Abstract:
AbstractThe scholarly discussion of archives in the premodern Islamicate world is beset by problematic generalisations. Such a view to some degree stems from a top-down view of archiving that focuses on state archives at the expense of practices of archiving occurring outside a chancery context. This article challenges the assumptions that support an enduring narrative of paucity, by examining non-chancery archival practices in Mamlūk Cairo on the eve of the Ottoman conquest in 922/1517. In doing this, it looks to some of the surviving original documentary material: legal property deeds with connections to waqf endowments whose potential to shed light on archival history has largely remained untapped. Surviving in large numbers in modern collections in Cairo, these documents contain abundant traces of their own archival histories. By presenting a micro-scale case study drawn from this material, this article shows the energetic and meticulous documentary and archival practices that surrounded property transactions in late-Mamlūk Cairo.

Abstract:
The article is devoted to the analysis of the role that archives played in the process of state and national building in Ukraine at the end of 20th – at the beginning of the 21st centuries. The crucial moment in the modern history of our country – proclamation of the Ukrainian independence in 1991 – was closely connected with democratization of society and liberalization of memory policy as well as access to archives. New democratic organization of the Ukrainian nation guarantees the right to information. Thousands of archival files were declassified and became available not only for scientific research but also for wider use. There is an accent on the importance of free access and openness of archives of totalitarian regimes’ repressive institutions. In this respect particular attention is paid to the analysis of the Law of Ukraine “On Access to the Archives of Repressive Bodies of the Communist Totalitarian Regime of 1917–1991” (2015). Archives are the essential sources of collective memory which represent a multifaced nature of the historical development of the state, nation, and society. Furthermore, they give an opportunity to preserve and reproduce the images of different epochs, trace people’s fates. The transformation of society set new challenges for the Ukrainian archival community. The role of archivists evolved from the custodians of the records to mediators between their institutions and society. It has been pointed out that modern technology in archiving open up new possibilities for democratization in communication and free dissemination of information. Nowadays, the establishment of the databases for archival documents, preparation of on-line documentary exhibitions as well as support of public relations is among the main activities of archivists. Ukrainian archivists made significant contribution to the collection and preservation of documentary evidence of the Orange Revolution (2004–2005) and Revolution of Dignity (2014). It should be emphasized that social responsibility of archivists is growing, particularly in open democratic society, because they have to satisfy the right to know, to access to information as well as to protect state security and personal rights of citizens. Finally, it is necessary to mention that archivist is an extremely important, noble and always relevant profession, designed to keep and update the documentary evidence of the past in the modern world for the sake of the future, for historical development continuity, genetic links of generations.

Abstract:
The paper is devoted to the development of archiving in Azerbaijan in the period after the adoption in 1999 of the Law of the Republic of Azerbaijan "On the National Archival Fund,” which marked the transition to a consistent renewal of the state policy of Azerbaijan in the archival sphere, and up to the present. The purpose of the article is to review the most important aspects of archival construction in modern Azerbaijan, including the modernization of the regulatory base and material and technical base for the work of archives, increasing their importance in the system of public administration and social development. The authors note that, having gone through a difficult initial stage of reforms in the 1990s, the archival system of the Republic of Azerbaijan has retained its institutional structure that had developed during the Soviet period and the basis of qualified archivists personnel. The 1999 law created a legal platform for organizing orderly acquisition, accounting, storage, and use of documents of the National Archival Fund of Azerbaijan, and also served as an incentive to update the scientific and methodological foundations of archiving. The Decree of the first President of Azerbaijan Heydar Aliyev "On the improvement of archives in the Republic of Azerbaijan" issued in 2002 confirmed the intension of the leadership of Azerbaijan to increase the role of the archival service in the system of state institutions and public life of the country, which was reflected in a number of practical measures highlighted in the article. Among the achievements of archival construction in Azerbaijan in the 21st century are expansion and modernization of storage facilities, transition to planned acquisition, introduction of electronic forms of accounting and of scientific reference apparatus. Currently, Azerbaijan is implementing the “State Program for the Development of Archival Work in the Republic of Azerbaijan for 2020-2025,” which involves further modernization of regulatory and technological foundations of archiving, including digitization of the NAF, as well increasing the archives’ role in the scientific and cultural life of the country. The data of the sources allows us to conclude that archiving in Azerbaijan in the 21st century is going through a successful stage of modernization. The archival service of Azerbaijan has the potential to effectively resolve current problems existing in the industry: need for new premises and to replenish the state archives with personnel with special archival education, etc. The paper provides information on the development of archiving and the training of archivists in the Nakhchivan Autonomous Republic of Azerbaijan in the 2010s.

Abstract:
In his 1927 “Archeion” article, On issues of modern Polish archival science (Z zagadnień nowożytnej archiwistyki polskiej), the renowned Polish archivist Kazimierz Konarski wrote of the challenge of managing the “shapeless mass” of modern archives in the 20th century. In this presentation, Canadian archival consultant and independent scholar Laura Millar examines the records and archives management challenge of the 21st century: managing the “shapeless mass” of electronic records inundating governments and organizations in the digital age. The “flood” of physical and textual documentation that Dr. K. Konarski faced a century ago has become a torrent of invisible, omnipresent, elusive electronic records – photographs, audio recordings, databases, AI-generated data, and more – stored in countless computer hard drives, cloud storage systems, and personal digital devices. How can the archivist manage digital sources that are both ephemeral and eternal at the same time? To ensure society has the documentary evidence it needs, L. Millar argues that archivists must our shift attention away from the care of static, “old” archives and focus more directly on the work of capturing and recording the present. The digital age may transform our methods, but our mission remains the same: to help society capture, protect, and make available for use essential sources of documentary proof.

Abstract:
The article studies the main ways of using archives as an instrument of popularization of historical and cultural heritage in modern Uzbekistan and assesses the prospects of the Russo-Uzbek archival communications. The history of archives formation and development in Uzbekistan counts many centuries, traditions of archival science in this country are among most ancient in Central Asia. Today the leading archives of Uzbekistan are working on introduction of latest information and communication technologies, sometimes in collaboration with foreign partners. Thus, the archival institutions of Uzbekistan are transforming from places of storages of documents into full-fledged scientific and educational centers that actively participate in promoting national historical and cultural heritage. The most important task that is currently being solved at the highest state level is to increase the level of coordination and systematization of archival materials usage in order to promote national historical and cultural heritage and to shape a modern concept of the genesis and development of the Uzbek state. Uzbekistan archival institutions and fonds are more and more used by its leaders to deal with important social and political challenges facing Uzbekistan (primarily related to achievement of social consensus, development of Uzbek statehood, cultural, and religious spheres). Naturally, the work in this direction is largely aimed at imbuing the population with stable ideas on features of historical development of Uzbekistan and views on international relations, intercultural dialogue, and interreligious interaction. An important task of Russia in this context is to widen cooperation with Uzbekistan in the archival sphere. Publications on the current state of Uzbek archives ignore the use of archival heritage for educational purposes and to solve most urgent social and political task of national development. Moreover, Russian historians and archivists do not receive the necessary information on significant trends in the archival development of Uzbekistan in 2010s; and yet it was a time when informatization proceeded and state interest in popularization of archival heritage grew. Similar methods of training archivists in the two countries should play an important role in the development of Russo-Uzbek cooperation in archiving.

The article attempts to conceptualize the place of archival institutions in Siberia in the process of the information society formation and development, the degree of their adaptation to unstable, sometimes turbulent processes in the contemporary world. The authors contemplate if the archives reflect the interests of citizens and respond to the state requests regarding the information stored in archival institutions. The article shows the forms and methods of work used by the archives – those forms and methods that can provide an optimal contact of archival institutions with the society and its citizens. Analyzing the trends in the development of archives in Siberia, the authors claim that the role of archives is changing as they become involved in the modern information space, in the processes of creating and distributing digital information, and including archives in the e-government activities. Speaking about the involvement of archival institutions in the perspective work on using the tools of the modern information society, the implementation of virtual, online, technological forms of work, the authors emphasize that the archives of Siberia continue to fulfill their traditional functions of the custodians of significant paper arrays of documentary information and provide services for its use.

Abstract:
By definition, archival science is a set of knowledge about archival material and archival activity. Archival scienceis a young science because it has been developing for the past hundred years. More recently, theory, practice and methodology have been formed. When we talk about archival material, we need to know that it’s not just a pile of old paper preserved in the dark archive storage rooms. Archival material is a record in continuity - from the moment it is created, until the moment someone searches for that record. Today it is a common belive that archives are the memory of society and a part of cultural heritage. Today, documents are mostly generated in electronic form. From a practical point of view, modern archival science deals with answers to contemporary issues such as: How to organize digitalisation of archival material? How to keep digital content in the long run? How to organize digital archives? How to care for data security? These are just some questions that will have to be answered by the generations that come - young archivists. To be able to protect contemporary archives for the future we will have to find abwers to above questions, than only by protecting the present we will be able to preserve it for the future.

AbstractIn the Early Modern Age, the Cistercian monasteries of the Crown of Castile were obliged to undergo a reformation process. The reformers paid special attention to the archives. The image that prevails for the Belmonte monastery is one of a disorganized archive. This article aims to demonstrate that this purported disorganization was induced by recent events of this period rather than caused by systematic neglect. We will focus on Belmonte’s archive since its origins in the Middle Ages until 1560. We will examine the main process of production, conservation and diplomatic rewriting, as well as the archival practices applied in Belmonte during the Middle and Early Modern Ages.

Abstract:
This research focuses on manuscript fragments preserved in the State Archives of Modena which originate from the Archivio Estense: it has been revealed that a significant number of these fragments come from the bindings of volumes that make up the archival complex of the House of Este, the largest collection held at the State Archives of Modena - this archival fund spans from 1317 to 1797 and comprises a diverse range of documents in terms of quantity and types, yet it remains coherent due to its origin from a single institutional context. The thesis begins by providing a detailed analysis of the archival history of the fragment collection, tracing its origins and exploring its previous research paths. Additionally, it suggests an ideal expansion of the collection through a census, conducted during the research, that has led to the discovery and identification of approximately 50 new Latin fragments reused in the registers of the Archivio Estense, still in situ. Hence, it will be the first study to disclose a significant portion of the medieval manuscript heritage that has survived in fragmentary form and largely remained unpublished. In contrast to previous research that focused on the analysis of individual exemplars or groups of fragments with similar characteristics (for example, the Hebrew fragments or those with musical notation), this thesis offers a comprehensive approach by examining fragmentary evidence attributable to the same context of reuse. The core of the thesis focuses on the methodology developed for reconstructing provenances defined as "archaeological", i.e. related to the material context of fragment discovery, particularly focusing on witnesses reused in the bindings of the Archivio Estense registers.Furthermore, the thesis includes documentary fragments - typically excluded from fragmentology studies - providing additional research opportunities and offering significant insights into systematic aspects of reuse, especially within the domains ruled by the Este family. This interdisciplinary approach highlights the importance of archival and diplomatic studies in examining manuscript fragments, which were traditionally considered primarily from paleographical and codicological perspectives.A partial catalog of Latin parchment fragments attributed to the Estense Archives is presented, following the descriptive sheet model established in the Fragmentarium database. The analysis of the fragments includes the identification of content, dating, location, as well as material and historical-contextual aspects. In some cases, the common origin of multiple fragments has been recognized, allowing for the reconstruction of membra disiecta.Parallel to this research, a pilot project for digitizing fragments from the State Archives of Modena was carried out in collaboration with the ARCE Studies Center at the University of Bologna. This project focused on selected specimens for cataloging, with metadata coordination undertaken by the thesis author; a report on the activities conducted within the project is included in the thesis, along with reflections on the adopted methodologies

Abstract:
Due to their high biodiversity and widespread distribution in the Phanerozoic oceans, brachiopods are very important tools for research in palaeontology and related fields in Earth Sciences to investigate the past and present global change. Their biominerals have been considered the best carbonate archives of proxies for extending climate and environmental records on a broad geographical scale over long periods of time. Their fidelity as archives is supported by the following: 1) they record the physical and chemical composition of the seawater in which they live without, or with very limited, vital effects; 2) they precipitate a low-Mg calcite shell, which withstands post-depositional alteration; and 3) they are low metabolic and physiologically unbuffered animals sensitive to change in the physicochemical composition of the ambient seawater. However, there is still insufficient knowledge of the microstructures of these biomineral archives and their biomineralization processes during the evolutionary history of the phylum. The aims of the present thesis, focused on solving these issues, are to: 1) examine the micro- and morpho- structural diversity of modern and fossil brachiopods, 2) assess the microstructure variation in different environmental conditions; and 3) reconstruct the evolutionary changes and fabric differentiation of the main brachiopod classes through geological time. A multidisciplinary approach was used for the microstructural analyses: 1) a comprehensive dataset was established based on detailed microstructural observations of modern and fossil brachiopods analysed by Scanning Electron Microscopy (SEM); 2) new measurement methods were developed based on SEM observations to quantitatively describe the morphology and size of the structural units (fibres) of the shell secondary layer, the thickness of the primary layer, and the density and size of endopunctae of modern brachiopod shells; 3) new measurement methods were developed to describe the structural units (laminae and fibres) of fossil brachiopod shells; 4) statistical analyses of the acquired data were performed, i.e. independent-sample t-tests, frequency distribution plots, principal component analysis, and symmetric and asymmetric variants analyses; 5) stable isotope compositions (δ13C and δ18O) were tested from the secondary shell layer along shell ontogenetic increments in both dorsal and ventral valves of modern brachiopod shells; and 6) Transmission Electron Microscope (TEM) and Electron Backscatter Diffraction (EBSD) were performed in collaboration with other researchers to investigate the micro- and nanoscale features of modern brachiopod shells. Through these approaches, details of microstructural patterns were described and compared of twenty-nine specimens of six recent brachiopod species [Notosaria nigricans (Sowerby, 1846), Liothyrella neozelanica (Thomson, 1918), Liothyrella uva (Broderip, 1833), Magasella sanguinea (Leach, 1814), Gryphus vitreus (Born, 1778), Calloria inconspicua (Sowerby, 1846)] from different environmental conditions. Based on the morphology and size of the shell secondary layer fibres, the following conclusions were reached: 1) There was no significant difference in the shape and size of the fibres between ventral and dorsal valves of the same specimen; 2) An ontogenetic trend in the morphology of the fibres was found, as they become larger, wider, and flatter with increasing age. This change in size and shape indicated that the animal produced a fibrous layer with a different organic content during the ontogeny. 3) The relationship between size and shape of fibres and environmental conditions was clear when comparing two species of the same genus (L. neozelanica, L. uva) living in seawater with different carbonate saturation state and temperature, i.e. the fibres of L. uva are narrower and rounder than those of L. neozelanica. This in turn indicated a higher shell organic content in L. uva. Additional investigations were performed on the species Magellania venosa (Dixon, 1789), grown in the natural environment and in controlled culturing experiments in different pH conditions (7.35 to 8.15 ±0.05), and led to following conclusions: 1) Under low pH conditions, M. venosa produced a more organic-rich shell with larger and higher density endopunctae, and smaller secondary layer fibres, when subjected to about one year of culturing. 2) Increasingly negative δ13C and δ18O values were recorded by the shell produced during culturing and are related to the CO2–source in the culture setup. 3) Both the microstructural changes and the stable isotope results supported the value of brachiopods as robust archives of proxies for studying ocean acidification events in the geologic past. Finally, the measurements made on the size of structural units (laminae/fibres) of Cambrian to Devonian fossil brachiopod shells coupled with very detailed qualitative micro-scale observations, allowed the following conclusion: 1) The fossil organocarbonate brachiopod shells produced two main secondary layer fabrics: a laminar fabric in the Strophomenata, and a fibrous fabric in the Rhynchonellata. The Strophomenata laminar fabric shells appeared to be more variable and complex in their structural organization, but the thickness of the laminae was rather uniform and much thinner than that of the fibres. The Rhynchonellata fibrous fabric was more simple and uniform in its organization, but the size of the fibres was much more variable and comparable to the fabric of modern brachiopods. 2) Brachiopods with a fibrous secondary layer were mostly associated with biconvex shells, whereas brachiopods with a laminar secondary layer are associated with a variety of shell shapes. 3) Detailed microstructural studies were shown to be a very useful tool to construct the phylogenetic tree of the Phylum Brachiopoda. For example, the recorded gradual change in thickness of laminae from Billingselloidea to Productida could be important evidence to support the hypothesis that taxa with laminar microstructure diverged from the Billingsellida. Microstructural observation on the Chonetidina suggested that their shells had already evolved a laminar fabric during the Devonian. In summary, this new multidisciplinary and quantitative approach to describe the microstructure of brachiopod shells is a powerful tool to interpret microstructural variations of brachiopod shells in different ontogenetic stages and environmental conditions. Moreover, using the microstructure of brachiopod shells as a biomineral archive is a very promising tool for studying climate and environmental change and reconstructing the state of the oceans over the long history of geological time, and may be used to constrain the evolutionary history of the Phylum Brachiopoda.

Abstract:

Abstract:

Abstract:
The present paper deals with the microhistorical, anthropological and linguistic analysis of one archival document dated 1637. Through its careful reading, we reveal the story of the Kanin Samoyed (“Samoyedin”) Yakushko Pirchikov who had to flee Arkhangelsk along with two reindeer to England by ship in 1631. Later he found himself again in Arkhangelsk where he was caught by official authorities and eventually imprisoned. The documented interrogations preserved in the Russian State Archive of Ancient Acts (RGADA) allowed us to reconstruct the wider context of the Nenets-Russian-English contacts in the Arkhangelsk area in the early modern times. The appendix to the article contains the full-text archival documents (photocopy) supplemented by the cursive transcript, their translation into Modern Russian and the detailed commentary.

Abstract:
AbstractThis chapter examines three recent autofictional documentaries produced in Argentina and Spain—Albertina Carri’s Cuatreros (Rustlers), Mercedes Álvarez’s Mercado de futuros (Futures Market), and Víctor Erice’s Vidros partidos (Broken Windows)—which share a distinctive “archival impulse.” These films propose a meaning in a specific political sense which we read in relation to the contexts of the Iberian financial crisis and the memories of political violence during the last dictatorship in Argentina. We address the autofictional strategies through which the filmmakers “re-stage” the archive by adopting an aesthetics of ambiguity that unsettles the modern paradigm of the archive as static evidence of a given reality, revolving instead around a conception of the archive as a self-reflective process that becomes the subject matter in its own right.

Abstract:

Abstract:
The modern urban ideas arrived in Bogota in 1917, three decades before the Modern Architecture Movement. The ideas burst in with the principles of the Garden City through the US City Planning. They based themselves on Raymond Unwin’s 1909 Town Planning in Practice. Were made evident with Patrick Geddes’ 1915 concept of conurbation. They took advantage of the First Congresses of National Improvements between 1917 and 1920, and materialized in the Bogotá Futuro Plan 1923-25. The Department of Urban Planning (1933), directed by Karl Brunner, and the Work Plan for the Commemoration of Bogotá’s IV Centennial in 1938 consolidated the ideas for the Garden City. These ideas were made explicit in the Urban Planning Manual of 1939-40. The Modern Movement was outlined in the Municipal Archive and Registry and in 1936 the Faculty of Architecture of the National University in Bogota was established. Keywords: Modern Urbanism, City Planning, Garden City, Work Plan. Topic: City theory and history.

Abstract:

Abstract:

Abstract:
My article examines the problem of the archival turn in scientific works and discourse that affects artistic practice, including the choreographic one. In recent years, we can find several attempts to reconstruct the performances of famous choreographers who worked in the 1920s and 1930s. Modern choreographers have recalled forgotten performances of the former era, but recalling these choreographic works, they want to give them a modern meaning. This attempt is similar to rewriting history. In this context of rewriting history, I want to emphasize the importance of bodily memory and bring the perspective of viewing the body as an archive. In my article, I pose questions about how to find traces of former works? How modern choreographers work with memory and with the body. The concept of the body as an archive and the experience of past generations associated with choreographic practice is at the center of my work. The body can hide the secret of trauma, the unconscious determination of behavior in bodily, physical play. The second problem raised in the article is about the relationship between the present and the past. Why do we need a turn in the past now? I consider Yanka Rudskaya’s biography and her approach to dance as an example. This article shows the role of feminine artistic practices in the space of choreography. Recent reflections concern the problem of transferring modern dance to modernity and its discovery.

Abstract:
The conservation of Modern Movement architecture as a built architectural heritage requires also its renovation to reach today's standards of comfort and efficiency. It is even more necessary when it is still in use, as in the case of residential architecture. Moreover, it is a living heritage that, to be understood holistically, requires consideration of the experiences of its inhabitants. The Virgen del Carmen Group in Valencia is a residential complex designed and built by GO-DB Arquitectos between 1958 and 1963, and included in the DOCOMOMO Ibérico database. This architectural complex has been taken as an object of study to analyse the interpretation of its past based on exhaustive historical and archival research. This is the necessary first step towards its heritage consideration on which its future revitalisation and energy upgrading will be supported. This paper will detail the main results of the historical and archival research carried out. The changes and transformations, that the Virgen del Carmen Group has undergone over the years, have been evidenced by comparing the original project, the renovation projects, and its current state. To this end, the documents kept in the main national archives and those of the Valencian Community and the city of Valencia were consulted, as well as various historical photographic, newspaper and video sources.

Abstract:
In the contemporary era, the intersection of history, technology, and the politics of memory has grown increasingly vital. Nations with technological prowess wield history as a potent tool to shape present ideologies. This dynamic has intensified ideological battles in the digital domain, where virtual policies can diverge from reality. Memory institutions, governmental and private, have harnessed digital platforms to disseminate their interpretations of history, often linked to political agendas. While these institutions hold significant sway, they remain underexplored in Russian academia. Developing post-Soviet states have established institutions such as the Polish Institute of National Remembrance and the Hungarian Historical Service to shape historical narratives. These entities emerged after the USSR's dissolution or the EU's formation, infusing an anti-Soviet stance into the politics of memory. This has led to the rise of "post-truth" journalism, distorting historical truths for narrative purposes. However, the need for similar institutions in Russia remains an underexplored topic in academic circles. Visual documents play a crucial role in sociological exploration, offering glimpses into historical realities. While often overlooked within Russia, they have been used abroad for political and ideological purposes. Addressing this void, the State Archive Service of the Samara Region published a two-volume documentary collection on the 1921-22 famine, providing a crucial resource for scholars. Russian researchers possess a distinct advantage in accessing archival materials, enabling them to counter myths and influence memory politics. Their engagement safeguards historical memory and shapes societal values. Western researchers, despite challenges, employ digital platforms extensively, influencing narratives disproportionately.

Abstract:
Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

The technical goal of the Dual Array Project was to develop new technology for non-invasive mapping of buried pipelines, down to depths of 10 meters or more, using modern electromagnetic sensors and signal processing. A major proposed innovation in the work was the integration of the sensor arrays and software into a mobile system capable of mapping underground utility networks (and other buried infrastructure) efficiently over large areas. Ultimately, the goal is to have a non-invasive system that can produce an accurate infrastructure map of an entire urban or suburban utility network in digital form. This goal requires the development of new geophysical remote sensing technologies to create underground images down to the depths of most buried utilities in the United States and the development of software to extract features from the images to create digital maps that can be archived electronically - for example, in Geographic Information Systems. Key components of each of these goals were developed and demonstrated during the Dual-Array Project.

Abstract:
Verdicts returned by modern courts of justice in the context of sovereign debt lawsuits have upheld a ratable (proportional) interpretation of so-called “pari passu” clauses in debt contracts which, literally, promise creditors they will be dealt with equitably. Such verdicts have given individual creditors the right to interfere with payments to others, in situation where the sovereign had failed to make proportional payments. Contract originalists argue that this interpretation of pari passu clauses has no historical foundation. Historically, they claim, pari passu clauses never granted individual creditors a unilateral right to block payments to other bondholders assenting to a government debt restructuring proposal. This article shows this claim is incorrect. Drawing on novel archival research, it argues that pari passu clauses find one potent historical origin in the operation of a now forgotten sovereign bankruptcy tribunal, the London stock exchange. Under the law of the stock exchange, departure from ratable payments did create a unilateral right for individual creditors to interfere with sovereign debt discharges. In fact, ratable distributions provided the touchstone for the stock exchange sanctioned sovereign debt discharge system. What is more, sophisticated contract drafters availed themselves of the logic. The result was a weaponization of pari passu clauses, and their inscription into sovereign debt covenants in the 19th century. The article concludes that the modern debate on the role of clauses in sovereign debt contracts cannot be held without thorough reconsideration of the history of sovereign bankruptcy.

Abstract:
This report provides methodologies and processes of data enrichment and enhanced accessibility of Waterborne Commerce and Statistics Center (WCSC) maintained databases. These databases house tabular and statistical data that reports on The U.S. Army Corps of Engineers (USACE) Civil Works Division National Waterway Network (NWN), which geospatially represents approximately 1,000 harbors and 25,000 miles of channels and waterways. WCSC is a division of The Institute for Water Resources (IWR). They have been tasked with the international collection, maintenance, and archival of all records involving commercial movements and commerce that occur on federal waterways. The current records structure is a large, tabular dataset and limited to the systems and processes put in place prior to the computing standards and capabilities available today. Methods have been tested and utilized to bring the tabular datasets into an optimized, modern geospatial network and expanded upon to create a higher resolution than previously maintained by the WCSC. This report will expand upon the applied methodologies to optimize data queries and the overall enhancement of the data system to allow for linkages to various other sources of information for commerce data enhancement for decision support assistance.
