Abstract. The paper aims to introduce the ARESIBO project to a greater but targeted audience and outline its main scope and achievements. ARESIBO stands for “Augmented Reality Enriched Situation awareness for Border security”. In the recent years, border security has become one of the highest political priorities in EU and needs the support of every Member State. ARESIBO project is developed under HORIZON 2020 EC Research and Innovation program and it is the joint effort of 20 participant entities from 11 countries. Scientific excellence and technological innovation are top priorities as ARESIBO enhances the current state-of-the-art through technological breakthroughs in Mobile Augmented Reality and Wearables, Robust and Secure Telecommunications, Robots swarming technique and Planning of Context-Aware Autonomous Missions, and Artificial Intelligence (AI), in order to implement user-friendly tools for border and coast guards. The system aims to improve the cognitive capabilities and the perception of border guards through intuitive user interfaces that will help them acquire an improved situation awareness by filtering the huge amount of available information from multiple sources. Ultimately, it will help them respond faster and more effectively when a critical situation occurs.

Abstract:
The increasing incidence of antimicrobial resistance (AMR) is a major global challenge. Routine techniques for molecular AMR marker detection are largely based on low-plex PCR and detect dozens to hundreds of AMR markers. To allow for comprehensive and sensitive profiling of AMR markers, we developed a capture-based next generation sequencing (NGS) workflow featuring a novel AMR marker panel based on the curated AMR database ARESdb. Our primary objective was to compare the sensitivity of target enrichment-based AMR marker detection to metagenomics sequencing. Therefore, we determined the limit of detection (LOD) in synovial fluid and urine samples across four key pathogens. We further demonstrated proof-of-concept for AMR marker profiling from septic samples using a selection of urine samples with confirmed monoinfection. The results showed that the capture-based workflow is more sensitive and requires lower sequencing depth compared with metagenomics sequencing, allowing for comprehensive AMR marker detection with an LOD of 1000 CFU/mL. Combining the ARESdb AMR panel with 16S rRNA gene sequencing allowed for the culture-free detection of bacterial taxa and AMR markers directly from septic patient samples at an average sensitivity of 99%. Summarizing, the newly developed ARESdb AMR panel may serve as a valuable tool for comprehensive and sensitive AMR marker detection.

In recent years, Chinese Government adopts series of policies and actions to advance the building application of the renewable energy resources. Based on the policies for demonstration projects of application of renewable energy sources to buildings (ARESB) in China, this article discusses the policy systems for the demonstration projects in all aspects, including application and review systems, supervision and administration systems, inspection and assessment systems, and the whole policy systems are based on promoting the advance techniques, practicalities, reasonable economy, demonstration and generalization meaning of ARESB. Based on the actual construction and operation of the demonstration projects, the article also analyzes and evaluates the implementation effects and suitability in different areas concerning each technical type, and then analyzes and evaluates issues existing in the implementation of the policies for the demonstration projects of ARESB, with further policy suggestions provided.

This article proposes a novel network model to achieve better accurate residual binarized convolutional neural networks (CNNs), denoted as AresB-Net. Even though residual CNNs enhance the classification accuracy of binarized neural networks with increasing feature resolution, the degraded classification accuracy is still the primary concern compared with real-valued residual CNNs. AresB-Net consists of novel basic blocks to amortize the severe error from the binarization, suggesting a well-balanced pyramid structure without downsampling convolution. In each basic block, the shortcut is added to the convolution output and then concatenated, and then the expanded channels are shuffled for the next grouped convolution. In the downsampling when stride >1, our model adopts only the max-pooling layer for generating low-cost shortcut. This structure facilitates the feature reuse from the previous layers, thus alleviating the error from the binarized convolution and increasing the classification accuracy with reduced computational costs and small weight storage requirements. Despite low hardware costs from the binarized computations, the proposed model achieves remarkable classification accuracies on the CIFAR and ImageNet datasets.

It aims to contribute to the academic understanding of social capital formation in Africa. Whereas the extent of literature focused on uncovering difference in the distribution of social capital at macro, meso and micro levels, this dissertation instead unpacks how political and economic conditions in rural Ethiopia shape the extent of the different forms of social capital at different levels. Aresi and Menze are selected for the case-study based on their representation of rural Ethiopia's ecological, language, and ethnicity, historical and religious diversity. A household survey (n = 735) was conducted to uncover the distribution of social capital forms at the individual, regional and aggregate levels. Eight focus group discussions and ten key informant interviews were conducted to unpack why the different forms of social capital unfold the way they do. The qualitative interviews were also used for validating the result of the household survey by uncovering how institutional and structural factors reconstituted and redefined at the local level and translated into social capital formation. The empirical result revealed that social networks and norms of reciprocity are the most important social capital apects in the study areas. At the same time, trust relations and formal networks (volunteer organizations) are the least important aspects of social capital. However, over time, community-organization has become an alternative venue where community members relate and support each other. Thus, network-based and community-based social capital are the principal social capital forms in the study areas. This result is largely inconsistent with the previous studies that have been conducted in developed and democratic countries which have asserted generalized trust and impersonal civic organizations as the major forms of social capital, rather than localized and interpersonal forms of social capital. The fact that different forms of social capital are present in different contexts with different levels of importance shows that forms of social capital do not necessarily articulate together. Moreover, the variation in the relative importance of social capital forms shows that the production of social capital is shaped by the prevailing political and economic conditions. Thus, this dissertation makes the case that it is necessary to distinguish among the different forms of social capital both in theory and practice.

Nos últimos anos, a emergente dos crimes transfronteiriços nas fronteiras exteriores da Europa tem-se constatado um desafio exigente na forma de atuação das agências europeias de segurança das fronteiras. O projeto Europeu “Augmented Reality for Enriched Situation awareness for Border security – ARESIBO” (GA 833805) pretende desenvolver uma solução inovadora para a contribuição da melhoria do conhecimento situacional nas operações de segurança no domínio das fronteiras. O problema inerente a esta dissertação surge no âmbito da Tarefa 2.5 do projeto: A definição de 4 Casos de Uso Piloto que demonstrem um conhecimento situacional integrado com a adoção de tecnologias de Realidade Aumentada, num domínio terrestre, marítimo, e misto. Assim sendo, o principal objetivo da presente investigação é a conce- ção de uma metodologia para desenvolver e validar casos de uso e cenários de demonstração, baseados na análise do Conceito de Operações (CONOPS) do sistema ARESIBO. O método usado compreende o uso de duas abordagens, a tradicional Engenharia de Sistemas, e a Engenharia de Sistemas baseada em modelos, para guiar o desenvolvimento dos Casos de Uso e cenários a partir da análise do CONOPS. A arquitetura e o design dos cenários são definidos pela combinação do NATO Architecture Framework (NAF) com o método Object-Oriented Systems Engineering (OOSE), que possibilita a construção de diagramas UML comportamentais. A descrição dos Casos de Uso e cená- rios é feita através da Activity Theory e do processo de Intelligence utilizado pela agência FRONTEX, de forma a apresentar claramente quais as atividades realizadas pelas comunidades ilícitas e as agências de segurança de fronteiras. O resultado consiste na definição de uma metodologia que permite desenvolver e validar quatro Casos de Uso Piloto, conforme explicado na definição do problema: Um caso de trespasse de uma fronteira terrestre, um caso de tráfico ilegal de mercadorias, de humanos e por fim de droga.
In the past few years, the emerging cases of cross-border crimes into the external borders of Europe has been a demanding challenge in the operations of the European border security agencies. By these means, the European project “Augmented Reality for Enriched Situation awareness for Border security – ARESIBO” (GA 833805) aims to present an innovative solution to improve situational awareness in border security operations. The problem of the present dissertation is funded under the Task 2.5 of the project, focused on the definition of four Pilot Use-Cases (PUC) that call for integrated situation awareness and the use of AR technologies in land, sea, and mixed-border domain. Within this standpoint, the main objective of this thesis is the conception of a methodology to develop and validate Use-Cases and demonstrating scenarios, based on the Concept of Operations (CONOPS) analysis of the ARESIBO system. The method comprises the use of a Systems Engineering (SE) with a Model-Based Systems Engineering (MBSE) approach to guide the development of the Use-Cases, starting with the CONOPS analysis to derive user requirements. The architecture and design of the scenarios are achieved through the combination of the NATO Architecture Framework (NAF) with the Object-Oriented Systems Engineering method (OOSEM), enabling the conception of behavioral UML diagrams. The description of the Use-Cases and scenarios uses the Activity Theory with the FRONTEX Intelligence process to present a full understanding of the activities performed by both illicit and LEA communities. The result is the definition of four PUC that call for integrated situation awareness with the use of AR technologies: Land-border trespassing, smuggling of goods, human trafficking, and drug trafficking, composed by a conceptual and detailed scenario that associates the flow of the events to be performed with the user requirements and the technological pillars from the CONOPS analysis.

A existência do risco é irrefutável. Tudo e todos estão incessantemente expostos ao risco, podendo este ser de diversos tipos e apresentar diferentes magnitudes. Para um decisor, é importante a análise dos riscos subjacentes à atividade da sua responsabilidade, para que, de uma forma mais consciente os possa transferir, mitigar ou aceitar. Num contexto de pressão considerável, as fronteiras externas da UE enfrentam diversos riscos, desde o tráfico e contrabando à migração ilegal. Devido a uma panóplia de fatores, como conflitos bélicos ou pobreza extrema, tem se verificado um êxodo para a UE, algo que exerce pressão nas suas fronteiras. Nessa afluência de pessoas às fronteiras externas da UE, tanto vêm pessoas inocentes em busca de um futuro melhor, como criminosos. Nesse sentido, surge o projeto ARESIBO, no qual a presente dissertação se integra. Uma parte constituinte do sistema a desenvolver, e que tem um peso um considerável no mesmo, é uma estrutura para apoiar a análise de risco. Na presente dissertação, encontra-se o planeamento e desenvolvimento de uma parte constituinte dessa estrutura de análise de risco, uma ontologia. A designada ontologia serve de base de conhecimento, organizado e relacionado, de conceitos de análise de risco retirados do CIRAM e normas ISO. Por fim e por forma a efetuar a prova de conceito da aplicabilidade da ontologia a um cenário de risco, submeteu-se a mesma a uma avaliação com base na metodologia ROMEO e na verificação de requisitos, direcionados para cenários de risco. De modo a verificar os últimos, testou-se a ontologia recorrendo a um cenário conceptual, específico para a ação ilícita da transposição de fronteiras terrestres. Dessa forma, verificou-se que a ontologia produziu as informações pretendidas, tendo assim sido efetuada a prova de conceito da mesma, no contexto do cenário conceptual. Ficou dessa forma demonstrada, a viabilidade da utilização de ontologias na conjuntura do apoio à análise de risco.
The existence of risk is irrefutable. Everything and everyone are constantly exposed to risk, and it can be of different types and present different magnitudes. For a decision taker it is important to analyze the risks underlying the activity of their responsibility, so that, in a more conscious way, they can transfer, mitigate or accept them. In a context of considerable pressure, the EU's external borders face several risks, from trafficking and smuggling to illegal migration. Due to a panoply of factors, such as war conflicts or extreme poverty, there has been an exodus to the EU, something that puts pressure on its borders. In this influx of people to the EU's external borders, both innocent pe ople and criminals come in search of a better future. In this sense, the ARESIBO project emerges, in which this dissertation is integrated. A constituent part of the system to be developed, and which has a considerable weight in it, is a framework to support risk analysis. In this dissertation, we find the planning and development of a constituent part of this risk analysis structure, an ontology. The so-called ontology serves as an organized and related knowledge base of concepts of risk analysis taken from CIRAM and ISO standards. Finally, to carry out proof of concept of the applicability of ontology to a risk scenario, it underwent an assessment based on ROMEO methodology and requirements verification, directed to risk scenarios. To verify the latter, the ontology was tested using a conceptual scenario, specific to the illegal action of the transposition of land borders. In that way, it was found that the ontology produced the desired information, thus having been carried out the proof of concept, in the context of the conceptual scenario. Thus, the feasibility of using ontologies in the context of support for risk analysis was demonstrated.

No decorrer dos últimos anos, tem sido cada vez maior o número de crimes relacionados com a migração ilegal na União Europeia (EU), no trespassar das fronteiras externas. Por conseguinte, criou-se o projeto ARESIBO financiado pelo programa Horizon 2020 da UE com o objetivo de construir um sistema de sistemas devidamente agregado e com a finalidade de auxiliar os operacionais desta área na difícil tarefa de vigilância e controlo de fronteiras. Com o intuito de avaliar o desempenho dos utilizadores, a sua User eXperience com a Realidade Aumentada e o conhecimento situacional com a utilização das demais componentes do sistema, procurou-se trabalhar e desenvolver o método de avaliação deste sistema de sistemas. Para tal, estudaram-se, inicialmente, os KPIs e métricas a serem avaliados com base em outros estudos ou projetos do mesmo domínio, a fim de selecionar o método de avaliação mais adequado, neste caso, o questionário. Deste modo, o questionário foi desenhado e adaptado por forma a medir os objetivos do projeto ARESIBO em ensaios reais. Após a formulação do mesmo, este teve de ser testado para que fosse possível compreender o seu nível de desenvolvimento, contudo, devido à situação epidemiológica vivida atualmente, o processo de avaliação teve de ser adaptado para ser aplicado em demonstrações online. Seguidamente, foram elaborados dois ensaios online e um teste piloto com a colaboração de 121 participantes de várias organizações parceiras do projeto. Com a análise dos resultados obtidos, foi possível concluir que através do método de avaliação desenvolvido, não só era possível avaliar o sistema em todos os parâmetros pretendidos, como o mesmo ainda auxiliava na deteção de problemas. Por fim, verificou-se a importância das ferramentas de realidade aumentada para os especialistas na área do controlo de fronteiras marítimas, pois estas facilitam a execução das suas tarefas diárias.
In recent years, the number of crimes related to illegal migration across external borders in the European Union (EU) has been increasing. Therefore, the ARESIBO project funded by the EU Horizon 2020 programme was created with the aim of building a system of systems properly aggregated and with the purpose of assisting the operatives of this area in the difficult task of surveillance and border control. In order to evaluate the performance of users, their User eXperience with Augmented Reality and situational awareness with the use of the other components of the system, we sought to work and develop the method of evaluation of this system of systems. For this, it was initially studied the KPIs and metrics to be evaluated based on other studies or projects of the same domain, in order to select the most appropriate evaluation method, in this case, the questionnaire. Thus, the questionnaire was designed and adapted to measure the objectives of the ARESIBO project in real tests. After its formulation, it had to be tested in order to understand its level of development; however, due to the current epidemiological situation, the evaluation process had to be adapted to be applied in online demonstrations. Two online trials and a pilot test were then developed with 121 participants from various project partner organisations. By analysing the results obtained, it was possible to conclude that through the evaluation method developed, it was not only possible to evaluate the system in all the intended parameters, but it also helped in the detection of problems. Finally, the importance of augmented reality tools for specialists in the area of maritime border control was verified, as they facilitate the execution of their daily tasks.

Face ao desenvolvimento da crise migratória e operações ilícitas nas fronteiras da Europa, pretende-se criar um sistema que se foca no controlo de fronteiras através da vigilância, patrulha, conhecimento situacional, análise de ameaças e atividades de busca e salvamento, através da inteligência aumentada, com o auxílio de sistemas de realidade aumentada. O projeto ARESIBO (Augmented Reality Enriched SItuation Awareness for Border Security), visa a potenciação da eficácia dos sistemas de controlo fronteiriço, fornecendo às equipas operacionais e ao nível do comando e controlo tático, informação precisa e compreensível através de ferramentas de realidade aumentada e informação proveniente de veículos autónomos. Com vista a dar resposta a este problema, foram conduzidos testes piloto com essas ferramentas e elaborados questionários que permitiram avaliar o sistema de realidade aumentada da ARESIBO. Estas avaliações pretendem fornecer dados para que se possa dar resposta aos requisitos identificados para o bom funcionamento do sistema. A solução para este problema reside então na criação de um sistema integrado de inteligência e realidade aumentada, a ser utilizado pelos operadores no terreno e pelos comandantes táticos, de forma simultânea e conjunta. O desenvolvimento com sucesso deste projeto permitirá uma evolução no domínio do controlo de fronteiras, desenvolvendo os campos científicos não só da realidade aumentada como também da informação e das comunicações. Aliando estas tecnologias ao processo do conhecimento situacional, será possível dar resposta à complexidade das atividades desenvolvidas no domínio marítimo, associadas ao controlo de fronteiras.
Given the development of the migration crisis and illicit operations at Europe's borders, it is intended to create a system that focuses on border control through surveillance, patrol, situational awareness, threat analysis, search and rescue activities, planning and joint exercises, through augmented intelligence, with the assistance of augmented reality systems. The ARESIBO project (Augmented Reality Enriched Situational Awareness for Border Security), aims to enhance the effectiveness of border control systems by providing to the operational teams and tactical command and control with accurate and understandable information through augmented reality tools and information from autonomous vehicles. In order to address this problem, pilot tests were conducted with these tools and questionnaires were developed to evaluate ARESIBO's augmented reality system. These evaluations are intended to provide data to meet the requirements identified for the good functionality of the system. The solution to this problem lies in the creation of an integrated intelligence and augmented reality system, to be used simultaneously and jointly by field operators and tactical commanders. The successful development of this project will allow an evolution in the field of border control, developing the scientific fields not only of augmented reality, but also of information and communications. By combining these technologies with the process of situational awareness, it will be possible to respond to the complexity of the activities developed in the maritime domain, associated with border control.
