Abstract:
It is stated that the Armenian community in the USA is one of the largest and most influential in the world. It is proved that the numerous Armenian community of the USA plays a prominent role in the development of Armenian-American relations. It is shown that the urgent issues for the development of the Armenian Diaspora is to overcome contradictions and competition within the Armenian Diaspora, especially among its most active organizations dealing with political issues. It will solve specific foreign policy tasks and promote the unification of the Armenian Diaspora based on group identity and common goals. The Armenian organizations, acting separately, complicate integration and unification within the community itself, lead to competition and disunity in defending its interests not only in the United States, but also in the world. It is determined that numerous Armenian Diaspora, famous and influential personalities of Armenian origin, national organizations and lobby groups are the “soft power” of Armenia. The Diaspora provides significant and comprehensive support to Armenian diplomacy in advancing national interests, especially in matters of international recognition and condemnation of the Armenian Genocide, the settlement of the Nagorno-Karabakh conflict and overcoming the many economic problems that Armenia faces today. During the post-bipolar period, the Armenian Diaspora in America was quite active namely because of participation in various international organizations. To a certain extent, the Diaspora of Armenia followed the common tradition of using intergovernmental and intergovernmental associations to solve the problems of their states. On the other hand, the Armenian Diaspora confidently applied the method of "complementarily policy". This policy envisaged the deep involvement of the Republic of Armenia in the process of discussing and promoting projects of international organizations of various levels in the foreign policy of leading, influential states of the world and, first of all, the United States. In this regard, it is relevant to study the active and successful activities of the Armenian Diaspora in the United States. It is proved that Armenian Diaspora, with its rich international experience, seeks to integrate into American politics, which represents valuable experience for Ukraine, which has a significant Diaspora in the USA and Canada.

Abstract:
AbstractIntroduction:The Telemedicine Spacebridge, a satellite-mediated, audio-video-fax link between four United States and two Armenian and Russian medical centers, permitted remote American consultants to assist Armenian and Russian physicians in the management of medical problems following the December 1988 earthquake in Armenia and the June 1989 gas explosion near Ufa.Methods:During 12 weeks of operations, 247 Armenian and Russian and 175 American medical professionals participated in 34 half-day clinical conferences. A total of 209 patients were discussed, requiring expertise in 20 specialty areas. Results:Telemedicine consultations resulted in altered diagnoses for 54, new diagnostic studies for 70, altered diagnostic processes for 47 and modified treatment plans for 47 of 185 Armenian patients presented. Simultaneous participation of several US medical centers was judged beneficial; quality of data transmission was judged excellent. Conclusion:These results suggest that interactive consultation by remote specialists can provide valuable assistance to on-site physicians and favorably influence clinical decisions in the aftermath of major disasters.

Abstract:
AbstractThe paper is a complex study of the history of the involvement of Woodrow Wilson (the 28th President of the USA, 1913-1921), in the fate of Armenian people after WWI and the Republic Armenia (1918-1920), especially in determining the boundary between Armenia and Turkey. It presents an analysis of Wilson's Arbitral Award according to the international law and the United Nation's official methodology. The article focuses on the historical background, legal aspects and political implications of Wilson's Arbitral Award (November 22, 1920), officially titled: Decision of the President of the United States of America respecting the Frontier between Turkey and Armenia, Access for Armenia to the Sea, and the Demilitarization of Turkish Territory adjacent to the Armenian Frontier. The Arbitration's significance goes beyond Armenian-Turkish and Armenian-US relations. Border conflicts are still relevant issues on the regional and international agenda. American involvement in the Middle East is one of the key components of the United States' present foreign policy. An accurate and a broad understanding of the nuances of the extremely complex legal situation in the region and the bases for the behaviour of the players can be vital for the security, political and economic interests of the region. Moreover, due to the active participation of the United States in the Armenian-Turkish relations through Wilson's Arbitration, the Arbitral Award becomes a logical starting point for a stronger historical, political, and legal understanding of the conflict-prone region. The article also contributes to the better understanding of President Wilson's policy towards the Middle East during the dramatic period of 1917-1921 and its possible consequences for critical relationships in the region today.

Abstract:
Abstract BACKGROUND: Twenty-nine years since the National Institutes of Health (NIH) Revitalization Act was passed to encourage minority participation in clinical trials (CTs), and yet there remains a deficit of minorities recruited into CT. This induces the idea that Women-of-Color (WoC) (Blacks, Latinas, Native Americans, Asians) are less likely to participate than their Northern/European White (NE/W) counterparts. Using a mixed methods study that included quantitative surveys and qualitative interviews, we dive into understanding how a diverse group of women understand and perceive CT, along with concerns and attitudes towards clinical research. METHOD: The interview script was designed to capture patients’ understanding and concerns of clinical research, reasons for agreeing or declining participation, and facilitators or barriers to participation. The CRAs were trained in establishing rapport with the patient, clearly communicating the questions, and probing for more elaboration of responses. Interviewees and interviewers were matched based on gender and race. A total of four CRAs conducted the interviews – two Asian CRAs interviewed the Asian participants, one Latina CRA interviewed Latinas and White, non-Hispanics, and one African American CRA who interviewed the African American participants. Structured individual interviews were conducted by trained CRAs. The audio-recordings of all interviews were transcribed word for word and reviewed for accuracy. Two independent coders then read and coded each transcript and extracted a set of quotes (phrases or sentences) that reflected the themes. RESULTS: A total of 44 women were accrued between August 2019 and February 2020. The racial/ethnic makeup include the following: 20 Latinas ([White/Hispanic] - one Salvadorian, one half Mexican/half Armenian, and 18 Mexican), 8 Asian (one half Chinese/half Japanese, one Indian, three Chinese, two Vietnamese, one Thai), 8 African American/non-Hispanic, and 8 White/non-Hispanic (two Iranian and 6 European). Age range of women were 27 to 71 years of age. Seventeen women declined participation. CONCLUSION: The in-person interviews highlighted feelings of cultural mistrust among the WoC participants and not in the NE/W participating in the study. The results highlight the influence of cultural mistrust as a barrier and the importance of diversity of the clinical research team in overcoming this barrier, particularly among WoC clinical trial participants. Of course, there is undeniable heterogeneity within the WoC population; each community is influenced by its own historical and present contexts that influence its relationship with the medical system. Approaches to overcome this barrier must address the specific needs of each community. Diversity of the clinical research team and the ability of the team to address culturally relevant beliefs can increase trial diversity. The generalizability, quality, and effectiveness of healthcare treatment requires diverse representation in all clinical trials. Citation Format: Veronica Jones, Noe Chavez, Vanessa M. Abstract:
The article studies diasporas of states that turn into a valid actor in terms of international relations and more of ten become subjects and objects of public diplomacy. Governments of states are trying to adjust efficient communication and cooperation with their diasporas facilitating the institutionalization of their associations through the establishment of government agencies embracing the issues of interaction between the government and diaspora. Diasporas are of a special importance for small countries due to the lack of resources the country might use for carrying out their foreign policy and organizing diplomatic missions. For example, diasporas of Israel, Greece, Armenia etc. in the USA significantly influence the formation of politics of the United States toward their historical motherlands contributing to the development of bilateral relations. The author states that the diaspora studies peaked in the late 1990s, when researchers studied the characteristics of the diaspora as a social entity, and raised the issue of the limits of the diaspora. The Irish, Armenian and Jewish diasporas are classic examples of how the diaspora can represent and promote the interests of its homeland in the American government, while functioning as full-on diplomatic actors in bilateral relations. The paper notes that researchers of the diaspora's role in public diplomacy are paying much attention to China and India, due to their audacious initiatives to institutionalize relations with the diasporas, in order to obtain the potential benefits diasporas can bring for bilateral relations (particularly economic ones) as mediators and catalysts. These initiatives include the establishment of ministries and government agencies to engage and coordinate work with the diasporas. Thus, part of the state apparatus works exclusively with the communities of its country abroad. In China and India, the affairs of diaspora are meddled with on subnational levels with the participation of provincial and local governments. Their diaspora ministries and agencies conduct conferences on diaspora issues within the respective countries and send missions and delegations abroad to organize communication with their diasporas. Diasporas are primarily perceived as a source of information and advice, as well as a means of civic engagement for embassies and ministries/ departments. The author draws the following conclusion: first, today states involve diasporas in fulfillment of their diplomatic targets in terms of public diplomacy to promote national interests and reaching their personal goals; second, the notion of diaspora and diplomacy have been significantly widened lately and third, representatives of different diasporas often address diplomatic practice in official way by appointing honorary consuls or in an unofficial way through the activities of citizens-diplomats. Keywords: public diplomacy, diaspora, diaspora diplomacy, diaspora associations, receiving state, sending state.

Abstract:
On January 25, 1999, an earthquake of magnitude ML = 6.1 occurred in central Colombia, which caused 1,200 deaths, 5,000 injuries, more than 250,000 people affected and economic losses estimated at US$1.2 billion. The earthquake left some important lessons that must be taken into account for the management of similar situations in the future. With respect to the behavior of buildings, the soundness and importance of the code of practice for buildings was demonstrated as a tool for the prevention of seismic disasters. The management of the emergency in cities such as Pereira and Armenia showed the need for planning, continued preparedness and mitigation awareness. The importance of the Colombian Prevention and Disaster Attention System (SNPAD) was demonstrated although the need to enhance organizational aspects, citizen awareness and participation was made evident. The characteristics of the disaster reflect a typical situation that can occur in many Latin American cities located in areas of high seismic risk. This article presents the main lessons learned from this event in the light of work performed by the research team for natural disasters from the Department of Civil and Environmental Engineering of the Universidad de Los Andes.

Abstract:
The problematic field of political interaction between the countries of the Eurasian Economic Union (EAEU) is constructed under the influence of actualizing national priorities of external political players in view of the strategic and resource significance of the post-Soviet space in general. Attention is focused on the contribution of extra-regional and transnational subjects to the development of political and economic space of the EAEU. Political presence of the United States, as well as Western and European states in this region is increased. In this context, we are talking about the intersection and competition of geostrategic, political, economic and other goals of existing political participants in the framework of interstate exchange. On the one hand, it creates some additional factors and mechanisms of manifestation and expansion of conflict-causing precedents, on the other hand, it leads to the emergence of qualitatively new opportunities for opening special political potential, strengthening the status-role positions, establishing the bilateral and multilateral ties, etc. In the end, real prerequisites are created for transformation the symbolic nature and activity significance of the EAEU in the context of domestic political and supranational processes. In this sense, the conceptual basis and tool of American media publications in the direction of actualization the US political agenda in relation to the EAEU countries are interesting. The ideological, semantic and technological features of The Washington Post publications on the topic of political relations between the United States and other foreign policy actors with the Russian Federation, the Republic of Belarus, the Republic of Kazakhstan, Kyrgyzstan and Armenia are analyzed. As a result, it is determined that political participation of the United States in this region is built in the focus of creating the restraining factors for stabilization of political and economic partnership of the EAEU participant countries in the framework of the concept of Greater Eurasia. The existing institutional and functional potential of the post-Soviet states is used for negativization of political and regional role and strengthening of geopolitical opposition of the Russian Federation and the PRC. Particularly, the most frequently published topics in relation to political problems of the EAEU are the Russian participation in a special military operation on Ukrainian territory and foreign policy participation of foreign states in the main processes of Eurasian integration.

Abstract:
Purpose of the research. The article discusses different views on online education: students, lecturers, politicians. Mass open online courses in the West began to be actively introduced in 2012, but after three years, European and American universities started disappointing in them and began to reduce their importance in training. In Russia, online learning is a popular modern educational trend, which is increasingly being talked about at the highest level and which is promoted by central universities that strive to cover the entire educational space with their digital courses. In October 2019, the Russian Federation President’s special representative for digital and technological development Mr. Dmitry Peskov described key trends for Russian universities in the next five - ten years: the first scenario is “cannibalistic" — several leading universities create online platforms and actually wash the core of regional universities. The second is digital platforms and digitalization, when all universities create their online courses. But behind all this, practically no voices of students are heard — do they want to massively switch to distance education on the Internet? The purpose of this study is to answer this question.Materials and methods. The study of students’ opinions was conducted in 2019 (from May to December) at the Ufa State Aviation Technical University (USATU). The work was carried out as part of the study of the basic course “Psychology and Pedagogy", which is taught to first-year undergraduates and second-year graduate students and during pedagogical practice for second-year undergraduates and third-year graduate students. The main method was a written survey of students about the advantages and disadvantages of online learning, followed by a group discussion in the classroom. The resultswere tested at the “Winter School of the Lecturer - 2020", which was held in January 2020 by the Yurait Publishing House for lecturers from Russia, Kazakhstan, Belarus, Armenia and Ukraine. The research materials were presented at the webinar “Online education through the eyes of students" (speaker — A. Ivanova) and caused wide discussion and multiple feedback from the audience in a group chat. The paper presents the results of a survey of students of USATU and statements from the chat of lecturers.Conclusion. The conclusions obtained as a result of processing the survey of graduate and postgraduate students of the USATU almost completely coincided with the conclusions of the lecturers participating in the “Winter School of Lecturer - 2020": the school and the first post-secondary education (secondary or higher) must be received in the “classical" format. Everyone recognized the best options for applying online education: advanced training; receiving a second education; self-development courses on the latest discoveries and technologies. Distance education must be developed, but only without campaigning: consciously, methodically and technologically thought out. It is necessary to check offline the “qualifications" of people with online diplomas. The main thing is not to rush in the pursuit of ratings and economic benefits with the adoption of ill-conceived and reckless decisions that can lead to intellectual degradation of youth and the correction of which will cost our state a hundred times more.

GLOBAL SKILLS IN PUBLIC ACCOUNTANCY: A VISION FOR THE INTERNATIONALIZATION OF THE CURRICULUM. Cecilia Garzón Daza. San Mateo University FoundationCatholic University of Colombia. The article aims for identifying the global skills in public accountancy facing the construction of a vision for the internationalization of the curriculum ft to the dynamics of the globalización. Through a descriptive qualitative methodologic approach the global skills are addressed from the perspective of the Organization for Economic Cooperation and Development (OECD). Then, focus on the internationalization of the curriculum that contributes to the performance of the public accountant in the globalized world. CONSTRUCTION OF THOUGHT IN PUBLIC POLICIES AND ARTISTIC PROCESSES WITH CHILDHOODS: REFLECTIONS FROM THE ARTISTIC INITIATION PROGRAM – PIÁ. Joice Rodrigues de Lima, UDESC, Brasil. I propose here to articulate refections about the structuring of public policies in the feld of arts and childhoods, considering some actions carried out in PIÁ - Artistic Initiation Program, between 2008 and 2018, specifcally. This program has been taking place for more than 14 years, uninterruptedly, in the four macro-regions of the city of São Paulo - SP, with management of the Secretariat of Culture in partnership with Education. Its practices are with and for children and adolescents between 5 and 14 years old and artists educators of the languages of music, theater, literature, visual arts and dance, with the present participation of family members, managers and communities of the territories where the experiences are established. In this context, among many relevant aspects for this refection, it is highlighted, among its structuring axes, a look at the Childhoods that consider them as people of rights, purposers and artistic creators, as the proposition of creation processes that respect the temporalities of childhood and that value the horizontality, dialogue, respect and reception in the relations between educators and children, participation and defagration of artistic processes. Considering that these factors reinforce a confrontation with hegemonic powers, there is a need to think about ways to build public policies that establish actions committed to guaranteeing practices in art and education that prioritize the protagonism and participation of children. In this sense, the creation of public policies that support such participatory axes may be a path towards more respectful processes in relation to the participation of children and adolescents in society, in the public sphere, and through artistic experiences. In the construction of this thought, I will use as a foundation mainly documents that relate PIÁ’s own experience in its practices and attempts to enable the approval of a law that would make it an efective public policy in the city, as well as the contributions of researchers such as Anete Abramowicz, Maria Walburga dos Santos and Vera M. Ferrão Candau, in the feld of Latin American Sociology of Childhood and Manfred Liebel and the approach to the concept of participation and child protagonism. UNIVERSITY MANAGEMENT PERSPECTIVES: A systematic literature review through Bibliometrix. Andrea Mosquera-Guerrero. Edward Enrique Escobar-Quiñonez. The university is a key actor in the creation of knowledge that must respond to the demands of diferent interest groups that asked pertinent responses and in line with global trends; so, its management has become, over time, a complex activity. Based on the above, this work is presented, which aims to publicize trends in university management through the review of the Web of Science and Scopus databases. The records obtained were analyzed using Graph theory and tools such as Bibliometrix. The results allowed identifying four perspectives: a. technology transfer and university entrepreneurship; b. educational model; c. Change management in academic institutions and d. Interest groups. Through a network analysis, it was determined that the most relevant authors are Henry Etzkowitz, Mario Raposo and G.E. Zborovsky. For its part, the region with the highest production in the subject is the United Kingdom and it is pertinent to note that the research carried out allows us to appreciate that the subject is in the boom phase. Abstract:
A few lines before the end of The Tiller of Waters, the protagonist, Nicholas Mitri, wakes up after his death in a void. Once he orients himself, he realizes that this void is actually the center of Beirut that he has inhabited alone during the 1975–1990 civil war and that he has been desperately trying to narrate and preserve throughout the novel. Mitri, a Greek Orthodox man from the predominantly Muslim West Beirut, had been forced out of his house by Shiite Muslim refugees from South Lebanon who had, in turn, been displaced by an Israeli invasion. Homeless, he drifts to his father’s textile shop in downtown Beirut, the contested battle zone between Christian East and Muslim West Beirut. There, he lives alone like Robinson Crusoe in the wilderness of the city center and recounts his family’s story and the history of the different peoples and religious groups that inhabited his life and the prewar city. The house where he lived with his Greek Alexandrian parents and with the Kurdish maid he loved, the shop owned by a Sunni Muslim next to his father’s in the bazaar of downtown Beirut, and the parlor where his mother was trained by an Armenian piano teacher are all eventually wiped out—not by the war but by the reconstruction project. The void, at the end of the story, represents the futility of his efforts to preserve the places. The buildings and streets, it turns out, are more fragile than the memories that inhabit them. The civil war that entrapped Mitri was triggered in 1975 by disagreements between Lebanon’s Christians and Muslims over the presence and power of the Palestinian militias in Lebanon. The war would briefly stop in 1977, with the intervention of Arab forces led by Syria, only to be resumed again, this time with the participation of the Syrians on the side of the Palestinians and Muslims. When the Israelis invaded Lebanon in 1982 to support the Christians and expel the Palestinians, the war took on an international scope with a failed American and European military intervention.

Abstract:
Abstract The third chapter ties up many loose ends concerning technology and gender. First, it analyses the role of women and men in technological jobs based on statistics from several countries. Then, it describes documented female obstacles in the technological jungle such as implicit bias, maternity, pay gap, and discrimination. Next, it investigates female occupational choices from a biological and cultural perspective. It briefly reviews the historical situation of female participation in education, politics, health, and technology since the Roman Empire, during the Middle Ages, and towards the Industrial Revolution until today. Furthermore, it tells experiences from contemporary females in technology, and revises research on Mileva Maric and Albert Einstein’s success. The chapter also includes observations from studies on females in technology conducted in India, Armenia, the United States, the United Kingdom, Japan, Sweden, and several Latin American countries, among others. Finally, it makes an analogy between technological environments and ape societies of bonobos and chimpanzees.
