PurposeFood safety is an important means for controlling food‐borne diseases. While there are various procedures for food safety, HACCP‐based procedure has been considered as an efficient method for food‐safety. In Australia the introduction of HACCP‐based food‐safety measures has been recommended in particular for meat and meat products to replace the traditional organoleptic meat inspection procedure. Aims to estimate the costs and benefits.Design/methodology/approachEmploying tools of social cost benefit analysis, this paper estimates the worth of the HACCP‐based food‐safety program. The analysis was carried out assuming five alternative scenarios with 3, 5, and 7 per cent interest rates.FindingsThe results of this study show that the HACCP‐based food‐safety programs are expected to generate net benefit to the society if the effectiveness ranged between 20 and 90 per cent. However, at the 10 per cent level of effectiveness, net benefit turns into net social loss.Originality/valueProvides details of the costs and benefits of the HACCP‐based food‐safety programs in Australia.

The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) has had a direct role in highlighting safety concerns that relate to petroleum companies transferring their interests in late-life production to smaller companies. Existing projects in offshore Australia have generally been operated by medium to large companies. However, there is an emerging trend for companies to transfer their interests in late-life production titles to smaller companies with limited resources. On the basis of NOPSEMA’s experience, such smaller companies have limited means to deal with unexpected maintenance, decommissioning requirements and associated safety measures. This paper will explore the impacts of this trend on maintaining safe operations.

Abstract:
While absolute injury numbers are widely used as a road safety indicator, they do not fully account for the likelihood of an injury given a certain level of exposure. Adjusting crash and injury rates for travel exposure can measure the magnitude of travel activity leading to crash outcomes and provide a more comprehensive indicator of safety. Fatal and serious injury (FSI) numbers were adjusted by three measures of travel exposure to estimate crash and injury rates across nine travel modes in the Australian state of Victoria. While car drivers accounted for the highest number of injuries across the three modes, their likelihood of being killed or seriously injured was substantially lower than that of motorcyclists across all exposure measures. Cyclists accounted for fewer injuries than car passengers and pedestrians but had a higher risk per exposure. The results varied by both injury severity and exposure measure. The results of this study will assist with high level transport planning by allowing for the investigation of the changes in travel-related FSI resulting from proposed travel mode shifts driven by safety, environmental reasons or other reasons as part of the holistic goal of transforming the transport system to full compliance with Safe System principles.

Abstract:
Reservoir dredging issues are important to extend the life of reservoir. The most effective and cost reduction way is to construct a tunnel to desilt the bottom sediment. Conventional technique is to construct a cofferdam to separate the water, construct the intake of tunnel inside and remove the cofferdam afterwards. In Taiwan, the ZengWen reservoir dredging project will install an Elephant-trunk Steel Pipe (ETSP) in the water to connect the desilting tunnel without building the cofferdam. Since the installation is critical to the whole project, a 1:20 model was built to simulate the installation steps in a towing tank, i.e. launching, dragging, water injection, and sinking. To increase the construction safety, photogrammetry technic is adopted to record images during the simulation, compute its transformation parameters for dynamic analysis and reconstruct the 4D animations. In this study, several Australis© coded targets are fixed on the surface of ETSP for auto-recognition and measurement. The cameras orientations are computed by space resection where the 3D coordinates of coded targets are measured. Two approaches for motion parameters computation are proposed, i.e. performing 3D conformal transformation from the coordinates of cameras and relative orientation computation by the orientation of single camera. Experimental results show the 3D conformal transformation can achieve sub-mm simulation results, and relative orientation computation shows the flexibility for dynamic motion analysis which is easier and more efficiency.

Abstract:
This paper discusses the potential relationship between surveillance techniques, the enactment of security measures, and patient violence in mental health wards. The paper draws upon data from an ethnographic study conducted in a purpose-built mental health unit containing two wards (one locked and one open) in South Australia, and argues that acts of violence observed in the unit were typically preceded by an incident within the unit that was related to the implementation of security measures aimed at controlling non-compliant behaviours. The paper argues that if a relationship between security measures and violence does exist in mental health wards, then close attention must be paid to the ways in which forms of surveillance may arguably exacerbate, rather than prevent, the need for security measures.

Summary The promotion of systematic occupational health and safety management (SOHSM) represents a comparatively recent but significant realignment of regulatory strategy that has been embraced by many, if not most, industrialized countries. As yet there has been little critical evaluation of the origins and implications of this shift, and to what extent the experience of these measures differs between countries. This article seeks to start the process of answering these questions by comparing SOHSM in Norway and Australia. We identified a number of common challenges (problems of “paper” compliance, limited union input and the growth of precarious employment). In particular, the article highlights the interdependence of OHS and industrial relations regulatory regimes and argues the move away from inclusive collectivist regimes places significant constraints on independent vetting of SOHSM—a crucial element in their effectiveness.

Community harm associated with prescription opioids is causing global concern, and post-hospital discharge prescribing is contributing to the problem. We surveyed anaesthetists in Australia and New Zealand to determine which opioid stewardship measures are currently in place, and to gauge interest in participating in future health services research on introducing an opioid stewardship bundle of care. A total of 87 anaesthetists from 87 hospitals were invited to participate, and 45 (52%) responded. The extent of nine current opioid stewardship measures reported was highly variable. One respondent (2%) reported no measures introduced at their hospital; 12 (27%) one to two measures; 16 (36%) three or four measures; 13 (29%) five to seven measures; and 3 (7%), all nine measures were in place. Respondents were often interested in being contacted about future trial participation ( n = 33, 73%); however, concerns regarding feasibility of introducing an opioid stewardship bundle of care were widespread ( n = 22, 49%). It is possible that the variability in Australian and New Zealand opioid stewardship practice is due, in part, to the current limited evidence base for the individual measures, in addition to challenges in research translation. We have found that interest in further research on opioid stewardship is high. Comprehensive, locally adapted, evidence-based opioid stewardship measures may increase the safety of patients and the community following opioid therapy.

Exposure to perceived danger awakens our environmental awareness and sense of individual responsibility. In our rapidly evolving contemporary urban environments, the design of public space is often constrained and focussed on risk mitigation. Designers often rely on the inclusion of mechanisms to control behaviours (eg walls and fences) or rely on displays of authoritarian surveillance (eg CCTV and extensive warning signage). Measures also known as target–hardening (Saraiva & Pinho, 2011). This can create a reliance on the authoritarian control of urban space, which could result in the disuse of self-regulating mechanisms such as individual responsibility and environmental awareness.This study investigates perception of danger in public space through a scenario-based investigation focussed on Brisbane, Australia. This study enquires how we sense danger, what provokes our sense of danger and how this affects our environmental awareness. Current exemplary design responses that aim to improve safety in public space are also discussed. The study highlights a need for further research about how authoritatively secured space affects city users, sense of place and community.

The activism of coalmining unions in Australia, the UK, the USA and elsewhere securing improvements in safety including better legislation in the 19th and 20th centuries, has been widely researched and acknowledged. However, a relatively neglected aspect of this history was a campaign to secure worker inspectors (check-inspectors). These began in coalmining a century before similar measures were introduced for workers more generally as part of overhauling occupational health and safety laws in the 1970s/1980s. We document this struggle for mine safety in Australia and New Zealand, and the activities of check-inspectors in the period to 1925. Notwithstanding strong opposition from coal-owners and conservative governments, check-inspectors played an important role in safeguarding coalminers and improving the regulatory oversight of coalmines. Check-inspectors not only gave coalminers a ‘voice’ in OHS, but they also provided an exemplar of the value and legitimacy of worker’s ‘knowledge activism’. This system remains. Furthermore, the struggle is relevant to understanding contemporary debates about collective worker involvement in occupational health and safety. JEL Codes: J28, J51, J81

Abstract:
This thesis describes the development, application and evaluation of an OHS measurement tool incorporating positive performance indicators to measure OHS performance in Australia Post, a large multi-site postal organisation. Positive Performance Indicators (PPIs) are identified as systematically implemented measures of the management processes initiated to achieve strategic goals. A literature review indicated that there was widespread support for the use of PPIs to measure OHS performance, with proponents advocating their use to monitor and promote implementation of target OHS strategies, and to evaluate the effectiveness of these strategies by using PPIs in conjunction with outcome indicators. Despite this widespread support, there was little practical guidance published on the development or application of PPIs, nor was there empirical evidence validating the claims of advocates. A series of research projects was undertaken to firstly develop - then evaluate - a set of OHS self-assessment tools incorporating PPIs. These projects comprised: review of the Australia Post OHS strategic plan, as the basis for the development of PPIs to measure that plan; development of a set of paper-based self-assessment tools incorporating quantitative OHS PPIs to measure the local implementation of the OHS strategic plan; quasi-experimental pilot study of the use of the OHS PPI self-assessment tools by Postal Managers, to investigate the reliability and effectiveness of the OHS PPI process in monitoring and driving conformance of OHS management processes; experimental study of the use of the OHS PPI self-assessment tools by Postal Delivery Facility Managers, to validate and extend the findings of the pilot study; development of a web-based software application to facilitate OHS PPI data collection and reporting; and, the use of correlation statistics to study the relationship of OHS PPIs with OHS outcome measures, and to assess their role in evaluating the effectiveness of specific OHS strategies. The studies demonstrated that the OHS PPI self-assessment tool could be effectively used by local facility managers to assess and report their implementation of the OHS strategic plan. In addition, the OHS PPI self-assessment process proved to strongly improve the local implementation of those OHS management processes measured. The study further showed that the consistent attention to OHS management processes driven by the OHS PPI measurement process assisted in the achievement of impressive OHS outcome improvements. However, the study showed that the use of correlation statistics to link OHS PPIs with outcome measures to evaluate the effectiveness of OHS management strategies has only limited value. Limitations in both the OHS PPI and outcome measurement data and in the correlation statistics restrict the extent to which findings can be interpreted or that conclusive judgements concerning the effectiveness of strategies can be drawn. The thesis concludes with an account of Australia Post's experiences in integrating OHS PPIs into its OHS management system.

Abstract:
This thesis describes original research that examines the extent to which organisational culture, and psychosocial aspects specifically, relate to individuals??? ???normal??? performance within Australian Defence Force (ADF) aviation. The primary rationale for the research relates to the ???safety record??? of ADF aviation, whereby more than fifty ???peace time??? fatalities have occurred in ADF aviation accidents since 1990 and many of these have links to organisational culture attributes. The secondary rationale relates to a more general perspective: previous research identifies human functioning in military aviation ??? more than any other aviation domain ??? as being dependent upon psychosocial attributes including interpersonal collaboration, communication and coordination. However, the depth to which such qualities impact the safety of a sociotechnical system remains substantially uncharted. This thesis firstly examines both scientific and Australian military literature on organisational behaviour, culture and human factors. Subsequently, it describes the design and implementation of a new 45-item questionnaire ??? the Australian Defence Force Aviation Questionnaire (ADFAQ). More than four hundred ADF aircrew and engineers completed the ADFAQ. The data analysis involved quantitative and qualitative consideration of survey responses and comparisons between numerous demographic criteria. Following this, the thesis describes the design and implementation of an interview study that was designed to both cross-examine key ADFAQ results and explore more deeply other issues that were only superficially identified by the (largely psychometric) composition of the ADFAQ. The research results offer three main contributions to scientific knowledge. These relate to: (1) the efficacy of triangulated and contextualised methodology in building an understanding of organisational culture; (2) the nature of the safety culture concept and its relationship with organisational culture; and (3) rank-based homogeneity of attitudes. This research shows that survey methodologies are not a panacea, but they can illuminate the nature of attitudes to safety and provide empirical guidance for other methods to explore more deeply the cultural roots of such attitudes and associated behaviours.

Abstract:
This thesis contains reviews and research on the occupational hazards of zoo veterinary practitioners in Australia. Although occupational hazards have long been recognised in the veterinary profession, little information is available on the number and magnitude of injuries to veterinarians in Australia, the United Kingdom or the United States. Apart from anecdotal accounts and some limited data, most of the available information is on occupational zoonoses, generally well recognized by veterinarians. Other occupational hazards to which veterinarians are exposed have received scant attention. The veterinary practitioner in a zoo environment has to treat a range of captive wild species which are much more unpredictable and dangerous than domesticated animals. A comprehensive study on occupational hazards sustained by veterinarians in zoological gardens has not been undertaken in Australia. Only one study had been undertaken in the US amongst zoo veterinarians, while comprehensive may not be able to be transposed to zoos in Australia as the species held in Australian zoos differ from those in the US. Personal communication with some senior veterinarians in the zoological gardens in Australia, have elicited further information on the prevalence of occupational hazards sustained by the zoo and wildlife park veterinarians. The prevalence of physical hazards including radiation, chemical and biological hazards reported by veterinary practitioners and the author's own experience as a veterinary practitioner, chairman of the safety committee, member of the animal ethics committee and manager, research In the zoological gardens in Perth, Western Australia have demonstrated a need for a comprehensive study on occupational hazards prevalent among zoo veterinarians. To investigate the occupational hazards including radiological hazards amongst zoo veterinarians in Australia, a self-administered 14-page comprehensive questionnaire comprising 58 questions was mailed to 27 practising zoo veterinarians in Australia. The questionnaire focused on physical injuries, chemical exposures, allergic and irritant reactions, biological exposures, radiological hazards including problems encountered with x-ray machines, use of protective gear and ancillary equipment for radiography, personnel involved in x-ray procedures and in restraining animals, compliance with the Australian National Health and Medical Research Council (NHMRC) Code of Practice (1982), Radiation Safety Regulations (1988) and National Standard for Limiting Occupational Exposure to Ionising Radiation (1995) The result of the study revealed that 60% of the participants sustained physical injuries such as crushes, bites and scratches inflicted by a range of species with some Injuries requiring medical treatment. Also, 50% of the participants suffered from back injuries while 15% reported fractures, kicks, bites necessitating hospitalization. Ninety percent of the participants sustained needlestick injuries ranging from one to 16+ times. Other significant findings include: necropsy injuries, animal allergies, formaldehyde exposure, musculoskeletal Injuries and zoonotic infections. The survey also identified that veterinary practitioners and their staff were exposed to radiation by not complying with the National Health and Medical Research Council (NHMRC) Australian Code of Practice for the Safe Use of Ionising Radiation (1982) which has been framed to minimize exposure to ionising radiation. The majority of the veterinarians in the study group indicated that radiation exposure Is a major occupational hazard to the veterinary profession. Subsequent to the review and research, discussions were held with few senior zoo veterinarians, the Registrar of the Veterinary Surgeons Board and a number of practising senior veterinarians In Australia to collect information on occupational hazards. Additional information was obtained on occupational injuries sustained by the zoo veterinarians through formal discussions with the Director and the two senior veterinarians In the zoological gardens in Sri Lanka. The discussions with the veterinary practitioners in government and private practice revealed that veterinarians experienced a range of occupational hazards including exposure to rabies. Discussions with the dean and the professor of the animal science department focused on the nature of injuries and preventive strategies. In order to obtain information on occupational hazards in the health care industry, the professor of anatomy of the faculty of medicine and a senior surgeon in Sri Lanka were interviewed. This study identified that the zoo veterinarians are routinely exposed to a wide range of occupational hazards. The literature review among veterinary practitioners In US, UK, Australia and Canada have also identified numerous occupational hazards sustained by the veterinarians. The discussions held in Sri Lanka with the professionals in veterinary and health care industry showed that occupational injuries have been common amongst them and they do not have appropriate preventive guidelines in place. This thesis has incorporated recommendations in the form of preventive strategies for minimizing occupational hazards among veterinary practitioners both in zoological gardens and veterinary practices In Australia and in the developed and developing countries.

This thesis explores working and learning practices in the context of safety within the Civil Construction Industry (CC Industry) of Western Australia (WA) and specifically focuses on the relations between organisational safety values and current working practices, primarily focusing on the instrumental power of managers in organisations to produce safety. The thesis examines the values in action that permeate the workplace culture and mediate the daily practices of people working in this industry, and ultimately how they impact upon the minds and bodies of employees. The study provides insight into the working practices and discourses within this industry by exploring the space between rhetoric and reality. specifically in terms of managing actions. Patterns in the data illuminate particular relations between values and practices that can mediate improved regimes of occupational, safety and health (OS&H) practices within organisations in the CC Industry. This study was supported by the Civil Contractors Federation WA (CCF) enabling high-level access and reciprocal practical outcomes for the CC Industry.

Abstract:
The aim of this study was to identify, discuss and make recommendations regarding causal factors associated with injuries and accidents among seafarers and rig workers providing support to the WA offshore oil and gas industry. These incidents cause significant personal and economic burdens for employees, employers and the community in general. A sample of 484 participants were recruited from a workforce of 9800 employees (approximately 5%). Participants were stratified into 2 cohorts; those who had suffered injury (286 – study group) and those who had not (198 - controls). Data from the study group were stratified into oilrig workers and vessel seafarers. A one-way analysis of variance revealed that the injury incidence rate for the seafarers in the study group was significantly higher (mean 14.4 injuries) in the first quarter of each multi week work period ( "swing") (P=0.001), compared to means of 4.125 and 2.44 and 4 for the subsequent quarters. For the oil rig workers, the mean injury incidence rates across the four quarters remained similar. It was recommended that a safety officer be assigned to each vessel to support workers for the 1st quarter of each swing. Implementation of this practice has been trialled in another study leading to a reduction in the number of incidents over a 12 month period (Brown, 2009). Other factors that influenced injury incidence rates were age and level of experience, with younger and less experienced workers being more injury prone. Encouraging older, experienced workers to mentor younger employees and to manage their workload according to their physical capabilities will be a useful intervention. The implementation of these recommendations will reduce the injury incidence rate of this unique cohort of employees thus reducing the economic burden of injuries and accidents to the employee, the employer and the community in general.

The study investigated the role of records surveys in the management of public records in Zimbabwe. The goal was to determine how far records surveys were going in enhancing sound records management practices, thereby improving public service delivery, accountability and good governance. Through interviews, questionnaires and document review it was revealed that records surveys were struggling to attain their intended goal of nurturing sound records management practices in public registries. The lack of ideal mission statements, registry manuals, written disaster management plans, vital records protection programmes, adequate records management training, records retention and disposal schedules, top management support, financial constraints and unclear archival legislation were cited as some of the challenges affecting records and information management surveys from nurturing acceptable records management practices. A closer working relationship between the National Archives and public records management units was recommended.

A project undertaken in Melbourne, Australia, set out to evaluate the effectiveness and benefits of a lower speed limit in a local residential area in the City of Yarra. The intervention comprised replacing 40 km/h speed limit signs in the treated area with 30 km/h signs with an adjacent untreated control area. A before and after study was employed with speed, resident surveys, and estimated safety benefits as measures of its success. Modest reductions in mean speed were observed in the after-phase of the study while benefits were impressive for vehicles travelling at higher speed levels where the risk of severe injury or death is greater. These findings represent an estimated 4% reduction in the risk of severe injury for pedestrians in the event of a collision. Questionnaire responses showed an increased degree of support for the 30 km/h speed limit in local streets in the trial area. The implication of these findings for road safety is discussed, along with the challenges and potential hurdles. Lower speed limits in local streets and municipalities is one important measure to help address vulnerable road users in residential local streets.

Conceptually, the management of safety at roadworks can be seen in a three level framework. At the regulatory level, roadworks operate at the interface between the work environment, governed by workplace health and safety regulations, and the road environment, which is subject to road traffic regulations and practices. At the organizational level, national, state and local governments plan and purchase road construction and maintenance which are then delivered in-house or tendered out to large construction companies who often subcontract multiple smaller companies to supply services and labor. At the operational level, roadworks are difficult to isolate from the general public, hindering effective occupational health and safety controls. This study, from the State of Queensland, Australia, examines how well this tripartite framework functions. It includes reviews of organizational policy and procedures documents; interviews with 24 subject matter experts from various road construction and maintenance organizations, and on-site interviews with 66 road construction personnel. The study identified several factors influencing the translation of safety policies into practice including the cost of safety measures in the context of competitive tendering, lack of firm evidence of the effectiveness of safety measures, and pressures to minimize disruption to the travelling public.

In Hong Kong, cavern development is entering a new era, from a narrow range of uses in the past to the recent widespread applications in the territory (Ho et al. 2020). Rock caverns are now engineered to become a viable source of land supply for sustainable development of Hong Kong. With four decades of knowledge and experience accumulation, Hong Kong has proclaimed its readiness in taking on a new path following the launch of the award-winning Cavern Master Plan along with a suite of enabling measures to foster wider applications of rock caverns in Hong Kong. A number of cavern projects are in the pipeline, covering not only traditional “Not In My Back Yard” (NIMBY) uses but also some new types of facilities. Among all, the Geotechnical Engineering Office of the Civil Engineering and Development Department is now undertaking a joint cavern development project at Anderson Road Quarry Site, which involves two first-of-its-kind cavern facilities in Hong Kong ¾ a materials testing laboratory and an archives centre. This paper will introduce the background of the project and use it as an illustration to highlight various challenges encountered when housing facilities in caverns, such as operation requirements of the facilities, fire safety considerations, site constraints, and the need for preserving the future potential of Strategic Cavern Area concerned. This paper will also discuss some novel design approaches contemplated and other potential solutions to tackle these challenges.

Introduction: Falls from heights represent one of the most frequent accidents in civil constructions, mainly caused by different roofing activities. The risks should be first evaluated by conducting safety inspections, and then implementing adequate control measures to eliminate or reduce the risks of accidents. New technologies facilitate those inspections and make the processes much more efficient. The objective of this study was to make a systematic review to analyse works which used a drone as a visual tool for such safety inspection activities, systematize main information needed to consider in developing future drone research in civil construction. Methodology: The research was carried out on the Brazilian platform for scientific journals and conferences called “CAPES Portal”through the Preferred Report for Systematic Reviews and Meta-analyzes (PRISMA) methodology. Several keywords were used for searching, including: "Construction", "Construction Safety", "Safety Inspection", "Safety Management", "Drone", "Unmanned Aerial Vehicles". Results and Discussion: In total, 102 articles were identified through the searching. After applying all the inclusion and exclusion criteria (published in the last 10 years, published in English or Portuguese language), In addition, the articles were included only if related to the use of drones in civil construction and if had some relationship with work safety inspection. A total number of 15 articles fulfilled the selection criteria’s and were included in this review. Theinformation about the analysed studies included information such as author/reference, the objective of the study, the country where the study was conducted, the activities which were analysed, conclusions, limitations and the type of the drone which was used in the research. In total, 8 of the 15 studies were developed in the United States, representing 53% of the total, while other studies are from Germany (4), Brazil (2), Australia (1) and Spain (1). Most studies analysed the inspection ofbridges and roofs. Conclusions: Studies have shown that there is evidence of the advantages of using drones to assist in safety inspections in civil construction, especially in bridges and roofs.

Gas pipelines and networks are subject to multiple regulatory governance arrangements. One regime is economic regulation which is designed to ensure fair access to gas markets and emulate the price pressures of competition in a sector dominated by a few companies. Another regime is technical regulation which is designed to ensure pipeline system integrity is sufficient for the purposes of public safety, environmental protection and physical security of supply. As was highlighted in analysis of the San Bruno pipeline failure, these two regulatory regimes have substantially different orientations towards expenditure on things such as maintenance and inspection which ultimately impact public safety. Drawing on more than 50 interviews, document review and case studies of specific price determinations, we have investigated the extent to which these two regulatory regimes as enacted in Australia may conflict, and particularly whether economic regulation influences long-term public safety outcomes. We also draw on a comparison with how similar regulatory requirements are enacted in the United Kingdom (UK). Analysis shows that the overall orientation towards risk varies between the two regimes. The technical regulatory regime is a typical goal-setting style of risk governance with an overarching requirement that ‘reasonably practicable’ measures are put in place to minimize risk to the public. In contrast, the incentive-based economic regulatory regime requires that expenditure should be ‘efficient’ to warrant inclusion in the determination of acceptable charges to customers. How safety is considered within this remains an open question. Best practice in performance-based safety regimes such as those used in the UK and Australia require that regulators adopt an attitude towards companies based on the principle of ‘trust but verify’ as, generally speaking, all parties aim for the common goal of no accidents. Equally, in jurisdictions that favor prescriptive safety requirements such as the United States (US) the common goal remains. In contrast, stakeholders in the economic regulatory regime have significantly diverse interests; companies seek to maximize their individual financial returns and regulators seek to exert downward price pressures. We argue that these differences in the two regulatory regimes are significant for the management of public safety risk and conclude that minimizing risk to the public from a major pipeline failure would be better served by the economic regulatory regime’s separate consideration of safety-related from other expenditure and informed by the technical regulator’s view of safety.

<p>The paper is to assess contribution of maintenance toward reducing building vulnerability to extreme weather events such as high wind, wild fire and flood. The aims are to gather technical knowledge to develop policy recommendations and guidelines for practice in Australia. Reducing building vulnerability to extreme events is one way of improving building resilience that is partly under the control of the building owners/occupiers. The performance of buildings will decease overtime without effective maintenance and their vulnerabilities to extreme events will increase. What are the opportunities to reduce building vulnerability via maintenance is the key question. Lack of consideration for maintenance during the design phase and lack of proper as-built documentation at completion of construction are the two main deficiencies of the Australian building system. The paper reviews the impacts of weather events in Australia. Losses due to storms, cyclones, wildfires and floods accounted for 96% to total losses due to disasters. Emerging risks for Australia are due to climate change, changes to construction practice and the introduction of new construction products without appropriate control. Maintenance activities currently carried out in Australia include (i) maintenance of essential safety measures, (ii) maintenance for habitability and</p><p>(iii) preventive maintenance for extreme events. Maintenance is considered as a post-construction activity and a responsibility for States and Territories governments. Opportunities for reducing building vulnerability vary with the types of events. For storms and cyclones, water penetration remains a recurring and costly issue. For floods, the opportunities for the owners/occupiers are mainly in preparation of the buildings before the floods and subsequent clean up and repairs. For wildfires, the main opportunity is in reducing the risk of ignition due to embers action with appropriate maintenance measures for the buildings and surrounding areas. The main recommendation of the research is to establish a building maintenance manual for each building with prescribed information including (i) as-built construction details relevant to maintenance, (ii) required preventive maintenance checklist.</p>

High-pressure gas pipelines are vulnerable to damage in the course of building or maintaining other infrastructure, such as roads, water pipelines, electricity or telecommunications cabling. Unlike other countries, there has never been a death or serious injury from a high-pressure gas pipeline strike in Australia and yet external interference continues to be the most common cause of pipeline damage despite a range of technical and legislative measures in place. This research project aims to enhance the safety strategies regarding third party pipeline strikes by giving the pipeline sector a greater understanding of the motivations and priorities of those who work around pipeline assets and so how to work with them to achieve better outcomes. Using data gathered from more than 70 in-depth interviews, we explore empirically alternate understandings of risk amongst a range of stakeholders and individuals that are responsible in some way for work near or around high-pressure gas transmission pipelines in Australia. Outside the pipeline sector, much of the work around pipelines is conducted by those at the bottom of long chains of contractors and sub-contractors. We discuss perceptions of risk held by a range of third party actors whose activities have the potential to threaten gas pipeline integrity. We compare these views with gas pipeline industry perceptions of risk, couched in terms of asset management, public safety, legal and insurance obligations, and reputation management. This paper focuses on how financial risk and so also management of the potential for pipeline strikes is shifted down the third party contractor chain. Added to this, incentives for timely project completion can unintentionally lead to situations where the potential for third party contractors to strike pipelines increases. The data shows that third party contractors feel the time and cost impact of design or project changes most immediately. Consequently, strikes or near misses may result as sub-contractors seek to avoid perceived ‘unnecessary’ time delays along with the associated financial impact. We argue that efforts to reduce the potential for pipeline strike need to be targeted at structural changes, rather than simply aimed at worker risk perception and enforcement of safety compliance strategies.
