Abstract:
Abstract A key feature displayed in Best Practice Caregiving are the types of assistances. Data on 54 areas of care were collected for all 44 programs. These were analyzed through factor analysis and grouped into 19 types of assistance. Types were analyzed by the number of assistances provided, delivery method, and recipient of assistance. On average, programs delivered 11.8 types of assistances, with the most common types being Supporting CG/Individual-with-Dementia (IWD) Communication, Encouraging Positive CG-IWD Activities, and Assisting with Coping (93.2%), with the least common being Getting a Dementia Diagnosis (29.5%) and Monitoring Benefits of Services (20.5%). Assistance was delivered most often through information/referral delivery (M=11.07, SD=5.41) than direct (M=3.77, SD=4.54) or skills training (M= 7.50, SD=4.54). Results of the data show the breadth and characteristics of assistances programs provide to support caregivers of persons with dementia, along with gaps in types of assistances and future directions for programs.

Abstract:
Social assistance is one of government’s strategies in alleviating poverty and reducing inequality. This article analyses impact of social assistances in terms of Prosperous Rice (Beras Sejahtera, Rastra), Indonesia Intelligent Program (Program Indonesia Pintar, PIP), and Family Hope Program (Program Keluarga Harapan, PKH) on poverty and inequality, and problems related to implementation of these programs. Impact analysis was carried out using the benefit incidence analysis by using household surveys (Susenas) data March 2017, while problems in the fields were collected from literature and mass media analyses. The results indicate that social assistances in Indonesia impacted on alleviating poverty and reducing inequality, as well as absolute progressive in nature. Rastra is the most able to reduce poverty and equality compared to PKH and PIP. However, further improvements are needed to overcome the leakage in the distribution of social assistances. Literature and mass media reviews showed that data on recipients of social assistances were not up to date and disbursement of assistances violated existing regulations.

Abstract:
Most research on power assist suits (PASs) that concerned PAS-human interactions has used human physical reactions as criteria to evaluate the mechanical function, however, with minimal emphasis on human reactions in response to PASs. In this study, we focused on the physiological responses of the upper limbs including muscle activity of the biceps brachii and the triceps brachii, co-activation, force steadiness (CV) and rated perceived exertion (RPE) to various patterns of bilateral assistive force, such as unilateral assistance (L0% & R67% [% = percentage of workload force, L = left arm, R = right arm], L67% & R0%, L0% & R33%, L33% & R0%), symmetrical (L0% & R0%, L33% & R33%, L67% & R67%) and asymmetrical bilateral assistance (L33% & R67%, L67% & R33%), during bilateral isometric force-matching tasks. The results showed a similar muscular response of the two arms to bilateral assistive conditions, and the muscle activity of the arm that was being observed decreased only when the assistive force that applied on itself increased, indicating that both arms may have adopted similar but independent motor control mechanisms to acclimate to the bilateral assistive forces. Comparison between the two unilateral assistances (L0% & R33% and L33% & R0%) and the two asymmetrical bilateral assistances (L33% & R67%, L67% & R33%) showed no significant differences in muscular responses, CV and RPE, indicating that bilateral assistances with bilateral interchanged assistive levels may be equally effective regardless of which arm the higher assistive force is applied to. Comparison between unilateral and symmetrical assistive conditions that have similar overall workloads (L67% & R0%, L33% & R33%, L0% & R67%) showed a lower CV and RPE score at symmetrical assistance compared with unilateral assistance, suggesting that assisting both arms with the same level simultaneously improves task performances compared with applying the assistive force to only one arm.

Abstract:
The research assesses whether police respond differently to victims of domestic and non-domestic interpersonal conflicts. Though many laws and policies have been introduced since the 1980s to enhance police responses to and protection of victims of domestic violence, very few studies have empirically examined police assistance or support toward victims of both domestic and non-domestic conflicts. Using data collected by a large-scale observational project, this research analyzes officer-initiated assistances and police responses to victim requests during conflict resolution. Findings show that police are more likely to provide assistances on their own initiative to victims of domestic violence than victims of non-domestic violence. Police, however, do not differ significantly in their responses to requests made by victims of domestic and non-domestic conflicts. Implications for policy and future research are discussed.

Abstract:
AbstractThe aim was to analyze the influence of weather conditions on medical emergencies in a half-marathon, specifically by evaluating its relation to the number of non-finishers, ambulance-required assistances, and collapses in need of ambulance as well as looking at the location of such emergencies on the race course. Seven years of data from the world’s largest half marathon were used. Meteorological data were obtained from a nearby weather station, and the Physiological Equivalent Temperature (PET) index was used as a measure of general weather conditions. Of the 315,919 race starters, 104 runners out of the 140 ambulance-required assistances needed ambulance services due to collapses. Maximum air temperature and PET significantly co-variated with ambulance-required assistances, collapses, and non-finishers (R2=0.65–0.92; p=0.001–0.03). When air temperatures vary between 15–29°C, an increase of 1°C results in an increase of 2.5 (0.008/1000) ambulance-required assistances, 2.5 (0.008/1000) collapses (needing ambulance services), and 107 (0.34/1000) non-finishers. The results also indicate that when the daily maximum PET varies between 18–35°C, an increase of 1°C PET results in an increase of 1.8 collapses (0.006/1000) needing ambulance services and 66 non-finishers (0.21/1000).

Abstract:
The external financing of fiscal deficit is key to bridging public revenue shortfalls within developing economies. However, the public expenditure responses to the incoming foreign financial assistances, as documented in the existing literature, depict ambiguity with respect to the nature of the assistances. Against this milieu, this paper attempts to perform a comprehensive analysis of the dynamics adhering to the foreign financial inflows–government expenditure nexus in Bangladesh tapping annual data from 1985 to 2017. The vector error-correction model approach to short and long-run correlations and causality analyses, variance decomposition technique, and impulse response function exercises comprise the econometric methodologies considered in this paper. In a nutshell, the results from the analyses indicate toward foreign financial inflows crowding out public investments, and reducing the tax and non-tax efforts of the government, while diminishing the amount of local public borrowings in Bangladesh. Conversely, financial assistances in the form of concessional loans and those originating from multilateral sources are found to enhance government expenditure, while the foreign aids intended for the health sector are found to be fungible in nature. Thus, these contrasting findings are expected to generate crucial policy implications with regard to structuring appropriate public policies.

In this period there were 5,285 clinical assistances, most were male (54.1%), with elementary education (73.9%), aged from 18 to 59 years (62.8%). Diseases of the circulatory system were the most frequent and the average length of stay in the unit was less than 6 hours (39.8%). The characterization of clinical care in the urgency/emergency service enables the work organization in the study unit and in the hospital.

Abstract:
The coastal ecosystem of Bangladesh is diverse and the life and livelihood of the people are largely dependent on ecosystem services (ES). The frequent natural disasters negatively influence coastal ecosystem services and consequently interrupt human life and resources. Government and non-government organizations provide humanitarian assistance to the local community to recover damages induced by disasters in coastal areas. In this research, we used participatory workshops (n=4) and face-to-face questionnaire surveys (n=131) to study the influence of humanitarian assistance on ecosystem services on the Bangladesh coast. Our study revealed prominent ecosystem services in the study area; those were provisioning services: crops, livestock, capture fisheries, freshwater; regulating services: erosion regulation, climate regulation, natural hazard regulation; cultural services: recreation and tourism, boating to the Meghna coast, migratory birds watching. The livelihood of people was heavily impacted by the disasters; however, training support guided them to manage their income by selling their commercially produced animals (e.g., cattle, goats and poultry) before disaster seasons. Humanitarian assistance for supplementary nutrient supply, sanitation and drinking water facilities influenced the unwanted extraction of natural resources from the fragile ecosystems after the disaster. Our study suggested that future research should focus on the influence of one-to-one humanitarian assistance, to what extent ES improvement through this assistance is achievable for natural disaster protection on the Bangladesh coast.

A smart shirt was developed for geriatric healthcare purposes. It can summon medical assistances via SMS and e-mail when its bearer has fallen. Single axis accelerometers are arranged in medio-lateral, vertical and antero-posterior direction on the shoulder part of the shirt. Using Bluetooth™ transmitter/receiver, signals are transmitted and processed on a Personal Computer (PC) for fall-detection. Upon detection of falls, SMS (Short Messaging Service) and e-mail are sent through GSM (Global System for Mobile Communication) network supported by a local telecommunication service provider. The primary advantage of our detection system compared to other researchers' systems is that fall notification can be sent to individuals and medical health care unit simultaneously to lead to a shortened interval of the arrival of assistance.

This community service was conducted in Gelangsar Village, West Lombok. Gelangsar Village is one of disaster-prepared villages in West Lombok District of West Nusa Tenggara Province. The village is also appointed as one of tourism villages in West Lombok. The community service was aimed at educating young children about the importance of preserving their local environment to prevent detrimental disasters. The education about environment was integrated in the English informal classes by introducing English vocabularies and sentences related to environment issues. The English classes were impossible to be conducted without the supports and assistances from the head of the village and the children’s parents. The supports and assistances provided for theEnglish classes were evidences of the villagers’ awareness of the importance of educating the children about the disaster risks in their village and educating them about some strategies to prevent disasters through English.

Abstract:

Abstract:
Abstract Individuals with Alzheimer’s Disease and Related Dementias (ADRD) experience barriers to accessing health care services, including services provided during home health care. Additionally, it is not clear if people with ADRD who are admitted to home health care receive all the services needed to maximize their outcomes. Barriers to receiving the optimal care can include the presence or absence of a care giver, behavioral and psychological symptoms of ADRD, or therapists lacking the skills needed to effectively engage patients in therapy sessions. These barriers may vary dependent on the patient’s ADRD severity. The purpose of this study was to examine the relationship between dementia severity and early discharge from home health care. This was a retrospective study of 142,376 Medicare beneficiaries with ADRD who received home health care between October 2016 and September 2017. Early discharge was defined as discharge from home health with more than two missed visits. Early discharge rates were calculated, and multilevel logistic regression was used to estimate the relative risk (RR) of early discharge, by dementia severity level, adjusted for patient and clinical characteristics. 10.4% of beneficiaries had an early discharge. Dementia severity was not associated with risk of early discharge. However, level of medication assistance needed was found to be associated with risk of early discharge (RR=0.849; 95% CI 0.759 - 0.948). Medication management may impact a patient’s ability to adequately attend and engage in home health therapy services. Further studies are needed to better delineate the interaction between medication management and early discharge.

Abstract:
Objectives: this study examined (i) the relationships between the care duration of carers and their perceptions of the importance of service improvement by types of service, and (ii) whether carers had a disability that moderated the impacts of care duration on these perceptions. Design: survey data for cross-sectional analyses. Method: The sample consisted of carers without disability (n = 625) and carers with a disability (n = 77). Hierarchical multiple regression was applied to examine the unique contribution of care duration. The interaction effects of the disability status of the carer was also estimated. Results: Longer care duration was associated with a greater perception of the importance of service improvement for certain services by carers. The positive relationships between care duration and perception of the importance of caregiver assistances and financial subsidy improvement were stronger for carers with disabilities compared to carers without disability. Conclusions: Long-term carers with disabilities face a potential double disadvantage of service improvement needs with more years of caregiving. Policy makers should consider prioritizing caregiver assistances or financial subsidy service improvements for long-term carers who themselves have a disability.

Abstract:
This research focuses on matter-element theory and extension method, with help of this method; HOQ of QFD can be built more comprehensively and efficiently. Quality function deployment was designed to improve quality in product development. The major procedure of QFD is to identify the customers needs for the product and then convert into appropriate technical measures to fulfill the needs. According to their characteristics to identify the relevant engineering parameters, the prior engineering parameters will be selected as the key requirements to redesign. This study proposes an innovative design and problem-solving process, based on quality function deployment method with the assistances of extension of matter-element. With the help of extension method, customer requirements (CRs) can be translated into product design attributes more widely and engineering characteristics (ECs) can provide effect assistance for the designer to conceive new products comprehensively and deeply. The proposed design evaluation procedure was developed by integrating weighting coefficients of QFD and optimal criteria of extension method. The innovative design case, wheelchair for the elderly, successfully demonstrates the proposed design approach.

This research is focusing on the community development and empowerment in underdeveloped villages of Trenggalek regency by focusing on strengthening role of local champions in each village. The result from this study was the villages were villages with IDT (Inpres Desa Tertinggal) and IDB (Inpres Desa Berkembang) status, the consequence of which was often to get assistance from the government.Yet, not all of the villages were successful in optimizing government assistances. Tasikmadu, Winong, and Tegaren were the examples of successful villages in stepping up from underdevelop to developing villages. This qualitative study used focus group discussion and in-depth interview in order to get genuine data from local people. The data was not taken for granted, but verified by check-crossing from one local spot to another local spot. In sum, the application on the empowerment of underdeveloped rural communities is strongly supported by strengthening role of local champions from each village. Local champions act as driving forces to support the community in increasing their ability to get out of poverty

<p><em>The foreign aid provided by the United States in the Darfur’s conflict, Sudan has received attentions from the global community. This assistance reflected on the policy of economic persuasion as a number of the United States’ political and economic interests in Sudan. The US was assumed to be inconsistent. The US still committed to provide aids to Sudan whereas it imposed economic sanctions on Sudan. A wide variety of aids included humanitarian assistance, food, sanitation, technical assistance, conditional loans, grants, and so forth. This paper has used a descriptive qualitative approach, because this study only described the US interests behind a number of foreign aid’s distributions, when the US carried out economic sanctions against Sudan. The result of this study is that the US empowered foreign aid as a form of realization of economic persuasion, especially a structural economic linkage. Although the US enforced economic sanctions on Sudan, the US still distributed foreign aid to that country. The US had ambitions to obtain an access to energies such as oil and gas, as well as to maintain a political stability in the African region. The US played a role in minimizing the Darfur’s conflict by providing a range of foreign assistances not only to normalize diplomatic relations with Sudan, but also to maintain sustainable partnerships with among countries in an African region.</em></p>

Abstract:
In process of flood risk management, there is usually a conflict between the governments, insurance companies and people as players in sharing financial responsibilities, because of how calculate insurance premium, compensation and governmental assistances. In order to this conflict resolution, in this paper a new methodology is proposed based on game theoretic approach by using Nash equilibrium method, that for the first time, the payoff functions of insurance companies and government have been associated to each other. In this method, according to maximization of player's payoffs, the best response has been found and for the first time, comprehensive financial model has been developed for sharing players' financial responsibilities in flood risk management plans. In order to increase the accuracy of flood insurance calculations, the parameters of deductible and franchise have been applied. The key findings indicate, success of flood risk management plans depend on purchasing flood insurance with full coverage and government financial assistances simultaneously. The developed flood insurance plan has most sensitivity to parameters of deductible and insurance rate. This model could be utilized as practical and academic model in flood risk management. The applicability and efficiency of the methodology are examined in Northeast of Tehran as capital of Iran.
