The collection contains articles on the quality of the conceptual apparatus and terminology of Federal Law No. 498-FZ of December 27, 2018 "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", the subject of its legal regulation, the effectiveness of the mechanism for its implementation laid down in the law, state supervision and public control in the field of animal treatment. The problems of organizing the activities of animal shelters without owners, protecting animals from abuse and responsibility for such offenses, directions and ways to improve Federal Law No. 498-FZ and the practice of its application are also highlighted. Attention is paid not only to modern, but also to historical, international and foreign experience of legal regulation of the considered social relations, norms-requirements, restrictions and prohibitions in the field of keeping and using animals, moral and ethical aspects of interaction between people and animals, which emphasizes the complex and interdisciplinary nature of the presented research. The publication is addressed to lawyers-scientists and practitioners, subjects of the law of legislative initiative, employees of state authorities and local self-government bodies directly involved in the application of the norms of Federal Law No. 498-FZ, employees of various organizations engaged in the maintenance, use and protection of animals, animal rights activists, students and postgraduates of law schools, as well as a wide range of readers interested in this issue.

The management of children presenting with an anterior mediastinal mass (AMM) is challenging for anesthesiologists. AMMs are a heterogeneous collection of primary or secondary, benign or malignant tumors. Severe and life-threatening complications related to airway obstruction and/or cardiovascular compression can occur in a patient with an AMM during anesthesia, even in an asymptomatic patient. It is important for the anesthesia provider to understand the pathophysiology of symptoms and complications and the current evidence regarding perioperative management of children with AMM. This chapter explores the pathophysiology of AMM symptoms and of AAM and anesthesia. Perioperative management of AMM patients, including preoperative evaluation and induction and maintenance of anesthesia, is also discussed.

Reputations can make or break citizens, communities, or companies. Reputations matter for individual careers, for one’s chances of finding a partner, for a profession’s credibility, or for the value of a firm’s stock options – to name but a few. The key mechanism for the creation, maintenance, and destruction of reputations in everyday life is gossip – evaluative talk about absent third parties. Reputation and gossip are inseparably intertwined, but up until now have been mostly studied in isolation. The present Handbook closes this gap, drawing on cutting edge insights from a multitude of disciplines, ranging from psychology, sociology, cultural anthropology and economics to philosophy, neurobiology and computer science. Being the first integrated and comprehensive collection of studies on both phenomena, each of the 25 chapters explores the current state of the art on the antecedents, processes and outcomes of the gossip-reputation link in contexts as diverse as online markets, non-industrial societies, modern firms, social networks, or schools. The volume is organized into seven parts, each of them devoted to the exploration of a different facet of gossip and reputation. Highly international in scope, the volume brings together some of the most eminent experts on gossip and reputation. Swedish local government has a strong position within the unitary nation state. At first sight, this could be understood as a paradox if decentralization and central control are treated as contradictory concepts. However, in countries such as Sweden, with a relatively generous welfare system that emphasizes equal access, strong local and regional governments can be seen as means of avoiding the pitfalls of rigorous standardization by allowing adjustment of national welfare services to local circumstances. This requires legitimate, responsible, and capable local and regional politicians. Subnational government also has additional tasks as providers of locally generated collective services, such as road maintenance, parks, recreation, and cultural facilities. The contributions in this section are all based on the most recent research in the field. They discuss Swedish subnational government with regard to its internal workings, horizontal relationships, reform trajectories, and position in relation to other systems of local and regional government.

It is seen as the foundation of proper management, which aims at increasing collective capacity of a defined group, usually in the face of a difficulty or challenge. Abstract:
This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorized power. The focus on power as potentia generates a new conception of popular power. Radical democrats—whether drawing on Hobbes’s ‘sleeping sovereign’ or on Spinoza’s ‘multitude’—understand popular power as something that transcends ordinary institutional politics, as, for instance, popular plebiscites or mass movements. However, the book argues that these understandings reflect a residual scholasticism that Hobbes and Spinoza ultimately repudiate. Instead, on the book’s revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity) and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism and Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. From this point of view, the book accuses radical democrats of pernicious romanticism; the slow, meticulous work of organizational design and maintenance is the true centre of popular power.

This book challenges the idea that democratic processes are functionally short-sighted. Many observers assume that long-term issues will be ignored or discounted in democratic systems because of the myopic preferences of voters, the political dynamics of short electoral cycles, the exclusion (or absence) of future others in decision-making processes, and the reality that democratic processes are often captured by powerful actors with dominant short-term interests. The evidence is clear: we have poorly managed many long-term issues, including climate change, nuclear waste disposal, plastics pollution, natural disaster preparedness, infrastructure maintenance, and budget deficits. This idea—which Michael K. MacKenzie calls the “democratic myopia thesis”—is a sort of conventional wisdom: It is one of those things that scholars and pundits take for granted as a truth about democracy without subjecting it to adequate critical scrutiny. This book challenges this conventional wisdom and articulates a deliberative, democratic theory of future-regarding collective action. It is argued that each part of the democratic myopia problem can be addressed through democratic—rather than authoritarian—means. At a more fundamental level, the book argues that if democratic practices are world-making activities that empower us to make our shared worlds together, they should also be understood as future-making activities. Despite the short-term dynamics associated with electoral democracy, MacKenzie argues that inclusive and deliberative democratic processes are the only means we have for making our shared futures together in collectively intentional, mutually accommodating ways.

At the same time that reactionary conservative political figures like Donald Trump were elected and disastrous socioeconomic policies like Brexit were voted into law, representations of bleakly comic white fragility spread across television screens. Analyzing a cycle of transatlantic television programs that emerged mostly between 2014 and 2016 targeting affluent, liberal, white audiences, Horrible White People examines the complicity of the white Left, obsessed with its own anxiety and suffering, in the rise and maintenance of the Far Right—particularly in the mobilization, representation, and sustenance of structural white supremacy on television. The authors use a combined methodology of media-industry analysis and feminist cultural studies, especially close textual analysis, to interrogate a cycle of US and British programming, like Broad City, Casual, You’re the Worst, Catastrophe, Fleabag, and Transparent, that features the abjection of middle-class, liberal, young white people. Throughout, they put these “horrible white people” in conversation with similar upmarket comedies from creators and casts of color, like Insecure, Atlanta, Dear White People, and Master of None, to highlight the ways those shows negotiate prestige TV’s dominant aesthetics of whiteness to push back against the centering of white suffering in a time of cultural crisis. The authors argue that multiple, concurrent, interrelated crises—recession, the emergent mainstreaming of feminism(s), and the unmasked visibility of racial inequality and violence—have caused upheaval among liberals. These crises are represented in this cycle as a collection of circumstances inextricable from and intertwined with the reactionary conservatism, antifeminism, and racism of the rising Right.

This study investigates determinants of socio-environmental practices, (mandatory and voluntary), as evidenced in southern Brazil’s electric energy distribution companies. It seeks to understand this phenomenon with interdisciplinary protection through theoretical constructs of Social Responsibility, Environmental Management, Evidence, Legitimacy, Reputation, and Institutional. This integration contributes to understanding the reasons why companies undertake and evidence their socio- -environmental practices to external audiences. The literature suggests that socio-environmental practices are explained by various reasons, such as: enforced by legal impositions and/or voluntariness, to strengthen legitimacy, maintain and develop a reputation, and by isomorphism of the competitive operating environment. Given the above, the objective of this work is to investigate factors that determine the disclosure of socio-environmental practices in electricity distribution companies in the south of Brazil. In the methodological aspects, a qualitative approach was used, with descriptive and exploratory objectives. As a research strategy, a multichannel study was applied through two electricity distribution companies in the south of the country, CELESC Distribuição S.A. (Centrais Elétricas de Santa Catarina) and COPEL Distribuição S.A. (Companhia Paranaense de Energia). Data collection took place in two stages, the first one with a search on documentary, physical and virtual basis, and the second stage using a semi-structured interview with professionals from the Social and Environmental Responsibility area of each of the companies surveyed. The information collected was related to the period of 2014, 2015, and 2016. The results showed that the Annual Reports, service stations, and participation in external events constitute the primary means and channels of evidence of socio-environmental practices. There was a greater tendency to develop social practices. However, there are programs focused on climate change, conscious consumption and electricity saving, social inclusion, recovery of citizenship, and people’s quality of life. The COPEL company presented a tendency to evidence voluntary practices with more intensity, also showing consistency and maintenance of the programs during the studied period. Regarding corporate and sustainability policies, it was noted that companies adopt very similar strategies. It is concluded that the age, size, and corporate reputation of companies are the main determinants of socio-environmental practices, highlighting the presence of mimetic isomorphism characterized by the use of the same types of means and channels of evidence and by the symmetry of practices and policies developed by companies CELESC and COPEL.
