Abstract:
How much assistance should a trial judge provide a self-represented litigant [SRL] before the judge’s impartiality will be reasonably questioned? This question has been of continuing concern to both the bench and bar ever since the rise of the pro se litigation movement in the late 1990s, particularly in the context of “mixed” cases involving an SRL and a represented party. Case law and ethics codes provide inconsistent decisions and vague guidelines for judges, who must balance their duty to provide reasonable assistance with their duty to ensure a fair trial for all parties. This paper reports the results of a survey administered to 210 Canadian family law practitioners who were presented with 16 hypothetical scenarios involving an SRL and a represented party. Respondents indicated their views regarding the impartiality and helpfulness of the trial judge in each scenario, involving various procedural defaults by the SRL and different forms of judicial assistance or lack thereof. The results indicate that lawyers' perceptions of a judge's impartiality are affected, inter alia, by the favourability of the outcome for the SRL, and whether the assistance provided dealt with procedural or substantive matters. Future research is needed to determine whether a consensus can be established regarding perceptions of lawyers, lay persons, and judges regarding which forms of assistance are reasonable and required, permissible, or impermissible.

Abstract:

Abstract:
The project aims to help the users get the idea if he/she may be suffering from heart disease or not. Web development is the work involved in developing a Website for the web (world wide web) or an intranet (a private network).Web development can range from Developing an easy single static page of plain text to complex web applications, electronic business and social networking services. The main goal of this website (SYMPTOMATIC ASSISTANCE) is to predict the possibility of having Heart disease. For this , the user needs to provide some information regarding their health. Such as blood pressure, glucose, cigarettes per day etc. According to which the website will respond. This will make people aware and help them improve their health. Machine learning is a method of data analysis that automates analytical model building. It is a branch of AI supported the thought that systems can learn from data, identify patterns and make decisions with minimal human intervention. For this we chose the best dataset from kaggle and used it in the best possible way to predict the output with high accuracy. For being able to predict the correct output, we applied a few machine learning models and chose the best fitted algorithm according to accuracy. For connecting machine Learning models with the webpages we used Flask. Flask is a micro framework written in Python. It is classified as a microframework because it doesn't require particular tools or libraries. It has no database abstraction layer, form validation, or any other components where pre-existing third-party libraries provide common functions. However, Flask supports extensions which will add application features as if they were implemented in Flask itself. Extensions exist for object-relational mappers, form validation, upload handling, various open authentication technologies and several common framework related tools. At the end will deploy our project using Heroku. Heroku is a cloud Platform as a service (PaaS) supporting several programming languages. One of the first cloud platforms, This project will make it easy for the user to know their health closely.

Abstract:
In this paper experimental investigations concerning the prototype validation of an exoskeleton for human gait rehabilitation are presented. The proposed exoskeleton is intended for human legs motion assistance, being a low cost solution. The exoskeleton provides motion assistance for human hip and knee joint. The experimental gait analysis of the exoskeleton and assisted human subject is performed with goniometers sensors. These sensors are attached to the exoskeleton hip and knee joints and measure the angle variation. The results obtained for the exoskeleton motion are compared with those obtained in case of a healthy human subject. Angular variation corresponding to a step, as a comparison for human and exoskeleton joints is performed. The conclusion is that the designed exoskeleton is proper for human gait motion assistance, because the joints motion is comparable with the human subject.

Abstract:
Decent data management is a fundamental element in implementing government policies, especially in providing social assistance to the poor. Distribution of social assistance can only be done with the support of proper data management system that runs the data collection process, updating, validating according to the real condition, hence the distribution of social assistance is right on target. This study examines issues which concern on institutional, derivative function and authority in the distribution of social assistance, especially health insurance assistance for the poor and the needy in Indonesia. This study aims to review the whole implementation process of verification and validation on the distribution of health insurance beneficiaries (PBI-JK), starts from its procedures until it is implemented in the locations of MuBa Regency and Palembang City. To achieve the desired objective, this study uses a qualitative method by collecting data from documents, interviews and field observations. As the result, it appears that prelist data services for verification and validation purposes are carried out centrally at the Social Welfare Data and Information Center, Ministry of Social Affairs (PUSDATIN, KESSOS), and for verification and validation in the field are handled by other third parties but only for urban areas.

Abstract:
To remain competitive, manufacturers need to reduce the costs and development times of their new products. Current products are increasingly integrated, smaller, lighter and more energyefficient. They are more difficult to design and have to be assembled, maintained and disassembled under very high geometric constraints. Traditionally, during the design phase, the CAD model of the product is established, then the physical parts of the product are manufactured, to discover all too often that some or all of the tasks associated with the product's life cycle are difficult or impossible to carry out. If these problems are detected too late, the product design has to be reconsidered. The aim of this thesis is to validate, at the design stage, all the tasks associated to the PLM using digital simulation before the physical prototypes are manufactured. This would make it possible to reduce development times and costs and to aim for more environmentally-friendly manufacturing processes by reducing the number of physical prototypes manufactured. A key step in the simulation-based validation of PLM tasks is to find a feasible collision-free trajectory in order to prove their feasibility. Since the 1980s, the robotics community has been using automatic path planning methods to solve this problem. However, these methods have limitations, mainly linked to the complexity of the environment models, which are traditionally purely geometric. In very complex environments, path planners can propose trajectories that are not very relevant, in times that can be very long, or even fail. To overcome these limitations, some works has considered collaborative human-planner approaches, but these rarely enable continuous interaction. On the other hand, VR techniques allow simulation with a human operator in the loop, immersed in the virtual environment and interacting with it. An original approach linking automatic path planning and VR has been developed at LGP, taking advantage of the computing power of computers and the cognitive abilities of a human operator. However, in this approach, the assistance offered to the operator is not oriented towards the task to be carried out. In order to be able to reason at the level of the task to be carried out, task planning and path planning must be considered together, and attention must be paid to the ability to model information relating to the task and to reason about these information; ontologies are a promising tool. The aim of this thesis is to develop a common framework for the semantic coupling of path and task planners for manipulation assistance in VR or robotics. Within this framework, we propose two main contributions: The first contribution of this work proposes two original ontologies. The first, ENVOn-2, concerns the modelling of the environment in which a manipulation task takes place. The second, TAMPO, is an ontology developed for jointly use path and task planning. The second contribution concerns the development of a methodology for the semantic coupling of task and trajectory planners. This methodology, through the joint use of the two ontologies, makes it possible to improve the path planning of a primitive action while proposing a task plan (or plans) that is (are) relevant to the manipulation being carried out. These developments were then validated using a variety of scenarios of increasing complexity. The results obtained demonstrate the relevance of the approach

Abstract:
The testing phase is an important step in the development and now represents a crucial issue for telecommunication companies. One possible way for reducing the development time and increasing the software quality is to automize as possible the testing phase. So, we need tools for expressing easily complex, but common, behaviours in order to execute automatically test compaign without any human intervention. This study tries to get round this problem and, just after an analysis of the current testing languages which deal with active black-box testing, it will put forward several new constructions for this domain trying to solve this problem. Several of this constructions use a nondeterministic paradigm for easily expressing concurrent or non-controllable behaviours. Moreover, we will try to verify these ideas through a prototype which implements these new functionnalities and also validate these constructions during a real test of an industrial project

Abstract:
A development of a system begins with the constitution, in the phase of requirements analysis, a specification in which a set of scenarios describing the behavior of the system is defined with the constraints that it must obey, where each scenario is a partial representation of the system behavior. However, this specification is not directly implementable, because it is difficult, especially for more complex systems, to observe the global behavior of a system directly from scenario. That is why they are often integrated with other models used in the detailed design, called "behavioral models", in particular State Machines [Harel 87], who allow to move from partial to global view of the system in order to answer different problems such as validation of the behavior or the detection of system inconsistencies. Our thesis aims, firstly, to study different languages of scenarios, especially UML sequence diagrams, and MSC's (Message Sequence Charts), and secondly to propose an automatic synthesis method who generate executable discrete event DEVS models [Zeigler 76] from scenarios describing the desired behavior of a system. The resulting models are executable and deterministic with a formal semantics that ensures a unique interpretation of each element of models. The use of final models simulation traces, taking into account the coverage of the simulation compared to the number of states and transitions visited, allow validating the behavior

Abstract:
The work presented in this thesis is a part of the Technology Enhanced Learning domain. It focuses on the proposal of processes, methods and tools that assist teachers and trainers in the reuse and the capitalization of educational scenarios. The objective of the proposed approach named CAPtuRe is to model, evaluate and exploit the contextual information related to a scenario based on its effective observations with the aim to enhance reuse. The main concerns are: (1) the expression and the analysis of the usage context, (2) the evaluation of the relevance of the scenario in a specific context, (3) the indexing of the contexts based on criteria of success and effectiveness of the scenario to define its reuse scope and (4) the proactive suggestion of reuse. We started by specifying a global framework for the engineering and the reuse of educational scenarios. In this context, we have defined a process specifying the scenario lifecycle introducing the contextual dimension and its utilization in a "design by reuse" environment. In order to operationalize this process, we define a generic approach to model the contextual information of a scenario that is enriched by the indicators, an indexing method and an algorithm calculating contextual similarities for the selection and the recommendation of appropriated scenarios to a target learning situation. These contributions are implemented as a software platform and applied to hybrid scenarios usage cases

Abstract:
Our study deals with the problem of recognition and anticipation of dynamic situations for user assistance. Existing tools like Hidden Markov Models or Petri Nets are already used in this context. However, learning this kind of models is complicated and slow. Thus, the de-signer has to specify every model of situation so that the program can work in real-time. Our solution is a generic algorithm which build itself the representation of the dynamic system. It adapts to the user and the situation in order to make predictions. Dynamic situations are modeled by scenarios. A scenario corresponds to a period during which every event has an influence on other. It is made of an ordered series of states and actions in the form of symbols. The algorithm is a kind of Case-Based Reason-ing method but some modifications are made. Representations and computations are oriented towards simplicity and speed. Moreover, the algorithm is suitable for problems which evolve in time. The approach is applied to two distinct fields. The first application consists in assisting the user of a powered wheelchair. Without knowing initially the environment, the algorithm memorizes the usual paths of the user. This knowledge is used to drive automatically the wheelchair during usual paths. The second ap-plication is dedicated to the assistance of novice players in a multi-player online game. Experience of dynamic situations is learned from all the players and is used to predict the consequences of every battle

Abstract:
Abstract:
With the increase of life expectancy, aging in place is today a major concern for developed and emerging countries. Among the key solutions to explore, gerontechnologies are seen as the most promising. However, their evidence-based efficacy remains to be demonstrated for independent living or even for their usability and acceptance by the targeted old users. In this context, a user-centered conception methodology has been implemented for designing a multi-task and multi-domain (supporting everyday activities, safety, and social participation) assisted living platform targeting frail older adults with functional decline. This platform is named HomeAssist. Based on an analysis of physical, cognitive and fonctional abilities (study 1) and assistive technology needs (study 2) of our sample, HomeAssist has been designed with the originality of providing multi-domain services. Indeed, HomeAssist proposes an activity monitoring system to provide context-aware assistance (study 3), and a unified human-computer interaction system (study 4); while promoting self-determination (study 5). Results underpined the reliability of our activity monitoring system, and reinforced the rationale of our design principles, concerning the unified interaction system and the self-determination support. Notably, positive outcomes in terms of usability and acceptance of the system, as well as benefits concerning users’ feeling of self-determination have been obtained. From this, a last study (study 6) evaluated the benefits from a six-month use of HomeAssist, on functional abilities of frail older adults and caregiver burden. A positive effect of HomeAssist on functional status was obtained (“protective” effect reported by the professional caregivers), as well as a reduction of objective dimension of caregiver burden. Taken together, the results from these pilot studies are encouraging and open numerous research perspectives with high societal impact concerning the promotion of aging in place

This study aimed to develop an instrument of Nursing Care Systematization (NCS) for high-risk pregnancies, based on the Theory of Basic Human Needs (BHN); validate the instrument built as regards the appearance and content with expert judges; and verify the applicability of the NCS instrument with high-risk pregnant women in clinical practice. For this purpose, a methodological study took place in four stages: construction of the NCS instrument for high-risk pregnancies based on integrative review; clinical experience of the researchers and pertinent literature; appearance and content validation by 29 expert judges with experience in NCS and/or obstetrics; instrument improvement and construction of its second version; and finally, evaluation of the instrument applicability by 13 nurse practitioners of the Obstetric Clinic at the Assis Chateaubriand Maternity School (MEAC). This study resulted in a NCS instrument for high-risk pregnancies entitled âNursing care plan to high-risk pregnant women,â contemplating 21 ND, of which 18 were related to psychobiological BHN and 3 to psychosocial BHN. This instrument was validated with an overall Content Validation Index (CVI) of 0.92. The instrument applicability received a satisfactory assessment according to the usability, functionality, and efficiency criteria, thus demonstrating that, according to nurse practitioners, the instrument is applicable in clinical practice in the care for high-risk pregnant women. It was concluded that the study achieved its objectives and that the product was a NCS instrument for high-risk pregnancies validated as regards the appearance and content and applicable in clinical nursing practice. The study limitation concerned the lack of literature on NCS in obstetrics or studies that had validated the contents of the diagnosis in pregnant women. Therefore, it is recommended the development of further studies involving the subject in question. We hope that our study can be used as a resource to further improvement of Nursing Care Systematization for pregnant women, as well as support the development of nursing care that helps the health promotion of the mother-child binomial.

Abstract:

Abstract:
As elders are living longer and healthier lives, these additional years call for what author Olga Spencer explains is a new vision and fulfillment of the senior stage. Here psychologist Spencer pinpoints how we can transform our perception of aging, changing from seeing senior years as a time of decline, to seeing this stage as a great opportunity for final, ultimate development. We can all transform our lives, to recognize new, unexpected and vital experiences and potentials, she explains. Enlisting fields as diverse as psychology, medical science, physics and cosmology, Spencer shows us the new frontiers in aging, and how our choices determine our destiny. Spencer also focuses on peak experiences, those moments that are for us validation of life lived fully and with passion, and their importance to seniors to not only fulfillment but also biological wellness and independence ce. Three of her book's major points are that aging begins in the mind, that aging is an obsolete concept, and that lifestyle (not age) determines successful aging. This thought-provoking book, written with the assistance of two medical doctors and a registered dietician, will interest any readers over 50 who want to live their senior years to their fullest, as well as their family members and loved ones, in addition to social workers, mental health professionals, medical professionals, clergy and other professionals in roles caring for seniors.

Abstract:
Recent technological advancements have expanded the field of human augmentation. Specifically, lower limb exoskeletons have benefited many by providing assistance to increase mobility. The proposed study aims to develop a novel bilateral hip exoskeleton that provides mechanical power assistance in both hip flexion and extension during walking. Each actuation unit employs series elastic actuator for a high fidelity closed loop torque control utilizing a ball screw transmission incorporated with a fiberglass leaf spring. The control architecture was divided into three tiers and each tier implemented different control algorithms. The device was experimentally validated with both benchtop and human testing. Benchtop testing was done to tune required control parameters in the low-level controller and to validate the torque response. We tested five able-bodied subjects walking with our device. We analyzed their kinematic and kinetic data with different levels of mechanical power assistance during walking. Our benchtop testing results showed that the low-level PID gains were tuned to achieve desired bandwidth and torque tracking. Human testing results demonstrated that the high-level controller provided an accurate information for assistance onset timing that the hip exoskeleton was able to assist the user effectively.

Abstract:
Many automotive industry safety advocates have been pushing for greater market penetration for active safety and advanced driver-assistance systems (ADAS), with the goal of ending deaths due to car crashes. However, there are far-reaching implications for the collision repair, specialty equipment, and performance aftermarket sectors—after a collision or modification, the ADAS system functionality must be preserved to maintain, driver, passenger, and road user safety. To do this, sensor recalibration and ADAS functional safety validation and documentation after repair, modification, or accessorizing are necessary. Unsettled Issues on Sensor Calibration for Automotive Aftermarket ADAS tackles the challenges of accelerating the pace of ADAS implementation; increasing industry understanding of systems, sensors, software, controllers; and minimizing the overwhelming variety of sensor calibration procedures and automaker targets. Additionally, this report addresses the liability concerns that are challenging the industry as it seeks to move forward safely.

Abstract:
This is the tenth consecutive year that IIC has contractually engaged OVE to support it in implementing a standardized system to account for the developmental and financial results of its investment projects. This system - within which reports like the present one serve to record the results of successive annual batches of mature projects - is compliant with the Good Practice Standards (GPS) for Private Sector Operations issued by the Evaluation Cooperation Group of Multilateral Development Banks (ECG-MDB).This is the tenth consecutive year that IIC has contractually engaged OVE to support it in implementing a standardized system to account for the developmental and financial results of its investment projects. This system - within which reports like the present one serve to record the results of successive annual batches of mature projects - is compliant with the Good Practice Standards for Private Sector Operations issued by the Evaluation Cooperation Group of Multilateral Development Banks. Shortcomings in the current GPS methodology have given rise to discussions among ECG members, as well as within IDB, on the possible benefits of increased convergence with the standards for evaluation of public sector operations. These discussions are likely to lead to adjustments in the approach to private sector project evaluation. Given methodological shortcomings in GPS, results in this report should be considered with caution. The report presents the application of the standards to an annual batch of 24 mature projects, corresponding to a total IIC investment of US$187.9 million. Under the current version of the good practice evaluation standards, 79% of projects (US$165.7 million) rated at least mostly successful in Development Outcomes, while Investment Outcome was rated as satisfactory for 88% of the projects (US$166.2 million in IIC investment). IIC Work Quality presented mostly favorable results, with 79% of projects (US$171 million in IIC investment) receiving satisfactory ratings. Finally, from this limited project-by-project evaluation perspective, IIC seems to still have added value to a majority of clients: 63% of projects (US$131 million) rated satisfactory in Additionality. Despite the likelihood of future methodological changes, the discipline brought about by the annual exercises like the one reflected in this report has allowed IIC to strengthen its self-evaluation capabilities over the last decade. In addition, the system has also allowed IIC to identify useful lessons to improve future IIC projects in similar areas, as well as highlight opportunities to increase the reliability of its evaluation system. Lessons from this report suggest further opportunities to enhance IIC's project appraisal, structuring and supervision processes by fully leveraging IIC's financial and nonfinancial (technical assistance) product offering. These lessons also appeared in prior batches and were the subject of recommendations in last year's report. Instead, this report has a single recommendation: work with OVE to revamp IIC's project evaluation system to address the shortcomings of the current one, while seeking harmonization across IDB's private sector and sovereign guarantee windows. This will likely entail overhauling both IIC's ex-ante project assessment tools (with a view towards enhancing project evaluability) and IIC's project monitoring and ex-post assessment approach.

Abstract:
The goal of development assistance is to deliver measurable results. At the Inter-American Development Bank (IDB), the Development Effectiveness Framework (DEF) was adopted to enhance the likelihood this goal is met. The key objective of this analysis is to enhance our understanding of the role the set of tools and processes adopted at the IDB, from project design to completion, play in the assessment of a projects success and effectiveness. Specifically, we are interested in teasing out the role different dimensions of project design, assessed through the Development Effectiveness Matrix (DEM), and execution performance indicators, as per the Project Monitoring Report (PMR), have on the delivery of effective and successful projects measured through the Project Completion Report (PCR) methodology implemented at the IDB. We also explore the validation process of PCRs and delve into the effectiveness analysis at the level of specific objectives and result indicators, identifying key pitfalls associated with objectives not being met. Overall, our findings provide strong validation for the DEF and its tools. We find robust evidence for the importance of the quality at entry assessment conducted through the DEM. In particular, the quality of the results matrix at approval is a strong determinant of project success and effectiveness at closure, and the quality of the Evaluation Plan is strongly associated with the effectiveness of a project. In terms of execution performance, our analysis finds that, on average, projects that execute a lower share of their approved loan amount, are put on Alert, or are classified as a Problem, in its first three years of execution; and projects that experience a higher share of their outputs discontinued, with respect to their first results matrix, are most likely to be ineffective in achieving their objectives and will likely be rated as unsuccessful.
