object can form apart of larger surveillance system by producing a better description of objects. We represent audio in the pitch-time domain and use image processing algorithms such as line detection to isolate significant events. These events and are then grouped based on gestalt principles of proximity and similarity which operates in audio. Once auditory events are isolated we can extract their periodicity. In video, we can extract objects by using simple background subtraction. We extract motion and shape periodicities of all the objects by tracking their position or the number of pixels in each frame. By comparing all the periodicities in audio and video using a simple index we can easily associate audio to video. We show results on five scenariosin outdoor settings with different kinds of human activity such as running, walking and other moving objects such as balls and cars.

Le secteur associatif a pris une place considérable dans nos sociétés contemporaines. C’est un objet d’étude de la sociologie. L’accroissement de la sphère collective, sociale et publique fait aussi de l’association, une organisation utile pour la Société Civile et la firme. Sous différentes dénominations, elle s’est imposée pour réguler des professions, des métiers, des activités commerciales, des produits, des marchés voire des firmes. Dans le secteur des Cafés Hôtels et Restaurants, le potentiel stratégique d’associations de support à la firme telles que la Société des Meilleurs Ouvriers de France, les coopératives publicitaires des réseaux de franchise, les Disciples d’Escoffier, le Comité Français de Modernisation de l’Hôtellerie ou encore la Fédération des Franchisés ACCOR est analysé. Quatre groupes de théories (théories sociologiques, théories de la nature de l’association, théories des Institutions et théories des Organisations) permettent de mettre en évidence sa raison d’être et son utilité pour la firme. A des spécificités propres à ce mode d’organisation correspond une approche managériale autonome qui emprunte au management des affaires publiques et privées
The voluntary sector has taken an important place in our contemporary societies. It is a topic of study for sociology. The increase of the collective, social and public sphere also makes of the association, a useful organization for the Civil Society and the Firm.Under various names, she was imperative to regulate occupations, jobs, businesses, commercial activities, products, markets and even firms. In the sector of Coffees, Hotels and Restaurants, the strategic potential of associations of support to the firm such as the Company of France’s Best Workers, the advertising cooperatives of the franchise networks, the Escoffier’s Followers, the Hospitality Modernization French Committee or the ACCOR Franchisees Federation is analyzed. Four groups of theories (sociological theories, theories of the nature of the association, Institutions theories and Organizations theories) allows to highlight its purpose and its utility to the firm. At the appropriate specificities of this type of organization corresponds an independent management approach which borrows from the management of the public and private affairs

Abstract:
This thesis examines the social role of the Indonesian women's organization known as `Aisyiyah, the female wing of the reformist group the Muhammadiyah, founded in 1912. This is achieved by analyzing the development of the organization vis a vis other Muslim women's organizations. It looks at the activities of `Aisyiyah during the period extending from its birth in 1917 until the late New Order era of the 1990s, with close reference to other women's organizations.
A comparison of the activities of `Aisyiyah with those of other women's organizations, and an analysis of the response of this organization towards such issues as polygamy, is also an important feature of this work. While there was much common purpose, still, inevitable differences in perspective, even disharmony developed between `Aisyiyah and other women's groups. This was due in many respects to its determination to maintain its identity as a Muslim women's organization, while it at the same time faced certain limitations by virtue of its being a part of the Muhammadiyah. In general, however, `Aisyiyah is no different from other women's organizations in Indonesia, all of which have tried to represent women's interests and have struggled for their enhancement, while at the same time being faced with the challenges posed by a constantly changing political situation.

Abstract:
Neurological and psychiatric disorders reveal that the basal ganglia subserve diverse functional domains, including movement, reward, and cognitive disorders (e.g., Parkinson's disease, addiction, schizophrenia). Monkey anatomical studies show that the striatum, the input structure of the basal ganglia, receives projections from nearly the entire cerebral cortex with a broad topography of motor, limbic, and association zones. However, until recently, non-invasive methods have not been available to conduct the complete mapping of the cortex to the striatum in humans. The development of functional connectivity magnetic resonance imaging (fcMRI) now allows the identification of functional connections in humans. The present dissertation reports two studies that first create a complete map of corticostriatal connectivity and then more closely examine striatal connectivity with association networks underlying cognition.

Abstract:
In large data, set of mined association rules are typically large in number and hard to interpret. Some grouping and pruning methods have been developed to make rules more understandable. In this study, one of these methods is modified to be more effective and more efficient in applications including low thresholds for support or confidence, such as association analysis of product/process quality improvement. Results of experiments on benchmark datasets show that the proposed method groups and prunes more rules. In the literature, many rule reduction methods, including grouping and pruning methods, have been proposed for different applications. The variety in methods makes it hard to select the right method for applications such those of quality improvement. In this study a novel performance comparison basis is introduced to address this problem. It is applied here to compare the improved method to the original one. The introduced basis is tailored for quality data, but is flexible and can be changed to be applicable in other application domains.

Abstract:
Providing strategic leadership for global Not-for-Profit organisations poses great challenges to the leadership structures of these voluntary organisations. This study looks at the phenomenon of strategic leadership in the Duke of Edinburgh’s (DOE) International Award Association (IAA) as a global Not-for-Profit Organisation (NPO). The main aim of the research was an in-depth examination of the processes involved in leadership at the top level in a global NPO. Eight strategic leaders from the top management team were interviewed. Further information was generated from a study of the Annual Reports spanning the 15 year period (1988/9 – 2003/4), and key strategic documents were used as supporting material. The research was conducted in a phenomenological paradigm, using the case study research method. Care was taken to minimize possible researcher bias and interpretations, as the researcher has been associated with this organisation for the past 18 years. It was found that the Royal Family play extremely valuable and multifaceted roles in the organisation. The triumvirate of The Royals; The Secretary General’s; and The Trustees; works well as individual ‘great groups’ yet when necessary, they form a collective collaborative grouping to effect strategic leadership for the IAA. The two main themes to emerge from the findings were the nature of the DOE as a global NPO and the role of strategic leadership in the DOE Award. The DOE Award has demonstrated that it has many unique strategic leadership features and is using these features to become more business-like in the application of its new strategic vision. The individual ‘great groups’ offer sound leadership throughout the process of overseeing and running the business of the DOE Award yet, when necessary and appropriate, these great groups appear to work collectively, perhaps in an unstructured manner, as the triumvirate of power. Their collective collaborative leadership is a unique feature of the DOE Award. The highly interactive role of the Royal Family is unique and sets the DOE Award apart from other similar youth organisations globally. The nature of the loose association of National Award Authorities all subscribing to the rules and conditions of association is also a very unique feature of this NPO. The DOE Award is not a movement organisation but is guided by its service ethic. The DOE Award is a service organisation in which the strategic leadership plays a crucial role yet the constitutional power resides with the International Award Association membership. This IAA membership meets every three years at the World Forum Triennium to approve all new policy and procedures.

For six years, under the informal leadership of a few professionals committed to fostering the healthy social and emotional development of infants and young children in Tennessee, a group of passionate individuals and agencies came together on a bimonthlly and subsequently quarterly basis for the purpose of building relationships, identifying existing resources and opportunities, and beginning to identify what is needed to address the mental health needs of the birth through age 5 population. From the initial meeting of 25 or so individuals, the attendance and agency representation steadily grew and the group’s identity as a valuable initiative was established. In this presentation, the expansion of this informal grassroots initiative into a formal non-profit corporation receiving funding from the Tennessee Department of Health to support developing the capacity and quality of the early childhood workforce will be described. The presenter also will describe the current work of the Association of Infant Mental Health in Tennessee (AIMHiTN), including the implementation of the Infant Mental Health (IMH) Endorsement® for Culturally Sensitive, Relationship-Focused Practice Promoting Infant Mental Health (IMH-E®), an internationally recognized credential.

Abstract:
The purpose of this study was to investigate selected landmark events in the historical development of the Texas Music Educators Association, 1938-1980, and the decisions which influenced their outcomes. A polling of twenty former presidents of TMEA selected the following landmark events that helped to shape the history of TMEA: (1) the change from a band organization to a music educators organization in 1938, (2) the University Interscholastic League takeover of contests in 1947, and (3) TMEA's separation from the Music Educators National Conference in 1976. In addition to developing a historical chronology from documentary sources, in-depth interviews were conducted with actual participants in these landmark events. The interviews utilized comparable questions, in order to identify decision-making patterns, while also capturing the atmosphere and visceral context of TMEA history. Literature from the social science disciplines on organizational decision—making was explored for help in understanding what happened, how, and why. In all three events the final decision was strongly influenced by factors external to the TMEA. The strong power position held by school administrators was evident in both the first and second events, while reinforcement from actively lobbying choral directors was also a factor in the first event only. The strong ultimatum from MENC, backed by their unchallenged charter authority, was a key factor in the third event. Still, TMEA continued to grow, and avoided debilitating organizational trauma. TMEA leaders often demonstrated a capacity to react quickly to sudden changes in the organizational environment, turning potential liabilities into assets. The TMEA was found to be an organization greatly dependent on the decisions of others, but strongly independent and self-sufficient in spirit. This independence has both negative and positive potential. It can become an unnatural barrier between Texas music educators and the MENC, or it can fuel the drive for professional excellence in music education.

Des entretiens avec 62 présidents et directeurs mais aussi d'autres salariés de fédérations de MJC ainsi que trois historiens ou sociologues ont permis de confirmer certains postulats théoriques quant à la complexité de la relation entre un président et un directeur d'association, parfois conflictuelle, mais aussi de révéler la diversité de formes que cette relation peut revêtir, tout comme la diversité des acteurs, quant à leur rapport au pouvoir mais aussi à leur militantisme. Cette thèse a en outre mis en avant un point commun à l'ensemble de ces acteurs associatifs : un sentiment d'appartenance à un réseau et plus largement à un courant de pensée, l'éducation populaire
This thesis deals with the relationship that a volunteer president and a managing director, employee, of a MJC, but also other popular education non-profit organizations, can maintain within the governance they exercice together. Interviews with 62 presidents and managing directors, but also other employees of MJC and three historians or sociologists confirmed some of the basic premises about the complexity of the relationship between a president and a managing director of non-profit organization, sometimes conflicting, but showed also the variety of forms this relationship can take on, as the diversity of the actors, about their relation to authority but also to their militancy. Moreover, this thesis has highlighted a common point to the totality of these associative actors : a sense of belonging to a network and more widely to a line of thought, the popular education

By using narrative inquiry and which’s concern, the researcher takes” hope sharer” (which accepted management education) as the study case , trying to answer the question of “managerialism and organization of business student association”. And found that, the daily life of hope sharer was influenced by the value of managerialism in the aspects of “daily meeting discussion”, “organizationally structural division of work ” and “the characteristic of student association”. The process of daily meeting discussion of hope sharer becomes lengthy and formal, because of the reason that team members put too much emphasis on conference proceedings; “the organizationally structural division of work” was supposed to assist the operation of hope sharer, but transforming hope sharer’s working team into multiple independent individuals instead, and which can’t support one another. Nevertheless, “the characteristic of student association ”of hope sharer takes favor of the feeling of belonging and coherence, which collapsed due to the thought of division of work and emphasizing procedure, but it was which makes students feeling lonely and separates each of them. The organization system which was built to serve the members of hope sharer, deprives human’s happiness and the joy of work. Human was thus enforced to be Hannah Arendt so-called “physical labor (which was the slave of the world)” instead of ”action”. It is the condition that not only the organization system overrides human, but also the emergence and characters that managerialism appears in the world. The research tends to discussion and reflex how managerialism influences people’s daily life, and reflexes the meaning of management by using the story of the case study.

Abstract Knowledge power is the primary economic drive in the 21st century. Counting on mental power and creative mind, organizations will compete in a whole new battlefield, which is going to create both uncertainty and opportunity for its participants. Those who control the source of knowledge hold the key to success. Peter M. Senge’s (1995) saying, “An outstanding organization engages all its workers and constantly strives for learning,” has been echoed by Pen-chu, Sun, who emphasize that constant learning is a key to sense the ever-changing market tastes to therefore survive and develop out of the fierce competition. In conclusion, the characteristics of ‘Learning Organization’─to possess the ability to learn, to adapt to the constant changing environment, and to create─have become the most promising resolution to the government to seek for the revolutional change and development. This research aims at investigating the governmental staff ‘s cognitive attitudes and revealing their present circumstances during the process of learning. Then, it will probe in depth the effect of personality variables and organization culture on the promotion of ‘Learning Organization.’ Finally, this paper will examine correlative relationship of ‘Learning Organization’ on ‘Organization Administration Effectiveness”. The findings of ‘Learning Organization’ were expected to contribute to the government to promote service quality in terms of personnel and administrative effectiveness. This research adopts ‘Questionnaire Survey Method’ as the primary tool to obtain raw data. A questionnaire of previously designed format is adopted to maintain the unity and quality of research findings in this related field, and thus the accumulated results can be promised. Any insufficient items will be supplemented by self-designed format. The subject of study is Chiayi County Government. The items surveyed include ‘personality variables’, ‘organization culture’, ‘learning organization’, ‘organization administration effectiveness’, and other basic variables. The data obtained will be computerized and analyzed by a digital program called ‘SPSS for Windows’ to verify the hypothesis. The research comes to the following conclusion: 1. Differences on surface based on some of the basic variables: Comparing the differences on surface based on individual personality variables, organization culture, learning organization, and organization administration effectiveness yields the results that department and duty variables did not cause any surface differences. Other variables such as gender, age, educational background, duration of service did contribute to surface differences. 2. Analysis of present circumstances for learning organization: According to the analysis, Chiayi County Government did not conform to the requirements of learning organization. In practice, the administrative performance of Chiayi County Government is rated average. According to the statement proposed by Tobin, we may reasonably conclude that Chiayi County Government, to certain extent, conform to typical ‘bureaucratic organization’ instead of ‘learning organization’. 3. Other correlative relationships: a. ‘Personality Variables’ are highly positively correlated to ‘Organization Culture.’ b. ‘Personality Variables’ are moderately positively correlated to ‘Learning Organization.’ c. ‘Organization Culture’ is highly positively correlated to ‘Learning Organization.’ d. ‘Learning Organization’ is highly positively correlated to ‘Organization Administration Effectiveness.’ The research findings suggest the following resolutions: 1. Organization Culture Reform Organization culture rooted deeply inside the office workers may constantly act upon the workers’ value systems, attitudes, and behaviors thereby influencing their administrative effectiveness. Moreover, the bureaucratic culture of this context sets constraints on its organizations, causing the organizations to lose creativity and flexibility to deal with the changing world and ultimately influencing the positive interaction between the government and the civilian. Needless to say, this also has effect on the execution of “Learning Organization.” To free from the shackles of bureaucratic culture, organizations must undergo an organization culture reform to rejuvenate a culture of creativity, energy, and support. Only then will the ‘Learning Organization’ be successfully executed. 2. Building a ‘Learning Organization’ a. Building corporate vision. b. Offering professional training on ‘Learning Organization’ to cultivate workers professional status and enhance organization administration effectiveness. c. Developing a resource facility to promote the atmosphere of organizational learning. d. Providing ‘Fifth Disciplines Training’ to cultivate leaders to efficiently attain the ultimate goal of ‘Learning Organization.’ 3. Proposal for future research. This research examines the relationship between organization structure, market competition, balanced scorecard (BSC) usage and organizational performance. The organization structure is measured by the degree of decentralization, nature of formalization, level of vertical differentiation and level of horizontal integration. Market competition is measured by the degree of market competition. All firms listed in Taiwan Stock Exchange are included in the questionnaire survey. 150 valid responses are used for the quantitative analysis. It represents a useable response rate of 21.5%. The empirical results suggest that firms with higher degree of decentralization, lower level of vertical differentiation, higher level of horizontal integration, encouraging creative, encouraging autonomous work and learning, higher degree of market competition make more use of a BSC. We also find that greater BSC usage is associated with improved organizational performance. In addition, the empirical results suggest that the association between greater BSC usage and improved organizational performance depends on appropriate centralization and vertical differentiation.

With a present-day climate characterized by more competition, non-profit organization’s operation has become more complicated. They may be replaced anytime and anywhere. Additionally, with a rapidly changing environment, non-profit organization’s educative training has become significant to making employee’s more competitive and contributing to the growth of the organization. This type of training also shows that the non-profit organization’s culture affects its operation relatively. Educative training is crucial for substantially influencing the development of the organization.   This study used the National Farmers’ Association as a case study to explain the differences among three aspects: educative training, organizational culture, and organizational evaluation. After distributing 300 questionnaires in the central region of Taiwan, this study used SPSS and Structure Equation Modeling to analyze the data. Findings showed a significant positive correlation between: educative training and organizational culture; educative training and organizational evaluation; and organizational culture and organizational evaluation. The study validated the educative training model, and the organizational culture and organizational evaluation were found to be relevant. Moreover, the educative training was found to affect organizational culture significantly by enhancing employee cooperation and performance, which may contribute to organizational evaluation.

According to the statistic released in 2006 by The Ministry of Interior, about 170 couples in Taiwan confronted marriage issue every day. In other words, one of two couples will divorce after getting married. It is also the highest rate among Asia countries. “Marriage” and “Family” relationship in Taiwan have become serious social issues nowadays. Warm Life Organization thus is set up to provide a communication and support platform to help women who are dealing with different marriage and family issues. However, this strong and well-known social functions did not drive more new membership into the organization, moreover, the total membership number between 2004 to 2007 has significantly drop down every year. The purpose of this thesis aims to discover customer needs, customer satisfaction and customer participation between organization with members and non-members. Meanwhile, this research adopts the concept of relationship marketing as a major channel to build up a long-term reliability and relationship between organization as well as members or non-members. This research further suggests possible membership maintenance methods, more membership participation opportunities and driving force to encourage new blood according to the survey result.

This study examines the association between inventor inflows and firm innovation performance, and distinguishes the impacts of vertical inflows of inventors and those of horizontal inflows of inventors. More importantly, this study examines the moderating effects of firm size on the relationship between inventor inflows and firm innovation performance. This study uses 29 semiconductor firms from 1996 to 2004 as research sample. The empirical results of this study show that there is a negative association between inventor inflows in current year and patent quantity in the lagged fourth-year. Besides, there is a negative association between vertical/horizontal inflows of inventors in current year and patent quantity in the lagged fourth-year. Finally, the firm size positively moderates the relationship between horizontal inflows of inventors in current year and patent quantity in the lagged fourth-year, while the firm size negatively moderates the relationship between vertical inflows of inventors in current year and patent quantity in the lagged fourth-year.

On October 30, 2015, the Chief Justice made an explanation of the interpretation of No. 733, the case of the establishment of the chairman of the professional group, which led to many discussions. It is puzzling that the legal system of the people's organizations in our country is seriously outdated, regardless of whether the "private legal person" and the mandatory "public legal person" associations are still in the historical process of "supervising" the concept of the supervision period. However, the people's groups of the public legal nature and the freely formed people's groups are two organizations that are completely different in nature. Therefore, there is no reason to standardize the two after democratization. The Constitution guarantees that the people have freedom of association, and that the entire people use the form of association to form a common will and pursue a common philosophy to achieve common goals. Interpretation No. 467 explained that the people’s groups were highly compulsory, and it was very clear that they must be limited to public legal persons. In our country, the Physician Association is a specialized professional group, adopting a "compulsory admission" system, and is a non-profit organization. The law often gives it the public power necessary to accomplish its tasks, and its task is to have the status of indirect state administration. The application of the inherent legal reservation principle is different from other groups classified by the legislators in detail. However, in reality, it does not have the status of a public corporation. Accordingly, it is necessary to distinguish between "public legal person" or "private legal person". The ideal of practicing democratic politics is the current trend of the world and the aspirations of the whole people. In the exercise of the rule of power, the state has to implement the principle of sovereignty in the people's democracy, sometimes it is necessary to adapt to local conditions or to adapt to the circumstances. It needs to be achieved by the form of autonomous administration to conform to public opinion. Specialized professional group physicians' associations, regardless of the externality and internality of group organizations, are closely related to the survival of the groups, whether the organs are exercising their functions and powers according to law, and whether their internal and external supervisory units are inspected according to law, and corrective actions are proposed in due course. This has a great impact on the achievement of the objectives and tasks of the guild group and the development of the conference. Therefore, it needs to have certain legitimacy. In order to implement sovereignty in the principle of all members and to avoid the control of the state or political and economic forces, the Physician's Association must ensure the autonomous administrative Power to conform to the will of the members and the legitimacy of democracy. The state's respect for professional group autonomy itself and modest empowerment are the core values. However, our country has always favored "local self-government administration". For "functional autonomous administration", both in practice and in theory, it is rare to be discussed and clarified in the academic field. Based on this, the motivation of this paper is to highlight the attributes and positioning of the current professional group, and the long-standing problems and disputes. And try to understand the inquiry from the legal system currently applicable to professional groups. It is a "public legal person" or "private legal person" and its suitability. In addition, the other is based on the composition of the physician's law, and is currently positioned in the organization and business of the general professional group of physicians' associations, in order to understand the characteristics of their group autonomy and the current difficulties. It also collects the legal system and related literatures of the two national professional groups (Physician Associations) in Germany and Japan, and then compares with the current legal system in our country, and proposes reviews and suggestions. In order to achieve the best positioning and practice for the purpose of participating in the professional group.

Moreover, we will know what the differences of the concept of Love between the male and the female through free word association test. The methods for this study include: (1) literature review (word association test and studies of lexical semantics, semantic memory, network model, semantic network model, spreading activation, and (2) data collection (analyzing by network model and spreading activation theory). On the field of organizational socialization tactics, the focus of employee individual differences has been discussed a lot these years, yet employee manifest needs, which also an important one, are not been discussed well. Therefore, the current study examined the linkage between organizational socialization tactics and person-organization (P-O) fit and examined the moderating influence of employee manifest needs, including need for achievement, need for affiliation, need for autonomy and need for dominance. Using cross-sectional design and a web-based self-reported questionnaire, the participants were given to a website and finished the questionnaire. Results from a sample of 202 full time employees (mean tenure were 15 months) in Taiwan revealed a positive relationship between organizational socialization tactics and P-O fit. However, the association between firm’s socialization tactics and P-O fit was facilitated by need for achievement and need for affiliation that employee’s motivational needs or drives on their work-related behaviors. The results support the importance of an institutionalized socialization tactic and the importance of individual difference and the application for practice are discussed below.

Organizational climate has been a very important cultural element in organization. Around the competitive environment, companies nowadays devote themselves to developing not only in profession techniques but also in human resources those are stable, faithful, and positive. The purpose of this study highlights: (1)gaining insight into the relationship between organizational climate dimensions and employee turnover. (2)exploring the climate reasons why employees quit their jobs. (3)exploring the relationships between organizational climate dimensions and demographic variables. This study used the survey method to conduct primary data collection by questionnaires. Basing on the past research focusing on the relationship between the climate or culture and employee turnover macro variables, this study further explores the micro dimensions of organizational climate according to practitioners’ individual response. The study sent out 384 copies of questionnaires to the research samples, 296 responded, approximately 65.1% effective response, and using SPSS 12.0 statistical soft package to do the descriptive statistics and correlation analysis.

In recent years, the development of the semiconductor industry becomes gradually slow down and mature. The demand of emerging industries is gradually increasing. The wave of globalization, non-profit organizations, and so-called business organizations (industry associations) must play an important role as an industrial platform, by organizing various Industrial activities to promote the healthy development of industries and serving a good communi- cation channel to lobby government policies. In this study, by Seetoo, Dah-Hsian William (1999) who proposed the "CORPS" model to exam the development and service status on the non-profit organization, find out the solutions to improve the current difficulties faced by industry associations, and to develop a strategy for future development. After examining via “the CORPS, five scopes” on the operations of the industry association, the study has found that the development of the association has many unique advantages, and there are many advantages to be commended on their operation approach. However, there can be having some improvement on human resources, financial and operational management. According to the study results of SWOT analysis, the industry association has its weakness and threats. But the industry association still has a great potential and business opportunities. This study suggests that the association could leverage the innovative operation mode, open and positive approach for strategic alliances and provide diversified industrial services through the existing infrastructure and energy, into the emerging industries to render richer member service. Deeply use the resources and value chain to improve the operation and raise the effectiveness to achieve the industry association’s goal on both the sustainability and develop- ment growth.

In Taiwan, there are a considerable number of nonprofit organizations (“NPOs”). Some of them are well-known, fully equipped with a public relations department or publicists that have certain level of capability in resources gathering. However, there are still lots of small and medium-sized NPOs which are not famous enough. The crowding out effect on resource allocation has thus arisen, leading to the shortage of resources for many NPOs. The researcher has been devoted to juvenile delinquent social work for more than six years. During the time spent with juvenile delinquents (the “cases”) entering judicial treatment, the researcher sees their needs as well as the dilemma of the system. Therefore, the researcher hopes to offer actual help to meet the needs of the cases by trying to adjust the design of projects so as to gain visibility for the organization, increase donations, and publicize juvenile social work. The researcher also intends to reduce the negative impression of juvenile delinquents through ways of marketing. This study adopts the action research method, which is not commonly used for current marketing research on NPOs. As a frontline social worker, the researcher intends to study on how a small-sized NPO without a public relations department or relevant budget can make changes in terms of the needs of the cases and the organization itself. The researcher follows the steps of action research and examines and amends the plan during numerous cycles; each next action is performed based on the previous amendment. From such process, the researcher attempts to discover the affecting factors, provide suggestions and the direction for future study based on the analysis, and thus to help NPOs or their project implementers to map out a more efficient route. The conclusion of the research is as follows: 1.Media exposure is crucial to an NPO, which gives direct impact on money donations in the short term and image and reputation in the long term. 2.In the organization, people who implement projects also play the role of publicists, responsible for building the image of the organization and presenting the best part of it to the public. 3.By publicizing the social services through media, an NPO is able to present a good self-image as well as introduce the public to this organization. It raises visibility of the organization and thus helps to recruit more volunteers and increase donations. 4.Through publicity NPO can earn more attention from potential cooperative partners. Building cooperative alliance will increase the publicity of both sides and form positive images, which works more efficiently than advertisements. This study finds that the increase of publicity of an NPO helps to enhance people’s understanding of juvenile rehabilitation and eliminate relevant prejudice. It brings in not only more attention to juvenile rehabilitation but also more donations, volunteer and opportunities to build cooperative alliance. Finally, the researcher looks forward that this study would stand as a reference for the small and medium-sized NPOs in extending their services.

Taiwan Yunlin Irrigation Association was established in a way with three organizational levels: the association departments, the management offices and the workstations. There are many units and levels in current organizational structure which may cause more problems than benefits. Lack of responsible person due to overemphasis of professional divisions, and high proportion of executive positions all led to the heavy personnel expenses. Therefore, this study, in order to reduce the problems in management which were caused by the variety of the organizational levels, introduces a trend of organization, which is reforming not only similar organizations in our country but also abroad and develops an operation principle on the basic of the flat organization. We drew up several organization reforming plans such as combination of the workstations, simplification of the management offices and the association departments by interviews and questionnaire surveys. There are some suggestions from the results: 1) combination of 54 workstations into 32 stations could reduce 22 station heads and required personnel expenses; 2) there are two schemes in simplification of the management offices, the first one is to dismiss the administrative division from each management office, which could save personnel expenses of 5 division heads, the second one is to dismiss the management offices, which could save personnel expenses of 5 management office heads and 14 division heads; 3) simplification of the association department include dismissing of the business investing center, dismissing of divisions in the counseling office, dismissing of the statistic division(the budgeting division and the accounting division should take over the work items), and rearrangement of human resources, the simplification plan could reduce 3 division heads; 4) if the reformation could reduce 24% of temporary staffs(157 into 107), the goal can be reached in 5 years through reduction of 10 staffs per year.

In 2005, the University Law had been revised some articles that university has to establish student self-governed association. It could be the big milestone of development on the self-governing of student. However, the actual outcomes of this policy has been discussed fewly. This research traces back the origin and development history of student self-governing. Base on the Policy Implementation Model of Winter, then it interviewed in-depthly six student leaders to explore the performance and problem of policy implementation on the organization of student self-govered association in university. This research finds that although this policy was so welcomed that it has gained heighly recognition and formed a cooperation platform among some universities’ student associations, but it still has many shortcomings in the policy implementation. They include: (1)The policy is not clear enough and the ambiguity has induced dispute. (2)The resources government invests are insufficient and the distribution of funds is unequal. (3)The university lacks of the counselling ability, but sometimes it interferes excessively. (4)The students participated decreasely in the student self-governed association. (5)The student associations are not well-organized and lack of characteristic of Taiwan. Based on the conclusions above, this research proposed some suggestions to policy-makers, the university, the executor on the student association and the further study, in order to improve the policy implementation and fulfill the ideal of student self-governing in university.

Reflecting the world trend, Modern enterprises take corporate social responsibility (CSR) more seriously, and it’s important to let consumers know what beneficence enterprise have done. Though researches about CSR are numerous, there is few studies focusing on CSR disclosure. This article probes into the effect of CSR message disclosure forms on organization association of consumer. And focus on three questions: (1) Do disclosure forms of CSR messages affect consumers’ trust level as well as their organization association? And how do they affect? (2) Do different product involvement of customers will affect their trust level as well as their organization association? (3) Whether or not will the consumers’ trust level affect their organization association ? In order to answer these three questions, there are four major variables in this research: product involvement, text forms, discloser, and issue types. The findings indicate that each single variable has no significantly effect on trust level or organization association. However, when it was under some preconditions or cross- variable(more than one variable), multiple situations show that different variables of disclosure messages do affect trust level and organization association. The research findings include:(1)forms of disclosing CSR messages would affect consumers’ organization association,(2)consumers’ product involvement should be considered when designing the disclosure message,(3)Reliability of CSR information would affect customers’ organization association, and(4)philanthropy is not the best type of issues.

On the grounds of change of social environment, people’s lifestyle had changed from rural to urban style. Consequently, interpersonal relationship became alienative, and community sense was weak. The Executive Yuan brought up a project called “Overall building of community,” and every village and town set up a Community Development Association one after another to be devoted to enhane community functions and promoting harmonious relations among village residents. However, some community development associations stopped developing due to unsound organization or their organization culture. It is the chairman who is the most important leader for the development of the association. The objective of this research is to investigate the relationship between leadership style, organization culture and organization performance. The questionnaire interview was conducted with convenience sampling. Valid returned questionnaire was 377. This survey mainly adopted statistical program to process analytical methods and techniques, such as descriptive statistical analysis, reliability analysis, validity analysis, exploratory factor analysis, T-test, ANOVA, and regression analysis. The above analyses will help understand the relationship between leadership style, organization culture, and organization performance. The study reveals that (1) Leadership Style has a positive effect on Organization Performance; (2) Organization Culture has a positive effect on Organization Performance;(3) Leadership Style has a positive effect on Organization Culture.Based on the findings, council chairperson is suggested to build leadership style and organization culture, and thus better organization performance will be expected.

This research addresses the functional characteristics of a single organization. It specifically investigates one of the largest festival organizations in the United States, The Portland Rose Festival Association (PRFA). In this case, three groups within the PRFA are its foundation: the paid staff, the executive committee, and the volunteer directors. This study identifies and analyzes the functionality characteristics of this organization. Swanson's (1996) theory of performance variables is used to assess and benchmark the PRFA. He provides five key areas in which functional, effective, and successful groups are proficient. These five areas are: mission/goal, capacity, systems design, motivation, and expertise. The research is qualitative and quantitative in nature by implementing two primary methods- interviews and questionnaires. Phase one consists of interviews from the eleven staff members. The research discovers that the PRFA has numerous strengths. The weaknesses the staff mentioned have been acknowledged by management and are being improved upon or solved. As a result of this phase, the PRFA was assessed as a functional organization. Phase two determines the level of functionality according to appropriate organizational characteristics. The characteristics correspond to Swanson's performance variables. This phase was conducted through questionnaires to the staff members, executive committee, and volunteer directors. The research indicated that the "mission/goal" organizational characteristic received the highest combined mean. Although all areas were ranked very high, responses on the "expertise" questions indicate an area for improvement. This study focuses on why non-profit organizations promote rural community economic development since the past ten years, in the context which framer`s associations and cooperatives have been doing for a long time. After reviewing the literature, we find that framer’s associations and cooperatives play an important role at different period of times separately. In this study, the main research object is organizational operation which is highly relative to their environment. Therefore, the researcher employs “new institutional theory” as the theoretical framework to conduct this study. This framework helps the researcher to figure out how organizational environment influences the role and the community economic development strategy of framer’s associations, cooperatives and non-profit organizations. Meanwhile we find out how these three types of organizations also influence the organizational environment. Based on the logic of comparative study, the researcher uses purposive sampling to study the three pairs of research organizations. Afterwards the researcher conducts data analysis within and between organizations to explore the phenomenon which the three types of organizations coexist to promote the community economic development in the same community. This research also find out the position of framer`s associations, cooperatives and non-profit organizations in the rural community economic development. The main findings of the study as follows: 1. In different community context, non-profit organizations promote rural community economic development with different reasons. In general, there are various needs in rural communities. Non-profit organizations have many advantages such as democratic civil participation, various interests in community development. In addition, the policy trend also encourages non-profit organization to fill the service gaps. 2. Regarding the role of promoting rural community economic development, framer’s associations focus on both agricultural production and trade; producers cooperatives concern product selling; non-profit organizations not only care about the agriculture production itself, but also show consideration for other affairs such as agriculture culture development, tourism, business park development. Due to the different roles of the three types of organizations, the approaches which they used to promote rural community economic development are also different. Framer’s associations and producers cooperatives start from agricultural production, and then combine the tourism to promote rural community economic development; on the contrast, non-profit organizations widely connect different aspects of community development. 3. The research findings present three different networks between framer’s association, producers cooperative and non-profit organization: (1) the relationship which based on resources exchange; (2) the relationship which extend from interpersonal network to organization; (3) the competitive relationship in product market. However these three different networks only include the interaction between two different types of organizations. There is still no interaction among these three types of organizations. 4. This research also find the relationships between the three types of organizations and government are as follows; (1) the relationship between framer`s association and government is subordinate, and framer’s association also shows its quango characteristics; (2) the relationship between producers cooperative and government is mutual benefit; (3) the relationship between non-profit organization and government is also mutual benefit. 5. Institutional environment has an impact on the three different types of organizations. Legal environment and social environment influence their operation; economic environment affects their promoting strategy of agricultural products. Inversely, the strategy of rural community economic development of the three types of organizations also affects the organization environments such as economic environment, social environment and technology environment.

ABSTRACT This study is focused on the analysis to establish civicness-laden public management in association with non-profit organizations. Through the efforts to build the model structure, we can study the main dimension which is required to pay more attention in order to strengthen the process of civicness-laden public management, and investigate into the problem to improve the public administration capability of the government under cooperation between the public sectors (government) and the private sectors (non-profit organizations). Speaking in details, the targets of this study include: (1) To investigate the theoretic meaning of the establishment of civicness-laden public management from documentary references. (2) To study the problems in connection with the establishment of civicness-laden public management. (3) To state the parameters of cause and result under the role and function played by non-profit organizations in civicness-laden public management. (4) To establish a theoretic structure for the study of civicness-laden public management in association with non-profit organizations. (5) To describe in details the main dimension and guideline for each parameter and also to provide the methods and strategy for fulfillment. We expect that this study of public management will enable people to recognize, internalize and vitalize again the issues such as the quality of citizens and cooperation between the public sectors and private sectors, and will also open an new realm and area for public management. In this study, we also hope that the government can adjust the traditional role as a provider to a role to implement criteria or reinforcement gradually, especially to exert the function of “good governance” so that the private sectors may have more opportunity to offer and participate in social services in a wider range. As to the non-profit organizations, they can make full play of their role function, for example, they will be more active and positive to play the role function of expansion and innovation, the role function of improvement and promotion, and the role function of extensive social participation. In the meantime, it is also required to promote character and re-socialized education for people as well as to maintain the ideas of democratic society and various positive value judgments through the cooperation and interaction between the government and non-profit organizations. In this way, both can supplement each other to build a cooperative network and create a value-added and everlasting administration model so that the government and private sectors may produce “integrated advantages” to achieve the success of civicness-laden public management. Abstract The purpose of study is to explore the organization structure, and the status of function which was carried out by Taiwan Provincial Set-Net Fishery Association (TPSFA), including the service levels for the members, and how the function be increased to owners, fishing supervisors and operators of 25 approved set-net fishing companies in the future. Questionnaire survey was executed through sending by post and calling from December 2010 to February 2011. Effective samples were 50 and responsive percentage was attained to fifty percent while total questionnaire issued were 100. Then, descriptive statistics, independent sample t-test, single factor variance analysis, factor analysis and important performance analysis (IPA) for analyzing collected data were taken. The results were as follows: 1. Although the backgrounds of members were different, there is no significant difference in the cognition levels of the organization. 2. As genders and duties of members, they didn’t affect significantly to the members’ cognition levels of importance of present functions. There were significant differences among members of fishing companies in the different districts, which were concerned about “information management” and “consulting service” for the importance of the present association functions. For the “information management” aspect, the cognition levels of eastern members were higher than that of offshore island members. 3. There was no significant difference among the members of different genders, duties and set-net fishing companies in the different districts for the satisfaction of present functions to TPSFA. 4. There were significant differences among members of different genders, duties in TPSFA, to the aspect of “member safeguard” of the approval level in the future, especially for fishing operators is higher than owners. Regarding the aspects of “professional service” and “member safeguard”, there were significant differences in members of different districts of fishing companies. In the aspect of “professional service”, the level of eastern members is higher than that of offshore island members.. 5. According to important performance analysis (IPA), there were two urgent items which were needed to be improved-“assisting for fishing materials of set-net fishery” and “assisting in installing computers, marketing in Internet and home delivery services”. According to study results, several suggestions were contributed to prompt the organization functions and consulations, which would fulfill the functions of member’s service to TPSFA in the future development.

Penglai II-tsu Association founded the Palanquin Bearer Association in 1979, and the Deity Shrine Organization in 1982. Tamsui Qingshui temples built in 1932 which has close relationship with Penglai II-tsu Association.Penglai II-tsu Association currently has 177 members and more than 500 people took part in Double Fifth Festival activities. This thesis describes the organization and festival activities of Penglai II-tsu Association including historical evolution, leadership team, annual activities, related cultural relics, and interaction with Tamsui Qingshui Temple. This thesis also records Penglai II-tsu Association's participation in Double Fifth Festival activities, clothing, team order, route changes. Religions affecting people’s everyday life have their own unique mission. Writing records are the value of researchers.

In recent years, there have been many nonprofit organizations springing up one after another in Taiwan. The rapid development of community-based nonprofit organizations reflects the growing non-governmental forces at present. Through caring for the marginalized groups, the founding goals and mission of the organizations are fulfilled. Regardless of community organization, social welfare work, or even community industry development, a uniquely rich set of services is thus created, laying an important foundation for social development as a whole in Taiwan in the future. This study found that there are stages in the development of nonprofit organizations with continuation of the organizations' mission and goals as the core. Besides holding related activities regularly, nonprofits actively partner with other large organizations to achieve the effect of one plus one equaling more than two. Nonprofits also provide related service opportunities through student internship to nearby schools, aiming at spreading the mantra of the organization to the education field to achieve a win-win for both sides. But as nonprofits look to the future, problems that nonprofits should consider soon follow; the lack of funding is a major issue. How to respond to this challenge while upholding the organization's beliefs is an issue worth pondering. Good tools are a prerequisite for the successful execution of a job. Upholding the original intention of the organization is the best strategy and tool for sustainable development of the organization.

This article is about a research in which we can find out the role and function of Taiwan Capital enterprises association through its network structure relationship. Because there is no direct communication channel between the cross-strait governments, they need another organization to communicate with each other, such as the Taiwan Capital enterprises association. Therefore, the Taiwan Capital enterprises association plays quite important role in cross-strait relationship, and that is what we called “structure hole”. Obviously, the more structure holes that one organization have in its relation network, the more important role that it plays . Also, it can bring more functions, too. From the Stat Council of China enacted “the rule of Taiwan and mainland China countrymen’s investment” in 1988, it has encouraged the companies, business and individual from Taiwan to invest Mainland China, and allowed them to establish Taiwan Capital enterprises association in the Taiwan businessmen centers. The Taiwan Capital enterprises association has become Taiwan businessmen’s social organization accepted by the government of mainland China. Because Local Taiwan affairs office took Taiwan businessmen’s organization as part of Taiwan-involving work, it should be registered in civil administration department of local government in China, and our country and the executive institution have to implement effective management through the channel of Taiwan businessmen’s organization. Besides, from the time when the relationship of Straits Exchange Foundation and Association for Relations Across the Taiwan Strait broke off, sometimes Taiwan Capital enterprises association become another communication channel of cross-strait government, therefore, it reveal its role of “embeddedness” among organizations and the function of structure hole. The research method adopted in this article is document analysis. It discuss the role of Chinese social organizations (NGO), as well as the network relation from embeddedness to structure hole, from the system to organization. It proved the greatest function of Taiwan Capital enterprises association under the theory by means of deep interviews to the important members in Taiwan Capital enterprises association of mainland China. The capacity of Taiwan businessmen to communicate with mainland China come from political power foundation, including three aspects. First, it’s the channel they use to express their benefits. Second, it’s the level of organization. Because only the proper organization can reach the common view and coordinated action. In other words, organization itself is a crucial political resource. The final is the legitimacy of the organization. If the organization is behalf of Taiwan businessman, it needs powerful standpoint. Due to the three points above, we can make a conclusion that if Taiwan businessmen want to change its giant economic influence to China into political influence efficiently, they must have three important conditions: channel, organization, and legitimacy. Therefore, Taiwan Capital enterprises association is just the one which could reach the three conditions. In theory, Taiwan Capital enterprises association consist of Taiwan businessmen, its purpose is to maintain their advantages, and it also have stable organization, as a matter of course, it stands for Taiwan businessmen to contact with China government and express their benefits and concern. Thus it can be seen that once Taiwan businessmen get together and pool the wisdom and efforts of everyone, their power will be remarkable. If our government plan for education and development, it is possible to change the Taiwan policy of China.

The voluntary association is the mediate between society and individuals; it serves as a prime engine for social changes. Therefore, it is very important to find out who the voluntary association participants are. Previous research has focused primarily on demographic attributes of voluntary association participants. In addition to the demographic factors, this study investigates the effects of job characteristics, work-related attitudes, perceptions of social inequality, and resource constrains on the probability of participation. Based on 1996 “ Taiwan Social Change Survey,” this study uses logistic regression to model the determinants of participation in voluntary associations of more than 2000 respondents. The result shows that job satisfaction is negatively associated with participation rate and job stability has a positive effect on participation. With respect to the perceived causes of social inequality, situational attribution is positively correlated with probability of participation. Finally, respondents with lower family responsibilities and higher income are more likely to participate in voluntary association.
