Abstract:
This study was conducted to estabilish the validity of the Turkish Armed Forces Personality Battery (TAFPB) in selecting Turkish Air Force Academy (TAFA) cadets. Before the data collection some items of TAFPB were made suitable for the TAFA cadets by SME&rsquo
s. Data were collected from first, second and third year students on TAFPB, 16 PF, psychomotor scores and objective and subjective performance measures. The data of 647 TAFA cadets were evaluated. The correlation matrixes, means and SD&rsquo
S of this study is found consistent with the TAFPB applications of Sumer et al. (2000) and Kale (2004) in military settings. TAFPB is face valid because of the common aims of TAFA and TAFPB, selecting ideal officer. TAFPB is content valid because all traits are determined by using job analysis and the relevance and importance of the traits are scored by SME&rsquo
s. Criterion-related validity was measured by analysing the correlations of TAFPB with objective (academic and sport score) and subjective (commander evaluation, flight, military score) performance. Correlations, and a series of regressions pointed out that TAFPB predicts significantly objective performance. TAFPB has incremental validity over 16 PF and BSI in explaining objective performance. The source and class variances were compared by ANOVA. Cadets from military source had significantly higher scores on 11 factors of TAFPB and on performance factors. Moreover they got significantly low scores on BSI. Military high school graduates seems more preferable by selecting cadets. To conclude, TAFPB is a valid test for TAFA.

Advancing technologies in smallsats provide remote sensing and communications capabilities achievable with a constellation of satellites at a reasonable cost to meet military needs. Like any other nation looking for a cheap but effective solution in that area, Turkey might also benefit from a replacement of its remote sensing assets. Currently Turkish Armed Forces rely on a limited number of reconnaissance aircraft and Unmanned Aerial Vehicles, which do not provide real-time or near real-time remote sensing capabilities. Near real-time remote sensing needs for the Turkish warfighter dictates Turkish Armed Forces reach that capability as soon as possible. Likewise, replacing its conventional communication radios with satellite communication devices would also fulfill warfighter needs. While current communication devices have physical limitations in Turkeys mountainous terrain and the surrounding seas, satellite communication capability would provide wider coverage and for specific frequencies might provide better resistance to jamming and interference too. For the benefit of Turkish Armed Forces communications needs, a satellite constellation must be optimized such that effective coverage will be achieved with the least number of satellites to provide a reasonable cost. In this study, Satellite constellation optimization for the Turkish Armed Forces will be achieved by using Analytical Graphics, Inc.s Systems Tool Kit software for simulation and analysis of several possible communications and remote sensing satellite constellations covering Turkish territory and surrounding seas.

Abstract:
The following thesis outlines the state of inter-service rivalry between the Mexican army and the navy. This thesis discusses both the technical and philosophical reasons as to why the two services are so competitive and explains some reasons as to why the two services cannot seem to work together in any capacity. My findings suggest that in order for Mexico to overcome this inter-service rivalry within their armed forces, they must increase civilian oversight and create a unifying civilian institution that promotes and fosters collaboration and accountability.

Abstract:
Literature on entrepreneurship has been criticised on several grounds including a strong bias to examine masculine traits, being deeply rooted in the private sector, limited to economics, conceptualised as a specialist skill pertinent only to non-public entities, overly positivist, single causal and with a tendency to downplay the relevance of both the social and human sciences. The relatively few studies of female entrepreneurs in the public sector have been criticised on the grounds of privileging structure over agency and for ignoring new research perspectives. The literature calls for the generation of alternative viewpoints on entrepreneurship and specifically towards those that pay greater attention to the level of the individual within an institutional setting and that embraces like interaction with multiple sociological variables. To generate research outside these biases, a dynamic relational model consisting of four interactive variables (structure, agency, networks and context) was developed and then used to guide a case study on women entrepreneurs within a male dominated institution - the United Kingdom’s (UK) Armed Forces. A critical realist research methodology was used. Interviews were conducted with a stratified sample of 52 female, uniformed officers drawn from all three services (Navy, Army, Airforce). The findings revealed how women use structure, agency, networks and context to create the necessary leverage to bring about entrepreneurial institutional change based on individual goal realisation strategies. The originality of this research is threefold. Firstly, it examines female entrepreneurs in a male dominated public sector institution. Secondly, it uses a critical realist research methodology. Finally, the research develops a dynamic relational model that has wider utility. The overall net result of this research approach is to provide a richer understanding of the complex, multi-causal nature of public sector entrepreneurship that has the potential for far broader application.

Abstract:
This thesis aims to analyse how well recruits of the Swedish Armed Forces (SAF) have embraced soldier ideals put forward by the SAF following a shift in means of recruiting, changing from a system of compulsive conscription to an All-volunteer force (AVF). This has been done using a Governmentality-analysis of an extensive survey conducted at Ärna Air Base in November of 2019. The concept of Governmentality has to do with the way states and other forms of authorities govern. Launched in the 1970s by French philosopher Michel Foucault, it is based on an understanding that states no longer governing mainly by force, but rather by appealing to its citizens’ free will governing through “the conduct of conduct”, through the creation of self-governing subjects. The recruits were asked to rank different reasons for enlisting, and to assess various ideal qualities of a soldier, as well as pictures used by the SAF with the intention to recruit soldiers. The results were widespread and showed a big dissonance both among the recruits internally but also between the SAF’s military identities promoted by the SAF and the recruits. In some instances, the recruits seem to embrace the SAF’s ideals and in others they seem to be hostile of them. A few reasons for this are suggested in the final chapter of the thesis for example the societal collective understanding of the SAF or the role of the instructing officers.

Abstract:
This study is a conceptual analysis of power-sharing. It applies power-sharing in the context of Mozambique. The study is informed on the premise that components of power sharing contribute to the duration of peace. However, findings from empirical investigations show that certain types of power sharing are associated with more durable peace than others, primarily through their positive effects on governance and public service delivery. The specific objectives of the study were to contextualize the concept of military power sharing arrangement; to explore the challenges faced in implementing the military power sharing arrangement in Mozambique; to explore the strategies used to manage the Mozambique peace process; to ascertain the challenges faced by the BDF during the reintegration standardized training of FRELIMO and RENAMO forces; and to propose recommendations for future interventions. In order to achieve these objectives, the study used a purposive sampling technique to assemble participants that provided useful data for the study. The target population was made up of members of the Botswana Defence Force (BDF) who participated in the United Nations Peace Mission in Mozambique dubbed UNOMOZ; and those who conducted the reintegration standardized training of FRELIMO and RENAMO military personnel Thematic analysis of the participants’ responses from the interviews was used to address the objectives of the study. The findings of the study reveal that poorly trained military personnel were a challenge to the implementation of power sharing deal in Mozambique. Also, there was a lack of trust and confidence between constituent parties, and a lack of transitional authority in holding forth power until the power sharing deal was fully implemented. In addition, the study found out that there was the problem of language barrier, and that very little counselling was offered to those who were traumatized by the conflict. Also, there was a kind of unwillingness by civilians to accept former combatants in their midst and a lack of logistics for both the peace keepers and the combatants. Among others, the study recommended that NGOs, civil society organizations, and churches should be more pro-active in engaging the government and not only ensuring that every party involved in the power-sharing deal fulfills its role, but also organizing and carrying out counselling sessions for ex-combatants as part of reintegration process.

Abstract:
The following Bachelor thesis is analysing how the Swedish armed forces promotes women in order to attract them to their organisation. Specifically it investigates (1) "How does the Swedish armed forces break the social norms of what it means to be a soldier?" (2) "How do they present a gender equal division of labour?" (3) "How do they try to affect women´s attitude towards the organisation?" This study investigates the Swedish armed forces, an organisation with a great underrepresentation of women. The underrepresentation of women is something that the Swedish armed forces openly tries to change through their marketing. This thesis is a single case study with both qualitative and quantitative approach, using Harding´s gender process theory in a descriptive design. By gathering television commercials from the Swedish armed forces user page on YouTube, I explore how the Swedish armed forces tries to minimize the underrepresentation of women. Their strategies are analysed by using Harding´s three gender processes. The results show that the organisation is active in all three processes, but focuses on breaking the social norms of what it means to be a soldier.

Abstract:
Within this culture there is a protected version of masculinity. Military rituals, rites, practices, values and structure reflect accepted conceptions of masculinity and femininity. Through focusing on social representations (Moscovici, 1984; 1988b) as a system of ideas, practices and values, this study questions how social representations act to establish an order that allows military men to orientate themselves in their social and material world. What are the strategies that military personnel enact in attempting to develop and sustain a masculine identity? What are and how do specific aspects of military culture contribute to the construction of military masculinities? And how do female military personnel resist or adopt masculine discourses or identities? 71 semi-structured interviews were conducted with 53 male and 18 female personnel of various ranks working in the Army, Navy and Royal Air Force. Six focus groups were also carried out (10 male, 6 female). The results were analysed using Atlas ti, a computer package designed for analysing qualitative data. Analyses of the present narratives have indicated that an outcome of militarisation is the construction of military masculinities. The military rebuilds or reframes masculinities as a means of meeting the aims of the process of militarisation. Further to this, dimensions of military masculinities can be distinguished as, a) qualities and attributes, and b) distinctive in practice. In particular, discipline and interdependence, and the initial military training played a prominent role in the development of hegemonic military masculinities. Through employing the theory of social representations, this study explored how individuals and groups construct out of the diversity and unfamiliarity of a military social space, a predictable stable world.

Since World War II, the Philippines has confronted threats from communist insurgents, Muslim secessionists, and a few other agitators. Recently, however, a new threat has emerged-- this time coming from a terrorist organization known as the Abu Sayyaf Group (ASG). Although the ASG is a relatively small group, it has wrought great injury to the Philippine image as of late. Common among the groups presenting a threat to internal security are that their strategies and tactics tend to be unconventional and asymmetric. This thesis seeks to determine how special operations can improve the AFP's capability to address internal security threats. The study begins by examining the security environments in which the AFP currently operates, and then proceeds to study emerging security environments in which it will likely operate. The current special operations capability of the AFP is explored and assessed, while inquiring whether it needs enhancing. Case studies of past AFP special operations against groups which posed major internal threats are analyzed to determine whether or not the doctrine and strategy of the AFP was correct, especially regarding its use of Special Operations Forces (SOF). Furthermore, this study considers the United States (U.S.) model for special operations, namely the U.S. Special Operations Forces, in proposing a special operations strategy for the AFP that is feasible, suitable, and sustainable. It is suggested that such an examination will produce a strategy that is relevant, adaptable, and responsive to dealing with the internal security environments likely to be encountered by the Philippine government.

Rapid changes have characterized international relations since the end of the Cold War. Transitioning democracies have been the scene of often-violent change, enduring civil war, political and economic struggle, and ethnic strife. Transitioning nations increasingly need peacekeeping operations to maximize their chances for success. Historically however, peacekeeping operations created by the United Nations have been ad hoc "coalitions of the willing" and have not been conducive to establishing professional peacekeeping forces. This thesis proposes that the more professional the peacekeeping operation, the higher the chance of success for the peacekeeping mission. The need for change to professional peacekeeping is particularly true for the Ukrainian Armed Forces. The development of standing national forces designed and trained to act in crisis management and peacekeeping operations is critical for success. Using the Polish-Ukrainian Peacekeeping Battalion (UKRPOLBAT) as a model, a separate brigade within the Ukrainian Armed Forces should be established to specifically and only perform peacekeeping missions. Thus, this unit could be used as a springboard to begin the professionalization of peacekeeping not only in Ukraine, but also in Europe and the rest of the world.

Abstract:
The purpose of IHL is to protect civilians and provide obligations that parties to the conflict are to adhere to. These obligations in case of a non-international armed conflict emanate from Common Article 3, Additional Protocol II and customary international humanitarian law. The reason for the imposition of these obligations on the parties to the conflict is for the need to protect the civilian population against the effects of hostilities which mostly are women and children. As the conflict in Somalia has gone on for too long, IHL plays an important role in protecting civilians. As the Geneva Conventions regulate armed conflicts together with its Additional Protocols they set out the requirements for the treatment of those not taking part in hostilities. In direct contravention of the Geneva Conventions by the parties to the conflict, the persons not taking part in hostilities have been the victims of attacks by armed groups. Even though armed groups have obligations, breaches have continued to occur resulting in impunity and perpetrators of violence have gone unpunished and there is need to close the accountability gap in respect of holding armed groups accountable in Somalia. The aim of this research is to assess how armed groups in Somalia can be held accountable for the atrocities they have committed. In an attempt to close the gap the researcher discusses the obligations that armed groups have, and when these obligations are breached many result in criminal accountability in respect of war crimes. It is also stated in the research that a State has an obligation to prosecute those in breach of IHL obligations. For prosecution to be possible in Somalia there is need for the Federal government of Somalia to adopt new legislation to enforce the justice system in the attempt to hold armed groups accountable and where possible to also utilise available courts as it is difficult and expensive to establish a tribunal. To end impunity armed groups are to be held accountable.

Abstract:
This thesis explores why gender hierarchy remains resilient and entrenched in contemporary political life, despite efforts to challenge and transform it. I approach this question by focussing on the reproduction of gendered subjects, which I argue is integral to the reproduction of what I term ‘gender orders’. This reproduction is interrogated through an analysis of the reproduction of homosexuality in the contemporary British armed forces. A review of the literature in feminist International Relations (IR) shows feminists have engaged with poststructural thought to develop sophisticated analyses of the subject as an effect of power. I argue that there might be further resources in post structural thought which could be mobilised to expose the incompleteness and failure of all attempts to reproduce subjectivity which might open up new ways to intervene and subvert gender. Drawing on the thought of Michel Foucault, Jacques Derrida and Judith Butler I develop a critical methodology for analysing the reproduction of gendered subjects in the contemporary British armed forces. I argue that the military gender order is traditionally sustained through the segregation of women and the exclusion of homosexuals. As such it is pervasively heteronormative. For this reason I argue that the potential ‘integration’ of homosexuals did pose a significant threat to the gender order. However I will argue the threat posed by the integration of LGBT personnel has been neutralised by a series of responses which ‘re-inscribe’ them into the gender order, although these responses are always unstable. I demonstrate that gender often fails to guarantee the intelligibility it promises, and attempts to order gender necessarily break down. However I will argue that this cannot be exploited instrumentally in order to subvert gender because the gender order is better characterised as being in perpetual crisis, and any attempt to reproduce gender differently will also be unstable and prone to crisis. Consequently critique then becomes a relentless call to question, undermine and deconstruct all attempts to secure political orders, with no guarantees. Ultimately the thesis demonstrates that gender orders are complex, mobile and resilient and argues that modes of feminist critique need to be similarly mobile and responsive to a constantly shifting discursive terrain.

This thesis will focus on the Mexican Armed Force's ability to deal with existing and future unconventional threats and insurgencies. The modern Mexican Armed Forces are the result of an enduring evolutionary process, which has made the necessary changes to deal with the emerging threats against the state. Mexico's criminal threat has evolved because of 9/11 and because of the U.S.-led crackdown on Colombian drug cartels. Mexico's modern adversary is well versed in waging mass media campaigns and uses terrorist tactics to instill fear in Mexico's population. Mexico's current threats consist of drug trafficking, which has resulted in increased levels of violence and rebel insurgencies that have also transitioned from revolutionary nationalists to violent criminals. Therefore, to positively counter the rise of social and political violence, Mexico's government needs to carefully plan its response to insurgencies. Mexico must develop alternate and unconventional remedies to preserve its national security. Current Mexican military strategies rely on the mass mobilization of ground and air troops for mainly search and destroy operations. Although, the evolving threat warrants an unorthodox military strategy, this thesis will only focus on the Mexican Navy's ability to take the lead in dealing with the nation's rising unconventional threats. This thesis uses both the insurgency and counterinsurgency model developed by Gordon H. McCormick, known as the "Mystic Diamond," and Information Operations to frame the unconventional state strategy. This analytical tool offers a better understanding of how an insurgency works, as well as the interaction and relations among the different actors involved. The study presents an in depth case study of Colombia and the development of Information Operation capabilities to support its policies and objectives. Furthermore, this study also presents a concise case study of Mexico and describes how the country has managed its challenges without an Information Operations capability. Using McCormick's Model of Counterinsurgency, this thesis proposes that the development of an Information Operations capability within the Mexican Armed Forces will increase operational effectiveness against internal and external threats, influence public opinion to support government actions, preserve tranquility, and ensure national stability during crises. States in general and Mexico in particular, should continue to use Information Operations and Psychological Operations in order to deal with the enemy of tomorrow while maintaining popular support.

Since after the end of the Cold War, the European employment of military forces within a multinational framework became a regularity, it is now pertinent to ask whether and how these concepts fit at the international level. The construction of Europe and the rise of new security challenges raises the issue of democratic civil military relations in the European Union. The present thesis analyses classical and new theories of civil military relations and applies these to the current issue of security policy and the formation of strategy for a supra-national European Union.

Introduction. Despite increased metabolic demands, infantry soldiers are known to not eat enough during military manoeuvres. We undertook this study to examine food provided and consumed by male soldiers in the Canadian Forces in operational environments to examine and potentially improve their nutrition.
Methods. Subjects recorded their food intakes using dietary questionnaires during two exercises. The adequacy of dietary intake and the nutrient value of foods offered were assessed against Dietary Reference Intakes (DRI).
Results. Soldiers did not consume enough energy, carbohydrate, fibre, folate, vitamin C, potassium and calcium compared to operational requirements. The combat rations provided less than the recommended DRI for some nutrients. Food sources of nutrients were examined.
Discussion. We recommend increasing the quantity of easy-to-eat nutrient-dense foods while decreasing sodium content. To optimize nutrition and combat readiness, new products rich in carbohydrate, potassium, folate and calcium need to be added.

This thesis aims to show how gender is done in the Swedish Armed Forces, against the backdrop of its transition into an international defence organization and the international resolutions that call for gender mainstreaming in peacekeeping operations. In the so-called “New Armed Forces”, traditional demarcations that have separated civilian employees from members of the military officer profession are no longer self-evident. At the same time, what it means to be men and women in the military is changing. Three empirical studies form the basis of the thesis. The first consists of qualitative interviews with women pioneers in the military officer profession, and discusses how gender relations in the Swedish military have changed since the inclusion of women. The second addresses the intersecting relations of gender and occupation and is based on interviews with strategic and executive actors in the Armed Forces Headquarters. The third, ethnographic, study follows a military unit preparing for a peacekeeping mission. It focuses on gender relations in everyday work and shows how the ongoing transformation changes what it means to be military men and women. The thesis is informed by feminist studies of organization, critical studies of men and masculinities, research on professions and occupations, and military studies. A “doing gender” approach and a relational view of both gender and occupations guide the analysis. The analysis shows how established ways of doing gender are changed and reproduced in military practices, how the emphasis on peacekeeping reshapes gender relations in military work, and how organizational boundaries are maintained and deconstructed in organizational practices. Theoretically, the thesis contributes by developing tools for analysing the practising of gender in organizations. The concept of boundary work is elaborated into a tool for analysing how demarcations of gender and occupation are accomplished in work practices. The concept Repair work is employed to capture the complexities of doing masculinities in organizations, by looking closely at situations where the everyday practising of gender is disturbed.
Denna avhandling syftar till att visa hur genus görs i den svenska Försvarsmakten, mot bakgrund av organisationens förändring från invasionsförsvar till insatsförsvar. Denna process kopplas till kraven på jämställdhetsintegrering inom fredsbevarande arbete. I den så kallade ”nya Försvarsmakten” är de gränser som tidigare skilt civilanställda från yrkesofficerare inte längre självklara. Samtidigt förändras de innebörder som kön ges i organisationen. Avhandlingen bygger på tre empiriska studier. Den första består av kvalitativa intervjuer med några av de första kvinnliga yrkesofficerarna i Sverige och diskuterar hur genusrelationerna har förändras sedan kvinnor gavs tillträde till officersyrket. Den andra, som inriktar sig på hur genus- och yrkesrelationer samverkar, bygger på intervjuer med aktörer på ledande och strategiska positioner i Försvarsmaktens högkvarter. Den tredje studien är etnografisk och följer ett internationellt insatsförband under förberedelserna för en fredsbevarande insats. Den undersöker hur genusrelationer skapas i det dagliga arbetet och visar hur den pågående förändringen omformar de betydelser som kvinnor och män tillskrivs i militären. Den tidigare forskning som avhandlingen knyter an till är genus- och organisationsforskning, kritiska studier av män och maskulinitet, forskning om yrken och professioner samt samhällsvetenskapliga militärstudier. Analysen visar hur etablerade sätt att göra kön förändras och reproduceras i militära praktiker, hur betoningen på fredsbevarande arbete omformar genusrelationer samt hur gränser upprätthålls och dekonstrueras i organisatoriska praktiker. Avhandlingen bidrar med nya teoretiska verktyg för att förstå genuspraktiker i organisationer. Begreppet gränsarbete vidareutvecklas till ett begrepp som visar hur genus- och yrkesgränser görs i det dagliga arbetet. Begreppet reparationsarbete tydliggör de komplexa praktiker genom vilka maskulinitet görs då det vardagliga genusskapandet sätts ur spel.

Background: Recent Canadian Armed Forces operations involved multiple deployments and exposure to traumatic events that are associated with post-traumatic stress disorder, depression and substance abuse. Despite efforts to facilitate mental health care, some soldiers do not get the help they need. Objective: To understand soldiers’ experiences and explore barriers and facilitators they encountered accessing mental health care. Results: Qualitative descriptive interviews with 11 Canadian Armed Forces members revealed six major categories that provide insights into their experiences accessing mental health care. Participants’ revealed significant barriers to care including fear of damaging their career or being released, stigma beliefs and actions from peers and leaders, and physical and organizational barriers to care. Social support from family, military co-workers, and unit leaders facilitated care. Conclusions: Notwithstanding efforts to facilitate access to mental health care, some soldiers still perceive significant barriers to care.

This project investigates the potential role of project management policy in major systems acquisition for the Polish Armed Forces (PAF). It includes a short overview of program management in the United States Department of Defense (DoD); analysis of present procedures in the PAF; a cost and benefit discussion of implementing the policy in Poland; and finally, a discussion of possible solutions and implementation plans. The PAF have undergone major transformation since the fall of the Berlin's wall and the dissolution of the Warsaw Pact. Serious reduction of the PAF has been accompanied by technical restructuring and modernization of several major weapon systems, which must meet new, high NATO standards. Successful and effective managing of the acquisition process seems to be crucial for the new shape of the PAF. However, no centralized management across all phases of the acquisition process exists in Poland at the moment. Different military and civilian authorities dominate different phases of the acquisition process. There is an urgent need to implement project management policy in order to consolidate the efforts of all the branches and to ensure a successful transformation of the PAF.

From the aftermath of Suez to the Kosovo campaign, Britain lost most of its colonies and ended up taking a moral interventionist stance on the world stage with the US its major ally. Against that contextual background, this thesis considers the attitudes in Britain towards its Armed Forces and war from 1960 to 2000. Using a range of lenses, the paper highlights the complexity of change. Homosexuality was a scandalous issue for society in the 1960s, such that the 1967 Act which decriminalised it was not really widely accepted. For the Armed Forces, searches for homosexuals increased on grounds of security. The Act of Remembrance, as recorded in churches, shows the mixed approach of the clergy to war, particularly dependent on their own experience, and also the change in mood from a religious service to a secular one. In the notable campaigns that did take place over the period, Borneo, the Falklands, Bosnia, Kosovo and the Gulf War, a methodical view is taken of opinion polls, press coverage, and letters pages to establish trends at the political, elite and public levels. The media has been used as a reference throughout the thesis as a measure of opinion, but here is analysed for its own biases and approaches, since it has a clear effect on people’s opinions, both from fiction and fact. Overall, the thesis paints a complex web of declining interest in defence issues, greater self-interest amongst many, increasing secularisation, and greater tolerance, yet conversely, points to underlying themes of pride in individual servicemen and the institution of the Armed Forces.

La tendance des armées occidentales est d'avoir une capacité de déploiement rapide et d'être en mesure de mener des opérations militaires quelque soit le type d’environnement afin de stopper un conflit s’initialisant. La capacité de se battre dans la jungle est donc plus actuelle que jamais. Mon travail est une analyse de données qualitatives du combat en jungle dans laquelle j’utilise les principes fondamentaux des forces armées suédoises1 afin de décomposer le sujet et d’obtenir un meilleur aperçu de la guerre dans la jungle. J'utilise également comme méthode l'observation participante en vue d’obtenir une meilleure compréhension de cette dernière. Mon travail est surtout basé sur le plan tactique afin de voir comment une section agit dans ce milieu. J’ai abouti à quatre conclusions: - Pour être en mesure de mener une guerre dans la jungle, vous devez être formé, acclimaté et préparé. Si vous ne l'êtes pas, votre pire ennemi sera la jungle elle-même. - Dans la jungle, la façon de faire guerre revient aux chefs de groupe et aux soldats plus que quiconque, en raison des courtes distances et des difficultés à poser un appui-feu. - Gagner les coeurs et les esprits2 des indigènes est la clé de la mobilité afin de recueillir des renseignements ainsi qu’une certaine autonomie. - Il est important d'avoir la suprématie aérienne et d’être en mesure d'utiliser les rivières, en raison de l'avantage gagné par l’utilisation des hélicoptères et des bateaux. En outre, l’ennemi aura un gros désavantage s’il ne peut pas les utiliser.

In this thesis we examine three aspects of procurement policy in the context of asymmetric information. In Chapter 1, we identify an incentive for the contracted firm to underinvest in the comprehensiveness of its internal accounting system, a result similar to that due to Averch and Johnson (1962). The policy implications of this distortion are analysed using both a theoretical construct and numerical simulation. In Chapter 2, we identify a class of distortions generated by the practice of paying 'progress payments' to contracted firms in a model in which 'real' and 'symbolic' progress are not inextricably linked, and in which the procurement agency observes only the latter. In Chapter 3 we construct a simple dual-sector model in which a paternalist government uses bailouts to sustain faltering firms. The firm, knowing the motivation of its client, has an incentive to exploit that knowledge. This complicates the procurement problem in a manner explored in Chapter 3.

The Republic of China (R.O.C) Armed Forces is currently 215,000 strong. In addition to the three main branches, the Army, Navy and Airforce, the armed forces are also divided into 12 departments and 31 categories. However, the current national military performance evaluation model utilizes a one assessment form fits all approach, resulting in less effective performance appraisals. From the Armed Forces’ perspective, stablishing an effective performance evaluation model is an important task. After the government releases military-related news through radio and television channels, the news media goes into a competitive frenzy, leading to the disclosure of military information and secrets which affects the military’s image as well as national security. Unfair and/or erroneous reports create a distorted and misguided view of the military; currently, TV media is the most powerful form of mainstream media. Besides direct interviews, the main sources for military news are press releases from the national military’s news units. The Military News Agency is the media source that includes print media as well as TV/film production studios that transmit feeds via satellite. armed forces journalists are the most important actors with regards to conducting interviews and producing/disseminating media. This paper focuses on the TV reporters of armed forces journalists who are responsible for creating and disseminating military news content; though the nature and content of their work is obviously different from that of normal military officers, both journalists and normal officers are subject to the same performance assessment process. This causes problems for assessors at all levels of the military. This paper attempts to use an review of past studies and professional interviews in order to create an performance evaluation model for TV reporters of armed forces journalist. This study adopted a literature review, questionnaire survey, and expert interviews to obtain 33 sub-criteria for performance evaluation for armed forces journalist. The geometric mean analysis was performed to select 29 vital sub-criteria. According to related literature, a hierarchy is constructed. Then, analytic hierarchy process (AHP) was utilized for evaluating performance of armed journalist. The hierarchy can serve as a reference for military news agency to evaluate performance for armed forces journalist.
