Abstract:
The representation of women in legislative assembly elections of Assam have not improved since independence. Although Assam has a dignified history of women but they are not included in decision making and party politics of the state. Assam had witnessed a decline of percentage of women elected members of legislative assembly (MLA). In 2021 lowest number of women MLA’s are elected in comparison to other consecutive years. Here in this study, an attempt is made to observe political party-wise change in percentage of elected women MLA’s of Assam from 2001 to 2021. Moreover, the study had tried to bring percentage comparison between elected male and female MLA’s of Assam. Further, the study had also observed difference between contested and won women candidates in Assam legislative assembly elections. The result of the study shows that there is need of further improvement in representation of women in Assam politics. The study also shows huge difference between male and female elected MLA’s in legislative assembly elections of Assam. Regional political parties of Assam should give more candidature to women candidates in legislative elections in comparison to national political parties of the country.

Abstract:
The political parties are the backbone of the democratic form of government. The political parties are constituted to capture the power of the state and rule thereof. The composition, nature, and ideology or principle of every party is different but the primary objective is to capture the power of the state is the same. So, in order to capture the power, the political parties initiated different strategies and considered various determinants. The determinants might differ from party to party and place to place. Assam as a state of India is run by a state government following the parliamentary form of government and the party that gets the majority in the Legislative Assembly of Assam is allowed to form the government. Hence, there are many contesting political parties in Assam, and out of that some are national and others are state and regional level parties. During the election, the national, state and regional political parties of Assam considered certain factors to win the confidence of the people. These factors determine the fate of the elections. Thus, this paper is intended to focus on the determining factors in Assam, and by analyzing the factors past experiences of the political parties are analyzed to justify the arguments.

Abstract:
Previous studies on legislative voting behavior in the Korean National Assembly (KNA) were based on two theories: "The Best of Both Worlds" vs. "Contamination." However, both these theories have paid limited attention to the electorally vulnerable condition of legislators owing to voting behavior in South Korea. In this study, we propose a conditional mandate-divide theory to elucidate party defection voting behavior in KNA. According to our findings, Proportional Representatives (PR) are more likely to defect from party-line voting than Single Member District (SMD) members, although SMDs elected through a party primary are more likely to defect from party-line voting than other SMDs. Additionally, SMDs elected with the primary experience deviate from their party line more in Yeongnam province compared to other regions. Our findings suggest that legislators' voting behavior in the mixed-member system may vary depending on their prospects of re-election, essentially shaped by their incentive structure.

Abstract:
O presente estudo se utiliza das práticas laborais do Setor de Divulgação da Assembleia Legislativa do Paraná (Alep) para traçar um panorama do trabalho de comunicação prestado para a população paranaense no ano de 2014. Busca-se identificar as fronteiras de trabalho entre a assessoria de imprensa e o jornalismo da fonte, entre o jornalismo estatal e o público. Para isso, a pesquisa utiliza de técnica empírica de entrevistas em profundidade. Baseado em depoimentos dos servidores, a objetividade também é discutida como ferramenta para alcançar a credibilidade, mas também como forma do profissional evitar desgastes da Mesa Diretora com parlamentares, e assim garantir a própria permanência no cargo. Dentre as vantagens e fragilidades na objetividade empregada, a criação de um conselho editorial seria uma saída apontada para reduzir a influência de interesses políticos nos veículos públicos legislativos.

Abstract:
The relevance of the topic is that the elections of legislative assemblies of the Russian Federation subjects re-flect the regional peculiarities of the agenda and public opinion, the level of political self-organization and awareness, ideological orientations of the electorate. The elections of 2022 are the first in the Krasnodar Krai held under conditions of a special military operation and, consequently, experienced changes in the agenda and priorities of citizens. Based on the example of Krasnodar Krai, the topic has been insufficiently researched. The article establishes the features of electoral behavior in the elections of deputies to the Legislative Assem-bly of the Krasnodar Krai (September 2022). The work is based on the concept of socio-cultural divisions, dia-chronic comparative analysis, axiological approach, and institutionalism. The author identified the reasons for the increase in voter turnout and changes in the level of support for political parties, territorial differences in support for political parties, the consequences of legislative changes: the introduction of three-day voting and the predominance of deputies elected in single-member districts over those elected on party lists. Territorial differences in support for political parties consist in increased preference for the “United Russia” party in rural areas and small towns, while support for opposition parties is typical for large cities. The materials and conclu-sions of the article are applicable in forecasting the results of the presidential elections of 2024 on the example of the Krasnodar Krai.

Este artigo apresenta resultados de pesquisa e analisa, a partir da aprovação do Plano Nacional de Educação (PNE) 2014-2024, o processo de materialização do Plano Estadual de Educação de Mato Grosso do Sul (PEE/MS), vigente, como política pública, de modo a apreender as condições objetivas em que esse processo se concretiza, ressaltando as concepções de gestão da educação em disputa, assim como a regulamentação da gestão democrática da educação. Fundamenta-se em autores que discutem os temas em questão, na análise de documentos como os planos de educação, os relatórios de monitoramento e avaliação do PEE/MS, entre outros, e em entrevistas com representantes da sociedade política e da sociedade civil do estado (Assembleia Legislativa, Secretaria de Estado de Educação e Fórum Estadual de Educação). Mostra que a ausência da normatização da gestão democrática da educação do sistema de ensino, e o modelo de avaliação de diretores escolares, por um lado, assim como mecanismos e dinâmicas de gestão participativa, por outro, expressa as concepções em disputa, traduzem as prioridades e os projetos antagônicos de educação e de sociedade.Palavras-chave: Política educacional. It is based on authors who discuss the issues, in the analysis of documents such as education plans, monitoring and evaluation reports of the PEE / MS, among others, and in interviews with representatives of political and civil society in the state (Legislative Assembly, State Education Secretariat and State Education Forum). It shows that the lack of standardization of the democratic management of education in the education system, and the evaluation model of school principals, on one hand, as well as mechanisms and dynamics of participatory management, on the other, expresses the contested concepts, translating the priorities and antagonistic education and society projects. Resumo: Este é um estudo de caso antecedido por uma explanação sistemática de seus pressupostos teóricos. O caso é fictício, mas fortemente inspirado em uma decisão de Câmara do Tribunal Constitucional Federal alemão. Nela, tratava-se de avaliar a constitucionalidade de uma medida policial e sua confirmação judicial no contexto de uma contramanifestação a uma reunião que ocorria em local público. Para a sua solução, desenvolveu-se um parecer jurídico-constitucional cujo objeto é a situação jurídica presente no caso, com vistas a avaliar as chances de êxito de uma eventual ação judicial contra as medidas estatais (policiais e decisão judicial), considerando a hipótese da violação do direito fundamental à liberdade de reunião a ser testada. No que se refere aos pressupostos teóricos do caso e à conjuntura política e jurídica brasileira, tem-se o seguinte. Como ocorre em qualquer Estado democrático, também no Brasil sob a égide da Constituição Federal (CF) o entorno político-ideológico do direito fundamental à liberdade de reunião é tão notório quanto contraproducente, pelo menos quando se pensa na imprescindibilidade de uma abordagem especificamente técnico-jurídica constitucional. Há um déficit na discussão pátria que o presente ensaio visa a sanar à luz do direito comparado alemão. Conjugar, assistematicamente, o princípio democrático com a liberdade de reunião e seu suposto caráter instrumental em relação àquele não faz jus aos desafios hermenêuticos implícitos no complexo teor do art. 5º, XVI CF em que se positivou o direito fundamental à liberdade de reunião. Partindo de uma análise sistemática do texto constitucional, o presente ensaio apresenta definições jurídico-dogmáticas, metodologicamente disciplinadas, e analisa o teor do dispositivo, classificando suas locuções entre condições subjetivas para o exercício da liberdade de reunião e previsão implícita de seus limites constitucionais que, por sua vez, podem ser, atendido certo ônus argumentativo, concretamente traçados pelo legislador ordinário. Assim, uma legislação ordinária regulamentadora não poderia ser, de plano, descartada como inconstitucional. Também a interpretação e a aplicação dessa eventual lei regulamentadora, assim como no caso da interpretação de quaisquer outros dispositivos normativos pertinentes ao direito administrativo e penal em geral, devem ser interpretadas e aplicadas à luz do direito fundamental à liberdade de reunião, de tal sorte a serem observados os vínculos específicos de todos os órgãos estatais pertinentes às três funções estatais clássicas.Palavras-chave: Autoaplicabilidade de direitos fundamentais. Abstract: This is a case study preceded by a systematic explanation of its theoretical framework. The case is fictitious but strongly inspired by a judgement of the Federal Constitutional Court in Germany, in which the court assessed the constitutionality of a police measure and its judicial confirmation in the context of a counter-protest to a meeting that had occurred in a public space. For the case study’s resolution, it was developed a juridical-constitutional opinion centred on the juridical situation exposed on the case, with the aim to evaluate the chances of a positive outcome of an eventual judicial action against the state measures (police measure and its juridical confirmation), considering the hypothesis of violation of the fundamental right to assembly. As in any other democracy, in Brazil under the Federal Constitution (FC) of 1988, the political-ideological contours of the right to freedom of assembly are as notorious as they are counterproductive - at least when one thinks of the indispensability of a specific constitutional legal technique. There is a deficit in the Brazilian literature that the present essay seeks to remedy in the light of comparative law considering the German case. To reconcile the democratic principle with the freedom of assembly, without a systematic approach, one assumes its instrumental character in relation to the former and does not meet the hermeneutical challenges implicit in the complex content of article 5, XVI, of the Brazilian Federal Constitution, in which freedom of assembly was enshrined. From a systematic analysis of the constitutional text, this study presents legal-dogmatic definitions that are methodologically disciplined, and analyzes the content of the aforementioned constitutional article, classifying its parts as either subjective conditions for the exercise of freedom of assembly or as implicit constitutional limits, which can be concretely drawn by the ordinary legislator, provided that they observe certain argumentative burdens. Thus, such a regulatory legislation could not, prima facie, be considered unconstitutional. Also, its eventual interpretation and application -as the interpretation of any other normative provision of administrative or criminal law in general - must be done in the light of freedom of assembly in such a way that the specific bounds between all three state functions are respected.Keywords: Self-enforceability of fundamental rights. Abstract:
Sushmita Dev’s family has a long history of public service. Her grandfather was a freedom fighter and minister in the Assam government, her mother a Member of the Legislative Assembly (MLA) in the Assam assembly. Her father was a cabinet minister and Congress stalwart. She is president of the All India Mahila Congress, the Congress party’s women’s wing, Sushmita is acutely aware of the challenges that women face, arguing that a woman’s journey in politics is more difficult than that of a man at every step of the way. Yet, she rejects a lot of measures aimed at women empowerment as pure ‘tokenism’.
