A Constituição de 1824 reconheceu a organização do território brasileiro em prová­ncias e garantiu o direito do cidadão de, por meio dos Conselhos Gerais, intervir em seus ”negócios”. A criação dessa instá¢ncia de poder intermediário entre as Cá¢maras Municipais e a Assembleia Geral fez das prová­ncias mais do que circunscrições territoriais, tornou-as unidades administrativas do Estado brasileiro recém-fundado, sancionando uma experiência de descentralização polá­tica. Em 1834, o Ato Adicional converteu os referidos Conselhos em Assembleias Legislativas. O objetivo deste artigo é discutir como o projeto que visava conceder maiores prerrogativas á s Assembleias Provinciais, tornando-as instá¢ncias polá­ticas, foi vencido na Assembleia mineira, apesar de ter sido defendido nos anos iniciais de funcionamento da instituição. THE PROVINCES OF THE EMPIRE: the Minas Gerais Legislative Assembly and the conservative ”return” (1835-1842)Abstract: The Constitution of 1824 recognized the organization of the Brazilian territory in provinces and guaranteed the citizens”™ right to intervene in its "business", through the General Councils. The creation of this intermediary authority between the City Councils and the General Assembly turned the provinces into something more than territorial districts: it made them administrative units of the newly founded Brazilian State, sanctioning an experience of political decentralization. In 1834, the Additional Act turned these Councils into Legislative Assemblies. The purpose of this article is to discuss how the project that aimed at granting greater prerogatives to the Provincial Assemblies, making them political bodies, was defeated at the Minas Gerais Assembly, despite the support that it gathered in the initial years of the institution”™s operations. The revolution that broke out in July 1842 in the city of Barbacena, Minas Gerais, was, in this sense, a failed attempt to reverse the conservative ”regress” (return) which eventually strengthened it.Keywords: Provincial Assembly of Minas Gerais. Abstract:
Administrative reform in France begins in an economic crisis. Calonne, then Lomnie de Brienne proposed to introduce a new local administration to improve the collection of taxes, new local authorities were asked to entrust control over their distribution and collection, as well as the management of public and road works. A three-tier system of elective assemblies was introduced in the municipality, in the district or department, and in the province. The article examines the process of the formation of provincial assemblies and the identification of their functions in the summer of 1787. For this, the adoption of regulations of provincial assemblies and their reflection in the press will be considered, the functions of assemblies according to the rules and functions noted in the minutes of assemblies in different regions will be compared and analyzed. The article analyzes the edicts on the creation of provincial assemblies in the kingdom in the summer of 1787, regulations of the provinces of Champagne and Rouen, regulations on the functions of assemblies, minutes of meetings of provincial assemblies, the French and Dutch press. In the course of writing the article, comparative and problem-chronological methods were used. The events of the end of the Ancien Rgime were developed in Russian historiography, but the issues of transformation in the administrative sphere were less studied, which will be discussed in this article. Provincial assemblies, created to improve the situation, have not fully fulfilled their task. Despite the delineation of functions between the old and the new administration, conflicts will arise that worsened the situation in the country. The new administration did not have enough time, already in 1788 elections to the States General began.

Abstract:
The Gondwana sediments of India, ranging from Asselian to Rhaetian in age, contain remnants of a unique flora that in general composition is uniform all over. Two basic floral assemblages, i.e., Glossopteris-Assemblage and Dicroidium-Assemblage, can be recognized through Permian and Triassic, respectively. A synthesis of data on the distribution of plant fossils in different formations of the Gondwana Supergroup brings out an incipient provincialism throughout, particularly in the Barakar Formation. It is not yet understood if this provincialism is apparent or real.

Das origens lusas do catolicismo brasileiro herdou-se o padroado régio, que marcou todo o processo de colonização portuguesa e deixou seu legado ao Brasil independente. Um “padroado provincial”, supostamente legitimado a partir do Ato Adicional 1834, passou a dar margens para a ação do governo provincial de Minas Gerais em assuntos eclesiásticos, desencadeando uma série de conflitos entre os poderes civil e eclesiástico e entre a própria Assembleia Geral e a Assembleia Provincial de Minas Gerais. Tal emaranhado de disputas de poder é o que pretendemos entender ao longo deste artigo.

AbstractThis article analyzes data on incumbent turnover in 103 provincial elections in Canada from 1960 to 1997. The author examines total turnover and the proportions attributable to retirement and electoral defeat. He notes that the overall rate of turnover in the provincial legislative assemblies is similar to that of the Canadian House of Commons. Further, voluntary retirement and electoral defeat comprise equal proportions of the total turnover. There are, however, important differences in the turnover rate and in its makeup, both by province and by time period. The author tests several models in an attempt to determine the correlates of turnover in Canadian provincial legislatures.

Abstract:
This study examines the political participation of minorities with special reference to constitutional and to highlights problems and barriers from a respondent-centred perspective. Owing to the nature of the study, primary and secondary sources were used to explore the constitutional rights of minorities and to know about the representation of minorities in provincial and federal assemblies of Pakistan. The data reveal that although the numbers of seats for minorities in the national and provincial assemblies have been reserved no increase is made for a long period. Furthermore, minorities have shown very little success in the general election because of the faith-based voting behaviour in Pakistan. It is concluded from the study that few of minorities have shown great success in the political arena but they still need more political representation in local, provincial and national politics in Pakistan.

Resumo O presente trabalho possui como objetivo analisar o desenvolvimento do sistema carcerário na Província de Minas Gerais no período do Brasil Imperial, em especial após o ano de 1830, quando a edição do Código Criminal ampliou as hipóteses de aplicação das penas de prisão, mas não cuidou de um regramento específico para o regime de cumprimento dessa pena, criando, assim, dificuldades para a implementação das prisões em todas as unidades da federação. Para isso, a pesquisa valeu-se de busca da legislação editada na referida Província, bem como de documentos produzidos pelos Presidentes de tais unidades regionais, declarações elaboradas por Ministros da Justiça e notícias publicadas em jornais à época. Ao final, conclui-se, após exposição a respeito de como Minas Gerais lidou com essa temática e quais questões foram priorizadas pelo poder legislativo estadual, que a inexistência de normatização adequada sobre o assunto provocou efeitos nefastos ao sistema penitenciário brasileiro, dando azo ao surgimento de um modelo prisional, desde a sua origem, defeituoso.

The ATI (assemblage turnover index), which is inversely related to the concept of complementarity, detects points of enhanced assemblage change.Whereas complementarity calculates the permeability of boundaries to a community’s continuance, the ATI quantifies boundary impermeability. Sample-wise ATI values for planktonic foraminifera (ATIsp) are here reported for the Late Quaternary at the ODP(Ocean Drilling Program) Hole 994C, Blake Ridge, western subtropical Atlantic Ocean, and the pattern compared with that for a piston core from a comparable latitude south of the Azores archipelago. There were no statistically significant correlations in Hole 994C between ATIsp and either interpolated d18O data or benthic foraminiferal ATIs. Thus, turnover in the planktonic and benthic foraminiferal assemblagesmust have been driven by different factors. Assemblage turnover peaks inATIsp occurred at someGlacial Terminations (specifically, T-II and T-IV) and within some interglacial MISs (marine isotope stages). This reflects rapid restructuring of the planktonic foraminiferal community at those times. Few comparable peaks inATIsp were recorded during the commencement of glacials, the protracted onset of which apparently induces only low levels of assemblage turnover. There were no ATIsp peaks in the interglacial MIS 3,which was a muted event. The conditioned-on-boundary index (CoBI), which is derived from theATI, showed that different tropical to subtropical species contributed to each of these peaks in turnover, such that there was no distinct cycling between glacial and interglacial planktonic foraminiferal assemblages. The migrations of zonal foraminiferal provinces is unlikely to be the dominant process, as thatwould have induced repetitive changes in assemblage composition between provincial types thatwere not observed. The piston core taken south of the Azores archipelago contained peaks in assemblage turnover that occurred shortly after Terminations. This might reflect that that authors for that core reported only the eight most abundant species. Alternatively, it might be inferred that the situation of the Azores core, taken north of the tropical-subtropical provincial boundary, was such that it does not reflect provincial migration.

Abstract:
This study examines the social functions of stone vessels in Early Dynastic society through a comparison between tomb architecture and the assemblage of stone vessels. The results demonstrated that the more valuable vessels, consisting of special wares and greenish stone vessels, were mostly restricted to high-status tombs in the Memphite and Abydos regions. This hierarchical structure places the king’s and highest officials’ tombs at the top of the hierarchy. Rulers probably distributed stone vessels to elites as part of their political strategy under the administrative institution and system developed since IIIC2. Furthermore, there are formal sets of stone vessels in elite tombs at provincial sites that are close to the vessel assemblage of the ritual list inscribed on funerary slabs during IIID. This suggests that stone vessels were likely brought to provincial areas to promote the offering ritual to local elites in this period. Thus, stone vessels functioned as a political medium for vertical and horizontal integration.

Neste artigo, pretendo fazer uma primeira incursão sobre o papel e a influência do presidente da província na disputa política provincial maranhense, entre as décadas de 1840 e 1850. Para isso, narrarei brevemente três casos similares relacionados aos presidentes mais longevos em seus cargos. Assim, busco ilustrar em que medida os delegados do governo imperial se envolviam nas disputas locais e quais recursos mobilizavam quando (e se) o faziam. Para identificar a configuração da elite provincial, mapearei, a partir de biografias, informações e especialmente dos debates nos jornais, a formação e organização dos grupos políticos que se aglutinam em torno de determinados projetos, interesses, perspectivas ou identidades. Isso permitirá, ainda, verificar se essa configuração dos grupos influencia, de alguma forma, as disputas na Assembleia Legislativa, locus de atuação da elite política provincial.

O desenvolvimento de qualquer país passa necessariamente pela adopção de políticas que estejam alinhadas às suas necessidades sociais. Neste conjunto de políticas a serem estabelecidas, a área de Ciência, Tecnologia e a Inovação (CT&I), não pode ser esquecida, por se configurar num espaço de especial destaque, sempre que de desenvolvimento se abordar. No presente trabalho abordam-se algumas concepções teóricas sobre a necessidade de se estabelecer uma Estratégia de Ciência, Tecnologia e Inovação exequível e sustentável que possa alavancar estas áreas nas escolas da província do Huambo, República de Angola. Assim sendo, o presente artigo pretende contribuir para literatura científica com o desenho de uma estratégia de CT&I sustentável para a gestão dos processos substantivos do Gabinete Provincial de Educação e das escolas do ensino geral da província do Huambo. Para a elaboração da estratégia, tiveram-se em conta fundamentalmente os documentos normativos como: Assembleia Nacional (2011a), Assembleia Nacional (2011b), Assembleia Nacional (2011c), Assembleia Nacional (2018), MTTI (2019). Do ponto de vista metodológico utilizou-se o método de observação e análise documental, que favoreceu a revisão dos documentos normativos e, por via destes, fundamentar a estratégia. Utilizou-se também a modelação parao desenho da estratégia que se apresenta. Como resultado, obteve-se uma estratégia composta por etapas, acções e objectivos que podem, no entender do autor deste trabalho, pode promover o trabalho científico, tecnológico e inovador deste Gabinete do Huambo e generaliza-los para os demais contextos.

This article presents an overview of the current state of knowledge concerning detached and in situ fragments in the collection of the University and Provincial Library of Tyrol (ULB Tyrol). The detached fragments were removed in several different phases from manuscripts and printed volumes, and, at the turn of the twentienth century, were assembled in a separate collection, which now numbers 233 shelfmarks, some of which contain as many as 26 individual pieces. A current Austrian National Bank project is underway to publish images and descriptions on Fragmentarium. Among in situ fragments, only those in manuscript codices have been described, namely in the ten-volume ULB Tyrol manuscript catalogue, but they represent only part of the holdings of fragments. Nevertheless, these 390 fragments contained in some 302 manuscripts provide an overview of the range of material in the collection, and the promise held by the larger collection.

Por meio do estudo das leis orçamentárias paulistas, dos Relatórios de Presidente de Província e da documentação manuscrita preservada pelo Acervo Histórico da Assembleia Legislativa do Estado de São Paulo, o presente trabalho busca quantificar a trajetória ascendente do “dízimo”, tributo esse posteriormente denominado “direitos de saída”, nas finanças públicas paulistas no decorrer do século XIX. Desta maneira, a metodologia empregada na discussão consiste na análise e mensuração dos “direitos de saída” no cômputo total do orçamento provincial. Em boa medida, é possível traçar um paralelo entre a evolução cafeeira e as expectativas arrecadatórias provenientes do imposto incidente sobre a exportação.

AbstractThis article examines the discourses of crime and safety mobilized by Gary Doer's provincial NDP government in Manitoba between 1999 and 2009. Through a Foucaultian discourse analysis of statements made by Manitoba NDP members in the Legislative Assembly—in particular, the language and preconceptions drawn on by government members when speaking about matters of crime and safety—the authors assess the role of Third Way and neo-liberal rationalities of crime governance in a provincial crime-control assemblage that seeks to foster “security” beyond the limits of federally defined criminal law. Based on this analysis, the authors discuss how the Manitoba NDP is engaged in a process of “deputizing” public service and communities for purposes of crime control.

Abstract:
We examine the impact of decentralized public policy in the form of intergovernmental fiscal transfers on local election outcomes –the probability of reelection. We assemble a new and unique dataset recording every local executive election in the period 1995-2011 and examine the electoral effect of various types of intergovernmental fiscal transfers. We find that the odds of reelecting local incumbents are increasing in the incumbency dummies for both major parties. Local governments which receive a positive discretionary transfer from the provincial government have also associated higher odds of being reelected. The probability of reelection is also increasing in the difference in the vote share between the winner and the runner-up in the previous election. Finally, we find evidence that the amount of discretionary transfers per capita affect positively the probability of reelection only in those governments aligned with the provincial government. Our results are robust to controlling for other potential explanatory variables.

Abstract:
Introduction. The subject of research in this paper refers to the imperial edict, conferring the title of metropolis on the city of Nicaea in 364 AD, and the imperial rescript of the same year, confirming the rights of Nicomedia to the same title and the status of the first city of the province. The documents were presented by bishops of Nicaea and Nicomedia in the course of litigation between them at the 4th Ecumenical Council in Chalcedon (451 AD). The objectives of this work are to present the translation of these documents and substantiate its correctness in comparison with other available translations into foreign languages. Further task is to identify and highlight through commenting those realities of the Roman world, which are reflected in the analyzed documents. Methods. The work is based on the application of the historical-critical method of analysing source data of the original texts, compiled in Greek. Analysis. The article deals with the dating of the documents, the peculiarities of the terms and expressions used in them, which regard to intercity relations in Roman times, the issue of city statuses and traditional elements of the provincial ceremonies associated with the imperial cult. In this context, special attention is given to the edict for Nicaea, which is dedicated to the metropolis status of Nicaea, and deals with peculiar ceremonial issues of “coronation”, “procession”, and the office of Bithyniarch. Results. The litigation between Nicaea and Nicomedia is a clear evidence of the preservation of ancient Hellenistic and Roman traditions in the era of the Christian empire. The fact that the bishop of Nicaea at the Ecumenical Council, in justifying the ecclesiastical and administrative rights of his city, resorted to arguments drawn from the sphere of intercity relations within the framework of the traditional provincial assemblies, speaks for the connection between the institutions of provincial assemblies and church councils. The author concludes that the traditional forms of urban life, intercity relations within the province and determination of the status of cities by traditional criteria were of key importance for the position of the city in the system of the provincial church hierarchy.

Inspirado na filosofia da história de Ricoeur (2010) e na obra clássica de Ilmar Mattos (1987), o Tempo Saquarema, a pesquisa investigou os discursos e debates em torno desse período, sobre a instrução e a participação católica nesse contexto educacional. Este artigo analisa o monopólio do serviço de transporte funerário na cidade de São Paulo, entre 1855 e o fim do século XIX. Em 1856, a Assembleia Legislativa da Provincia de São Paulo concedeu o monopólio do serviço funerário ao empresário carioca Joaquim Marcellino da Silva, pelo período de 15 anos. Com o término do contrato, a Assembleia optou por entregar a prerrogativa à Santa Casa de Misericórdia, alegando que esta não iria especular com os valores do serviço. Após a concessão, no entanto, a irmandade “terceirizou” o transporte funerário. O contexto da atuação e as polêmicas que envolveram, os dois agentes têm como base atas da Câmara Municipal da Cidade de São Paulo, os anais da Assembleia Legislativa da Província de São Paulo e jornais de época.

In May 2011 a senator of the Muttahida Quami Movement (MQM), moved a private member’s constitutional amendment bill to remove the exemption provided to agricultural incomes from federal income taxation. The proposed amendment mentioned a potential revenue of Rs 200 billion from Agricultural Income Tax (AIT). This figure, however, differs widely from some other reported estimates of potential agricultural income tax.1 The issue of AIT is likely to echo again in the parliament and outside as Pakistan grapples with the issue of its low tax revenues. It is, therefore, important to carefully analyse the potential revenue from AIT to allow more informed discussion and policy decisions on tax options at the federal and provincial levels. The 1973 Constitution of Pakistan gives provincial assemblies the exclusive power to make laws pertaining to taxes on agricultural income.2 Agricultural income could be interpreted narrowly to include crop farming and rental income from land, or more broadly to include income from livestock and animal husbandry. There is no ambiguity that income from the narrower interpretation falls within the domain of provincial taxation though there may be room for debate whether the provincial jurisdiction extends to the broader definition of agricultural income or not [see Nasim (2012)]. Since 1996-97 all four provinces have instituted some form of tax on agriculture land or incomes. In its implementation this tax is largely a land tax (based on acreage) rather than a tax on agricultural income.

Esta investigación tiene como objetivos examinar si la prensa estudiada pretende determinar, influir, orientar o dirigir el debate público ante una situación política novedosa y única en la Historia de Andalucía y, con ello, marcar la actuación política del poder y, en segundo lugar, en caso positivo, identificar las estrategias usadas para conseguir esos fines. Este artículo focaliza su objeto de investigación en la prensa editada en Andalucía entre los años 1931 y 1934, donde se incluyen cabeceras tanto de ámbito local como las de carácter general. En total, se han analizado 35 periódicos, elegidos bajo los criterios de abarcar todo el espectro ideológico -desde los conservadores- hasta la extrema izquierda, incluyendo la prensa nacionalista/regionalista andaluza- así como, en el caso de la prensa local, las ocho provincias que componen la región andaluza. Se confirma que la prensa escrita jugó un papel destacado a la hora de perfilar una posición frente al proceso autonomista andaluz durante la Segunda República. En el caso que nos ocupa, los intereses de cada enfoque se vieron reflejados en todos los números y utilizaron diferentes estrategias tanto dilatorias como dinamizadoras.

This article addresses questions of political reform and colonial intelligence collection in 1930s India. It focuses on the expectations British colonial officials had of the impact of the 1935 Government of India Act reforms on Indian political behaviour, especially regarding the creation of largely autonomous provincial assemblies. The 1937 provincial elections put these colonial suppositions to the test, and found them wanting. The article outlines the flawed and blinkered nature of colonial information gathering, demonstrating how the election results, particularly the very strong showing by an organized Indian National Congress, came as a real surprise to colonial administrators. However, the article also shows that these results did not necessarily change colonial opinions about Indian politics overmuch, as administrators and governors sought to frame what had happened within their existing understanding of India. Overall, this piece argues for the persistence of certain ways of colonial thinking in India, driven by ideological or cultural biases, as well as by the real limitations on the capability of the colonial state.

Robert Woodford was an obscure man, the steward of Northampton from 1636 until his death in 1654, whose diary, which covers the period 1637 until 1641, tells us much about how provincial men viewed the growing political crisis which was to culminate in civil war. There are very few sources available from which to assemble a biography of the diarist. He warrants no article in Dictionary of national biography, he is not recorded as having attended either university, nor to have registered at any of the inns of court. In a brief biography, his eldest son Samuel stated that his father was born in 1606, the son of a gentleman, Robert Woodford of Old in Northamptonshire, that ‘he had but Ordinary Education’, and that his ‘meane Fortune’ meant that ‘he could never provide for us in Lands or Money’. He married Hannah, daughter of Robert Hancs, citizen of London, in 1635 at the church of Allhallows-in-the-Wall. The minute book of the Northampton Town Assembly furnishes us with a few brief details of his career as a provincial legal practitioner. In 1636, he was elected steward of the town of Northampton by the good offices of his patron John Reading, the outgoing steward, who relinquished the office in his favour. The climax of his career would seem to have been his appointment as under-sheriff of the county in 1653 until his death in 1654: he remained a provincial lawyer.

Korea is again entering an era of local autonomy. After General Park Chung Hee seized power through a military coup in 1961, Korean local governments did not have substantial political and administrative decision-making power for 30 years. During an earlier period of the Republic, under the 'Local Autonomy Law' of 1949, Korean local governments had been locally formed policy-making assemblies whose members were locally elected by the inhabitants. For some time in that period even the chief executives of the local governments were elected by the area residents. In 1961, however, the military governments adopted the so-called 'Law Concerning Temporary Measures for Local Autonomy', which suspended the functions of all local assemblies, and the administrative heads of local units became appointive. Following that decision, local governing functions were controlled by the Ministry of Home Affairs- and the respective provincial governors who were appointed by the President. There was, therefore, essentially no political decentralization at all in Korea from 1961 to 1991 (Jung, 1987: 526). In 1991, however, the local assemblies were reorganized. In addition to the locally formed assemblies, the chief executives of local governments were elected directly by residents in 1995. These direct elections have enabled the Korean local governments regain their nominal political decision-making power. In practical terms, however, there still remain a substantial number of central controls in the central-local government relationship.

The Ottawa-Gatineau National Capital Region (Canada) has a well developed and well used cycling network of over 1,000 km which spans both sides of the Ontario and Quebec provincial boundary. The purpose of this study is to map out the complex data landscape behind the cycling infrastructure in the National Capital Region (NCR), which is largely based on inter-jurisdictional cooperation and partnerships with cycling advocacy groups. The questions we try to answer are: What data are collected for cycling infrastructure and activities? Who are the data producers and stakeholders? What are the relationships amongst the various data producers and stakeholders? The study reveals that the complexity of the cycling data landscape in the NCR is due to the complexity of the relationships between the various data producers and stakeholders.

Este artigo tem por objetivo acompanhar a trajetória da produção do Mappa Chorographico da Província de São Paulo(1837), primeiro mapa impresso da então província que, àquela época, ainda incorporava o atual estado do Paraná.Através de documentos levantados principalmente no Arquivo do Estado e no Acervo Histórico da Assembleia Legislativa do Estado de São Paulo, conseguimos reconstituir toda a linha de produção do mapa, desde a sua encomenda(1835), passando por detalhes de seu desenho (1836-1837) e ordem de impressão na França (1841), até chegarmosà apresentação das cópias já impressas aos deputados da Assembleia Legislativa de São Paulo (1842). Continued efforts to produce appropriate mental health legislation in Pakistan led to the Mental Health Ordinance of 2001. However, with the 18th amendment to the constitution and devolution of health responsibilities to the provincial governments, it became the task of the provinces to pass appropriate mental health legislation through their respective assemblies. Currently the mental health legislative picture is fragmented and unsatisfactory. Only the provinces of Sindh and Punjab have a mental health act in place and there is an urgent need for similar legislative frameworks in other provinces to protect the rights of those with mental illness.

Em seus primeiros anos, o governo regencial do Brasil Império tomou uma série de medidas políticas e administrativas de caráter descentralizador, buscando amenizar a centralização que caracterizou o período anterior do Primeiro Reinado. Um dos símbolos destas mudanças foi a instituição das Assembleias Provinciais, criada pela reforma constitucional do Ato Adicional de 1834. O objetivo era conceder maior autonomia às províncias no âmbito de sua administração. Este trabalho tem por finalidade principal analisar a implantação na província de Pernambuco de sua Assembleia, desde a forma de escolha dos primeiros deputados até o funcionamento de sua primeira legislatura. Em 1836 a Regência passava por um momento de crise política com os desdobramentos das medidas liberais e descentralizadoras implementadas desde o 7 de abril de 1831. Começava a surgir um movimento de cisão entre os liberais moderados que até então controlavam o poder na corte e de contestação àquelas medidas. Era o início do Regresso. Na província de Pernambuco os regressistas foram representados pela oligarquia dos Cavalcanti em aliança com os restauradores locais do grupo do futuro regente Araújo Lima. Utilizando-se dos meios disponíveis de luta política pela imprensa e do controle da Assembleia Provincial, estes novos regressistas pernambucanos conseguiram aprovar uma lei provincial que anulou muitas das medidas descentralizadoras e deu nova roupagem centralizadora à estrutura judiciária e policial da província, antecipando as mudanças a nível nacional que só seriam tomadas com a Lei de Interpretação do Ato Adicional de 1840. Este artigo se propõe a analisar o processo como se deu esta vitória dos regressistas em Pernambuco e suas implicações para a luta política local.

This paper employs a descriptive case study method to analyze and critically review the emergence of the provincial poverty reduction strategy in Ontario, Canada which was implemented in 2008 and renewed in 2014. The purpose of this study is two-fold: first, it defines the principles of neoliberalism and explores the historical growth of neoliberal thought in Canada, and specifically within Ontario, beginning in the 1980s to the present-day. Drawing on a combination of primary, secondary and grey literature, this paper discusses the ways in which neoliberal ideologies and rhetoric became deeply rooted in political thought and discourse within the province. Employing a critical theory framework, the paper highlights the contrasting ways in which neoliberal values were adopted by the different political parties in power and the detrimental impact this espousal had on individuals living in poverty within Ontario. Second, the paper illustrates the powerful ways in which anti-poverty grassroots movements and social advocacy groups assembled to push for the creation of a provincial poverty reduction strategy. The analysis ends with a critique of the neoliberal influences on the strategy’s recommendations and the future outlook of the poverty reduction strategy based on the current political climate within the province.

Deep-water agglutinated Foraminifera (DWAF) are investigated from Paleocene sediments recovered from IODP Hole U1511B in the northeastern Tasman Sea. The recovered foraminifera display exceptional three-dimensional preservation: they are relatively unaltered by sediment diagenesis and compaction.We examined 27 samples fromCores U1511B-45R to -47R, and recovered over 70 species of DWAF. The assemblage consists entirely of “cosmopolitan” forms originally described from the Carpathians, Caucasus, Trinidad, and the western Tethys, implying that there is no provinciality among DWAF faunas in the world ocean.

AbstractThis article presents evidence concerning women's representation in Canada's provincial legislative assemblies over a 20-year period (1975–1994). Data from 3,755 elections and over 11,000 candidates are analyzed to inspect trends in representation. The authors find there has been a gradual increase in both female candidates and legislators. The New Democratic party has clearly been the leader in putting women on the ballot and into legislatures at the provincial level. In addition, hypotheses are tested to see if there are differences across provinces in parties' willingness to nominate and elect women, and whether women are more likely to be nominated primarily in districts where a party does not expect to win. The study finds that the Atlantic provinces lagged behind the rest of Canada as representation increased markedly everywhere else in the late 1980s and the 1990s. There is also evidence that the major parties nominated female challengers in ridings that were inferior to the ridings where the party's male challengers ran in the mid- to late-1970s. By the mid-1980s, however, evidence that women were treated as sacrificial lambs had disappeared.

O presente artigo se propõe a analisar o fenômeno do coronelismo no estado do Paraná entre os anos de 1880 a 1930. Percebeu-se que o coronelismo paranaense ocorreu segundo a perspectiva de Vitor Nunes Leal, que o considera a partir da relação sistêmica de troca de favores entre os representantes do poder privado, os chamados coronéis (enfraquecidos), e o poder público, os governadores estaduais (cada vez mais fortalecidos). Para o coronel, a garantia de sua posição se dava pelo controle dos votos da população pobre e dependente, cuja maioria se encontrava no meio rural. São apresentados os elementos fundamentais para o entendimento de tal fenômeno através do mapeamento de suas estruturas formais, do arranjo do poder político partidário disciplinador e das práticas ilegais no momento das eleições, além da análise das trocas de favores que envolvia tal sistema. Para desenvolvimento da pesquisa, recorreu-se ao estudo de vários aspectos do tema: primeiramente, a discussão efetivamente teórica a respeito do próprio conceito de coronelismo, bem como a pesquisa empírica por meio de diversas fontes, como jornais, constituições estaduais e atas da Assembleia[1] Legislativa do Paraná.[1] No Império chamava-se Assembleia Provincial, e na República, Congresso Legislativo.

Conodont faunas from the upper part of the Wadleigh Limestone, Alexander terrane, southeastern Alaska, are of Frasnian to early Famennian age and include the new taxa Polygnathus aspelundi nanus n. subsp., Polygnathus decorosus dutroi n. subsp., Polygnathus elegantulus sparus n. subsp., Polygnathus gracilis n. subsp. A, Polygnathus n. sp. A, Palmatolepis subrecta youngquisti n. subsp., and Icriodus subterminus uyenoi n. subsp. Four distinct age-determined faunal assemblages are recognized. The lowest is assigned to the Lower Palmatolepis rhenana Zone (the chronozones of Ziegler and Sandberg, 1990, are treated herein as time-rock equivalent assemblage zones). The next is exposed on three small islands just south of Wadleigh Island and is correlated with part of the Lower to Upper Palmatolepis rhenana Zones. The third assemblage, on the eastern side of Wadleigh Island from close to the top of the section, is correlated with part of the Palmatolepis linguiformis Zone. Nearby and overlying this is the fourth assemblage, which is correlated with part of the Lower Palmatolepis triangularis Zone and thus appears to be within the lower Famennian. These Wadleigh Limestone conodont faunas have affinities with faunas from equivalent horizons of the cratonic regions of the Northwest Territories and Alberta in Western Canada and to other faunas globally. The more provincial conodont taxa lend weak but positive support to brachiopod faunal evidence that places the Alexander terrane close to the North American craton during the Late Devonian.

An effort has been made to revisit the political participation of Pakhtun women in Khyber Pakhtunkhwa former NWFP. The active role in the politics of Pakhtun women was quite difficult due to socio-cultural constraints. In such circumstances a woman from the elite class emerged on the political scene of NWFP; Begum Zari Sarfaraz who not only participated in the independence movement of Pakistan but also participated in politics after the creation of Pakistan and had rendered great services for women folk as members of national and provincial assemblies. The paper shed light on her opposition to One Unit. The paper also investigates the reason that why she quit politics. There is hardly any literature on the role of Begum Zari Sarfaraz in the politics of Pakistan.

AbstractDetailed descriptions of plant remains from a late Silurian (Pridoli) locality in Xinjiang Province, northwest China are presented. They include Junggaria spinosa Dou, interpreted as identical with Cooksonella sphaerica Senkevich, Salopella xingjiangensis Dou, and a number of sterile axes, including one with a leafy appearance superficially resembling a lycophyte, and others of probable algal affinity. Lack of anatomical and reproductive characteristics precludes a more precise assessment of relationships. A justification for the Pridoli rather than Lower Devonian age of the assemblage is based on graptolites. The composition of the assemblage is compared with coeval ones from Europe, North America, north Africa and Kazakhstan and has closest similarities with the latter. Palaeogeographic proximity on the Kazakhstan palaeocontinent is postulated, but the dearth of global Silurian occurrences of land plants make it premature to evaluate the significance of Kazakhstan and Chinese assemblages in terms of global provincialism in the late Silurian. The most distinctive element in these assemblages (Junggaria/Cooksonella) has sporangia with more complex, indeed more enigmatic organization, than seen in most Silurian and early Devonian rhyniophytoids.

Cet article s’interroge sur l’opportunité de la libéralisation de la profession d’huissier de justice en RDC et du rôle que joue l’huissier de justice dans l’administration de la justice pour la promotion ou la consolidation de l’Etat de droit en RDC. Avant la loi organique de 2016 sur la profession d’huissier de justice, cette dernière ne bénéficiait pas des garanties nécessaires pour jouer son rôle de profession juridique de proximité et sociale. Avec sa libéralisation, cette profession est structurée au tour de la Chambre nationale et de la chambre provinciale des huissiers de justice. Chacune de ses structures est composée d’une Assemblée générale, d’un Bureau et d’un Commissariat aux comptes. Ces différents organes veillent à l’efficacité et l’intégrité de la profession. Cette reforme permet aux huissiers de justice de s’organisent au tour d’une corporation autonome et indépendante bénéficiant de garantie nécessaire pour contribuer efficacement à la bonne administration de la justice et la consolidation de l’Etat de droit en RDC.

O presente artigo discute a Instrução Pública na Província do Piauí e sua expansão, adotando como recorte temporal o período entre os anos de 1834, com o Ato Adicional à Constituição, que pôs fim ao modelo educacional implantado com as Aulas Régias, e 1852, com a transferência da capital da Província de Oeiras para Teresina, recorte em que se assistiu a tentativas limitadas de institucionalização de uma educação pública durante a Regência e primeiros anos do Segundo Império. Metodologicamente, trata-se de pesquisa histórica de base bibliográfica que, além da literatura existente sobre o tema e a legislação vigente no período, apoiou-se na documentação pertencente ao Arquivo Público do Estado do Piauí – APEPI, sobremaneira, a documentação expedida pela Presidência da Província e pela Assembleia Provincial, o que permitiu a construção de um diálogo que possibilitou novos olhares a respeito da história da educação no período, bem como a reflexão sobre outras dimensões do tecido social local. De maneira geral, com a pesquisa, verificou-se uma lenta expansão da Instrução Pública, como consequência do pequeno interesse dos poderes públicos em seu desenvolvimento, resultando em limitados investimentos, aliado a um modelo produtivo que pouco demandava do saber formal em suas práticas cotidianas.

Internationalization processes are at the fore of university strategic plans on a global scale. However, the work of internationalization is being performed through the connections between many actors at different policy levels. Our purpose here is to ask, what is happening with internationalization of higher education at the Canadian national policy level? To do so, we suggest that we must look at policies at the national level not as individual entities but rather as these policies exist in relation to each other. We examine three recent policy statements from different organizations at the national level in Canada: a federal governmental agency, a pan-Canadian provincial organization and a national educational association. Our approach involved mapping the actors, knowledges and spaces that are discursively produced through these texts and engaging a relational approach to policy analysis that questions what comes to be assembled as these policies co-exist in the national landscape.

A recently uncovered assemblage of 13 coins, some of significant dating value, but all loose finds from fieldwork conducted by the Polish–Egyptian Conservation Mission, is discussed in the context of earlier coin finds recorded by the two Polish projects involved in the archaeological excavation and conservation of the Marina el-Alamein site on the Mediterranean coast of Egypt. The focus is foremost on predominantly Roman provincial coins originating from the Alexandrian mint. One of these bears a mark indicative of its use as a pendant. Hadrian bronzes, most numerous in this group, along with coins of Trajan and Antoninus Pius corroborate a peak in the development of the town in the 2nd century AD, while late Roman imperial specimens are direct evidence for its continued functioning in the late antique period.
