Since the overthrow of President Mursi in mid-2013, Egypt has witnessed an authoritarian rollback and shrinking spaces for civil society. Nationalist discourses have villified popular protest and channelled pressure for reform into a state-centric model of governance. Despite this hostile environment for social mobilization, protest has persisted. Contested Legitimacies explores this resilience of contentious politics through a multimethod approach that is attuned to the physical and discursive interactions among key players in Egypt’s protest arena. Drawing from a unique archive of sources, it investigates the rise and fall of different coalitions of contenders, from the Tamarod uprising against Mursi, to the Anti-Coup resistance against the military coup, to the challenges posed by the Tiran and Sanafir island campaign to Al-Sisi's regime. It highlights the decisive impact of battles fought in a discursive arena on the conditions of possibility for street politics: In postrevolutionary Egypt, a contest over the meaning of political legitimacy cemented political polarization, limited social movements’ coalition choices, and ultimately paved the way for a restoration of autocracy.

The Symposium, in which scholars from all over the Mediterranean basin participated, was an opportunity to illustrate new proposals and to promote actions to protect the Mediterranean coastal marine environment. This chapter by Nida Kirmani offers a rare academic study on Lyari. It historicizes Lyari’s development as a contradictory ‘no-go’ site of resistance, protest and gang warfare. This perspective is organized around two of Lyari’s most notorious protagonists, Rehman Dakait and Uzair Baloch. Drawing on narratives of fear that comprise and interweave into everyday life in Lyari, she analyzes the persistent question of the extent to which gang war constitutes politics, rather than being separate to or an obstacle to politics. Through a portrait of Rehman as a community ‘Robin Hood’ figure, Kirmani’s analysis describes a geographic mapping of the paradox of ‘military-humanitarianism’ at the level of local gang warfare. This both mirrors, and also provokes, some original insights into ways these projects are inextricably linked in national and international politics.

This chapter argues that even non-abusive interventions (those that are motivated purely by altruistic concern, have a just cause, are a last resort etc.) are morally problematic due to their effects on the international order. The trouble is that ‘bystander states’—those that are neither prosecuting the intervention nor targeted by it—usually do not have sufficient direct evidence that the intervention is just and properly motivated, nor can they trust the testimony of the intervening state. Thus, for all that bystander states know, any and every instance of humanitarian intervention is abusive: an act of unjust international aggression masquerading as something else. This, in turn, weakens the willingness of these bystander states to comply with the non-aggression norm themselves, since states are ‘conditional cooperators’—they abide by norms only insofar as they are reasonably assured that other states in the international arena are abiding.

Abstract:
Women’s activism in the judicial arena has a long history. This chapter reviews the scholarly literature to provide core insights into women’s struggles and their legal successes in the courts. It begins with a broad definition of women’s legal activism and describes barriers that historically prevented women from fully participating in the courts. Women’s legal activism has played a significant role in removing these barriers. The chapter also discusses key events in feminist law, including the Roe v. Wade decision, congressional passage of the 1963 Equal Pay and 1964 Civil Rights Acts, and the 1971 Reed v. Reed decision. These legal developments erected important legal platforms for pursuing further rights and equality for women, for instance, in the areas of sexual harassment and pregnancy discrimination. In recent years, women have continued their legal efforts to expand the reach of the Fourteenth Amendment and Title VII and to protect reproductive rights.

Abstract:
What kind of tradeoffs do protest movements face in trying to change the world around them? Many scholars have tried to figure out why some social movements have an impact and others do not. By looking inside movements at their component parts and recurrent strategic interactions, we show that they usually produce familiar packages of effects, including both gains and losses. We ask what kinds of tradeoffs and dilemmas these packages reflect, why a certain kind of gain is so often accompanied by a familiar kind of loss. We do this by examining not just the diverse players involved in politics and protest but also the many strategic arenas in which they maneuver. Success in one arena often entails a loss in another. We analyze six diverse cases from around the world: Seattle’s conflict over the $15-an-hour minimum wage; the establishment of participatory budgeting in New York City; a democratic insurgency inside the New York Transport Workers’ Union; a communist party’s struggle to gain votes and also protect citizen housing in Graz, Austria; the internal movement tensions that led to Hong Kong’s umbrella occupation; and Russia’s electoral reform movement embodied in Alexei Navalny. Gains and Losses looks at the details of politics, where individuals make decisions, negotiate with allies and opponents, suffer tradeoffs, and struggle with dilemmas. No social movement gets everything it wants, and some get nothing. In between, most attain complex packages of gains and losses.

This introductory chapter provides a background to the renewed debate about the legal constraints on the use of force imposed by the UN Charter after the Second World War. The increasing conflicts within states have raised legal questions, first, as to whether there can be a right of unilateral humanitarian intervention to protect citizens from their own governments, second, as to the content of the more recent doctrine of Responsibility to Protect (R2P)—the responsibility of the ‘international community’ to protect a population from war crimes, genocide, and crimes against humanity by the government, and third as to the existence of a right to intervene to overthrow a repressive regime. Even more controversially, the conflict in Syria has brought renewed debate about the scope of the right to self defence in counter terrorism operations. This chapter discusses the problems with the identification of international law on the use of force, the role of international law in this area, and the complexities of any inquiry into its effectiveness.

This chapter examines the financial crisis that had begun in early 2007 in the United States. Euro area banks had taken big risks both in the U.S. and at home; almost instantly, they had become enmeshed in the crisis. The global financial implosion had transformed into an unnerving global economic downturn. U.S. authorities had responded with vigor, and by mid-2009, the U.S. was on its way to financial and economic recovery. In the euro area, the European Central Bank (ECB) had remained in denial and national authorities had struggled to tame their domestic banking crises. As the crisis had unfolded, government guarantees that promised to protect creditors and ECB liquidity had propped up euro area banks. However, delays in dealing with insolvent banks, who had gambled and lost, were certain to impede further economic recovery and, ultimately, inflict large costs on governments.

Digital and social media are increasingly integrated into dynamics of protest movements. They strengthen the mobilization power of movements, extend movement networks, facilitate new modes of protest participation, and lead to the emergence of new protest formations. Meanwhile, conventional media remain an important arena where the contest for public support between protesters and their targets play out. This book examines the role of the media—understood as an integrated system composed of both conventional media institutions and digital media platforms—in the formation and dynamics of the Umbrella Movement in Hong Kong in 2014. It grounds the analysis into the broad background of the rise of protest politics in Hong Kong since the early 2000s. More important, this book connects the case of the Umbrella Movement to recent theorizations of new social movement formations. It treats the Umbrella Movement as a case where connective action intervenes into a collective action campaign, leading to an extended occupation mixing old and new protest logics. The analysis shows how the media had not only empowered the protest movements in certain ways, but also introduced forces not conducive to the sustainability and efficacy of the movement. Conventional and digital media could also be used by the state to undermine protests. Through a combination of protester surveys, population surveys, analyses of news contents, and social media activities, this book reconstructs a rich and nuanced account of the Umbrella Movement, which helps shed light on numerous issues about the media-movement nexus in the digital era.

Abstract:
This chapter discusses the impact of the Great Depression on the dream of the Black Metropolis. Unfortunately, this dream foundered on the rocks of the Great Depression in which its black banking giants failed, as did one of the three community insurance giants and its real estate empire, along with so many smaller businesses. The Depression also affected black politics, and major race advancement and protest organizations. The Chicago Urban League suffered financially, faced the threat of its possible demise, and consequently changed the direction of its program. The Chicago NAACP transformed itself into an organization that could perform effectively in the economic arena under diverse leadership. The Communist Party seemingly thrived as it rallied behind a banner of protest and because of the apparent collapse of the American economic system that it vehemently opposed. It was, nonetheless, relatively ineffective in its attempts to control, first, a stagnant Republican-dominated milieu and then a progressive Democratic one.
