Abstract:
Areva NP Incorporated in France v Eskom Holdings SOC Ltd 2017 6 BCLR 675 (CC) was a dispute over a multi-billion-rand tender. Although the majority of the Constitutional Court recognised the public importance of the case, it adjudicated the dispute entirely on a preliminary point. It found that the applicant did not have legal standing to seek the judicial review of the award of the tender. This case note has three aims. First, I will argue that the Constitutional Court's majority judgment in Areva was generally unpersuasive. Second, I will attempt to show that Areva exposes an unresolved legal question: when should a court consider the merits of a case made by a litigant with questionable standing? Third, I will propose a method for resolving this question by way of substantive judicial reasoning in any given case.

Pendekatan yang digunakan mengadopsi dari Ilmu Sosial yakni teori konstruksi sosial Peter L. Berger yang terdiri dari eksternalisasi, objektivasi, dan internalisasi. Penelitian yang dilakukan menggunakan metode fenomenologi dengan melakukan studi lapangan ke sejumlah wilayah pertunjukan Dangdut Koplo di Solo Raya terutama Taman Hiburan Rakyat (THR) Sriwedari dengan objek kelompok musik Areva sebagai bahan studi kasus. Proses konstruksi sosial masyarakat Dangdut Koplo dideskripsikan melalui analisis pada transkrip pola-pola gendang dan dampak musikalnya. Tahap eksternalisasi melibatkan konsep dan kreativitas Areva dalam menghasilkan serta mengembangkan dimensi interkultural pada pola permainan gendang. Kreativitas dalam bentuk pola-pola gendang bermuatan proses interkultural dihadirkan dengan melibatkan interaksi intersubjek sehingga menghasilkan produk interaktif berupa senggakan dan gerak-gerak komunitas joged pada proses objektivasi. Media pentas dan konser menjadi proses sosialisasi yang membuat masyarakat dari satu kolektif ke kolektif lain, melihat Areva Musik sebagai manifestasi dari Dangdut Koplo, pada tahap internalisasi. ABSTRACTThis research focused on the construction process of the intercultural dimension of the drums pattern among Dangdut Koplo’s society. The approach used to adopt from the social sciences, that was social construction theory from Peter l. Berger consist of externalization, internalization, and objectivation. Research conducted using the method of Phenomenology by doing fieldwork to several areas performing Live of Dangdut Koplo in Solo and surroundings especially on Taman Hiburan Rakyat (THR) Sriwedari with Areva Music group as a case study. The process of the social construction of society Dangdut Koplo described through analysis on transcripts of drum patterns and the impact of its. Externalization stage involves the concept of creativity from Areva Music in generating and developing intercultural dimension on the drum pattern of the gendang’s player. Creativity in the form of many drum patterns featured an intercultural process involving the subject to subject interaction to produce interactive products in the form of senggakan and some motion from joged’s community on the process of objectivation. The medium of performances and concerts into a process of socialization that make communities from one another, the collective to collective see that Areva Music group as a manifestation of Dangdut Koplo, at the process of internalization.

The AREVA NP Inc. realistic large-break loss-of-coolant-accident (LOCA) analysis methodology references the 1988 amended 10 CFR 50.46 allowing best-estimate calculations of emergency core cooling system performance. This methodology conforms to the code scaling, applicability, and uncertainty (CSAU) methodology developed by the Technical Program Group for the United States Nuclear Regulatory Commission in the late 1980s. In addition, several practical considerations were revealed with the move to a production application. This paper describes the methodology development within the CSAU framework and utility objectives, lessons learned, and insight about current LOCA issues.

Abstract:
Areva javanica (AJ), a natural cotton flowers fiber of Amaranthaceae family was taken up for the study of its possible utilization in a friction composite. The chemical composition of Areva javanica fiber (AJF) such as cellulose, lignin, ash, moisture, wax content, and density was evaluated. In addition to these, Fourier transform infrared (FT-IR), X-ray diffraction (XRD), thermogravimetric analysis (TGA), and differential scanning calorimeter (DSC) tests were performed. The surface roughness of AJ fiber was estimated using atomic force microscopy (AFM) and the statistical analysis using Weibull distribution was carried out to identify the diameter of AJ fiber. TGA studies revealed its moderate thermal resistance upto 219℃, and a density of 1.4005 g/cc was estimated of AJF. An attempt was made to make use of the AJF as a potential reinforcement material for acrylic fibers in an organic disc brake pad formulation. Upon fibrization, AJ fibrillates and forms a dense structure, a vital property required for the production of a brake pad. The role of AJ fiber in brake pad was studied by investigating the behavior of fibers from the mixing stage to the cured brake pad. Results revealed that the developed brake pad had a density of 2.01 g/cc, hardness HRS 91, Loss on ignition 21.68%, and cold and hot shear strengths of 44 and 27 kg/cm2, respectively. These values were very close to that of an Acrylic fiber based brake pad. The wear test using Friction Assessment and Screening test (FAST) gave the wear percentage of 0.0187 in3/Hp-h which was found to be 16% higher than AJF (0.0159 in3/Hp-hr) based brake pad.

AREVA Mines and the Nuclear Measurement Laboratory of CEA Cadarache are collaborating to improve the sensitivity and precision of uranium concentration measurement by means of gamma ray logging. The determination of uranium concentration in boreholes is performed with the Natural Gamma Ray Sonde (NGRS) based on a NaI(Tl) scintillation detector. The total gamma count rate is converted into uranium concentration using a calibration coefficient measured in concrete blocks with known uranium concentration in the AREVA Mines calibration facility located in Bessines, France. Until now, to take into account gamma attenuation in a variety of boreholes diameters, tubing materials, diameters and thicknesses, filling fluid densities and compositions, a semi-empirical formula was used to correct the calibration coefficient measured in Bessines facility. In this work, we propose to use Monte Carlo simulations to improve gamma attenuation corrections. To this purpose, the NGRS probe and the calibration measurements in the standard concrete blocks have been modeled with MCNP computer code. The calibration coefficient determined by simulation, 5.3 s-1.ppmU-1 ± 10%, is in good agreement with the one measured in Bessines, 5.2 s-1.ppmU-1. Based on the validated MCNP model, several parametric studies have been performed. For instance, the rock density and chemical composition proved to have a limited impact on the calibration coefficient. However, gamma self-absorption in uranium leads to a nonlinear relationship between count rate and uranium concentration beyond approximately 1% of uranium weight fraction, the underestimation of the uranium content reaching more than a factor 2.5 for a 50 % uranium weight fraction. Next steps will concern parametric studies with different tubing materials, diameters and thicknesses, as well as different borehole filling fluids representative of real measurement conditions.

Dalam rangka menanggulangi jatuh tegangan di Gardu Induk (GI) Sumenep maka PT. PLN telah melakukan kajian tentang pemasangan shunt capacitor. Kajian tersebut menghasilkan ketetapan perlu dilakukan pemasangan shunt capacitor dengan kapasitas 25 MVAR. Agar shunt capacitor dan jaringan yang terhubung dapat beroperasi dengan aman maka diperlukan pemasangan peralatan Pemutus Tenaga (PMT)/Circuit Breaker (CB). PMT ini harus dapat memutuskan arus hubung singkat dan arus gangguan lain jika terjadi gangguan pada saluran yang diproteksinya.Dengan mempertimbangkan pentingnya adanya perencanaan yang seksama terhadap PMT, maka perlu diadakan penelitian mengenai analisis perencanaan spesifikasi PMT yang terhubung dengan bay shunt capacitor di GI Sumenep. Berdasarkan hasil perhitungan dan analisis yang telah dilakukan maka jenis PMT yang dipilih berdasarkan media pemadam busur listrik adalah PMT dengan Gas SF6 karena memiliki beberapa kelebihan jika dibandingkan dengan PMT dengan media pemadam bususr listrik lainnya. PMT merk AREVA dengan tipe GL 313 F3 karena telah memenuhi spesifikasi yang direncanakan. In order to overcome the voltage drop at Sumenep substation, PT. PLN has conducted a study of the installation of shunt capacitors. The study resulted in the determination of the need to install a shunt capacitor with a capacity of 25 MVAR. For the safety of shunt capacitor and the connected network, it is necessary to install the Circuit Breaker (CB) equipment. This CB must be able to clear the short circuit current and other fault currents if there is fault. Considering the importance of planning CB, a research on the analysis of PMT specification planning that is connected to the bay shunt capacitor needs to be conducted at Sumenep Substation. Based on the results of calculations and analyzes that have been carried out, the type of PMT chosen based on electric arc extinguishing media is PMT with SF6 Gas because it has several advantages compared to PMT with other electric busus extinguishing media. PMT AREVA brand with type GL 313 F3 has been chosen because it meets the planned specifications.

Abstract:
This paper describes the advantages and disadvantages of a generator differential protection relay system which uses double slope characteristics of Areva P343, ABB REG670, SEL300G and GE G60. A Buon Tua Srah Hydropower Plant in Vietnam was selected as an example for the relay setting calculations of these characteristics. The performance of the introduced relay model was tested at various fault conditions in Matlab/Simulink. The results apply to the problems of solving the performance of the relay accurately and with reliable differential protection against internal faults, and keeping the generator stable on all external faults and in normal conditions. The simulation simplifies the process of selecting the relay and protection system. This can improve the quality of the protection system design early, thereby reducing the number of errors found later in the operation.

Abstract Long-range Doppler wind light detection and ranging (lidar) measurements at a wind turbine were carried out for the first time. The turbine was of the type Areva M5000 and is located at a site near the coastline in Bremerhaven, in the northern part of Germany. This wind turbine is the prototype for the German offshore test site “alpha ventus” and has a rated power of 5 MW. Information about the ambient wind field before and after this multimegawatt wind turbine was obtained. In this paper the measurement technique is discussed and the results of measurements in the diurnal layer and in the stable nocturnal boundary layer are shown. The main focus of this work is to determine the reduction of the wind speed at certain distances downstream from the rotor.
