Abstract:
The thesis argues that the relations between culture and government are best viewed through an analysis of the programmatic and institutional contexts for the use of culture as an interface in the relations between citizenship and government. Discussion takes place through an analysis of the history of art programmes which, in seeking to target a 'general' population, have attempted to equip this population with various particular capacities. We aim to provide a history of rationalities of art administration. This will provide us with an approach through which we might understand some of the seemingly irreconcilable policy discourses which characterise contemporary discussion of government arts funding. Research for this thesis aims to make a contribution to historical research on arts institutions in Australia and provide a base from which to think about the role of government in culture in contemporary Australia. In order to reflect on the relations between government and culture the thesis discusses the key rationales for the conjunction of art, citizenship and government in post-World War Two (WWII) Australia to the present day. Thus, the thesis aims to contribute an overview of the discursive origins of the main contemporary rationales framing arts subvention in post-WWII Australia. The relations involved in the government of culture in late eighteenth-century France, nineteenth-century Britain, America in the 1930s and Britain during WWII are examined by way of arguing that the discursive influences on government cultural policy in Australia have been diverse. It is suggested in relation to present day Australian cultural policy that more effective terms of engagement with policy imperatives might be found in a history of the funding of culture which emphasises the plurality of relations between governmental programmes and the self-shaping activities of citizens. During this century there has been a shift in the political rationality which organises government in modern Western liberal democracies. The historical case studies which form section two of the thesis enable us to argue that, since WWII, cultural programmes have been increasingly deployed on the basis of a governmental rationality that can be described as advanced or neo-liberal. This is both in relation to the forms these programmes have taken and in relation to the character of the forms of conduct such programmes have sought to shape in the populations they act upon. Mechanisms characteristic of such neo-liberal forms of government are those associated with the welfare state and include cultural programmes. Analysis of governmental programmes using such conceptual tools allows us to interpret problems of modern social democratic government less in terms of oppositions between structure and agency and more in terms of the strategies and techniques of government which shape the activities of citizens. Thus, the thesis will approach the field of cultural management not as a field of monolithic decision making but as a domain in which there are a multiplicity of power effects, knowledges, and tactics, which react to, or are based upon, the management of the population through culture. The thesis consists of two sections. Section one serves primarily to establish a set of historical and theoretical co-ordinates on which the more detailed historical work of the thesis in section two will be based. We conclude by emphasising the necessity for the continuation of a mix of policy frameworks in the construction of the relations between art, government and citizenship which will encompass a focus on diverse and sometimes competing policy goals.

Abstract:
This thesis examines the role of the artist at the beginning of the twenty-first century. It focuses on the interaction between art and science in an exploration of the dialectical processes that may occur in that interaction. Researchers have recently developed techniques in stem cell technology and genetic modification that offer remarkable potential and bring possible advantages and disadvantages for scientists and the wider community. In response to these new technologies, scientists and artists have developed collaborative projects and, in some instances, artists have moved from the studio to the science laboratory to create work called sci-art, bio-art, or moistmedia. This new inter-disciplinary activity affords prospects of dialectical processes: it crosses many boundaries and disturbs some existing conventions and practices, and, for the artists involved, the access to innovative materials has moved their work into areas of new skills and concepts. The extent to which traditional artists and those with collaborative sci-art practices contribute to the debate on important social and cultural issues forms part of this study. The research data was gathered during semi-structured interviews with scientists and artists, of whom three scientists and five artists are involved in sci-art collaborations. Proposed dialectical processes identified in the data are outlined throughout the document. A discussion about the ways in which contemporary art and artists are located within the current social and cultural environment; the status accorded visual art education today; and the manner in which commentators and other members of the public regard the elements and functions of art, forms the initial framework. This is followed by an overview of biologically based art practices, worldwide, that provides a background for a discussion of sci-art collaborations. These collaborations are initiated by a wide range of individuals and organisations and, according to the participants, the intentions of the originator or funding body have the potential to influence the outcome of the collaboration. The research explores possible conflicts of interest between the parties involved in these interactions, and any perceived implications for creative freedom. This study also examines current attitudes towards the notion of creativity in science and art, the avant-garde, and the relevance of philosophy and theory in art practices. It discusses the extent to which technology influences the creative process, and highlights issues that augment, interrogate or philosophise about the role of the contemporary artist. The research found that, although the notion of Snow’s ‘two cultures’ still has supporters, there are more similarities than dissimilarities between scientists and artists. Although some instances of Hegelian dialectical processes were identified, the data residing in many of the participants’ responses called for a more post-structuralist, non-linear approach to the dialectic as described by Jervis (1998), Janesick (2000) and others. In this way, the data drew attention to many complex issues and tensions that emanate from the interaction between art, science, technology, government and commerce, and the interaction between artists and the culture and society in which they live at the beginning of the twenty-first century.

Abstract:
This thesis is a study of the establishment of the music curriculum in state-supported schools in South Australia from the beginnings of such schooling until 1920. There will be a discussion of issues to be explored and the method by which this investigation will proceed. A literature survey of relevant research will be included, after which there will be a sketch of the development of state-supported schooling in South Australia. Several broad themes have been chosen as the means of organising the historical material: the rationales offered for the inclusion of music in schooling, the methodologies, syllabi and materials of such music instruction, the provisions for teacher training in music, both preservice and as professional development for established teachers, and the place and function of music in schooling. Each of these themes will form the framework for a chronological narrative. Comparisons will be made with three neighbouring colonies/States concerning each of these themes and conclusions will be drawn. Finally, overall conclusions will be made concerning the initial contentions raised in this chapter in the light of the data presented. Although this study is principally concerned with the establishment of music in state-supported schooling, there will be a brief consideration of the colony of South Australia from its proclamation in 1836. The music pedagogical context that prevailed at that time will be discussed and this will, of necessity, include developments that occurred before 1836. The period under consideration will close in 1920, by which time the music curriculum for South Australia was established, and the second of the influential figures in music education was at his zenith. At this time there was a new school curriculum in place which remained essentially unchanged for several decades. As well as the broad themes identified, this thesis will investigate several contentions as it attempts to chronicle and interpret the establishment and development of music in state-supported schooling in South Australia up to 1920. The first contention of this thesis is that music in state-supported schooling, once established, did not change significantly from its inception throughout the period under consideration. In seeking a discussion of the existence and importance of the notion of an absence of change or stasis, the theory of punctuated equilibria, which identifies stasis as the norm in the evolutionary growth of species, will be employed as an insightful analogy. It should be recognised that stasis exists, should be expected and may well be the prevailing norm. The second contention of this thesis is that advocates were and continue to be crucial to the establishment and continued existence of music in state-supported schooling. For change to occur there must be pressure through such agencies as motivated individuals holding positions of authority, and thus able to influence the educational system and its provisions. The pedagogical method introduced into an educational system is often that espoused by the acknowledged advocate. During the period under consideration there were two significant advocates for music in state-supported schools. The third contention of this thesis is that music was used in South Australia, as in the other colonies/States, as an agent of social reform, through the selection of repertoire and the way in which music was employed in state-supported schooling. Music was considered inherently uplifting. During the nineteenth and early twentieth centuries, the music selected for school singing carried texts with messages deemed significant by those who controlled the education system. The repertoire was not that of the receiving class but came from a middle class tradition of fully notated art music in which correct performance and notational reading were emphasised. A sweet, pure vocal tone was desired, as strident, harsh, speaking tones were perceived as a symptom of incipient larrikinism which was not desired in schooling. Music was seen as a contributor to good order and discipline in schooling.

Abstract:
An antinomy is a contradiction between a principle and its opposite, where there is a compelling case for accepting both. This thesis adopts the antinomy of local-state government in Australia as its central conceptual theme, describing it with the following defensible, but contradictory principles that:¶ · Australian local governments are statutory agencies of Australia’s state governments, with no power or authority beyond that which is ascribed to them by the states (the outside-in principle); and¶ · Local governments in Australia are independent agencies whose authority and interests transcend their regulatory powers by nature of their attachment to their local area (the inside-out principle).¶ The central conceptual theme of the antinomy of local-state government shapes the overall thesis, as well as providing the focus for its introduction and conclusion. The thesis induces elements of the antinomy and structures much of its discussion around these key issues. It does not try to prove or resolve the antinomy. Instead the thesis uses the concept to explore and develop its second complex theme - the practical and applied experience of Australian local governments (LGs) as they attempt to deliver beneficial environmental outcomes. The great bulk of the substantive work presented in the thesis focuses on descriptions and analyses of LGs’ environmental work and the contexts within which they do it. The thesis contends that the local-state antinomy underpins many problems facing Australian LGs as they attempt to deliver beneficial environmental outcomes. Four research questions are addressed. They are:¶ · How can Australian LG capacity to deliver beneficial environmental outcomes be understood?¶ · Within this capacity, what are the environmental outcomes now being achieved by Australian LGs?¶ · How can Australian local government extend its capacity to deliver beneficial environmental outcomes? And¶ · What are the implications of the local-state antinomy on Australian LG capacity to deliver beneficial environmental outcomes?¶ This thesis reviews literature on Australian LG, LG environmental work, and the methods that are appropriate in investigating these questions. The overall thesis uses scientific, grounded theory and action research methods and draws on ideas from symbolic interactionism. Parts of the thesis also use environmental risk assessment, gap analysis techniques, case study and comparative analysis. The goal of generating grounded theories led to a strong focus on the development and exploration of analytical categories and the relationships between them. One such category summarises the relationship between LG and state government (SG), whereby LGs are identified as the inside sphere of government, while the SG is one of several outside spheres. Environmental efforts that impact between the spheres are described in relation to their source and impact, using this terminology, so that inside-out initiatives are driven by LGs but impact more broadly, and outside-in initiatives are driven by states but impact on local areas.¶ Two extensive studies are presented, each stemming primarily from one side of the local-state antinomy. The first is a quantitative, statewide study of local (and state) government implementation of the Queensland Environmental Protection Act. That process is considered a predominantly outside-in environmental initiative, in that LG interest and authority for that work stem directly from a SG statute. For simplicity, this is referred to as an outside-in study. That study involved the development and application of the Comparative Environmental Risk Assessment Method, that enabled the assessment of the environmental and other outcomes from the Queensland legislation.¶ The outside-in study is complimented by comparative case studies that mostly reflect inside-out environmental initiatives as they are defined and described by LGs. Again, this required the development of innovative research methods, specifically a comparative case study method. 34 case studies gathered from different types of LGs across Australia are presented, each representing an attempt by LG to deliver beneficial environmental outcomes.¶ In answer to the research questions, LG capacity to deliver environmental outcomes can be understood when the antinomy is examined through the research methods and analytical categories developed and presented here. LGs are delivering significant beneficial environmental outcomes, both as agents of SGs and through their own initiatives. Improving LG capacity to deliver environmental outcomes primarily requires a respect for LG perspectives, and for LG priorities, which inherently include a focus on their own local areas. State governments can build effective partnerships between the spheres and enhance LG environmental capacity by recognising and supporting LG’s own priorities, while assisting their engagement with broader strategic objectives.

Abstract:
Australia, like other Western liberal democracies, has undergone extensive social policy restructuring as a result of neoliberalism. While neoliberalism had its genesis with Australian Labor governments during the 1980s, it secured the status of orthodoxy under the radical conservatism of the Liberal Coalition government (1996 - 2007). Under the leadership of Prime Minister John Howard a widespread campaign was instigated to advance neoliberal social policy measures across all spheres of social life, leading to the dismantling of rights for a diverse range of social groups including women, refugees, people with disabilities and Indigenous Australians. The restructuring of social provisioning with the intensification of neoliberalism was largely driven by workfare – a key domestic social project of neoliberal global restructuring. The thesis examines the Australian experience of workfare and the primary areas of contestation and struggle that emerged in this environment for the Australian Disability Movement during the peak period of workfare restructuring for 'disability' (1996 – 2005). The thesis draws on the work of critical disability theory to discuss the bivalent social collective identity of disability as it cuts through the politics of recognition and the politics of distribution. From here, the thesis engages with sociological work on emotions, bringing together theories of disgust and disability. The thesis demonstrates that there is a synergy between disability and disgust that informs the moral economy of disability; framing, shaping and articulating able-bodied – disabled relations. Drawing on the policy process method the research involved extensive qualitative interviews with members of the Australian Disability Movement, disabled people involved in workfare programs, service providers and their peak organisations, families, as well as the policy elite charged with the responsibility of disability workfare restructuring. Additionally, the study incorporated a range of documents including parliamentary Hansards, key policy texts, government media releases, and publicly available information from disability specialist services and the disability movement. The analytical centrality of policy processes highlighted the strategic interrelationship between macro-structural policy discourses and practices and the role of policy actors as agents, including those collective agents engaged in mediating disability social relations. Three dominant themes emerged from the analysis of the data: movement politics, representation and participation; emotions and processes of moralisation; and finally, the role of temporality in inscribing (disabled) bodies with value. Each of the findings chapters is dedicated to explicating these mechanisms and the effects of these discourses and practices on disabled people involved in workfare programs and the disability movement's struggles for respect, recognition and social justice.

Abstract:
We are currently at a point in time in Australia where questions concerning how to govern police have never been more pressing or more fluid. Systemic corruption has been identified in several states; a range of new accountability mechanisms have been established internal and external to police and in Victoria police corruption has been linked with a violent 'gangland war'. This thesis locates these contemporary developments within a broader analysis of the historical circumstances shaping the changing techniques for governing state police. More specifically, this thesis engages in a detailed comparative study of the changing techniques of governing police in Queensland and Victoria. The theoretical tools to conduct this analysis are drawn from 'governmentality studies'. This refers to a broad grouping of theoretical scholarship concerned with the changing ideas - or 'political rationalities' - on how to govern some thing or some activity, and the underlying reasoning, justifications and ambitions contained within the practical tools or 'techniques' used to govern. Central to the thesis is an argument that a new politics of policing has emerged recently, one that extends the dyad of the old accountability - 'police powers' and 'external accountability' - to a pluralisation of accountability processes and structures. The thesis argues that governmentality studies offer new insights into ways of analysing the techniques for governing state police, increasingly shaped by the managerialisation of governing and embodying efforts to make police innovative, risk-taking problems-solvers. This is what I refer to as an open-ended normative project for re-making the entrepreneurial officer. However, a detailed examination of the development of governmental techniques for 'making up' the entrepreneurial officer indicates that such a governmental project is not implemented unproblematically. Nonetheless, the thesis concludes that the attempts to remake the entrepreneurial officer through the managerialisation of governing presents distinct possibilities for a new 'politics of policing' that fosters deliberative, reflective police practice within a new framework of police accountabilities.

Abstract:
The purpose of this thesis is to identify essential characteristics of the first generation of Romantic landscape painters and painting movements in a given English-speaking country which followed the generation of Turner, Constable and Martin in England, and then trace how the second generation of Romantic-realist painters represents a different paradigm. For a paradigmatic construct of the first generation, the focus is on the lives and major works of the American arch-Romantic landscape painter Thomas Cole (1801--1848) and the Australian Romantic landscape painter Conrad Martens (1801--1878). The second generation model features the American Frederic Edwin Church (1826--1900), the Australian William Charles Piguenit (1836--1914), and the British Canadian Lucius Richard O'Brien (1832--1899). Cole and Martens, closer to their predecessors in England, created dynamic paradigm shifts in their new countries. Following them, the second generation of Romantic-realists produced a synthesis of romanticism, scientific naturalism, and nationalistic symbolism.

Abstract:
The major aim of this study was to develop a conceptual model representing the implementation process of a curriculum change occurring in a State Education Department region. This development had its genesis in the now extensive body of literature related to the organizational phenomenon of planned change. Since its early development in the 1960ts, the study of planned change occurring i n organizations has grown in sophistication, encompassing a steadily evolving number of theoretical constructs. Such a construct, of recent origin, was that of perceiving implementation of the innovation as a discrete process within the total planned change process. Although stillinits infancy, this concept has attracted a steadily growing body of research, The present study co-ordi nated some of these findings to form the basis for a four-stage model representing the implementation process under a special set of circumstances. The application of the model was tested under field conditions. A longitudinal case study design was adopted because this was ideally suited to test the assumption of implementationas a process. The design was divided in to four sections : concepts related to the decision to change; concepts related to the effect the rationale for implementation had on teachers' behaviour; concepts related to the sequence of involvement of implementers; and finally, concepts related to the measurementof the degree of implementation for teachers and pupils. Field work was applied inarural educational region of the State of Western Australia. This region was established in 1979 as part of an Australia-wide trend. I t is well documented that at the commencement of the 19701s, Austral ian governmentcontrol led education systems were highly centralized. By the beginning of the 1980ts, all were facing major change, each incorporating some form of decentral ization. In Western Australia, a shift in power from central authorities to Regional Superintendents occurred. With the increase i n power, the Regions received more duties and became more complex organizations. To meet the demand of testing a complex theoretical model in the intricate field setting of a State Education Department region, a wide range of data-gathering techniques was used. Questionnaires were employed, some specifically designed to suit this study and some selected from other research. The breadth and depth of the data collected was extended by the use of interviews, both focused and unstructured. Information from a wide variety of perspectives was gathered by using direct observation. This was applied to the testing of the theoretical model and also used to validate data drawn from other sources. Content analysis techniques were also used to triangulate the findings from questionnaire and interview techniques. The findings of the analysis of the data,within a matrix of hypotheses and sub-hypotheses, provided powerful statistical evidence indicating that the innovation was judged as being implemented by the teachers and the pupils. Data collected were also analysed as part of the research plan incorporating four major hypotheses and twenty six sub-sections. Each sub-section has been investigated empirically. This strategy was used to test the applicability of the conceptual model as a technique to represent the process of implementation followed by an innovation in Oral English introduced into a rural region of a State Education Department. The model proved to be a very effective device, aiding in the comprehension of an implementation process that occurred under the particular conditions described in the thesis.

Abstract:
This thesis provides a contextual analysis of my creative practice as a visual artist. An overview of the social and historical relationships of the individual in societal organisations, and in relation to what Stuart Hall refers to as tendential lines of force, the dominant structures of religion and the state (Hall, 1996), set the context for a selfreflexive analysis of my practice. In carrying out a contextual analysis of my practice, it is the intention of this thesis to map a context by which Australian national identity is manufactured. This context is the hegemonic processes that seek to maintain a cultural and political dominance using systems of representation and symbolic power to do so. I have framed this subject against the United Nations as an international body with which the nation-state needs to negotiate. This thesis draws on the debates surrounding the history wars in Australia under the former Howard government, with particular reference to the Australian War Memorial and the National Museum Australia, and their particular responses to the histories of frontier warfare. The significations of state power on Anzac Day are examined, as are the state embodied mechanisms that have censored the representation of Australia’s history. This is supported by a visual register of historical images from the archives of various state libraries depicting frontier violence in Australia over the first 160 years of European settlement. This thesis is supported by visual documentation of my exhibition Signing Off on the State held at the Fremantle Arts Centre in 2005. Abstract:
This study explored how the discursive practices of government education systemic discipline policy shape the behaviour of Aboriginal primary school students in an urban education district in Western Australia. First, this study conducted a Foucauldian genealogical discourse analysis of the historical and contemporary discursive forces that shaped systemic discipline policy in Western Australian government schools between 1983 and 1998 to uncover changing discursive practices within the institution. This period represented a most turbulent era of systemic discipline policy development within the institution. The analysis of the historical and contemporary discursive forces that shaped policy during this period revealed nine major and consistent discursive practices. Secondly, the study conducted a Foucauldian genealogical discourse analysis into the perspectives of key interest groups of students, parents and Education Department employees in an urban Aboriginal community on discipline policy in Education Department primary schools during the period from 2000 to 2001; and the influence of these policies on the behaviour of Aboriginal students in primary schools. The analysis was accomplished using Foucault's method of genealogy through a tactical use of subjugated knowledges. A cross section of the Aboriginal community was interviewed to examine issues of consultation, suspension and exclusion, institutional organisation and discourse. The study revealed that there are minimal consistent conceptual underpinnings to the development of Education Department discipline policy between 1983 and 1998. What is clear through the nine discursive practices that emerged during the first part of the study is a strengthened recentralising pattern of regulation, in response to the influence of a neo-liberal doctrine that commodifies students in a network of accountability mechanisms driven by the market-state economy. Evidence from both genealogical analyses in this study confirms that the increasing psychologisation of the classroom is contributing towards the pathologisation of Aboriginal student behaviour. It is apparent from the findings in this study that Aboriginal students regularly display Aboriginality-as-resistance type behaviours in response to school discipline regimes. The daily tension for these students at school is the maintenance of their Aboriginality in the face of school policy that disregards many of their regular cultural and behavioural practices, or regimes of truth, that are socially acceptable at home and in their community but threaten the 'good order' of the institution when brought to school. This study found that teachers and principals are ensnared in a web of governmentality with their ability to manoeuvre within the constraints of systemic discipline policy extremely limited. The consequence of this web of governmentality is that those doing the governing in the school are simultaneously the prisoner and the gaoler, and in effect the principle of their own subjection. Also revealed were the obscure and dividing discursive practices of discipline regimes that contribute to the epistemic violence enacted upon Noongar students in primary schools through technologies of power.

The main objective of this paper is to critically analyse the solutions that countries are currently implementing in response to the much-debated issue that the conventional investor-state dispute settlement (ISDS) regime limits a host-state's space to make regulations under public policy. Consequently, the paper makes recommendations on viable solutions that countries can implement as solutions to the ISDS problems. In order to conduct the study, this paper uses the solutions to ISDS problems that have been implemented by the Republic of South Africa (RSA) and Australia respectively. The paper also compares the solutions implemented by RSA and Australia with some internationally recognised solutions. Chapters two and three of the paper discuss the backgrounds and also analyse the solutions to ISDS that have been implemented by RSA and Australia respectively. Chapter four contains the main findings and arguments of the paper. It analyses the strengths and weaknesses of the ISDS solutions that have been implemented by RSA and Australia respectively. One of the main findings of the paper is that retaining the conventional ISDS regime is less beneficial to developing and least developed countries and more beneficial to developed countries, largely due to the differing levels of outward investments that are present in these categories of countries. The paper recommends, inter alia, that, unlike developed countries, developing countries and least-developed countries should abrogate the conventional ISDS regime and only retain it in particular circumstances as explained in chapter five. The paper recommends that ISDS should only be utilised where state-state arbitration would unnecessarily politicise an investment dispute. The paper also finds the use of domestic court as undesirable to investment disputes. The paper recommends mediation as a more balanced avenue for resolving investment disputes.

There have been numerous proposals to reform Australia's government structures, both prior to and since Federation in 1901, including calls for New Colonies and New States, Unification plans, Regional Government models spanning across the federal-unitary continuum, and proposals to transfer functions between Commonwealth and State governments, such as the modern day attempts by the Commonwealth government to establish a national Industrial Relations system. But while several functions have been transferred from the States to the Commonwealth since Federation, major changes sought by supporters of New States, Regional Governments and Unification have never been achieved. The financial benefits possible through various reformed government structures are first examined in terms of claims and estimates that have accompanied past reform proposals. Financial benefits are then estimated for the four years from 1998-99 to 2001-02 using population and expenditure data, per capita expenditure comparisons, and various linear and non-linear regression techniques. New States appear likely to cost in the order of $1 billion per annum per New State, and possibly more if costs associated with State-Territory borders are taken into account, but their financial viability could be vastly improved if New State formation follows or is accompanied by functional transfers to achieve national systems in areas such as health and education. It is estimated that Unification and some Regional Government models could achieve financial benefits in the order of five to ten per cent in both public and private sectors and the economy as a whole, which, in June 2002 dollar terms, would amount to some $15 billion to $30 billion per annum in the public sector, $25 billion to $50 billion in the private sector, and hence $40 billion to $80 billion per annum across both public and private sectors and the entire Australian economy. It is also estimated that for several functions, including education and health, unitary national systems under Commonwealth control could generate significant financial benefits, whereas for other functions, notably transport and communications, national systems could prove more costly. Additional research could clarify estimates, but ultimately the only way to fully check estimates is to observe and measure actual reforms in action. If all State-Territory level health care functions, for example, were transferred to the Commonwealth government to achieve a fully national health system, then the benefits and costs of such reform could be assessed with much more certainty than is possible through pre-reform empirical estimates. The establishment of a national health system could also diminish concerns that New States or Regional Governments might exacerbate problems associated with separate State laws, regulations and systems - problems likely to be tolerated least in health care given its life-and-death gravity. And for Unification advocates, a national health system would represent a significant step towards complete Unification across all functions. Estimates appear to be robust when assessed in light of Commonwealth Grants Commission methodologies, differential levels of tax expenditures and privatisation across the current States and Territories, and Australia's economic and industrial geography, and on balance suggest that intelligent government structure reforms have the potential to significantly enhance Australia's financial and economic strength, and hence provide the financial capacity to achieve significantly improved social and environmental outcomes as well.

This thesis considers varied representations of landscape in Australian narrative film and designed landscape. Landscape is taken as an active concept that combines the associative meanings of place and the dynamism of space. Sixteen film and designed landscapes are examined to derive their landscape sources, forms and ideas, using the methodology of 'contextual poetics', Each of these landscapes is considered under a specific theme: landscape as delight, absence, nation or hope. In addition to detailing specific landscape responses by the designers of the examined landscapes, this project aims to contribute to an enhanced conversation about the effective, just practice of landscape architecture. The topic derives from a question central to landscape architectural practice in a post-colonial context, such as Australia. In a cultural setting where no single, agreed definition of landscape is allowed by the conditions of its history, which versions do practitioners of landscape architecture take up? What should be their limits, where are their inspirations and whose landscape narratives are ignored in these decisions?

For many years, considerable time and effort was devoted by teachers in Australian schools to the organisation of sporting activities for students. As a result, School Sports Associations were formed in most Australian States early this century. These Associations provided intra state and inter state competition on a limited scale. It was not until the early 1970's that any co-ordinated effort was made to bring together all the States' and Territories' activities. Regular meetings of Association Secretaries led to the formation of the Australian State Secondary Schools Sports Council in 1973. This was the beginning of a new era in secondary school representative sport in Australia. The creation of a forum for States to discuss matters of mutual interest resulted in a greater awareness within school communities of the benefits provided by sporting activities. This generation of interest eventually led to the formation of the Australian Secondary Schools Sports Federation in 1977. This body, representing all States and Territories became identified as the controlling body of secondary school sport in Australia and has continued to develop this role over the years. Since the formation of the Australian Secondary Schools Sports Federation, there has been significant growth in representative sporting activities, greater liaison and improved relations with community groups and systematic generation of relevant policies aimed at the betterment of school sport. After several years of operation, the role of the Federation was supplemented by the establishment of the Australian Schools Sports Council. This body represents both Primary School and Secondary School Sports Associations throughout Australia. After considerable effort, the Council was successful in obtaining Commonwealth Government funding for the employment of a National Executive Director to work full-time on the promotion of school sport. The years 1977-1983 saw dramatic growth in school sporting activities in Australia. Many problems were encountered some of which were ultimately solved. Other problems continue to occupy those who work within the organisation and their solution would appear to be the main task for the future.

This thesis examines the influence of compulsory state arbitration and wages board systems on workplace industrial relations. Using an historical and comparative case study approach, the thesis researches workplace industrial relations at three firms operating in the metal industry between 1900 and 1929. A political economy perspective is employed to examine the interaction of institutional stnictures and economic and political processes in the regulation of the wage-effort bargain at the workplace. Key concepts are drawn from both mainstream industrial relations theory, in particular the Oxford School approach, and labour process theory. Drawing on the work of flanders, a distinction is made between the economic and political aspects of the wage-effort bargain through the differentiation of market relations and managerial relations. This thesis argues that arbitral and wages board systems interacted with a range of factors to shape and influence workplace industrial relations. In keeping with the political economy perspective, the thesis examines the economic, industry, technological, political, and institutional environment within which the three cases operated, identifying changes and trends in these factors during the period under review and their implications for workplace industrial relations. The three cases allowed a closer examination of the influence of these general trends on the development of workplace industrial relations. The cases demonstrate the diversity of the metals sector, each representing a different industry in that sector. Further, the cases differed in their geographic and jurisdictional location, allowing comparisons between Victoria and New South Wales to be made. An examination of the role of arbitral tribunals and wages boards argues that the tribunals used their ability to regulate and stabilise market relations to offset their intervention in managerial relations. In this respect the tribunals sought to engineer changes in managerial relations favourable to industry development and yet simultaneously obtain support from the unions through improvements in market relations. As a consequence of these conflicting objectives the tribunals often behaved in a contradictory manner. In addition, unintended consequences often flowed from tribunal regulation and were important in shaping events at the workplace. Thus while industrial tribunals sought to improve market relations, they inadvertently assisted workers to gain more influence over managerial relations. In each case the workplace was the site of much regulatory activity, whether initiated by management, unions or workers. However, the three cases each present a different pattern of workplace industrial relations in terms: of scope of regulation at the workplace; the role of unions; the nature of managerial strategy; the role of unions; and the implementation and enforcement of tribunals decisions. Moreover, the effect of arbitration and wages board systems at each workplace varied, with the influence of a particular matrix of industry, economic, technological and institutional conditions shaped at the workplace.

This thesis is a case study that explores art therapy programs that are being or have been established in mainstream primary education settings in the United Kingdom, United States of America and Australia. The study includes a review of literature which relates an application of art therapy principles and practice to an education framework and the developmental and emotional needs of primary age children. The art therapy programs are examined in terms of the target population (eg. abused, rejected, disaffected, vulnerable children); the value of these programs to children in the primary school system (ie. in helping to remove students' emotional blocks to learning); the logistics of their implementation in primary schools; and their source of funding. The level of interest, support and commitment from allied health and community workers as well as teachers and administrators working within a. school structure is also examined. The data analysis and conclusions reflect on the common and recurring themes which arise from the study of programs in the UK and USA. These are compared to the Australian experience. The implications of the study for the Education Department of Western Australian system is discussed.

This thesis argues that the colonial ruling class developed its first White Australia policy in 1888, creating most of the precedents for the federal legislation of 1901. White Australia was central to the making of the Australian working class, to the shaping of Australian nationalism, and the development of federal political institutions. It has long been understood as a product of labour movement mobilising, but this thesis rejects that approach, arguing that the labour movement lacked the power to impose such a fundamental national policy, and that the key decisions which led to White Australia were demonstrably not products of labour movement action. ¶ It finds three great ruling class agendas behind the decisions to exclude Chinese immigrants, and severely limit the use of indentured “coloured labour”. Chinese people were seen as a strategic threat to Anglo-Australian control of the continent, and this fear was sharpened in the mid-1880s when China was seen as a rising military power, and a necessary ally for Britain in its global rivalry with Russia. The second ruling class agenda was the building of a modern industrial economy, which might be threatened by industries resting on indentured labour in the north. The third agenda was the desire to construct an homogenous people, which was seen as necessary for containing social discontent and allowing “free institutions”, such as parliamentary democracy. ¶ These agendas, and the ruling class interests behind them, challenged other major ruling class interests and ideologies. The result was a series of dilemmas and conflicts within the ruling class, and the resolution of these moved the colonial governments towards the White Australia policy of 1901. The thesis therefore describes the conflict over the use of Pacific Islanders by pastoralists in Queensland, the campaign for indentured Indian labour by sugar planters and the radical strategy of submerging this into a campaign for North Queensland separation, and the strike and anti-Chinese campaign in opposition to the use of Chinese workers by the Australasian Steam Navigation Company in 1878. The first White Australia policy of 1888 was the outcome of three separate struggles by the majority of the Anglo-Australian ruling class—to narrowly restrict the use of indentured labour in Queensland, to assert the right of the colonies to decide their collective immigration policies independently of Britain, and to force South Australia to accept the end of Chinese immigration into its Northern Territory. The dominant elements in the ruling class had already agreed that any serious move towards federation was to be conditional on the building of a white, predominantly British, population across the whole continent, and in 1888 they imposed that policy on their own societies and the British government.

Introduction: I find myself in the pantry, cleaning shelves, in the laundry, water slopping around my elbows, at the washing line, pegging clothes. I watch myself clean shelves, wash, peg clothes. These are the rhythms that comfort. That postpone. (The Painted Woman, Sue Woolfe, p. 170) As a marginalised group in Australian art history and society, women artists possess a valuable and vital craft tradition which inevitably influences all aspects of their arts practice. Installation art, which has its origins in the craft tradition, has only been acknowledged in the art mainstream this decade; yet evolved in the home of the 1950s. The social policies of this era are well documented for their insistence on women remaining in the home in order to achieve personal success in their lives. This cultural oppressiveness paradoxically resulted in a revolution in women's art in the environment to which they were confined. Women's creative energies were diverted and sublimated into the home, resulting in aesthetic statements of individuality in home decoration. As an art movement, women's installation art in the home provided the similar structures to formally recognised art schools in the mainstream, and include: informal networks and training (schools); matriarchs within the community who were knowledgable in craft traditions and techniques and shared these with younger women (mentorships); visiting other homes and providing constructive advice (critiques); and women's magazines and glory boxes (art journals and sketch books). A re-examination of this vital period in women's art history will reveal the social policies and cultural influences which insidiously undermined women's art, which was based on craft traditions.

[Truncated abstract] The aim of this study was to analyse the changing dynamics within and between government and non-government education sectors in relation to the Curriculum Framework (CF) policy in Western Australia (WA) from 1995 to 2004. The Curriculum Council was established by an act of State Parliament in 1997 to oversee the development and enactment of the CF, which was released in 1998. A stated aim of the CF policy was to unify the education sectors through a shared curriculum. The WA State government mandated that all schools, both government and non-government, demonstrate compliance by 2004. This was the first time that curriculum was mandated for non-government schools, therefore the dynamics within and between the education sectors were in an accelerated state of transformation in the period of study. The timeframe for the research represented the period from policy inception (1995) to the deadline for policy enactment for Kindergarten to Year 10 (2004). However, given the continually evolving and increasingly politicised nature of curriculum policy processes in WA, this thesis also provides an extended analysis of policy changes to the time of thesis submission in 2007 when the abolition of the Curriculum Council was formally announced - a decade after it was established. ... The research reported in this thesis draws on both critical theory and post-structuralist approaches to policy analysis within a broader framework of policy network theory. Policy network theory is used to bring the macro focus of critical theory and the micro focus of post-structuralism together in order to highlight power issues at all levels of the policy trajectory. Power dynamics within a policy network are fluid and multidimensional, and power struggles are characteristic at all levels. This study revealed significant power differentials between government and non-government education sectors caused by structural and cultural differences. Differences in autonomy between the education sectors meant that those policy actors within the non-government sector were more empowered to navigate the competing and conflicting forms of accountabilities that emerged from the changes to WA curriculum policy. Despite both generalised discourses of blurring public/private boundaries within the context of neoliberal globalisation and specific CF goals of bringing the sectors together, the boundaries continue to exist. Further, there is much strategising about how to remain distinct within the context of increased market choice. This study makes a unique and significant contribution to the understanding of policy processes surrounding the development and enactment of the CF in WA and the implications for the changing dynamics within and between the education sectors. Emergent themes and findings may potentially be used as a basis for contrast and comparison in other contexts. The research contributes to policy theory by arguing for closer attention to be paid to power dynamics between localised agency in particular policy spaces and the state-imposed constraints.

The formation of the Liberal Party of Australia in the mid-1940s heralded a new effort to stem the tide of government regulation that had grown with Labor Party rule in the latter years of World War II and immediately after. It was not until 1949 that the party gained office at Federal level, beginning what was to be a record unbroken term of 23 years, but its efforts faltered at State level in Victoria, where the party was divided, and in New South Wales, where Labor was seemingly entrenched. The fortunes were reversed with the rise to leadership of men who bore a different stamp to their predecessors, and were in many ways atypical Liberals: Henry Bolte in Victoria and Robin Askin in New South Wales. Bolte, a farmer, and Askin, a bank officer, had served as non-commissioned officers in World War II and rose to lead parties whose members who had served in the war were predominantly of the officer class. In each case, their man management skills put an end to division and destabilisation in their parties, and they went on to serve record terms as Liberal leaders in their respective States, Bolte 1955-72 and Askin 1965-75. Neither was ever challenged in their leadership and each chose the time and nature of his departure from politics, a rarity among Australian political leaders. Their careers are traced here in the context of the Liberal revival and the heightened expectations of the post-war years when the Liberal Party reached an ascendancy, governing for a brief time in 1969-70 in all Australian States as well as the Commonwealth. Their leadership is also examined in the broader context of leadership in the Liberal Party, and also in the ways in which the new party sought to engage with and appeal to a wider range of voters than had traditionally been attracted to the non-Labor parties.

The decline of public transport in Western Australia is observed in four separate historical studies which narrate the political and administrative history of each major urban transport mode. Perth's suburban railway system is examined as part of the State's widespread rail network, including the extravagantly-equipped short-lived suburban railway in Kalgoorlie. Political interference in early railway operations is studied in detail to determine why Perth's rail-based public transport systems were so poorly developed and then neglected or abandoned for much of the twentieth century. The llnique events in Kalgoorlie at the turn of the century are presented as potent reasons for the early closure of Perth's urban tramway system and the fact that no purpose-built suburban railways were constructed in Perth until 1993. The road funding arrangements of the late nineteenth century are considered next, in order to demonstrate the very early basis for the present lavish non-repayable grants of money for road construction and maintenance by all three layers of government. The development of private and government bus networks is detailed last, with particular attention paid to the failure of private urban bus operators in the 1950s and the subsequent formation of a government owned and operated urban bus monopoly. The capital structure and accounting practices of public transport modes are analysed to provide a critique of popular myths concerning the merits of each. In order to obtain an impression of the changing political view of different transport modes, the attitude of politicians to public transport and the private motor car over the last one hundred and twenty years is captured in summary narrations of some of the more important parliamentary transport debates. Two possible explanations of public transport decline are discussed in conclusion; one relying a neoclassical economic theory of marginal pricing, and the other on an observation on the fate of large capital investments in the modern party-based democratic system of government.

Despite the considerable significance of publicly funded education in the making of Australian society, state school histories are few in number. In comparison, most corporate and private schools have cemented their sense of community and tradition through full-length publications. This history attempts to redress this imbalance. It is an important social history because this school, Mac.Robertson Girls' High School can trace its origins back to 1905, to the very beginnings of state secondary education when the Melbourne Continuation School (MCS), later Melbourne High School (MHS) and Melbourne Girls' high School (MGHS) was established. Since it is now recognised that there are substantial state, regional and other differences between schools and their local communities, studies of individual schools are needed to underpin more general overviews of particular issues. This history, then, has wider significance: it traces strands of the development of girls' education in Victoria, thus examining the significance and dynamics of single-sex schooling, the education of girls more generally, and, importantly, girls' own experiences (and memories of experiences) of secondary schooling, as well as the meaning they made of those experiences. 'Girls, Education and Empowerment: A History of The Mac.Robertson Girls' High School 1905-2005', departs from traditional models of school history writing that tend to focus on the decision-makers and bureaucrats in education as well as documenting the most 'successful' former students who have made their mark in the world. Drawing on numerous narrative sources and documentary evidence, this history is organised thematically to contextualise and examine what is was like, and meant, to be a girl at this school (Melbourne Continuation School 1905-12; Melbourne High School 1912-27; Melbourne Girls' High School 1927-34, and Mac.Robertson Girls' High School from 1934) during a century of immense social, economic, political and educational change.

This thesis provides more precise characterisation of patterns, causes and consequences of takeover activity in Australia over three decades spanning from 1972 to 2004. The first contribution of the thesis is to characterise the time series behaviour of takeover activity. It is found that linear models do not adequately capture the structure of merger activity; a non-linear two-state Markov switching model works better. A key contribution of the thesis is, therefore, to propose an approach of combining a State-Space model with the Markov switching regime model in describing takeover activity. Experimental results based on our approach show an improvement over other existing approaches. We find four waves, one in the 1980s, two in the 1990s, and one in the 2000s, with an expected duration of each wave state of approximately two years. The second contribution is an investigation of the extent to which financial and macro-economic factors predict takeover activity after controlling for the probability of takeover waves. A main finding is that while stock market boom periods are empirically associated with takeover waves, the underlying driver is interest rate level. A low interest rate environment is associated with higher aggregate takeover activity. This relationship is consistent with Shleifer and Vishny (1992)'s liquidity argument that takeover waves are symptoms of lower cost of capital. Replicating the analysis to the biggest takeover market in the world, the US, reveals a remarkable consistency of results. In short, the Australian findings are not idiosyncratic. Finally, the implications for target and bidder firm shareholders are explored via investigation of takeover bid premiums and long-term abnormal returns separately between the wave and non-wave periods. This represents the third contribution to the literature of takeover waves. Findings reveal that target shareholders earn abnormally positive returns in takeover bids and bid premiums are slightly lower in the wave periods. Analysis of the returns to bidding firm shareholders suggests that the lower premiums earned by target shareholders in the wave periods may simply reflect lower total economic gains, at the margin, to takeovers made in the wave periods. It is found that bidding firms earn normal post-takeover returns (relative to a portfolio of firms matched in size and survival) if their bids are made in the non-wave periods. However, bidders who announce their takeover bids during the wave periods exhibit significant under-performance. For mergers that took place within waves, there is no difference in bid premiums and nor is there a difference in the long-run returns of bidders involved in the first half and second half of the waves. We find that none of theories of merger waves (managerial, mis-valuation and neoclassical) can fully account for the Australian takeover waves and their effects. Instead, our results suggest that a combination of these theories may provide better explanation. Given that normal returns are observed for acquiring firms, taken as a whole, we are more likely to uphold the neoclassical argument for merger activity. However, the evidence is not entirely consistent with neo-classical rational models, the under-performance effect during the wave states is consistent with the herding behaviour by firms.

Since the latter half of the twentieth century patterns of economic flows and the deployment of systems of production have encouraged greater political and social integration between nation states. This phenomenon, called globalisation, has reinvigorated debate about the nation state as a mode of organisation, and created the conditions for an ongoing natural experiment concerning state adjustment. This experiment, while on a global scale, has led to different responses from national governments, as each grappled with how best to accommodate both domestic and international interests. One neglected aspect of analysis in these processes is the role played by national bureaucracy in state adjustment as a means to move with globalising pressures or to resist their impact. This thesis presents a qualitative analysis of the interaction of one globalising process, foreign direct investment (FDI), and the workings of the nation state, as a means of assessing the way in which the national government has used regulatory processes and its bureaucracy to control FDI. An extended historical case study is used to examine changes in policy, regulation and the organisation of the national bureaucracy concerned with FDI in Australia. The period examined is from 1968 to 2004 enabling comparisons to be made across the experience of seven successive national governments (those led by prime ministers Gorton, McMahon, Whitlam, Fraser, Hawke, Keating and Howard) in the way they managed the domestic and international circumstances that impacted on FDI. This thesis makes a contribution to the literature on the interaction of globalising processes, the nation state and the role played by national public bureaucracies where national and transnational interests intersect. In particular, this thesis identifies the national bureaucracy as a key agent for government in enabling and domesticating the processes of globalisation. This finding demonstrates that national bureaucracy is significant as both a facilitator and the inhibitor of processes of globalisation, and therefore is a key factor in understanding the issues of state adjustment in studies of globalisation.

Abstract:
One of the main underlying sources of economic growth is productivity. An economy can grow by either accumulation of its inputs, namely labour and capital, or improvements in productivity. The latter implies that more can be produced with the same amount of inputs, generating a greater amount of income that can be distributed among the economy's population. With rising per capita incomes, an economy can provide higher living standards and well-being. This thesis analyses variations in economic and productivity trends among the states of Australia and the USA. It investigates whether disparities in GSP per capita, labour and multifactor productivity among the states have declined (converged) or widened (diverged), during this period. The analysis is undertaken at a national level as well as for specific industries to identify the sectoral sources of the various trends. Further, in an interstate analysis the performance of individual states is examined to identify those that may have had a major role in accounting for the observed trends. The analysis employs both cross - section and time - series techniques. Contrary to earlier studies, this thesis finds that lately the interstate dispersion of per capita incomes and productivity has stopped decreasing. In Australia, once the Mining sector (which is a special case) is excluded from the analysis, the levels of GSP per capita and labour productivity in the various states are found to have neither converged nor diverged. Convergence trends among the US states observed prior to the 1990s have not only slowed down but even reversed into divergence. Divergence in labour productivity started during the 1980s in the service industries and was followed by the Manufacturing sector (and here in particular by the Electronic and Electrical Equipment industry) during the 1990s. There appears to be a belt of states in the West (and a few states in the North-East) which started off relatively poorly but managed to catch-up with the richer states due to an above average growth performance in labour productivity and multi factor productivity. Some of these states did not only manage to catch-up with richer ones but continued to surge ahead, causing the observed increase in the interstate dispersion in recent years. Policy makers, especially those in the states that are falling behind need to develop policies that will lead to an increase in the rate of productivity growth. In order to achieve this they must foster industries, which are conducive to higher growth rates and adopt policies that would increase the productivity of the labour force. These policies will need to create an environment in which productivity enhancing innovation can be sustained. States need to engage in research and development activities to ensure the invention and the adoption of new technologies.

Informed by the writings of Michel Foucault, this thesis investigates the discourse on folk art in Australia. Emphasis is placed on exploring the recent emergence of a body of statements that contribute to its Australian specificity. This thesis considers the various discursive strategies that construct the domain of folk art in this country, including the contribution played by overseas folkloric studies in establishing the field. By using a framework operating under the principle of distance and immediacy, the processes of production and dissemination of cultural goods are examined to reveal how material folk culture is located as a peripheral artistic practice. In this regard, the systems of exclusion that operate within high art discourses to define and marginalise women's artistic practice are surveyed as a concomitant discursive domain. A study of makeshift furniture is undertaken to elucidate how these strategies combined with processes of connoisseurship are involved in constructing the domain of Australian folk art and the appraisal of its cultural value. In the final analysis, attention is given to the subject of aesthetics and the appreciation of folk art.

This study explores the inter relationships between the nominal interest rates of Australia and its principal trading partners. The analysis focus on the short end of the yield curve --specifically, rates of up to one year to maturity. In essence, the study comprises a suite of essays, which together provide an overall understanding of the relevant relationship that is, in both depth and scope, greater than the sum of the individual essays. The inquiry begins with an investigation of the impact of the overnight information content of international interest rates upon the Australian domestic money market. The results indicate that the strongest information impact on Australian interest rates is from the overnight interest and exchange rates of the United States. This is followed, in the second essay, by an investigation of the relationship between domestically and internationally traded Australian dollar denominated, financial assets. The results indicate that a Euro-Australian dollar inter-bank deposit and Australian bank accepted bills are effectively the same assets. Based on this result the third essay investigates the extent to which the short-term nominal interest rates of Australia, the United Kingdom, the United States and Japan are consistent with the expectations theory of the interest rate term structure. The results indicate that nominal inter-bank deposit rates in all four currencies are broadly consistent with the expectations theory. In addition, two common stochastic trends are identified, which can be associated with the markets of the United States and Japan. The forth essay focuses on the bilateral relationships between the nominal interest rates of Australia, the United States, the United Kingdom and Japan, and aims at establishing the extent to which the observed data is consistent with interest rate parity conditions. It was found that, in the long run, and with some exceptions, there is strong support for all three of the usual parity conditions. These relationships are interpreted as a measure of the efficiency with which the interest rates are simultaneously determined across the four markets. The final essay brings together insights gained in the preceeding essays to help analysis the interactions between each of the four markets at each of the four maturities selected within the consistent framework of a single model. The results indicate that the system can be usefully conceptualised as interactions between two sub-systems. The first sub-system models the nexus between Australia and the United States, and the second sub-system, that between the United Kingdom and Japan. The interactions within and between these two sub-systems are found to change as the maturity increases. At the shortest maturity, Australian interest rates are directly affected by both sub-systems. In contrast, at the longest maturity, Australian interest rates anticipate those of the United States and are not directly affected by the second sub-system.

This thesis is an inquiry into the possibility of Aboriginal autonomy under the regime of a state policy which commands self determination. Debate about policy has been dominated by Western scientific, political and professional knowledge, which is challenged by indigenous paradigms grounded in the Dreaming. A recognition of the role of paradox leads me to an attempt at reconciliation between the old and the new Australian intellectual traditions. The thesis advances the theory of internal colonialism by identifying self-determination as its current phase. During more than 200 years of colonial history the relationship between Aborigines and the state has been increasingly contradictory. The current policy of self-determination is a political paradox. Aboriginal people must either conform to the policy by disobeying it, or reject the policy in obedience to it. Through the policy of self-determination the state constructs a relationship of dependent autonomy with Aboriginal people. In a two-year (1994-95) action research project Kitya Aboriginal Health Action Group was set up to empower a local community to establish an Aboriginal health service despite opposition from the Government Health Service. In collaboration with local general practitioners and volunteers the action group opened a health centre. After the end of formal field work government funding and support for the health service was granted. The project illustrated the paradox of dependent autonomy. What appeared as successful community development was not development, and what appeared as destructive factionalism was empowering. Strategies for change made use of contradictions and paradoxes within the state. As an innovation in the practice of social change, the thesis begins the construction of a model for indigenous community action for self-determination in health.

This thesis examines policy and policy-making in the area of alcohol abuse and drink-driving in Australia. It aims to challenge dominant ideologies about alcohol abuse and to show how these ideologies inform and constrain social action. The thesis develops a specific theoretical analysis to account for approaches to policy-making by the state and to show, in particular, how these have become manifest in the development of a policy on drinking and driving in the state of Victoria. The most general and distinguishing feature of policy development in the alcohol area, it is contended, is the influence of medical ideology which sees social problems as arising from within the individual and also, most recently, in a philosophy which defines problems as the outcome of faulty life-styles. The major part of the thesis is concerned with showing how the focus on alcohol abuse is bound-up with 'individualization', and especially 'medicalization', of the problem of road traffic accidents and how this process has served to divert attention from an examination of the structural changes needed to overcome this problem. In conclusion, the thesis maps an alternative plan of action on alcohol-related problems. This plan will assist policy-makers. social workers and others working with the victims of alcohol abuse to exploit the 'contradictions' emerging within the late capitalist state.

Higher education has undergone significant change as universities have sought to respond to government reforms in a period of globalisation. One major reform that globalisation has introduced is the reduction in state funding for higher education. Universities have turned to other resources to provide funding and one of these is the recruitment of international students. The focus of this thesis is on contrasting the internationalisation policies of two nations, Australia and the United States, by analysing published policies, statistics and carrying out interviews on two campuses. Two universities, one in Australia and the other in the United States, served as case studies to examine the strategies used to implement these policies. Approximately 100 participants were interviewed, including administrators and faculty members, international and domestic students. Each university featured internationalisation as a goal in its mission statement. By integrating intercultural and global dimensions into the teaching, research and service functions of a university, internationalisation encompasses a multitude of activities that provide an educational experience. While administrators generally stated that the implementation of strategic plans to achieve international goals had been successful, many faculty members, domestic and international students were of the view that international goals were yet to be realised. These contrasting discourses revealed that each university was falling short of achieving its internationalisation goals. Faculty members and domestic and international students expressed dissatisfaction about cultural insensitivity, lack of adequate services that offered housing and emotional/social support, and language barriers. At the same time, each university was achieving some of its internationalisation goals. In conclusion, strategies are suggested that might improve the implementation of internationalisation at both universities.

My creative work investigates the negative space, the ‘in between space’ that leads to new knowledge about other artists and other cultures. The fundamental and distinctive elements of Islamic pattern in my paintings in the exhibition Dialogue in Diversity are based on my own experience of misinformation as well as rewarding collaboration within a culturally blended family.This research explores the continuity of the arabesque and polygon. I experiment with the hexagon and its geometric shapes, with its many repeat patterns and the interrelatedness of the negative space, or the void indicative of the space between layers of past and present civilizations that are significant fundamentals in my paintings.The thesis Transforming perceptions of Islamic culture in Australia through collaboration in contemporary art traces the visual history of Orientalist art, beginning with a key image of Arthur Streeton, Fatima Habiba, painted in 1897 and contrasts Streeton’s perception with that of important Islamic women artists working globally such as Emily Jacir who participated in the Zones of Contact 2006 Biennale of Sydney.A core element of my research is working with emerging artists from Islamic backgrounds in Western Sydney. The February 2007 exhibition Transforming Perceptions Via . . . at the University of Wollongong brought together artists from east and west.By adopting the Islamic pattern in my paintings, I hope to strengthen the interaction between the Christian and Muslim interface in Australian contemporary society. My work contemplates the human aspects of relationships and responsibilities within the cross cultural spectrum.

Today media centers are often cluttered with multiple devices each controlled by their own remote control. It is often hard and/or painful to manage and utilize these devices, especially for inexperienced users. Simstream wants to build an innovative smart-TV that as much as possible centralizes functions and controls.  Operating the system should be intuitive and simple, yet experienced users should have access to more advanced operations. This requires acquiring several inputs as well as integrating the communication devices that are necessary to control the attached external devices. Whenever possible, we want to efficiently process every input while minimizing latencies.  As a result, we want all the frequent operation to be as quick and lightweight as possible in order to provide a high quality user experience even under high system loads. This project takes advantage of the widespread availability of touchscreen mobile devices in order to provide an innovative means of control over the television, with remote control mobile applications running on an user’s familiar device. A remote controller will also be sold together with the television, and this remote controller will also have a touchscreen, and will propose the same capabilities as the remote control mobile applications. Finally, this platform will be open to third-party applications, and as a result this thesis project developed a software development kit which is designed to be easy and familiar enough for developers to adopt it and create applications with it. Applications will be developed together with an interface displayed on the remote controllers, in order to tailor the remote control interface to what is currently displayed on the television screen
Idag är mediecentrer ofta belamrade med många enheter som är kontrollerade av sina egna fjärrkontroller. Det är ofta svårt och / eller smärtsamt att använda dessa enheterna, särskilt för oerfarna användare. Simstream vill bygga en innovativ smart TV som centraliserar funktioner och kontroller så mycket som möjligt. Att använda systemet ska vara intuitivt och enkelt, men mer erfarna användare ska också ha tillgång till mer avancerade funktioner. Detta kräver att förvärva flera indata samt att integrera kommunikationsenheterna som är nödvändiga för att kontrollera de anslutna externa enheter. När det är möjligt vill vi behandla varje indata på ett effektivt sätt oh samtidigt minimera latenser. Det här betyder att en operation som utförs ofta skall vara så snabb och så lätt som möjligt, för att förbättra användarupplevelse även när systemet är hårt belastad. Detta projekt drar fördel av den vidsprädda tillgången till pekskärma mobila enheter för att tillföra användaren en innovativ kontroll över sin TV, direkt från sin bekanta enhet. Slutligen kommer denna plattformen att vara öppen för tredjepartsutvecklare, och som ett resultat har detta examensarbete utvecklat ett software development kit som är gjort för att vara enkelt och välbekant nog för att utvecklare ska kunna använda det och skapa applikationer med det.

The aim of this thesis is to study different types of jitter measurement methods and to make comparison between them. With this purpose, a literature study was performed by searching in different databases. The explored databases include: a) Recent research articles in jitter measurements appearing in IEEE xplorer with published date posterior to 1998, b) Application notes and white papers from leading companies as Agilent and Anritsu.  In this study it is shown that the research method presented in [20] has more accuracy compared to ITU standard method due to that an specific signal from PDH is measured directly while no specification to test equipment is need it. In case of the measurement of aperture uncertainty on ADC it is shown that the research method in [21] has more accuracy compare to IEEE standard methods because it removes quantization error and amplitude noise from measurement while does not need any frequency information

Cartograms combine statistical and geographical information in thematic maps, where areas of geographical regions (e.g., countries, states) are scaled in proportion to some statistic (e.g., population, income). Cartograms make it possible to gain insight into patterns and trends in the World around us and have been very popular visualizations for geo-referenced data for over a century. This Work surveys cartogram research in visualization, cartography and geometry, covering a broad spectrum of different cartogram types: from the traditional rectangular and table cartograms, to Dorling and diffusion cartograms. A particular focus is the study of the major cartogram dimensions: statistical accuracy, geographical accuracy, and topological accuracy. We review the history of cartograms, describe the algorithms for generating them, and consider task taxonomies. We also review quantitative and qualitative evaluations, and we use these to arrive at design guidelines and research challenges.

Studies on the scientific background of Health Psychology are discussed, including the conceptual definition, as well as the bio-psycho-social model that characterizes it. The relation between health and behavior is described in order to have a better understanding of health and illness, as well as about the pathogenic and immunology issues related to behavior. The main contributions of Health Psychology to improve life quality and health are described. Moreover, medical psychology, psychosocial coping of illness, as well as intervention strategies, are discussed. Health Psychology becomes a good alternative for the understanding of health and illness mechanisms, as well as for the prevention process and illness treatment related to psychological components.

Abstract:
This thesis sets out to research the phenomenon of political assassinations. Political assassinations are not random acts of folly which defy analysis but are well planned and discriminate acts of violence which, like terrorism, need to be further researched. The central argument of the thesis is that political assassination cannot be justified and the following research questions will be addressed: o Can the assassinations analysed in the thesis be categorised as political assassinations? o Can the justifications that are analysed within the thesis offer justifications for these political assassinations? o Are political assassinations only successful as existential acts? The thesis will begin by trying to clearly state what constitutes a political assassination and how it is different from terrorism. It will then analyse the various justifications that can be used to justify political assassinations. The thesis will illustrate three theoretical approaches that can be used. These are the instrumental justification, the non - utilitarian justification and terroristic justification. It will then examine the three cases of political assassinations which include that of Anwar Sadat of Egypt, Yitzhak Rabin of Israel and Rajiv Gandhi of India. Each case study will analyse the questions stated above and attempt to find the answers. The thesis will then explore the political assassination regime by assessing the advantages and disadvantages of prohibition and will also raise some interesting questions about potential legal framework for the phenomenon. The thesis will then conclude my examining similarities and differences between the cases by focusing on three main factors. These are target, ideology and motives and finally aims.
