The description of these arrangements affirms the hypothesis that rural land tenure in Côte d'Ivoire is immersed in legal and multi-institutional uncertainty and that land conflicts reveal the weakness of the content of such local arrangements.

Cette recherche explore les stratégies d’ajustement de la consommation mises en oeuvre par les individus traversant des épisodes de pauvreté ainsi que les arrangements identitaires à l’oeuvre lors de ces transitions. Nos résultats montrent que ces individus déploient, outre les stratégies d’ajustement mobilisées par les consommateurs « durablement pauvres », des stratégies d’émancipation du marché reposant sur la résistance à la consommation et l’adoption de comportements déviants. Ces adaptations de la consommation se doublent d’accommodements identitaires permettant d’assurer une congruence du soi avec la situation précaire vécue. Enfin, des implications sont dressées en direction du marché, des pouvoirs publics et des organisations de la société civile en vue d’inclure ces consommateurs transitoirement pauvres.

Abstract: Böhm’s Concept of the Private Law Society provides an interpretation of history and a value judgment: the French revolution is seen as the moment in which public order and hierarchies ceased to constitute the main instruments of societal organization and consensus and private arrangements took the lead. The superiority of this type of private law society is evidenced by the fact that it enhances personal freedom and profits from the diversity of experiences and preferences of its members – creating, for instance, more efficient markets. The concept of a private law society is, however, far from advocating a pure laissez–faire approach; rather, it couples private autonomy with market order, which must be guaranteed by states. Thus, in the concept of the private law society, the power of public players is constrained by the supremacy of private law arrangements (any public law order requires justifi cation). The power of private players is constrained by a market order which limits this power. The mechanism of private arrangement is protected against both state and private power. While Böhm and those advocating the advantages of a private law society mainly referred to competition law as a prerequisite of good market order, the entire societal constitution of the European Union and the entire fifty years of development can be discussed from this perspective. This includes such controversial issues as consumer law, antidiscrimination law, application of the concept of fundamental freedoms, and fundamental rights to private parties and the principle of subsidiarity. Resumé: Le concept de la société en droit privé repose sur une interprétation historique ainsi que sur un jugement de valeur: La Révolution Française est considérée comme moment clef. Les ordres et la hiérarchie ne constituent plus les principaux instruments de l’organisation sociale et laissent place à une société où dominent le consensus et les conceptions privées. La supériorité de cette forme d?organisation réside dans l’augmentation de la liberté personnelle et du bénéfice venant du fait qu’elle puisse assembler les expériences et les préférences de ses membres – ce qui mène, entre outre, à des marchés plus efficaces. Bien sûr, le but n’est pas de laissez–faire tout et n’importe quoi . Il s’agit plutôt de créer un règlement du marché qui assure l’exercice de l’autonomie privée, surtout visà–vis des abus de l’Etat. En ce qui concerne le concept de société en droit privé, le pouvoir est limité de deux côtés: celui de l?Etat est limité par le devoir de justifier toute atteinte à l’autonomie des volontés et celui des particuliers est limité par le règlement du marché. Le pouvoir créatif est alors protégé non seulement à l’égard de l’Etat mais aussi d’autres sujets de droit privé. Si Böhm et les avocats de la théorie de la société en droit privé considéraient que droit de la concurrence était l’essence principale du règlement de marché, une critique de ce concept donne l’occasion de le mettre en perspectve avec la constitution économique et sociale européenne ainsi que cinquante ans de développement en ce domaine. L'orientation du consommateur est associée au paiement direct et autres mécanismes qui appuient l'usager dans ses choix d'achat de soins, de prise en charge personnelle et d'indépendance. Pour illustrer les forces et les faiblesses de l'orientation du consommateur dans la pratique, les auteurs analysent des données d'entrevues menées auprès d'utilisateurs et de fournisseurs de soins dans lesquels les aîné(e)s et leurs familles ont choisi et/ou retenu, supervisé et géré leurs «propres» soignants à domicile, qui sont des travailleurs autonomes. Les entrevues, menées séparément avec les bénéficiaires et les fournisseurs de soins illustrent l'effet des pouvoirs structurels et interpersonnels reliés aux facteurs financiers, sociaux et géographiques sur la façon dont les arrangements de soins indépendants sont négociés et gérés. Les questions de pouvoir incluses dans les arrangements proposés suggèrent qu'il faut faire preuve de prudence devant l'adoption globale des principes du marché dans la provision de services de soins aux aînés.

Depuis les années 2000, le développement de la génomique permet une connaissance étendue de l’ADN des plantes et animaux domestiques. Cette innovation transforme la façon dont ceux-ci sont évalués, sélectionnés et mis sur le marché. Couplée à des changements politiques et règlementaires, cette technologie contribue à faire évoluer les arrangements institutionnels dans le champ étudié - ici celui de l’amélioration génétique animale - aussi bien au niveau des dispositifs nationaux que des pratiques des acteurs. La libéralisation en cours questionne notamment la dimension collective de la production du progrès génétique et les droits de propriétés sur les ressources génétiques. Dans une perspective comparative impliquant la France, l’Irlande et les Pays-Bas, cette synthèse a pour objectif de présenter la pluralité des arrangements institutionnels établis dans le champ de la sélection génomique de la race bovine Holstein. Elle met d’abord en évidence trois régimes institutionnels qui présentent des arrangements différents notamment entre organisations publiques et privées. Ensuite, cette diversité d’arrangements est précisée par l’analyse des instruments contractuels entre entreprises de sélection et éleveurs via des modèles d’organisation de la production et des échanges de ressources génétiques (sous leurs formes biologiques et informationnelles). Ces modèles illustrent la diversité des formes de propriété dont ces ressources génétiques font l’objet entre éleveurs et entreprises et montrent que les rôles respectifs de ces acteurs sont redéfinis. Ces résultats permettent de mieux comprendre le développement d’une logique libérale (aux Pays-Bas) en dualité avec le renforcement (en Irlande) ou la fragilisation (en France) d’une logique coopérative de production du progrès génétique.

Abstract:
Les défis liés à la sécurisation des ressources secondaires représentent une difficulté majeure pour la viabilité économique et la faisabilité opérationnelle des modèles économiques circulaires, compte tenu de leurs caractéristiques spécifiques telles que la variabilité de qualité et de quantité, ainsi que la dispersion locale des gisements détenus par différents acteurs. Cette thèse s’interroge sur l’organisation territoriale des acteurs pour faire face à ce problème empirique de sécurisation des ressources secondaires, très peu étudié.Pour répondre à cette question, notre recherche menée se concentre sur le cas de la méthanisation territoriale. Ce cas a été choisi en raison de son intégration des principes de l’économie circulaire, de la concurrence et des complexités réglementaires entourant l’utilisation des ressources biologiques, ainsi que des processus multi-acteurs socialement complexes impliqués dans la mise en œuvre de ce type de projet. La méthodologie est compréhensive s’appuyant sur 70 entretiens semi directifs, de l’observation complétée par d’autres données secondaires. Nous avons opté pour une investigation longitudinale du développement de quatre projets de méthanisation territoriale. L’analyse de ces projets repose sur un cadre analytique que nous avons développé, basé sur trois perspectives analytiques la gouvernance, le territoire et l’émergence de marché. Ces perspectives permettent de mieux comprendre les dynamiques en jeu dans la mise en œuvre d’initiatives d’économie circulaire.L’analyse des quatre projets sous ces trois angles met en avant plusieurs résultats. Premièrement, nous identifions un processus en trois phases pour sécuriser les ressources secondaires, mettant en évidence les approches stratégiques adoptées par les parties prenantes pour assurer la viabilité des projets de méthanisation. Deuxièmement, nous abordons les défis de la sécurisation des ressources sur des marchés émergents, où les parties prenantes développent des outils et des modalités d’échange pour définir les prix des ressources et sécuriser les approvisionnements. Troisièmement, nous soulignons l’importance des proximité territoriales dans les projets circulaires locaux, en discutant du rôle dynamique des acteurs publics en tant que facilitateurs. Enfin, nous analysons les structures de gouvernance au sein des projets de méthanisation, allant des modèles centrés sur l’entreprise aux approches collaboratives impliquant les fournisseurs de ressources.Cette thèse contribue principalement à la littérature sur l’économie circulaire en apportant une vision stratégique du processus de sécurisation des ressources secondaires dans les projets circulaires. La thèse a aussi des implications managériales en offrant un aperçu des dispositifs de gouvernance, des dynamiques territoriales et des arrangements de marché qui sous-tendent la réussite des initiatives d’économie circulaire
The challenges associated with securing secondary resources present a significant obstacle to the economic viability and operational feasibility of circular economy models, given their specific characteristics such as variability in quality and quantity, as well as the local dispersion of deposits held by different actors. This thesis explores the territorial organization of actors to address this empirical issue of securing secondary resources, which has been very little studied. To address this question, the research focuses on the case of territorial anaerobic digestion (AD). This case was chosen due to its integration of circular economy principles, the competition and regulatory complexities surrounding the use of biological resources, and the socially complex, multi-actor processes involved in implementing such projects. The methodology is comprehensive, relying on 70 semi-structured interviews, observation complemented by other secondary data. We opted for a longitudinal investigation into the development of four territorial AD projects. The analysis of these projects is based on an analytical framework we developed, grounded in three perspectives: governance, territory, and market emergence. These perspectives allow a better understanding of the dynamics involved in implementing circular economy initiatives. Analysis of the four case studies from these three perspectives highlights several findings. First, we identify a three-phase process for securing secondary resources, emphasizing the strategic approaches adopted by stakeholders to ensure the viability of AD projects. Second, we address the challenges of securing resources in emerging markets, where stakeholders develop tools and exchange modalities to define resource prices and secure supplies. Third, we highlight the importance of territorial proximities in local circular projects, discussing the dynamic role of public actors as facilitators. Finally, we analyze governance structures within AD projects, ranging from firm-centric models to collaborative approaches involving resource suppliers.This thesis mainly contributes to the literature on the circular economy by providing a strategic vision of the process of securing secondary resources in circular projects. The thesis also has managerial implications by offering insights into the governance mechanisms, territorial dynamics, and market arrangements that underpin successful circular economy initiatives

On aurait pu s'attendre à ce que la politique de subvention préférentielle (SEP), de 2008, contribue à l'égalité de chances des « élèves prioritaires ». Cependant, ces principes politiques se sont heurtés à plusieurs obstacles de l'ordre idéologique, pragmatique et structurel. La continuité des pratiques sélectives dans le secteur privé subventionné a été expliquée, par le faible pouvoir coercitif de la loi ou par les logiques de ce secteur d'enseignement. Mais, derrière cette assertion que se passe-t-il réellement ? Dans un monde à multiples références à quelles logiques répondent les établissements ? À la différence des travaux normatifs déjà produits sur cette question, cette thèse propose d'interroger la réalité de certains de ces établissements, explorant comment la politique a été traduite, arrangée et accommodée à partir des justifications et des pratiques des acteurs. Cette approche invite à repenser l'intention volontariste que sous-entend la recherche sur les politiques éducatives. Celle-ci n'a que peu conceptualisé le pouvoir de négociation de l'établissement scolaire face à l'action publique. Nous avons réalisé une analyse descriptive des sept établissements privés subventionnés sous l'angle de leurs identités. Tenant compte de leurs logiques d'action, nous avons reconstitué les processus d'appropriation de la politique SEP que nous décrivons selon deux régimes d'action. Selon un « régime de justice », nous abordons les accords et désaccords construits localement, autour de la « priorité scolaire » ce qui montre dans certains cas, la tension entre identité organisationnelle et logiques de la politique, décelant une conception libérale du bien commun. Selon un « régime de justesse », nous décrivons les traductions de la politique en termes concrets, au travers de la description d'actions, qui par ailleurs, se révèlent moins focalisées sur les « élèves prioritaires » que sur l'unité établissement. Ces deux dimensions décèlent le processus de changement d'un système scolaire fragmenté qui s'apprête à implémenter une nouvelle réforme nationale d'inclusion sociale
The preferential subsidy policy, as of 2008, was expected to contribute to equal opportunities for "priority students". however, these political principles have encountered several obstacles of the ideological, pragmatic and structural order. the continuity of the selective practices in the particular subsidized sector was explained by the little coercive effect of the law or of the logics in this educational sector. but behind this really happening statement? in a world with multiple references to what logics respond establishments? unlike normative works that have already studied this subject, our thesis proposes to interrogate the reality of certain establishments, exploring how politics has been translated, adapted and installed in the speeches and in the practices of the actors. this approach invites us to reconsider the voluntariness implied by research on education policy, which has little conceptualized the bargaining power of the school in the face of public action. A descriptive analysis of the seven subsidized private schools was carried out in terms of their identities. taking into account their logic of action, we have reconstructed the process of appropriation of sep policy that will be described according to two regimes of action. according to a "regime of justice" (or justification), agreements and disagreements built locally around the "take off priority" are discussed, which in some cases show the tension between the organization's identity and the logic of politics, showing a liberal conception of the common good. according to a "regime of fairness" (or routine) the translations of the policy are described in concrete terms, through the description of actions, which also seem to be less focused on "priority" students than on the establishment unit . these two dimensions show the process of change of a fragmented school system that is implementing a national reform of social inclusion

Cette thèse vise à mieux comprendre les décisions individuelles des acteurs des marchés de l'assurance et de la réassurance face à différents types d'information, la couverture des risques extrêmes, et les arrangements contractuels entre assureurs et réassureurs. Le contexte général de l'assurance des risques extrêmes est marqué par une intensification et un accroissement des catastrophes naturelles et industrielles depuis une vingtaine d'années dans le monde, ce qui rend délicat une évaluation correcte des caractéristiques des événements et questionne l'assurabilité de ces risques du fait de la présence d'incertitudes. La thèse est constituée de deux parties utilisant une large palette d'outils quantitatifs. La première partie se concentre sur l'analyse des effets de l'information sur les décisions d'assurance, en particulier sur les primes que les agents sont prêts à payer ou accepter pour transférer ou supporter des risques spécifiques. L'information disponible peut donner lieu à des situations de risque ou d'ambiguïté, en distinguant deux types d'ambiguïté: l'imprécision, situation dans laquelle l'information est consensuelle mais imprécise, et le conflit, situation où il y a désaccord entre experts. Cette partie s'appuie sur des enquêtes distribuées auprès d'un échantillon représentatif de la population en tant qu'acheteurs potentiels d'assurance (chapitre 2) ou auprès de professionnels de l'assurance (chapitre 3) afin d'étudier les comportements d'assurance du côté de l'offre et de la demande. Cette partie présente aussi une approche expérimentale de ces comportements avec rémunération des participants (chapitre 4). La seconde partie étudie le marché de la réassurance. Après avoir présenté les spécificités et mécanismes de ce marché (chapitre 5), l'offre de réassurance est analysée à travers des comportements d'enchères de réassureurs (chapitre 6). This thesis aims to better understand the individual decisions of insurance and reinsurance market actors facing different information types, the coverage of extreme risks, and the contractual arrangements between insurers and reinsurers. The insurance context of extreme risks is characterized by the intensification and the increased number of natural and industrial disasters for the last twenty years in the world, which makes it difficult to properly evaluate the event characteristics and questions the insurability of these risks due to the presence of uncertainties. The thesis is composed of two parts using a wide range of quantitative tools. The first part focuses on the analysis of information effects on insurance decisions, especially the premium that actors are willing to pay or to accept in order to transfer or to take specific risks. The available information can lead to situations of risk or ambiguity, distinguishing two ambiguity types: imprecision in which the information is consensual but imprecise, and conflict where there is a disagreement between experts. This part is based on surveys distributed to a representative sample of the population as potential insurance buyers (chapter 2) or to insurance professionals (chapter 3) in order to study demand and supply behaviors. This part also presents an experimental approach in which participants are paid according to their performance (chapter 4). The second part examines the reinsurance market. After presenting the characteristics and mechanisms of the market (chapter 5), reinsurance supply is examined through auction behaviors of reinsurers (chapter 6). 8ased on a proprietary data-base, this part identifies the underlying factors of reinsurance premiums which depend on the risk characteristics, but also on the treaties, the reinsurers and the market

Elles brouillent les frontières entre banques et start-ups, accélérèrent les transactions, démocratisent l'accès au crédit, tout en imposant aux régulateurs le défi de construire un cadre règlementaire qui rééquilibre le compromis entre stabilité financière, concurrence innovation.Dans cette thèse, d'abord je réponds à cette question : comment les innovations influencent-elles la concurrence dans la banque de détail ? Un premier enjeu consiste à comprendre pourquoi certains de ces services innovants sont offerts par les plateformes non-bancaires, et comment les banques peuvent rivaliser avec des participants qui appliquent un modèle d'affaire différent. Après, je regarde quels sont les facteurs d’adoption de l'innovation par les consommateurs. Pour répondre à cette question, j'étudie à l'aide d'outils d'analyse empirique l'exemple des deux principales plateformes de prêts peer-to-peer aux USA, Prosper et LendingClub. Pour terminer, je me demande si la réglementation de l'innovation est nécessaire. Est-il optimal pour la société de réglementer les fournisseurs de services innovants ? During the last years, the finance industry has experienced a proliferation of innovations which may disrupt traditional financial services. They blur the boundaries between banks and financial start-ups, speed up transactions, democratize the access to credit, revise how we can purchase goods and how merchants can sell their products, while imposing regulators the challenge for a new level playing field which balances the trade-off between financial stability, competition and innovation. In this thesis, I try to answer to three main issues related to the topic of innovation in retail banking. Firstly, how do innovations impact competition in retail banking. One first issue is to understand why some of these innovative services are offered by non-bank platforms and how can banks compete with entrants that do not have the same business model. Secondly, I look at what the drivers of the adoption of innovation by consumers in retail banking are. What determines the diffusion of a new financial technology despite all the financial risks related to it ? To answer to these questions, I will look empirically at the example of the two main peer-to-peer lending platforms in the USA, Prosper and LendingClub. Third, I address the question on whether regulation of innovation is necessary. Is it optimal for the society to regulate the providers of innovative retail banking services? To answer to these questions, I address, in two theoretical models, the well-known debates on the optimal level of interchange fees in payment card systems and the imposition of exclusivity arrangements and price parity clauses in contracts between platforms and merchants

La contribution de l’agriculture familiale à l’approvisionnement des marchés constitue un enjeu important pour le développement et la compétitivité des filières agricoles en Afrique Subsaharienne. La réponse lente et faible de l’offre totale en produits agricoles aux changements de prix s’explique par des coûts de transaction élevés. Cette problématique a été étudiée dans le cadre du marché du lait local au Sénégal, et plus particulièrement dans la région de Kolda, à travers l’analyse des transactions et des relations contractuelles entre les acteurs de la filière. Le système étudié est centré sur le ramassage journalier du lait frais et la transformation par des petites entreprises (ateliers coopératifs, centres de collecte, mini-laiteries) pour l’approvisionnement des pôles urbains de consommation. Il s’agit d’un système de surplus (au sens de l’excédent de l’autoconsommation) basé sur des innovations dans le système de conduite des élevages, l’organisation de la collecte et du transport du lait, la commercialisation des produits. Cependant, la stabilité et la viabilité de ce système sont fragilisées par les incertitudes associées à la saisonnalité de la production et à la qualité des produits. Ces incertitudes internes sont renforcées par la dépendance du système vis à vis de facteurs externes comme les disponibilités en intrants pour l’alimentation du bétail, les fonctions multiples du cheptel et les arbitrages au niveau des ménages, les niveaux de revenus et les préférences des consommateurs ou encore le prix de la poudre de lait importée. L’émergence des petites entreprises de transformation a joué un rôle prépondérant dans la stimulation de l’adoption de l’innovation dans les systèmes locaux de production laitière et le développement de nouveaux segments de marché. Des mécanismes de coordination hybride, centrés sur les arrangements contractuels et les réseaux, sont mis en place pour limiter ces incertitudes transactionnelles. Les arrangements contractuels essentiellement implicites et les réseaux d’approvisionnement contribuent à fidéliser et asseoir la confiance entre les partenaires de l’échange. Ces mécanismes de coordination permettent, non seulement de combler la faiblesse de la circulation de l’information, mais également de pallier aux risques relatifs aux fraudes sur la qualité, à la forte saisonnalité de l’offre (incertitude de l’approvisionnement) et de la demande (faible revenus des consommateurs). La limitation des incertitudes transactionnelles nécessite cependant l’apport complémentaire de dispositifs publics aux mécanismes privés existants.

La construction des garanties réelles dans le Code monétaire et financier s'est faite sans approche coordonnée. Le législateur s'est limité à produire des réponses pragmatiques aux besoins des praticiens, dotant ces garanties d'une souplesse et d'une sécurité renforcées. Or, seul le caractère dérogatoire des mesures qui visent à renforcer la sécurité, face aux procédures collectives notamment, caractérise ce que nous identifions comme des garanties réelles dérogatoires tant des garanties réelles de droit commun que des autres garanties sur actifs financiers. Il convient alors d'en tirer les conséquences pour proposer une construction rationnelle d'une garantie réelle financière unique mais protéiforme. C'est l'entrée en vigueur de la directive 2002/47/CE et sa transposition en droit français qui invitent à envisager un remodelage des garanties sur actifs financiers. Une approche commune et unitaire inspirée par cette directive paraît inévitable pour la cohérence de la matière.

AbstractThis chapter reviews the evidence of the impact on children’s education from the school closures, implemented over the period March-June 2020, as part of the lockdown measures put in place to control the spread of the Covid-19 virus. The sources of information are surveys of the adult population, parents/guardians of school-age children, teachers and students based on representative samples as well as achievement tests that were accessible by early 2021. The lockdowns and associated closures of schools implemented in response to the arrival of the Covid-19 pandemic represented a sudden and unprecedented event for which school authorities, teachers, parents, and students were unprepared. While distance and remote education arrangements were put in place at short notice, they represented an imperfect substitute to in-person schooling. In the short-term, the consequences of school closures and lockdowns appear to have been modest in scale and impact in the reviewed countries. For most (though by no means for all) children, missing 8–18 weeks of face-to-face schooling appears not to have had dramatic consequences for either their academic or broader development, or led to the significant widening of pre-existing inequalities. However, a definitive assessment of the impact of the school closures in the first half of 2020 will not be possible for some time.

The first performance of One & All! is at the Crypt Centre in Truro at the end of March 1985 before a small audience of members and friends. Then we set out on tour to other community initiatives, local Labour groups, and anyone else who might arrange a show. We decide we need to carry our own theatre lighting, but the cost is prohibitive so we come to an ingenious if slightly dangerous arrangement. The show evolves. Political theatre and cabaret turn out to work well in Cornwall–you can say anything you liked as long as you are entertaining. An important part of A39 is its ‘hinterland’, its links to groups outside theatre. Initially this is composed of socialist and community groups, but it comes increasingly to include the Cornish cultural movement, a celebration and defence of communities, of the Cornish people’s relationships with work and with their part of the planet. These are too the causes for which the Miners’ Strike has been fought, so our commitment to this movement continues the struggle for which A39 was formed. A report for the ‘Regional Arts Association’, South West Arts (SWA), that functions as an agency of the Arts Council, dismisses A39’s work, and A39 is never to form a working relationship with SWA. Instead we participate in the Enterprise Allowance Scheme that will give us each an income and A39 prepares to go–international!

Abstract:
Air-cooled condenser used for refrigeration and heat pump applications generally consists of plate-fin-tubes. A universal simulation model has been developed for simulation of plate-fin-tube condenser with distributed-parameter method. The model discretizes coil into circuit to circuit, tube to tube and then node to node along the refrigerant path and carries out repetitive marches from the refrigerant inlet to its outlet while simultaneously updating the values of the air stream properties for obtaining quick convergence. Unlike previous models, this model is capable of analyzing complicated circuiting arrangements and can take into count the variation in heat transfer coefficient and pressure drop coefficient along the tube. Especially, the coefficient of heat transfer and pressure drop of two-phase refrigerant strongly influences each other, so the pressure balance among parallel refrigerant circuits is carried out by adjusting the mass flow rate of refrigerant in each circuit. The distinguishing feature of this model is that it performs a node-to-node discretized analysis of the condenser along each circuit, making fewer assumption about the nature of heat transfer and pressure drop than traditional models. The model has been validated against experimental data on such coils available in the literature. It is not only helpful for optimal design of air-cooled condenser with any kind of complex circuiting arrangement, but also can act as a main part of the simulation model of refrigeration and heat pump systems.

New vessels are needed and one example of recent vessel deliveries are five icebreaking tugs, Mangystau 1-5. The first vessel has been in operation 1.5 years and full-scale ice trials were performed in March 2012. The project has been really international as the basic design was done by Aker Arctic in Finland, the shipbuilding contract was done between STX OSV (Norway) and Caspian Offshore Construction (COC) (Kazakhstan). The vessels were built in Romania by STX. The paper will first of all describe how this arrangement worked out, how the vessels look like and finally discuss the full-scale trial results.

Following the declaration of COVID -19 a pandemic on March 11, 2020 by the World Health Organization (WHO). Countries around the world temporarily closed down educational institutions as part effort to reduce the spread of COVID-19. Nevertheless, learning did not stop, but rather took a different shift (online learning) as part of remote learning arrangements made by most countries. The shift however, has deepened the existent disparities in learning in Low and Middle Income Countries (LMICs) due to inequality in access to technology. This paper reviews research findings highlighting the specific issues of access to technology for education faced by persons with disabilities across the levels of education in LMICs. It will provide recommendations on how inequality in access to technology for education by persons with disabilities during the Covid-19 pandemic in LMICs can be minimized if not curbed. It will also provide a critical view of the existing evidence on access to technology for persons with disabilities in LMICs, as well as the emerging gaps to inform further research that has the potential of limiting inequalities of access to technology for learning.

In connection with the Statoil SKT project, DNV GL have developed a method for estimating ice loads on the ship hull structure and mooring tension of the anchor handling tug supply (AHTS) vessel Magne Viking by full scale measurements. In March 2017, the vessel was equipped with an extensive measurement system as a preparation for the dedicated station-keeping trial in drifting ice in the Bay of Bothnia. Data of the ice impacts acting on the hull were collected over the days of testing together with several other parameters from the ship propulsion system. Whilst moored, the tension in the mooring chain was monitored via a load cell and logged simultaneously to the other parameters. This paper presents the processes involved in developing the measurement concept, including the actual installation and execution phases. The basic philosophy behind the system is described, including the methods used to design an effective measurement arrangement, and develop procedures for estimation of ice loads based on strain measurements. The actual installation and the process of obtaining the recorded data sets are also discussed.

Referencing Gaston Bachelard, Clare Cooper Marcus and Rachel Sebba and their writings related to children and domesticity, this paper elaborates on the themes of experience and memory and their relationships to design. It is based on two projects undertaken by the author in collaboration with Coryn Kempster: the research project “Growing up Modern” and the design project “Sky House.” Using a methodology based on oral history, “Growing up Modern” comprises conversations with children, now senior citizens, who were the first to inhabit Modernist houses and housing, and photo¬graphic documentation of the iconic homes themselves. The study discovered patterns of living and occupation as well as memories of spatial arrangements and idiosyncratic details. Influenced by the focus of this study was the subsequent design of “Sky House.” The project is rooted in a desire to accommodate and elicit personal domestic narratives through specificity as much as it is driven by more conventional architectural preoccupations such as careful understanding of the site, and associated massing, programmatic, environmental and material strategies. Foregrounding personal narratives of inhabitation, the paper explores the relationship between research and design in architectural scholarship and practice, and the links possible between historical analysis and con-temporary application.

Operating nuclear power plants typically have backup electrical power supplied by diesel generators. Although backup power systems are designed with redundant trains, each capable of supplying the power requirements for safe shutdown equipment, there is a common-mode seismic failure risk inherent in these customary backup power arrangements. In an earthquake, multiple equipment trains with similar, if not identical, components located side-by-side are exposed to inertial forces that are essentially identical. In addition, because of their similar subcomponent configurations, seismic fragilities are approximately equal. In that case, the probability of multiple backup power system failures during an earthquake is likely to be dependent on, and nearly the same as, the individual seismic failure probability of each equipment train. Post-earthquake inspections at conventional multiple unit power stations over the last 40 years identified this common-mode seismic failure risk long before the tsunami-related common-mode failures of diesel generators at Fukushima Daiichi in March 2011. Experience data from post-earthquake inspections also indicate that failure probabilities of diverse sets of power generation equipment are independent and inherently less susceptible to common-mode failures. This paper demonstrates that employing diverse backup power designs will deliver quantifiable improvements in electrical system availability following an earthquake. These improvements are illustrated from available literature of post-earthquake inspection reports, along with other firsthand observations. A case study of the seismic performance of similarly configured electrical power generation systems is compared to the performance of diverse sets of electrical power systems. Seismic probabilistic risk analyses for several system configurations are presented to show the benefit of improved post-earthquake availability that results from designing new backup power systems with greater diversity.

In the final week of March 2020, approximately 4.7 million employees in Canada shifted to a work- from-home (WFH) arrangement in response to the pandemic. A similar transition occurred on a global scale. With the growing trend of remote work and the shift towards home offices, understanding the effects of objective and subjective indoor environmental quality (IEQ) on individuals' well-being and productivity is crucial. Much of the existing research has been conducted in traditional office environments rather than in WFH settings. This paper aims to provide an analysis of the subjective evaluation of IEQ conditions within WFH settings and their perceived influence on both work performance and well-being. The analysis is based on a field study conducted in the summer of 2022, which involved 94 participants. The most prevalent features available in the workspaces of these individuals included access to exterior views, operable windows, ample daylight, and sufficient workspace. Notably, these features not only received the highest satisfaction ratings from the participants but also appeared to exert a positive impact on both work performance and well-being. Conversely, the most frequently encountered challenges by WFH employees were associated with disturbances originating from street noise and family members, as well as unwanted interruptions. These issues were found to have a more pronounced effect on workers' well-being compared to their impact on work performance. Furthermore, the study revealed significant correlations between overall workspace satisfaction and performance, as well as between well-being and performance, underscoring the interconnectedness of these factors in the WFH context.

Abstract:
On March 18, 2001, a PWR nuclear power plant located in the Southern Taiwan occurred a Station BlackOut (SBO) event. Monsoon seawater mist caused the instability of offsite power grids. High salt-contained mist caused offsite power supply to the nuclear power plant very unstable, and forced the plant to be shutdown. Around 24 hours later, when both units in the plant were shutdown, several inadequate high cycles of bus transfer between 345 kV and 161 kV startup transformers degraded the emergency 4.16 kV switchgears. Then, in the Train-A switchgear room of Unit 1 occurred a fire explosion, when the degraded switchgear was hot shorted at the in-coming 345 kV breaker. Inadequate configuration arrangement of the offsite power supply to the emergency 4.16 kV switchgears led to loss of offsite power (LOOP) events to both units in the plant. Both emergency diesel generators (EDG) of Unit 1 could not be in service in time, but those of Unit 2 were running well. The SBO event of Unit 1 lasted for about two hours till the fifth EDG (DG-5) was lined-up to the Train-B switchgear. This study investigated the scenario of the SBO event and evaluated a risk profile for the SBO period. Guidelines in the SBO event, suggested by probabilistic risk assessment (PRA) procedures were also reviewed. Many related topics such as the re-configuration of offsite power supply, the addition of isolation breakers of the emergency 4.16 kV switchgears, the betterment of DG-5 lineup design, and enhancement of the reliability of offsite power supply to the PWR plant, etc., will be in further studies.

Abstract Saudi Aramco has been a major player in the LPG (Propane and Butane) market since the 1960s and the company continues to be the source of benchmark pricing in the industry. A variety of refrigerated storage tank concepts have been developed to support international export of LPG products. Currently the industry has shifted to the use of safer full containment tank systems which have the capability to contain liquid and vapor release. Economic implementation of new tank systems has the potential of improving safety at company facilities. The benefit of the full containment storage tank is attractive given that the industry is focused on safety and environmental protection. However, the implementation of this technology is challenging due to the cost. Establishing selection criteria is important for economic implementation of any tank type. The paper explores the key design aspects of each type of tank arrangement based on risk assessment, project requirements and economic factors. The paper provides a case study of a current Saudi Aramco project being planned for new installation of LPG storage tanks at a size of one million barrels for both propane and butane services. The risk assessment examined the compliance, business interruption, environmental impact and other factors related to tank containment failures. The risk assessment and technoeconomic study demonstrates that the double steel full containment design is preferred over the prestressed concrete outer container with steel inner container. The double wall steel full containment tank system has been successfully deployed in facilities at sites around the world including at Marcus Hook, PA in the United Sates and Salalah in Oman. Single containment storage tank is not recommended for large scale of LPG storage or when tank is situated with other nearby facilities. Moreover, single containment type requires more plot area due to external diking requirements compared with double wall and full containment storage designs. Optimization of tank type selection may result in reduction of 6 to 8 months in project schedule and savings to the project of up to 70% of the storage tank installation cost. A risk assessment on different storage tanks designs reveals that the double steel wall full containment design is optimal from a cost and schedule prospective.

Abstract The conventional gravel pack sand control completion (High Rate Water Pack / Extension Pack) was the primary sand control method for PTTEPI, Myanmar Zawtika field since 2014 for more than 80 wells. Although the completion cost of gravel pack sand control was dramatically reduced around 75 percent due to the operation performance improvement along 5 years, the further cost reduction still mandatory to make the future development phase feasible. In order to tackle the well economy challenge, several alternative sand control completion designs were reviewed with the existing Zawtika subsurface information. The Chemical Sand Consolidation (CSC) or resin which is cost-effective method to control the sand production with injected chemicals is selected to be tested in 3 candidate wells. Therefore, the first trial campaign of CSC was performed with the Coiled Tubing Unit (CTU) in March to May 2019 with positive campaign results. The operation program and lesson learned were captured in this paper for future improvement in term of well candidate selection, operation planning and execution. The three monobore completion wells were treated with the CSC. The results positively showed that the higher sand-free rates can be achieved. The operation steps consist of 1) Perform sand cleanout to existing perforation interval or perforate the new formation interval. 2) Pumping pre-flush chemical to conditioning the formation to accept the resin 3) Pumping resin to coating on formation grain sand 4) Pumping the post-flush chemical to remove an excess resin from sand 5) Shut in the well to wait for resin curing before open back to production. However, throughout the campaign, there were several lessons learned, which will be required for future cost and time optimization. In operational view, the proper candidate selection shall avoid operational difficulties e.g. available rathole. As well, detailed operation plan and job design will result in effective CSC jobs. For instance, the coil tubing packer is suggested for better resin placement in the formation. Moreover, accommodation arrangement (either barge or additional vessel) and logistics management still have room for improvement. These 3 wells are the evidences of the successful applications in Zawtika field. With good planning, lesson learned and further optimization, this CSC method can be beneficial for existing monobore wells, which required sand control and also will be the alternative sand control method for upcoming development phases. This CSC will be able to increase project economic and also unlock the marginal reservoirs those will not justify the higher cost of conventional gravel pack.

Overview of the Project Gender inclusivity and equal employment opportunities are key priorities for the Victorian Government. The Gender Equality Act 2020 (the Act) commenced in March 2021 and laid the foundation to improve workplace gender equality in the Victorian public sector. The legislation requires Victorian public sector entities to explicitly address intersecting forms of inequality and disadvantage. The research project aimed to centre the voices of women with disability to provide evidence-based insights into the enablers, barriers and inclusive practices shaping their career progression and promotion in the Victorian Public Service. The research team reviewed scholarly literature, analysed data extracts from the People Matter Survey (2021) and interviewed 49 women with disability from across the Victorian Public Service. Summary of Key Findings People Matter Survey Data 2021 Analysis of the People Matter Survey 2021 data extracts identified statistically significant insights. People who identified as having a disability analysed by gender identity indicated that: ● women and people who identified as non-binary and ‘other’ reported having a disability more often than men. ● women were more likely to use one or more flexible work arrangements. ● more requests for workplace adjustments were made by women, non-binary or ‘other’ gender identities and disability was often identified as a reason for requesting workplace adjustments. ● women and men reported low perceptions of workplace culture related to disability. This was significantly lower for respondents who identified as non-binary, ‘other’ or who preferred not to state their gender. Research Interviews with Women with Disability Interviews with women with disability identified three career patterns. Firstly, broadly inclusive, and positive career experiences. Secondly, broadly non-inclusive career experiences which led participants to feel unsure they had a future career in the VPS. Thirdly, most participants experienced a range of inclusive and non-inclusive career experiences which varied depending on the VPS employer or team in which they were employed. Overall, participants highlighted a desire for: ● the VPS to move forward with more consistency in how it enables the careers of women with disability across all roles and levels of seniority. ● the VPS to move away from putting women with disability in the ‘too hard basket’ towards developing a culture where disability inclusion is characterised by relationships and interactions that reflect ‘respect’ and ‘trust’. Eight themes draw together insights from the interviews with women with disability and identify experiences of the VPS workplace that can enable or create barriers to career progression: ● Sharing Disability Information ● Requesting Workplace Adjustments ● Disability Advocacy ● Team Relations ● Impact of Managers and Supervisors ● Mentorship ● Disability Leadership ● Policy Context and Application To build on the enabling aspects of women with disabilities experiences and remove barriers, the VPS should focus on fostering VPS workplaces where respect and trust are embedded throughout the broader culture. There may be value in identifying one or a small group of VPS employers to lead on developing the inclusive practices identified by participants. The inclusive practices identified by participants were drawn together into three key areas: VPS Managers and Supervisors; Psychological Safety; and VPS Policies and Practices. Respecting the agency of women with disability, their capability and capacity to navigate their career contexts, the report suggests three key areas women with disability may want to focus their energy and sources of support: seeking out mentoring opportunities, considering how they can advocate for their inclusion requirements, and exploring opportunities to share their career experiences with other women with disability.
