WINDERFUL (an acronym for Wind and INfrastructures: Dominating Eolian Risk For Utilities and Lifelines) is the title of a research project carried out by eight Italian Universities from the end of 2001 to the end of 2003. The project was centred on how "to keep a city running and ensuring quality services during and after major windstorms", avoiding "major failures" of engineering facilities and main infrastructures. The book reports the main results obtained in the project, and for each typology the tool for assessing its reliability are discussed, together with the criteria for its improvement.

Abstract:
Medical scientists employ ‘quality assessment tools’ to assess evidence from medical research, especially from randomized trials. These tools are designed to take into account methodological details of studies, including randomization, subject allocation concealment, and other features of studies deemed relevant to minimizing bias. There are dozens of such tools available. They differ widely from each other, and empirical studies show that they have low inter-rater reliability and low inter-tool reliability. This is an instance of a more general problem called here the underdetermination of evidential significance. Disagreements about the quality of evidence can be due to different—but in principle equally good—weightings of the methodological features that constitute quality assessment tools. Thus, the malleability of empirical research in medicine is deep: in addition to the malleability of first-order empirical methods, such as randomized trials, there is malleability in the tools used to evaluate first-order methods.

Volcanoes represent complex geological systems capable of generating many dangerous phenomena. To evaluate and manage volcanic risk, we need first to assess volcanic hazard (i.e., identify past volcanic system behavior to infer future behavior. This requires acquisition of all relevant geological and geophysical information, such as stratigraphic studies, geological mapping, sedimentological studies, petrologic studies, and structural studies. All this information is then used to elaborate eruption scenarios and hazard maps. Stratigraphic studies represent the main tool for the reconstruction of past activity of volcanoes over time periods exceeding their historical record. This review presents a systematic approach to volcanic hazard assessment, paying special attention to reconstruction of past eruptive history. It reviews concepts and methods most commonly used in long- and short-term hazard assessment and analyzes how they help address the various serious consequences derived from the occurrence (and nonoccurrence in some crisis alerts) of volcanic eruptions and related phenomena.
