Abstract:
Chapter 3 highlights social class differences in children’s efforts to seek assistance from teachers. When confronting challenges at school, most middle-class children readily sought assistance from teachers. They were also proactive and persistent in making requests. Working-class children instead tried to deal with problems on their own. Although they occasionally asked for help from teachers, they did so when it was apparent that requests were welcome and would not result in reprimand (e.g., when teachers approached them to offer assistance). Working-class students were also less insistent in making requests. They raised their hands rather than calling out or approaching teachers directly, and they rarely asked follow-up questions, even when they were still confused or struggling. Those differences in assistance-seeking also had real consequences. Middle-class students received more help than did their working-class peers. As a result, they were often able to complete their work more quickly and more accurately.

Abstract:
Amongst the key players in combatting corruption are the institutions promoting development assistance, the International Financial Institutions (or Multilateral Development Banks, MDBs) and the bilateral development aid agencies. This chapter questions the effectiveness of development assistance, particularly the autocratic states’ tolerating embezzlement. That discussion also touches on the logic of development assistance and describes donor interest. The chapter then turns to the Oil-for-Food Programme, describing its planned distribution of oil proceeds, and then notes what went wrong, including the topic of the impact of oil surcharges and humanitarian contract kickbacks on the flow of funds. It concludes with a discussion of the contributions of the International Financial Institutions (IFIs) toward improving aid effectiveness.

The Marshall Plan marked the beginning of modern foreign assistance, and from the very outset national security and foreign aid have been inextricably linked. Successful development assistance can make the world a safer, more stable place, advancing U.S. national interests in direct and subtle ways. Aid can help struggling states avoid becoming failing states, where all manner of threats—from terrorists to international criminal networks to deadly pathogens—can find a safe haven. Aid helps stave off political strife that contributes to the rise of demagogues with interests antithetical to those of the United States. At its best, foreign assistance can reinforce country efforts to join the community of democracies. A world where there are fewer wars, terrorist safe havens, and political tyrants is a more secure world for the United States.

Abstract:
This chapter considers the case for military assistance to rebels and states. It first rejects three considerations that one might think provide sufficient reason to uphold an absolute prohibition on arming rebels. To that extent, it might (exceptionally) be permissible to arm rebels. The chapter argues, though, that arming rebels should generally be eschewed. This is because of the problems raised by the ‘Rebel-Risk Objection’, the ‘Escalation Objection’, and the ‘Diffusion Objection’. The chapter also argues that many of these objections apply to arming states. In doing so, it also largely repudiates the case for arming states against non-state actors engaged in aggression and mass atrocities.
