Abstract:
The voice of children aged 4 to 8 years is seldom heard in research circles, within the constraints of high-pressure academic model which is the current education system in England. Children are rarely listened to but expected to listen in the current normative societal cycle. This deficiency of active listening as an everyday occurrence impacts on children’s Mental Health. This article will give reference to an original empirical study, Hear Me and Listen. This study carried out in 2018 highlights the minimalistic practice of listening to children aged 4 to 8 years in the everyday. The research method used consisted of the Mosaic Approach. This approach provides various avenues for communication aside from the verbal. Data collected were analysed through a thematic approach. Themes which came from analysis included ‘This Is Me’, ‘Relationships’, ‘Environment’, ‘Curriculum’ and ‘Practitioners’. This article draws on this analysis and concludes that a change in the normative discourse of ‘hearing’ and not acting to one of ‘active listening’ and supporting is a path worth mapping.

Aotearoa New Zealand ratified the 1989 United Nations Convention on the Rights of the Child (UNCRC) in 1993, which means its principles and rights are obligatory, not optional. So, UNCRC has important implications for teachers, leaders, and boards of trustees in schools. UNCRC has 54 articles. A good starting point for teachers is the articles that directly impact on their work with their students. These include Articles 12, 13, 28, 29, and 30. The children’s rights framework of “space, voice, audience and influence” developed by Professor Laura Lundy is universally recognised as a useful tool for teachers to use when considering how to practically apply UNCRC Article 12, which states that all children have the right to have their say and express their views on matters of interest to them. This includes their classroom relations with teachers, the curriculum, school policies, and rules. Engaging students in meaningful decision making encourages more democratic and autonomy supportive forms of teaching and learning.

AbstractIn the context of the growing use of mediation in many countries to resolve parental disputes in separation and divorce, this article considers the implications of mediation practice for the rights of the child and, in particular, the tension between Article 3 and Article 12. In order to highlight the potential influence of the UNCRC in ensuring that children's article 12 rights are not compromised by the practice of mediation, which revolves around adults and parental decision-making, recent developments in England and Norway are compared in order to consider the impact of Norway's recent incorporation of the UNCRC into its domestic law.

Abstract:
This paper explores the application of Article 12 of the uncrc to education in England, with specific emphasis on children’s involvement in definitions of “suitable education” in the context of English schools. It is demonstrated that, despite a claimed commitment to children’s rights by the uk government, little progress has been made in relation to Article 12 and pupil participation in education policy and practice. It is argued that this is because the school environment views children from within a paternalistic framework and the available mechanisms for children to participate are adult-defined and controlled and this limits what children are able to say. The paper concludes by suggesting some reasons why this state of affairs exists and what might be done to remedy it.

Legal regulation of child employment takes a particular focus, with concern surrounding children’s right to protection from exploitative work. Using domestic work as a case study, this article demonstrates that there is little or no consideration of the possibility that children discovered in domestic work, are there as a result of their own autonomous decision to enter what they view as an employment arrangement. Instead, there is often an assumption that these children have been trafficked. A child’s right to be heard under Article 12, UNCRC, and their right to protection from exploitative employment under Article 32, UNCRC, are relevant to this discussion, as are the decisions made for the child on the basis of their best interests under Article 3, UNCRC. An alternative approach is suggested which may help to empower children, enabling well-informed employment decisions to be made, rather than only ever treating them as passive victims.

In the debate on child participation in family law proceedings, a pertinent question is whether or not to provide children with representation and if so, how to provide it. Article 12 of the United Nations Convention on the Rights of the Child (uncrc) provides minimum standards for the child’s right to express views and to do so, in judicial proceedings, through a representative. This article takes these minimum standards as a yardstick to evaluate the legal frameworks of child representation in the family law proceedings of four jurisdictions: Australia (New South Wales), France, the Netherlands and South Africa. On the basis of a systematic legal comparison and evaluation, this article presents a “compliance report card” and concludes with new insights and questions regarding children’s representation and Article 12, uncrc.

This article draws upon research with children whose mothers were imprisoned in England and Wales, to investigate the impacts of maternal imprisonment on dependent children. The research directly engaged with children, in accordance with Article 12 of the UNCRC 1989, and is set within an examination of the differentiated treatment in the family and criminal courts of England and Wales of children facing state initiated separation from a parent. The article explores children’s ‘confounding grief’ and contends that this grief originates from social processes, experienced as a consequence of maternal imprisonment. ‘Secondary prisonization’ is characterized by changes in home and caregiver and the regulation of the mother and child relationship. ‘Secondary stigmatization’ occurs when children are stigmatized by virtue of their relationship with their mother. These harms to children call into question the state’s fulfilment of its duty to protect children under Article 2 of the UNCRC 1989.

Paragraph 1 of Article 12 of the United Nations Convention on the Rights of the Child (UNCRC) gives children the right to express their views freely in all matters affecting them and for their views to be given due weight in accordance with their age and maturity. It has previously been acknowledged, however, that the process of translating this article results in a gap between the stated article and its realisation within policy and practice contexts. This paper takes an in-depth look at the meanings attributed to Article 12 to provide a basis for understanding the principles inherent within the article. It draws on core values associated with respecting and operationalising the rights enshrined within Article 12 to critically explore factors to consider when implementing Article 12 if the dilution and reshaping of principles pertaining to the article are to be minimised during its translation into practice.

This article aims to explore the concept of capacity as necessitated by provisions within the UNCRC such as articles 12 and 5, which emphasize participation, and the evolving capacities of children. In family law proceedings when children are involved, age and capacity are considered in order to assess if the meaningful participation of that child is accessible. There is limited literature to indicate how the capacity of a child is determined, especially for children who are younger than twelve. Rather than relying on age to gauge capacity levels, this paper provides a unique, interdisciplinary evaluation of capacity through a combination of both legal and child development perspectives. This article aims to use a critical lens and rights-based approach to analyze the current literature regarding the capacities of children and proposes that a deeper understanding of what capacity entails is required in order to ensure the meaningful participation of children.

Children’s issues have become a greater priority on political agendas since the UN General Assembly adopted the Convention on the Rights of the Child (UNCRC). Each government has agreed to ensure that all those working with and for children understand their duties in relation to upholding children’s rights including the obligation to involve children in decisions that affect them (Article 12). Respecting children’s views is not just a model of good pedagogical practice, but a legally binding obligation. However, there is a limited awareness of Article 12, and how to actualise it. While many people speak about the ‘voice of the child’ or ‘student voice’, these concepts do not capture the full extent of the provision. Lundy (2007) developed a model, which helps duty bearers involve children meaningfully in decision-making. According to this model four separate factors require consideration: Space, Voice, Audience, and Influence. In this paper, we provide an overview of these four factors and a summary of the main implications of the model.

This article reports on the findings of a 2009 survey conducted under the auspices of the Childwatch International Research Network about how children’s participation rights, as set out in Articles 12 and 13 of the UNCRC, are respected in private family law proceedings internationally. Court-based and alternative dispute resolution processes and the roles of relevant professionals engaged in child-inclusive practices are considered, as well as religious, indigenous and customary law methods of engaging with children. The findings from the 13 participating countries confirm an increasing international commitment to enhancing children’s participation in family law decision-making, but depict a wide variety of approaches being used to achieve this. Case studies from Australia, India, Israel and New Zealand are included to illustrate differing models of children’s participation currently in use in decision-making processes following parental separation.

Article 12 of the un Convention on the Rights of the Child (uncrc) declares that young people have the right to express views and to have these taken into account when decisions are made that affect them. Yet, children’s voices are still not universally heard in policy and operational discourses. In many areas of service delivery in particular, young people remain disenfranchised, in spite of evidence which attests to their desire positively to engage with adult decision makers. Challenging the apparent discordance between the rhetoric relating to young people’s decision making and reality (as perceived by children), this article offers a new and innovative template for researching with young people as partners for change in the specific context of research dissemination. Seeking to enhance understanding and influence practice, the article sheds some much-needed light on how participation rights can be made “real” at a local level.

Abstract Children’s right to be listened to and taken seriously according to Article 12 of the uncrc is an important objective of children’s services. This article is based on a qualitative case study with children to explore child participation in research and the understanding of collaborative alliances. Analysis of field notes from workshops with children as co-researchers in a co-creation project forms a picture of four key components to answer the research question of how collaborative alliance as a methodological approach to child participation can support their ability to express their views freely: (a) having a valuable role in the collaboration, (b) creating a safe framework, (c) inclusion through information, and (d) an open and exploratory approach to the task. In this methodological approach, there is a suggestion of a ‘task-oriented approach’ to meaningful participation, as well as a proposal for chronological order for these elements.

In 2020, the United Nations Convention on the Rights of the Child (UNCRC) was incorporated into Swedish domestic law. In the proposals for new legislation, it is emphasised that steps be taken to develop knowledge of children’s rights among professionals at all levels. This article explores the presence and status of children’s rights in Swedish teacher education. A total of 362 teacher-education course plans and syllabi at 12 universities were examined, and a questionnaire was conducted among 156 teacher educators. Although teacher educators judge knowledge around children’s rights to be important for pre-service teachers, the syllabi provide little guidance as to what knowledge pre-service teachers need. Using the framework for analysing human rights education designed by educational specialist Felisa Tibbitts, it is concluded that Swedish teacher education fits with a Values and Awareness Model, which is associated with socialisation but not with social change.

This study aims to explore why and how the views of others are elicited and integrated within youth justice work, and how educational psychologists (EPs) may support this. Article 12 of the United Nations Convention on the Rights of the Child (UNCRC) (United Nations, 1989) highlights the right for all children and young people to express their views, thoughts and feelings on issues affecting them and for these views to be seriously considered.Youth justice services work within a ‘child first’ principle and upholding of this is partly achieved through the elicitation and integration of children’s views. Similar to this, EPs aim to ensure participation and advocacy is integral to their own work. Their experiences of working across a wide age and developmental range means EPs are well placed in eliciting and integrating views from a diverse range of groups. Semi-structured interviews with staff from two English youth justice services are used, albeit both services did not have any prior experience of educational psychology services. Thematic analysis of data identifies three global themes addressing the facilitators and barriers of eliciting and integrating views, as well as how youth justice professionals view EPs supporting them in their work.The paper concludes that there is scope within the EP role for supporting youth justice services. Future research could identify how different youth service roles might differentially utilise educational psychology service.

The principle that children and young people are capable of forming their own views, have the right to express those views, and are entitled to have those views taken seriously was introduced by the United Nations Convention on the Rights of the Child (UNCRC) in 1989. The implications for the delivery of healthcare are clear; however, children and young people continue to experience difficulty in having their views heard and taken seriously during healthcare encounters and the effectiveness of the UNCRC, in particular Article 12 appears to be limited. This article will discuss how, 30 years on, significant barriers continue to impede the full implementation of Article 12. In recognition of the limited awareness of its scope or even existence by health professionals working with children, a framework that can facilitate a better understanding of the concept of voice, and articulate healthcare organisations’ full responsibilities when it comes to Article 12, is presented.

This article uses a rights-based and social ecological approach to explore the role of the right to play in the lives of children and youth, as outlined in Article 31 of United Nations Convention on the Rights of the Child (UNCRC), in supporting the actualization of children’s meaningful participation, as outlined in Article 12 and as a guiding principle of the UNCRC. This article introduces the limited recognition of the value of play internationally, as emphasized in General Comment 17. It uses a rights-based approach to analyze the intrinsic and instrumental value of play as a right itself and its role in supporting children to actively participate as experts in their own lives, develop leadership skills, express their views, be listened to, and be active in decision-making processes. The authors will explore the positive contribution play can make to the healthy and holistic development of children and youth and how these skills support a sense of agency and leadership in children and youth at present and in their future. Right To Play’s methodological approach is grounded in participatory, experiential learning and the work of educationalists. This work will be showcased to highlight how play can strengthen children’s meaningful participation. The authors conclude that it is imperative that the international development and humanitarian community continues to strengthen the advocacy for and use of play to strengthen children’s wellbeing, healthy development and active participation in their lives.

As the United Nations Convention on the Rights of the Child (UNCRC) celebrates its thirtieth anniversary,it is relevant to explore how understandings of children’s rights have appeared duringthese three decades. As a key public actor in society, the media provides an interesting field inwhich to study the salience of children’s rights in societal and public discussions. Thus, in this article,we examine how children’s views are represented in «Helsingin Sanomat», the main nationalnewspaper of Finland, in 1997, 2007, and 2017. This examination is based on articles 12 and 13of the UNCRC, where it is stated that children have the right to express themselves in all mattersaffecting them. The data collection for this article was based on a systematic random samplingmethod of these issues in the years mentioned above, and a systematic content analysis was alsoapplied. The results show that, somewhat surprisingly, in 2017, less than a third of news storiesconcerning childhood and children reported children’s views on the matter, while in 2007, almosthalf of news stories reported on children’s views. Based on the data, it appears that macro-levelissues remained within adults’ sphere of discussion during these years.

AbstractThis theoretical study explores the empowerment perspective regarding children with disabilities. Article 12 of the UNCRC states children’s right to express their views and be listened to. Meanwhile, studies show that children with disabilities are at risk of overprotection, which may restrict their participation and influence. Honneth’s theory of recognition and Sen’s Capability Approach are discussed together with the empowerment perspective when it comes to fulfilling article 12 regarding children with disabilities alongside empirical studies. Finally, a new model of dynamic empowerment is suggested to illuminate the interrelational complexity in this matter, as well as a way of identifying and understanding the possible mechanisms that may affect children with disabilities and their participation and influence.

This article discusses an online graduate education course at a large Southern university in the United States. The course, part of a certificate program for International Baccalaureate (IB) educators, focuses on infusing human rights instruction in PK-12 classrooms and provides teachers with additional methods and strategies to teach various subjects, disciplines, student populations, and cultural contexts. Although the course text centers on the United Nations Convention of the Rights of the Child (UNCRC), additional readings require students to consider other human rights documents, academic research concerning peace and human rights education, and classroom strategies. The teachers who complete the course are more confident working with human rights topics and the course encourages educators to think critically and connect issues at their grade level and in their current contexts.

In accordance with Article 12 of the United Nations Convention on the Right of the Child (UNCRC), we conducted a consultation process with 113 children between four and seven years of age from five different schools in Italy. We asked children to imagine their ideal school in guided conversations, drawings, and drawing descriptions. Their responses were organised into three thematic areas: (a) school quality, (b) purposes of early childhood education, and (c) activities to include in the school curriculum. Consistent with literature on participatory research, this six-month consultation process demonstrates that even young children’s views can be useful to policy-making. Particular attention is given to the methodology.

Abstract It has been ten years since the case of Hannah Jones—the 12-year-old girl who was permitted to refuse a potentially life-saving heart transplant. In the past decade, there has been some progress within law and policy in respect of children’s participatory rights (UNCRC—Article 12), and a greater understanding of family-centred decision-making. However, the courts still largely maintain their traditional reluctance to find children Gillick competent to refuse medical treatment. In this article, I revisit Hannah’s case through the narrative account provided by Hannah and her mother, to ascertain what lessons can be learnt. I use an Ethics of Care framework specially developed for children in mid-childhood, such as Hannah, to argue for more a creative and holistic approach to child decision-making in healthcare. I conclude that using traditional paradigms is untenable in the context of palliative care and at the end of life, and that the law should be able to accommodate greater, and even determinative, participation of children who are facing their own deaths.

Children’s Election was inspiredby Article 12 of the UN Convention on the Rights of the Child, and one of the stated goalswas to highlight “what Norway would look like if children were to decide”. This article presentsempirical data from a research project where 25 fifth graders (9–10 years) in a public primaryschool in Trondheim participated in interviews about Children’s Election. The aim of the articleis twofold: First, to explore children’s experience of how they are positioned as citizens.Second, to map children’s perceptions of their capacities and opportunities to participate inpolitical and democratic processes. The article shows that elections for children may strengthentheir sense of belonging to society, while also furthering a tendency that children’s participationunfolds in separate arenas, without political consequences. The children in the studyargue for children’s rights to be heard and acknowledged, while also describing too much politicalresponsibility for children as potentially problematic. Abstract:
Abstract Health in children and young people (CYP) has been impacted by the COVID-19 pandemic. Restrictions in mobility and social contacts limited children and young people in their social development and led to adverse psychological impact. Rising rates of poverty because of lockdowns have been shown to particularly impact families with children, which may exacerbate already existing health inequalities. Containment policies have decreased access to health services and decreased support for CYP from health and social care professionals during the pandemic, which have posed a significant threat to children and young people's physical health, mental and emotional health. To ensure that policies aimed at mitigating the impact of the pandemic on CYP are relevant, it is vital that the voices of CYP are heard. Article 12 of UNCRC establishes the right of a child to express their views in all matters affecting them and for those to be given appropriate consideration. This is a right that is largely not upheld in policymaking, and therefore it is important that the public health sector as advocates for children and young people (CYP) lead on this. The aims of this skill building workshop are to: Showcase positive examples of engagement of CYP in policymaking Gain knowledge on the practicalities to make engagement with CYP a mutually beneficial experience Workshop Format The session will be chaired by a young person to role-model the inclusion of CYP, this workshop advocates for. Professor Sonia Saxena, President of the EUPHA section on Child and Adolescent Public Health, will open the session with key points on the importance of engaging CYP in policy making during the COVID-19 pandemic and beyond. A further two presentations will be delivered by young people who will reflect on their own experience of engagement with policy/research and utilise the lessons learnt to improve CYP engagement in the future. This will be followed by a presentation by a paediatric doctor reflecting on their role in engaging with children and young people to develop a national healthcare patient experience guideline. This series of short presentations will be followed by an interactive case scenario on CYP engagement during the C-19 pandemic. The case study will aim to discuss some of the key practicalities to consider when engaging children and young people in policy making. The session will close with a short panel discussion with the presenters and consensus vote by attendees of next steps to take the learning from the workshop forward. Workshop proceedings will be written up and submitted for publication in a peer-reviewed journal. Twitter hashtags will be devised to allow attendees to share work they embark upon within an online community. This community will also be fostered through meetings supported by EUPHA where members can share best practice and solutions to problems encountered. Abstract:
Introduction The public sphere includes a range of credible discourses asserting that a proportion of teenagers (“teens”) has an unhealthy dependence upon continuous connection with media devices, and especially smartphones. A review of media discourse (Jaunzems et al.) in Australia, and a critical review of public discourse in Australia and Belgium (Zaman et al.), reveal both positive and negative commentary around screentime. Despite the “emotionally laden, opposing views” expressed in the media, there appears to be a groundswell of concern around young people’s dependence upon digital devices (Zaman et al. 120). Concerns about ‘addiction’ to and dependency on digital media first emerged with the Internet and have been continually represented as technology evolves. One recent example is the 2020 multi-part Massey Lecture series which hooked audiences with the provocative title: “we need to reclaim our lives from our phones” (Deibert). In Sydney, a psychology-based “outpatient addiction treatment centre” offers specialised recovery programs for “Internet addiction”, noting that addicts include school-aged teens, as well as adults (Cabin). Such discourse reflects well-established social anxieties around the disruptive impacts of new technologies upon society (Marvin), while focussing such concern disproportionately upon the lives, priorities, and activities of young people (Tsaliki and Chronaki). While a growing peer-reviewed evidence base suggests some young people have problematic relationships with digital media (e.g. Odgers and Robb; Donald et al.; Gaspard; Tóth-Király et al.; Boer et al.), there are also opposing views (e.g. Vuorre et al.) Ben Light, for instance, highlights the notion of disconnection as a set of practices that include using some platforms and not others, unfriending, and selective anonymity (Light). We argue that this version of disconnection and what we refer to as ‘detox’ are two different practices. Detox, as we use it, is the regular removal of elements of lived experience (such as food consumption) that may be enjoyable but which potentially have negative consequences over time, before (potentially) reintroducing the element or pratice. The aims of a detox include ensuring greater control over the enjoyable experience while, at the same time, reducing exposure to possible harm. There is a lack of specific research that unequivocally asserts young people’s unhealthy dependence upon smartphones. Nonetheless, there appears to be a growing public belief in the efficacy of “the detox” (Beyond Blue) or “unplugging” (Shlain). We argue that a teen’s commitment to regular smartphone abstinence is non-fungible with ‘as and when’ smartphone use. In other words, there is a significant, ineluctable and non-trivial difference between the practice of regularly disconnecting from a smartphone at a certain point of the day, or for a specified period in the week, compared with the same amount of time ‘off’ the device which is a haphazard, as and when, doing something else, type of practice. We posit that recurrent periods of smartphone abstinence, equating to a regular detox, might support more balanced, healthy and empowered smartphone use. Repeated abstinence in this case differs from the notion of the disconnected holiday, where a person might engage in irregular smartphone withdrawal during an annual holiday, for example (Traveltalk; Hoving; Stäheli and Stoltenberg). Such abstinence does have widespread historical and cultural resonance, however, as in the fasting practices of Islam (the month of Ramadan), the Christian season of Lent, and the holy Hindu month of Śravaṇa. Where prolonged periods of fasting are supplemented by weekly or holy-day fasts, they may be reprised with a regularity that brings the practice closer to the scheduled pattern of abstinence that we see as non-fungible with an unstructured as-and-when approach. An extreme example of the long fast and intermittent fast days is offered by the traditional practices of the Greek Orthodox church, whose teachings recommend fasting on Wednesdays and Fridays as well as on religious holy days. With the inclusion of Lent, Greek Orthodox fasting practices can comprise 180 fast days per year: that’s about half of available days. As yet, there is no coherent evidence base supporting the benefits of regular intermittent disconnection. The Australian mental health Website Beyond Blue, which asserts the value of digital detox, cannot find a stronger authority to underpin a practice of withdrawal than “Research from Deloitte’s annual Mobile Consumer Survey report” which indicates that “44 per cent of people in Australia think their phone use is a problem and are trying to reduce how much time they spend on it” (Beyond Blue). Academic literature that addresses these areas by drawing on more than personal experience and anecdote is scarce to non-existent. Insofar as such studies exist over the past decade, from Maushart to Leonowicz-Bukała et al., they are irregular experiments which do not commit to repeated periods of disconnection. This article is a call to investigate the possibly non-fungible benefits of teens’ regularly practicing smartphone disconnection. It argues that there is actual evidence which is yet to be collected. New knowledge in this area may provide a compelling dataset that suggests verifiable benefits for the non-fungible practice of regular smartphone disconnection. We believe that there are teenagers, parents and communities willing to trial appropriate interventions over a significant period of time to establish ‘before’ and ‘after’ case studies. The evidence for these opinions is laid out in the sections that follow. Teens’ Experiences of Media, Smartphone, and Other Cultural Dis/connection In 2018, the Pew Research Center in the US surveyed teens about their experiences of social media, updating elements of an earlier study from 2014-15. They found that almost all (95%) the 743 teens in the study, aged between 13 and 17 when they were surveyed in March-April 2018, had or had access to a smartphone (Anderson and Jiang). A more recent report from 2021 notes that 88% of US teenagers, aged 13-18, have their own smartphone (Common Sense Media 22). What is more, this media use survey indicates that American teens have increased their screen entertainment time from 7 hours, 22 minutes per day in 2019 to 8 hours, 39 minutes per day in 2021 (Common Sense Media 3). Lee argues that, on average, mobile phone users in Australia touch their phones 2,617 times a day. In Sweden, a 2019 study of youth aged 15-24 noted a pervasive concern regarding the logical assumption “that offline time is influenced and adapted when people spend an increasing amount of time online” (Thulin and Vilhelmson 41). These authors critique the overarching theory of young people comprising a homogenous group of ‘digital natives’ by identifying different categories of light, medium, and heavy users of ICT. They say that the “variation in use is large, indicating that responses to ubiquitous ICT access are highly diverse rather than homogenously determined” (Thulin and Vilhelmson 48). The practice or otherwise of regular periods of smartphone disconnection is a further potential differentiator of teens’ digital experiences. Any investigation into these areas of difference should help indicate ways in which teens may or may not achieve comparatively more or less control over their smartphone use. Lee argues that in Australia “teens who spend five or more hours per day on their devices have a 71% higher risk factor for suicide”. Twenge and Campbell (311) used “three large surveys of adolescents in two countries (n = 221,096)” to explore differences between ‘light users’ of digital media (<1 hour per day) and ‘heavy users’ (5+ hours per day). They use their data to argue that “heavy users (vs. light) of digital media were 48% to 171% more likely to be unhappy, to be low in well-being, or to have suicide risk factors such as depression, suicidal ideation, or past suicide attempts” (Twenge and Campbell 311). Notably, Livingstone among others argues that emotive assertions such as these tend to ignore the nuance of significant bodies of research (Livingstone, about Twenge). Even so, it is plausible that teens’ online activities interpolate both positively and negatively upon their offline activities. The capacity to disconnect, however, to disengage from smartphone use at will, potentially allows a teen more opportunity for individual choice impacting both positive and negative experiences. As boyd argued in 2014: “it’s complicated”. The Pew findings from 2018 indicate that teens’ positive comments about social media use include: 81% “feel more connected to their friends”; 69% “think it helps [them] interact with a more diverse group of people”; and 68% “feel as if they have people who will support them through tough times.” (Anderson and Jiang) The most numerous negative comments address how of all teens: 45% “feel overwhelmed by all the drama there”; 43% “feel pressure to only post content that makes them look good to others”; and 37% “feel pressure to post content that will get a lot of likes and comments.” (Anderson and Jiang) It is notable that these three latter points relate to teens’ vulnerabilities around others’ opinions of themselves and the associated rollercoaster of emotions these opinions may cause. They resonate with Ciarrochi et al.’s argument that different kinds of Internet activity impact different issues of control, with more social forms of digital media associated with young females’ higher “compulsive internet use […] and worse mental health than males” (276). What is not known, because it has never been investigated, is whether any benefits flowing from regular smartphone disconnection might have a gendered dimension. If there is specific value in a capacity to disconnect regularly, separating that experience from haphazard episodes of connection and disconnection, regular disconnection may also enhance the quality of smartphone engagement. Potentially, the power to turn off their smartphone when the going got tough might allow young people to feel greater control over their media use while being less susceptible to the drama and compulsion of digital engagement. As one 17-year-old told the Pew researchers, possibly ruefully, “[teens] would rather go scrolling on their phones instead of doing their homework, and it’s so easy to do so. It’s just a huge distraction” (Anderson and Jiang). Few cultural contexts support teens’ regular and repeated disengagement from smartphones, but Icelandic society, Orthodox Judaism and the comparatively common practice of overnight disconnection from smartphone use may offer helpful indications of possible benefits. Cross-Cultural and Religious Interventions in Smartphone Use Concern around teens’ smartphone use, as described above, is typically applied to young people whose smartphone use constitutes an integral part of everyday life. The untangling of such interconnection would benefit from being both comparative and experimental. Our suggestions follow. Iceland has, in the past, adopted what Karlsson and Broddason term “a paternalistic cultural conservatism” (1). Legislators concerned about the social impacts of television deferred the introduction of Icelandic broadcasting for many years, beyond the time that most other European nations offered television services. Program offerings were expanded in a gradual way after the 1966 beginnings of Iceland’s public television broadcasting. As Karlsson and Broddason note, “initially the transmission hours were limited to only a few hours in the evening, three days a week and a television-free month in July. The number of transmission days was increased to six within a few years, still with a television-free month in July until 1983 and television-free Thursdays until 1987” (6). Interestingly, the nation is still open to social experimentation on a grand scale. In the 1990s, for example, in response to significant substance abuse by Icelandic teens, the country implemented an interventionist whole-of-Iceland public health program: the Icelandic Prevention Model (Kristjansson et al.). Social experimentation on a smaller scale remains part of the Icelandic cultural fabric. More recently, between 2015 and 2019, Iceland ran a successful social experiment whereby 1% of the working population worked a shorter work week for full time pay. The test was deemed successful because “workers were able to work less, get paid the same, while maintaining productivity and improving personal well-being” (Lau and Sigurdardottir). A number of self-governing Icelandic villages operate a particularly inclusive form of consultative local democracy enabling widespread buy-in for social experiments. Two or more such communities are likely to be interested in trialling an intervention study if there is a plausible reason to believe that the intervention may make a positive difference to teens’ (and others’) experiences of smartphone use. Those plausible reasons might be indicated by observational data from other people’s everyday practices. One comparatively common everyday practice which has yet to be systematically investigated from the perspective of evaluating the possible impacts of regular disconnection is that practiced by families who leave connected media outside the bedroom at night-time. These families are in the habit of putting their phones on to charge, usually in a shared space such as a kitchen or lounge room, and not referring to them again until a key point in the morning: when they are dressed, for example, or ready to leave the house. It is plausible to believe that such families might feel they have greater control over smartphone use than a family who didn’t adopt a regular practice of smartphone disconnection. According to social researchers in the Nordic nations, including co-authors Kjartan Ólafsson and Elisabeth Staksrud, it is likely that an Icelandic community will be keen to trial this experience of regular smartphone disconnection for a period of six months or more, if that trial went hand in hand with a rigorous evaluation of impact. Some religious communities offer a less common exemplar for teens’ regular disconnection from their smartphone. Young people in these communities may suspend their smartphone (and other media use) for just over a full day per week to focus on deepening their engagement with family and friends, and to support their spiritual development. Notable among such examples are teenagers who identify as members of the Orthodox Jewish faith. Their religious practices include withdrawing from technological engagement as part of the observance of Shabbat (the Sabbath): at least, that’s the theory. For the past ten years or so in Australia there has been a growing concern over some otherwise-Orthodox Jewish teens’ practice of the “half-Shabbat,” in which an estimated 17-50% of this cohort secretly use digital media for some time during their 25 hours of mandated abstinence. As one teacher from an Orthodox high school argues, “to not have access to the phone, it’s like choking off their air” (Telushikin). Interestingly, many Jewish teens who privately admit practicing half-Shabbat envision themselves as moving towards full observance in adulthood: they can see benefits in a wholehearted commitment to disengagement, even if it’s hard to disengage fully at this point in their lives. Hadlington et al.’s article “I Cannot Live without My [Tablet]” similarly evokes a broader community crisis around children’s dependence on digital media, noting that many children aged 8-12 have a tablet of their own before moving onto smartphone ownership in their teens (Common Sense Media 22). We appreciate that not every society has children and young people who are highly networked and integrated within digital dataflows. Nonetheless, while constant smartphone connectivity might appear to be a ‘first world problem’, preparing teens to be adults with optimal choice over their smartphone use includes identifying and promoting support for conscious disengagement from media as and when a young person wishes. Such a perspective aligns with promoting young people’s rights in digital contexts by interrogating the possible benefits of regularly disconnecting from digital media. Those putative benefits may be indicated by investigating perspectives around smartphone use held by Orthodox Jewish teenagers and comparing them with those held by teens who follow a liberal Jewish faith: liberal Jewish teens use smartphones in ways that resonate with broader community teens. A comparison of these two groups, suggests co-author Lynne Cohen, may indicate differences that can (in part) be attributed to Orthodox Jewish practices of digital disconnection, compared with liberal Jewish practices that don’t include disconnection. If smartphone disconnection has the potential to offer non-fungible benefits, it is incumbent upon researchers to investigate the possible advantages and drawbacks of such practices. That can be done through the comparative investigation of current practice as outlined above, and via an experimental intervention for approximately six months with a second Icelandic/Nordic community. The Potential Value of Investigating the (Non-)Fungibility of Digital Engagement and Digital Inactivity The overarching hypothesis addressed in this article is that a lived experience of regular smartphone disconnection may offer teenagers the opportunity to feel more in control of their personal technologies. Such a perspective aligns with many established media theories. These theories include the domestication of technology and its integration into daily life, helping to explain the struggle teens experience in detaching from digital media once they have become a fundamental element of their routine. Domestication theory asserts that technology moves from novelty to an integral aspect of everyday experience (Berker et al.). Displacement theory asserts that young people whose lives are replete with digital media may have substituted that media use for other activities enjoyed by the generations that grew up before them, while boyd offers an alternative suggestion that digital media add to, rather than displace, teens’ activities in daily contexts. Borrowing inputs from other disciplinary traditions, theories around mindfulness are increasingly robust and evidence-based, asserting that “attentiveness to what is present appears to yield corrective and curative benefits in its own right” (Brown et al. 1). Constant attention to digital media may be a distraction from mindful engagement with the lived environment. A detailed study of the non-fungible character of smartphone disconnection practices might offer an evidence base to support suggestions, such as those proffered by Beyond Blue, that a digital detox benefits mental health, resilience, and sociality. Such information might support initiatives by schools and other organisations central to the lives of teenagers to institute regular digital disconnection regimes, akin to Iceland’s experiments with television-free Thursdays. These innovations could build upon aligned social initiatives such as “no email Fridays” (Horng), which have been trialled in business contexts. Further, studies such as those outlined above could add authority to recommendations for parents, educators, and caregivers such as those recommendations contained in papers on the Common Sense Media site, for example, including Tweens, Teens, Tech, and Mental Health (Odgers and Robb) and Device-Free Dinners (Robb). Relevantly, the results from such observational and intervention studies would address the post-COVID era when parents and others will be considering how best to support a generation of children who went online earlier, and more often, than any generation before them. These results might also align with work towards early-stage adoption of the United Nations’ General Comment No. 25 on Children’s Rights in Relation to the Digital Environment (UNCRC). If so, an investigation into the fungibility or otherwise of digital abstention could contribute to the national and international debate about the rights of young people to make informed decisions around when to connect, and when to disconnect, from engagement via a smartphone. Abstract:
Introduction The public sphere includes a range of credible discourses asserting that a proportion of teenagers (“teens”) has an unhealthy dependence upon continuous connection with media devices, and especially smartphones. A review of media discourse (Jaunzems et al.) in Australia, and a critical review of public discourse in Australia and Belgium (Zaman et al.), reveal both positive and negative commentary around screentime. Despite the “emotionally laden, opposing views” expressed in the media, there appears to be a groundswell of concern around young people’s dependence upon digital devices (Zaman et al. 120). Concerns about ‘addiction’ to and dependency on digital media first emerged with the Internet and have been continually represented as technology evolves. One recent example is the 2020 multi-part Massey Lecture series which hooked audiences with the provocative title: “we need to reclaim our lives from our phones” (Deibert). In Sydney, a psychology-based “outpatient addiction treatment centre” offers specialised recovery programs for “Internet addiction”, noting that addicts include school-aged teens, as well as adults (Cabin). Such discourse reflects well-established social anxieties around the disruptive impacts of new technologies upon society (Marvin), while focussing such concern disproportionately upon the lives, priorities, and activities of young people (Tsaliki and Chronaki). While a growing peer-reviewed evidence base suggests some young people have problematic relationships with digital media (e.g. Odgers and Robb; Donald et al.; Gaspard; Tóth-Király et al.; Boer et al.), there are also opposing views (e.g. Vuorre et al.) Ben Light, for instance, highlights the notion of disconnection as a set of practices that include using some platforms and not others, unfriending, and selective anonymity (Light). We argue that this version of disconnection and what we refer to as ‘detox’ are two different practices. Detox, as we use it, is the regular removal of elements of lived experience (such as food consumption) that may be enjoyable but which potentially have negative consequences over time, before (potentially) reintroducing the element or pratice. The aims of a detox include ensuring greater control over the enjoyable experience while, at the same time, reducing exposure to possible harm. There is a lack of specific research that unequivocally asserts young people’s unhealthy dependence upon smartphones. Nonetheless, there appears to be a growing public belief in the efficacy of “the detox” (Beyond Blue) or “unplugging” (Shlain). We argue that a teen’s commitment to regular smartphone abstinence is non-fungible with ‘as and when’ smartphone use. In other words, there is a significant, ineluctable and non-trivial difference between the practice of regularly disconnecting from a smartphone at a certain point of the day, or for a specified period in the week, compared with the same amount of time ‘off’ the device which is a haphazard, as and when, doing something else, type of practice. We posit that recurrent periods of smartphone abstinence, equating to a regular detox, might support more balanced, healthy and empowered smartphone use. Repeated abstinence in this case differs from the notion of the disconnected holiday, where a person might engage in irregular smartphone withdrawal during an annual holiday, for example (Traveltalk; Hoving; Stäheli and Stoltenberg). Such abstinence does have widespread historical and cultural resonance, however, as in the fasting practices of Islam (the month of Ramadan), the Christian season of Lent, and the holy Hindu month of Śravaṇa. Where prolonged periods of fasting are supplemented by weekly or holy-day fasts, they may be reprised with a regularity that brings the practice closer to the scheduled pattern of abstinence that we see as non-fungible with an unstructured as-and-when approach. An extreme example of the long fast and intermittent fast days is offered by the traditional practices of the Greek Orthodox church, whose teachings recommend fasting on Wednesdays and Fridays as well as on religious holy days. With the inclusion of Lent, Greek Orthodox fasting practices can comprise 180 fast days per year: that’s about half of available days. As yet, there is no coherent evidence base supporting the benefits of regular intermittent disconnection. The Australian mental health Website Beyond Blue, which asserts the value of digital detox, cannot find a stronger authority to underpin a practice of withdrawal than “Research from Deloitte’s annual Mobile Consumer Survey report” which indicates that “44 per cent of people in Australia think their phone use is a problem and are trying to reduce how much time they spend on it” (Beyond Blue). Academic literature that addresses these areas by drawing on more than personal experience and anecdote is scarce to non-existent. Insofar as such studies exist over the past decade, from Maushart to Leonowicz-Bukała et al., they are irregular experiments which do not commit to repeated periods of disconnection. This article is a call to investigate the possibly non-fungible benefits of teens’ regularly practicing smartphone disconnection. It argues that there is actual evidence which is yet to be collected. New knowledge in this area may provide a compelling dataset that suggests verifiable benefits for the non-fungible practice of regular smartphone disconnection. We believe that there are teenagers, parents and communities willing to trial appropriate interventions over a significant period of time to establish ‘before’ and ‘after’ case studies. The evidence for these opinions is laid out in the sections that follow. Teens’ Experiences of Media, Smartphone, and Other Cultural Dis/connection In 2018, the Pew Research Center in the US surveyed teens about their experiences of social media, updating elements of an earlier study from 2014-15. They found that almost all (95%) the 743 teens in the study, aged between 13 and 17 when they were surveyed in March-April 2018, had or had access to a smartphone (Anderson and Jiang). A more recent report from 2021 notes that 88% of US teenagers, aged 13-18, have their own smartphone (Common Sense Media 22). What is more, this media use survey indicates that American teens have increased their screen entertainment time from 7 hours, 22 minutes per day in 2019 to 8 hours, 39 minutes per day in 2021 (Common Sense Media 3). Lee argues that, on average, mobile phone users in Australia touch their phones 2,617 times a day. In Sweden, a 2019 study of youth aged 15-24 noted a pervasive concern regarding the logical assumption “that offline time is influenced and adapted when people spend an increasing amount of time online” (Thulin and Vilhelmson 41). These authors critique the overarching theory of young people comprising a homogenous group of ‘digital natives’ by identifying different categories of light, medium, and heavy users of ICT. They say that the “variation in use is large, indicating that responses to ubiquitous ICT access are highly diverse rather than homogenously determined” (Thulin and Vilhelmson 48). The practice or otherwise of regular periods of smartphone disconnection is a further potential differentiator of teens’ digital experiences. Any investigation into these areas of difference should help indicate ways in which teens may or may not achieve comparatively more or less control over their smartphone use. Lee argues that in Australia “teens who spend five or more hours per day on their devices have a 71% higher risk factor for suicide”. Twenge and Campbell (311) used “three large surveys of adolescents in two countries (n = 221,096)” to explore differences between ‘light users’ of digital media (<1 hour per day) and ‘heavy users’ (5+ hours per day). They use their data to argue that “heavy users (vs. light) of digital media were 48% to 171% more likely to be unhappy, to be low in well-being, or to have suicide risk factors such as depression, suicidal ideation, or past suicide attempts” (Twenge and Campbell 311). Notably, Livingstone among others argues that emotive assertions such as these tend to ignore the nuance of significant bodies of research (Livingstone, about Twenge). Even so, it is plausible that teens’ online activities interpolate both positively and negatively upon their offline activities. The capacity to disconnect, however, to disengage from smartphone use at will, potentially allows a teen more opportunity for individual choice impacting both positive and negative experiences. As boyd argued in 2014: “it’s complicated”. The Pew findings from 2018 indicate that teens’ positive comments about social media use include: 81% “feel more connected to their friends”; 69% “think it helps [them] interact with a more diverse group of people”; and 68% “feel as if they have people who will support them through tough times.” (Anderson and Jiang) The most numerous negative comments address how of all teens: 45% “feel overwhelmed by all the drama there”; 43% “feel pressure to only post content that makes them look good to others”; and 37% “feel pressure to post content that will get a lot of likes and comments.” (Anderson and Jiang) It is notable that these three latter points relate to teens’ vulnerabilities around others’ opinions of themselves and the associated rollercoaster of emotions these opinions may cause. They resonate with Ciarrochi et al.’s argument that different kinds of Internet activity impact different issues of control, with more social forms of digital media associated with young females’ higher “compulsive internet use […] and worse mental health than males” (276). What is not known, because it has never been investigated, is whether any benefits flowing from regular smartphone disconnection might have a gendered dimension. If there is specific value in a capacity to disconnect regularly, separating that experience from haphazard episodes of connection and disconnection, regular disconnection may also enhance the quality of smartphone engagement. Potentially, the power to turn off their smartphone when the going got tough might allow young people to feel greater control over their media use while being less susceptible to the drama and compulsion of digital engagement. As one 17-year-old told the Pew researchers, possibly ruefully, “[teens] would rather go scrolling on their phones instead of doing their homework, and it’s so easy to do so. It’s just a huge distraction” (Anderson and Jiang). Few cultural contexts support teens’ regular and repeated disengagement from smartphones, but Icelandic society, Orthodox Judaism and the comparatively common practice of overnight disconnection from smartphone use may offer helpful indications of possible benefits. Cross-Cultural and Religious Interventions in Smartphone Use Concern around teens’ smartphone use, as described above, is typically applied to young people whose smartphone use constitutes an integral part of everyday life. The untangling of such interconnection would benefit from being both comparative and experimental. Our suggestions follow. Iceland has, in the past, adopted what Karlsson and Broddason term “a paternalistic cultural conservatism” (1). Legislators concerned about the social impacts of television deferred the introduction of Icelandic broadcasting for many years, beyond the time that most other European nations offered television services. Program offerings were expanded in a gradual way after the 1966 beginnings of Iceland’s public television broadcasting. As Karlsson and Broddason note, “initially the transmission hours were limited to only a few hours in the evening, three days a week and a television-free month in July. The number of transmission days was increased to six within a few years, still with a television-free month in July until 1983 and television-free Thursdays until 1987” (6). Interestingly, the nation is still open to social experimentation on a grand scale. In the 1990s, for example, in response to significant substance abuse by Icelandic teens, the country implemented an interventionist whole-of-Iceland public health program: the Icelandic Prevention Model (Kristjansson et al.). Social experimentation on a smaller scale remains part of the Icelandic cultural fabric. More recently, between 2015 and 2019, Iceland ran a successful social experiment whereby 1% of the working population worked a shorter work week for full time pay. The test was deemed successful because “workers were able to work less, get paid the same, while maintaining productivity and improving personal well-being” (Lau and Sigurdardottir). A number of self-governing Icelandic villages operate a particularly inclusive form of consultative local democracy enabling widespread buy-in for social experiments. Two or more such communities are likely to be interested in trialling an intervention study if there is a plausible reason to believe that the intervention may make a positive difference to teens’ (and others’) experiences of smartphone use. Those plausible reasons might be indicated by observational data from other people’s everyday practices. One comparatively common everyday practice which has yet to be systematically investigated from the perspective of evaluating the possible impacts of regular disconnection is that practiced by families who leave connected media outside the bedroom at night-time. These families are in the habit of putting their phones on to charge, usually in a shared space such as a kitchen or lounge room, and not referring to them again until a key point in the morning: when they are dressed, for example, or ready to leave the house. It is plausible to believe that such families might feel they have greater control over smartphone use than a family who didn’t adopt a regular practice of smartphone disconnection. According to social researchers in the Nordic nations, including co-authors Kjartan Ólafsson and Elisabeth Staksrud, it is likely that an Icelandic community will be keen to trial this experience of regular smartphone disconnection for a period of six months or more, if that trial went hand in hand with a rigorous evaluation of impact. Some religious communities offer a less common exemplar for teens’ regular disconnection from their smartphone. Young people in these communities may suspend their smartphone (and other media use) for just over a full day per week to focus on deepening their engagement with family and friends, and to support their spiritual development. Notable among such examples are teenagers who identify as members of the Orthodox Jewish faith. Their religious practices include withdrawing from technological engagement as part of the observance of Shabbat (the Sabbath): at least, that’s the theory. For the past ten years or so in Australia there has been a growing concern over some otherwise-Orthodox Jewish teens’ practice of the “half-Shabbat,” in which an estimated 17-50% of this cohort secretly use digital media for some time during their 25 hours of mandated abstinence. As one teacher from an Orthodox high school argues, “to not have access to the phone, it’s like choking off their air” (Telushikin). Interestingly, many Jewish teens who privately admit practicing half-Shabbat envision themselves as moving towards full observance in adulthood: they can see benefits in a wholehearted commitment to disengagement, even if it’s hard to disengage fully at this point in their lives. Hadlington et al.’s article “I Cannot Live without My [Tablet]” similarly evokes a broader community crisis around children’s dependence on digital media, noting that many children aged 8-12 have a tablet of their own before moving onto smartphone ownership in their teens (Common Sense Media 22). We appreciate that not every society has children and young people who are highly networked and integrated within digital dataflows. Nonetheless, while constant smartphone connectivity might appear to be a ‘first world problem’, preparing teens to be adults with optimal choice over their smartphone use includes identifying and promoting support for conscious disengagement from media as and when a young person wishes. Such a perspective aligns with promoting young people’s rights in digital contexts by interrogating the possible benefits of regularly disconnecting from digital media. Those putative benefits may be indicated by investigating perspectives around smartphone use held by Orthodox Jewish teenagers and comparing them with those held by teens who follow a liberal Jewish faith: liberal Jewish teens use smartphones in ways that resonate with broader community teens. A comparison of these two groups, suggests co-author Lynne Cohen, may indicate differences that can (in part) be attributed to Orthodox Jewish practices of digital disconnection, compared with liberal Jewish practices that don’t include disconnection. If smartphone disconnection has the potential to offer non-fungible benefits, it is incumbent upon researchers to investigate the possible advantages and drawbacks of such practices. That can be done through the comparative investigation of current practice as outlined above, and via an experimental intervention for approximately six months with a second Icelandic/Nordic community. The Potential Value of Investigating the (Non-)Fungibility of Digital Engagement and Digital Inactivity The overarching hypothesis addressed in this article is that a lived experience of regular smartphone disconnection may offer teenagers the opportunity to feel more in control of their personal technologies. Such a perspective aligns with many established media theories. These theories include the domestication of technology and its integration into daily life, helping to explain the struggle teens experience in detaching from digital media once they have become a fundamental element of their routine. Domestication theory asserts that technology moves from novelty to an integral aspect of everyday experience (Berker et al.). Displacement theory asserts that young people whose lives are replete with digital media may have substituted that media use for other activities enjoyed by the generations that grew up before them, while boyd offers an alternative suggestion that digital media add to, rather than displace, teens’ activities in daily contexts. Borrowing inputs from other disciplinary traditions, theories around mindfulness are increasingly robust and evidence-based, asserting that “attentiveness to what is present appears to yield corrective and curative benefits in its own right” (Brown et al. 1). Constant attention to digital media may be a distraction from mindful engagement with the lived environment. A detailed study of the non-fungible character of smartphone disconnection practices might offer an evidence base to support suggestions, such as those proffered by Beyond Blue, that a digital detox benefits mental health, resilience, and sociality. Such information might support initiatives by schools and other organisations central to the lives of teenagers to institute regular digital disconnection regimes, akin to Iceland’s experiments with television-free Thursdays. These innovations could build upon aligned social initiatives such as “no email Fridays” (Horng), which have been trialled in business contexts. Further, studies such as those outlined above could add authority to recommendations for parents, educators, and caregivers such as those recommendations contained in papers on the Common Sense Media site, for example, including Tweens, Teens, Tech, and Mental Health (Odgers and Robb) and Device-Free Dinners (Robb). Relevantly, the results from such observational and intervention studies would address the post-COVID era when parents and others will be considering how best to support a generation of children who went online earlier, and more often, than any generation before them. These results might also align with work towards early-stage adoption of the United Nations’ General Comment No. 25 on Children’s Rights in Relation to the Digital Environment (UNCRC). If so, an investigation into the fungibility or otherwise of digital abstention could contribute to the national and international debate about the rights of young people to make informed decisions around when to connect, and when to disconnect, from engagement via a smartphone.
