ABSTRACT: Rural land management in Côte d'Ivoire, although governed by a legal framework, is based primarily on customary practices grounded in each Ivorian cultural area. This study places particular emphasis on the land-related practices or arrangements of Mande speakers in Côte d'Ivoire. An ethnographic approach was able to characterize and map land tenure arrangements in the Mande area and relate the results to current debates about problems with buying/selling, the land market, extra-familial gifts of land, and the materialization of rural land tenure arrangements. The description of these arrangements affirms the hypothesis that rural land tenure in Côte d'Ivoire is immersed in legal and multi-institutional uncertainty and that land conflicts reveal the weakness of the content of such local arrangements.

Abstract:
Abstract: Böhm’s Concept of the Private Law Society provides an interpretation of history and a value judgment: the French revolution is seen as the moment in which public order and hierarchies ceased to constitute the main instruments of societal organization and consensus and private arrangements took the lead. The superiority of this type of private law society is evidenced by the fact that it enhances personal freedom and profits from the diversity of experiences and preferences of its members – creating, for instance, more efficient markets. The concept of a private law society is, however, far from advocating a pure laissez–faire approach; rather, it couples private autonomy with market order, which must be guaranteed by states. Thus, in the concept of the private law society, the power of public players is constrained by the supremacy of private law arrangements (any public law order requires justifi cation). The power of private players is constrained by a market order which limits this power. The mechanism of private arrangement is protected against both state and private power. While Böhm and those advocating the advantages of a private law society mainly referred to competition law as a prerequisite of good market order, the entire societal constitution of the European Union and the entire fifty years of development can be discussed from this perspective. This includes such controversial issues as consumer law, antidiscrimination law, application of the concept of fundamental freedoms, and fundamental rights to private parties and the principle of subsidiarity.

Abstract:

Abstract:

Abstract:

Abstract:
The oyster cultivation in Brazil has a great productive concentration in the Southern region of Brazil, however the consolidation of these productive arrangements occurs slowly and with great variation among the producing communities. Scattered information was found on the reasons for the uneven development of smaller arrangements. Therefore, in view of the relevance of the activity and in order to identify the factors responsible for the inequality in the growth of productive arrangements, a descriptive exploratory study was carried out between March and July 2022 with the leaders of two fishing communities in the local productive arrangement - LPA, Cabaraquara, on the Coast of Paraná, Brazil, being one of them a consolidated arrangement and the other one in development. The research revealed that the difference between the productivity of both does not seem to be linked to factors such as proximity to the consumer market, distribution logistics, manpower, producers' ability to articulate with the market or even geoclimatic characteristics. The main factors that limit the consolidation of LPAs are the degree of difficulty in accessing production inputs, the lack of technical assistance and the almost non-existence of public policies for the segment. Although oyster clusters have conditions for growth and consolidation, the presence of arrangements of producers in these regions is not a sufficient condition for local development, requiring the formation of links and interdependent relationships among them. Therefore, especially in the Cabaraquara Community, it is necessary to establish a governance model that allows for positive results in terms of efficiency and competitiveness in the dialogue with other actors outside the producing communities.

Abstract:
The Ministry of the Environment of Japan started transport of radioactive soil and waste to the Fukushima Interim Storage Facility in March 2015 following the decontamination works from the Fukushima Dai-ichi Nuclear Power Station disaster in March 2011. Although it was an unprecedented challenge and seemed unfit for the ministry with mainly regulatory functions, the ministry prepared the transport plan and smoothly started the initial works. This article reviews the planning and initial implementation processes mainly from the organizational arrangement perspectives. In addition to the organization’s original expertise and experiences, the organization’s absorptive capacity that stemmed from organizational culture contributed to the smooth implementation. It is recommended that organization’s absorptive capacity be considered when setting up implementation arrangements for responses to an unprecedented challenge that requires quick decisions and flexible actions.

Abstract:
Our country is moving towards the inclusion of broad psychological assistance in the list of services provided within the framework of compulsory medical insurance. In this regard, the study of the effectiveness of various modalities of psychotherapy is of particular relevance. The article discusses systemic arrangements – a method of group short-term psychotherapy. Its effectiveness has become the subject of research. Today, this type of psychological assistance is one of the most popular. The study was conducted on the basis of the psychological center "Open Reality" in Moscow. To assess the effectiveness, a continuous survey method was used among clients who used system arrangements to solve their problems. A total of 50 respondents who underwent appropriate therapy from February 25, 2022 to March 3, 2023 were interviewed. The use of a statistically significant sample to study the effectiveness of the system placement method is the novelty of this study. Subsequently, the data obtained were subjected to statistical analysis. The results showed that 50% of respondents (25 people) rate the effectiveness of this method above 6.0 points on a 10-point scale. The data obtained allow us to conclude that the use of the system placement method allows us to obtain positive results from the majority of clients. The conducted research is of practical importance and allows us to recommend the method of systemic arrangements for providing psychological assistance to the population. In the future, it is planned to analyze customer requests in order to find out in which cases the use of arrangements is most effective. In order to expand the understanding of the material used in the study, the article also provides a description of a specific arrangement, followed by a detailed assessment of the effectiveness given by the client.

Abstract:
The European Union is a complex system which involves intergovernmental, confederal and federal traits. It doesn’t correspond to any rational construction but rather to a composite structure which is the result of successive compromises and arrangements between Member States. In reality, this system is the key of the conciliation between the European interests and the national ones. It, thus, remains a process which is not final yet. The United States of Europe are far from their achievement.

Abstract:
This paper presents a critical review of vocational training systems and arrangements in the field of communication. Competencies frameworks used in order to guide trainings and to define educational objectives are therefore examined. The training practices mentioned in this article aim to bring “professional reality” in the educative process whether through case studies or through real projects (i.e. orders from professional partners from enterprises or external institutions). Questioning our practices (how does it work?) this leads us to examine the articulation between theory and practice considering that these two aspects are not contradictory. Beyond this articulation lies the assumption that dialogue and exchanges between learners – and therefore creating spaces of discussion as an important part of the training design and setting – enhance a reflexive comportment and thus a better appropriation of professional skills.

Abstract:
Seed production systems for daikon or Chinese winter radish (Raphanus sativus L., Longipinnatus Group) were investigated in the Winter Garden of southwest Texas in 1992 and 1993. Planting dates ranged from October through March. Bed configurations (number of rows × bed spacings) were 2 × 0.96 m, 2 × 1.93 m, 3 × 1.93 m, and 4 × 1.93 m. Within-row spacings were 5, 10, and 15 cm. Crops were grown using minimum fungicide and insecticide amounts, while no attempt was made to control weeds chemically. Seed was harvested between May and June. Seed yields (kg·ha–1) increased for planting dates of October to November. Lower seed yields from the January or later plantings appear to be related to increased disease and insect pressures. Total and medium class size (≥3 and ≤4 mm in diameter) seed yields were highest at 40 rows × 1.93 m bed spacings and 10 cm within-row plant spacings. Germination and percent coatless seeds were unaffected by bed configuration and within-row plant spacings. The closest within-row spacings (5 cm) increased the risk of plant lodging and delayed plant maturity.

Abstract:
The South African Revenue Service (SARS) implemented a more aggressive reporting system in 2008 by introducing new reportable arrangements ('RA') provisions in the Income Tax Act. In March 2010, SARS issued a revised Draft Guide to Reportable Arrangements for public comment. More than three years after its release, there is still no finalised, updated guide available to address the 'new' RA provisions. Determining when arrangements should be reported to SARS therefore remains both problematic and onerous. It is the purpose of this article to examine some of the problematic terminology in an attempt to afford South African taxpayers greater clarity in the identification and disclosure of RAs. The research findings are tested through a survey conducted among tax partners and directors at a sample of 40 leading audit and legal firms in South Africa. The majority of respondents agreed with the conclusions drawn from the literature study.

Abstract:
Comprehensive measures to control nonpoint source were developed by the Office of the Prime Minister, Korea in March 2004. These management measures present the government's policies and directions relating to nonpoint source management by 2020. However, the government has encountered difficulties since the government implemented such policies without preparing legal and institutional arrangements associated with nonpoint source management practices. Particularly, there was no legal system to manage the workplaces and construction sites that discharge the polluted runoff. To provide legal arrangements to achieve efficient implementation of the government's nonpoint source management policies, amendments to the “Water Quality Preservation Act” were proposed in the congress in March 2005 and took effect from April 2006. Subsequently, the nationally mandated nonpoint source control system was to be applied to such industries and construction sites. This paper attempts to propose the scope of the nonpoint source control system and effective strategies applied to the construction sites and industrial workplaces in Korea.

Abstract:
Abstract Living alone has been associated with lower COVID-related well-being over the course of the pandemic, although the results for women – particularly older Canadian women – depend on myriad factors. This study examines relationships between COVID-19 impact, living arrangement, and two types of well-being – psychological well-being and meaning in life – among Canadian women (N = 106) with Mage = 70.11 in two waves of data (July-September 2020 and March-May 2021). There were no differences in levels of well-being between T1 and T2, although regression analyses showed that correlates differed for type of well-being measured. Surprisingly, COVID-19 impact was only significant for psychological well-being at T1. Additionally, while levels of well-being did not differ by living arrangement at T1, by T2 both were lower for those living alone. Findings suggest adaptation to COVID-19 constraints and highlight changes in factors associated with well-being as well as the necessity of measuring well-being in multiple ways.

ImportanceAs the US accelerates adoption of alternative payment through global payment models such as Accountable Care Organizations (ACOs) or Medicare Advantage (MA), high spending for cancer care is a potential target for savings.ObjectiveTo quantify the extent to which ACOs and other risk-bearing organizations operating in a specific geographic area (hospital referral region [HRR]) could achieve savings by steering patients to efficient medical oncology practices.Design, Setting, and ParticipantsThis observational study included serial cross-sections of Medicare beneficiaries with cancer from 2010 to 2018. Data were analyzed from August 2021 to March 2023.Main Outcomes and MeasuresTotal spending and spending by category in the 1-year period following an index visit for a patient with newly diagnosed (incident) or poor-prognosis cancer.ResultsThe incident cohort included 1 309 825 patients with a mean age of 74.0 years; the most common cancer types were breast (21.4%), lung (16.7%), and colorectal cancer (10.0%). The poor prognosis cohort included 1 429 973 (mean age, 72.7 years); the most common cancer types were lung (26.6%), lymphoma (11.7%), and leukemia (7.3%). Options for steering varied across markets; the top quartile market had 10 or more oncology practices, but the bottom quartile had 3 or fewer oncology practices. Total spending (including Medicare Part D) in the incident cohort increased from a mean of $57 314 in 2009 to 2010 to $66 028 in 2016 to 2017. Within markets, total spending for practices in the highest spending quartile was 19% higher than in the lowest quartile. Hospital spending was the single largest component of spending in both time periods ($20 390 and $19 718, respectively) followed by Part B (infused) chemotherapy ($8022 and $11 699). Correlations in practice-level spending between the first-year (2009) and second-year (2010) spending were high (&amp;gt;0.90 in all categories with most &amp;gt;0.98), but these attenuated over time. Conclusions and RelevanceThese results suggest there may be opportunities for ACOs and other risk-bearing organizations to select or drive referrals to lower-spending oncology practices in many local markets.

Abstract:
Governments in sub-Saharan Africa are exploring public-private-engagements for the delivery of health services. While there is existing empirical literature on public-private-engagements in high-income countries, we know much less about their operation in low and middle-income countries. Obstetric services are a priority area where the private sector can make an important contribution in terms of skilled providers. The objective of this study was to describe the experiences of managers and generalist medical officers, of private general practitioner (GP) contracting for caesarean deliveries in five rural district hospitals in the Western Cape, South Africa. A regional hospital was also included to explore perceptions of public-private contracting needs amongst obstetric specialists. Between April 2021 and March 2022, we conducted 26 semi-structured interviews with district managers (n = 4), public sector medical officers (n = 8), an obstetrician in a regional hospital (1), a regional hospital manager (1) and private GPs (n = 12) with public service contracts. Thematic content analysis using an inductive, iterative approach was applied. Interviews with medical officers and managers revealed justifications for entering into these partnerships, including retention of medical practitioners with anaesthetic and surgical skills and economic considerations in staffing small rural hospitals. The arrangements held benefits for the public sector in terms of bringing in required skills and having after hours cover; and for the contracted private GPs who could supplement their income, maintain their surgical and anaesthetic skills and keep up to date with clinical protocols from visiting specialists. The arrangements held benefits for both the public sector and the contracted private GPs and were deemed to be an example of how national health insurance could be operationalised for rural contexts. Perspectives of a specialist and manager from a regional hospital provided insight into the need for different public-private solutions for this level of care in which contracting out of elective obstetric services should be considered. The sustainability of any GP contracting arrangement, such as described in this paper, will require ensuring that medical education programmes include basic surgical and anaesthetic skills training so that GPs opening practice in rural areas have the required skills to provide these services for district hospitals where needed.

Abstract:
Actuality. The opposite arrangement of the first two leaves in cucumber seedlings can be attributed to undesirable morphoses. The task was set: "To find out how often this sign occurs in cucumber seedlings and whether it is transmitted in the next generations during seed propagation."Material and conditions. The research was carried out on the cucumber breeding material of the laboratory of selection and seed production of pumpkin crops (100-142 samples) on the basis of the Federal Scientific Vegetable Center in 2019-2021 in the Moscow region in the conditions of the seedling department of the winter greenhouse. Sowing of cucumber seeds for seedlings was carried out on January 10-13, March 15 and May 5. Seedlings were grown on racks in plastic pots with a 0.7 l peat mixture in accordance with the generally accepted cultivation technology. In winter – with additional illumination, in spring – without artificial illumination.Results. From year to year, almost the same selection samples of cucumber had plants with the opposite arrangement of the first real leaves. These samples differed significantly in the number of plants with an unconventional arrangement of the first true leaves, but there were differences, sometimes very strong, between families of the same origin. All this suggests that the trait is genetically determined. When sowing cucumber seeds for seedlings on January 10-13, depending on the year of research and the genotype of the material used, from 18.3 to 25.6% of samples were identified that had plants with the opposite arrangement of the first and second true leaves. In seedlings for a spring heated greenhouse (sowing on March 15), there were about 15% of such samples, and 11.0% for non-heated ones (sowing on May 5). In general, the total number of plants with the opposite arrangement of real leaves in the first node was small and varied, depending on the growing conditions and the genotype of the studied samples, from 4.2 to 11.5% of the total number of studied plants. When sowing cucumber seeds at the same time, in the winter of 2019, compared to 2020 and 2021, there were 2.4 and 1.5 times more plants with the opposite arrangement of the first two real leaves. This can be explained by the fact that when planting seedlings, families with a large number of plants with opposite leaves were rejected. Weakened plants with opposite leaves within the family were also rejected. As a result, the material involved in further work had fewer plants with an unconventional arrangement of the first true leaves. It should be noted that plants with opposite leaf arrangement had only those F1 hybrids whose parent forms also differed in this disadvantage. It can be concluded that by selecting parent forms that do not have opposite leaf arrangement, it is possible to create hybrids that will not react sharply to the deterioration of growing conditions by laying opposite leaves.

<p><em>Water sources as a basic human need can affect human health, so they must meet the established clean water quality standards. Therefore, the air source used by humans must be guaranteed and protected from metal ions such as manganese (Mn) and iron (Fe) which are excessive for the body. This research aims to determine the effectiveness of variations in filter media arrangements from a combination of silica sand filters and activated carbon to reduce iron (Fe) levels in well water. The method used is quasi experimental with pre-test and post-test. This research was carried out in Balesari, Sukoharjo from October 2023 to March 2024 with the population of this study consisting of 1 community well water which has high levels of iron (Fe). This research uses a quota sampling technique. The instrument used in this research was a laboratory test for iron (Fe) levels. Analysis was carried out using the Anova test and paired T test. This research uses data analysis based on the use of software in the form of the SPSS application. The results of statistical processing carried out on filter media (I) show that the sig value is 0.002. The filter media (II) and (III) show that the sig value is 0.000. This shows that the significance of the three variations in the filter media arrangement of the combination of silica sand and activated carbon has a sig p value ≤ 0.05, so there is a difference in the reduction in iron (Fe) content before and after treatment from the variation in the filter media arrangement of the combination of silica sand and activated carbon for reduce iron (Fe) content in well water. Conclusion, variations in silica sand and activated carbon filter media are effective in reducing iron (Fe) levels in well water in Balesari Sukoharjo. Suggestions for future researchers include the need for additional media that can absorb dissolved iron content, and the need to add appropriate media so that the filtration process runs optimally.</em></p><p><strong><em>Keywords: Activated carbon, Iron content, Salica sand</em></strong></p>

Abstract:
The World Trade Organization’s Appellate Body (AB) continues to face an existential and operational crisis. Since 2017, the United States has blocked the selection of replacements for retiring AB members. As a result, the Appellate Body no longer has any active members and, therefore, cannot function. In March 2020, a group of 16 WTO members, including the European Union, promoted an initiative to establish a ‘multi-party interim appeal arrangement’ (MPIA), as an alternative to AB proceedings pending a resolution of the AB impasse. The arrangement is intended to allow disputes to be resolved finally by an impartial adjudicating body and to preserve a two-tier WTO dispute settlement system, until the Appellate Body resumes its functions. This Article provides a review of the structure and provisions of the MPIA and an update on how it has worked in practice. To date, no WTO dispute has gone through the MPIA process. However, in two recent disputes, Türkiye, which is not an MPIA party, and the European Union entered into agreements on appeals using a process very similar to the MPIA. One of those disputes has proceeded to the appeal stage under this arrangement. This note also provides the review of the differences between the MPIA and the Türkiye-EU mechanism. Abstract:
The article is devoted to the theoretical and practical aspects of military musicians’ arrangement practice, considered in the context of developing a system of Russian military orchestras. When studying the socio-cultural foundations of the formation and development of the art of arrangement, factors that reveal the role of Russian composers in the history of military musical culture are highlighted (such works as P.Tchaikovsky’s Skobelev March, A.Rubenstein’s Cavalry Trot are noted). The works of A.Ermolenko (The Evolution of Instrumentation in Russian Wind Music Until the 70s of the 19th Century), G.Salnikov (On the Basic Principles of Transcribing Symphonic Works for a Brass Band), D.Braslavsky (Arrangement for Variety Ensembles and Orchestras), B.Kozhevnikov (Instrumentation for a Brass Band), E.Aksenov (Problems of Theoretical Instrumentation), V.Emelyanov (Instrumentation as an Artistic Factor in Music) were used as fundamental ones to explain this issue. In the process of studying the stages of improving the system of military bands, special attention is paid to studying the features of the development of the military band service in the 19th and 20th centuries. It is noted that several works of academic music performed by military bands belong to this time: the choir and aria from the opera La Sonnambula, the duet from the opera Bianca and Fernando by V.Bellini, the overture, march, choir and a drinking song from the opera Undina by P.Tchaikovsky. In this context, the problems of the formation of the arrangement art are touched upon on the example of A.Alyabyev’s work (the use of orchestral means necessary for a full orchestral sound). When considering the features of the development of military musicians’ arrangement practice in the first half of the 20th century as well as during the collapse of the USSR, attention is paid to the processes of oblivion and revival of the traditions of orchestral wind performance, the emergence of new genres such as the drill show. In this perspective, the activities of famous military bands of the specified period are considered, for example, the Alexandrov Russian Army Song and Dance Ensemble. In conclusion, the author notes that unique conditions for the development of military musicians’ arrangement practice have been created in the national culture, making it possible to preserve the traditions of the military band service and form the value principles of academic art.

Abstract:
No Brasil, tais processos têm se cruzado, mas não teriam efetivamente ocorrido se os principais operadores do FSA não tivessem se convertido em agentes estatais de mercado (AEM).THE EXPANSION OF THE MARKET OF BRAZILIAN AUDIOVISUAL CONTENTS: the centrality of market state agents – FSA, ANCINE and BNDESABSTRACTThe market of Brazilian audiovisual contents is passing through a regular expansion. With the effective implementation of the law 12.485/2011 (new law for the cable TV), the rise of financial investments directed to the Audiovisual Sectorial Fund (Fundo Setorial do Audiovisual – FSA), the juridic-political strengthening of the National Agency of Cinema (Agência Nacional de Cinema – ANCINE) and the action of the National Bank for Economic and Social Development (Banco Nacional de Desenvolvimento Econômico e Social – BNDES) along with the FSA. A legal and taxation arrangement was shaped which has permitted to business and creative agents of this market to adopt a casino logic. This logic potentiates the transnational struggle for the dominion and control of the emergent audiovisual markets. Such processes have been crossing each other in Brazil, but would not have effectively occurred if the main operators of the FSA had not converted themselves in state market agents. Abstract:
Abstract The extension of life expectancy highlights the importance of understanding how people conceptualize – and plan for – their later years. We address this issue using data from an online survey of over 3,400 Floridians aged 50 and older that was conducted between December 2020 and March 2021 and funded by the Florida Department of Transportation. We examine five types of planning: for health care needs, financial well-being, living arrangements, driving retirement, and end-of-life care. We find that the likelihood of planning varies considerably across these types. Only 23 percent of respondents reported planning “some” or “a lot” for driving retirement, compared with 74 percent for health care needs, 76 percent for end-of-life care, 77 percent for living arrangements, and 83 percent for financial well-being. Likelihood of planning varied by age, gender, socioeconomic status, health, and race or ethnicity. Across all types of planning, older adults and those with at least a college degree and higher income were more likely to have planned. Women were more likely than men to plan for their financial future, living arrangements, driving retirement, and end-of-life care. Those in better health were more likely to plan for their financial future and end-of-life care. The effects of race or ethnicity were less consistent across the types of planning. White respondents were more likely than other race or ethnic groups to report planning for their living arrangements and end-of-life care, while Hispanic respondents were more likely than other groups to plan for driving retirement.

Abstract:
The Covid-19 pandemic has encouraged a shift to smart-working both for companies as well as their employees. Work-related activities once performed in dedicated offices had to be moved to private spaces of individual homes, severely influencing how people use their residential space. Living and working conditions have been modified and the balance between them – interrupted. In this paper the authors present a study of the changes in the use of residential space based on questionnaires addressed to respondents in five age groups (up to 25, 26-35, 36-50, 51-65, more than 65), and living or studying in and around Milan (Lombardy), an area affected severely by Covid-19 between March and May 2020. The obtained questionnaire results have allowed the authors to create a set of apartment design requirements, which improve the performance of space. Research has led to a model-case study apartment.

Abstract:
The objective of this experiment was to characterize the heart rate (HR) of twelve Mangalarga Marchador mares, before, during, and immediately after 5, 10, 15 and 20 minutes of marcha tests, evaluating the effect of chrome on cardiac performance. The mares were assigned into three groups distinguished by supplementation of 0, 5 and 10 mg of Cr, respectively. The experiment was conducted in two phases, 24 and 6 days, respectively. The first phase included diet, Cr and exercise adaptation and the second, three 50-minute marcha tests, every other day. Before the tests, a Heart Rate Monitor was adapted to check the HR. The assay was randomly conducted in split-splot arrangement, with four replications. Mean comparisons were performed through minimal significative difference (MSD) test and the time evaluation was performed through regression adjustment model. The results showed positive effect of Cr on heart rate performance and animal return. Chrome did not influence the heart rate during the marcha tests and the HR values characterized the marcha tests as sub maximal intensity exercise.

Abstract:
Importance. The main objective of the study is to find the special regulations regarding some trade goods. The research is focused on the comprehensive study of restrictions of German Zollverein’s treaty, which had affected the local and foreign trade. The analysis has formed the complex of reasons which led to the special arrangements towards the important goods. The study of particular aspects of customs reforms shows the new perspectives in the research of this topic and fulfills the image of trade connections on German territories in 1820–30s.Materials and Methods. The main document for the research is “The treaty of customs unification” from March 22, 1833. There are also plenty of commercial press articles of that period studied, which overviewed the trade and customs changes and reforms. The analytics and synthesis methods give the possibility to have a full overview of the mentioned sources and to restore the main tendencies in trade restrictions of this epoch. Results and Discussion. The detailed analysis highlights the most important trade goods on the German area, which were the subjects of interests for many German governments. There were the monopoly goods or the sources of big custom duties, which filled the German treasuries for decades. The threat of losing this income due to established German Zollverein, which customs taxes were supposed to be summarized and parted, led to the compromise solution in regards to some goods. The play cards, salt, tobacco and alcohol production were supposed to stay under cautious control, the trade of them was specially mentioned on the extra conditions.Conclusion. Trade restrictions seemed to be the compromise arrangement in the customs treaty, which aimed to keep the state income safe. They were also based on law differences regarding mentioned goods and supposed to protect German industry from foreign competition.

Abstract:
The implementation of the Movement Control Order (MCO) in Malaysia which began on 18 March 2020 after the COVID-19 pandemic has profound implications especially to the local community in Sabah. The implementation of MCO is a new experience among the people in the country. Various efforts were made to alleviate the burden of the people as a result of the pandemic and the implementation of the PKP, including various assistance to the local community. The question is, to what extent is the procedure and effectiveness of aid distribution to the community during the period of the movement control order? Therefore, this study examines the related issue at few selected villages in the districts of Kunak and Lahad Datu, Sabah. The approach used in the study is exploratory and evaluative. This study uses a quantitative method through the distribution of questionnaires and observation in the study area. The study sample was a total of 105 people who were randomly selected. The result showed that there were three aid distribution arrangement procedures used: distribution arrangement through bank accounts (financial related), distribution arrangement through door-to-door delivery, and distribution arrangement through receipt at nearby aid centres. The majority of respondents stated that the aid distribution arrangement procedure of aid distribution which through door-to-door delivery, is 100 people or the equivalent of 75.2%. In addition, the results of the study also found that the majority of respondents, namely 70 respondents (66.7%) stated that the aid distribution arrangement procedure is ‘effective’, 27.6% thought as ‘very effective’ and the rest stated as ‘less effective’, that is about 5.7%. Therefore, the results of the study are important for documentation and literature reference related to pandemic and community issues as well as beneficial to the authorities to improve the effectiveness of aid distribution procedures to local communities in the future.

Abstract:
The Commission for Health Improvement (CHI) ceased to function at the end of March 2004. This provides the opportunity to review its contribution and achievements as a new body, the Commission for Healthcare Audit and Inspection (CHAI), takes over its functions∗. CHI recently published its assessment of mental health services (http://www.chi.nhs.uk/eng/news/2003/dec/11.shtml). The report is based on the 35 clinical governance reviews, in England and Wales, published between July 2001 and October 2003; two investigations into serious service failures; and a report on safeguarding arrangements for children in England and a self-audit of child protection arrangements. CHI concluded that mental health services lag behind acute health services in developing clinical governance systems and processes that promote high-quality care and continuous improvement. It specifically highlighted the shortages of psychiatrists and in-patient nurses, and the reliance on agency nurses and locum staff; the unsuitability of buildings and facilities; the pressures on in-patient beds; the lack of management capacity and poor information systems; and the low priority given to services for children and older people.

Abstract:
There are different land tenure arrangements in crop cultivation in Bangladesh. It is needed to detect how farmers could maximize the benefits from proper utilization of their resources and technologies in these prevailing different land tenure arrangements in crop cultivation. The main quest of this study is to analyze the actual production level and how much is deviated from maximum attainable production level in terms of technical efficiencybased on average gross revenue of output ha-1 in the cultivated various types of crops among different categories of farmers and identifies the impact of the factors associated with technical efficiency. In search of this research question a case study was conducted in two Upazilas (Sub districts) in Bangladesh based on cross section data. This data were collected from January to March, 2013. Age of the household head, education, farm size, off-farm income and other concerned issues were assessed. Maximum likelihood estimation and ordinary least square regression techniques were used to estimate the parameters of the stochastic production frontier.Ordinary least square regression was used to identify the factors associated with technical efficiency. The study reveals that the technical efficiency varied among different categories of farmers. But land rent (0.0575) and weed management (0.0838) had significant positive impact on technical efficiency. This detects the potentiality to improve the technical efficiency by taking proper measures in land tenure arrangements in consideration of land rent andprovide required weed management support for the farmers.Bangladesh J.
